Santa, elves drop in for Operation Toy Drop 2018 by Senior Airman Devin M. Rumbaugh 86th Airlift Wing Public Affairs Santa Claus and his elves delivered toys to children via military freefall and static-line jumps as part of the 7th annual Operation Toy Drop event on Alzey Drop Zone, Dec. 11 through 13. Each day of the operation, U.S. Air Force, U.S. Army, and seven partner nations took off in an 86th Airlift Wing C-130J Super Hercules aircraft to conduct lowlevel passes over the drop zone. Throughout the operation, paratroopers conducted approximately 140 personnel drops each day. On the final day of the event, the 37th Airlift Squadron dropped several crates of toys while Santa Claus performed a high altitude military freefall jump, and Mrs. Claus and 12 elves performed static-line jumps onto Alzey Drop Zone. After the jump, Santa Claus, Mrs. Claus, and the elves gave toys to local children from around the Kaiserslautern Militar y Community. “It’s a great way to build our community,” said U.S. Air Force Maj. Benjamin Wingler, 1st Combat Communications Squadron director of operations and jumpmaster. “It shows that we’re not just here to use the land as the U.S. Army or Air Force, but we’re here to give back to the community.” The U.S. Army 5th Q uartermaster Theater Aerial Delivery Company, based at Rhine Ordnance Barracks, hosted the event. The three-day operation ended with coalition partner jumpmasters presenting their nation’s jump wings to other country’s paratroopers who jumped with them during the week. “It’s just a great week for building partnership capacity,” Wingler said. “It’s a great training environment that gives back to the community.”

Air Force rolls out Flight Commander’s Edge program Air University Public Affairs Air University’s newest effort to revitalize squadron-level learning and support leaders on the cutting edge of operations rolls out across the Air Force today with the Flight Commander’s Edge program. Managed by Air University’s eSchool of Graduate Professional Military Education, the Flight Commander’s Edge provides a variety of tools designed to help major command, numbered air force and wing leadership develop and deploy flight-level leadership courses. “Our biggest challenge was providing expert-level leadership training through an instructional cadre that we would never meet,” said Lt. Col. Rose Stoor, eSchool program manager, referring to the fact that most flight-level leadership courses are conducted at the wing or subordinate unit level. The eSchool’s solution was to provide discussion-based “experiential” airlifter of the week from Page 1 came to him through these six simple, yet shocking words, “My wife is having a baby.” Domino was the highest ranking of three Airmen posted at the East Gate in late October when a car pulled up to him with a very pregnant mother in the passenger seat. The husband told Domino there was no way they could make it to the hospital. After quickly realizing the seriousness of the situation, Domino snapped into action. “I told them to pull over to the side, so traffic could continue moving through the gate,” Domino said. “Then, I walked over to the mother and began coaching her through breathing techniques to keep her calm.” Domino admitted he had never experienced a birth before, nor had

We’re delivering a baby at the gate,’” said Domino, recalling the scenario. The mother happened to be another 86th SFS patrolman, Senior Airman Salena Waller. Domino continued to facilitate traffic and aid Waller while she pushed through the contractions. “Domino reacted fast,” said Waller. “He kept running back and forth from the gate shack to our car to help in any way. He really went above and beyond expectations.” Waller and her husband were actually driving their oldest daughter to a babysitter when the situation unfolded. Having been pregnant before, Waller had a hunch this birth wouldn’t be an easy one.

“I had a feeling that my labor was going to be intense since my pregnancy was so easy,” she said. “I just didn’t think it’d be that intense.” According to baby centre’s website, the average duration for labor is eight hours, but that was not the case for this mother. “I believe I was only in labor for two hours tops,” said Waller. “It actually went smoother than I thought it would.” In less than ten minutes, firefighters arrived on scene. Immediately after, baby Waller took her first breath of fresh air and the family was taken to a hospital in Kaiserslautern. Thanks to Domino and the first responders, the baby entered the world safely. “I just want to thank everyone who had a hand in making this experience run smoothly for my family and me,” Waller said. “We couldn’t have done it without them.”

86th AW Retiree Activities Office closure The 86th Airlift Wing Retiree Activities Office (RAO) will be closed until Jan. 1, 2019. RAO will open again on Jan. 2, 2019. Landstuhl Registrar Office closure The Registrar Office Landstuhl (Standesamt Landstuhl, Kirchenstraße 41, 66849 Landstuhl) will be closed from Dec. 22, until Jan. 1, 2019. The office will be back open on Jan. 2, 2019, to do birth registrations. L498 road work The L498 between Burgalben and Donsieders will be blocked for traffic until Dec. 30. Main Street (Sandweg) in Waldfischbach-Burgalben will also be partially blocked. The carpooling parking lot will still be accessible for vehicles. Road work has become necessary as rain has washed out the embankments potentially causing rocks to roll down onto the road. Motorists are asked to apply caution and to have understanding for any inconveniences this may cause. KMC Post Office new website The new KMC Postal Operations SharePoint site is ready for CAC users (Active Duty/Contractor/Civilians) to use for Inprocessing, Mail Hold or Forwards, Out-Processing, and Volunteer Opportunities at the

Ramstein (North/South) and Kapaun Post Offices. The site can be found through the USAFE SharePoint portal. Questions? Contact the Northside, Southside, or Kapaun Post Office Customer Service sections. Parking discs needed In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation. Visitor Control Center process and hours The Ramstein Visitor Control Center now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the process, waiting times may be longer than usual. The VCC opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. ELVIS Gate Closure The ELVIS gate will be closing early on Dec. 27 and 28. Operating hours will be 6 a.m. to 3 p.m. Any large vehicles requiring entry after 3 p.m. may utilize the West Gate. 450th Intelligence Squadron hosts annual service day Story and photos by Airman 1st Class Noah Coger 86th Airlift Wing Public Affairs The 450th Intelligence Squadron hosted War-Bird Service Day on Ramstein Air Base, Dec. 7. This day was a way for the squadron to give back to non-profit organizations around Ramstein Air Base. “Every year, for the past three years, the 450th has put together a service day,” said Master Sgt. Veronica Boylan, 450th IS flight chief. “We go around to any of the non-profit organizations around the KMCC and help out where we can.” Airmen from the 450th IS went to two USO locations where they helped set up for events at the Ramstein Passenger Terminal as well as put together packages at the USO Warriors Center at Landstuhl Regional Medical Center. Members assisted in sorting packages at both post offices on base and cleaned and organized at the Youth Center, Airmen’s Attic, and the Scout Hut. The squadron is a tenant unit located on Ramstein; encompassing six flights spread among three locations throughout the installation. Since some of the flights work 24/7 the service day was devised as a way to help non-profits around base and get the whole squadron together to foster and build relationships internally and externally. “It really allows us a chance to give back to the community and serve the fel-

The annual service day allows the whole squadron to interact and gives Airmen the opportunity to appreciate the importance of volunteering.

“All of our younger Airmen are really able to grow, develop, and mature through making their community better,” said Hunter.

Hope in the midst of a storm

For Natalie Luksan, the 86th Airlift Wing’s Airman Ministry Center director, one storm came into her life quite literally. Luksan is in charge of Club 7, the 86th AW’s brand name for the Airman Ministry Center. She comes up with many creative ideas to support the morale of Ramstein’s Airmen and teaches them a variety of resiliency tools when for life gets tough. Last year, however, it was Luksan who needed these tools to survive one of the most trying chapters of her life. The chapel employee was enjoying a holiday in the U.S. Virgin Islands with her mother and friend. Before the trio knew it, Hurricane Irma barreled toward the island and darkened skies above them. Luksan recalled that all the weather reports she saw forecasted Irma going north — away from her group’s destination of St. Thomas Island. The storm however dove south and slammed the exact location where they were staying. “The magnitude of Hurricane Irma’s power was astounding,” Luksan added. “St. Thomas took a direct hit from a Category five hurricane just outside of the eye wall, which is the last place you want to be,” she said. “One reporter said that it was a Category 5 storm only because Category 6 does not exist.” The three vacationers hunkered down as Hurricane Irma unleashed its wrath on the small island.

Luksan described what she witnessed in vivid detail: trees bending and snapping in half, debris flying all over and slamming into buildings, the endless flow of waves smashing onto the shore, and the incessant howls of the roaring wind. “The worst sound was when the storm tripped the fire alarm,” Luksan said. “For approximately six hours we had the alarm blaring in our villa at top volume. There was no escape from that horrible, painful noise. A couple of us used ear plugs and another held a pillow over her head.” The storm seemed to isolate Luksan, her mother, and her friend from the outside world. The three huddled together and did their best to keep their spirits up by talking, laughing, and praying. Whenever there was Wi-Fi signal, Luksan checked her social media feed for news and posted status updates for her friends. That was when Luksan and her group knew they weren’t alone, even in the midst of a violent tempest. “I was posting updates for as long as I could before the power and internet went out,” Luksan said. “You would not believe the incredible outpouring of kind words and prayers from my Club 7 Airmen. It is so wonderful to have such a great family atmosphere here at Club 7!” One of the Airmen who sent her messages of encouragement was Airman 1st Class Christian Ayala, who served as Club 7 President at the time. “I told Natalie we were praying for her and that we couldn’t wait to have her back safe,” Ayala said. “I promised her that I had Club 7 taken care of while she’s on leave.” Ayala expressed his gratitude for hav-

ing Luksan as a mentor. He said that because of Luksan, Club 7 is not simply another military-funded organization — it is a true family where Airmen can express themselves, take care of each other, and grow together. “The mentorship she provides for us is amazing,” Ayala said. “She shares with us plenty of learning experiences, and shows us how to overcome our challenges in life. Most of all, she teaches us to support and care for each other. Since being at Club 7, I witnessed many new Airmen grow and build their networks. Natalie brings great joy and character to the club. It wouldn’t be the same without her.” Back at St. Thomas, the storm finally passed — leaving a stunning trail of destruction in its wake. Luksan recalled seeing the island littered with debris, trees and parts of trees lying everywhere, windows blown out, poles toppled, and vehicles scattered all over the place. Luksan and the others went out to buy supplies and discovered that even just searching for an open business was an expedition in itself. They eventually found a store which was still boarded up but open. “The sheer amount of devastation that we saw driving around was heartwrenching,” Luksan recounted. “We had to drive slowly and carefully as we had to drive over, under, and around endless amounts of downed telephone poles and power lines. Every building we passed in town had major damage … even stone trash cans were blown over.” The three knew they had to find a way to leave St. Thomas, which would be a challenge since the island’s trans-

portation infrastructure suffered significant damage. “The airport received such severe damage that they did not expect to be able to reopen it for at least six months, which meant that flying guests out was not an option,” Luksan explained. News reports from the U.S. concurred with Luksan’s account of the destruction on St. Thomas. According to the reports, Irma damaged structures which were already up to building standards and rendered the island’s 911 emergency system inoperable. The executives for the hotel where Luksan and her group stayed contacted government officials who arranged for a ship to transport them from St. Thomas to San Juan, Puerto Rico. They made it out of Puerto Rico in time to escape Hurricane Maria. Luksan and her mother spent a few more days in the U.S. before Luksan said goodbye to her mother and returned to Germany. It has been more than one year since her odyssey, but Luksan said she will never forget her experience and uses her memories to train the Airmen she mentors. Luksan said out of the misadventure, she gained tools she uses to stay strong every day and shares them with others. She helps people find new ways to bounce back when times get rough. “They key is to stay resilient,” she said. “Practice positive thinking, remain calm, find logical solutions to your problems, and be flexible. Resilient people do not dwell on failure, but rather acknowledge the situation, learn from mistakes, and move forward.”

Dover, Ramstein set standard for AMOW C-5 maintenance training Story and photos by Staff Sgt. Aaron J. make sure the strategic airlift assets moving eastbound to destinations in the U.S. Africa Command, CENTCOM or the U.S. European Command AORs and westbound back to the continental U.S. are taken care of.” To date, en route training in the Eastern Enterprise, a nickname for the 521st AMOW’s area of operations, has been primarily limited to three training locations, Ramstein AB, Naval Station Rota, Spain, and Incirlik Air Base, Turkey. With more than 2,100 personnel spread out across nearly 20 geographically separated units throughout Europe and the Middle East, ensuring uniform training for all 521st AMOW maintenance personnel can be challenging at best, Spears said. This is especially true for maintainers working on the C-5. The massive aircraft has a wingspan of nearly 223 feet, a cargo compartment almost 145 feet long, and can transport up to 280,000 pounds. The U.S. Air Force’s largest plane, the C-5, features several unique characteristics, including a nose cargo door and a kneeling nose gear, which allow for driveon capability. While the Air Force began modernizing the

aircraft in 1998, the fleet is rapidly approaching 50 years of service. The age and unique characteristics of the airframe require routine, specialized maintenance. If something breaks when the aircraft is not at its home station, the Air Force relies on skilled en route maintainers to quickly identify and fix the problem. “We work on the C-5 aircraft every single day here in the 521st AMOW, but we’re normally just moving them along in the system,” Spears said. “We provide them the servicing they need to continue with the mission, and we try to do that in as rapid fashion as possible.” The Air Force currently owns 52 Super Galaxy aircraft, which are only assigned to four units worldwide. Getting hands-on maintenance time with the aircraft is difficult for many AMOW maintainers because flight schedules and aircraft maintenance needs constantly change in a dynamic global airlift environment. Lt. Col. Robert Ryder, 521st AMOW deputy commander for operations and the person who oversees the wing’s training programs, said they could request a training aircraft through

Air Mobility Command A4 Logistics, Engineering and Force Protection Directorate and the 618th Air Operations Center, formerly the Tanker Airlift Control Center, both located at Scott Air Force Base, Illinois. These organizations work together to coordinate rapid global mobility. This method for requesting trainer aircraft seldom met all of the en route maintenance training requirements, especially for the Airmen assigned to the more remote GSUs, Ryder said. “The mission always comes first,” Ryder said. “A trainer aircraft may be planned to stay here for 48 hours; however, sometimes the aircraft arrives late, departs early or gets re-tasked somewhere along the way. And for those reasons, we don’t always get the full benefit of the trainer.” Ryder said at most, 10 Airmen are able to train on the aircraft in ideal circumstances, and when the timeframe and condition of the aircraft cannot be confirmed, the unit cannot arrange for the GSU maintainers to participate. Col. Joel Safranek, 436th Airlift Wing commander, Dover, Delaware, became aware of the need for improved en route training during his previous assignment as the 621st Contingency Response Wing vice commander at Joint Base McGuire-Dix-Lakehurst, New Jersey. When he took command of the 436th AW, he began working with the 436th and 512th maintenance groups to enhance the en route training plan for Ramstein AB. Ultimately, after about four months of coordination between four organizations — the 436th AW, 512th AW, 521st AMOW and the 618th AOC — a plan emerged. The 618th AOC generated a C-5 cargo mission from Dover AFB to Ramstein AB and a return flight two weeks later. Because the aircraft was built into the cargo transportation schedule, it was

used effectively to fly channel missions on its flights to and from Ramstein, allowing it to contribute to the larger AMC mission as well as support the 521st AMOW’s training requirements. The 521st AMOW regional training center developed a master training plan for the two weeks they had the aircraft. Based on this plan, GSUs selected maintainers who would benefit most from the identified training and generated temporary duty orders. The 512th Maintenance Group sent several maintainers to assist with the training and work the flight line, freeing up 521st AMOW maintainers to participate in the training. Since every reservist is required to serve a minimum of two weeks a year, this opportunity allowed the reservists a productive way to fill that requirement. In fact, the 512th MXG has a decades-long tradition of conducting such en route training during their annual tour requirements. Thanks to the dedicated efforts of the four units, this time their tour coincided with a dedicated trainer aircraft. “It appears to be a winwin-win-win scenario,” Safranek said. “The 521st AMOW wins by getting the training they need. Our wing wins by providing a C-5 at no additional cost; and at the same time, the aircraft may come back in better shape than it went out the door.

AMC is able to move channel cargo during the positioning and de-positioning legs. And our reserve mission partners are able to gain valuable experience during their annual tour. We all win through a little cooperation.” This spirit of cooperation is nothing new. The 436th and 512th AWs work together every day to execute global airlift 365 days a year. “I’m proud of the Liberty Wing Citizen Airmen who volunteered to assist the 521st AMOW Airmen hone their maintenance skills,” said Col. Craig Peters, 512th AW commander. “As a Total Force effort, this unique training opportunity will improve the lethality of our already highly capable en route maintenance system. Developing and leveraging the enhanced mobility partnerships created over this two-week event will further allow us to provide Rapid Global Mobility to the right place at the right time.” The plan was not overly complicated, and was done through cooperation amongst three wings and the 618th AOC and did not require any direction from higher headquarters. “I’m convinced that this is a very great model for the AMOW, and I hope it is similarly advantageous for the 436th AW,” Spears said. “The synergistic effect of having the training over a deliberate timeframe is going to pay huge dividends for us. We’re going to find

To prepare for the simultaneous movement of four combat brigades across Europe in the new year, leaders from 21st Theater Sustainment Command closed out 2018 with a rehearsal of concept drill Dec. 14 at Rhine Ordnance Barracks. Allies and partners to include commercial carriers, representatives from the Belgian, German and Polish militaries, U.S. Army Europe, U.S. European Command, Supreme Headquarters Allied Command Europe and NATO, and the various units which will be involved in the movements, attended the full-day meeting to gain a common understanding of the movement plan. “This is where everybody understands their role for moving their units into and out of the theater,” said Maj. Gen. Steven Shapiro, commanding general, 21st TSC. “This facilitates freedom of movement because you know the plan. We have our German host nation folks here, we have our Belgian host nation folks here, so they understand the support we require of them so we can coordinate that well in advance. The key is having our Belgian allies, our German allies and our Polish allies all understanding the plan and agreeing to the plan so when you come to these border friction points you can keep on moving through,” he added. “That is freedom of movement.” Maj. Oliver Davis, branch chief, future operations, 21st TSC and the officer in charge of the ROC drill, said the meeting allows the various elements to rehearse their movements from the ports all the way to the end destination. “(It) really takes a whole lot of teamwork between the sustainment enterprise, multiple commercial agencies and also the units that we are supporting,” Davis said. During the drill leaders discussed the lessons learned from previous rotations, how to gather and apply movement data with commercial carriers, how to improve the logistics process and ways to increase the speed and freedom of movement of military units in Europe. “We still have some more learning to do but we are much better,” Shapiro said. “It is the learning process of this entire freedom of movement enterprise that I think is going to make us a much better organization.”

ground movement is going to happen,” Shapiro said. “Not just for these four brigades, but if we had to do it on a much larger scale.” While the movement was the focus of the drill, leadership also talked about the importance of meeting the needs for the Soldiers rotating in and out. “At the end of the day it’s really just about making sure the Soldiers who are being supported that are here for

Healthy eating during the holidays

By Lisa Fisher Health Educator Wiesbaden Army Wellness Center One of the biggest challenges we face during the holidays is eating healthy. We are more likely to indulge at this time of year at holiday parties, family meals and Christmas markets. Many of the typical holiday foods and beverages provide us with minimal essential nutrients and are high in added sugar, butter and salt. Over time, unhealthy eating may lead to weight gain, decreased energy, impaired physical performance and poor sleep quality. The Wiesbaden Army Wellness Center has some easy tips for making healthier choices during this time of year. 1. Slow down: Take the time to enjoy the flavors of your foods and beverages.

Eating slower also gives your body more time to release the hormones that make you feel full, which may help you to eat less.

over consumption. Choose smaller portions of meats, cheeses, breads and desserts and fill half your plate with vegetables or fruit.

2. Make healthy swaps: Try new recipes of your traditional holiday meals and desserts. Add flavor to with spices instead of salt or sugar, incorporate whole grains by using whole wheat flour in baking and choose leaner cuts of meat.

5. Limit alcohol: A serving of alcohol is equivalent to 1.5 ounces of hard liquor, 5 ounces of wine and 12 ounces, or .33 liter of beer. Each serving contains an average of 100200 calories, often called as empty calories because they don’t provide your body essential nutrients. Mixed drinks, egg nog and seasonal coffee drinks can be much higher. Calories in beverages add up quickly, especially when consuming more than one serving. Be mindful of your intake of high-calorie beverages.

3. Eat before you go: Fill up on fruits and vegetables before going to a holiday party or Christmas market. If you are less hungry, you are less likely to eat as much of the high calorie, low nutrition foods that are typically available at these events. 4. Monitor portion sizes: Enjoy the tasty seasonal food and beverages, but be mindful of

Additional guidance on taxable moving expenses for civilians by 21st Theater Sustainment Command Legal Office

EDITOR’S NOTE: This article serves as an update to an article originally published, Nov. 20 “Moving expenses now taxable for civilian employees.” The Tax Cuts and Jobs Act, passed in December 2017, eliminated the moving expense deduction for civilian employees. For tax years 2018 through 2025, many moving benefits paid to DoD civilian employees and contractors are now taxable, regardless of whether the employer reimbursed the employee for their out-of-pocket moving expenses or paid the expens-

es directly. However, this new tax does not apply to household goods and vehicle shipments to and from overseas assignements. According to recent guidance from the Armed Forces Tax Counsel, allowances received for household goods shipments and storage and Privately Owned Vehicle shipments to and from assignments outside the Continental United States are NOT taxable income, even under the new law. This information is contrary to the guidance previously issued by our office. Air transportation, passport and visa fees and lodging and perdiem expenses for en-route travel to a new overseas duty station are still taxable under the new tax law. However, reimbursement for house-

hold goods and POV shipments and storage to and from OCONUS locations are NOT taxable. As this office has indicated previously, the new tax also does not apply to military personnel moving pursuant to orders. For DoD civilian employees, some of the additional tax burden may be off set by the Relocation Income Tax Allowance (RITA), which reimburses DoD civilian employees for most federal, state and local income taxes incurred as a result of receiving taxable relocation benefits. DoD civilian employees may also be authorized the Withholding Tax Allowance, which is an advance against RITA claimed by the employee on their settlement vouchers following the completion of travel.

In addition, the Internal Revenue Service issued additional guidance in September clarifying that reimbursements made to civilian employees in 2018 for moves that occurred in 2017 are NOT included in gross income and are not taxable. The IRS notice provided that the change making moving expenses taxable only applies to payments or reimbursements for expenses incurred in connection with moves that occurred AFTER Dec. 31, 2017. Thus, if a civilian employee moved in 2017 and the expenses for the move would have been deductible under the tax laws in effect prior to the Tax Cuts and Jobs Act, then the amount received (directly or indirectly) in 2018 as payment or reimbursement of the expenses will not be taxable.

Medical care while traveling for the holidays

As we step into a holiday season of tree lighting ceremonies, Christmas markets and family traditions, it is important to know how to access medical care when traveling. by Michelle Cyr Wiesbaden TRICARE Service Center and Bonnie DeJesus LRMC Host Nation Patient Liaison As many of us begin making travel plans this holiday season, it is important to know what to do in case you, your family members or your visitors need medical care away from home. Active duty service members and their families Active duty military and their family members enrolled in TRICARE Prime will need to request authorization f rom International SOS when seeking care outside of a military treatment facility for urgent medical needs. Urgent medical concerns are those that cannot wait for your primary care provider, such as allergic reactions, cold or flu symptoms not managed with selfcare, persistent diarrhea, sprains and strains and more. In addition to providing the authorization for care, ISOS can also provide healthcare finder assistance. In some cases they may be able to coordinate cashless,

claimless billing, which means no up-front out of pocket costs and the medical facility will file the claim for the patient. When possible, it is best to utilize a TRICARE network provider or facility. However, patients should be aware that many European medical facilities do not file claims, and to be safe, they should expect payment up front. Emergency care, for the potential loss of life, limb, or eyesight, works a little differently. When seeking medical attention for any of these situations, patients should seek care first and call ISOS once they are stable, typically no later than 3 business days from the date of emergency. After you have called ISOS, please make sure to write down the care authorization number in a safe place. This number will be associated with your TRICARE claim for reimbursement. When paying out of pocket for care, make sure to keep copies of all medical records, discharge paperwork and receipts. Once home, please feel free to visit your nearest TRICARE office for assistance with submitting claims for

reimbursement and documents for translation. Routine care should wait until you return home and can see your primary care manager. Patients not enrolled in TRICARE, such as federal civilian employees, should check with their health insurance company for guidance. Friends and family visiting from the United States Medicare and many private health insurance policies do not cover care outside the United States so patients may be required to pay some or all of their bill up front and file a claim to try and get reimbursed upon their return to the U.S. Veterans enrolled in the VA Foreign Medical Program can receive covered health care overseas for service-connected disabilities, but they should be prepared to show proof of enrollment. Some hospitals in foreign countries may not recognize the program and may still require upfront payment. Only military, military retirees and their family members who have a Dept. of Defense Identification Card are eligible

for care at Landstuhl Regional Medical Center or any other military treatment facility. All others should seek medical care within the local community. Due to fluctuating availability of appointments and specialty services, there are times when even eligible beneficiaries may need to receive care in the local economy.

Gingerbread: Traditional Christmas cookie with long history Editor’s Note: This article was published in a previous edition of the Kaiserslautern American and the information has been updated to reflect this year’s event. “Lebkuchen,” or gingerbread, is one of the most popular, oldest and beloved Christmas cookies in Germany. A big variety is available – there are lebkuchen in dif-

ferent shapes, with chocolate, nuts or marmelade filling. It’s not a clear thing as to where the name “Lebkuchen” comes from. It has nothing to do with the word “leben,” to live. It most likely stems from the Latin word “libum” meaning flat cake or sacrifice cake. In early times, people sacrificed to gods what was most important to them: bread, also called “Laib.” Throughout the years “Laibkuchen” turned into “Lebkuchen.”

Lebkuchen go back to Teutonic times. Teutones thought that the predecessor of lebkuchen, the “Honigkuchen” or honey cake, had magical powers and helped keep bad spirits within bounds. Also, the Egyptians, Romans and Greeks believed that honey came from the gods and had magical and healing powers. They took honey cakes to the battle and placed them as burial objects into Egyptian kings’ graves. In the Middle Ages, gingerbread was used as a means of payment. Vassals paid their feudal duty with the specialty, and dukes and civil servants were bribed with it. It was known for bringing good luck at wedding and baptism ceremonies. Gingerbread was difficult to obtain by most people, because it was a valuable

specialty made of expensive ingredients. In the 11th century, a handwritten document from a monastery near Lake Tegernsee in Bavaria mentions the “Pfefferkuchen,” pepper cake, for the first time. In 1293, the first gingerbread baking guild was documented in Silesia. In the 14th century, the making of gingerbread became popular in Munich, Frankfurt, Basel, Vienna and Nuremberg, which is famous for its “Nürnberger Lebkuchen.” Beekeepers from a little town near Nuremberg helped bring fame and a good reputation to the town. With plenty of fir and pine trees, oak trees and linden, sloe trees, hazelnut bushes, spurge-laurels and heather growing in the forests near Nuremberg, enough nectar was available for the bees.

The so-called “Zeidler,” forest and house beekeepers, founded a large guild, and harvested the honey from honeycombs in tree holes or crevices. At that time, honey was the only existing sweetener. Due to worldwide commercial connections of local merchants, the bakers of gingerbread were able to receive all necessary ingredients — pepper, ginger, cinnamon and other spices. In the Nuremberg area, the beekeepers maintained about 50 farms and in 1350, Emperor Karl IV gave them the privilege of being the only people allowed to harvest the honey in his forests. The beekeepers wore their own costumes, crossbow and arrows and were the emperor’s bodyguards. They also maintained their own court of justice where they handled all crimes committed in the forests and against the beehives. In 1796, Prussian occupants limited this jurisdiction, and three years later, they took it away totally. Today the making of gingerbread is still considered an art clothed in secrets. The modern production still relies on old recipes that masters have passed down from generation to generation. Gingerbread is a must when arranging a Christmas cookie plate in Germany. German communities have rules regarding snow and ice on sidewalks to avoid accidents. Residents living off base should check their rental contracts to find out about their obligations. The rental contract clearly states who must keep sidewalks free of ice and snow. Usually landlords turn this obligation over to their renters. As soon as there is a danger of black ice, renters or landlords must throw salt, sand or gravel on walkways. Snow must be swept off so pedestrians can walk. because it can damage the environment and sidewalk tiles may become loose. House owners or renters don’t have to clear the whole sidewalk of ice and snow, but must clear a path so two people can get by. They don’t have to remove snow if it continues snowing, but must remove it 15 to 30 minutes after it stops snowing. The snow has to be removed in a way that does not impact traffic. In most communities, sweeping snow and throwing salt, sand or gravel must be done between 7 a.m. and 8 p.m. on workdays. On Sundays and German holidays, the snow removal obligation starts at 9 a.m. The general rule is: first sweep off the snow, then throw salt, sand or gravel. In extreme weather, the cleaning procedures must be repeated throughout the day. If renters are, according to their contract, obliged to take care of cleaning their sidewalks, they must find somebody to do it for them if they won’t be able to because of sickness or work. If pedestrians get hurt due to sidewalks that were not properly cleaned, house owners or renters can be held liable. They might have to pay for medical treatment, compensation and sometimes even a fine.

Bonn is one of Germany’s oldest cities and the former capital of West Germany. There is a lot to do and plenty to see in this northwestern German city, famously touted as the birthplace of Beethoven. Beethoven Walking Tour Bonn offers a unique opportunity to see Beethoven’s origins, and they’ve preserved just about everything the man touched. For tourists, the city offers a self-guided walking tour, “Beethoven Walk” which features 16 points of interest all related to the musician. Some stops on the tour are more noteworthy than others; nonetheless, the

walk is a good way to get a lay of the city. You can pick up a pamphlet with a map of the walk from the Bonn Information office (Windeckstrasse 1). Some highlights along the route include Beethoven Haus (the house where Beethoven was born and lived) which is now a museum complete with instruments. Follow the journey through the musician’s life with a stop at St. Remigius Parish Church (Pfarrkirche St. Remigius in German) where a 10-year-old Beethoven played the organ during Sunday service (the organ itself is at the Beethoven Haus). The grave of Beethoven’s mother is also featured on the tour and is an interesting and humanizing historical marker. Also popular is the “Beton” concrete sculpture featuring a bust of Beethoven done by artist Klaus Kammerichs in 1986.

Market Square and Altes Rathaus I’m a sucker for a daily market and Bonn’s market in the center of town is a great one with vendors filling the square outside of the Altes Rathaus. In the evening, when the market clears, you can get a better view of the beautiful Altes Rathaus without the crowds.
