Pasco is breaking growth records

Pasco County’s growth has been so rapid that its staff can’t keep up with it — prompting the county to budget for additional positions to address the increasing development. The county plans to add 10 staff members to its planning and development department, two positions in code enforce-
ment and 14 positions in building construction services during the next fiscal year. “The county is experiencing unprecedented growth at this time.And, a lot of that growth impacts our branch, directly,” Sally Sherman, assistant county administrator for development services said, during a presentation at the Pasco County Commission’s Sept. 15 meeting. “As we strive to meet the demands of the customers for which we serve, we are also
looking to — ‘How are we doing, and can we do it better?’— all of the time. Along those lines, the branch’s staff put together a survey to gauge its performance, and to identify its strengths and weaknesses. “The survey went out to over 6,000 customers and those individuals who have literally had interactions with the branch. More than 30 citizens and civic leaders made their voices heard on various hot-button issues during the annual Pasco County Legislative Delegation meeting at Zephyrhills City Hall. Refining funding for area schools was among the key themes at the Sept. 1 gathering. The annual event allows residents, elected officials, representatives of city and county governments, and civic organizations to speak directly to their legislators prior to the start of the next legislative session. Pasco’s delegation includes State Reps. Amber Mariano, Ardian Zika and Randy Maggard; and State Sens. Wilton Simpson (current Senate president), Ed Hooper and Danny Burgess, respectively. Maggard was absent at the delegation meeting. Pasco County School Board member Colleen Beaudoin opened the conversation on education — addressing the delegation on virtual school financing inequities. Beaudoin asked state leadership to consider an amendment that would strike language from a Florida statute that puts Pasco’s virtual program at a disadvantage to the Florida Virtual School (FLVS) program. Current law limits Pasco eSchool to earning full-time equivalency (FTE) funding during the 180-day school calendar, while the state’s virtual school can record FTEs throughout the summer, Beaudoin explained. This situation hurts students who wish to take online classes during the summer — whether that’s to meet graduation requirements or accelerate their learning, she said. She also noted that Pasco eSchool offers more than 50 courses that are not available from FLVS, including high-interest electives, dual-enrollment, Advanced Placement, and career and technical courses. “We want every opportunity to provide choice for our students and families,” said Beaudoin, a University of Tampa math instructor and department of education chair. The City of Dade City is set to ring in fiscal year 2021-2022 with a slew of new positions and increased employee wages. The updated employee pay plan incorporates the greater of the following: 3% cost of living, new minimum pay rate and new minimum pay adjusted for years of service (1.5% per year of service greater than one year) in an attempt to help with wage compression issues. The pay plan has 19 salary steps, ranging from part-time crossing guard, which has a salary range of $23,400 to $35,100, all the way up to police chief, which has a range of $80,931.06 to $121,396.59. The pay plan also includes funding for 14 new positions, within the proposed budget, including the following: • Four police officers • A deputy city clerk • An executive assistant to the city manager/public relations specialist • A groundskeeper • A utility service worker • An engineering inspector • A utilities electrician • An assistant code enforcement officer • Three wastewater treatment plant operator trainees Other notable changes include bumping up paygrade levels for the city’s utility billing supervisor to be commensurate with other assistant crew leaders; upping the executive assistant to the city’s police chief to

the same grade as executive assistant to the city manager/public relations specialist; and, adding paygrade classification levels for fiscal assistants based on experience and duties. The new plan will increase personnel costs, and benefits, by an estimated $626,446 compared to the current year’s budget, according to Dade City Manager Leslie Porter. Dade City Commissioners approved the pay scale plan on a 5-0 vote during the commission’s Sept. 13 meeting. The plan is effective Oct. 1. Porter had outlined the city’s need to add staff and to budget additional money for payroll during a commission workshop
last month. She explained that more employees are needed to help manage the rapid growth and development planned throughout the municipality. About 6,500 new rooftops and several commercial properties have been approved to be built over the next two decades. Porter and Human Resources Director Patty Coram conducted an in-house salary study using pay information from seven comparable local governments, including Zephyrhills, New Port Richey and Pasco County. The pay plan will make the city more competitive when it comes to attracting applicants, hiring candidates and retaining quality personnel, officials say. Moreover, officials say beginning to raise wages now will make for an easier transition to Florida’s $15 per hour mandatory minimum wage, which takes effect in 2026. Mayor Camille Hernandez voiced support for the justification of the comprehensive pay plan. She said it rewards long-term employees and will attract more qualified job-seekers, to ensure the municipality is fully and adequately staffed across all departments. “I do hope and pray with these new positions that we are adding, that we’re stepping it up a notch,” Hernandez said, addressing her comments to the city manager. “You’ve asked for things, we’re giving it.” The mayor also emphasized that expectaSee PAY, page 11A

Florida parents now have the power to decide whether a healthy child should be taken out of school because of exposure to COVID-19. Gov. Ron DeSantis, State Surgeon General Joseph Ladapo and Education Commissioner Richard Corcoran joined together on Sept. 22, to announce that the Florida Department of Health issued a new rule, empowering families to make that decision. The new emergency rule, which became effective on Sept. 22, prevents the unnecessary exclusion of healthy students from in-person schooling; safeguards the rights of parents and legal guardians and their children; provides health protocols for symptomatic or COVID-19-positive students; and provides opportunities for parents and legal guardians to choose which protocols to implement when their student has had direct contact with someone who tests positive for COVID-19, according to a news release posted on the governor’s web page. “Parents have the right to have their healthy kids in school,” DeSantis said, in the release. “In-person education is important for students’ well-being, their educational advancement, and their social development. The idea that schools are somehow a big problem when it comes to the spread of the virus has been refuted yet again. Not only is the forced quarantining of healthy children disruptive to a student’s education, but many folks in Florida are not able to work from home. With this rule, we are following a symptom-based approach to quarantining students in Florida.” The state’s new surgeon general added: “The governor and I share a similar vision of weighing the costs and benefits of public health policies – and our new rule today is an example of that,” Ladapo said, in the release. “We must make sure that we are doing what is right for parents and for students. There’s not a single high-quality study that shows that any child has ever benefited from forced quarantining policies, but we have seen demonstrable and considerable harm to children. It’s important to respect the rights of parents.” Corcoran also commented:“What we did over the past year was nothing less than amazing – we gave parents in our state the option to send their children to school for face-to-face instruction with more students, over a longer time than any state in the nation – but we did see massive quarantining,”

said Education Commissioner Richard Corcoran, father of six kids who missed over 100 days of school last year due to quarantines. “If you take the number of kids that had to quarantine, and added up the days they missed in school, in the education arena, we would call that a chronic absenteeism pandemic. Now we have the data telling us that factually 98% of those children who quarantined never became symptomatic. That’s why the previous policy didn’t make any sense. This is a brilliant change, and I’m so thankful for this new common-sense rule.” On another COVID-19-related issue, DeSantis announced that Florida has secured 3,000 doses of monoclonal antibody treatments directly from GlaxoSmithKline, after the Biden Administration cut the supply. “We should be doing everything we can to get patients monoclonal antibody treatments, not cutting allocations of treatment like the Biden Administration has done,” DeSantis said, in a release on his web page. Florida has been aggressive in making this treatment available. Meanwhile, on the issue of Pfizer booster shots, the Centers for Disease Control and Prevention (CDC) recommends that these groups of people receive Pfizer booster shots, six months after their initial series of shots: • People 65 years and older, and residents in long-term care settings • People aged 50 to 64 years with underlying medical conditions • People aged 18 to 49 years with underlying medical conditions, based on individual benefits and risks • People aged 18 to 64 years who are at increased risk of COVID-19 exposure and transmission because of occupational or institutional setting According to the CDC, many people now eligible to receive a booster shot received their initial vaccine early in the vaccination program and will benefit from additional protection. “With the Delta variant’s dominance as the circulating strain and cases of COVID-19 increasing significantly across the United States, a booster shot will help strengthen protection against severe disease in those populations who are at high risk for exposure to COVID-19 or the complications from severe disease,” according to information on the CDC’s website. The CDC also will evaluate available data in the coming weeks to make additional recommendations for other populations or people who got the Moderna or Johnson & Johnson vaccines, the website says.

Pasco County Commissioner Kathryn Starkey tackled a number of key topics as the featured guest speaker of the East Pasco Networking Group’s breakfast meeting earlier this month at the Sarah Vande Berg Tennis & Wellness Center in Zephyrhills. She first addressed one of the more visible happenings — the county’s surging population growth, and its residential and commercial development. “Obviously, you know, the county is on a tear,” Starkey opened to the group of a dozen-plus citizens during the Sept 14 gathering.“Florida’s No. 1 engine for growth is getting people to move here, and you see that happening in our county. “We’re growing like crazy,” said Starkey, whose district seat includes southwest and south-central Pasco. Every month we’re breaking the record on the amount of permits that we’re giving, compared to last year.” The commissioner said she regularly receives calls from landowners who want to know if the county plans to approve their land to build apartments. The commissioner said that Pasco is actually facing an apartment shortage, despite the many Class A luxury apartments that have gone up in recent years. Yet, the commissioner emphasized that county leadership and decision-makers are becoming “very, very picky” on where new apartments will be placed in the area.

“We do not want to give up commercial and industrial property for apartments,” she said. The Pasco County Commission currently has a mortarium in place for new applications for multifamily development, which includes a portion of the county that’s essentially in Wesley Chapel and Land O’ Lakes. Starkey said county leaders have instead encouraged would-be developers to build multi-family housing in more needed areas, such as Hudson, Holiday and along U.S. 19. It has been a challenge, as Pasco’s apartment shortage is leading to steep rent increases, Starkey said. The county needs to have affordable
housing, particularly for first responders, public servants and working-class residents, Starkey said. “Where are our policeman and our nurses and our teachers going to live? Because when this cycle comes around again and they go to sign a new lease, they’re going to be moving out.They’re going to be moving to Hernando (County), they’re going to be moving to Citrus (County), and they’re going to be driving down here, and I really worry about that, so there needs to be a balance,” she said. The apartment development industry is having trouble keeping up with Pasco’s population surge, too. Starkey noted experts in that field all but
say they build only about 1,500 units per year in the county due to the equipment and logistical hurdles. Besides being a bedroom community for many Hillsborough County workers, the county also has experienced an influx of people moving in from the Orlando area, Starkey observed. She believes the Orlando influx can be attributed to that region’s hospitality industry taking a hit during the course of the coronavirus pandemic. “Orlando is sending us people like crazy,” she said.“I’m thinking when all the hospitality stuff closed up, people left and came here.” The commissioner also touched on various county road construction projects, including the delayed Diverging Diamond Interchange project at State Road 56 and Interstate 75 in Wesley Chapel. This work stoppage was a result of contractor D.A.B. Constructors defaulting, and ultimately filing for bankruptcy and going out of business. The diverging diamond project has since been assumed by a bond company and awarded to Superior Construction Company Southeast LLC. “I was very glad to see, driving up here, that they were at work on the diverging diamond,” Starkey said.“It’s going to be at least a year behind, but it is moving again.” The new estimated date of completion is the summer of 2022, according to the Florida Department of Transportation’s website.

FUNDING, from page 1A funding being denied students to take district virtual classes. “Please allow for the same funding that you provide for FLVS.” United School Employees of Pasco president Don Peace stepped in to raise concerns about the state’s “formulation and categorical restrictions in the teacher salary increase allocation.” The union leader said he agrees with Gov. Ron DeSantis’ plan to raise the floor on salaries to recruit new teachers. But, Peace said there needs to be some accommodations for more experienced teachers, particularly regarding salary compression. The first 15 years of teacher salaries have been compressed in Pasco — meaning that a 15-year teacher makes the same salary as a teacher fresh out of college, Peace said. Peace suggested altering the state’s teacher salary allocation guidelines. Currently, it calls for 80% of funds to be used for increasing the base salary, with 20% for those already above the base salary. He suggested that it should be split 50/50, which would allow school boards the ability to raise the ceiling on salaries to recognize long-term employees. Peace also urged legislators to improve salaries for bus drivers, custodians, food and nutrition services workers and other support staff. Tammy Rabon-Noyce is the executive director of CLASS Pasco, a nonprofit organization that represents the interests and advocacy for over 260 school principals, assistant principals and staffers. She emphasized the need for legislators to involve school administrators and organizations such as CLASS Pasco in the drafting of education policies and funding. She also asked the state to give local districts more freedom in spending decisions. “We need autonomy over those (state) funds that you all so generously provide to us, and we ask that you consult with us — let us talk you through the implications of policies that you are considering, and tap our expertise,” Rabon-Noyce said. Other topics included criminal justice, health care, small businesses, nonprofits, environmental and municipal infrastructure. There was even talk about how the Sunshine State can better position itself to attract more film and television productions.

The longtime professional actor underscored the potential economic windfall if Florida was able to attract more film and production companies. “It’s really, really disheartening for me to know that Florida is the only state in the southeast, and one of 16 states throughout the U.S., without a program to compete for film and television projects, which puts us at a major competitive disadvantage,” he said. Watters claimed that Florida has lost out on close to 100 major film and television projects that would’ve equated to over $1.5 billion spent statewide, 125,000 cast and crew jobs, and 250,000 hotel room nights. A handful of passionate speakers called upon the legislative delegation to institute a statewide anti-tethering law. Lutz resident Betsy Coville, a veterinarian for over three decades, said anti-tethering legislation promotes public safety and gives law enforcement additional tools to impede dog fighting. Dog fighting, Coville added, is linked to illegal drugs and money laundering. She also described the inhumane treatment endured by dogs who are tethered to a stationary object outdoors for lengthy periods. “A dog on a chain has a very small, lonely world. They eat, sleep and live in the filth where they urinate and defecate,” Coville said. “They’re at the mercy of rain, cold, heat, and sitting targets for biting insects and predators, both human and animal.They are not a part of a loving family, and rarely have appropriate food, shelter or veterinary care. “Dogs are social animals and, over time, a lack of companionship and attention leads to fearful, anxious and often aggressive animals.” Although four hours had been allotted for the legislative delegation meeting, speakers concluded their remarks within two hours. Each guest speaker had been given three minutes to make their points and requests. “Believe it or not folks, Pasco County has showed how you do a delegation meeting,” said Burgess the delegation chair, referring to the meeting’s efficiency. The Florida Legislature kicks off the 2022 regular session on Jan. 11.The fall interim committee meeting schedule began Sept. 20 and runs through early December.

She added:“We’re going to be looking at those in detail and following up with individuals. Volume is up in everything, from calls coming into the department, to site plans under review, to proactive code enforcement actions, to permits being pulled, Sherman said. The county has 422 active site plan reviews currently under consideration, she said. “With our site plan review process, we have pre-application meetings for those. And, right now, those are slated out to January with the number of requests we are receiving for reviews.” Sherman also addressed the volume being handled by the building construction services department. “New single-family home permits, as you know, have taken off in Pasco County. “In 2020, there were 5,741 new homes issued,” she said, adding at that time it was taking nearly 23 days to process a new single-family residential permit. Over the last eight months, the department has issued 6,317 new single-family home permits, processing them in an average of 8.5 days. “This is due in part to a great team, working extremely hard, looking for innovative ways to improve service,” Sherman said. In working with the Tampa Bay Builders Association, the county was aiming for a 10-day turn-around for single-family permits, Sherman said. “As you can see, we have met that goal and we’ve exceeded that goal. I’m hoping with the changes that we are continuing to make that we will continue to exceed that goal.” In the arena of commercial permitting, the county is currently embarking on a major effort to streamline its processes, Sherman said. “We have a team that’s very innovative

Sherman thanked her staff for its dedication and hard work. “I see them in the mornings, when I walk in at 6:30, going into the office to start work. They’re not going in early to leave early, but are going in early to meet customer needs. “We see them on the weekends, coming into work, to meet the needs of our customers. “They are extremely, extremely dedicated team members. “And, as we continue to serve the community, in keeping with our strategic plan to create a better community, a better future for all of those involved, we want to continue to do that with integrity, respect, service innovation and service excellence.” Commissioner Jack Mariano praised Sherman for demonstrating her initiative in conducting a survey about the branch’s work. “You’ve got a baseline to work with now,” Mariano said. Commissioner Kathryn Starkey zeroed in on the amount of time it takes to get a pre-application meeting. “What can we do in the short term to shorten that time. I think we’re up to four months to get a pre-app meeting. Is there anything we can do to help that?” Sherman said efforts are being made to improve that part of the county’s process. Starkey followed up: “Is it more planners that we need?” “We are getting more planners,” Sherman said.“But we are taking a look at how we can streamline the process.We’re looking at it in detail right now.” Nectarios Pittos, director of planning and development, told Starkey: “It’s a logistical issue, not just with the planning and development department, but also with all of the other departments that participate in the process with us. “So, yes, you could add, theoretically, more planners to address the pre-application, but you’d also have to double up the other positions in the departments that participate in the process, just to get more than eight or nine pre-apps that we can do per week.” Commission Chairman Ron Oakley told Sherman:“I appreciate everything you are doing Sally, you’ve made the department stronger and better, and moving forward. “We want to do it the right way, but we want to continue to streamline, and get it faster and quicker through the system. “If we were not having so many projects, it would be different, but we’ve got them piled up,” Oakley said.

T
he National Hockey League’s (NHL) next generation of talent skated into Pasco County — showing puck fans and pro scouts their skills in shot-making, blocking, toughness and teamwork. AdventHealth Center Ice in Wesley Chapel was the site of the 2021 NHL Prospect Showcase, which ran from Sept. 18 through Sept. 21. Hosted by the back-to-back Stanley Cup champion Tampa Bay Lightning, the event also welcomed prospect teams from the Carolina Hurricanes, Nashville Predators and Florida Panthers. All four teams played each other once over the four-day showcase, at 3173 Cypress Ridge Blvd. Any skater or goaltender in each of the four organizations on an entry-level contract (or less), provided they are 24 years old or younger and have less than 20 games of NHL experience, was eligible to participate in the showcase. Contests were open to the public and streamed live on TampaBayLightning.com. The competition rotates between the cities of the four franchises each year. With it being the Lightning’s turn to coordinate the event, the Wesley Chapel-based facility provided an ideal locale. The 150,000-square-foot complex — the largest ice sports facility in the southeastern United States — is known for having four full-sized ice rinks and a mini-rink housed under one roof. Aside from sheets of ice, the facility was designed to meet various NHL specifications, all the way down to specific railings and glass around the boards. The facility also features an on-site sports medicine clinic with an evaluation and treatment room; a fully equipped fitness center with over 2,000 square feet of space; and a 90-yard indoor track turf. Those features, plus the accessibility to on-site hotels and restaurants, as well as nearby Saddlebrook Resort, were other selling factors for the Lightning and other franchises. “The amenities, that’s really what did it for them,” Center Ice owner Zimmermann said, noting many Lightning executives have family members who are members of the facility.“They’ve utilized every aspect of this building, basically.” Zimmermann acknowledged the showcase ranks as one of the most prominent events to be held at the four-year-old facility — ranking up there with the 2017 Four Nations Cup that featured the USA women’s hockey team (as well as Canada, Sweden and Finland) in advance of the 2018 Winter Olympics. Each prospect team featured about three of four players who’ll likely see time in the NHL this year, Zimmermann said, which added to the event’s allure. Zimmermann spotlighted 20-year-old Panthers goalie Spencer Knight — who shined in this past year’s NHL playoffs — as one of many examples. Knight last year became the first goaltender to ever have played both in the Stanley Cup playoffs and NCAA (at Boston College) in the same season. He also was the second-youngest goaltender in NHL history to win his Stanley Cup playoffs debut, trailing only Don Beupre, who did so at 19 years old in 1981. “When young guys like this, and prospects and draft picks and free agents

are vying for a spot, they’re obviously working their butts off out there, and so it’s very competitive,” said Zimmermann.“It’s almost NHL-quality play, obviously, some of these guys have already played a little bit in the NHL.” Meanwhile, Lightning fans received a glimpse of the franchise’s wave of younger talent over the course of the four-day competition. And that future looks quite bright. The Lightning’s prospect squad finished the tournament as the only team with a perfect 3-0 record.They never trailed in any of their three tournament wins against the Hurricanes, Panthers and Predators. The Lightning’s 24-man prospect roster mostly featured players from northern states in the U.S. and hockey-obsessed countries including Canada, Finland, Russia, Slovakia, Sweden and Nova Scotia. But, there was one Tampa Bay area native as part of the squad — Clearwater’s Avery Winslow. The 19-year-old defenseman said at a media session it was “a dream come true” to
be invited to the prospect camp of the team he cheered while growing up. Winslow enjoyed some on-ice heroics, too, scoring a first goal 36 seconds into a 6-5 shootout victory over the Carolina Hurricanes on Sept. 19.“It was definitely a very exciting moment for me,” he said. Winslow has spent the past couple seasons in the Ontario Hockey League, one of three major junior ice hockey leagues that constitute the Canadian Hockey League. He’s a prime example of what the Lightning’s presence and success has meant for the growth of the sport throughout the Tampa Bay area. “It’s really cool to see that the game of hockey has grown so much with the Lightning winning the (Stanley) Cup the last two years,” Winslow said. “You can really start to see the growth of hockey and all the younger people starting to follow along and actually be fans of the sport and not just show up to the games, so it’s definitely cool to see.” The event appeared be a hit among the arena teeming with hockey fans over the
course of the event. Trinity resident Roger Ennis showed up to the showcase’s final game on Sept. 21, where the Lightning defeated the Panthers in a high-scoring affair, 8-5. It marked the first time Ennis visited the Wesley Chapel-based facility. The Lightning fan was pleased with the intimate seating arrangements to get an upclose look at the action on ice. He also came away impressed by Lightning prospects Winslow and Quebec’s Gabriel Fortier, a second-round draft pick by the Lightning in 2018. “It’s just great to see the young guys at it, all looking to move on,” Ennis said. “It’s amazing to be able to come here, and make a day of it and get that close.” Bolts prospect Xavier Cormier, No. 68, of Quebec crosses sticks with a Carolina Hurricane prospect, as Jack Drury, No. 72, comes in for the puck.

orporal Elissa Elders, from the Pasco County Sheriff’s Office, said she was shocked upon learning she had been selected the 2021 School Resource Officer of the Year from a pool of 900 officers in the state of Florida. “Out of all those people, I’m the one who is selected?’’ Elders said.“I’m just doing my job, but so are all the amazing people I work with. I am honored and I am humbled. Next to marrying my husband, it’s the biggest honor in my life. “But I still can’t get over it. Me? Why me?’’ When examining Elders’ eight-year body of work at Pine View Middle School in Land O’ Lakes and hearing from the students, administrators and parents, another question quickly emerges. Why did it take so long for Elders to be recognized? “She really cares about the kids,’’ Pine View principal Jennifer Warren said.“She’s extremely relatable and they feel very comfortable in receiving her messages. She’s a huge part of our school and we’re all very excited to see this type of recognition.’’ Elders doesn’t seek recognition, though. Her rewards are seeing kids learn and develop. “This isn’t a job, it’s her calling,’’ said retired law enforcement officer Bill Elders, Elissa’s husband of 14 years.“Whether something turns out to be frustrating or a great success, she has a tremendous way of separating the two, always keeping it in perspective, and never letting it take away from her purpose of helping the kids. “I’ve listened to her cry when she sees kids hurting. I’ve listened to her laugh when they do outstanding things. She gets excited. She empathizes. She doesn’t punch a clock. It never stops.This is her life and her heart is completely in it.’’ Elders, who enlisted in the Army before a medical discharge, originally thought she wanted to become an arson investigator with the fire department. But after attending the police academy, she found her niche as Pine View’s SRO.

ELDERS’ BIGGEST TOOL: CREATIVITY During the school’s “Pink Out Against Bullying,’’ she wore a large pink bow in her hair and pink socks. She’s known to pop into classrooms and actively participate. She had a role in the school’s production of “Annie Junior,’’ playing a Keystone Cop (of course). But nothing was handed to her. Elders auditioned for the role like any student. On St. Patrick’s Day, she makes a pot of

gold with prizes. At Christmas, she uses clues for a “Corporal Elders on a Shelf’’ contest with large candy bars going to the winners. She has a “Walking Dead Fan Club,’’ so students and parents can converse and argue about the popular television series, while using that common interest to promote fellowship and togetherness. She also has started other clubs, such as Girls on the Run and the Craft Club. She likes to poke fun at herself. At a dance class, she displayed some cop-themed exercises, such as running after freshly baked donuts. She carries a donut-shaped water bottle in the car line. She has passed out donuts to reward students who wear their seat belts. “Cops and donuts — classic joke, right?’’ Elders said with a laugh. All of Elders’ out-of-the-box ideas have the same goal. “We do have days at school where kids make poor choices,’’ Elders said.“But I want to be as involved as I can be, whether it’s doing a play, being at a basketball game, helping in the classroom, anything to share what I can and have a positive impact on students.

“When you are involved in their lives, when you can show them the right way to do it, they will be less likely to do something wrong that could result in criminal charges.’’ There are tangible signs of Elders’ state award, such as the designation on her parking spot at Pine View Middle School (“Florida SRO of the Year Parking Only’’). Sometimes, though, Elders doesn’t see the complete results until years later. But that’s when she realizes the full impact. “I have seen it where she runs into a former student at a restaurant or a ballgame and they are so appreciative over something she once said or did for them,’’ Bill Elders said.“She puts her heart and soul into helping kids and it’s rewarding to see them on a good road in their lives.’’ She appreciates the community’s support. “I have gotten so many notes and messages from people congratulating me,’’ Elders said.“Some of them don’t even have a kid at our school. They are saying how proud they are. It means a lot.These kinds of well wishes really show that people are aware and how much they care about the kids, too. That’s really the mission, getting kids on the right road.’’

Many insurance companies have added new exclusions to coverage, which could affect your protection. • Make a visual record of your home and possessions. Use a digital camera, smartphone or video recorder to document the condition of your home and belongings before any damage occurs. • Prepare a detailed list of your personal property. This will help you document your claim after a loss. Gather your receipts for large items, such as major appliances, furniture and appliances. Make copies to include with your property inventory. • Create a disaster supply kit that includes copies of your insurance policies, family medical information, deeds, wills and so on. Place the originals in a safe place, and keep a digital copy in the cloud for easy reference. If your property sustains damage, be sure to hire only licensed, trained public insurance adjusters rather than roofers, contractors or restoration consultants to represent you in filing a claim. VACCINATION INCENTIVES
Hillsborough Community College (HCC) has rolled out a new incentive program that provides an opportunity for HCC students vaccinated against COVID-19 to receive $300 in rent credit to be used toward oncampus student housing and a $2,000 incentive, according to a news release. “We want everyone on campus to feel safe, and that includes not just our students, but our faculty and staff as well. The vaccines have proven to be safe and the best defense against the virus.These new incentives are an added measure to ensure our students are taking every action available to keep not just themselves safe, but our entire community safe, too,” said Dr. Ken Atwater, HCC president, in the release. All residents of Hawks Landing, the student-affiliated housing located on the HCC Dale Mabry Campus, who show proof of full vaccination by Oct. 31 will receive a $300 rent credit for the month of November.
Currently enrolled HCC students who show proof of full vaccination by Nov. 5 will be entered into a drawing to win an incentive of $2,000. Fifty students will be awarded through the raffle and will be notified by Nov. 30. Instructions on how to submit proof of vaccination status will be communicated to students directly via their HCC student email, HawkMail.
