when educating farmers regarding proper land utilisation like land leveling and introduction of water saving irrigation practices including furrow irrigation, trickle drip and sprinkler types. The irrigation department could introduce such projects in their respective provinces where water saving goals could be practically achieved. These projects could be based on techniques like lining the earthen channels in saline zone areas and other related measures. The government should adopt the latest irrigation practices and management techniques while arranging substantial funds to accommodate and implement more projects related to water conservation by constructing more dams. A major policy needed to be prepared by the federal and provincial governments for implementation within the line department so as to face abnormal climate changes threatening world food security. A senior official of the irrigation department requesting anonymity told Pakistan Today that it had been decided that the farmers wasting irrigation water would be penalised and strict action would be taken against them. Besides, the Sindh chief minister would shortly chair a high-level meeting that would give approval for the other measures that could help save the country from the implications of a world food crisis.

ITH abnormal climate patterns threatening global food production, the Sindh government is likely to impose a penalty on farmers for wasting irrigation water in the province so that such adverse circumstances could be averted. “During monsoon season in particular and in Kharif/Rabi season in general, the unattended water resources, goes into the drains and gets wasted. There must be a regulation for penalising the party at fault,” mentioned the summary forwarded to the chief secretary by the irrigation department, a copy of which is exclusively available with Pakistan Today. Pakistan had experienced low monsoon rains and so far these were largely below normal. Water level in the country’s reservoirs was the lowest in many years which could affect water availability for the next winter wheat crop. All these analysis indicated that the world was fast leading towards another global food crisis. If we recall 2007-08 food crisis that sparked food riots in more than 30 developing countries, the expected shortages this time were estimated to be at more dangerous levels than the previous shortfall. To save Pakistan from the adverse impact of a global food crisis, the country needed to develop appropriate contingency plans and to see how best it could deal with minimum impacts of drought on Pakistani citizens, particularly the poor people. There is no doubt that due to global warming and the resulting emergence of unpredictable weather patterns, the world was passing through metaphysical changes in the climate pattern. Therefore, countries throughout the world had been facing untimely rains/flood, which would ultimately affect the agro economy and could most likely result in international food crisis. Nowadays, many media outlets had been seen quoting examples of drought prevailing in the United States of America, Russia, Canada, Australia, Brazil and other countries, but the above mentioned department was of the opinion that whereas all the above mentioned countries had separate weather conditions, but the idea of a global climatic catastrophe could not necessarily be rationalised in context of the Asian continent. After the super floods of 2010 and the subsequent un-precedent rainfalls of 2011, the Meteorological Department had forecasted ever increasing thunder storms and heavy rainfalls

during the current monsoon season also, and the people particularly growers had been living in fear ever since they witnessed first-hand the devastation of 2010 and 2011 floods. They were even reluctant to cultivate their lands, so much so that the government had to intervene and educated the masses through the electronic and print media in a bid to persuade them to sow current season’s crops. In a nutshell, the country had been self-sufficient in terms of food, and with the blessing of Almighty Allah would remain the same during the coming decades. However, the threat of global food crisis was a matter of concern and keeping in view the warning of the Met office in mind, the ministries concerned should definitely take preventive measures in this regard. Meanwhile, from the perspective of water resources planning and management authorities, the following measures should be taken to avert the negative future impacts of an international food crisis. There was a need for introducing low water consumption agricultural practices in the country. In this regard, the agriculture department could be consulted to arrange high yielding seeds and develop awareness programmes for the stakeholders.
