Diane Kortus, publisher of The Laker/Lutz News for 21 years, announced the sale during a companywide staff meeting on Nov. 9. The newspaper and its website have a reach of 150,000 readers and followers in

Zephyrhills approves contract for Hercules Park design By Kevin Weiss

Planning for the redevelopment of Hercules Park in Zephyrhills continues to move forward. The Zephyrhills City Council has granted a contract for the park’s design and construction document services with engineering firm Kimley-Horn, in the amount of $292,985. The agreement, approved on Oct. 25, is within 10% of the park’s estimated probable cost, of $3,386,636. The scope of services includes creating construction documents and doing the permitting, surveying, architectural design and the construction phase services — to implement park elements depicted on the Hercules Park Master Plan, approved by the council. Penny for Pasco revenues are being used to pay for the Hercules Park design. City leaders have been talking for years about the need to spruce up the 12acre park property, at the corner of County Road 54 and Gall Boulevard. Leaders have been pressing for an action plan for vacant park land, which sits next to Zephyrhills High and Woodland Elementary schools.The area once had a popular aquatic center and swimming pool. “I’m kind of glad to get started on this project,” Councilman Lance Smith said, after the council vote. “It’s been a long time coming.” One of the more significant amenities proposed for the project is a BMX (bicycle motocross) track where mountain bike enthusiasts traverse jumps and obstacles, at still-to-be-determined heights and difficulty levels. A rough conceptual sketch plan shows a circuitous riding trail covering roughly 5.29 acres on the southwest corner of the park property. There also are plans to build a more traditional multi-use path that surrounds the perimeter of the mountain bike course to accommodate walkers, joggers and casual bike riders. During a June workshop, several city leaders expressed reservations about dedicating such a large portion of the park for BMX. A budget controversy involving the Pasco County Clerk & Comptroller’s office and Pasco County Commission has landed in court. Pasco County Clerk & Comptroller Nikki Alvarez-Sowles filed a petition for declaratory and supplemental relief on Nov. 12, in the Sixth Judicial Circuit Court. The lawsuit wants the court to determine whether the county may phase-in funding for the multiagency criminal justice information system (CJIS) and whether the county should pay for the increased costs for duplicating court-related operations at the county’s annex court. Alvarez-Sowles reminded the Pasco County Commission, during the board’s Nov. 9 meeting, about a letter she’d sent to them on Oct. 27, asking them to reconsider their budget decisions. She noted that the board had not responded to her letter, had not put the issue on its agenda and had not raised the topic during the meeting. Having exhausted all other options, the clerk said she felt compelled to seek a legal

determination over the issues. “I am confident that my budget request is supported by law,” Alvarez-Sowles said. She told board members:“This is not the conversation I hoped to have. The last thing I want to do is involve the courts

in our dispute. But,Alvarez-Sowles reiterated a position she has taken throughout the controversy: “The clerk’s office budget adopted by the board is inadequate.” Commissioner Mike Moore responded by saying,“I hate that we have to go through this.” Then, he said:“Just a question, if you look at the 2021 budget request, there was no local requirement in there, listed at all.There was no local requirement listed in the ’21 budget, so why was there in ’22?” Alvarez-Sowles said at the time she submitted the budget, she informed county administration that her office would be

doing a “deep dive” into Florida statutes to determine whether there was an issue with revenue sources coming into her office. “The results of that deep dive into Florida statutes was that local requirement in the budget for 2022,” she said. Moore persisted, asking why that wasn’t in the budget before. The clerk responded:“That would be a question for the prior elected officials that were in this position. I can’t answer that question for you.” The lawsuit notes that in December 2016, the clerk helped the county retire the mainframe system by upgrading the 1970s multiagency CJIS to a new system. Before January 2017, the county maintained and paid for the multiagency CJIS, the lawsuit says. After that, the clerk began bearing the costs. “The law is clear that the county is required to pay for the costs of the multiagency CJIS,” the lawsuit says. The county has acknowledged it is required to pay the costs, but County Administrator Dan Biles said the county See COURT, page 9A


Pasco lifts ceiling on commercial hauling rates By B.C. Manion bcmanion@lakerlutznews.com

Commercial haulers now can operate in a free market in Pasco County — meaning competition among private businesses will establish the charges. The Pasco County Commission voted on Oct. 26 to remove the ceiling on the rates. The action brings Pasco into alliance with the approach used by other counties around the state, according to county staffers. The change does not affect residential hauling rates. At the same meeting, the county board approved increasing charges associated with water and wastewater connection fees — previously referred to as impact fees. The board also established new fire line and fire hydrant rates. The increased rates take effect on Jan. 3. For a complete breakdown of the new charges, visit Pasco County Utilities, on the county’s website, PascoCountyFl.net. In other action, the county board: • Accepted a check for nearly $2.9 mil-

lion, in “excess fees” from Paco County Tax Collector Mike Fasano.The tax collector’s office is funded entirely by fees and commissions, with no direct ad valorem dollars.When the office’s total revenues exceed expenses, the “excess fees” are returned to the county board and other taxing authorities on a pro-rata basis at the end of the fiscal year. • Approved a change to the comprehensive plan on 37.58 acres, east of Old Pasco Road and north of Overpass Road, to allow for commercial development. The board also approved a companion rezoning, allowing a commercial planned development of use to 315,000 square feet of commercial at that site. • Authorized to shortlist and negotiate agreements for a Tower Road route siting and pond siting analysis for an area that begins east of Sunlake Boulevard to east of U.S. 41. The shortlisted firms are: American Consulting Engineers of Florida, LLC (American); Kissinger, Campo & Associates, Corp. (KCA); NV5, Inc. (NV5); Baslee Engineering Solutions, Inc. (Baslee); and George F.Young, Inc. (George F.Young).The county board authorized negotiations with

Can getting enough sleep reduce the risk of prediabetes/diabetes? November is National Diabetes Month, and in 2021, the focus is prediabetes. Prediabetes is when a person’s blood sugar is higher than usual but not high enough to be diagnosed with diabetes. According to the Centers for Disease Control and Prevention (CDC), 88 million Americans have prediabetes and 85% are not aware they have the condition. Family history, weight, waist size (for men greater than 40 inches and for women greater than 35 inches) and smoking are just a few risk factors for developing prediabetes.

If you do have prediabetes, here are some ways to stop the progression to diabetes: -Make sure to get more than six hours of sleep every night. -Start an exercise program that includes 150 minutes a week of moderate to vigorous aerobic exercise, and strength training two to three times a week. -Learn a healthy way to deal with everyday stressors, and most importantly start a healthy diet with enough protein. -Eat foods that have a low glycemic index, full of good fats

and high fiber. -Boosting your Adenosine 5’ Monophosphate-activated Protein Kinase (AMPK) can improve glucose uptake to lower blood sugar levels. AMPK is an enzyme that regulates energy usage, supports weight loss and increases the utilization of glucose, while blocking fat and cholesterol synthesis. Intermittent fasting and high-intensity interval training (HIIT) can help boost AMPK levels. Supplements such as nitric oxide booster, alpha lipoic acid and berberine also can help boost AMPK levels.

No county match is required and this is a cost-reimbursement agreement. • Approved a change order involving additional work and a time extension of 129 days for the installation of a drain field at Starkey Ranch District Park.The amount of the contract with R.L. Burns Inc., will in-

crease by $455,234.37, bringing the not-toexceed total to $3,994,628.37. The new completion date is March 14, 2022. • Authorized to shortlist and negotiate agreements with firms to complete an Orange Belt Trail route study, design and permitting.The firms are:Atkins North America, Inc.; HDR Engineering, Inc.; Rummel, Klepper & Kahl, LLP; Burgess & Niple, Inc.; NV5, Inc.; Baslee Engineering Solutions, Inc.; and Sand County Studios, LLC. If an agreement cannot be reached with Atkins, the board authorized negotiations with remaining firms, according to the county’s ranked order. • Approved a change to the county’s comprehensive plan to allow commercial development to be considered on 9.24 acres south of State Road 54 and River Glen Boulevard.The land previously was planned for residential development.The proposed change received a unanimous recommendation for approval from the Pasco County Planning Commission on Aug. 26.A change in the land use designation is the first step necessary to change the potential use on the land.A rezoning is required, too, before commercial development could occur. • Authorized the reappointment of Steven Hickman to the board of the Pasco County Housing Finance Authority and appointed two new members, Jeffrey Sklet, deputy director for the Pasco County Housing Authority, and Stacy Ferreira, vice president of BB&T. • Adopted a resolution honoring the Friends of the Pasco County Library System, a not-for-profit organization the helps the library through volunteering, fundraising and advocacy.

After 21 years, a new chapter begins By Diane Kortus Former owner/publisher of The Laker/Lutz News

T

he Laker/Lutz News announced on Nov. 9 that it had been sold to Street Media LLC, a group of about 40 employees headed up by Brian Calle, who will work with my team to extend our reach and influence by adding services we have just begun to touch on — in digital advertising content, marketing and other new media opportunities. Brian shared with me before we closed on the newspaper’s sale that he marveled at what an amazing job we do producing such high-quality local journalism that is well-read and well-received throughout the communities we serve. It’s rare and unique, he told me, to see a thriving and growing local publication selling almost exclusively print ads to support it. One of the reasons I selected Brian as the next steward of The Laker/Lutz News is because he understands our commitment to the print editions of our papers and because he understands that our readers want to receive their community newspaper in their driveway every week. With our solid base of followers, Brian plans to expand our offerings and keep abreast of this area’s tremendous growth and to prepare for the thousands of new residents moving to Pasco County in the coming decades. the owner of this newspaper. I am a mother, grandmother, sister and friend. I need and want to spend time with Vic Anthony, my partner for 10 years; and with my daughter, Rachel, who lives in Tallahassee; my son,Andy, his wife, Erin, and my grandchildren who are ages 6, 4, 2, with a fourth on the way. I also want to spend more time with my siblings, who live in Gainesville and Minnesota, my home state. I will be 67 in February, and hope to have another 25 years to embrace more closely those I love best, and to explore the world outside of Pasco County. I am fortunate to have found Brian as your new publisher because he already shares my passion for The Laker/Lutz News. I believe he will be a good steward of my legacy, and will take what my team and I have built and create an even better community newspaper. I want to express my gratitude for my talented and committed staff, who have stood alongside me all these years. They have brought me incredible ideas and shared their vision of what The Laker/Lutz News could be. These folks do their jobs every week and

back up their colleagues, regardless of hurricanes, pandemics and personal hardships. They make sure that every Wednesday you have a new edition of The Laker/Lutz News. My team not only has contributed to the success of the newspaper, but they have been a source of inspiration, and have become my friends. Bowling for strikes, bragging rights and to help veterans The Laker/Lutz News Staff Report

They went out to roll some balls, to hope for strikes, and to enjoy the company of family and friends — all the while showing their support for veterans. The “Heroes In Our House BVL” bowling benefit was held Nov. 7, at East Pasco Pin Chasers, at 6816 Gall Blvd., in Zephyrhills. BVL stands for Bowlers to Veterans Link, and it raises money to support veteran causes. The event took place the weekend before Veterans Day, celebrated each Nov. 11

on the anniversary of the end of World War I.The national holiday honors all who have served in the military. There were two sessions of the bowling benefit, where people competed for prizes and bragging rights. Geoff Hopkins, of the Tampa James A. Haley Veterans Hospital, said BVL bowling benefits are a great way to raise money for veterans through bowling. Hopkins’ efforts have provided funding for recreation therapy and creative arts therapy programs for veterans at the hospital.

The Southwest Florida Water Management District (SWFMD) awarded $104,941.81 in grants to 48 educators within SWFMD as part of the Splash! school grant program, according to a news release. The program provides up to $3,000 per school to enhance student knowledge of freshwater resources in kindergarten through 12th grade. Splash! grants encourage hands-on student learning through STEM (science, technology, engineering and mathematics) activities, as well as engagement of the greater school community through awareness campaigns. Each school district allocates a portion of its annual youth education funding provided by SWFMD to support the Splash! grants in their county. The District awarded grants to the following schools/teachers in Pasco County: • Bayonet Point Middle School, Rowenna Collins • Hudson Academy, Shamsher Lamba • James M. Students who plan to attend a technical school or college in the fall of 2022 should submit a Free Application for Federal Student Aid (FAFSA) as soon as possible, according to the KHEAA (Kentucky Higher Education Assistance Authority), in a news release. Those who do not think they can qualify for financial aid should submit the FAFSA, too. Rules governing student aid programs sometimes change, and students who do not file the FAFSA may miss out on free money that could help pay for their education, the news release says. Some student aid programs have limited funds and provide awards on a first-come, first-served basis, so FAFSA applications should be submitted early. Parents or guardians of students considered dependents under federal guidelines also must provide financial information.This affects most students going directly to college from high school, who are typically considered a dependent. A formula set by Congress is used to determine if students qualify for federal and state aid, the release says.

ootball bragging rights in Pasco County again are up for grabs — at the upcoming the 2021 FCA (Fellowship of Christian Athletes) East-West Classic all-star game. The seventh annual showcase is slated for Dec. 10 at 7 p.m., at Sunlake High School Field, 3023 Sunlake Blvd., in Land O’ Lakes. The game — organized by the Pasco County Fellowship of Christian Athletes (FCA) — features dozens of the best senior players from 15 county high schools (13 public, two private). The event is branded as,“the best players from every position, from every school, showcasing their talent.” Tickets are $10 and can be pre-purchased at any participating high school and at the Sunlake stadium ticket gate on gameday. Tickets also are available online at 2021PascoAllStars.eventbrite.com. Parking will be $5. Players on the East squad will represent Cypress Creek, Land O’ Lakes, Pasco, Wesley Chapel, Wiregrass Ranch, Zephyrhills, and Zephyrhills Christian high schools. Players on the West squad will represent Anclote, Bishop McLaughlin Catholic, Fivay, Gulf, Hudson, Sunlake, Mitchell and River Ridge high schools. Land O’ Lakes head coach Trac Baughn will lead the East squad and Hudson head coach Tim Hicks will guide the West squad. Baughn steered the Gators to a 9-1 record, playing an independent schedule. Hicks led the Cobras to a 6-4 mark, and qualified for the playoffs for the first time within district play since 2013. To select the rosters, coaches from each county high school gather in a “war room” and draft players from every school, and every position. After much deliberation, the all-star teams get whittled down to 40 players in the East and 40 players in the West. Wesley Chapel garnered the most All-Star team selections with nine picks, followed by Zephyrhills (eight), Mitchell (seven), River Ridge (seven) and Sunlake (seven), respectively. The squads are scheduled to begin practices on Nov. 30, where they will devise various plays and strategies. The idea for a countywide all-star football game was spearheaded several years ago by FCA area director Bob Durham, upon the suggestion of local FCA board of directors.The directors recommended the annual event, pointing to the success of long-established all-star games in both Hillsborough and Pinellas counties. The local FCA chapter also organizes an annual Pasco County All-Star baseball and softball game in the spring. The gridiron matchup has proven to be a

Hillsborough County Parks & Recreation has received accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and the National Recreation and Park Association (NPRA). St. Petersburg’s Pier: Great views, fun options If you’re looking for something to do for the Thanksgiving holiday weekend, this little getaway might be just the thing

t. Petersburg’s new pier on Tampa Bay just may be one of the best places to visit during this trying pandemic. Besides the geometric Pier Point building, shaped like a futuristic spaceship, the 26-acre pier district offers soaring sculptures, vast grassy areas, waterfront beaches and trails, a splash pad for kids, local artisans selling their creations, and an array of restaurants. No wonder it cost $93 million and took three years to build. Here, you can take yoga and pilates classes on the grass; and walk, bike, skateboard, paddleboard, and, yes, even fish on a fishing deck that’s part of the five-story Pier Point building. If you park along Beach Drive, you can walk three-quarters of a mile to the pier’s end with water views on both sides. Turn around for a panoramic view of downtown St. Petersburg’s skyline. Yachts and smaller boats bob in Tampa Bay to the south, and the iconic Vinoy Renaissance St. Petersburg Resort and Golf Club sits majestically to the north, just as it has since 1926. On the over-water walkway just before the Pier Point building, Tampa Bay Watch Discovery Center offers a touch tank, interactive displays, videos and exhibits on the bay’s ecosystems, marine wildlife and the group’s conservation efforts.The highlight is an 1,800-gallon estuary habitat filled with fish from local waters. Admission is $5 for adults and $3 for children ages 4 to 12. Plan to spend the day if you can, especially if you like to walk. From the pier district you can walk north and south along the waterfront or on sidewalks that lead to a bayfront volleyball court, a palm garden, Williams Park, and to the Museum of Fine Arts, the St. Petersburg Museum of History and the Salvador Dali Museum. Downtown shops and restaurants are an easy walk west. The district has on-street parking and two metered parking lots. Boaters can slide into boat slips and stroll to the pier. Some people like the district’s sculptures most of all, especially the billowing, colorchanging net flying high in the sky called “Bending Arc,” created by Tampa’s Janet Echelman. Another favorite is an airplane sculpture by Mark Aeling entitled “First Flight,” in honor of the world’s first commercial flight in 1914, when Tony Jannus flew the city’s mayor from St. Petersburg to Tampa. “Myth (Red Pelican)” was inspired by the pier’s geometrical design and pelicans, which artist Nathan Mabry says symbolize St. Petersburg’s kindness, friendship and generosity.“Morning Stars,” a mosaic by Xenobia Bailey consisting of colorful, crocheted geometric configurations, is 23-feet wide and 7 ½-feet tall, while a bronze sculpture called “Olnetopia” depicts rocks and wild waters, representing “the dynamic power of life,” according to its creator Nick Ervinck. That sculpture’s theme seems fitting for the pier district. Everywhere you look – from couples toasting cocktails in Pier Teaki to kids romping through the splash pad - you see the joy of life.

The Florida Fish and Wildlife Conservation Commission’s (FWC) Saltwater Angler Recognition program, Catch a Florida Memory, celebrated its five-year “catch-iversary” by achieving more than 20,000 approved angler catches, according to a news release. The program, launched in October 2016, has seen tremendous growth with participants submitting catches for a wide range of accomplishments in the Reel Big Fish, Grand Slam and Saltwater Life List recognition programs. “We’re thrilled to see how anglers have embraced the Catch a Florida Memory program over the years,” Jessica McCawley, FWC Division of Marine Fisheries management director, said in the release. “With over 20,000 approved catches, program participants are diversifying the species that they are targeting and learning more about Florida’s marine fisheries while making memories they will surely cherish for years to come,” McCawley said. The recognition programs reward anglers for their fishing efforts while encouraging them to target a diversity of species. Seeking tax assistance volunteers The Laker/Lutz News Staff Report Two programs that provide tax assistance and tax counseling for the elderly are seeking volunteers to assist in the effort. The IRS's Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs offer free basic tax return preparation to qualified individuals. The VITA program, which has operated for over 50 years, helps people who need assistance to prepare their own tax returns. The TCE program offers free tax help, particularly for those who are 60 years of age and older, specializing in questions about pensions and retirement-related issues unique to seniors, according to a news release. While the IRS manages the VITA and TCE programs, the VITA/TCE sites are operated by IRS partners and staffed by volunteers, who are certified by the IRS. In Pasco County, the VITA Tax Program is under the umbrella of the United Way.

Over the past three years, Noire Nail Bar has become a perfect addition among businesses located in the Cypress Creek Town Center in Wesley Chapel, which includes Tampa Premium Outlets and surrounding businesses on both side of State Road 56, just west of Interstate 75. She and the rest of the team offer a wide range of gel dip and acrylic nail services in hun gel, hundreds of quality colors that are always updated with the latest seasons or trends. As soon as you open the door, the atmosphere is prepared for relaxation. Nguyen and his team work every day to keep Noire clean, quiet and organized, so even the last guest has the same tranquil experience as the first. To further perpetuate tranquility, there are no chemical smells, and no blaring drills. Noire also comes equipped with a snack and drink bar (which is free for guests), so clients can

sip on a wine or cold drink of their choosing, while having a pedicure. “Visitors firstt stay because of the atmosphere. Th hey come back because they trust us too do a great job,” said Nguyen. Noire Nail Bar is big enough to feature seven, full-ssize pedicure rooms with six chairs in each e room. That way clients can enjooy themselves and relax the way they deesire, without having to worry about oth hers bothering them, or their party botheering others. A group of five and more will w receive a discounted service for each h guest when booking a room in advancee. “That’s a partt of doing things differently,” said Nguuyen. “It’s hard to keep our mindset of cclean and relaxed, when we have all of our guests in one big room together.” One of its m more organic specials is the Milk & Hooney Pedicure, which is great for anti-aaging and refreshening the skin.
