The keynote speaker, Deputy Commanding General of the Army National Guard, U.S. Army Europe, Maj. Gen. John L. Gronski, kicked off the event with an update on the Strong Europe strategy and called upon retired service members to continue to be advocates for the U.S. Army within their own communities in Europe. Installation Management Com-

mand Directorate-Europe Director, Michael D. Formica talked about changes to the structure of IMCOMEurope, which supports the mission of the Army in Europe and provides services to retirees from the seven Army garrisons located throughout the region. “Garrisons are responsible for integrating and coordinating the services you need,” Formica said to the group. Soldiers, civilians and community organizations came together to kick-off the Combined Federal Campaign-Overseas in Wiesbaden at the 2nd annual Monster Mash and Chili Cookoff, Oct. 27. “Wiesbaden’s campaign goal this year is $250,000,” said Capt. Latrice Boatner, commander, U.S. Army Garrison Wiesbaden, Headquarters and Headquarters Detachment and the community area project officer for the CFC-O. Boatner organized the event to raise awareness

With more than 2,600 national and international organizations to choose from, there is a charity for every cause in the world. Service members and federal employees don’t need to look far to find inspiration to give to one or more. In fact, choosing a cause to support during the campaign will likely be easier than it was to select this year’s winning chili. “Think about what you’re passionate about, then open the charity book, … there is an organization out there that supports your passion,” said Command Sgt. Maj. Larry Addington, command sergeant major for USAG Wiesbaden. Addington donates to the Shriners Hospitals for Children because he was inspired by their actions when he was younger and continues his support through the CFC. Pfc. Gregory Calhoun, a chaplain’s assistant for the garrison, attended the kick-off and will be donating to the CFC for the first time. He said he hasn’t thought about how he will decide between the different organizations. A Soldier from his detachment offered some advice.

advises contributors to look to their family and friends and see what has impacted their lives. “What would you like to see changed and then search by that category online,” he said. With five different chili varieties to choose from, event judge, Col. Todd J. Fish, garrison commander for USAG Wiesbaden, was left with a tiebreaker between two different white-chicken chilis — one prepared by the Wiesbaden Education Center and the other by the USAREUR, G4. The winner, ultimately chosen by applause, was USAREUR G4’s white-chicken chili cooked by Sgt. Devin Kubit. Kubit admitted it was “kinda spicy,” but was confident it was a winner from the start. The event included a costume contest and opportunity to donate on the spot. Other organizations and units who contributed to the kick-off included, 2nd Military Intelligence Battalion, the American Red Cross, Army Community Service and the USO. Road workers with the Directorate of Public Works put the final touches on the intersection at Heerstrasse, King St. and Lucas and Wheaton Ave., formerly known as the five corner intersection, Oct. 28. The entire intersection had been closed for paving and was reopened that day. The next phase of this project began with a portion of Wheaton Ave. directly in front of the Health Clinic closing to through traffic. This section will be closed through at least the end of the year, during which time the Health Clinic parking lot will be accessible from the North side only via Boyd Boulevard.

Curtis Scaparrotti, supreme allied commander Europe for NATO. These included deterring Russia and enabling Allied forces. “Deterrence requires a strong alliance of all the NATO nations,” he said. “There are three areas in which NATO is being challenged,” Formica explained, citing the eastern flank and Russian aggression; the southeast flank and mass migration resulting from the Syrian conflict; and the southern flank by waves of people fleeing Islamic extremism. “Both the southeastern and the southern flank have a humanitarian component as well as a concern about terrorism.” NATO countries came together this past summer in Warsaw, Poland to strike an agreement on how to engage in each of these challenged areas. “The U.S. contribution, the planning for it, the architecture of it, all emanates from your garrison,” Formica told USAG Wiesbaden personnel. The first part of this new strategy, he said, is rebuilding a reserve of combat power in Europe. IMCOM has acquired two pre-positioned sites—one in Germany and one in the Netherlands – and will acquire a third location in Belgium in the spring for storage of a division headquarters, artillery fires brigade and an armor brigade combat team’s worth of equipment. The reason for these steps, according to Formica, is “so that we will have sufficient combat power as the United States Army to support NATO to defend against Russian aggression.” “This requires much coordination, synchronization and command and control, all of which comes principally from here,” he said. “And the purpose again is to demonstrate to Russia that we are serious about deterring, and if need be defending, Eastern Europe.” In addition to seven garrisons in Europe, the Army also operates out of two Eastern Europe forward sites in

Romania and Bulgaria. Next summer, an exercise will be conducted there to show a strong defense in the southern part of the eastern flank. “Wiesbaden’s support to USAREUR is essential for the planning, the preparation and the execution of that exercise,” Formica said. Three things that Formica said must be accomplished this year: • Supporting operations; • Filling jobs; • Finding more money. The filling of jobs, 95 percent by next October, will require a streamlined hiring process, with a reduced hiring

time to 120 days. And the goal of additional funding would be put toward improved infrastructure across Europe. “I want us to find $35 million more,” he said. “These three goals are directly tied to the support of Strong Europe, the deterrence of Russia and the assurance of our allies.” “While every one of our seven garrisons are important, they are important for different reasons,” Formica said. “This garrison is important because it provides the facilities, the housing, utilities to enable United States Army Europe to perform the function leading NATO to defend and deter and to assure,” Formica said. Formica closed out the town hall by recognizing two USAG Wiesbaden professionals: Paul Patterson and Lewis Pullum. Patterson, financial management officer for Family and MWR, received an IMCOM-E coin for his performance during the Organizational Inspection Program’s garrison inspection. Pullum was recognized for his length of service to the U.S. government – 30 years in total, with eight of them at USAG Wiesbaden.

2nd MI hosts readiness exercise in Baumholder Story and photo by the 2nd Military Intelligence Battalion The 2nd Military Intelligence Battalion hosted its semi-annual Readiness Lane Training Exercise (RLTX) at Baumholder Training Area recently, providing U.S. and NATO counterintelligence and human intelligence Soldiers from across Europe with a valuable opportunity to practice their common skill sets and validate their teams for future operational requirements in support of Strong Europe. Almost 160 Soldiers attended the exercise, includ-

ing many from NATO Allies throughout Western Europe and the Baltics. Human Intelligence Collection Teams from Germany, Spain, the Netherlands, Lithuania, and France— comprising fully half of the human intelligence collectors on the ground—all traveled from their respective countries to take part in what has steadily grown to become both a pillar of 2nd MI’s annual training plan and an important venue for NATO CI/HUMINT to build rapport amongst themselves and increase interoperability. In a departure from previous iterations, the experts

running the exercise provided detailed briefings and materials on the context of the scenario that would inform the rest of the week’s training, including histories, dossiers, maps, and analyses of key factions. Several NATO allies also provided capabilities and organizational briefings to the training audience, which promoted mutual understanding between the six countries in attendance. Each intelligence Soldier who participated in the event learned something invaluable to take back to their respective units and field office platforms.

New Health Clinic hours

As of Oct. 31, the Wiesbaden Army Heath Clinic is now open from 7:30 a.m. to 4:30 p.m. Monday through Friday. On the third Thursday of every month the clinic will close for routine training and open at 1 p.m. The next third Thursday is Nov. 17.

Hainerberg VAT office open

A Value Added Tax, or VAT Satellite Office is now open at the Wiesbaden Entertainment Center on Hainerberg. Customers can pick up, or drop off Value Added Tax forms Thursday and Friday from 10 a.m. to 2 p.m., and 2:30 to 6 p.m. and Saturdays 9 a.m. to 2 p.m.

Thrift Shop relocated

The Mainz Kastel Station Car Care Center is permanently closed and includes the car care bay area. Life as a Soldier often leads to living separate and apart from your family. No matter the reason for the geographical separation, the Army expects Soldiers to provide for their dependents. Army Regulation 608-99 is the regulation that needs to be consulted when there is a geographical separation from dependents. AR 608-99 applies when a dependent is not currently living with you. The regulation applies regardless of the reason for the separation. It also does not matter whether you are able to collect BAH for your dependent. How much a Soldier should be paying in support can get very

complicated, especially if you have dependents from multiple family units. Under AR 608-99, each dependent is entitled to a specified share of the support owed. This is very case specific. Additionally, there are different instructions on support obligations if your spouse is a fellow service member. Also, there are certain limitations on how you can pay the required support. For example, if it is a cash payment, you must get a receipt. There are also certain expenses that can be paid on behalf of the dependent that may count towards the support obligation. Dependents can complain to your commander or to the Inspector Gen-

eral for failure to provide support and that will initiate an investigation into whether you have been providing the required support for your dependents. If you are found to not be adequately supporting your dependents in these instances, your command can enforce the regulation through non-judicial punishments, such as a counseling or an Article 15, or you can be punished under the UCMJ for failure to obey a lawful order. This article is meant to give general information about AR 608-99. Retiree Neil Lambie traveled from Giessen, Germany, to meet with the various representatives, including the Defense Finance and Accounting Service and the U.S. Consulate. Lambie said he’s attended a RAD every year since 1994 to “keep up to date, and try and find new friends.” In addition to updates from leadership, retirees heard from David Fulton, president of the Army in Europe Retiree Council. A retiree himself, Fulton’s key takeaways included how retiree issues get addressed, how to find information online and what retired service members need to do after the RAD to keep their benefits current. “This is a ton, just a ton of information, and it’s tough to surf it all,” said Fulton, who relayed a personal experience and directed retirees to go to key websites such as MyPay and ebenefits to get a DS log on to be empowered to receive information. Along with online resources, Fulton explained the Soldier for Life philosophy encouraging retired Soldiers to stay involved in their communities and provide service where they can by staying connected and aware of emerging issues. “Where you are in a position to hire or inspire our next generation of the force who will service – try to do so,” Fulton said. When garrison commanders from around the globe gather in San Antonio, Texas, later this month, they’ll honor the best of the best in the Installation Management Command Directorate. Among those to be recognized will be Wiesbaden’s own Cecilia Kandler, coordinator of U.S. Army Garrison Wiesbaden’s Child, Youth and School Services. Kandler, along with U.S. Army Garrison Stuttgart’s Dr. Balasubramaniam Fischer, will represent IMCOM DirectorateEurope among the worldwide recipients of the 2015 IMCOM Stalwart Awards. “In Germany there’s that Sprichwort (saying) that you truly see the caliber of somebody by their actions, not their words,” said Gregory Holzinger, Wiesbaden’s Family and Morale, Welfare and Recreation director. “That’s what a Stalwart is — someone who demonstrates true leadership by example.” Kandler, who started working for the U.S. military in

Schweinfurt in 1973 as a host nation teacher and began her service with military child care programs in 1983, oversees the gamut of programs that serve youth in the Wiesbaden military community, including everything from child care centers to the teen program, Family Child Care to youth sports programs. “I guess it’s a great honor and a great surprise,” said Kandler, passing on the credit to her staff who “always give 150 percent.” “They never go home until the job is done,” Kandler said about her staff. “They really do care for the children. That dedication has been shown with Wiesbaden’s CYSS programs being ranked top of the Army for the past two years. This year we had three accreditations of our facilities.” Wiesbaden’s Family and MWR director, recognized in 2015 as a 2014 IMCOM-E Stalwart while serving in USAG Stuttgart, said Kandler is a true professional. “She lives and breathes CYSS. That’s reflected in how well CYSS does on inspections and getting their accreditations in an era of limited resources. “Her work ethic is — you

Mailing meat stateside draws fines By Robert Szostek U.S. European Command Customs Public Affairs Office

U.S. personnel in Europe often receive notices of removal from the U.S. Bureau of Customs and Border Protection (CBP) because they mailed packages of wurst, ham or pâté to the United States. CBP conducts inspections of mail arriving stateside for prohibited animal products. Regardless of the method of import, fines can be imposed by CBP agriculture specialists who detect prohibited animal products that were not declared. However, infestations of animal disease can cost the U.S. taxpayer much more — millions of dollars each year. It is illegal to send meats and sausages to the U.S. without USDAapproval. Even pasta or soup mixes that contain dried meat are not allowed. This is worth remembering when you are thinking of what to send to friends and family at Christmas-time. CBP routinely checks packages from overseas and has dogs specially trained to sniff out food. Trying to “sneak” meats into the country is a violation. “All packages mailed to the U.S. must have a customs declaration,” said Julie Aliaga-Milos, USDA adviser at the USEUCOM Customs and

News and features Spouses rediscover passion for art DFAC hosts Thanksgiving feast By Herald-Union staff The Strong Europe Café Dining Facility on Clay Kaserne is preparing to welcome Soldiers, family members, civilians, contractors and their authorized guests to a Thanksgiving feast Nov. 24 from 11 a.m. to 4 p.m. “The staff begins preparations and planning for the Thanksgiving meal about one month prior, especially the décor and cake ideas,” said Sgt. First Class Shawn Shannon, Strong Europe Cafe dining facility manager. Diners can choose from holiday favorites such as roast turkey, honey glazed ham, and steamship round of beef with au jus gravy and lemon herbed baked chicken offered, along with side dishes such as, mashed potatoes, baked sweet potatoes, cornbread dressing and more. More than 1,300 diners took part in the feast at the DFAC last year which is traditionally served up by various senior leaders throughout the day said Shannon. FORT SAM HOUSTON, Texas — The stressors of military life can take a toll on families. For some family members, creating art helps them cope with the fast-paced, military lifestyle. The U.S. Army Installation Management Command’s Family and Morale, Welfare and Recreation Directorate recently recognized the talents of the military community in the annual Army Arts and Crafts Contest. Nicole Linzey, a spouse currently located at U.S. Army Garrison Wiesbaden, entered the contest for the first time as a novice artist after seeing it advertised in the Herald Union. She won first place in the drawings category for her piece entitled “Sisters.” The drawing features her two daughters playing with alphabet blocks. Linzey was inspired to create the piece after seeing a friend’s drawing of their children. “I always wanted to try drawing my girls, but people are a stretch and a totally unexplored area for me so I’ve always been nervous to try,” she said. “When this contest came around, I decided it was time.” Growing up, Linzey took art classes as a kid but claimed she

hated it. She ended up picking up a paintbrush again when her husband and she were expecting their first daughter. To Linzey, art helped her overcome challenges she faced in military life. “Challenging ourselves to improve in character and situation makes for a much smoother and fulfilled life in the military,” she said. “Once I complete a work of art, it sits on my wall, constantly reminding me that I can overcome challenges and create something beautiful. That is what my art is to me.” Another novice who received first place is Stephanie Shimerdla, a spouse located at U.S. Army Garrison Italy (Vicenza). Shimerdla’s fantasy piece “Ocypete,” which depicts a half-woman and half-bird creature from Greek mythology, topped the competition in the digital arts category. She entered the contest before, but this is her first year placing in the top three. She also placed third in the same category for her piece “Daisy” and received an honorable mention for a piece entitled “In Tranquil Dreams.” Accomplished artists also competed in the contest. Laura Irick, a spouse now located at Fort Eustis, Virginia, placed first in the 2D mixed media cat-

egory for her piece “Europe Series — Looking for Sarah in Alsace.” She also placed second in the Nicole Linzey drawing category and received an honorable mention in the 2D mixed media category. She has competed in this contest since 2008. Irick learned about the contest through an employee at the Wiesbaden Arts and Crafts Center. Her children Sarah and Elias have also entered and placed in the contest. Aformer active-duty Soldier, Irick planned to major in fine art at Western Kentucky University 33 years ago. She served from 1988 to 1995, and her husband is still serving. The family’s military journey has spanned 38 years and resulted in 31 moves. Now, she is finally pursuing the degree she always wanted. “InAugust 2016, I presented the art I have been doing on my own at home while supporting my husband and raising and homeschooling our children, and was given the gracious opportunity to take a college art class this semester,” she said. “For the first time in my life, I am a fine art major.”

WASHINGTON — The Defense Department has launched the 2016 Morale, Welfare and Recreation Customer Satisfaction Survey, officials from the Department of Defense Morale, Welfare, Recreation and Resale Policy Office announced today. This is the fourth time the Defense Department has conducted a DoD-wide survey measuring customer satisfaction, officials said, noting that previous MWR surveys were conducted in 2009, 2011 and 2014. Defense leaders said that customer feedback through the survey responses can make a significant difference in MWR programs. For example, they said, improvements in fitness programs and facilities, outdoor recreation programs and single-service-member programs were a direct result of the 2014 MWR survey, so participants can complete the survey knowing their comments are heard.

During the 24th annual Conference of European Armies senior land forces commanders from 38 European nations the U.S. and Canada gathered in Wiesbaden to discuss the future European cooperation in security operations, Oct. 24 through 26. Most of the participating countries have provided support to NATO’s International Security Assistance Force and have taken part in recent Operation Atlantic Resolve exercises. They were mostly represented by their equivalent of the U.S Army’s Chief of Staff. Hosted by Lt. Gen. Ben Hodges, commander of U.S. Army Europe, the conference focused on long and short term views of assuring allies and deterring threats to preserve a secure and stable Europe, future interoperability

and the different viewpoints on European challenges. The three conference sessions were comprised of presentations and discussions led by different participants of the attending nations displaying multiple perspectives on current and future security threats and risks. “We live in a dynamic set of circumstances, we need to share information, we need to learn from each other,” said British Gen. Sir Nicholas Patrick Carter, chief of the general staff of the British Army, confirming the importance of multinational conferences to achieve a coherent, effective and efficient cooperation with NATO and its allies. German Brig. Gen. Markus Laubenthal, U.S Army Europe’s chief of staff, also talked about how important transparency and trust is between the European forces and their allies and how CEA has definitely improved these values.

“Being a part of a program that benefits single Soldiers is awesome.” That’s how Sgt. Helen Buford, vice president of Wiesbaden’s Better Opportunities for Single Soldiers, described her involvement with the single service member outreach program. “It really opens your eyes to the different things you can do.” Buford, who has been active with Wiesbaden BOSS for a year and a half, said thanks to BOSS, she has been traveling “since the first week I got here.” A member of Headquarters and Headquarters Detachment, U.S.Army Garrison Wiesbaden, Buford said she learned about the program through her unit and especially enjoys the chance to help out in her local community. “For me it’s the passion of being able to do something for the community,” she said, adding that among the highlights of her time with BOSS was participating in a toy drive last year to bring a little joy to host nation children combating cancer at the Mainz Cancer Clinic. “Anytime we get an opportunity to work with the German community, it’s a benefit for us. It’s always a great experience,” Buford said, “especially since they welcome us here in the first place.” BOSS members also regularly volunteer to help at the annual GermanAmerican Friendship Fest, recent

Zombie Run and other communitywide events. “The volunteer work is fun,” said Pfc. Uriah Montgomery, Wiesbaden BOSS president, and a member of Company B, 522nd Military Intelligence Battalion. “It’s nice to help out – to get out of the barracks. It starts the day off right – especially when you see people out having fun in events like the Zombie Run or Turkey Trot.” Montgomery, like Buford, said he really appreciates the opportunity to experience Germany through BOSS – having traveled to cities such as Cologne and engaging in laser tag with host-nation players. “Since everyone is so far from home – we all live in the barracks – it gives you a sense of home – makes you feel good,” said Montgomery. “The best value through BOSS is that it brings the single Soldiers together as a family.” Both BOSS leaders said they are always open to suggestions for new travel destinations and other projects. “If the Soldiers come to us and say ‘we want to go to this country,’ we’ll work with them to try and offer a trip at a reduced price,” said Montgomery. The BOSS leaders asked commanders and noncommissioned officer leaders to spread the word about BOSS to members of their units. “We’re trying to get more involvement among everyone – especially the officers,” Buford said, explaining that BOSS is open to all single and unaccompanied service members. “There’s so much that this program can do and that they can do to help us help

the Soldiers. It’s a great networking opportunity. … Our goal is to make the program better for the Soldier.” In addition to reaching out to single and unaccompanied service members, Steve Eclavea, Wiesbaden BOSS coordinator, said many service members are unaware that the Warrior Zone (the BOSS program home base on Clay Kaserne in Bldg. 1214) is open to all service members, regardless of status. “This place is for all active duty members. It’s a place to just come in and relax, use the Wi-Fi or computers or just to catch up on the news in the evening,” said Eclavea. “We have tons of Blu-rays and DVDs, and we welcome all active duty members and their guests.” In the coming weeks BOSS has trips scheduled to the Ramstein shopping center for holiday shopping on Dec. 3, a Holiday Bowling Party on Dec. 10 and Go-Kart Racing on Dec. 16. BOSS members will also pay their annual visit with gifts for the children at the Mainz Cancer Clinic. Bremen Town musicians

The Papageno Music Theater presents the classic Brothers Grimm musical fairy tale, The Bremen Town Musicians. The tale is about an old donkey, whose master does not want him anymore. He runs away to Bremen to become a town musician, meeting an old hunting dog, a cat and a rooster. West of Saarbrücken, this walk is easily reached via autobahn. From Wiesbaden, use Autobahns 643, 60, and 63 to Kaiserslautern, then connect with A6 toward Saarbrücken. Cross into France and continue on A4/E50 toward Metz. Once near Metz, follow signs toward Stade Saint-Symphorien and watch carefully for Metz Illuminée directional signs.

A new temporary parking lot located on Mississippistrasse across from the Wiesbaden Entertainment Center on Hainerberg will open Nov. 15 after final striping and signage installation are complete. The parking lot will have 74 parking spots and serve the needs of both the community and customers of facilities located in the area to include, the WEC, Army Community Service, and the AAFES Exchange Administration offices. Mississippistrasse is still closed to through traffic to support the B455 access road required for the construction of the new Wiesbaden Middle School. A WMS ground breaking ceremony is scheduled to take place Nov. 16. Construction of the new school is scheduled to be complete by spring 2018.

USAREUR to expand presence By U.S. Army Europe As U.S. Secretary of Defense Ash Carter announced in Brussels last week, U.S. Army Europe is preparing for an increased presence across the European theater to contribute to and strengthen the alliance’s deterrence and defense. Yesterday, the U.S. Department of the Army announced the first rotational units to deploy in support of those efforts. “Everything we’re about to do — everything we’ve been planning here at U.S. Army Europe for these rotational units — comes from the alliance’s decisions at the Wales and Warsaw summits,” said Lt. Gen. Ben Hodges, U.S. Army Europe commander. “These activities are the embodiment of the United States’ commitment to deterring aggression and defending our European allies and partners.” The 3rd Armored Brigade Combat Team, 4th Infantry Division, from Fort Carson, Colorado, will arrive in Europe in January. Their arrival will mark the beginning of the heel-to-toe rotation of U.S.-based armored brigades to Europe; in other words, the continuous presence of an armored brigade combat team and back-to-back rotations of U.S. troops and equipment. The full set of 3/4 ABCT equipment will arrive at the port in Bremerhaven, Germany, in January and then move by rail, commercial line haul and military convoy to Poland where the brigade will consolidate before distributing units across seven countries from Estonia to Bulgaria beginning in February. Over the course of their nine-month rotation, 3/4 ABCT will routinely move units across the region to participate in training events and exercises. The armored brigade will initially consolidate in western Poland, centered on the training areas at Drawsko Pomorskie and Zagan. Following this initial consolidation, the brigade will establish itself at various operating locations through the region. The brigade headquarters; brigade engineering and support battalions; 3rd Battalion, 29th Field Artillery Regiment; and 4th Squadron, 10th Cavalry Regiment, will operate from existing Polish military installations in Zagan, Swietoszow, Skwierzyna, and Boleslawiec. From the consolidation sites in Poland, 1st Battalion, 68th Armor Regiment, will move to the Baltic nations and remain positioned there until NATO’s Enhanced Forward Presence, or eFP,

The 1st Battalion, 8th Infantry Regiment, will support Operation Atlantic Resolve activities primarily in Bulgaria and Romania. The 1st Battalion, 66th Armor Regiment, will move to the Grafenwöhr Training Area, Germany, where it will conduct training and maintenance to build and sustain readiness. As part of the expansion of the rotational U.S. presence, the Army will continue to invest in the training and mission command capabilities at Novo Selo Training Area, Bulgaria, and Mihail Kogalniceanu Air Base, Romania, to support a persistent and continuous armored presence in the Black Sea region. In addition to the rotational armored brigade, the Army will provide a rotational combat aviation brigade to the European theater to support Operation Atlantic Resolve and other joint and multinational efforts. By the end of March, the 10th Combat Aviation Brigade from Fort Drum, New York, will arrive in Europe for a nine-month rotation. The brigade will be headquartered in Illesheim, Germany, and will forward deploy aircraft in Latvia, Romania, and Poland to enhance the alliance’s ability to deter aggression. Armored and aviation brigade rotations are scheduled into the foreseeable

future, though specific units have not yet been identified. Their presence enhances the deterrence capabilities available to the U.S. Army Europe and U.S. European Command commanders to respond to potential crises and assist in the defense of our allies and partners in the European community. To oversee these rotational forces, the 4th Infantry Division headquarters, which has been the regionally aligned division headquarters for Europe since 2015, will continue to be the tactical headquarters for all U.S. land forces conducting activities in support of Operation Atlantic Resolve. Based in Baumholder, Germany, the 4th ID Mission Command Element is the forward deployed headquarters element that provides U.S. Army Europe a divisionlevel command and control capability. “The 4th Infantry Division Mission Command Element is integral to Army Europe’s ability to conduct Operation Atlantic Resolve missions,” Hodges said. “They’re a small element — less than 100 Soldiers — but they make a huge impact in the theater by controlling so many moving parts.” It is important to note the expansion of rotational forces is separate and distinct from NATO’s eFP battle groups. Both will contribute to the alliance’s deterrence and defense capabilities,

but the rotational armored and aviation forces will remain under U.S. command. The rotational forces will focus on strengthening capabilities and sustaining readiness through bilateral and multinational training and exercises. The United States, as the framework nation for the Poland-based NATO eFP unit, will deploy 2nd Squadron, 2nd Stryker Cavalry Regiment, based in Vilseck, Germany, to Orzysz, Poland, in April 2017. Starting in September 2016, the Army began assembling additional Army Prepositioned Stocks for storage in Europe. The additional APS set will consist of equipment and ammunition required to support armored divisionsized force. These capabilities reduce deployment timelines, improve our deterrence capabilities and provide additional combat power to U.S. European Command for use in contingency operations. The equipment can also be drawn for use in training and exercises. While some of this APS equipment was previously used by rotating brigade combat teams in Europe, the majority of additional APS equipment is being sourced from across the Army. Equipment will be stored at facilities in Eygelshoven, Netherlands; Zutendaal, Belgium; and Miesau and Dülmen, Germany.

What is Diabetes?

When you eat food, your body breaks down the food into glucose (sugar). Your blood carries the glucose to the cells of your body which alerts the pancreas to make and release the hormone insulin. Your body uses insulin to move the sugar out of the bloodstream and into the cells for energy. When a person has diabetes, the body is unable to use this blood glucose for energy, and high blood glucose (hyperglycemia) results.

What’s the difference between type 1 and 2?

Diabetes can be broken down into several types including Diabetes Mellitus (DM) Type 1, Diabetes Mellitus (DM) Type 2, Gestational diabetes, and Pre-Diabetes. Diabetes Type 1 — The pancreas no longer makes insulin, and therefore blood glucose cannot enter the cells to be used for energy. The results are high blood glucose levels. DiabetesType2 — Either the pancreas

Gestational Diabetes — A type of diabetes that develops only during pregnancy and usually disappears upon delivery, but increases the risk that the mother will develop diabetes later. Gestational diabetes is managed with meal planning, activity, and, in some cases, insulin. Pre-Diabetes — A condition in which

blood glucose levels are higher than normal but are not high enough to reach a diagnosis of diabetes. Patients with pre-diabetes are at increased risk for developing Type 2 diabetes. Other names for pre-diabetes are impaired glucose tolerance and impaired fasting glucose. Diabetes is complex and can affect multiple body systems and requires a multidisciplinary team approach to ensure patients are taken care of and know how to

manage their disease to avoid complications such as heart failure, kidney failure, loss of vision, loss of limbs and infections. WAHC providers will look at your risk factors such as age, weight, family history, personal history of hypertension, physical inactivity, diet, and race, then order lab testing to measure your blood glucose levels. If found to be diabetic, a glucometer will be issued to you and instructions on home blood glucose testing, medication management, diet, activity, and sick day care will be given by your provider or the clinical pharmacist. Your medical provider and the clinical pharmacist will oversee any prescribed medications and ensure you are getting the right combination to achieve optimal blood glucose levels. WAHC strives to keep diabetic patients healthy and delay any long-term complications due to continuously high blood glucose levels. Referrals may be placed to other WAHC departments such as the Wellness Center to help manage weight and nutrition or optometry for a yearly dilated eye exam to assess for retinopathy. Diabetes is not just about a blood sugar level, your blood pressure, cholesterol levels, kidney function are also important healthcare markers that all diabetic patients are tracked for. The clinic encourages patients to check in with their primary care provider, to assess your risk and help you stay on the road to good health and wellness.

Billy Lynn’s Long Halftime Walk — The film tells the funny and heartbreaking story of 19-year-old Soldier Billy Lynn and his squad, who survive an Iraq battle that is captured by embedded news cameras, causing them to become celebrated as heroes. They are brought home by the U.S. administration for a promotional tour that culminates at the halftime show of a Thanksgiving Day football game in Texas, before they are returned to the war. Grim reapers, super heroes, princesses, dragons, vampires and ninja turtles got their fill of treats during Halloween weekend, while others just wanted to scare and be scared. More than 830 people went through the haunted house, which was put on by 30 to 40 volunteers who worked for nearly two weeks. Volunteers came from the 522nd MI, 2nd Signal, BOSS, Civil Air Patrol, HHBN USAREUR, Girl Scouts, Amelia Earhart Playhouse, the garrison and community members. Sgt. 1st Class James Hickman, BOSS treasurer, who signed up to volunteer along with about 15 other people from BOSS, said it was fun getting people to scream. “That was one of the biggest selling points; that you got to scare people.” Event coordinator for the haunted house,

Sgt. Heather Saturday, who volunteers with the AEP, said it was a success because of the people who helped out. “It was a community event all around. I really love how the community participated in this event,” she said. “It was a great representation of the garrison as a whole and the military community.” Hickman echoed her sentiment, calling it a “collective effort.” “The community came together to make it happen,” he said. The AEP exceeded their fundraising goal for the event, which helps fund the theater season, and they collected 2 or 3 tuff boxes of canned goods for the food pantry. It was a lot of work, but many of the volunteers asked about future AEP productions after being a part of the haunted house. “People being excited about it and their reactions made it worthwhile for the volunteers,” Hickman said.

Gooey Milk Chocolate Toffee Butter Cake Ingredients for the Brioche:

4 eggs, at room temperature 1 ounce dry active yeast 2 ½ cups all bread flour ¼ cup sugar 2 teaspoons salt 8 ounces unsalted Irish butter, at room temp. cut into small pieces

Ingredients for the Topping:

8 ounces unsalted butter, at room temperature 2 cups powdered sugar 2/3 cup all purpose flour 2/4 teaspoons salt 1 teaspoon cinnamon 2 eggs at room temperature 2 teaspoons vanilla ¼ cup half and half at room temperature ½ cup toffee pieces ½ cup cherries

Directions

FIRST, MAKE THE BRIOCHE:

In a bowl, combine the eggs, with ¼ cup water and whisk together. Set the bowl over a small pot of bowling water and whisk the eggs until they reach 110 degrees F. Remove from the heat source. Sprinkle the yeast over the warm eggs and whisk well. Set aside for 3-4 minutes to allow the yeast to dissolve. Sift the flour, sugar and salt. Place in a bowl. If you have dough hooks on your mixer use those to mix on low speed for 30 seconds. Add the egg mixture. Mix by hand or with mixer for 5 minutes. The dough will be heavy. Add the butter piece by piece. Increase your mixer speed to medium and beat 4-5 minutes. Put dough in a lightly oiled bowl and set in a warm area for 30 minutes. Then punch dough down. Let it rest another 30 minutes and repeat until the dough has had 2 hours to rise 4 times. Make the topping before the final punch down.

MAKING THE TOPPING:

In bowl cream sugar and butter. Add sifted four, salt, and cinnamon. Mix for 1 minute. Add the eggs and vanilla. Mix for 2 minutes. Add the half and half and mix just until all is mixed together. After you have punched the dough down for the 4th time, put it into a well greased 9 by 13 inch pan. Make the dough go up the sides about 1 inch. Poke the dough with a fork, all over. Spread the toffee pieces and cherries over the dough. Pour the topping over the toffee and cherries. Spread evenly. Let set in a warm spot 20-25 minutes. Put in a convection oven at 355 degrees F. Bake for 30 minutes. The topping will be light brown and crusty. Let the cake rest for 1 hour before serving. This is best served immediately or the next morning for breakfast.

SMART WAYS TO GET READY FOR AUTUMN

It’s that time of the year again when as a kid, I couldn’t wait to gobble down every last crumb of the delicious spiced pumpkin pie and cinnamon rolls my mom baked. Those were the days! I love the chill in the early morning air and the leaves beginning to change color… fall is here! It’s also a good time to undertake some annual maintenance so you’re saved any pricey repairs when winter approaches. Clean the gutters Fallen leaves can beautifully carpet your lawn but at the same time clog the gutters and drains. Use a rake or a suitable garden implement to clean the leaves and debris from the gutters. Ice dams tend to form in blocked gutters and drains letting water percolate into the house. And while you’re at it, inspect and clean the downspouts as well. Ensure that the water flows away from your house and if necessary, add extensions to them to divert the flow of water away from the walls. Inspect the pipes Pipes that don’t have enough insulation can freeze as the temperatures dip, and frozen pipes can burst

which is a situation you don’t want to be in! Check the pipes in attics, basements, crawlspaces, garages and wrap them in insulated fiberglass or foam sleeves. Get your roof ready Inspect your roof for any repairs such as damaged or loose shingles and leaky vents. You can inspect the roof using binoculars or call in roofing experts to do a thorough check. If the house has a flat roof, sweep off the fallen leaves and other debris that accumulates over time. Flat roofs are also susceptible to rain water pooling on them and causing leaks. Mold and mildew stains are indicators of a leak, which if not addressed on time, can compound your problems when the rains and snow come pelting down. We got a new roof installed last year – the shingles on our old roof were in a terrible shape and we found a couple of dangerous leaks that threatened to destroy the structure if not fixed on time. Check the heating system Now we are in autumn, winter isn’t too far away either so make sure the heating system is in top shape to get the warmth back into your house.

If you don’t have one yet, consider a programmable thermostat which can be set to lower the temperature setting when required and greatly reduce your utility bills. Next, get the furnace inspected by a certified HVAC professional and clean it and get the filter changed. Buy a few filters and replace the furnace with a new filter once in a few weeks. Window maintenance It’s time to seal any gaps and cracks that could cause air infiltration and spoil even the most efficient heating system. To check for drafts walk around the house holding a lighted candle. Caulk and reseal every small gap or crevice you come across. When doors and windows are shut, you shouldn’t be able to see any light filtering in through the seal. If you can, reinforce the caulking and weather-strip the windows if necessary. Don’t stop at windows and doors, look for gaps wherever you have cable, gas, and phone lines coming in and even electric sockets and caulk them if needed. This is also a great time to mount storm windows for added insulation and keep the windows from fogging up during the cold season.

Replace the alarm batteries Replace the smoke alarm and carbon monoxide detector with new batteries. Test them once to ensure they’re functioning properly. Hold a candle below as a smoke source to see if the smoke alarm goes off. Most of us have these safety devices in the house, but you can also put them up in garages and attics for added safety. Close the pool It’s not the season for a swim anyway! Call the pool maintenance guys and close the pool till summer next year and save yourself a ton of cleaning and maintenance woes. Once you’re done with all these chores, bring out your fall decorations to deck up your house and then sit back and relax! Because it’s not long before your family will be pumpkin picking and carving for Halloween! Have a wonderful fall season!
