Air Force Sponsorship Program by Maj. Mark Ashman 86th Maintenance Operations Squadron
H
ats off to the Army for their AFN commercials and catch phrase, “That’s not what right
looks like!” Recently, I saw a commercial on AFN whereby a new Soldier showed up to the unit and reported in. He was asked who his sponsor was. He replied, “Sergeant, I don’t know. I don’t have one.” Needless to say, “that’s not what right looks like,” and that is no way to transition to a new base. Regardless of your service affiliation, this same scenario can be applied across all ser-
vices. In the Air Force, we rely on the Individualized Newcomer Treatment and Orientation, or INTRO program, to provide the framework and guidelines to assist newly assigned Airmen. Early on in their transition, this program sets them up for success and helps them become effective contributors to the unit’s mission. According to Air Force Instruction 36-2103, the INTRO program also serves as a “tool that commanders can use to ensure members, who have a pending relocation assignment, are able to obtain personal assistance through sponsorship.” However, even the most structured INTRO program is only as good as the sponsor who oversees the transition for each new
Airman. Therefore, it is imperative that when choosing a sponsor, you pick someone who is going to take pride and invest time into helping out this new inbound Airman. Ideally, your leadership team should choose someone of similar rank and marital status as the Airman who is joining the unit. This will allow the sponsor to develop an immediate connection with the newest member of your squadron. There is also training available through the Ramstein Airman & Family Readiness Center to help educate sponsors on their roles and responsibilities, which include providing assistance before, during and after the move. Sponsors are the first ones to
interact with newcomers and to welcome them and their families to the unit. Therefore, it’s imperative they make a good first impression, and that starts by making contact via email or phone, fielding any questions or concerns inbound members might have. This also allows sponsors to plan for their arrival by making lodging reservations and to establish the time and location sponsors should be at the airport to meet them. Over the course of the next few days, the sponsor will be instrumental in getting the newcomer through the Ramstein In-Processing line, orienting him to the base and exposing him to the See PROGRAM, next page

Disposing of trash improperly is a question of personal integrity, especially when you are aware that off-base residents are not authorized to bring their personal property refuse onto any installation for disposal in facility dumpsters, recycle centers, or in military family housing underground dumpsters. As military members, we uphold integrity to the highest level, but why ruin it with a small thing such as bringing trash on base and dumping it illegally? There is no need for an integrity check. Just do what is right, even when no one is looking. Off-base residents automatically pay a refuse and recycling fee as part of their housing costs and must utilize these local community collection services versus sneaking additional tonnage onto installations and increasing refuse and recycling costs unnecessarily. Recycling is the law in Germany, and proper disposal of personal property is the responsibility of each resident using the collection services appropriate to their community. Below are some general rules of engagement for properly dealing with trash: • No off-base refuse or recyclables should come onto installations and be placed into any dumpster, underground container or base recycle centers. (Exception: up to 60 days after arrival and when out-processing; requires PCS orders). • Place trash inside dumpsters and/or underground containers, not on the ground by the containers since trash left outside the containers will not be collected. • Bulk trash items such as furniture, grills, mattresses, etc., should only be placed on the sidewalk near the underground dumpsters on the Sunday night (after 6 p.m.) prior to the scheduled

Harvey Air Force Public Affairs Agency WASHINGTON — Sequestration would leave the Air Force with untrained people, a lack of equipment and be “devastating” to the service, officials said Feb. 7. The warning echoes what Department of Defense officials have stated for months about across-theboard defense cuts, in addition to an ongoing continuing resolution.
“Now that we’re staring at that possibility in less than a month, I can tell you, they were right,” said Air Force Vice Chief of Staff Gen. Larry Spencer during a media roundtable at the Pentagon. The meeting was aimed at discussing the toll that ongoing fiscal insecurity and looming sequestration are taking on the force. “We understand the national imperative of economic strength and getting the fiscal house in order,” said Acting Under Secretary of the Air

local community to find a house. For anyone who has been through this process before, you know PCSing is and can be stressful. But having a good sponsor to ease the transition can make all the difference between hitting the ground running and stumbling out of the blocks. I was very fortunate that during my transition, I had a great sponsor who took care of my needs and far exceeded my expectations. Having been overseas before, I had an idea about what to expect. However, when my sponsor brought my wife and me to the hotel, we were pleasantly surprised by a large welcome basket full of breakfast items, snacks and several pamphlets and vignettes from the A&FRC, which highlighted the finer points about Ramstein and living in Germany. From that day on, my wife and I decided we were going to continue that practice for each new member joining the squadron. With that said, before each new member arrives, I follow up with the sponsor to ensure he too has assembled a small welcome basket and information packet prior to the newcomer’s arrival. After all, you only get one chance to make a good first impression. Though the sponsorship program is not a new concept to the Air Force or our sister services, I felt it was an important topic to discuss. If you consider the sooner an Airman gets settled, the sooner he will be able to contribute to the mission, at the end of the day, that should be the goal of every squadron in the Air Force. OHA/MIHA Survey
The Overseas Housing Allowance Utility/ Recurring Maintenance and Move-In Housing Allowance Survey is being conducted on behalf of the Department of Defense, by the Allowances Branch of the Defense Travel Management Office. The utility survey is conducted annually, while the MIHA survey is conducted once every three years as part of a combined survey. This year, the combined survey will be conducted from March 1 through 31 for Germany. The survey is designed to collect utility/recurring maintenance and move-in expense data incurred by uniformed service members stationed overseas, who reside in private housing. If you receive OHA and meet the following qualifications, you should participate in the survey: • Are stationed in the country where this survey is being conducted for three or more months • Reside in privately leased quarters (not a homeowner or home sharer) • Receive an Overseas Housing Allowance

and weather, the two-week deployment ensured many of the 37th AS pilots met training requirements that keep them proficient on combat airlift tactics. “There’s a ton of stuff we have to get trained on, and I got 57 semiannual requirements accomplished in a four-hour flight,” said 1st Lt. Sean Jensen, 37th AS pilot. More than five years have passed since the 86th AW and the 103rd Squadron have trained together. Since then, the 86th AW has transitioned from the C-130 E/H model to the newer, more advanced C-130J model. The IAF is scheduled to undergo the same transition this year. “We flew with Israeli pilots who are going to be transitioning from their (C-130E/H) models to the new J’s. They flew with us and we talked about some of our different procedures and tactics and the way we employ the C-130J,” said Capt. Brett Polage, 37th AS pilot. “They talked about some of their tactics and how they train here in Israel, and we basically just compared notes.” Sharing tactics with the IAF ensured the 37th AS BUDGET, from Page 3
“Those cuts from sequestration, as has been said over and over again, are going to be devastating; they’re going to be dangerous,” Morin said. Morin and Spencer, among others, laid out a set of near term actions the service is taking to hedge against the potential of sequestration. They included limiting training, facility maintenance and curbing spending. “The actions we’re taking (now) are focused on things that we see as reversible and not damaging to direct combat capability,” Morin said. “Nevertheless, they are disruptive to a whole host of Air Force priorities.” Morin and Spencer said if sequestration does happen, the Air Force will have to take additional and likely irreversible actions. One such measure is to halt all but emergency facility repairs across the force. “That results in a 90 percent reduction in those expenditures through the rest of the fiscal year,” Morin said. pilots sharpened their skills as combat airlifters. “Any time you teach something, you learn it better than you knew it before,” said Col. William Ward, 86th Operations Group commander. “It helps cement in our minds some of the differences ... (to) emphasize the ways that we have to operate differently with fewer crew members while fully exploiting the technology.”

That is compounded by a potential sequestration shortfall of $1.8 billion in overseas contingency operations. “We’ve taken a series of initial actions, but those actions don’t come close to covering $12.4 billion,” Morin said. “There’s a lot more we’d have to do.” For example, Morin said the reductions to the weapons systems sustainment account is going to drive an approximately one-third reduction in depot workload in fiscal year 2013. But, like many other actions that may take place under sequestration, depot maintenance is something that will have cascading effects. Aircraft overdue for depot maintenance will be grounded until funds become available to service them later on. So, it’s going to push back that maintenance into a sort of bow-wave that will continue into fiscal year 2014

February 15, 2013 It wasn’t just the pilots who had the opportunity to teach their craft to the IAF; Airmen from the 86th Operations Support Squadron, 86th Aerospace Medicine Squadron, 86th Maintenance Squadron, 86th Aircraft Maintenance Squadron, 86th Logistics Readiness Squadron and 435th Air Mobility Squadron were also present for the FTD. “I have each specialty with me ... like hydraulics, like electricians, (communications), (navigation), avionics, (hydraulics) — each system,” said Master Sgt. Dana Aube, 86th AMXS productions superintendent. “(IAF members) come over and I have my experts from each system walk them through the differences of the E/H’s from the J’s.” The maintainers worked days and nights to ensure two sorties of two C-130s went up nearly every day. The training is considered imperative to the readiness of the wing for contingency operations. “They’re working hard at getting their combat training accomplished,” Ward said. “If we were to execute contingency operations in that area in the future ... we will have the benefit of having flown in the air space.”

The Air Force currently has more than 180,000 civilian Airmen, with many locations where those civilian Airmen make up the majority, if not all of the workforce. Spencer related a conversation he’d had with a wing commander. The commander was “extremely concerned about what will happen to his work force since his entire maintenance team consists of government civilians,” Spencer said. The military relies heavily on the expertise of its civilian Airmen and furlough would seriously limit the Air Forces ability to do the mission and would have a hugely negative impact on morale. “This sort of unprecedented furlough action would put at risk mission accomplishment in a whole host of areas,” Morin said. “It’s a breach of faith with the civilian Airmen who
are critical to the success of the Air Force.” They also stressed the woes sequestration will have for the already difficult modernization programs. “Unless we get substantial reprogramming flexibility we will see damage to programs like the KC-46 tanker, the F-35 — all in an environment where we’ve been bending over backwards to try and create stability,” Morin said. “That means delayed capabilities to the Airmen who are waiting for it, and it means increased cost to the taxpayer.” In the long term, the nation is going to have “some pretty serious conversations about defense strategy, about what we ask of our armed forces and of what set of capabilities the nation needs to provide required national security,” Morin said. “Sequestration has us looking a month from now, a week from now, a day from now,” Morin said. “It’s like driving down a highway at 70 miles an hour, staring right in front of your hood ornament; it’s not a recipe for success.”

Beyond borders 21st TSC SNCO takes on unique mentorship role in Afghanistan Story and photo by Staff Sgt. Lynne Lantin NTM-A/DCOM-SPO Public Affairs KABUL, Afghanistan — A 21st Theater Sustainment Command sergeant major deployed with the 16th Sustainment Brigade has taken a mentorship role with the first Afghan National Police female graduate of the Kabul Military Training Center’s Sergeants Major Academy. Sgt. Maj. Donna King, an automated logistics specialist and operations sergeant major for the Deputy Command-Support Operations, NATO Training Mission Afghanistan, met Afghan Sgt. Maj. Maryam Tabish at the KMTC graduation ceremony at the end of last year. The two spoke briefly, took a few photos together and began not only an enduring peer mentorship but also a friendship. “At our first meeting, she and I discussed several topics, and we bonded instantly,” King said. “Despite the vast cultural, behavioral and lingual differences, we found that we are very similar in many ways. I made myself available for her and she gladly accepted me as her mentor.” The pair discussed everything from career to family and discovered that, despite their differences, they are very much the same. “We talked about our families and found that we both come from a family of nine siblings and that we are both very family oriented,” King said. “I shared with her how I value hard work and education, which is also important to her as well. She soldiers during the day and goes to school at night; at one point in my career, I did the same. I discovered that she had some of the same hopes and dreams that I do as a woman and also as a leader.” Speaking to other Afghan women about their concerns and struggles, King said some have expressed that their family members do not want them to have anything to do with the military, while others’ husbands and family members are encouraging and supportive. Tabish’s fiancee is very supportive of her having a career. King meets Tabish at least once a week and says mentorship is critical to the success of her development and Afghanistan’s future. “Throughout my military career, I have had several mentors,” King said. “I realized early on, there was no way that I could have made it on my own. Everybody needs somebody, which is why I reached out to her and plan to continue to make myself available for her.” A different country, army, language and culture doesn’t intimidate King when it comes to mentoring soldiers. It’s a part of who she is, she said. “Mentoring is in my heart. I know that no

King said she hopes women will continue to play a role in Afghanistan’s future and reach out to help other women accomplish their goals. “Many of the women have come to expect the right to an education, the freedom to choose their future and the opportunity to get good jobs,” she said. “I only hope in the years to come, after 2014, this type of critical work can continue” King was also asked to be guest speaker at the recent ceremony for the first Afghan National Army females to graduate from Regional Military Training Center-West in Hearat, Jan. 23. They were the first females to graduate from an ANA training center other than Kabul Military Training Center, marking the signs of progress for women in Afghanistan. Making a difference is what’s important to King and she hopes that one day the women of Afghanistan will have more opportunities, she said. “Women are valuable and irreplaceable resources; if we expect for this country to continue to grow and prosper, they must be included,” King said. “If I could just bring about a change in one Afghan woman’s life or job performance through mentoring, I will have accomplished my goal personally as well as professionally.” (Lantin is a public affairs NCO assigned to the 16th Sustainment Brigade deployed to Afghanistan and attached to NATO Training Mission-Afghanistan on a nine month combat tour.)

in Afghanistan. “I was thinking, ‘I can’t believe the vice president is here shaking my hand.” But the 25-year-old Millersburg, Ohio, native was soon put to ease by his special guests, which also included Dr. Ashton B. Carter, the deputy secretary of defense. “It was like the vice president was here to let us know he appreciated my wife for the sacrifice she made while I was deployed,” said Allison, whose wife, Rhea, has been at her husband’s bedside during his recovery, which continues at their home in Bamberg, Germany, where they are stationed. “He also, of course, thanked me for my service and for what I did while I was deployed. It was a very nice visit.” The vice president’s visit also included visits with two soldiers from the Republic of Georgia, one of 54 coalition countries whose service members have been treated at LRMC for injuries sustained serving alongside U.S. forces in Afghanistan and Iraq. One of these soldiers was Sgt. Lago Kakulia, an infantryman shot in the leg by a sniper while attempting to carry a fellow soldier to safety who had been shot in the shoulder by the same sniper. “It was a big surprise. At first he didn’t believe it,” said Maj. (Dr.) Zura Zakaraia, a Georgian doctor who acted as translator for both soldiers during the visit. But as with Allison, Zakaraia said the vice president soon put the 21-year-old at ease sharing stories of his travels to Afghanistan and amusing anecdotes during his visit to Georgia. Guiding the vice president through his visit to the intensive care unit was Maj. Kate Reese-Hudock, an Army nurse and member of the LRMC Critical Care Air Transport Team and the Acute Lung Rescue Team. Reese-Hudock said it was amazing to meet and interact with the dignitaries. “What I think was most amazing for me, and I hope I can speak for our staff, was to see how sincere they were and how caring they were, not only to the wounded warriors but to our staff for providing care to the wounded warriors and our other patients. And that’s just something I will definitely take away,” she said. “You see them on television, you see them at events, and just to know that they’re so heartfelt and care about us, I will keep that in my mind always. It was just an amazing experience.” In addressing the ICU staff, the Bidens expressed the sentiments described by ReeseHudock. “Even if there were no wounded warriors here to visit today, we wanted to stop by and visit with you to say thank you for all that you do for them. What you do is truly breathtaking. And because of you, our wounded warriors can return home alive to their mothers and fathers, to their wives and husbands, and to their sons and daughters,” Biden said. New Year’s resolutions: Education by Senior Airman Caitlin O’Neil-McKeown 86th Airlift Wing Public Affairs Plutarch, a Greek historian, once said, “The mind is not a vessel that needs filling, but wood that needs igniting.” If this year you have made the goal to further your education or to obtain your degree, here are a few tips to keep you headed in that direction. Taking the Leap Deciding to return to school is a big decision, which may fill up most of your future free time. It has the opportunity to change lives drastically. “In today’s world, you need to have an education,” said Mark Rix, Education Service specialist. “We are here to help anyone get that education, no matter if it’s a spouse using the GI Bill or active duty member continuing school while working a full time job.” Help Yourself There are two types of learning styles; active and electronic. Active or classroom learning includes participating with others in a group atmosphere or interactive learning environment; this focuses better on individual learning traits. On the other hand, online courses better fit the busy lifestyle or social restraints that arise while leading the military
lifestyle. These are beneficial to working environments or individuals restricted by location. Knowing your style of study is very constructive, being aware of whether you’re a verbal, written or oral learner can help to enhance learning techniques. Varying your course load is also very important, be sure to include classes you enjoy rather than just fulfilling mandatory credits. Don’t be afraid to ask for help. Tutors are available through most online universities, as well as a variety of referred sites. If you need help obtaining sources or just need help understanding a concept, help yourself by reaching out for help. Help Others Succeed The Ramstein Education center and KMC military members have joined together recently to create a new program in which peer mentoring is encouraged to help others as they work toward their Community College of the Air Force degree. “The peer mentoring program is always looking for people who have already earned their CCAF, those who are willing to guide and mentor others,” said Michael Jones, education service specialist. “We need people who have already struggled through obtaining their degree and are willing to guide, coach and encourage others as they do the same.”
Learn the Basics of Studying Distractions come in all different shapes and sizes, especially when it’s time to study. So stick with the basics and get the most out of your time. 1. Atmosphere: create a peaceful studying environment in which you can step away and focus all your attention on the material at hand. 2. Scheduling your time: by setting a set time apart from your busy day and dedicate it to studying you are more likely to get in the habit of it and eventually succeed. 3. Reward yourself: Rewarding yourself after a set time of studying will increase your productivity. Operant conditioning states that when you use specific rewards for specific achievements more are willing to do the unfavorable task. Keep Motivated Motivation is an important factor in sticking to a routine, but can be the hardest to keep up. Students who have an interest in learning, a value of education and a confidence in their own capabilities and attributes tend to stay motivated and internalize values. “The hardest part of earning your degree is staying motivated,” said Jones. “If you have a little bit of motivation, you can do anything” (Editor’s note: This is the third story in a three-part series on New Year’s resolutions at Ramstein.)
Several German cities join list of restricted emissions zones by Staff Sgt. Joel Salgado U.S. Army Europe Public Affairs HEIDELBERG, Germany — The Heidelberg and Wiesbaden areas, home to many U.S. forces personnel and their families, have joined the list of German cities to establish and enforce low-emissions zones. Vehicles that do not display a green emissions sticker certifying they meet exhaust emission standards are prohibited from entering the zones. Drivers caught entering a low-emission zone with a vehicle that does not meet the standards will be fined €40 and assessed one point on their driver’s licenses. The restrictions for these areas, known as “Umweltzonen,” apply to all drivers operating in Germany. There are 38 zones across Germany. The zones take in major cities, popular tourist destinations and other areas, so travelers are advised to check if any of the zones are on their itinerary. “There are no exceptions for U.S. personnel stationed here in Germany regardless of the Status of Forces agreement,” said Tom Lorenzini, registrar at the U.S. Army Europe Registry of Motor Vehicles. The emissions stickers are obtained when a vehicle is registered in Germany and come in three colors: red,
yellow and green. Like a traffic signal, green signifies that the vehicle meets emissions standards and is good to go in any zone, while yellow and red indicate the vehicle is more polluting and is prohibited from entering the Umweltzone. The Heidelberg and Mannheim areas came under the new regulations Jan. 1, and the Wiesbaden and Mainz areas on Feb. 1. The Wiesbaden garrison’s Hainerberg, Aukamm and Crestview housing areas all fall within the new zone. “People who need to travel in the affected area and have a (vehicle) that does not qualify for an emissions decal will have to buy a conforming vehicle or convert their vehicle to meet the emission standards, or use public transportation,” Lorenzini said. In January 2008, Berlin, Hannover and Cologne became the first to establish the zones, which are designed to reduce the amount of fine dust and nitrogen dioxide in the air. Stuttgart and Mannheim followed suit two months later, and additional cities have created zones since. For detailed maps of current restriction zones, visit www.plakette24.de. Teams compete for title of USAREUR’s best sappers by Spc. David Huddleston 18th Engineer Brigade Public Affairs, 21st Theater Sustainment Command BAMBERG, Germany — Combat engineers from the 21st Theater Sustainment Command’s 54th Engineer Battalion, 9th Engineer Battalion, and 243rd Construction Management Team tested their bodies and minds in U.S. Army Europe’s Best Sapper Competition, Jan. 30 to Feb. 1, here. Eight two-Soldier teams brought all their engineering skills and abilities to the competition with the solitary goal of advancing to the Army’s Best Sapper Competition in April in Fort Leonard Wood, Mo. At the end of the competition, one team stood above the rest. First Lt. Marie Timm, a platoon leader with the 535th Engineer Support Company, 54th Eng. Bn., and her teammate, 1st Lt. Mende Wentzel, executive officer of the 343rd Construction Management Team, 18th Eng. Bde., won the right to represent USAREUR and attempt to earn the title of best sapper in the Army.
“The five-mile buddy run was the hardest event because we were smoked after the ruck march, we had not slept much or ate anything, but our team work pulled us through,” Timm said. A sapper is a Soldier who performs a variety of military engineering duties such as bridgebuilding, laying or clearing minefields, demolitions, field defenses and general construction, as well as road and airfield construction and repair. They are also trained to serve as infantry personnel in defensive and offensive operations. “The opportunity to test ourselves, to come out here and stretch the body and mind to see what we can do brought me out here,” said 1st Lt. Jonathan Janos, training officer with the Headquarters and Headquarters Company, 54th Eng. Bn. The competition tested Soldiers with a non-standard physical fitness test, unoccupied search with talon robot and urban breaching, a 40question demolition exam, land navigation, a 10-kilometer round robin event, a 15-mile road march and a

The open house was a first for the Baumholder Dental Clinic and the idea originated from the clinic staff, who suggested it would be a good idea to reach out to the community. “The whole focus and purpose of this open house is to be able to bring in the commanders, the sergeants major and the first sergeants so we can let them know what the Army dental care system offers them,” said Col. Francisco Ruiz, Baumholder Dental Clinic commander. “We want to let them know what our goals are as the clinic command here at Baumholder and talk about dental readiness, which is always important, dental wellness and what we can do for them as leaders so that we can ensure our Soldiers are getting the best care possible in a timely manner.” Ruiz explained the importance of
dental readiness and wellness, focusing on how Soldiers are categorized in each of these areas. But for all of the efforts of the clinic staff in providing quality care, failed appointments continue to be an issue. From Oct. 1 through Jan. 30, the clinic had 218 failed appointments. That equates to 4.18 percent of patients seen. On the upside, 4,429 appointments were completed during the same period. “Our goal is to bring the percentage of missed appointments down to 2 percent,” Ruiz said. It’s no secret that Baumholder’s Soldier population has gone down to about half of what it used to be, but in relation to dental care, Ruiz sees the low numbers as a plus for the community because it allows the dental clinic to offer care to family members and Department of Defense civilians. Family dental care has always been an issue across the board, so Baumholder’s current demographics allow family members and civilians a golden opportunity to receive the high quality dental care that Soldiers receive. The clinic will continue this service for as long as

the numbers allow it to do so. New to the Dental Command is the Go First Class initiative. Ruiz said this program will transform the dental health care to a system of health. There will be a paradigm shift, turning annual exams into annual cleanings. “When patients receive their annual cleaning, they also receive their annual exam and minor restorative care, all in a single visit,” Ruiz said.
This initiative reaps the dental clinic greater capacity to treat patients because it consolidates visits. “It also enhances our diplomacy with the unit and patient because less time is spent in dental and higher levels of wellness are attained,” Ruiz said. The program is a DENCOM-wide initiative that ensures the patient gets the same care worldwide.

Operations around the world call for quick and decisive actions, and members of the 4th Air Operations Support Group are prepared to provide the needed tactical command and control of aerospace power to ensure mission success. The 4th ASOG is entrusted to carry out the necessary sup-
port for theater-wide combat and training. “Without the 4th ASOG, United States Army Europe and United States Army Africa would have to coordinate any field training with an ASOG back in the States,” said Staff Sgt. Maximilian McPhee, 4th ASOG supply NCO in charge. “This in turn would decrease mission readiness.” Recently awarded the Thunderbolt award, McPhee embodies the theater-wide
combat support and training the 4th ASOG aims to achieve. “The Thunderbolt award shows that even though there are operators out there doing great things and saving lives, there are people behind the scenes making sure the operators have the items and support they require to get the job done,” McPhee said. While assigned to the 4th ASOG McPhee has spearheaded the deactivation of the 4th Air Support Operations
Squadron, Detachment 1 and finished the deactivation process of the 1st ASOS. McPhee also coordinated shipments of necessary radios down range from three different units to support war fighters, which has greatly increased the war fighter’s mission capabilities, McPhee said. To further his own capabilities, McPhee received certification for drivers of vehicles carrying dangerous goods. “I attended the course for
the possibility of the operators requiring the transfer of munitions or other items,” McPhee said. By obtaining an ADR certification, McPhee aids to cut spending by eliminating the need for contractors to carry the same cargo. McPhee and the 4th ASOG stand ready to serve Team Ramstein and the mission by providing the Air Force with a premier installation to enable and assure strategic capabilities.

he German-American Community Office will observe its 10th anniversary Tuesday. The office, which is co-sponsored by the KMC and the City of Kaiserslautern, opened its doors Feb. 19, 2003. It was established to provide service to Americans, both military and civilians, and Germans who have specific problems and questions concerning German-American matters. The bilingual staff at the GACO consists of 86th Airlift Wing host nation advisers and a relation consultant hired by the city. “It’s amazing that our office is being in existence for 10 years already,” said Rut Pinillos Cediel, 86th Airlift Wing host nation assistant. “Throughout the years, we noticed that Germans and Americans learned to appreciate the multifaceted help they are getting from us.” In the 10 years since its opening, about 30,000 customers have asked for help in various areas. More than 14,600 Americans, about 13,000 Germans and 1,000 foreign nationals stopped by at the office, called or emailed for support. “Some questions require a lot of time for research and calling official institutions,” Pinillos Cediel said. American customers mainly need assistance with German documents and authorities and have questions regarding host nation policies and regulations. They want to find out about the disposal of trash off base, drivers’ licenses for U.S. civilians, retirement in Germany, marriage between Americans and foreign nationals, leisure and sports activities, and much more. “Germans contact us to find out what to do when Americans didn’t pay all bills after leaving Germany,” Pinillos Cediel said. “Some complain about barking dogs that belong to Americans in their neighborhood and consequently about their way of pet keeping.” They also are interested in getting involved in German-American activities, fostering friendship or finding out how to obtain a contract with the U.S. government.

Also, German clubs, friendship associations and other groups contact GACO to help advertise their events, which also promote German-American friendship. The GACO staff also refers people to the right places for genealogical research, in the case an American wants to find out about their German heritage. “We also try to ease U.S. service members’ stay in Germany,” said Michael Gannon, 86th AW host nation assistant. Every Friday, the USO newcomers’ orientation tours, which are mandatory for Army members, stop at the office where newly arrived Americans have the chance to ask questions on the spot. The Ramstein Airman & Family Readiness Center offers newcomers’ trips to Kaiserslautern whenever they
have enough participants to join the optional tour. “We give newcomers a lot of ideas for leisure and recreation activities so they get to know the area and won’t be afraid of going places,” Gannon said. To make themselves known to KMC members, the office participates in local events such as the Kaiserslautern Christmas markets and fairs. They sponsor “GACO on Tour” with a booth in the Vogelweh, Ramstein and Sembach base exchanges, where they hand out important information. GACO is located on Lauterstrasse 2 (Rathaus Nord) in Kaiserslautern, across from the city hall. Healthy dating for teens by Emily McCormick Ramstein Family Advocacy 86th Medical Operations Squadron February is Teen Dating Violence Awareness Month. If you are not aware of this issue, you are not alone. In a recent survey, 81 percent of parents believed teen dating violence was not an issue or stated they don’t know if it’s an issue. Unfortunately, because teen dating violence is often a problem that teens keep secret, even parents who have an open, close relationship with their son or daughter may be unaware it is happening. This is not a reflection on your relationship with your teen. Here is some information that may help you talk about this issue with your teen. What is teen dating abuse? Dating abuse occurs when one partner seeks to gain power and control over the other by emotional, sexual, physical or social abuse. Teen dating violence can include the following: • Physical abuse — non-accidental use of force causing fear or injury (hitting, slapping, shoving, biting, strangling). • Emotional/verbal abuse — behaviors such as demeaning, belittling, name calling, threats, isolating
from friends/family, stalking. • Sexual abuse — unwanted sexual contact. • Cyber abuse — using social media to demean, threaten, isolate, humiliate. This could include spreading rumors about the partner, uploading pictures without consent, stalking. Teen dating abuse usually involves a pattern of behavior; the behavior typically intensifies over time, causing the teen to be increasingly at risk. Often, the relationship seems to start well, with the teen feeling special and valued. It then evolves into a relationship that is exclusive to the point of isolating the teen from friends and family. Some signs that abuse may be happening in your teen’s relationship: • He/she may cancel plans with friends or withdraw from sports or other activities. • Evidence of anxiety or depression. • The need to stay in constant touch with the partner. • Secrecy beyond what is normal for him/her. • Reluctance to talk about any problems in the relationship. • Defensive if perceiving their boy/ girlfriend is being criticized. • Injuries for which the explanation

They may feel embarrassed, ashamed or confused and expect that no one will believe them. They may also feel confused and lack discernment of what is abuse. They may have been threatened by their partner. They may not be ready to end the relationship and fear their parents will put an end to the relationship. They may also think their
parents will be angry at them for not telling them sooner, and they may lose privileges or be in trouble. What parents can do: • Talk openly with your teen about safe and healthy relationships. • Use opportunities like watching a TV show to talk about their choices — a good approach is to ask how other teens handle dating issues. • Talk directly, but without judgment, to your teen if you suspect abuse. Express your concern and let them know you are there to listen. • Stay calm and don’t overreact emotionally if your teen shares disturbing information with you — teens are more likely to open up if they don’t feel like they have to manage your feelings as well as their own. • If your teen discloses dating abuse to you, have a plan and know the resources, including counseling, legal and online resources. • Recognize your child may have ambivalent feelings toward the abusive partner, feeling he/she is still in love with them, hoping they will change, afraid to be alone, etc. Visit www.kaiserslauternamerican. com for more information and tips for teens.

Olsbrücken says goodbye to winter by Petra Lessoing 86th Airlift Wing Public Affairs
T
raditionally, on Sunday after Fasching, the community of Olsbrücken observes a special custom — the burning of winter. The hiking club Pfälzerwaldverein will cosponsor this annual event in the village of Olsbrücken. Hikers interested in joining the spring bonfire should meet at 6 p.m. at the Dorfplatz (village square) in Olsbrücken. The mayor will hold an opening speech and village officials will sell torches for €2. The torchlight procession will then proceed through the village up to the old sports field on Oberberg hill. The route is less than a mile long and takes about 30 minutes to complete, said Thomas Jutzy, who is in charge of hikes and publicity for the PWV hiking club. Usually, about two weeks prior to the event, members of the hiking group start building a 15-foot-high pile of wood to be burned near the sports field. Even old Christmas trees are added to the pile. When all hikers have arrived at the pile, they will throw

their torches onto the wood, under the supervision of the local fire department. In starting this fire, winter will be “burned.” “Our club is running a hut on that hill, where sausages and beverages will be served,” Jutzy said. “Many members to include some Americans love to be on duty and run the hut on special events.” Organizers expect about 500 to 600 guests to join this annual event. Other communities in the Pfalz will say goodbye to winter with so-called summer day parades leading through the town, ending with the burning of piles or figures made of straw and wood. In the wine-growing village of Neuleiningen, the burning of winter with a parade will take place March 10. More celebrations will take place in Forst, Landau and Speyer. In Speyer, a snowman will be burned. The voluntary fire department in Kollweiler will “burn winter” March 15 near the local Bürgerhaus.
Toddler training cups: Do you know your options? by Airman 1st Class Aubrey Koehler 86th Dental Squadron A broad selection of training cups are available, however not all of them may be suitable for your child. Knowing the purpose of a training cup is the key to helping you select an appropriate one. The sippy cup is a training tool to help children transition from a bottle to a cup. Finding the right cup and monitoring its use are important aspects of this transition. The most effective training cups have a snap on lid and spout. Cups with handles for your child to grasp are a great choice. Some training cups even have weights in the bottom to help make spills less likely. When selecting a training cup, be sure to avoid those
that advertise "no spill." Cups with valves only allow your child to obtain liquid by sucking, much like a bottle. Once the skill of sipping is accomplished the purpose has been achieved and your child can move on to an open cup. Children should be encouraged to drink from a cup by their first birthday. At this point, you will be helping your child develop the motor skills and cognitive thinking involved in using an open cup. Do not allow your child to become accustomed to having their cup within reach. Drinks should only be given at mealtimes or when they are thirsty for water. Sipping while in the stroller, car seat or any other time in between meals puts the child at risk for injury and tooth decay. Giving sugary drinks (including milk) to fussy toddlers pro-
motes frequent sipping, which in turn encourages tooth decay as the bacteria feast on the sugars and produce acids that deteriorate the teeth. Sipping while walking or running may result in injury to the mouth as toddlers are often unsteady on their feet. Your child’s well-being depends on you. Be sure to schedule a dental “well baby checkup" when your child’s first teeth appear. The dentist will provide you with useful information on how to properly care for your child's teeth and gums in addition to checking for decay and other potential problems. Ramstein Royals make championship run Story and photos by Airman 1st Class Dymekre Allen 86th Airlift Wing Public Affairs The Ramstein Southside Fitness Center hosted the Department of Defense Dependents Schools-Europe sectional wrestling tournament with six teams competing to see which young wrestlers would advance to the European Championship. The DODDS-Europe wrestling sectional tournament began Feb. 9 at four locations around the continent, with Royal Air Force Alconbury, England; Aviano Air Base, Italy; Ramstein Air Base, Germany; and Patch Army Barracks, Germany; each hosting sectional qualifying rounds for the upcoming European championship schedule to take place today and Saturday in Wiesbaden. “We hold these competitions to give the wrestlers confidence and motivation. It makes them feel great to know they are part of teams that are constant competitors for the championship,” said Maria Lock, tournament director and mother of two of the Ramstein Royals. The Ramstein Royals put together a steady team of 28 wrestlers, two in each weight class in hopes of making a team run at their rivals and defending champions, Patch, at the Europeans. Wrestlers no longer compete as teams at this point in the tournament. They become individual competitors as the tournament progresses. Only 12 competitors will compete from each weight class in Wiesbaden. The top two finishers in each of the 14 respective weight classes in four regions add up to 112 wrestlers who will advance to the European championship. If there are three or less competitors in the weight class, only the champion of the class will advance. “It feels great to get a win, even though it was against one of my own teammates. I’m still excited about getting an opportunity to wrestle against

A committee led by DODDS-Europe athletic director Karen Seadore will consider nominations from coaches and select deserving wild-card entries. The Ramstein Royals finished the sectional with the most overall first place wrestlers, with 10 of the 14 weight classes, leaving behind the other teams that competed on Ramstein by a considerable margin. “The best prevailed, but with three of our guys still in the loop, we can still bring the championship home to K-Town if we can best the Royals in the Europeans,” said Tonya Larts, fan of the Kaiserslautern Red Raiders.
