Council nixes theater renovation

The idea of breathing life back into the historic Zephyrhills Home Theatre is taking a backseat — at least for now. The Zephyrhills City Council on Oct. 25 voted to deny an appraisal of the dilapidated downtown building, located at 38521 Fifth Avenue. The $3,600 appraisal — if it had been ap-

proved during the regular council meeting — would’ve been performed by NewStream Companies in Tampa, and would have provided some clarity regarding a potential last-minute state appropriations request for the project. There have been conversations for several years about reviving the 500-seat twin theatre —perhaps transforming it into a playhouse or a venue to hold various community events. The theater was built in 1948 by lumber

magnate and former Zephyrhills Mayor I.A. Krusen. Back then, it was billed as one of the most modern movie theaters in the South, with comfortable seats, a wide stage, and a glass-enclosed “crying room” for babies. The movie house closed in 2007, but remained available for rent. It reopened in 2010, but was shuttered again. See THEATER, page 11A

Zephyrhills approves street resurfacings By Kevin Weiss kweiss@lakerlutznews.com

Two dozen streets throughout the City of Zephyrhills are set to be improved this year. The Zephyrhills City Council on Oct. 25 unanimously approved a construction agreement with Zephyrhills-based Asphalt Paving Systems Inc., to resurface a total of 24 streets within the city limits. Total cost of the work is not to exceed $598,572, slightly under the city’s budgeted amount of $600,000 for the project. The streets will be repaired with either cape seal or double-micro surfacing, according to Zephyrhills City Manager Billy Poe. The agreement — part of a piggyback bid with Lee County in southwest Florida — calls for work to be fully completed within 45 calendar days of the notice of commencement. The action came following a staff recommendation from the city manager and Public Works Director Shane LeBlanc. Work resumes on State Pasco County Schools shifting Road 52 widening By B.C. Manion bcmanion@lakerlutznews.com

Construction has restarted on State Road 52, near the Suncoast Parkway, in Land O’ Lakes. A new contractor, PCS Civil Inc., began work on Oct. 25. The contractor is expected to spend a few weeks doing cleanup, surveying and other tasks necessary to safely resume operations, according to an update from the Florida Department of Transportation’s (FDOT) District Seven office. Work on the project stopped on July 28, 2021, when the original contractor notified FDOT that it was halting work on the project. The state transportation department declared the contractor in default on Aug. 3. The FDOT requires its contracts to have bonds issued by a surety company. The surety company was required to obtain a completion contractor and chose PCS Civil Inc. The State Road 52 project calls for widening the road to a six-lane divided high-

way from the Suncoast Parkway to east of U.S. 41. The contract also includes widening U.S. 41 for approximately 1 mile, approaching the State Road 52 intersection. A 12-foot wide multi-use trail — to be built along the north side of State Road 52 — is another element of the project. The estimated cost for the State Road 52 widening is $49.8 million, according to FDOT’s website. While work has resumed on State Road 52, it is expected to begin again soon on the State Road 54 widening, from Curley Road to Morris Bridge Road, according to the FDOT update. The prospective completion contractor is sending the surety company an updated price proposal. A completion contract is expected to be with the surety by Nov. 12, with execution of the contract to follow. Once that occurs, the contractor is expected to begin work within a week. The Pasco County School Board has adopted a new schedule for school starting and ending times, effective in January. The board unanimously approved the shift, during its Nov. 2 meeting, knowing that the new scheduling will disrupt virtually every school and student throughout the district. They said a shortage of bus drivers forced their hand. Board members and Superintendent Kurt Browning said other options were explored, but, in the end, none of them could ensure the on-time arrival of students to school. “We are, and have been, very concerned about the loss of instructional time for our students,” Browning said.“We have had numbers of our students coming to our schools See TIMES, page 11A

ome 150 custom Mustangs and other Ford models took part in the inaugural Bay Area Mustangs’ (BAM!) Mustang Madness, at Parks Ford of Wesley Chapel, at 28739 State Road 54. Although billed as a Mustang Madness event, all models of Ford vehicles were welcome. Besides the car show, there was a silent auction, costume contest, cash prizes, raffles and 50/50 chances.Trophies were awarded for best-dressed cars, people’s choice, spon-

sor’s choice, charity’s choice and participation awards, as well. The event benefited Big Brothers Big Sisters of Tampa Bay. Bay Area Mustangs is a club that promotes the restoration, preservation and enjoyment of the Ford Mustang in the Tampa Bay region. Bay Area Mustangs’ Howie Taylor’s 2020 Mustang has a high-performance package in the 4cylinder turbo engine. Taylor says it kicks out 400 hp. Although the car is orange all yearround, Taylor added the pumpkin face decals to his doors to suit the season.

Metropolitan Ministries is opening its donation tent at Keystone Community Church, at 21010 State Road 54, in Lutz, beginning this weekend, to help others at the holidays. The tent will be accepting nonperishable food, frozen turkeys, and gift cards, for Thanksgiving, on Nov. 12 through Nov. 14 and again on Nov. 19 through Nov. 23. The tent will reopen for Christmas donations on Dec. 10 through Dec. 12 and from

Dec. 17 through Dec. 23. The hours for the collection dates are 10 a.m. to 3 p.m., on weekdays, and noon to 3 p.m., on Sundays. Clyde Wilcox is no stranger to the finer things in life, and his passion for the jewelry business proves just that. Wilcox is the general manager at Vallentino ntin ’s Fine Fin JJewelers, l r which hi h celel brated its fifth anniversary this year. The high-end store first opened in Zephyrhills, and recently has relocated to Tampa Premium Outlets in Lutz. The family owned, local business is the product of decades of dedication to the fine jewelry industry. “Our store is not your typical jewelry store, from the way we look, to how we treat our customers, to the product we carry; we try to be different all the time,” said Wilcox. Keeping the theme of doing things differently, its upcoming Black Friday celebration will be one to remember. Planning board again delays rezoning request in Land O’ Lakes By B.C. Manion bcmanion@lakerlutznews.com

A request to rezone 50.15 acres for a 108 single-family homes in Land O’ Lakes has been delayed until Nov. 18, to continue to explore a way to prevent cut-through traffic from future area development. The request, by Darrell A. and Karen J. Renner, calls for rezoning agricultural land into a master-planned unit development (MPUD) on the south side of Bexley Road, about a mile west of the intersection of U.S. 41 and Wisteria Loop. The Pasco County Planning Commission first heard the request on Sept. 30, but delayed it until Nov. 4 to give the applicant

time to pursue the possibility of building a county “vision road,” which, in effect, would keep future area traffic from spilling into the existing community along Wisteria Loop. County planners initially had recommended approval of the application, if the developer brought Wisteria Loop up to county standards. During the Nov. 4 meeting, however, area resident Ray Gadd called for approval of the application to be contingent on the construction of the vision road. Another area resident, Chris Nocco, urged the planning board to take a long-term look and act now to protect existing communities. Gadd is deputy superintendent of Pasco County

The rain couldn’t dampen anyone’s spirit at the 2021 International Coastal Cleanup, presented by the Rotary Club of New Port Richey.

More than 1,200 volunteers worked their way throughout Pasco County, picking up 24,000 pounds of trash and litter along the roadways, public spaces and waterways during the event, according to a news release. By the numbers: • 12 tons of trash and litter were collected

Shelly Johnson, an attorney representing the applicants, told the planning board at the Nov. 4 meeting that her client would be willing to construct the vision road or improve the existing road, but not both. However, her client subsequently found out that building the vision road would cost approximately $2.7 million and improving the existing road would cost $914,000.They also learned there’s wetlands involved, so it could take up two years to obtain the necessary permits to build the road. Planning Commission Chairman Charles

Grey said it’s not the planning board’s job to ensure that a project is financially feasible, but board colleagues Jaime Girardi and Don Anderson said they weren’t comfortable forcing the applicant to shoulder the additional costs. One possibility would be to reconfigure three existing skewed intersections into a traditional T-intersection, a representative for the applicant said. The planning board continued the request until Nov. 18 at 1:30 p.m., in New Port Richey, at the Pasco County government center.The delay is meant to allow the applicants to bring back a potential solution and to give area residents another opportunity to weigh in at a public hearing.

Home-schooled Land O’ Lakes fifthgrader Lee Ellis claimed first prize in the ninth annual Pasco County Clerk & Comptroller Constitution Essay Contest, by “eloquently emphasizing the meaning and enduring importance of the famed opening phrase of the United States’ founding document,” according to a news release. Ellis wrote in his essay,“Did you know that ‘We the People’ means everyone? The rich, the poor, the young, the old, whites, blacks, men and women are all a part of ‘We the People.’ The student noted, significantly, that the Constitution does not “give” rights, but, instead, it guarantees them. This distinction, vital to our governing philosophy, often is misconstrued. CONGRATULATIONS to Brooke Lea, a senior at Zephyrhills High School, for being applauded by Avalon Park Wesley Chapel. Lea has lived in Zephyrhills for her entire life and loves the close-knit community that she’s grown up in. Her mother, Missy, has been volunteering in the local community since she was 13 and instilled the same mindset into Brooke and her two sisters, Brittani and Bryann. For years now the three girls have been volunteering at the Pioneer Florida Museum and Village where they work the concession stands, set up games, and help out at a lot of other events put on by the museum. “I think giving back and helping local nonprofits in an effort to grow our community, businesses, and children’s programs is important,” says Lea. “Brooke always jumps in wherever she is needed.... She is an awesome team member, but even as a teenager she is a clear leader and a great example,” says Stephanie Black, executive director for the Pioneer Florida Museum. “I am grateful for this young woman and all she does for our community.” Right now, Lea works at Pet Supplies Plus, a pet supply retail store in Zephyrhills that recently praised her

efforts on social media: “All year long we ask for donations to go to local shelters and today Brooke did an amazing job. She got over a 100 donations in the first 3 hours of her shift. Way to go Brooke and thank you to all the neighbors that said yes to her today.” Other foundations she has volunteered for include The Thomas Promise Foundation, The Dade City Chamber of Commerce Car Show, A Salute for our Soldiers Backpack Drive, Little Everglades Ranch Mud Run, and much more. When asked what the most rewarding part is about being an active community member, Lea says, “It’s fun being involved with so many different organizations and it is an even better feeling knowing you were able to do your part in giving back and helping others.” Brooke also plays softball while she’s finishing up her senior year of high school. “I love softball! Learning the game and competing is so much fun, especially when you love the people around you. Win or lose, I always do my best,” says Lea. After she graduates, Lea plans on attending the University of Central Florida where she wants to work for child protective services or become a game warden.

THEATER, from page 1A In a memo, city staffers recommended approval of the appraisal and submitted a state appropriations request for the purchase and renovation of the Zephyrhills Home Theatre, asserting it “will bring additional activity downtown, thus spurring additional growth and development.” The remodeling concept was renewed after state Sen. Danny Burgess — a Zephyrhills native — recently reached out to staffers and encouraged the submittal of a state appropriations request, Zephyrhills City Manager Billy Poe said. Staff continued preliminary discussions with Burgess and the property owner regarding the possibility of the city acquiring and renovating the buildings, Poe explained. But council members raised a number of issues about the potential renovation, putting a halt to the initiative for now. Council members noted that the city already is seeking funding for a trio of multimillion projects.Those are:A sewer main and water main extension for $3.48 million; Zephyrhills Municipal Airport improvements for $5.33 million; and Zephyr Park improvements for $5 million. Council members voiced concern about submitting a fourth appropriations request to

I don’t like it. I don’t like anything about it,” he added. However, he noted, having students arrive late is not appealing, either. The district has been flooded with suggestions for how to solve the problem. It has tried different strategies, but all of them fell short, according to Betsy Kuhn, an assistant superintendent who oversees the district’s transportation departments. People suggested the district ask parents to drive students to school. The district did. The response was too small to reroute buses and take any off the road, Kuhn said. Some recommended the district charge bus riders. It can’t because it has a state obligation to transport students living two miles or more from school, Kuhn added. Some said the answer is higher pay for drivers. “I’ve gotten lots of emails (in which) people say,‘If you just pay $20 an hour, this will all go away,’” Kuhn said. She supports a pay raise for bus drivers, but said,“we know, from looking at other districts and from looking around the country, that pay alone does not solve this problem. “While we do want to do that, and hope it is something we can do in the very near fu-

Despite myriad concerns, Poe pointed out that this may have been the window of opportunity to capitalize on the theatre renovation project — given strong representation from Burgess, state Rep. Randy Maggard, R-Dade City, and Senate President Wilton Simpson, R-Trilby, respectively. Zephyrhills did well with state appropriations last year. It received $6.5 million for water and wastewater improvements on Handcart Road; $4.6 million for improvements to the Sarah Vande Berg Tennis & Wellness Center; and, $3 million for improvements to the Zephyrhills Municipal Airport. The city also was selected as the site for a $25 million state-of-the-art Florida National Guard Armory. “As we know, kind of all the stars are aligned at the state,” Poe said.“Last year and this year is our best opportunities that we have.We have friendly senators or representatives, as well, in the right seats.” Council President Alan Knight said he appreciated Burgess for suggesting the idea of renovating the theater. But Knight noted: “I just think that it’s not a real good time right now.” Wilkeson concurred:“I just don’t think we can put together something professional enough that it would support Senator Burgess’s goals and objectives.”

Spending money for child care, in essence, lowers his wife’s teaching salary. Although she loves teaching, from the family’s economic standpoint, they might be better off if she took a job where she could work from home. Another parent raised concerns about traffic safety issues. The new schedule has Wiregrass Ranch Elementary and Wiregrass Ranch High School starting at the same time. Both schools are located on Mansfield Boulevard. He’s concerned about having so many vehicles coming and going at the same time. Board members expressed empathy for the impact the scheduling changes will have on families, students and the community. But they said the district must do what it can to ensure students don’t miss out on instructional time. The superintendent initially had called for the new schedule to be in effect for the second semester of this school year and for the entire school year, in 2022-2023. But he has stepped back on that recommendation, agreeing, instead, to reassess the situation in May to determine whether the change will be necessary for next school year. The district also will continue its efforts to recruit more drivers. One way it hopes to entice applicants is by making sure potential drivers know that the district offers flexible scheduling. Drivers can take morning shifts, afternoon shifts, or both.They also can choose to work only on specific days of the week, Kuhn said.

The main change will be to diverge, or cross, State Road 56 traffic to the left side of the road through the interchange, and then cross vehicles back over to the right side of the road on the opposite side of the interchange, according to a description on FDOT’s website. The changes will help to alleviate traffic congestion to reduce travel time for motorists in this rapidly growing area. A DDI was chosen for the State Road 56/I-75 interchange because of the proven ability of this traffic configuration to in-

crease safety and capacity while using a large amount of the existing interchange footprint, including the existing bridge, according to FDOT. The DDI also was chosen because of its ability to handle heavy left-turn volumes, such as the westbound to southbound movement from State Road 56 to southbound I-75. A

nybody ever tell you to take a hike? Well, it’s not a bad idea, and this time of year is a great time to do it, especially since the sixth annual Hillsborough County Hiking Spree has begun. This annual event offers residents an adventure challenge to explore different types of trails at local parks and preserves. This year’s Hiking Spree features 26 trails at 22 locations spread throughout the county, encompassing neighborhood parks and recreation centers, conservation parks, nature preserves and state parks. Here’s how it works: Complete at least eight trails between November and the end of March, and you will earn a patch, a medallion for a walking stick, or a pet bandana. Participants can choose one hike that’s not on the listed locations. Participants may go hiking solo, or along with a friends and family. Hikers can bring along dogs, too, as long as the canines are kept on a leash. Hikers may repeat any trail twice for credit, as long as the hikes occur on different dates. The Hiking Spree is designed to offer something for everyone, from hiking rookies to seasoned outdoor enthusiasts. Trails are rated from easy to moderate to strenuous. Lengths range from less than a mile to over 5 miles, such as the 5.36-mile Snaggy Run trail at Bell Creek Nature Preserve in Riverview. Five of the 2022 Hiking Spree parks and preserves fall within The Laker/Lutz News coverage area.They are: Northdale Park, Ed Radice Sports Complex, Lettuce Lake Conservation Park, Lake Conservation Park, Lake Frances Nature Preserve, respectively. While many of the parks, preserves and trails are rotated in and out of the Hiking Spree each year, a few locations are constants because they have so much to offer. That includes Lettuce Lake — one of the county’s most popular parks, at 6920 East Fletcher Ave., in Tampa. More than half of the park’s property lies in the natural flood plain of the Hillsborough River, consisting of a hardwood swamp forest.The remainder of the park consists of hardwood hammocks and pine flatwoods plant communities. Another darling is the 1.25-mile Singing Bluffs Trail at Edward Medard Conservation Park, 6140 Turkey Creek Road, in Plant City. The trail is revered for unique elevation changes due to some old phosphate mines, alongside plenty of wildlife to admire from afar. Making the list for the first time this year

Within the park is a 1.25-mile paved exercise trail and 3,500-foot boardwalk with an observation tower that provides scenic views of the Hillsborough River, and an opportunity to see all sorts of wildlife, from wading birds and songbirds, to even alligators.

Hillsborough County’s hiking extravaganza — which draws thousands of participants annually — began in 2016 to encourage people to exercise, explore the outdoors, and experience nature through numerous parks and preserves. Parks officials recommend that novices first gain experience at a neighborhood park, and then progress to the conservation parks and nature preserves. The neighborhood parks and recreation centers are generally short, paved trails with water and facilities, unless otherwise noted.Additionally, most trails at neighborhood parks are ADA-accessible. Conservation park trails provide more of a nature experience than your typical neighborhood park trail.Though some are paved, most are primitive trails that traverse a variety of natural habitats ranging from upland pine flatwoods, to wetland swamps,

katers took to their boards at a course at the Land O’ Lakes Recreation Complex recently to test their skills against other enthusiasts. They had three minutes to demonstrate what they could do and they were judged on the difficulty of their run, as well as variety, style and execution. Fifteen skaters competed in four divisions, split up by ages 6 to 8; 9 to 12; 13 to 17; and 18 and older.

The Trick or Treat Skate Jam was presented by LANDO Skateboard and the Land O’ Lakes Recreation Complex, at 3032 Collier Parkway, in Land O’ Lakes. Skaters paid $25 to participate, which included a free T-shirt. Entertainment was provided by DJ Dondy! Skaters came from Tampa, New Port Richey, Land O’ Lakes and Dade City. There was even one skater there from Wildwood, New Jersey, He was visiting a friend who lives in the region.

The Dade City Garden Club once again will host its “Uncorked” fundraiser on Nov. 13 from 2 p.m. to 5 p.m., at the club, 13630 Fifth St., in Dade City. This afternoon adventure is for ages 21 and older, and includes wine, food, music, and craft beer. Guests can sip wine, taste beer, nibble on paired appetizers, win prizes and listen to festive music, all while strolling the club’s gardens. Six stations will feature red and white wines, along with a station featuring craft beers from Dade City Brew House. Wines will be available for sale from Time for Wine. Guests can have their drinks poured by Dade City’s own “celebrity” pourers. Looking to relax a bit? Take a seat on the Celebration Patio, a bistro setting in the gardens, and listen to the sounds of the Dennis Alfonso Combo.
