More and more power lines are being buried underground. This poses a considerable threat for both construction workers and do-it-yourself homeowners. Even if you’re undertaking a seemingly harmless job, such as digging a hole for a new fence, the risks are still there. You’ve probably heard the “Call before you dig” mantra many times. But take it to heart, nothing good happens when a shovel plunges into a live power line. The number to call is easy to remember: 811. Call, preferably 48 hours in advance of your project, and the representative will notify all the appropriate utilities. Pretty easy. Soon after the call, various technicians will come out and put colored spray paint in the places where there are lines. At right is a chart to explain which one is which. Ribbon Cutting for John & Joyce Caddell Building at Georgia Tech

J

ohn and Joyce Caddell donated $2.5 million to renovate and expand the 10,000-square foot Architecture Annex Building on the campus of Georgia Tech in Atlanta, Georgia. John Caddell, founder and chairman of the board of Caddell Construction Co. headquartered in Montgomery, Alabama, is a Georgia Tech alumnus who had been previously honored with Georgia Tech’s Alumni Career Achievement Award. “Joyce and I have always felt a strong obligation to give back to our community,”

said John Caddell. “I can’t think of a more worthy investment in our youth and the future of this country than supporting my alma mater in providing first class educational facilities to these gifted students.” The ceremony was attended by Georgia Tech President G.P. “Bud” Peterson and his wife, members of the Caddell family, including children and grandchildren, and various other university officials and guests. Hoar Construction Celebrates Topping Out at Parkside Apartments Hoar Construction and LIV Development reached a major construction milestone building Parkside Apartments. Hoar placed the last roof trusses in the building’s structural system and celebrated “topping out” the building with an appreciation luncheon for Hoar Construction workers and subcontractors. “I have built projects all over the country, none of which mean more to me than LIV Parkside Apartments. I am honored to be part of the downtown Birmingham revitalization,” said Bill McFarland, project superintendent for Hoar Construction. The new Parkside Apartments development is a $26 million investment by LIV Development in one of the premiere locations for urban development within the city of Birmingham. The mixed use development will serve the growing number of students and millennials who want to live in the city’s emerging neighborhood. The 304,000-square foot development will be home to 228 luxury apartments, two retail spaces, a yoga studio, fitness center, Zen terrace and large pool deck. The new residential development is on schedule to open fall 2015.

Volkert, Inc. Celebrates 50 Years of Being Ranked One of America’s Top 500 Engineering Firms Volkert, Inc., an award-winning Mobilebased engineering design firm, was recognized by Engineering News Record (ENR) as the 98th largest engineering firm and the 71st largest pure design firm in the U.S. The 2015 list marks 50 consecutive years Volkert has ranked among the nation’s top firms since ENR began the list in 1965. Volkert is the only Alabama headquartered engineering design firm to achieve this 50-year distinction. ENR also highlighted one of Volkert’s signature projects of the 1960s, the 24-mile long Lake Pontchartrain Causeway, the longest bridge continuous over water in the world. The Top 500 engineering design firm list

is published annually by ENR and ranks the top 500 largest U.S. engineering design firms. In the inaugural 1965 Top 500 list, Volkert was ranked 99th, and last year they were ranked 106th before surging to 98th in the 2015 rankings. “We are honored to have been recognized for 50 years of being a member of the top engineering firms in the U.S.,” said Volkert President and CEO Perry Hand. “Volkert has experienced steady growth and this is a testament to the quality engineers and support personnel that have been part of Volkert since our beginning 90 years ago. Brasfield & Gorrie Begins, Completes New Projects • B RAS FI E LD & GOR R I E COM PLETE S N EW R A L E I G H W O M E N ’ S H O S P I TA L • Wake County’s fifth full-service hospital – and the first and only women’s hospital in the area – opened for patient care on May 11. WakeMed North Family Health & Women’s Hospital, an expansion of the health system’s existing North Healthplex, delivers a whole new experience for families in northern Wake County and surrounding communities. The 248,800-square foot, 61-bed women’s hospital brings with it new and expanded services including general surgery, urology, gynecology and obstetrical care, as well as maternal-fetal medicine, lactation specialists, gestational diabetes education, pediatric audiology screening and outpatient diagnostic mammography. Child-

birth facilities include private labor & delivery rooms, a C-section room, a family-centered post-partum unit and a six-bed Level III Special Care Nursery. “Women of every age will have access to a variety of services, while close to family and close to home,” said Sheri De Shazo, RN, vice president and administrator of WakeMed North. “The campus will continue to serve men and children through our existing emergency department and outpatient surgery, rehabilitation, imaging, lab and physician office services.” The new hospital combines advanced technology and exceptional providers with a hotel-like, environmentally-friendly design, creating a tranquil space with large, private rooms alongside amenities tailored to women and families. Amenities and specialty offerings include 24-hour room service dining, in-room massage therapy and eco-friendly spa products, flower service, in-room Wi-Fi and video connections for the family and specialized infant/ family photography, as well as a ‘Welcome’ gift bundle and a specialty women’s gift shop. WakeMed North Family Health & Women’s Hospital is health system’s third full-service hospital offering a birthing experience. More than 7,500 babies are born at WakeMed’s hospitals in Raleigh and Cary each year – more than any other hospital system in Wake County. “Women’s health has always been a top priority for WakeMed,” added Seth Brody, MD, executive medical director for the Women’s Hospital at WakeMed North. “We will continue this tradition at our

new hospital, providing an outstanding health care environment that will benefit growing families for years to come.” The new hospital also ushers in a new model of maternity care: the laborist program. Experts in caring for women in labor and delivering babies, these in-house physicians provide 24/7 inpatient care while working directly with a patient’s primary OB/GYN. WakeMed North Family Health & Women’s Hospital will continue to offer outpatient care for the entire family including 24/7 emergency services, day surgery, diagnostic and lab services and physical rehabilitation, as well as several specialty care and primary care practices. Additionally, as part of WakeMed’s commitment to the health and well-being of the community, the system always considers the potential environmental impacts and patient benefits of any new construction. With a goal to provide the highest quality of care in the healthiest environment, WakeMed is pursuing LEED® for Healthcare Gold certification from the U.S. Green Building Council (USGBC), a rating system designed specifically for the unique needs of health care facilities and patients. Brasfield & Gorrie served as general contractor for the expansion project, teaming with Triangle-based design consultants ColeJenest & Stone, Mulkey Engineers & Consultants, BBH Design and Dewberry. Construction began in September 2013. WakeMed first received Certificate of Need (CON) approval in 2009 to

expand the existing North Healthplex, located at 10000 Falls of Neuse Road in Raleigh, and build WakeMed North Family Health & Women’s Hospital. • CON STR U CTI ON B E G I N S ON N EW M I DTOWN CON DOM I N I U M S • Brasfield & Gorrie has begun construction on One Museum Place, a new luxury condominium in Midtown Atlanta. The 256,000-square foot project will include two mid-rise towers containing 44 luxury homes ranging from 1,900 square feet to over 5,000 square feet. The highly detailed buildings will be arranged around a central courtyard. Located across from Atlanta’s High Museum of Art, the condominiums will feature high-end finishes, fixtures and appliances. The building’s amenities will include a fitness center, lounge, meeting space and guest suite for homeowners. Serving as general contractor, Brasfield & Gorrie’s Atlanta office is teaming with developer John Wieland and Mack Scogin Merrill Elam Architects on this project. Construction will be completed in the second half of 2016. In addition to One Museum Place, Brasfield & Gorrie is currently constructing three other multifamily developments in Midtown, including Post Millennium, Seventh Midtown and 60 11th Street. The general contractor has constructed a number of other Midtown developments in recent years, completing 77 12th Street in 2013, 1075 Peachtree in 2010, and 1010 Midtown in 2008.

M&D MECHANICAL CELEBRATES 105 YEARS IN BUSINESS by PAIGE TOWNLEY

ew companies survive economic downturns, generational changes and industry fluctuations. For more than a century, M&D Mechanical Contractors has not just survived, but thrived. Founded in 1910 and originally known as Mason & Duilion Co., M&D Mechanical was founded by two friends, Leon E. Dulion and James Edward Mason. In its early years, the company experienced much success, working on many high-rise buildings in downtown Birmingham in the 1920s. When the Great Depression hit and the stock market crashed, so did M&D. But even bankruptcy couldn’t hinder the integrity and motivation of the company’s founders. “When you file for bankruptcy it wipes out your debts, but Mr. Dulion told the plumbing supply company that if

they would just stay with him, he would pay back every penny he owed them, even though he didn’t have to,” said Nicholas D. Vance, Dulion’s grandson and former CEO of M&D. “Once they were back in business, he eventually paid off what he owed. That’s just the kind of man he was.” Major business changes soon came again for M&D Mechanical. In 1983, after decades of being headquartered in Birmingham, company leaders moved the company to Decatur. “The timing of that move was great because of the economic boom that soon occurred in north Alabama,” said M&D Mechanical CEO Alan Schollian. “We were, and still are, blessed with a great industrial client base along the Tennessee River.” Today, M&D Mechanical is one of the largest mechanical contrac-

tors in the state of Alabama, working with major clients such as NASA, Redstone Arsenal, the University of Alabama in Huntsville and the Huntsville Hospital System. In addition to the company’s reputation for safety and quality, much of the credit for M&D Mechanical’s success is due to the longstanding vision of company leaders. “We have had some leaders with visions about what they wanted this company to be, and they were willing to work hard to put the right resources in play to get the company to that place,” Schollian said. “Along with that, we are deliberate in making good decisions about project acquisitions and not taking any project for the sake of booking work. We know what we are good at doing, and we try to stay with that. And we try to get better every day.” To get better every day, company leaders put a serious focus on its people. To help employees constantly improve, M&D Mechanical participates in apprenticeship training through the North Alabama Craft Training Foundation, a program it has been involved with since 2002. “We have the best people, and they are a huge part of why we continue to be successful,” Schollian said. “We believe that a construction

career is just that. It’s not just a job, it’s a career, and we try to provide benefits that help families grow and develop and people can go home and feel good about.” Maintaining that focus and integrity is what will continue M&D Mechanical’s success in the future. “From the very beginnings with my grandfather and Mr. Mason to Alan [Schollian] today, the word is integrity,” said Vance. “The company is proud of that reputation and has always held it very dear. You don’t last 105 years without it.”

Davis-Bacon Act WHAT YOU N E E D TO KNOW by PAIGE TOWNLEY

The Davis-Bacon Act is a Depression-era wage subsidy federal law that was enacted in 1931. The Act establishes wage rates and other conditions on construction projects involving more than $2,000 in federal funds. Named for its co-authors, Senator James Davis (R-PA) and Representative Robert Bacon (R-NY), the Act is administered through an unscientific and flaws survey process by the U.S. Department of Labor. “The Davis-Bacon Act hinders economic growth, increases the federal deficit and imposes massive burdens on contractors and subcontractors,” said Cooper Construction President Jim Cooper. “It’s time for the free market system to determine wages. The free market delivers the best product for the best price.” The Davis-Bacon Act has heavy consequences for businesses. It increases compliance costs and legal costs, exposes companies to frivolous wage and hour violations because of the Act’s complexity and stops many small businesses from gaining federal contracts because they can’t deal with the red tape. The end result is less construction opportunities and less jobs for the construction industry,

which faced a 22 percent unemployment rate during the recession. “The Davis-Bacon Act openly discriminates against the majority of Americans because of its union requirements,” Cooper said. “That means the taxpayer is spending more money but getting less value. Davis-Bacon is expensive to administer and is inefficient, resulting in less construction output per taxpayer dollar.”


DAVIS-BACON BY THE NUMBERS:

A

2011 Joint Economic Committee report noted that Davis-Bacon-determined wages tended to inflate labor costs an average of 22 percent above market rates. Researchers at Suffolk University also found in a 2008 study that Davis-Bacon requirements cost U.S. taxpayers an additional $8.6 billion annually and add 9.9 percent to construction costs. And according to the Congressional Budget Office (CBO), repealing the Davis-Bacon Act would save $14.5 billion over the next nine years. ABC of Alabama, along with ABC National, supports a full repeal of the Davis-Bacon Act, as well as any state and local prevailing wage laws that mandate wage and benefit rates that do not reflect the current construction market. In the absence of a full repeal, ABC also continues to support legislative and regulatory efforts designed to mitigate the Act’s negative effects. “The free market system lets businesses make decisions based on the best value for its dollar,” Cooper said. “Davis-Bacon prohibits that from happening. Times have changed from when this law was put in place. It’s time to move forward and give Americans good value for their tax dollars and open the door to all Americans in the workplace.”

The Congressional Budget Office (CBO) estimates repealing the Davis-Bacon Act would save $14.5 billion over the next nine years.

ABC MEMBERSHIP CALL TO ACTION

The Davis-Bacon Act is anti-states’ rights: 19 states have chosen not to have a state prevailing wage law (and six more have some exemptions for schools) because the wage mandates drastically inflate construction costs.

The U.S. Department of Labor (DOL) began sending Building and Heavy Construction Wage Surveys to Alabama contractors on August 1, 2015. Participation in these surveys is crucial. Low turnout in the DOL’s surveys can often result in wage rates that are not representative of the true “prevailing” rates in a given area. This is due in large part to inherent flaws in the unscientific survey/calculation methodology used by DOL, which ABC has been actively trying to reform for years. Nevertheless, the DOL continues to calculate wages in this manner. Once a survey has been conducted, collected and calculated, it is difficult to appeal and change the rates until the area is surveyed again. The best way to fight for accurate wages is to complete the surveys. The Davis-Bacon Act discourages many qualified small and minority-owned contractors from bidding on public projects because the complex and inefficient wage and work restrictions make it nearly impossible for them to compete with better capitalized corporations.

The Davis-Bacon Act is strictly a wage mandate with outdated job restrictions that do not match the needs of today’s competitive business environment.

The Davis-Bacon Act does not improve safety, quality or training. Ensuring jobsite safety is the purview of OSHA. The Davis-Bacon Act was not written to address project quality, which is governed by procurement laws, project specifications and bonding requirements. It is not a job training law and does nothing to ensure workers are better trained on public projects.

Several studies have called into question the credibility of Davis-Bacon Act wage determinations. A series of audits by outside agencies, as well as an audit by the Department of Labor’s Office of Inspector General in 2004, revealed substantial inaccuracies in Davis-Bacon Act wage determinations and suggested that they are vulnerable to fraud. EVERY DAY, THE CONSTRUCTION INDUSTRY’S WORKFORCE IN ALABAMA CHANGES:

W RKFORCE UNDER CONSTRUCTION it gets older, and it gets smaller. The average age of a construction worker is 47 years old. In fact, almost half of the workforce are people between the ages of 47 and 65. And the industry is only producing one replacement for every four workers who leave. Numerous studies have shown that, nationwide, there will be a shortage of nearly two million workers in the next few years. “In truth, we all should be concerned—these are the skilled workers who build the factories, hospitals, schools, roads and bridges in Alabama,” said Secretary of the Alabama Department of Commerce Greg Canfield. “Workforce shortages in the construction sector could cause serious disruptions and even slow economic progress.” In Alabama, effort is being made to alleviate this problem. Organizations around the state have formulated plans and programs to combat the labor shortage. ABC of Alabama is working

tirelessly with state and organization leaders to ensure all of the necessary tools are available to recruit and train future industry tradespeople. “There is a lot going on around Alabama to solve the workforce shortage problem,” said ABC of Alabama Vice President and Workforce Development Director Todd Walker. “Many tools are available through a variety of different entities. At ABC of Alabama, we aren’t trying to recreate the wheel when it comes to workforce development. We’re helping these entities provide the best education and tools to train workers and educate the industry on how they can take advantage of these programs to better train their workers.” Numerous organizations are hard at work implementing programs to solve the industry’s workforce shortage. Here is a run-down of what you need to know about who’s involved, how to get involved and what ABC of Alabama is doing to help.

And we are happy to be here to help.” While many courses are held at the training center in Birmingham, the facility will work with companies and community colleges around the state to host a program locally. In fact, OSHA 10 classes were recently held in south Alabama. “If a need arises, we can do what we can to get the training done where it needs to be done,” said Jones. “We will work with the industry however we can to make sure its needs are being met.” Two ABC member companies, Xcel Masonry and Selective Masonry, have teamed up with AWTC, ABC of Alabama, the community college system and K-12 to create a masonry training program that will be held at Wallace State Community College in Hanceville.

“We have a manpower shortage we’re facing specifically when it comes to the masonry sector, and even as competitors we realize that we must come together to find ways to solve the problem,” said Selective Masonry President Jonathan Watts. “It’s going to take effort from us all to produce more masons for the industry, and that’s what this masonry training is all about.” Starting this fall, the masonry training—which is also open to high school students—is a twoyear program that will include opportunities for summer jobs for students to get hands-on experience as well. “It’s not just training in the classroom but in the summertime months they will actually have the opportunity to get out and make some money while they are putting what they have learned into action,” said Xcel Masonry President Ricky Cleveland. “We’re excited about this opportunity. We have to do all we can to get students in the field and then stay in Alabama to work.”

In addition to hosting classes at outside locations, companies can host their own classes at the AWTC. Dunn Construction held a form building class at the training center in May. “That was really successful, and we’re anticipating that they will hold another form building class here,” Jones said. “We have another local contractor that utilized the facility two nights a week for a trades training for their employees that they were sponsoring. They provided the instructor and we provided the facility.” In the future, training center leaders are hoping to open up the facility to non-employed participants and even high school students. But so far, the training center has maintained essentially maximum capacity in its construction courses. “First and foremost, we want to ensure that we are meeting the needs of the industry,” Jones said. “Before we open up these courses, we want to make sure that the industry is getting a chance to train who it needs to train.”

K-12 In 2012, the Alabama State Department of Education made a significant step in helping K-12 students get ready for careers in the construction industry when it adopted the NCCER curriculum, a standardized training and credentialing program. A revolutionary way to train students, the NCCER curriculum provides students with credentials that are tracked through NCCER’s national registry system. “This is part of our plan to help students transition to be successful,” said Alabama State Department of Education Deputy Superintendent Philip Cleveland. “We are creating a career ladder so students will have direct entry into the workplace right out of school with recognized credentials in hand.” Not only did the school system change to NCCER, but also education leaders sought out input from the construction industry leaders to prioritize the curriculum to make sure the courses were teaching what the state’s industry needed. “We had the industry review the NCCER curriculum content based on what they felt was most needed by entrylevel employees in the state,” said Myron Laurent, education specialist for the Alabama State Department of Education.

“With that input we developed a whole series of courses that are NCCER based and meet the needs of students and industry. So that way, we took a serious approach based on what we could do in the high school setting with a limited amount of time with students and really focused in on what was needed.” In addition to getting industry input for the curriculum, education leaders turned to ABC of Alabama for assistance in assessing new instructors. “NCCER strongly believes training should be a seamless process, that it should be focused and deliberate,” Laurent said. “So we reached out to ABC of Alabama for its expertise in providing NCCER technical assessments for prospective technical teachers. They have worked hand-in-hand with us to help us drive the program forward.” Since the Department of Education began certifying instructors, there are currently 253 accredited training and education sites at high schools across the state—plus 22 at community colleges—with 533 certified instructors who are delivering NCCER-recognized curriculum. Last year alone, Alabama students successfully completed and

received recognition for 25,724 NCCER module credentials. “Through the efforts of the State Department of Education and ABC of Alabama, we have basically put an umbrella of NCCER-certified teachers and facilities over the entire state of Alabama,” Laurent said. “This means we can be very proactive and accommodating to industry members who may want to talk to certified instructors in their neighborhoods that may be able to assist in providing specific training for their employees, or whatever other needs that could be met through NCCER training and education.” Construction industry members can also help encourage the use of NCCER training with one simple change: add a statement to job applications that ask applicants to list any NCCER certifications or training they have received. “If companies would simply refer to and request NCCER training or certification on job applications, it would do a great deal in building creditability and value in the minds of our students and parents,” Laurent said. “This is just one small move that industry can make that can have a great impact on technical education.”

ALABAMA COMMUNITY COLLEGE SYSTEM The Alabama Community College System (ACCS) is working to provide a wide range of services to help students learn a trade. With 26 community and technical colleges statewide—and over 100 campuses—ACCS has partnered with secondary schools to provide NCCER credentials at no cost to students. “This is a huge deal,” said ACCS’ Director of Career & Technical Education Gene Dudley. “This initiative began last year, and we are still undergoing that process. We are trying to provide every pathway possible for students and, at the same time, do all we can to serve the construction industry.” While high schools have been using NCCER for a few years, ACCS is working to get all programs accredited through NCCER. Currently, it has approximately 150 instructors that can use the NCCER curriculum. “We anticipate that by the end of the year, all colleges will be accredited training and education facilities,” Dudley said. “This is truly a model for the nation. I don’t believe there are any other states doing this in both secondary and post secondary. ACCS and K-12 are really working together on this, and I’m proud of it.” Most every welding program ACCS offers has already fully embraced NCCER. In fact, the NCCER welding program at Bishop State Community College in Mobile has thrived. “They have probably an excess of 120 welding booths,” Dudley said. “They are doing great and are tied into the ship building industry and construction industry along the Gulf Coast. We see tremendous growth opportunities like this for traditional crafts such as electrical and carpentry.” In addition to providing NCCER credentials, ACCS is also re-engineering many of its degrees and certificates so that students can earn stackable short certificates, which means that if a student leaves a program early they will have a certificate showing what they have done. ACCS is also focusing heavy on adult education. “This is really forward looking because there are over 400,000 people in Alabama who don’t have a diploma or GED,” Dudley said. “We want to get them involved and get them credentialed so they can be more successful.” While ACCS is doing all it can to provide more trained workers for the construction industry, it’s always open to suggestions from companies as to what else can be done through its system. “If the industry has a need in a particular area, we would love to know,” Dudley said. “I’d suggest anyone with a specific need contact our office and we will work to put something together to assist in getting it off the ground. We are here to serve the industry.”

Alabama Workforce Development Councils

REGIONAL WORKFORCE COUNCILS To better understand workforce needs across the state, 10 Regional Workforce Councils, along with the East Alabama Workforce Investment Network (EAWIN), were created as part of Governor Bentley’s workforce development strategy. “These councils create a direct link to the workforce needs of business and industry at the local level,” said EAWIN Executive/Region 8 Director Alfred Davis, Sr. “The councils are business-driven and business-led and work with their member counties to develop a regional strategic plan. This comprehensive workforce development system supports local economic and job development activities.” Region 8 (Bullock, Chambers, Lee, Macon and Russell Counties), which includes EAWIN, has achieved many accomplishments thus far in educating K-12 students about the benefits of a career in the construction industry. Earlier this year, the group held the EAWIN Career Discovery 2015 Expo, which was a huge success. The participating companies of the Career Discovery engaged almost 4,000 eighth grade students from public, private and home schools (along with their teachers, parents, chaperones and administrators) in interactive, career-related

activities that gave them a glimpse into the kinds of careers possible in the industry. Plans are already underway for next year’s Career Discover, which will be held at Auburn University. “Only three regions in the state currently have this career expo in place,” said Davis. “We would love to have more construction companies involved in these expos so that we can engage more kids and show that a career in construction is a great decision.” In addition to reaching out to K-12 students, Region 8 is working on apprenticeship programs in coordination with Southern Union State Community College, the East Alabama Industrial Consortium and industries in East Alabama. “The program trains prospective employees for industrial tasks, with particular focus on machining, industrial maintenance, electronics and robotics,” said Davis. “These industries support the region’s Industrial Machine Technicians Apprenticeship Program by providing part-time jobs for enrolled students.”

GO BUILD Launched in 2010, the Go Build campaign’s mission is to educate young people and others about the value of learning a construction trade, dispelling misconceptions about the industry and encouraging them to consider building a career as a skilled construction professional.


G

o Build promotes its message through outlets such as mass media and social media. At the grassroots level, the program focuses on attending high school career events—which includes anywhere from 50 to 80 events per year and puts the message in front of almost 100,000 students every year. “If we can inspire students or someone else and get them interested, we have a number of resources, including a website and mobile app, they can use to learn even more about the industry and begin to connect with construction training programs in the state,” said Jason Phelps, executive director of the Alabama Construction Recruitment Institute, which created and manages the campaign. “We are the front end of the recruitment piece, and we are working to get them to take those first steps. We empower them with the information needed to take the first steps.” Now in its fifth year, Go Build’s messaging is having an effect. After experiencing the program’s message, students are two times more likely to refer friends and family to the industry and almost 20 percent more likely to consider going into the construction industry. In a survey conducted of high school career tech students in 2013, 33 percent said Go Build actually played a role in choosing a construction career. “During that same period, the Alabama Department of Education had a 30 percent increase in enrollment in construction classes that year,” Phelps added. “That’s a great correlation as far as students’ responses and an actual increases in classes around the state. We

just finished up the 2015 survey, and this number has actually increased to approximately 50 percent who were influenced to go into construction because of Go Build.” Going forward, the Go Build program will continue building on its foundational mission. Campaign leaders created new TV ads geared towards a younger audience and are developing more ads encouraging students and others to look at construction training opportunities that are available. Also being created are occupational videos, which are short videos that highlight specific tradespeople around the state. “These are short one to three minute videos that have someone talking about their career, why they made the decision to get into and why they like it,” Phelps said. “We’ve been doing these as often as possible and found they have been very effective in helping people learn about different career opportunities.”

PRIVATE ORGANIZATION: CEFA The Construction Education Foundation of Alabama (CEFA) was created in 2001 by three construction associations (ABC of Alabama, AGC and the Alabama Concrete Industry Association) to provide quality, craftspecific standardized training to individuals entering or working in the construction industry to address the industry’s concern of a future trained workforce. “CEFA is the successful evolution of the training programs that had been offered by each organization, which means there is a 35-year history of training workers,” said CEFA Director Byron McCain. CEFA operates the largest merit shop registered apprenticeship program in the state with training in carpentry, electrical, HVAC, pipefitting, plumbing, sheet metal and welding. The organization implemented craft training in 2009 for students who do not have a job in the trade at the inception of training. Craft training students, who are

in the same class as registered apprentices and must pass all test and performance evaluations just like a registered apprentice, participate in 300 hours of craft training, which includes two levels of NCCERbased training that covers a 58-week period. “This program has trimmed training costs, especially for electrical contractors, in some cases by 40 percent,” McCain said. “Employers can hire a new employee who sat in the same class as their current employees.” CEFA also offers task-based training in two formats, topic specific (which focuses on a topic selected by a contractor) and selective module training (which lets a contractor select specific modules of existing training for employee participation). To attract and encourage more students

to consider a career in the construction industry, CEFA provides scholarships to students and veterans and offers a high school dual enrollment option. In the past four years, CEFA has maintained an average of 200-plus students in training. “We have created a small pool of people with basic training that contractors can hire,” McCain said. “These students have industry training and can go out into the workplace and be effective the very first day of work.” For job applicants who aren’t quite ready for the job, CEFA is ready to help. Said McCain, “If someone that is showing interest in working in the industry is not qualified or needs more training, refer them to us so that we can train them and help them find an employer.”

PRIVATE ORGANIZATION: NACTF The North Alabama Craft Training Foundation (NACTF) offers an apprenticeship craft training program that works to provide a quality workforce in various crafts relating to the industry, including carpentry, electrical pipefitting, plumbing and sheet metal. The organization’s fouryear program includes 144 classroom instruction and on-the-job training hours. Student must be employed in their field of training to obtain the on-the-job training hours, and classes are held once a week. “With this program, students have so much to gain,” said NACTF Administrator Wade Thompson. “All they have to do is show up and work every day and in four years they

can be certified in their field. It’s a no brainer.” In addition, NACTF visits schools to educate kids about careers in construction. With the help of the ABC of Alabama Workforce Development Committee, the organization works with local schools to help with high school career tech programs and provide materials needed for classes when possible. “Any ABC member could help with this with just a phone call to the school,” Thompson said. “I would encourage any ABC member to get in tune with what’s going on in their area with the local schools. Contact them and see if there is a need for a particular skilled trade to speak to board members.”

WWW.NACTF.ORG CRAFT TRAINING ACT CONCLUSION

To help meet the industry’s workforce needs, the Alabama Legislature recently passed the Craft Training Act. Known officially as Act 2015-308, the legislation creates a long term, statewide, stable funding source for flexible skills training. “This bill is important to our industry,” said Selective Masonry President Jonathan Watts, who is also on the program board. “This shows that our voice is being heard by our state legislature as it relates to a lack of a skilled and trained workforce.” The program, which will be administered by the Alabama Building Commission, will be paid for by increasing the fee on building permits by $1 per $1,000 of project value. Industry leaders estimate that approximately $3 million to $5 million could be generated annually to train workers. Recommended to Governor Bentley by the Alabama Workforce Council, the bill created a board to oversee the money and provide grants for training providers statewide. It’s expected that the Alabama Building Commission will begin collecting the additional fee in October 2016. “I’m excited that we are getting this assistance to train employees,” said Marathon Electrical President Bruce Taylor, who also serves on the program’s board. “I’m also excited to be on the board and will have an opportunity to help make sure this money gets used in the right way with the right people for the right reasons.”

Equipping students and other potential workers with the skills needed for the construction industry is a long-term investment in Alabama. Statewide, the work is being done to attract and train these workers. But to truly be successful, these organizations need a serious level of engagement with not only other like-minded groups, but also the construction industry. “Workforce development isn’t going to solve itself,” said Walker. “We have all of the pieces to the puzzle, but it takes the support of the industry to put them all together. It’s going to take all of us working together to make it happen.”
