Chairman’s Address I take great honour in accep ng office as the Chairman of TAPA Asia Pacific for the tenure of 2014/15. First and foremost, I would like to express my hear elt apprecia on to the members for making me their choice to lead. The task ahead is tremendous and in this era of security challenges which is unprecedented with surprises, it is a required must that security professionals reach out and network among partners and fellow prac oners to mi gate and stand above the challenges. TAPA Asia Pacific will con nue to uphold the vision of Jason Teo, former Chairman and accelerate our effort in China, Japan and also plan to make TAPA Asia Pacific's presence felt in the other North Asia countries of South Korea and Taiwan. The footprints of TAPA in the ASEAN region is making great impact and we would aspire to see mutual collabora on among the members and work on accelera ng membership down south to Australia and New Zealand. Thank you Jason for making great in‐roads towards the vision of TAPA Asia Pacific and the new Board of Directors will endure to bring this vision to reality. For fying supply chain security will be the bigger agenda and towards realizing this effort, TAPA Asia Pacific will see the convergence with both government agencies and private enterprises. TAPA Asia Pacific will cra out plans to reach out to a bigger audience and in the pipeline is membership drive and ini a ng service centers to be opera ve throughout Asia Pacific. Par cipa on in the greater circle of Supply Chain will be the objec ve and TAPA Asia Pacific will accelerate towards government ini a ves and also collabora ons to drive supply chain security. Sharing and learning best prac ces is a key ac on towards cohesiveness and collabora on. TAPA Asia Pacific will launch a series of trainings and courses autonomously by TAPA Asia Pacific as well as in collabora on with other ins tu ons and associa ons. The training is to cra elite professionalism which is an cipated to equip TAPA Asia Pacific members with addi onal skills and know‐ how to cer fy yourselves as a true Supply Chain security professional, and in some cases evolve leaders among the peers towards capacity and capability building within the security management of your respec ve organiza ons. I take this opportunity to urge the members to come forth and lend your exper se, knowledge and competencies as we embark on escala ng TAPA Asia Pacific to new dimensions and wider perspec ves. We ask of you to con nuously par cipate in the many programs, networking and ac on plans which are being cra ed for you. Lead of Chapters and Service Centres working committee, WWC Steering Group, Member of Regulatory Working Committee Tony is an experienced Senior Manager with strong background in Law Enforcement, General Management, Electronic Security, Avia on Security, Supply Chain M a n a g e m e n t , Te l e m a c s a n d G l o b a l A c c o u n t Management. Endorsing this competencies and experience is the post graduate award in Business Management from the business school of Warwick University. He has extensive experience in Avia on Security and was a member of the Conference of Asia Pacific Express Carriers (CAPEC) Security Commi ee and has successfully undergone audits for the US C‐TPAT Programme (Customs‐Trade Partnership Against Terrorism), AEO (Authorised Economic Operator) and Avia on Security Regulated Agent Programme throughout the globe.

Jason heads the Business Con nuity department in Infineon Technologies covering Asia and Japan regions, and he is responsible for all ma ers regarding regional risk assessment, business con nuity planning, disaster preparedness, fraud management, supply chain security, IT Security, physical security, real estate management, environmental health and safety. Jason is also serving on the Infineon Asia Compliance Panel, overseeing the Infineon compliance program for the region. Besides TAPA, Jason is a member of the Asia Crisis and Security Group (ACSG), and China Quality Brand Protec on Commi ee (QBPC). Prior to joining Infineon Technologies, Jason worked for the Singapore Police Force star ng as an Inspector of Police in 1994 and eventually rose to the rank of Assistant Superintendent. During his service with the Police Force as a senior officer, he held key posi ons in security planning for key installa ons, public governmental buildings, checkpoint security, VVIP protec on, and general police inves ga ons. He has also held a command post at the Airport Police Division responsible for the policing and security of Changi Airport. Jason is the immediate Past Chairman of TAPA Asia and has been a very instrumental member on the Board.

Previously, he was the coordinator of the Transported Asset Protec on Associa on (TAPA) Europe; Middle East and Africa (EMEA) Heathrow Airport crime reduc on working party par cularly aimed the logis cs supply chain in the Heathrow area. Tony sat on the Metropolitan Police AIMSS Group at Heathrow Airport and was a key par cipant in the development and publica on of the Airfreight Industry Minimum Security Standards for Cargo. Tony won two Risk & Security awards for his former company, the first being in 2009 for the Supply Chain Security Award ‐ Supply Chain Asia Logis cs Awards and the second in 2010 for the Risk Management Award. He is currently the Chairman of Transported Asset Protec on Associa on (TAPA Asia Pacific) and sits on the Board of Advisors for Supply Chain Asia. Tony is also chairman of American Society for Industrial Security ( A S I S Interna onal),chapter in Shanghai, China and vice chairman of the ACFE Shanghai chapter, China. Adrian is the Associate Director of Security, responsible for Intellectual Property and Trade Secret Protection for Merck, Sharp, Dohme International, in the Asia Pacific region, since May 2013. Prior to this, Adrian worked in various security leadership positions with Mondelez, Kraft Foods and Motorola. Adrian has more than 15 years of security management experience gained in various industries. He is ASIS Board Certified as a CPP (Certified Protection Professional) and is also ACFE Board Certified as a CFE (Certified Fraud Examiner). Adrian has served on the Board of Directors with TAPA Asia since 2006. He previously served in capacities as Chairman and Vice Chairman of TAPA Asia from 2008 to 2010.

Herdial is a highly‐qualified specialist in the Quality, Environment, Health, Safety & Security Management Systems with comprehensive interna onal experience as an advanced prac oner in the implementa on of Quality, Environmental, Health, Safety and Supply Chain Security ini a ves, training and engagement systems & programs. These skills and experience, has made him highly valuable in and to TAPA Asia in enhancing and developing the quality standards of TAPA security requirements.He served as TAPA‐Asia board member since 2011 and now an ac ve member of the TAPA Asia's Change Control Council (CCB) and par cipated in the World‐Wide Change Control Board ( W W C C B ) for the 2014 TA PA standards.

He is currently the Director of Dextrans Worldwide Pte Ltd, a 3PL and Freight Management company with presence in the Asia Pacific Region. He is also the VP of SIMM (Singapore Institute of Material Management), Chairman of SCSP (Supply Chain Security Professionals) Interest Group and on the Board of TAPA Asia.

Jessie is currently Regional Head of Security of DHL Global Forwarding, Asia Pacific. She started her security career at the Independent Commission Against Corrup on (ICAC) where she was responsible for the inves ga on of corrupt prac ces. She has more than 15 years experience in corporate security in the private sector. Jessie Han holds double law degrees – English Law from University of London and Chinese Law from Tsinghua University. Jessie is also Cer fied Fraud Examiner, qualified lead auditor on TAPA TSR, SA 8000 (social accountability), ISO14001 standards and is an ISO 22301 (Business Con nuity Management) Lead Implementer.

Tom has over 30 years in the security and law enforcement profession. He is currently the Director of Security in Analog Devices Inc (ADI). He is responsible for the safety and security of all ADI assets worldwide. He is also responsible for Business Con nuity and has helped develop and wri en BCP programs. He conducts risk assessments, security surveys and audits for ADI facili es and their subcontractors. He oversees logis cs security and Intellectual Property inves ga ons and enforcement ac ons. Prior to joining ADI he was the Managing Director for Pinkerton in the Philippines and before that was with the Air Force Office of Inves ga ons (OSI) where he re red from government service. Through the years he has led interagency task forces and conducted numerous high profile inves ga ons and an ‐terrorism opera ons. Mr. Raymond Velez is currently the Global Security Regional Manager of Asia Pacific in Eli Lilly, managing security and an ‐counterfei ng opera ons in the Asia Pacific region, based in Thailand. Raymond used to work at U S Federal Bureau of Inves ga on (FBI). During his career he was assigned to various offices in the United States as well as Thailand, India and Pakistan. He has broad experience in complex inves ga ons to include fraud, drug trafficking and terrorism. He has also conducted training for government agencies including drug regulatory agencies, customs and the police throughout Asia and the United States.

Mr. Tyn Van Amelsfoort Co-Opt Board Member Tyn has held various regional roles in supply chain security and risk management in manufacturing, insurance and logis cs. In the recent years, Tyn was deeply involved in avia on security programs, security system design, export controls compliance and customs supply chain security programs. Member of Training Working Committee Cindy is currently working in Tyco Global team based in Singapore, and taking charge of Tyco Transport and Logis c ver cal. With her, APAC regional role in Tyco, she takes the lead and involves in the Proof of Concept for GPS tracking solu ons for Tyco customer that has got hubs in the APAC region. Cindy is new on the role in the TAPA Asia Board and today shares the perspec ve of her side of the industry into the enhancement of training and industrial demands on supply chain security.

Kevin Zhang is currently the Security Manager, Greater China of Henkel Investment. He has served with Con‐way, TNT and HSBC respec vely and accumulated ample experience/knowledge in corporate security management and Supply Chain Security during the past 10 years security work experience. Kevin has been an ac ve member of TAPA Asia since 2007 and a volunteer TAPA FSR trainer star ng from Sep, 2009. On the March 3 2014, Eddie Tan, Board Member of TAPA Asia Pacific, conducted a one day course on Fundamentals of TAPA FSR management for the students of Ngee Ann Polythenic. This was followed by a half day site visit to Sankyu Singapore on the March 4. This is the first batch of 41 students from Ngee Ann Poly who par cipated in this program. These are third year students who has just completed their supply chain management diploma studies. Through the collabora ve effort of SIMM (Singapore Ins tute of Materials Management), TAPA Asia Pacific is now providing this course to the students in Ngee Ann Poly.

TAPA is not new to Hong Kong's Logis cs industry. Hong Kong was the city in Asia to see the ini a on of TAPA Asia in 2002. Hong Kong was the first choice for TAPA Asia to register as a non‐Government Organiza on to promote supply chain security in the region. With one of the best infrastructure suited for a globalised supply chain, Hong Kong's network and traffic for high value cargo transac ons is enormously great daily. It is a testament to its exper se and serves as an example of best prac ces for players in the global high value chain.

providers, like their counterparts in other countries, are facing numerous trade protec on measures and security requirements (see table 1). Maintaining flexibility and adhering to all the requirements of a dynamic business environment is one of the biggest challenge that they face daily in any corner of the world. In the past decade, Hong Kong logis c services providers exercise this integra on game. Recent research shows that 10 years effort is not wasted, overall compliance status to supply chain security is world leading. (table 1) The research has found that there are around 14,000 air cargo forwarder as Regulated Agent (RA), it is based on ICAO Annex 17, Avia on Security Program, which provide a very good founda on for cargo security. Although the aim of the RA program is primarily an ‐terrorism, the security prac ces are common for both RA and TAPA standard.

Hong Kong supply chain professionals face numerous challenges; namely, high cost led to hybrid type warehouses. Most of the high value cargo need to be transferred across borders, before and a er interna onal freight processing. More than 95% of warehouse facili es here have a lease term of less than 3 years. They also need to ensure compliance to both local and interna onal regula ons. That's why Hong Kong always maintains a unique role in the supply chain security. Logis cs service providers have to achieve a high level of security that is effec ve yet economical.

The audit result of 20 RA companies, showed that the average ra ng for TAPA (FSR 2011) requirement is 52%, which is only 8% below the minimum cer fica on requirement. Therefore, the Hong Kong forwarder only needs to take a small step further to improve their effort and strengthen their founda on and easily become a TAPA cer fied member.

More than 30% of TAPA members have facili es located in Hong Kong and each one has their own unique status and features. However, most of Hong Kong's logis cs service

New requirements like Authorized Economic Operator (AEO) from World Customs Organiza on (WCO), already recognize TAPA standard in some countries, therefore the TAPA C, B or A class in 2014 play a new role in the global trade, not solely protec on from criminal threats, also an important stepping stone in modern supply chain. Therefore, 2014 to TAPA Hong Kong Services Center is the year of development. Beside normal membership services, we also exemplify ourselves in research and development roles leading us to collaborate with a few Hong Kong academic organiza ons (Hong Kong University, China University of Hong Kong, Heng Sang Management College‌etc.) in promo ng research and educa on program with TAPA Hong Kong.

TAPA Asia Pacific BOD in Action at Tacloban, Philippines Eddie Tan, TAPA Asia Pacific board member, was in Tacloban, Philippines from the Feb 27 to 28 to conduct a two day's training on Humanitarian Logis cs for the staff of Plan Interna onal. Plan is an interna onal NGO based in the United Kingdom and is providing humanitarian aids to the residents in the Philippines who were affected by the recent Typhoon Haiyan. This course was organized by the Humanitarian Logis cs – Asia Pacific Educa on Centre. The Humanitarian Logis cs – Asia Pacific Educa on Centre was established in November 2012 as a collabora ve effort between the Kuehne Founda on and The Logis cs Ins tute – Asia Pacific. Hosted at the TLI‐Asia Pacific, the Centre is a first in the region and is guided by its founding concept – "from/by Asia for Asia" by providing a unique pla orm for bringing awareness and fostering collabora on between regional academics, government agencies, non‐profits, universi es, students and the commercial sector in this space through educa on, research and outreach efforts.

TAPA Asia Pacific Certification Audit Program One of the pillars that maintain quality and integrity of TAPA brand as ini ator of best prac ces in supply chain security is its renowned cer fica on audit program. For over a decade since its incep on TAPA has been successful in its campaign that substan ally reduced the loss of corporate assets while in transit lanes. From thereon, TAPA standards and prac ces gradually evolved un l it became universally recognized as cer fiable supply chain security standards. Then TAPA elected and authorized independent audit bodies (IAB) that maintain roster of auditors who are trained on the rudiments of TAPA standards audi ng. As TAPA membership keeps growing as well as the demands for TAPA cer fied service en es for their logis cs and transport opera ons, it became necessary for TAPA APAC to form an audit commi ee with Buyer members from the si ng board of directors to oversee and ensure that cer fica on audi ng is on the cycle that upli s the image of TAPA brand all the me. For the past years, the Audit Commi ee with the assistance of TAPA Asia Pacific Secretariat put in place meaningful reforms and improved its working partnership with independent audit bodies. The objec ve was to ensure quality of audits are preserved and eliminate undue disputes between par es that may arise from different elucida on of compliance requirements, scoring, and other issues associated with the FSR and TSR cer fica on audi ng. This me, we are proud to announce that the enhancements we desired have been sa sfactorily achieved. And, it was made possible through vibrant coordina on and follow ups with IABs. The audit commi ee thru the TAPA Asia Pacific Secretariat

provided guidance and tac cal instruc ons in their course of probing and repor ng evidences that demonstrate compliance, administering waiver applica on process, and other impera ves vital for the decision of approval of audit reports endorsed by IABs. Should there be any complaints and/or adverse feedbacks, let's say, ques oning the quality and integrity of audit results, TAPA Asia Pacific has developed conflict resolu on process wherein the audit commi ee will conduct next level review that may include onsite inspec on dubbed as “shadow audit” aimed at independently gathering facts to se le the dispute. The same process is reserved to be used at random in any TAPA cer fied facili es as an established quality control mechanism. As much as feasible, on periodic basis the audit commi ee and key IAB representa ves meet up with rolling agenda of conduc ng reviews, provide business updates, pass‐down new direc ons and promote healthy dialogue and ge ng feedbacks. In spite of above ac vi es we s ll find room to further improve the audit and cer fica on process especially now that newly revised standards (FSR & TSR 2014 versions) are on the horizon for simultaneous roll out.
