Tourist tax collections to change

The Pasco County Tax Collector will begin collecting Pasco County’s tourist development taxes, under a change approved by the Pasco County Commission. Pasco County hotels, motels and other short-term rental accommodations have been remitting Tourist Development Tax collections to the Florida Department of Revenue (DOR).

The Department of Revenue received the collections, then returned them each month to Pasco County. Under the change approved on June 19, Pasco Tax Collector Mike Fasano’s office will be taking on those duties.The change will be effective once it is transmitted to the state, expected to occur within 10 days of the board’s meeting. Fasano’s office also will be responsible for enforcement and audits. The DOR could have charged administra-

tive costs, but did not do so — meaning that the county received 100 percent of the proceeds, according to Pasco County officials. Shifting the duty to Fasano’s office will result in some costs, as public education efforts get underway, and enforcement actions begin. Going batty at the library About 75 people attended “Bats!” a program geared for children in grades four through seven, held on June 19 at the Hugh Embry Branch Library, 14215 Fourth St. in Dade City. The Pasco County Metropolitan Planning Organization (MPO) board is looking at ways to fund future transportation projects — including the possibility of increased revenues from the Penny for Pasco program or amendments to the county’s mobility fee program. Under the current Penny for Pasco program, which expires in 2024, revenues are raised through a one-penny surcharge for every dollar of sales tax generated within the county. The tax revenue is divided among the Pasco County Commission, the school board and Pasco County municipalities.The counSee FUNDING, page 15A

Residents aren’t the only ones who need to how to respond if water rises, high winds hit or other damage results from tropical storms, hurricanes or other emergencies. Businesses also need a plan that will help them weather the storm, and resume their enterprise as quickly as possible. Brian Ellis, disaster recovery coordinator for the Tampa Bay Regional Planning Council, recently shared his expertise on the topic at a Central Pasco Chamber of Commerce luncheon at the Plantation Palms Golf Club, in Land O’ Lakes. Planning ahead is essential, Ellis said. The Federal Emergency Management Agency (FEMA) estimates that nearly 40 percent of small businesses that closed after a disaster never reopened because they lacked a Business Continuity Plan and were unprepared to recover, Ellis told those gathered. Additionally, he said that nearly one in four businesses can expect to experience a disruptive disaster, according to the Insurance Institute for Business & Home Safety and the U.S. Small Business Administration. To be resilient in the face of such threats, businesses need to prepare, respond and recover, he said.

• An emergency communication plan, which includes:A staff text message/email; a method for reaching employees after hours; and, a single point of contact. Be sure to monitor the news “Bad information is not what you want,” Ellis said. • When faced with a disaster: Be sure you have an evacuation plan, with escape routes. Establish a safe place — which may be at your home or in another location — for you to resume your business as quickly as possible. Can you operate in your parking lot? Keep your customers informed, he said. “Put some information on Facebook. A sign on the door (of your business) can go a long way.” Be sure your employees know their roles. “Does your staff know how to react when you’re not there?” Ellis asked. • Build resilience in your supply chain. If you need specific products or services to conduct your business, be sure you have secondary suppliers, in case your supplier runs out. Establish service level agreements with your suppliers so you will know what level of service you can expect, if problems arise. • Build alliances with others in a similar business. Establish a buddy system:You help them if they’re hit with a disaster; they help you if you’re hit with a disaster.You can lend each other staff; exchange reliable supplier information; and, share inventory.

• Conduct a full evaluation of infrastructure and take safety measures. • Coordinate next steps to get the doors open. • Communicate with all parties involved.

FILING AN INSURANCE CLAIM:

• Immediately contact your insurance company. • Make sure your insurance company knows your temporary address and contact information. • Take photographs of damaged assets. • Leave damaged property where it is, until the adjuster has made an official report. Accompany the adjuster to point out damage during the inspection. • Make only repairs necessary to prevent further damage. Be aware that unauthorized repairs might not be covered. • Be careful in choosing contractors to make repairs. Hire only licensed contractors, who secure the appropriate building permits. (The Better Business Bureau warns you should be wary when hiring contractors after a disaster.Watch out for red flags, such as upfront cash-only payment options; contractors offering to use materials left over from another job - a common tactic of fly-by-night operators; high-pressure sales tactics; and missing contact information.) • If the settlement offered by the insurance company seems unfair, contact the Florida Department of Insurance Regulation by visiting FLOIR.com.

Kennedy, who observed,“The time to repair the roof is when the sun is shining,” and famous inventor Benjamin Franklin, who said, “By failing to prepare, you are preparing to fail.”

In 2018, Pasco County had 6,600 child abuse reports. Pasco Kids First served 1,473 children through child abuse assessments or therapy services at its Children’s Advocacy Center. Fourteen-year-old Bradley Rothbaum has already created a mobile app that has attracted national recognition. He didn’t have to go far for the source that inspired this achievement. He developed the app in response to his own health dilemma. Bradley was diagnosed with cancer in March 2017. The condition affected the chewing muscles in his mouth, and within weeks he began treatment. The radiation treatment caused him to develop sores in his mouth, which made it difficult to speak. So, he began texting and writing on a white board to communicate — but found those methods to be inconvenient. “One of my main frustrations during treatment was the inability to speak,” Bradley said.“I turned this frustration into the app, Speak Up.” He started working on this program last fall. The concept behind Speak Up is to help those who have difficulty speaking to better communicate their needs, especially inside a health care setting. The program uses voice automation to verbally translate a typed message to the receiver.

Randy Maggard wins District 38 seat By B.C. Manion

The district’s boundaries stretch roughly from East Pasco over to U.S. 41 in Central Pasco. Maggard fills a vacancy that was created by former Rep. Danny Burgess, who accepted an offer from Gov. Ron DeSantis to become the executive director of the Florida Department of Veterans’Affairs. Maggard is a businessman and community leader. He’s served as vice president of Sonny’s Discount Appliances for 30 years, according to campaign materials. He is a Pasco County native, attended

Voters have selected Randy Maggard to become their next representative in District 38 of the Florida House of Representatives. Maggard, a Republican, received 9,615 votes, or 55.58 percent of the total in the Special Election held on June 18. His opponent Kelly Smith, a Democrat, received 7,684, or 44.42 percent of the vote. The voter turnout in the contest was 15.24.

Like any invention, this one had its trials and errors, Bradley said. However, what eased the process was receiving assistance from his friend in Ohio, as well as his dad, Howard. As a physician who practices internal medicine, Howard comes across sick people on a regular basis. Yet, when his own son became a patient needing help, it was a tough situation, he admitted. “Everything I learned in medical school and beyond is what we had to use to navigate the whirlwind,” Howard said. His admiration for his son has only grown through this experience, noting that Bradley is “probably the strongest person I’ve ever met.” Bradley said that creating the app was a therapeutic experience for him because it took his mind off his health issues and redirected it toward helping others in need. He is currently preparing to enter his first year of high school at Academy at the Lakes, and is in a much healthier condition, thanks to treatment. He offers this message of hope to other sick kids: “Persevere and you can get through this.” With a few more kinks to work out, Bradley has yet to officially launch Speak Up. Upon release, it will be available for download on Android phones and iPhones, as well as tablets.

Be Comfortable and Safe If Your Power Goes Out

W

ith Hurricane season officially underway, many families are looking at installing a whole house generator to keep their family comfortable and safe in case the power goes out. “Families of all sizes and incomes are installing generators in their homes in case their power goes out due to summer thunderstorms and hurricanes,” said Miguel Silva, plumbing manager for Cornerstone Pros Air Conditioning, Plumbing and Electrical in Land O’ Lakes. “This is especially true when a family member has medical issues that require treatments needing power.” Cornerstone installs Generac generators, the country’s largest and most advanced manufacturer of backup generators that run on natural gas or liquid propane, and automatically activate when there is a power outage. “Choosing the right size generator for your home is just as important as the quality of the generator. Our technicians do a full load calculation on every home we quote, and specify a generator that best meets a family’s needs and budget,” said Silva. can also be dangerous if they are not properly installed. “A new transfer switch is usually needed for portable generators, so that a home’s electrical panel is not blown up when the utility turns the power back on,” said Silva. “And, when that happens, the homeowner has no power until the panel is replaced, plus it can be a very dangerous situation if someone is near the electrical panel when it blows.” Cornerstone Pros pulls all the permits needed to install a generator, and the permitting process typically takes between two and five weeks. “Because of the time permits take, people need to call now to get their generator installed before the peak storm and hurricane season,” said Silva. For homes with natural gas,

Third Generation Owns and Manages Lutz Stanley Steemer

I

t’s hard to miss the gleaming new, 7,500-square-foot Stanley Steemer building on State Road 54, across the entrance from Oakstead. It sits proudly by itself on this premium piece of real estate in the booming Lutz and Land O’ Lakes communities, surround by thousands of new and existing homes and businesses. Most people passing by do not realize that this Stanley Steemer is locally owned and part of a decadesold business that employs three generations of family members. The Lutz operation is co-owned by Chet and CJ White, a father-andson team that has owned the Stanley Steemer operation in Pasco for five years. CJ is a Lutz resident, living off Newberger Road with his wife, Natalie, and their two young children. Natalie also works in the business, in Human Resources. CJ’s sister, Brandie Ballard, heads up sales and marketing for the company, and his mother, Jo, handles Accounts Payable for their franchises. “Business is very personal to us – we are local owners who live here,” said CJ. “This is not an out-of-town franchise — we are vested in our business and in a position to grow as Pasco continues to grow.” The Whites invested $2.2 million in their new Lutz building, which opened in May 2018. The building has six bays that can house up to 18 service vehicles, a customer service area for reps, a large training room and several offices. Currently, the Lutz operation employs 13 technicians, three customer service reps and CJ. All employees live in the area, and many are involved in local chambers of commerce and civic organizations. “Our building is designed for future growth, and is a reflection of the commitment we have to Pasco County and the future,” said CJ. “We are building our business for another 41 years of operation.”

Forty-one years is a significant number for CJ, because it was 41 years ago, back in 1978, that his father and grandfather, Chester, opened their first Stanley Steamer franchise in Lake County. The Whites came from Columbus, Ohio, which is where Stanley Steemer was founded in 1947. When Chester retired in 1978, the company had just begun selling franchises, and he saw it as an opportunity to start a business with his son. After a successful first year, the Whites bought a second franchise in Citrus County, and have continued to add locations almost every year since. Today, the family has franchises in 66 counties in Florida, Georgia and Alabama. Lutz is one of the company’s eight regional offices, with others in Inverness, Leesburg, Ocala, Gainesville, Tallahassee and Panama City, as well as in Dothan, Alabama. Lighting Your Home’s Outdoor Spaces

any homeowners spend time and money perfecting curb appeal, but forget to make it shine at night. Experts say a well-lit home exterior and surrounding landscape is both beautiful and functional. “The addition of outdoor lighting is transformative, making it possible to see beauty that would ordinarily be hidden at night, while also extending your living space outdoors to all hours of the day,” said Linkoln Dixon, product manager at Progress Lighting. “Additionally, lighting provides safety and security, create visibility and eliminate hiding spots.” To help you tailor lighting for outdoor ambiance, visibility and security, consider these tips: Just like inside the home, layering light outside is essential to create a welcoming atmosphere — consider using ambient, task and accent lighting. Begin by selecting ambient lighting that provides a comfortable level of brightness. Wash the home’s exterior with light by using a combination of downlights and uplights to cast a warm, gentle glow on outdoor living spaces, while providing indirect lighting to entryways. Next, select task lighting to add focused illumination to makes entrances and pathways visible and shadow-free. A rule of thumb is to size lighting in proportion to the door itself. Select wall sconces and lanterns that measure anywhere from 1/4 to 1/3 the size of the door. Mount outdoor sconces and lanterns at eye level, with the center of the light source between 5 1/2 to

6 feet off the ground, and 8 to 10 feet apart. Install soft, non-glaring path fixtures about 14 inches high that direct most of the light downward. Define the edges of the path by placing lights about one foot from one or both sides of the walkway, staggering the placement slightly to create a natural flow. For steps, install lights directly into the risers. This soft light provides just enough brightness to mark each tread and prevent glare. Finally, add accent and decorative lighting that accentuates your home’s architectural features. For entertaining areas, select wallmounted fixtures, such as sconces or lanterns, or overhead lighting that focuses task light on work surfaces. Outdoor chandeliers and pendants are a stylish way to bring the design appeal of indoor lighting outside. For a professional look, choose light fixtures with the same finish as door pulls, fencing and outdoor furniture. Other accent lighting choices that add flair include post lights, spotlights, strip lights and water-feature lighting. As a finishing touch, use timers, dimmers or motion sensors to control lights, turning them on or down as desired. Remember, outdoor lighting must be rated for outdoor use to ensure it is waterproof, and to prevent dust and rain from interfering with the bulb or circuitry. There is more to Tarpon Springs than Greek culture and cuisine. If you haven’t visited this close-by destination recently, a walk through its revived downtown will be a pleasant surprise. Many of Tarpon Springs buildings date back more than 100 years ago, making it the perfect place to indulge in a little main-street window shopping, dine at a café with sidewalk seating, or enjoy a craft beer at one of several micro-breweries. In fact, this weekend is Night in the Islands — an after-hours festival on the Sponge Docks, on June 29. “This is a fabulous way to enjoy our beautiful cool evenings,” said Riedy. “The streets of the Sponge Docks are blocked off, and there are two stages for live music, including Ellada, considered the premier Greek music band in Florida. We even have a dance troupe giving free, Greek dance lessons.” “Nights in the Islands really captures the Greek heritage of the city,” said Reidy. “Several restaurants set up outside tables, so people can dine next to the music and dancing, and enjoy our beautiful waterfront. You can also explore Tarpon Springs through rosé-colored glasses—as in glasses of rosé wine—at the next Wine Walk on July 20. In August, there is the Hippie Fest on Aug. 10, and the quarterly Arts and Crafts show on the Sponge Docks is Aug. 31. Fall events include Salsa on the Sponge Docks on Oct. 12 and the Seafood Festival from Nov. 8 to Nov. 10. THIRD-GRADERS IMPROVE PROFICIENCY

Pasco County third-graders improved their overall proficiency (Level 3-5) on the English Language Arts Florida Standards Assessment by 3 percentage points over last year (57/60) and outperformed the state by 2 percentage points (58/60). These schools saw improvement of 10 percentage points or more:

TIMOTHY BEARD ACES REVIEW

Pasco-Hernando State College president Timothy Beard earned near-perfect scores on his annual review, for a second year in a row, by the college’s District Board of Trustees. The nine-member College Board of Trustees gave him an overall average score of 4.8 out of 5, noting his excellent communications with the District Board of Trustees, community stakeholders, and administrators on the college’s administrative leadership team. Beard earned a 4.86 for board relations; a 4.72 for community, state and national relations; a 4.78 for fiscal accountability; a 4.82 for leadership; and a 4.81 for accountability. This review is consistent with last year’s review that showed Beard’s strong marks in all categories.The president’s overall average score of those categories in 2018 was 4.79.

Pace Center’s first Hernando graduates Three students have become the first high school graduates at the Pace Center for Girls in Hernando County, since its inception in January 2018. Hannah Kennedy, Brianna Roden and Kayleigh Barton graduated from the center that was founded to serve struggling middle and high school girls who wanted to make positive changes in their lives. As a movement, Pace was founded in 1985 to provide an opportunity for young women and girls to create a better future through education, counseling, training and advocacy. Girls attend Pace during the day and are enrolled in all academic classes public-service professionals to pursue a graduate degree for career advancement. Through a collaborative effort, Saint Leo University will provide prospective students with an easy-to-navigate admissions process, and Notre Dame de Namur University will offer a quality online master’s degree program in public administration that fits the career and lifestyle needs of adult students. The Master of Public Administration (MPA) program prepares professionals for administrative and management positions

taught by teachers who are certified through the State of Florida. The students also meet with counselors who provide mental health services for the girls and their families. A typical enrollment is between 18 months and 21 months and, upon exit, follow-up services are provided for at least a year. The program is free for girls who reside in Hernando County and meet eligibility requirements. Florida law has confidentiality requirements that prohibited the release of registrants’ information. Because of that, the county had no way to accurately confirm that all vacation rentals within Pasco were collecting and submitting the tax to state revenue officials. Fasano has assured the Destination Management Organization, which oversees Pasco’s tourism activities, that his office — being privy to the Department of Revenue’s registrant database — will be able to ascertain if there is non-compliance and will be able to compel compliance. Under state law, up to 3 percent of the tax collected may be retained by the collecting entity, which would be a new expenditure for the tourism office. But the tax collector and county officials believe that 3 percent will be off-set, as Fasano’s office identifies non-compliant properties. Adam Thomas, Pasco’s tourism director, said the switch will improve regulation and enforcement, and will result in a quicker remittance of the funds back to the county. Pasco Commissioner Mike Moore, chairman of the Pasco County Tourism Development Council, advocated for the shift. “Keeping this local, in my opinion, is what we want to do,” Moore said.“We’ll be able to manage this program better.” Fasano pointed to a mix-up that became apparent in January when Hillsborough County increased its sales tax. Some Pasco

Existing revenue sources within the MPO’s 2045 Long Range Transportation Plan would amount to $3.2 billion, if Penny for Pasco was discontinued after 2024. Under the 2045 plan, roadway needs are estimated at $7.6 billion – resulting in a deficit. Wally Blain is a senior project manager at the Tindale Oliver company, which collaborates with the MPO. Blain presented five scenarios, along with estimates of revenue they would generate, for the board’s consideration. At a previous meeting, MPO board members considered options that would have allowed voters to renew the penny surtax, while at the same time, implementing an additional penny or half-penny on top.That idea was dropped because it was deemed to “not be a reasonable expectation” for voters to approve, the project manager said. But, some MPO members expressed concerns about the new approach, too. “For us to put that burden on future members is concerning to me,” said board member Mike Moore, a member of the Pasco County Commission. “I don’t think those scenarios should be there.” However, Jack Mariano, also a board member who sits on the Pasco County Commission, had another idea:“I don’t want to cut the transportation down, but we want to look real closely at environmental lands. Maybe it’s time to build more trails [and] sidewalks.” David Goldstein of the Pasco County Attorney’s Office stepped to the podium alongside Blain, to make a case for the new approach. Goldstein affirmed that while the scenarios would not clear the deficit, they would result in substantial revenue growth. MPO member Kathryn Starkey, another Pasco County commission board member, however, moved the conversation toward

businesses inadvertently paid the Hillsborough tax “because the businesses and the Department of Revenue thought those businesses were in Hillsborough County,” Fasano said. “Because of the tax collector’s office stepping up, working diligently with the Department of Revenue, they found $624,000 that was collected and given to Hillsborough County,” Fasano said, noting it was discovered that the problem had been happening for years. Fasano also noted that a hotel in Wesley Chapel had paid its tourist development tax to Hillsborough. In that case, Pasco County received a check from the Department of Revenue for $58,000, the tax collector said. Fasano said he believes there are shortterm rentals — that should be collecting tourist development taxes, but are not doing so. Fasano said he wanted to be sure that places which offer short-term rentals, such as RV parks, are collecting the tourist development tax. “If there’s a short-term rental, that’s a business. That means they should have a business tax receipt,” Fasano said.“We want to be sure that people that are renting short-term, or renting a hotel — overnighters — that the tourist development tax of Pasco County is collected and paid, and I believe we can do that. We would be able to enforce, to put liens, garnish.” To help track records, Fasano said,“we’re going to work with the Property Tax Assessor’s Office. “We’re going to be able to find out these things,” he said. The tax collector predicted it will take about three years for his office to break even.

Starkey contends that the county waives fees for some commercial development that don’t need incentives to set up shop in Pasco. “A source of revenue is to maybe not give discounts to fast food [restaurants] and only give it to targeted industries that bring high-paying jobs,” Starkey suggested. But, Goldstein said the county commissioners should have taken that into consideration when working out the updates last year.The next mobility fee update is not scheduled for five years, he added. Goldstein also said that removing incentives on restaurants and even hotels would not result in a significant boost in revenue. The board took no action on the issue, and additional discussion is expected at the MPO’s August session.

A

fter more than two years of planning and design, a multimillion dollar tennis center in Zephyrhills will soon break ground and become a reality. Construction is expected to begin in August on the Sarah Vande Berg Tennis and Wellness Center, Zephyrhills deputy city manager Billy Poe said during a special June 17 council meeting on the issue. With the project’s final engineered site plan set to be completed this month, the city then will seek construction bids through July, Poe said. Site and road work also is scheduled to begin next month by another contractor at the future facility’s location, which will be situated on nearly 5 acres of land, north of Dean Dairy Road and west of Simons Road. The timeframe for the project’s completion is around summer 2020, Poe told city council members. “I think we’ve accounted for everything,” Poe said of the design plans. The $3.5 million tennis facility is being funded largely through combination of state appropriations, Penny for Pasco and recreation impact fees from several new housing developments. The project is a public-private partnership between the City of Zephyrhills and Tennis P.R.O. and its owner Pascal Collard, who will operate and manage the tennis facility. It’s a similar arrangement the city has with the East Pasco YMCA. Renderings show 11 outdoor tennis courts (eight clay surface, two hard surface, exhibition court), built to USTA (United States Tennis Association) standards, as well as eight pickleball courts and four padel courts. The tennis center also includes a 7,000square-foot indoor clubhouse that will include a fitness and rehabilitation center, restaurant and cafe, pro shop and kid’s club, among other amenities. The facility will be open approximately 80 hours per week. More amenities also may come on line later. Collard told council members at some point he is looking to phase in a 30,000square-foot multi-purpose indoor sports complex which could accommodate four tennis courts and a soccer field made of artificial turf. Indoor sports fieldhouse aside, Collard said the tennis center will draw people from inside and outside Zephyrhills and will become a draw for various regional, national

and international tournaments. He described the facility as “a community sports center for everybody.” “I think that to have a place like this in Zephyrhills, it’s unique,” said Collard, a professional tennis instructor and former tennis director at Saddlebrook Resort in Wesley Chapel.“If you build something like this, we do believe that a lot of people will come.” The meeting also included a discussion of the tennis center’s membership fees, which Collard presented to the council. An annual individual tennis-only membership is listed at $65 per month. Cheaper price points will be offered for four-person households ($120), individual seniors over 65 years old ($50) and household seniors over 65 years old ($90). There will be a series of other annual membership packages with various levels of access (bronze, silver, gold, platinum), along with a six-month snowbird membership option to run from October through March. A platinum membership, for instance, provides access to all courts and in-house tournaments, as well as the center’s fitness room, cryotherapy/salt room, and kid’s club. It also includes a golf membership at Silverado Golf & Country Club. An individual platinum membership (ages 17 and up) is listed at $1,999 annually, paid in full. By comparison, an individual gold membership, which includes all amenities except golf, is $1,296 annually. All memberships will include a one-time $250 initiation fee. However, the fee will be waived for the first 250 Zephyrhills resi-

dents to sign up for a membership. There will be a 20 percent discount in memberships for nurses, teachers, military veterans and local and state government employees. In addition to memberships, the tennis center will offer non-member day passes, daily guest passes and hourly court rental opportunities. It also will be used for receptions, fundraisers and other community events. The facility also will host free tennis camps and lessons to underprivileged youth on a regular basis through its non-profit counterpart, Sarah Vande Berg Tennis Foundation. “It’s nothing set in stone,” Collard said of the membership prices. “We can tweak it, we can change it, but it’s pretty much what is done in the U.S. and different places.” “It reflects in the pricing that we’re really giving everybody the opportunity to benefit from this center,” he added. The breakeven point for the facility is roughly 450 members, Collard said. In determining membership costs, Collard and city staffers analyzed membership fees at several other tennis and athletic clubs throughout the Tampa Bay region, such as the Beerman Family Tennis Center in Lakeland and the Cindy Hummel Tennis Center in Auburndale. “Really, our numbers were very comparable and even sometimes less,” city planning director Todd Vande Berg said of the membership fees.“We’re offering so much more, and we’re not even talking about the restau-

rant (inside the tennis center clubhouse), so we did take a careful look at the comparisons to make sure they were in line.” Council members didn’t seem to have qualms about the various price points, instead expressing their eagerness for the forthcoming tennis venture. “I’m excited about it,” councilwoman Jodi Wilkeson said.“I think about the people that I know that play tennis, that’s a great investment for them and would like to have that opportunity.” Added councilman Lance Smith:“I think it’s a good partnership and I think we’re going to learn as we go along. I’m just anxious to get the facility going.” Council president Ken Burgess said it’s “good timing” for the city to get a tennis center, pointing out roadway developments along State Road 54, State Road 56 and the Interstate 75-Overpass Road interchange extension to Zephyrhills. “I think this is one more thing that’s going to put Zephyrhills on the map,” Burgess said.“I mean, I realize that probably a lot of our (tennis) members may come from not necessarily the city limits, but it’s still going to put Zephyrhills on the map. It’s a great design and I think everything’s coming together, all at the right time, too.” The tennis center is named after the Sarah Vande Berg, a former Zephyrhills High School district champion, who died in an automobile accident at the age of 21 in October 2015. She was the daughter of longtime city planning director Todd Vande Berg.

Bishop McLaughlin Catholic High School has announced Marc Eskew will be the school’s new head varsity baseball coach. Eskew has served as an assistant baseball coach at Bishop McLaughlin for the past three seasons, primarily serving as a hitting instructor and infield coach. He’s also worked as the school’s information technology director since 2016. Marc Eskew Before that, Eskew was head baseball coach at Sickles High for a year, going 7-16 during the 2015-2016 season. Eskew takes over for Jeff Swymer, who resigned after serving six seasons as Bishop’s baseball coach and another two as the school’s athletic director. The Hurricanes baseball program went a combined 126-43 under Swymer’s watch. That included a state tournament appearance in 2015 and a region semifinals appearance this past season. Pasco Farm Bureau advocates for agriculture By Brian Fernandes bfernandes@lakerlutznews.com

P

rotecting the lush farmland in and near towns, such as Dade City and Zephyrhills, has been the focal point, for decades, of the Pasco County Farm Bureau. The grassroots organization supports the needs of farmers and their produce. The agency is just one within 60 statewide counties that fall under the Florida Farm Bureau – an organization that began more than 75 years ago. Allen Altman is an agency manager for the Pasco County branch and has been with the bureau for almost 40 years. “[The] Farm Bureau is out there making sure that farmers have the opportunity to remain viable economically,” Altman said. “We’re a membership organization that embraces all agriculture producers and the values that they stand for.” In doing so, the bureau offers coverage policies to farmers for their equipment and buildings, as well as automobile, homeowners and life insurance. This coverage is not exclusive to only farmers, but open to everyday consumers who are Farm Bureau members. And, while the organization is independent of government, it does work with legislators in helping pass measures beneficial to agriculture. In the past, it has been successful in helping to implement a statewide agricultural sales tax exemption. This has saved Florida farmers and ranchers more than $2.3 million in annual tax exemptions for health and medical products used for livestock. An additional $13 million has been spared in taxes for farm equipment, as well. In its efforts to preserve the Everglades, the bureau was instrumental in reducing the cost to build a water storage reservoir, and has advocated for access to proper water distribution to maintain healthy crops. Last year, the federal government had signed into law the Agriculture Improvement Act, which allocated $867 billion to help sustain farmers nationwide. The bipartisan measure was in response to the United States trade tensions with China, which had a negative economic impact for U.S. farm producers. The financial aid has benefited Pasco farmers, but not to the same extent as those in Midwestern states that tend to have more farmland,Altman said. While there are issues that the Farm Bureau can readily address, others aren’t as simple. Throughout the early to late 1980s, harsh winter conditions devastated Florida’s citrus crops – especially in Pasco County. “The entire economy revolved around citrus production,”Altman said.“Two freezes combined killed 98 percent of the producing citrus in Pasco County. It has never been the same since.” During the aftermath, the Pasco agency has tried to produce alternative crops that could bolster the farm market to the levels that citrus once did. Farmers have turned to Florida peaches as a viable commodity.While they are plentiful within the county, there are economic obstacles, such as shipping and sales, that have yet to be worked out,Altman noted. In 2012, Pasco County’s market value for crop and livestock products sold, amounted to more than $73.8 million – representing a 34 percent decline from 2007, according to the United States Department of Agriculture. Also, the citrus greening disease has plagued many crops, both locally and nationally. This disease infects the trees of this fruit family when exposed to the Asian insect, citrus psyllid. Although the infected citrus pose no threat to humans, they are not suitable for consumption because the oranges remain green and taste bitter.This in turn, hurts the citrus market in the county, which has struggled to recover since the winter freezes decades back. This is a matter of concern for many

farmers, including Altman himself, who owns 6 acres of tangerine trees. While there is no known cure, scientists are striving to find solutions to eradicate this disease. One successful method of helping stabilize the market has been collaborating with other farm bureaus in different states. Upon entering the Dade City bureau office, a refrigerator and shelves stocked with various edibles can be spotted. Many of these foods come from other states, including jams, jellies, sauces and cheeses. Florida’s Best is a name brand company that distributes products that the Sunshine State is known for – including orange blossom honey. Currently the largest production distributed out of Pasco County is live cattle, Altman said. The Farm Bureau also tries to bring awareness to the public and emphasize the importance of agriculture. The agency’s members attest to its efficiency by word of mouth – as does its county board of directors. “We try to find people from a diverse background of agriculture to represent that

The Farm Bureau puts a heavy emphasis on educating youth, in particular. “We focus most of our efforts on young people and trying to make sure that those students [who] want to go into agriculture have our support,”Altman stated. The agency educates kids through youth programs, such as the local Head, Heart, Hands and Health (4H) club and Future Farmers of America (FFA). It also goes into Pasco County classrooms to introduce teaching and reading sessions for the students, said Altman, who also sits on the Pasco County School Board. In collaboration with the Pasco Education Foundation, the bureau also offers scholarships to high school seniors who have an interest in pursuing a degree in an agriculture-related field. Whether buying from a farmer’s market or a commercial grocery story, Altman said he wants the average consumer to understand the effort that goes into making produce or poultry available. “Don’t take it for granted,” the agency manager said. “Somebody somewhere has worked extremely hard to produce that commodity and put it on the shelf for your convenience.”

The Farm Bureau isn’t the only organization that encourages youths to become involved in the agricultural industry. The U.S. Department of Agriculture (USDA) recently launched a Youth and Agriculture website to connect young people and youth-serving organizations with department-wide resources that engage, empower and educate the next generation of agricultural leaders. World Sea Turtle Day (June 16) celebrates one of the ocean’s most significant species. The Florida Aquarium helps to save this species every day by actively rescuing, rehabilitating and returning many of these endangered marine animals to the ocean every year. Jupiter, a 75-pound sub-adult loggerhead sea turtle was rescued and brought to the aquarium’s Sea Turtle Rehabilitation Center in February. Jupiter was one of the first ani-

mals to receive rehabilitative care at the aquarium’s new 19,000-square-foot center, which opened in January. Jupiter also was the first sea turtle to advance through rehabilitation to utilize the sea turtle deep dive pool, and is getting closer to being released back into the ocean.
