Monsey drivers have another reason to put down the cell phone this week; Operation hang Up. The operation consists of extra New York State troopers cracking down on cell phone usage on roadways all across New York State. The extra enforcement is paid for through a Distracted Driving Enforcement Grant from the National Highway Traffic Safety Administration. The National Highway Traffic Safety Administration reports that more than three thousand people died on U.S. roadways last year, due to distracted driving. Operation Hang Up is the New York State Police’s way of trying to reduce that number. The police department will be using what it calls Con-

Texas Congressman Ron Paul came in second with 15.8 percent of the vote, followed by Newt Gingrich, former Speaker of the House, and Rick Santorum, the former senator of Pennsylvania, who has quit the race. While New York was once considered pivotal to the Republican primary campaign, since Santorum suspended his campaign on April 10, the race has lost its suspense. However, since Santorum never filed paperwork to invalidate his candidacy, Santorum’s votes will

Toddler temper tantrum is something very common. Between the ages of two and three, your previously gentle and loving toddler will have a change of personality. He will no longer be content to accept your rules for everything, but will want his own say in what he does and does not do. Quite frequently, this will result in toddler temper tantrum. When a toddler starts having tantrums, the first thing the parents should do is decide what is important and what isn't important. If you want to have your own way in everything your toddler disagrees with, then you're likely to spend the majority of your time in a battle of wills. The best plan is to make as few rules as possible. Your child will be more likely to adhere to a lower number of rules and he will also know that those rules are important.
Letting him get away with eating breakfast cereal with his fingers may be worth the mess if you know that he will definitely hold your hand to cross a road. “Once you do decide what is important, don't give in. Make sure your rules are constant”, explained Dr. Paul Bloom, a pediatrician on staff at Monsey Family Medical Center. He says consistency is key. “It is very important that parents or caretakers remain consistent in how they treat tantrums,” Dr. Bloom points out. "If you make a rule that no snacks may be eaten an hour before bed-time, stick by that rule, even if your toddler's cries are loud enough to annoy the neighbors. Albany, NY - New York’s top court is set to hear the constitutional challenge by state Senate Democrats to the creation of create a 63rd Senate district upstate. The Court of Appeals has expedited the case, hearing the appeal Thursday after a trial-level judge found it “disturbing” the Senate’s Republican majority used two different formulas for establishing voting boundaries in parts of the state. Majority lawmakers in the Senate and Assembly struck a deal with Democratic Gov. Andrew Cuomo last month to approve new election maps that critics say were unfairly drawn to help protect their political power. The Republicans hold a 32-30 majority in the Senate. Democrats have a 2-to-1 voter enrollment advantage. The new 63rd district would be west and south of Albany.

At the end of the day, Republicans and Democrats are still people. People basically want the same privileges this country has always granted. When voters go to the polls they are going to elect an animal-either a donkey or an elephant. Seems like this is slightly discriminatory. This discrimination is not what this country is about. Just an elephant and a tiger? That is not enough-what about a lion and a tiger? If this country wants to change we have to start thinking outside the box-what about the donkey and the elephant party including other animals? Are animals really all that represents the voters of this country?

recently received my County and Town tax bill. There was a tax increase on the County taxes of over 31%.

Rockland County Republican Committee Chairman Vincent Reda misled Republican voters about their ballot choices on the eve of today’s Republican Presidential Primary in New York. Reda said in a pre-recorded call to voters that “It is imperative that us Republicans get out and support Mitt Romney for President, even though the other candidates have dropped out of the race, it is imperative that we show a united front.” Did Reda mispeak during the robocall or did he purposely push low-information voters away from Congressman Ron Paul and former House Speaker Newt Gingrich, both of whom remain in the race.? In the current economy when many people are losing their jobs, and the foreclosure rate on houses is at an all time high, what the County is doing is putting many more people into foreclosure. Many homeowners are on the brink. A 31% tax increases is the last straw that can break the camels back. What the County should have done was to cut the workforce drastically as is done in the private sector. There is a lot of duplication of services in the different layers of government. The County has to live within its means and not break the taxpayers back. The Politicians figure that they have another four years until the next election and by then they figure that the voters will have forgotten the astronomical tax increase. We will make sure that does not happen. What can be done is that next years tax bill
should not use this years tax increase of 31% as a base and add on to that next years increases.They have to use two years ago taxes as a base and consider this years tax increase as an anomaly. The Town of Ramapo has also been raising taxes drastically. Even though a new law has been passed setting a two percent tax cap on tax increases unless there is an override. What the Town of Ramapo has done to bypass this new law, is that they have added a new line on the tax bill called "Town out - Highway." If one adds that line to the unincorporated town tax, the unincorporated taxes has increased by approximately 50%. NEWS FROM THE ROCKLAND COUNTY LEGISLATURE LEGISLATOR WOLFE APPLAUDS NYC MAYOR BLOOMBERG’S PROPOSED MULTI-FAMILY SMOKING Proposal Similar to Wolfe’s 2012 Law Requiring Smoking Policies in Multiple Dwelling Rental Properties in Rockland County Rockland County Legislature ViceChairman Alden H. Wolfe has stated his support for NYC Mayor MichaelBloomberg’s proposal to require the owners of multi-family residential properties in NYC to adopt a smoking policy that delineates wheresmoking is allowed inside or outside of the premises. The proposed lawwould apply to buildings with three or more rental apartments,condominium or cooperative units and owners or their agents would be required to make prospective tenants or buyers aware of the policy during lease or contract negotiations.

Legislator Wolfe, along with former Legislator Connie Coker, authored a similar law for Rockland County that took effect on January 1, 2012. The local law requires policies be established by owners/agents of multiple dwelling rental properties and, in the case of properties with five or more units, a copy of the smoking policy must be filed with the County Health Department. Failure to comply subjects the owner/agent to a civil penalty. “I commend Mayor Bloomberg on his continuing effort to reduce secondhand smoke in New York City,” said Legislator Wolfe. “This is a public health matter that needs to be addressed on the global level and the Mayor’s proposal for the great City of New York brings the matter to the forefront. I hope the City Council will support his proposal and conclude, as we did here in Rockland, that residential smoking policies will help to prevent conflicts among tenants, reduce health issues that result from exposure to secondhand smoke and will respect the personal rights of non-smoking and smoking tenants.”
“Mitt Romney is going to be the nominee, and I’m going to support the nominee,” Santorum is on record as saying. . Most political observers have said that Romney cleared his last remaining obstacle in his path to the nomination when Santorum dropped out. While Gingrich and Paul said Tuesday that they intended to remain in the race, Romney has a practically insurmountable delegate lead, as well as an enormous fundraising advantage. Additionally, nearly all party leaders have called for the party to refocus its efforts on the general election. Four years ago, when the presidential primary was moved up to Super Tuesday on Feb. 5 and the races were still competitive, Democratic turnout reached 42 percent in the Lower Hudson Valley and Republican turnout was about 26 percent.
In an automatic call that went out earlier this week Rockland County Republican Party Chairman Vincent Reda asks his fellow Republicans to support Romney and states that the other GOP contenders had dropped out of the race. In Reality only Rick Santorum actually dropped out. Ron Paul and Newt Gingrich continue to seek the GOP nod in their quest for a presidential run. Reda said the other candidates barely had a presence in New York, something he sees as meaning they had dropped out of serious contention.

ROCKLAND'S CROPSEY COMMUNITY FARM SET TO EXPAND TO TWELVE ACRES When Rockland County Executive C. Scott Vanderhoef, Clarkstown Town Supervisor Alexander Gromack and Rockland Farm Alliance President John McDowell signed the license agreement allowing Rockland Farm Alliance (RFA) to farm five acres of publicly owned open space in June of 2010, they all acknowledged that what they were doing was groundbreaking. Since then, other state groups and agencies, including American Farmland Trust and Hudson River Valley Greenway, have recognized this as well, calling the model license agreement “cutting edge.” “To our knowledge there is no other municipality in New York State that has entered into this kind of agreement, which is why Mark Castiglione of Hudson River Valley Greenway and David Haight of American Farmland Trust have called it cutting edge,” says McDowell. “There are a myriad of reasons why small farms can and should flourish in suburban areas: healthy local food, educational opportunities, quality of life, open space and community building to name a few.” “We appreciate the cooperation and support we have received from both the County and the Town of Clarkstown. We are proud and honored to work together with them in a bipartisan way to preserve our county’s rich farming heritage, while we build outdoor classrooms for school kids to learn about how their food is grown.” With its first growing season completed and by all accounts successful, Cropsey Community Farm, RFA’s first farm project and Rockland’s largest organic Community Supported Agriculture (CSA)
farm, is poised to add an additional seven acres under an amended license agreement with the Town and County, thus expanding from the initial five to a total of twelve acres under cultivation. “Rockland County is proud to have played an important role, along with the Town of Clarkstown, in the purchase of the Cropsey Farm, one of the last remaining farms in the County,” says County Executive C. Scott Vanderhoef. “I particularly commend the Rockland Farm Alliance (RFA) and the broad-based community coalition of farmers, community groups and citizens that spearheaded this ground breaking new agricultural model that re-establishes local and sustainable agriculture and farming within our community. NEWS AROUND ROCKLAND St. Lawrence Blasts Manhattan Commuter Tax Proposal Town of Ramapo Supervisor Christopher P. St. Lawrence today criticized a new proposal to restore New York City’s commuter tax. Manhattan Borough President Scott Stringer put forth a proposal to reinstate the tax, which was repealed in 1999. Stringer maintains that the Metropolitan Transportation Authority (MTA) needs the extra funds to help stabilize its budget. St. Lawrence noted that Rockland County residents already pay considerably more money to the MTA than the value of the services that they receive in return. A recent study commissioned by the County of Rockland determined that Rockland taxpayers pay $110 million to the MTA; however, the MTA only provides $68 million to the county in services, which results in a value gap of nearly $42 million. Based on the study’s findings, Rockland residents only get
back 62 cents for every dollar that they give to the MTA. “The commuter tax is nothing more than a tariff that unjustly targets suburban commuters,” said Supervisor St. Lawrence. “Instead of looking for a handout and attempting to balance its budget on the backs of the hard-working men and women who travel to work in New York City each day, the MTA would be better served by engaging in internal cost-cutting measures and proven budgetary practices that actually make fiscal sense. Instituting yet another tax on commuters cannot
be the solution for the MTA’s budget woes.” With a population of over 126,000 people, the Town of Ramapo in Rockland County is the largest town in New York State outside of Long Island.
Rockland County Saves Residents More than $500,000 with the ProAct Rx Discount Cards County Executive C. Scott Vanderhoef today announced that in slightly less than one year, Rockland County residents have collectively saved more than $500,000 while using the ProAct Prescription Discount Card Program. The discount card program was exclusively endorsed by Rockland County Legislature in June of 2011. Since the program was implemented, residents have filled more than 13,000 prescriptions saving an average of 43%, or $40.85 on each prescription they fill. Rockland County and ProAct worked together in an effort to help the uninsured and underinsured residents obtain financial relief at the pharmacy when filling their prescriptions. When residents utilize the discount card, they can expect to see savings ranging from 1020% on brand name prescriptions and 2070% on generic prescriptions. The discount card program also offers residents of Rockland County the opportunity to save on vision, hearing, and LASIK services as well as access to a low cost dental coverage plan.

Beware of Skin Lotions Tainted With Mercury
Some skin lotions and antiseptic soaps claim to clean and lighten skin while removing freckles and wrinkles. Instead, these illegally imported cosmetic products make consumers ill from exposure to high levels of mercury. “Exposure to mercury can damage your kidneys and nervous system. It also interferes with brain development in unborn babies and very young children,” said Gloria SánchezContreras, a spokesperson for the Food and Drug Administration. Immigrants Are at High Risk The FDA has identified dozens of products that contain high levels of mercury, and has taken steps to deny shipments of these products into the United States. However, many of these lotions and soaps are brought into the country by mail or by international travelers. Once here, they often end up on store shelves that cater to immigrants, including Hispanics, Asians, Africans and people from the Middle East. People who buy these products are not putting only their own health at risk, small children can also be exposed to mercury by breathing in the vapors of a skin lotion or by touching someone who has used the cream and then putting their fingers in their mouth. “That’s why it’s so important for consumers and sellers to know about the dangers of possible mercu-
ry poisoning associated with the use of or exposure to these skin products,” said Sánchez-Contreras. The FDA prohibits the use of mercury in skin lotions and cosmetic soaps manufactured abroad. To avoid skin lightening and anti-aging products tainted with mercury, stay away from products that: • Do not clearly list ingredients on the label. • Include the words “mercurous chloride,” “calomel,” “mercuric,” “mercurio,” or “mercury” in their labels. • Have labels written in other languages unless they also include a clear description in English. What to Do If Exposed to Mercury Be alert for signs of mercury poisoning, which include irritability, changes in vision and hearing, memory loss, depression and numbness in the hands, feet or mouth. If you suspect you have been using products tainted with mercury, stop using them immediately and do the following: • Wash your hands thoroughly as well as any other part of the body that might have come into contact with the product. • Contact your doctor or health clinic. CHOOSING TO SEE A PSYCHIATRIST (PART 2)
Your primary care physician helps to ensure you are physically healthy. A psychiatrist helps to ensure you are emotionally and mentally A psychiatrist is a medical physician who specializes in the diagnosis, treatment, and prevention of mental illnesses, including substance abuse and addiction. Psychiatrists are uniquely qualified to assess both the mental and physical aspects of psychological disturbance. Their medical education has given them a full working knowledge of the many causes for a patient’s feelings and symptoms. Armed with this understanding, psychiatrists can make a complete, accurate diagnosis and then recommend or provide treatment. Psychotherapy is a systematic method of treatment in which you and the psychiatrist meet at regularly scheduled intervals to discuss troubling problems and feelings. Various forms of psychotherapy can help people to change behaviors or thought patterns, explore the effect of past relationships and experiences on present behaviors, or treat troubled relationships. Because psychiatrists are medical doctors, they can also determine whether there is a need for medication to help restore imbalances in body chemistry that are often a large part of mental illnesses.
When you visit the psychiatrist, the doctor will ask questions about your background, family, habits, and general health and will ask why you think you need treatment. The psychiatrist will want to know when you last had a complete physical examination, may ask to see your medical records, and may ask your permission to consult with your personal physician. The psychiatrist knows how to interpret laboratory results and other findings of the physical examination. You may be asked to schedule an EKG before certain medications are prescribed. Today psychiatrists can select from many effective treatments and will work with you to create an effective program. If your treatment includes both medication and psychotherapy, your treatment may include seeing a psychiatrist and another clinician such as a social worker. For example, the psychiatrist would make the diagnosis and prescribe and monitor your medications; the social worker would see you for psychotherapy or talk therapy. Because psychiatrists are medical doctors who can prescribe medications and are also psychotherapists, they can see you for both your medication visits and psychotherapy sessions. You can request that this be done.

For those interested in completing the work, you may be eligible for a 10 percent cash-back incentive and low-interest financing for up to $25,000 in energy efficiency improvements. Income eligible participates (60 – 80 percent of the area median income) qualify for a grant up to $5,000 to cover as much as 50 percent of the cost of improvements.

If your home was weatherized some years ago by the Weatherization department and therefore we are no longer able to come to your home this is a program that you can apply for to possibly help you improve your home's efficiency. In addition this program is an option to consider if you are not income eligible for the weatherization program.

SCHUMER SCHUMER PUSHES LEGISLATION IN MAJOR POSTAL REFORM BILL TO PRESERVE NY’S RURAL POST OFFICES & DOOR-TODOOR MAIL DELIVERY SERVICE Schumer Introduces Amendment To Protect Door-To-Door Postal Delivery Service – Senate Bill Could Have Created Apartment-Style Group Boxes Further From Homes, But Schumer Pushing Legislation To Ensure Mail Comes To Individual Doors and Mailboxes Schumer Also Backing Amendment That Would Keep All Existing Rural Post Offices Open For 2 Years – Would Save 53 Post Offices Currently On The Chopping Block Schumer: We Can Save The Postal Service And Keep Rural Offices Open At The Same Time Today, U.S. Senator Charles E. Schumer announced that he is introducing legislation to preserve door-to-door mail delivery service for the U.S. Postal Service, as well as his support for legislation that would put a two year moratorium on rural post office closings. Schumer is pushing for these provisions to be part of S. 1789, the 21st Century Postal Service Act which is currently being debated by the Senate to reform the Postal Service and identify cost savings to keep the Service strong for years to come. “Hundreds of thousands of Upstate seniors and businesses rely on rural post offices and door-to-door delivery in every corner of the state,” said Schumer. “We need to make major reforms to the postal service to protect the vital service it provides, but saving the post office while shutting down key post offices and mov-

ing delivery further from people’s homes makes no sense at all. This legislation would put a two-year moratorium on closures, and ensure that the Post Office keeps delivering mail right to the mailbox or doorstep. We need to save where we can, but cutting out incredibly important post offices defeats the point when it comes to saving the postal service. These are commonsense proposals that recognizes that the USPS needs reform, but balances that need with the importance of our rural post offices and convenient delivery.” As originally written, the postal reform bill would have pushed the USPS to stop delivering mail to individual doors and mailboxes and instead install apartment complex-style group boxes, where all of the mail for a given street or neighborhood would be delivered to boxes that were grouped together in one place, further from individual homes. Citing the hardship this would place on senior citizens and others, Schumer introduced an amendment to the bill that would prohibit the USPS from installing these boxes and dramatically altering the way mail is delivered. For new developments where group mail centers make sense, the USPS would be allowed to install these boxes in the future. But Schumer’s amendment aims to preserve the door delivery service that residents have relied on for decades.
