Union seeks ‘online-only’ school option

By B.C. Manion bcmanion@lakerlutznews.com

Pasco County Schools is continuing its plans to offer face-to-face instruction as one of its options when school resumes on Aug. 24 — but, the union representing teachers and other school district employees is continuing its efforts to block that. In a posting on the United School Employees of Pasco’s website, union officials inform their members that they are continuing efforts to seek an injunction that would prevent a return to brick-and-mortar

classrooms when school begins. The union is waiting until this week for formal actions to avoid interfering with efforts by the Florida Education Association, which is pursuing legal action on behalf of educators across the state, the posting says. This latest USEP announcement follows a rally by teachers and parents at school district headquarters on Aug. 4, seeking to persuade the Pasco County School Board to adopt an online-only opening of schools, until the number of positive COVID-19 cases declines. Don Peace, president of USEP, appeared

at the school board’s meeting that day, again urging the board to only open schools online. “We are not saying we don’t want a return to brick-and-mortar. We are saying we don’t want to return to brick-and-mortar now,” Peace said. “Pediatricians and CDC (Centers for Disease Control and Prevention) are saying that we should not be heading back to schools at this time. “When the positivity rate shows a downSee UNION, page 7A

Soule Company, based in Compark 75, plans to add a new 100,000-square-foot building.

“The project will generate $4.69 million annually in gross county product, so the return on investment is very substantial,” Engel said, in recommending approval of the agreement. Jennie Sammurr, who oversees business retention and expansion for the Pasco EDC, told commissioners “the Soule Company is a perfect example of why we have the BRE (business retention and expansion) program and why we do what we do. “The Soule Company was incorporated in the state of Florida in 1956.This company has been very resilient, has overcome many economic climates that have been challenging — and have continued to grow and expand. Our small businesses are the backbone of our economy, our local economy and they are the backbone of our business community.” When the Pasco EDC staff met with Jerry Flatt, the company’s CEO, they learned that the company has been considering an expansion for several years, Sammurr said. “Their company manufactures packaging and shipping supplies and now they’ve added a medical division that allows them to service many of our health care facilities in the area, but also in the Southeastern United States,” she said. The company has been located in Pasco County since 2001. Flatt addressed commissioners, via a remote video feed, during the board’s hybrid remote-live meeting. He told board members:“We’ve grown to the point that we need to add an additional facility. “We do a lot of packaging with different companies, different manufacturers, both in Pasco, Pinellas and Hillsborough county. We

As the Zephyrhills Community Redevelopment Agency (CRA) preps its budget for fiscal year 2020-21, city leaders are calling for more attention to Hercules Park, a 9-acre city-owned park land property off Gall Boulevard. Zephyrhills CRA director Gail Hamilton on July 27 probed the CRA Board of Commissioners —chaired by Zephyrhills City Council members — on which types of projects they want to have highest priority in the upcoming year, noting the agency appears in good shape with funding this coming year. The answer was unanimous: Hercules Park improvements are well overdue. CRA board member Lance Smith was quick to declare it’s time to gather community input and organize an action plan for the vacant park land that once had a buzzing aquatic center and swimming pool. He observed Hercules Park, adjacent to Zephyrhills High and Woodland Elementary schools, is visibly nestled in “a very high traffic” intersection that includes a Wawa gas station and Culver’s fast-food restaurant. “I think we should really work on Hercules some, because it’s been sitting there,” Smith said.“I don’t think we have to spend a tremendous amount of money on it, but I do think we have to put together a plan for it.” Fellow board member Charles Proctor agreed Hercules Park fixes are “a longtime in the coming,” since ownership of the land was transferred to the city from the Pasco County School Board in June 2018. Even minor improvements would make it a desirable passive park for residents, he said. His general idea:“Make it simple, but usable,” so that upkeep isn’t an ongoing burden for the city’s public works department. “I don’t necessarily want to go crazy with it,” Proctor said, “but I would like to make it usable, so if somebody wanted to

An economic incentive from Pasco County is supporting the expansion of a manufacturing business in Compark 75, off Wesley Chapel Boulevard. Soule Company plans to construct a 100,000-square-foot building on a 7.7-acre parcel, at 26543 Wild Fern Circle. The new facility represents an $8 million investment, according to Pasco County figures. The structure will be built next to the company’s existing 62,000-square-foot building, in the industrial business park. Soule Company has two divisions: One fabricates packaging products made to customer specifications; the other fabricates disposable foam positioning products for the medical community. The professional packaging division distributes a full line of packaging and shipping supplies, including corrugated boxes, poly bags, strapping, stretch films, tapes, among others. The medical division works closely with medical entities to design, develop, manufacture, and distribute products that assist in patient care, recovery, and healing. The Pasco County Commission approved an economic incentive package worth $177,172 at its Aug. 4 meeting, to support the company’s plans. The new manufacturing building will generate 25 full-time jobs, according to David Engel, the county’s manager of the office of economic growth. The incentive package includes $50,000 for creating the 25 new jobs; a five-year reimbursement of tangible taxes, which totals $107,171; and, an employee training grant of $20,000 for Pasco-based employees, Engel said.

Amazon plans $40 million investment in Pasco By B.C. Manion bcmanion@lakerlutznews.com

The Pasco Economic Development Council has announced that Amazon plans to invest $40 million in Pasco County. The company is planning a new 110,000square-foot facility in Lutz, according to a Pasco EDC news release. The facility will be located on a portion of the Hayman-Fuentes property near the northeast corner of State Road 54 and the Suncoast Parkway, according to Lauren Miceli, marketing and communications manager for Pasco EDC. “This new facility will add hundreds of direct and indirect jobs to Pasco County,” Bill Cronin, president/CEO of Pasco EDC, said in the economic development agency’s release. The new delivery station in Lutz “will power Amazon’s last-mile delivery capabilities to speed up deliveries for customers in Pasco County,” according to an Amazon news release. “Delivery stations enable Amazon Logistics to supplement capacity and flexibility to Amazon’s delivery capabilities,” the

company release says. The Lutz delivery station is expected to open in 2021, according to Amazon. Local officials are delighted by Amazon’s decision to invest in Pasco. “Amazon’s jobs are unique in the sense that some will work directly for the company and others can essentially open their own business and work as a third party with them. It’s a great opportunity for our residents to start their own small business,” Cronin said. “The county and Pasco EDC have worked hard to create mixed-use neighbor-

hoods and attract a variety of industries to Pasco,” Pasco County Commissioner Mike Wells said in the Pasco EDC release. “Amazon putting their trust that Pasco is the right place for them shows that our team’s hard work is paying off and we welcome them to our community.” Amazon’s delivery stations offer entrepreneurs the opportunity to build their own business delivering Amazon packages, as well as independent contractors the flexibility to be their own boss and create their own schedule delivering for Amazon Flex. Amazon has more than 150 delivery stations in the United States. Pasco County Commission Chairman Mike Moore reacted to the news, in an Amazon release that announced the company’s upcoming Tampa Bay plans. “I am thrilled to welcome Amazon and the additional jobs this facility will bring to our community,” Moore said, in the release. “This is another example of Pasco County government and the Pasco Economic Development Council working together to make Pasco County the premier place for business.” In addition to its planned Lutz facility, the

company also has announced a new fulfillment center in Temple Terrace, which is expected to create 720 jobs. That, too, is expected to launch in 2021. Amazon currently operates seven fulfillment and sortation centers in the state, in Jacksonville, Davenport, Orlando, Miami, Ruskin and Lakeland, according to a company news release. Amazon’s new operations facility in Temple Terrace will span more than 600,000 square feet on the ground floor. Employees at the site will work alongside innovative technologies to pick, pack and ship smaller customer items, such as books, electronics, small household goods and toys, the Amazon release says. Amazon will hire for roles in human resources, operations management, safety, security, finance and information technology. Amazon offers a minimum starting wage of $15 per hour. Its full-time employees also receive full medical, vision and dental insurance, as well as a 401(k), with a 50% company match, beginning on Day 1. To learn more about Amazon, visit Amazon.com.

Bilirakis fields questions, addresses concerns By Kevin Weiss

NEED TO HELP, BUT ALSO TO WATCH FEDERAL DEBT

Bilirakis also addressed the status of the Paycheck Protection Program (PPP) business loan program. More funds will likely be added to program, he said, but he noted there is still $100 billion in loans available. The next round of PPP loans should be geared toward businesses with 25 employees or fewer, he said. There also should be more flexibility to help the restaurants that are hurting, he added. Bilirakis acknowledged the original $669billion federal business loan program was put together hastily, during a state of emergency. Its language allowed some corporations, even charter schools, to take advantage of loans not meant for them. “It was a successful program and we helped out a lot of businesses, but I think we’ve learned that we need to narrow the scope because a lot of big businesses took advantage,” he said.

U.S. Rep. Gus Bilirakis fielded questions from constituents during a virtual town hallstyle meeting hosted by The Greater Zephyrhills Chamber of Commerce. The Aug. 6 online “Breakfast with Bilirakis” meeting, allowed the Republican congressman to share various updates from Washington D.C. It also provided a forum for Bilirakis, who represents Florida’s 12th Congressional District, to listen to concerns and questions from East Pasco residents. One pressing question involved the timeline of when the next COVID-19 stimulus package is coming. Bilirakis attributed the lack of action by Congress to partisan politics between Democrats and Republicans. He pinned the bulk of the blame on House Speaker Nancy Pelosi, a Democrat. “This could be done within a matter of hours if we take the politics out of it, but we all know it’s not realistic,” the Republican congressman said. “Speaker Pelosi does not negotiate. Right now she feels like she’s winning politically, and she’s not putting the people who are really hurting, that need this assistance first, but, I think she’s getting closer and closer (to coming around).” Republicans have called for $1 trillion in spending; Democrats have a $3.5 trillion plan. One key difference in the plans involves the Democrats’ proposal to provide funding for large cities, such as New York and Chicago. Bilirakis doesn’t agree with that. His reasoned those cities, among others, “have been fiscally irresponsible for years and years and years,” long before the COVID-19 pandemic. He put it like this: “Nothing against Chicago or New York City, I love those cities, but the management has been terrible, the leadership has been terrible in those particular cities recently.” Even with ongoing differences between the two parties, Bilirakis is confident a second stimulus package will pass. President Donald Trump has threatened executive action to break Congress’s impasse, Bilirakis said. “I don’t blame him — people are suffering; they need help now,” the congressman said. Bilirakis also is certain federal unemployment benefits will be extended, but doesn’t expect it be at the $600 per week rate. “It might be a little bit of a different version,” Bilirakis said. He has co-sponsored a bill to ensure people receiving unemployment will not receive an amount that exceeds the amount they were getting paid while employed.

U.S. Rep. Gus Bilirakis participated in a virtual town hall meeting hosted by The Greater Zephyrhills Chamber of Commerce on Aug. 6. He discussed COVID-19 relief, among other topics.

The lawmaker expressed sympathy for struggling restaurants and other small businesses, too: “My goodness, you have these restaurants that have been around forever and they’ve survived wars, depressions, recessions, and now they’re closing up for good, and we just can’t have that.” At the same, as COVID-19-related spending packages are implemented, Bilirakis emphasized the need to be concerned about the government’s increasing debt. The national debt rose to $26 trillion for the first time in June. “I know this is a crisis and we’ve got to help folks, but we’ve got to be cognizant of this national debt, because we’re passing it on to our children, our grandchildren, our great-grandchildren in some cases,” Bilirakis said. One constituent questioned Bilirakis on why the Trump administration has denied new or first-time applications for the Deferred Action for Childhood Arrivals (DACA) program, despite a U.S. Supreme Court ruling that blocked the president’s attempt to end DACA. The DACA program grants protection from deportation of undocumented children brought to the country by immigrants. Bilirakis responded: “I can’t explain it. Obviously, I’m not responsible for it, but what we can do is pressure the administration and (Attorney General) Bill Barr, to make sure that they follow up.” The lawmaker expressed support for a single-subject immigration bill to protect DACA youth, but not one with amendments that offer similar protections for undocumented adults and illegal aliens — an ongoing point of contention between Democrats and Republicans. With that, Bilirakis believes immigrant children will be granted protection at some point, but doesn’t foresee a piece of legislation to pass before the end of the year. Said Bilirakis, “We should be passing a DACA bill to protect these kids, but the problem is everything’s political. They did nothing wrong themselves and they should not be punished. They only know the United States of America, in most cases.” Another constituent probed the congressman about what types of COVID-19 safety measures have been put forth for active military and veterans. Bilirakis explained the Tampa’s James A. Haley Veterans’ Hospital and satellite facilities (like those in New Port Richey and Zephyrhills) are offering virtual appointments for primary care and other services. The program is “going pretty well,” he said. Bilirakis said he is pushing to reopen or expand services at outpatient clinics for veterans, amid the COVID-19 pandemic. “We’re trying to give them as much access as possible to health care,” he said.

Pasco County voters to weigh in on key races By B.C. Manion

Pasco County Registered Voters*

bcmanion@lakerlutznews.com

The Primary 2020 ballot is not long in Pasco County, but there are some key races in the election set for Aug. 18. Some voters will make their way to the polls to cast their ballots on Election Day, but many will have already voted, or mailed in their ballots. It remains unclear how concerns about the COVID-19 pandemic will affect voter turnout, but election supervisors in both Hillsborough and Pasco counties have reported efforts to ensure the safety of both poll workers and voters. Such measures include social distancing and ongoing cleaning. As a result, lines at the polls could be longer, the supervisors in both counties have said. In Pasco County, all voters will be able to cast ballots in the universal primary contest for the Pasco County Commission District 4 race. The candidates are competing to fill the seat that was vacated by Mike Wells, who ran for County Property Appraiser, and was elected. In universal primary contests all voters can participate, because all of the candidates in the race are from the same party, and there is no opposition in the general election. Those vying for the Pasco County Commission District 4 seat are Gary Bradford, Christina “Fitzy” Fitzpatrick, Jeff Miller and Gabriel “Gabe” Papadopoulos. In another race, Republican voters will choose whether they want Kurt S. Browning or David LaRoche to represent the party in the Nov. 3 general election. Meanwhile, voters will have a choice between Alison Crumbley or Joshua Stringfellow, in the nonpartisan race for the District 4 seat on the Pasco County School Board. The polls will be open on Aug. 18 from 7 a.m. to 7 p.m.

Some seats have already been settled in Pasco County. Pasco County Tax Collector Mike Fasano, Clerk & Comptroller Nikki Alvarez-Sowles and Sheriff Chris Nocco each will serve another four years — since no opponents came forward to challenge them by the qualifying deadline in the 2020 election. Supervisor of Elections Brian Corley also will serve another four years, as his opponent withdrew. And, Wells was elected to Pasco County Property Appraiser, since his opponent Gary Joiner did not qualify. Pasco County Commissioner Ron Oakley will serve another term in District 1, because opponent Christopher King withdrew. And, Pasco School Board District 2 incumbent Colleen Beaudoin has won another term because her opponent Adrienne G. Wilson withdrew. A number of other races will be decided in the Nov. 3 general election, including the District 3 and District 5 seats on the Pasco County Commission. Other races on the ballot will determine who will represent Florida’s 12th congressional district and who will represent District 36, District 37 and District 38, in the Florida House.A special election also will be held to choose a new representative in the Florida Senate, District 20. UNION, from page 1A ward trend and is below 5%, which is the level that ironically triggered the stay-athome order back in April, then and only then would it be prudent to have a conversation on returning in a face-to-face format,” Peace said. Peace said the district should rely on the data, in determining if students, teachers and staff return to schools. “We have the means to use technology, in order to save lives,” Peace said. Speakers offering public comment also told board members that they don’t think it’s safe to return. Patrick Connolly, of Zephyrhills, said that there will be significant problems with staffing, if staff members apply their self-screeners with fidelity. And, he said,“if we don’t apply these screeners with fidelity, we will have the virus running rampant in our community.” Jeremy Blythe, a Pasco teacher for five years, said he wishes he was excited to begin a new school year. Instead, he said, ““I’m afraid, I am angry and I’m sad. “Being a teacher has prepared me to do many things, but what I cannot prepare for is the idea that I will have to bury a colleague or a student. I don’t want my family to have to bury me, either, if we head back to campus before it is safe,” Blythe said. Superintendent Kurt Browning reiterated the district’s stance of reopening, with three options for parents: bricks-and-mortar, mySchool Online and Pasco eSchool. “We are between that proverbial rock and a hard place, where we find ourselves with that emergency order,” Browning said. “There’s been a lot of discussion, comments made out there about funding. “The fact remains that when you read the emergency order, it is very clear that funding is tied to the fact that school districts need to open with bricks-and-mortar. “You have to truly connect the dots, but if you want funding, and you want to be held harmless from funding reductions, then the expectation is that districts will open bricks-and-mortar. “If we do not get funding from the state, our teachers do not get paid. Our bus

SOULE, from page 1A even sell some product on the East Coast of the state of Florida,” he said. The company’s medical division has grown exponentially, Flatt said. “We have new contracts with a number of groups purchasing organizations,” he said. “We’re looking to increase our business. We supply patient-positioning products that are manufactured out of foam. These are used in surgery applications, for positioning the patient, and that part of our business is really growing. “So, we decided to put up a new building, and we appreciate the help that you all

drivers do not get paid. Staff, in general, does not get paid. “It’s going to be tough to keep lights on,” Browning said. Browning said district staff is doing everything it can to ensure safety. However, he added:“We’re not going to prevent it, but we are in the business of trying to minimize the impacts, or the spread of COVID,” the superintendent said. He noted:“Even after all of the news reports, the data that’s out there — we still have 66% of our families that are wanting to return to bricks-and-mortar. “By virtue of that, we need to be able to staff and provide that for them,” Browning said. School Board Chairwoman Colleen Beaudoin said one of her chief concerns involves the inability to provide social distancing in secondary classrooms. “We cannot ensure social distancing in every secondary classroom,” she said, noting district employees are aware of that, but she’s not sure that parents know that. Beaudoin did call attention to Pine View Middle School’s efforts to maximize the space between its students, by clearing the room of extra furniture, extra tables, extra filing cabinets — to increase the distance between desks. Beaudoin also said that if at some point, the district was to go remote, she wants the public to know that the district staff has been exploring multiple options. “None are guaranteed, but we have been looking into ways to support families with child care and tutoring, to be able to continue to feed our students and families, and keep our employees working,” the school board chairwoman said. While Pasco plans to return to school campuses, the Hillsborough County School Board has voted to begin the school year with online-only instruction — a position being rejected by Florida Education Commissioner Richard Corcoran. To be on the safe side, parents are encouraged to check for the most recent updates on the school district websites and social media platforms, to be sure they have the latest information. He expects the company to hire 10 new employees in the first year, and up to 25 within the third year of opening the facility. Commission Chairman Mike Moore congratulated Flatt on the company’s success. Commissioner Jack Mariano thanked the CEO for choosing to expand the company in Pasco. “We’re delighted to have you,” Mariano said.

HERCULES, from page 1A have a picnic there or walk the trails, because it is a beautiful piece of property, and at least so that citizens can use it.” Board chair Jodi Wilkeson added work on the park should be handled in phases, starting with some routine cleanup, then later on identify more specific long-term goals and objectives for the park’s future. Board member Ken Burgess likewise agreed to have the property “spruced up enough where we can utilize it, until we come up with a better, eventual plan for it on down the road.” All that in mind, Hamilton assured various park fixes are on the table for discussion. The CRA originally planned to hold a community meeting for park input, but the COVID-19 pandemic caused it to fall by the wayside. Hamilton instead plans to meet with the city’s parks board for further input, then present it to the CRA board and city council. Some early possibilities include underbrush clearing and designing a more welcoming park entrance, as well as installing a park fountain, benches, tree underlighting, and colorful sailcloth.Adding an art piece that pays homage to the history of the property is another idea, too, she said. The park land is a legacy from about 80 acres once owned by the Hercules Powder Co. The company, which converted pine stumps into resin and turpentine, had been the city’s largest employer. “I think it needs to look nice when people drive by, (so) it looks like we care,” Hamilton said.“We’ll create a plan, and work that plan.” A sign of how the property has languished over the years: Zephyrhills Mayor Gene Whitfield pointed out trees surrounding the park are covered in poison ivy. Other CRA priorities for this budget cycle include installing wayfinding and gateway signage, sidewalk repairs and developing a public art master plan, among others. The Zephyrhills CRA is a dependent special district in which any future increases in property values are set aside in a Trust Fund to support economic development and redevelopment projects within the designated district. MAIN STREET EVENTS SUSPENDED UNTIL DECEMBER

Hamilton also mentioned all Main Street Zephyrhills have been canceled until the end of December, due to COVID-19. Main Street Zephyrhills is a 501c3 nonprofit that generally facilitates new business and organizes large events within the historic downtown district. One of the nonprofit organization’s most popular annual events, Music & Motorcycles, will likely be rescheduled at a later date, once events are back in the fold, Hamilton said. Guidelines from the CDC (Centers for Disease Control and Prevention) will be followed in making a determination of when events with large gatherings are safe to resume, she said. “We don’t want to have an event that’s going to cause problems, so at this moment we are still monitoring the situation,” Hamilton told the board. The Music & Motorcycles event is typically held in September and features a live band, and a 10-class ride-in bike show along Fifth Avenue in downtown Zephyrhills. Other events impacted included the Veterans Day Parade, National Night Out, Halloween Howl and Festival of Lights. Main Street’s new events coordinator is Paxton McCullough, a recent graduate from the University of Georgia. She takes over for Anna Stutzriem, who resigned in March after more than two years on the post. The coordinator position is the organization’s lone city-funded employee position.

ike other sports organizations, the National Football League (NFL) has succumbed in some way, shape or form to the ongoing COVID-19 pandemic. The league already has scrapped its preseason games, and training camps have a much different look — all taking place at team facilities without fans and visitors. With myriad health and safety precautions in place,America’s most popular sport has insisted on a full 16-game regular season. A full set of playoffs also will take place. Whether fans will be allowed into stadiums for regular season games remains largely up in the air, however. Some franchises plan to proceed with limited capacities. Others have said they will go forward without fans in the stands. At least one team — the Las Vegas Raiders — has officially announced it plans to play the entire 2020 season at its brandnew $1.84 billion stadium with no fans. Moreover, dozens of NFL players have voluntarily opted out of the 2020 season due to the coronavirus or other unspecified reasons. However this unique 2020 season shakes out, you can bet on seeing several pros take the field with deep ties to The Laker/Lutz News coverage area — by way of Lutz, New Tampa, Wesley Chapel and Dade City, respectively. Here’s a closer look at those locals suiting up as NFL training camps ramp up, with hopes of making a team’s final 53-man roster or 16-man practice squad by the league’s Sept. 4 cut date.

After spending his entire career in the Steel City, the 27-year-old now takes his talents to New Orleans, where he’ll compete for a backup defensive role after signing as a free agent in March. Altogether, Chickillo has played in 65 regular season games with nine starts, while also being a core contributor on special teams for Pittsburgh. He’s recorded 89 career tackles, 7.5 sacks for loss, three passes defensed, three forced fumbles and three fumble recoveries; he’s also played in four postseason contests. Before launching into the game’s highest ranks, a younger Chickillo could be seen disrupting opposing quarterbacks on Friday nights at Gaither High School. HOUSTON TEXANS, CORNERBACK Local tie: Wharton High School Since being a first round pick (11th overall) by the Tampa Bay Buccaneers in the 2016 NFL Draft, the hometown kid has had a somewhat underwhelming pro career — criticized for allowing big plays and becoming one of the most targeted corners by opposing NFL offenses. The 25-year-old corner has been somewhat injury prone, too, including a hamstring tear, groin strain and shoulder labrum tear between 2017 and 2018. But, a new environment outside of Tampa Bay seems to be serving him well. The 5-foot-10, 204-pound Hargreaves was waived by the Bucs in the middle of the 2019 season, then picked up by the Texans, where he tallied 21 tackles and two passes defensed in six games and two starts; he was re-signed by the Texans in March. Hargreaves starred at Wharton High School. In 2012 he was named the Class 8A Defensive Player of the Year and the Guy Toph Award winner as Hillsborough County’s top senior football player, after he registered 110 total tackles, five interceptions, five passes defensed and five forced fumbles. The accolades continued at the University of Florida, where he was a Jim Thorpe Award finalist, and consensus First Team All-American and First Team All-SEC selection. But, the 6-foot-2, 205-pound corner will have to navigate another hurdle entering his second season, as he was placed on the reserve/COVID-19 list by the Detroit Lions in late July. A two-time All-Big Ten Conference selection at Penn State University, Oruwariye was selected by the Detroit Lions in the fifth round of the 2019 NFL Draft. With that, Oruwariye is believed to be the highest NFL draftee to come out of Gaither High School, where he graduated in 2014. Other known Gaither alums drafted into the NFL include Alex McGough (seventh round in 2018), Carlton Mitchell (sixth round in 2010) and J.R. Oruwariye was a three-year letterman at Gaither under former head coach Jason Stokes, and finished his career with 121 tackles and 12 interceptions combined. Senior year he was named team MVP, earned first-team all-district honors and was invited to play in the Hillsborough County All-Star Game. Various recruiting services ranked him a three-star prospect and top 100 recruit in the state.

Columnist helps to keep Pasco’s history alive By B.C. Manion bcmanion@lakerlutznews.com

T

he name Doug Sanders will ring a bell with regular readers of The Laker/Lutz News. Especially those who enjoy history. Sanders dropped by the newspaper’s office a little over five years ago, offering to help us tell the story of the region’s history. It was an offer we couldn’t refuse. Since then, Sanders’ columns have unearthed interesting facts about community landmarks, forgotten places, and people who have played a pivotal role in shaping the area’s history. His columns resonate with people who are deeply rooted here, and with newcomers, too, who want to know more about the place where they now live. And, we’re lucky enough to continue sharing Sanders’ work. Sanders said his interest in history began in 1963, as part of a class visit to the home of Wilbur Wright, co-inventor of the airplane. That visit to the farmhouse and museum near Millville, Indiana, left an indelible impression. “It was just amazing to me: Here’s a man in history that changed the world, and he came from some humble beginnings. The homestead went back to 1865,” Sanders said. “It’s something that filled my imagination that day,” he said. It also sparked his interest in pursuing stories and preserving history. When he arrived in Florida, in the early 1980s, he became enamored with learning more about Pasco County’s past. Over the years, he’s formed friendships and received help from other local historians, including Jeff Miller, Keith Bailey, Ted Johnson, Scott Black, Bill Dayton and Madonna Wise. He’s done quite a bit of research over the years and has shared some of what he’s learned through periodic columns. One of his favorites focused on a document possessed by Martha M. Fountain, of Zephyrhills. The document, originally bestowed to Samuel Warren Fountain, was signed on Dec. 15, 1864. It bears the signature of President Abraham Lincoln, and has been passed down through generations of Fountain’s family. Sanders wanted to know if it really was Lincoln’s signature on the document. So, he set off to find out. It took him two years, and ultimately a trip to Springfield, Illinois, where he discovered the document, now 156 years old, was marked with an engraving of Lincoln’s original signature. While the signature wasn’t directly applied by Lincoln’s hand, Sanders still felt a sense of satisfaction, from tracking down the facts. There were a couple other bonuses, too, he said. For one thing, he made a new friend: Norm Schmidt. Schmidt, who lives in Akron, Ohio, had read Sanders’ column about the document, after receiving a copy of the column from Donna Swart, a former mayor of San Antonio. Schmidt offered to take Sanders to Springfield, Illinois, where the men found out that the signature was an engraving of Lincoln’s signature. The men also traveled to Lincoln College, where, as it turns out, the document is now housed, as part of the exhibits at Lincoln Heritage Museum. Sanders also enjoyed the challenge of trying to determine whether President Calvin Coolidge ever stayed in Dade City, as local legend claimed for decades. His painstaking research yielded a detailed timeline that Sanders believes makes it impossible for the local legend to be true. Still, if someone can produce hard evidence of a Coolidge visit, Sanders would love to see it. Other satisfying columns featured James Emmett Evans and William M. Larkin, Sanders said. Evans was known as the citrus king and

was a pivotal figure in the development of frozen juice concentrate. Larkin was a cattleman and lawyer, a member of the Pasco County School Board and chairman of the Southwest Florida Water Management District. Sanders’ columns often bring littleknown facts to light. One column featured the acting career of Roy Barnes Jones, a character actor who was born in Dade City. Jones used the stage name Roy Roberts, and at the height of his career, his face was familiar to millions. He played recurring roles in such popular programs as “McHale’s Navy,”“Bewitched” and the “Dick Van Dyke Show.” But, Sanders doesn’t just write about people. He also writes about the region’s places and events. He called attention to the historic Cow Palace in Dade City, a venue that attracted some of the biggest names in soul-blues and R&B music, including B.B. King. The Cow Palace was part of what is known as the “Chitlin’ Circuit,” defined by National Public Radio as “a touring circuit that provided employment for hundreds of black musicians and brought about the birth of Rock ‘n’ Roll.” He also told the story of the Historic Pasco County Courthouse, an iconic building in downtown Dade City, that’s listed on the National Register of Historic Places. Readers of that column would learn the building, located at Seventh Street and Meridian Avenue, was erected in 1909.They also would find out that despite its impressive neoclassical dome and clock tower, the structure’s design was not exactly unique.

COURTESY OF FIVAY.ORG

Pictured in 1909, Pasco County’s historic courthouse was added to the National Register of Historic Places on Sept. 20, 2006.

The architect — Edward Columbus (E.C.) Hosford — used a similar design for three courthouses in Georgia and two in Texas. In other columns, Sanders has written about challenging times the region has weathered. He wrote about the hurricane of 1921, which made landfall with sustained winds of 115 mph near Tarpon Springs, on Oct. 25, 1921. At the time, it was considered the most destructive storm to hit Florida since 1848. The hurricane caused considerable damage throughout the region. The Sunnybrook Tobacco Company, in Dade City, for example, reported losing nine barns and 110 acres of shade-grown tobacco. The damage was estimated at $100,000. The Dade City Banner was forced to abandon its offices, the Mt. Zion Methodist Church was demolished, and the storm damaged roofs, toppled trees, took down smokestacks and flattened water tanks, among other things.

The region has had its health scares, too. While today’s news is dominated by COVID-19, headlines in the past have covered yellow fever and the Spanish influenza, among others. Over the years, Sanders has written about life’s trials and triumphs, its death and despair. He’s done much of his work the old-fashioned way: Through interviews, old documents, personal visits and newspaper archives. “It takes a lot of effort to track this stuff down,” Sanders said. Just about anything can be found on the Internet, but that’s not good enough, Sanders said. “You’ve got to find out if it’s fact or not. “Even though we have modern technology, there’s still nothing to replace shoe leather,” the history columnist said. PET PAWS POST-LOCKDOWN SEPARATION ANXIETY

Nearly one in five Florida pet owners fears post-lockdown separation anxiety from their pet when they return to work, according to a Mira-Pet survey. Mira-Pet, specialists in oral hygiene technology for pets, conducted a survey of 3,000 pet owners across the United States, which revealed that nearly 16% of Florida pet owners fear separation anxiety from their pet when they return to work once lockdown has been fully lifted. If you and your pet have shared a home during lockdown, you can understand the importance of having the pet around during these stressful times. Many Americans have spent lockdown working, living, sleeping and exercising in their homes, and pets are accustomed to having their humans home all day. This can cause potential emotional stress or separation anxiety when things return to normal, for both humans and their pet counterpart. Many pet owners have developed even stronger emotional bonds with their animals during the pandemic than before it happened. This highlights the positive influence pets can have on our general well-being and health, particularly in times of adversity.

NEW! DROP OEFF CAR

Cats are typically more comfortable in their own company, but dogs will feel the separation. About 26% of pet owners say they are worried their pet will have separation anxiety when restrictions are fully lifted and their owners spend less time at home, the released survey states. And, 73% of pet owners say their furry friend has helped with their mental health during lockdown. For socially isolated people, pets can actually be a lifeline. It also seems owners are willing to sacrifice a portion of their salary to be at home with their pet more, as 38% of pet owners say they would consider a small pay cut in order to continue working from home after lockdown so their pet wouldn’t be lonely. Moreover, 57% of people think that having an office pet would boost team spirit and increase productivity. The survey also revealed that 74% of pet owners say their animal’s hygiene levels were higher during lockdown. Being able to slow things down due to the pandemic seems to be beneficial to the overall health of pets, as it means their owners have more time to care for their animals – especially considering they are sharing a living space for a bigger part of each day. Those answering the survey cited posi-

tive and negative impacts of spending lockdown with their pet. Here’s a closer look at some positive aspects: • 65% of respondents cited the companionship their pet provided • 19% say it reduced their anxiety • 9% said their pet became more affectionate • 5% say they felt safer being in lockdown with their pet • 2% said their pet encouraged them to be more active There also can be negative aspects: • 24% of respondents said it was having to clean up their pet’s mess more regularly • 17% said their pet was a distraction from work • 14% said it was their pet’s bad breath that made it the hardest “Not only will your pet find it difficult to readjust to their human not being around, as a pet owner, you are likely to experience similar feelings of separation anxiety from your warm, compassionate furry friend,” says Stephen Spector, CEO of Techmira Corp. Spector suggests having a housekeeper or loved one who is home during the day to video call you so you can check in on your pet. And, if you live alone, devices such as webcams, are available online, Spector said.

Pasco County employees to receive 3% raises By B.C. Manion bcmanion@lakerlutznews.com

Pasco County Administrator Dan Biles initially recommended a 2% raise for county employees, reasoning that was in line with the current rate of inflation. But, Pasco County Commissioners overrode Biles’ recommendation, agreeing instead with Commissioner Mike Wells’ push to give employees a 3% raise. When he brought up the issue a few weeks ago,Wells said a 3% raise was in keeping with what the county’s constitutional officers planned to give their staffs, and also in line with the 3% raise approved by Gov. Ron DeSantis for state workers. Wells revisited the issue again, at the board’s Aug. 4 meeting. “To give you an idea of the impact on the general fund, for increasing from 2 (%) to 3 (%), is about $560,000,” Wells said. He also noted that sales tax receipts in May exceeded the county’s expectations. “So, we have the money,” Wells said, then proceeded to make a motion to increase the proposed raise by 1% —

resulting in a 3% raise. Commissioners approved the motion unanimously. Later in the meeting, Biles briefed commissioners on revenues, in light of COVID-19. “The general sales tax, as he mentioned, was above what we had actually projected in the 20 (fiscal year 2020) budget — the pre-COVID 20 budget number, not the postCOVID budget number, which is great news,” Biles said. However, he added:“The good news only goes so far.The gas tax has still taken a pretty significant hit, across all elements of the gas tax. “Of course, the tourist development tax is still down, and ambulance fees are still down, as well,” he added. On a brighter note, building activity is up. “We’re issuing a lot of permits. Building revenue is up 6%, and that’s taking into account that we reduced the fees 10% last year. So, if you compare like to like, it’s actually up 16% over ’19 (fiscal year 2019), year to date,” Biles said.

BAYCARE RESUMES SURGERIES

BayCare Health System has resumed all non-urgent surgeries and procedures as of Aug. 10, at its six acute care hospitals in Hillsborough County, according to a BayCare news release. The change comes roughly five weeks after BayCare voluntarily curtailed inpatient, non-urgent surgeries to provide more hospital bed capacity in the community for COVID-19 patients. BayCare is now able to resume those services after working to increase its staffing resources and after seeing a downward trend in COVID-related hospital stays in recent weeks. The change impacts these hospitals: St. Joseph’s, St. Joseph’s Children’s and St. Joseph’s Women’s in Tampa; St. Joseph’sNorth in Lutz; St. Joseph’s-South in Riverview; and, South Florida Baptist in Plant City. BayCare’s acute hospitals in Pinellas, Polk and Pasco counties resumed all non-urgent surgeries and procedures on Aug. 3. BayCare began voluntarily pausing some non-urgent surgeries at its acute care hospitals in early July, to ensure the community had adequate hospital beds to address the second peak of the COVID-19 pandemic. The hospitals continued surgeries for all life-threatening situations. The hospitals also continued non-urgent surgeries that did not require overnight recovery in the hospital.

MEDICARE 101

Contact Geralyn Fortney at (727) 570-

During the month of August, LifeLink of Florida will celebrate National Minority Donor Awareness Month (NMDAM) to bring heightened awareness to organ and tissue donation, and transplantation in minority communities. Minorities often experience higher rates of diabetes, high blood pressure and heart disease, which can contribute to organ failure, especially kidney failure. African Americans are three times more likely than white Americans to suffer from kidney failure, and Hispanics are 1.5 times more likely than non-Hispanics to have kidney failure. During NMDAM, LifeLink of Florida will highlight the need for more organ, eye and tissue donors within multicultural communities, provide donation education, encourage donor registration, and promote healthy living and disease prevention to decrease the need for transplantation. Individuals interested in celebrating this month are encouraged to follow LifeLink’s social media on Facebook, Instagram and Twitter, to participate in the education programs offered. Anyone can be a potential donor, regardless of age or medical history; a single donor can save or improve the lives of up to 75 people. LifeLink encourages the public to register their donation decision at DonateLifeFlorida.org, or when obtaining or renewing a driver license.

Giving a ‘boost’ to patients in need

For years, the GFWC Lutz-Land O’ Lakes Woman’s Club has provided comfort pillows for post-surgical patients at AdventHealth hospitals. Club member Barbara Booth recently delivered 40 pillows to Anthony Cappellini, director of volunteer services at AdventHealth North. Because the entire club cannot gather during the COVID-19 pandemic, Booth stuffed and finished the pillows herself, which were sewn by Booth, club member Susan Corcoran and club booster husband Lonnie Lykins. For information about the woman’s club, visit GFWCLutzLandOLakesWomansClub.org.

LIGHTHOUSE IS AUGUST CHARITY

Pasco County Tax Collector Mike Fasano’s five offices will be collecting donations in August for the Lighthouse for the Visually Impaired & Blind. The mission of the Lighthouse is to educate, empower and employ people who are visually impaired and blind. The organization provides early intervention services for blind babies, programs for children, a teen school-to-work transition program, independent living skills training for adults and seniors, and other services to help people become as self-sufficient as possible.

Services are provided at no cost to program participants and all donations received will help provide more services to more people. “The Lighthouse has a long history of serving visually impaired individuals in Pasco County,” said Fasano, in a news release. “It is estimated that over a half million Floridians are sight impaired, with over 27,000 living within the Lighthouse’s service area….I encourage our community to support the Lighthouse either through making a cash donation or perhaps purchasing a specialty license tag, which will help the Lighthouse for years to come,” Fasano added. Cash donations can be made at any of the five tax collector locations in Pasco County, and checks will be accepted by mail, too. Individuals interested in switching their Continued on next page

A grant from the Pasco Aging Network (PAN) has enabled the team at Gulfside Hospice to provide additional Personal Protective Equipment (PPE) for staff on the frontlines caring for patients. The $750 grant was awarded to the nonprofit through PAN’s Annual Grant Program, which awards funds to organizations or projects that are focused on the needs or services for senior citizens in Pasco County. At Gulfside Hospice, the funds were used to purchase PPE, including gloves, thermometers and disposable stethoscopes, in an effort to continue protecting its nursing staff during the current pandemic. “Our team is on the frontlines caring for the most vulnerable during this pandemic, Tara Still, Fundraising Communications coordinator for Gulfside, said in a news release. “These funds will go a long way in purchasing much needed supplies to help protect them while they are bravely caring for patients, Still said. Researchers at the University of South Florida Health Byrd Alzheimer’s Institute are looking for participants age 50 and older with no memory loss to take part in an Alzheimer Prevention Trials (APT) Webstudy. APT is a first-of-its-kind online study that detects if people experience memory loss over time and need early intervention, and matches them with the right Alzheimer’s study, as quickly as possible. Twenty percent of Floridians, more than 4.3 million people, are 65 and older, making Florida one of the ‘grayest states’ in the nation.
