Coronavirus causes big disruptions

By B.C. Manion bcmanion@lakerlutznews.com

The ever-evolving threat posed by coronavirus disease-2019 (COVID-19) has forced schools across Florida to shut down, blocked visitors from nursing homes, caused wide-ranging travel and event cancellations, and stripped grocery aisles — especially of toilet paper and hand sanitizer. Locally, parents of students in the Pasco and Hillsborough county school districts are bracing to prepare for an extended state-ordered spring break.

The Diocese of St. Petersburg also closed schools and early childhood centers through March 20.The diocese already had scheduled March 16 and March 17 as days off for students.Virtual learning will be conducted March 16 through March 20, according to a Diocese news release. The additional school closures have left thousands of families scrambling to arrange child care, although the impact may be lessened to some degree as many companies are asking workers to work at home, if possible. The World Health Organization has de-

clared COVID-19 a pandemic; President Donald Trump has declared a national state of emergency. Gov. Ron DeSantis has declared a state emergency, and Hillsborough and Pasco counties have declared local states of emergency. As of the morning of March 16, there had been four deaths reported in Florida linked to COVID-19, according to the Florida Health Department, which is the lead agency responding to the threat. The health department also reported See CORONAVIRUS, page 11A

The Roaring ’20s return Downtown Zephyrhills transformed back into the wild decade of gangsters, flappers, sparkles, feathers – and tin can tourists. The 110th Founder’s Day Parade & Heritage Festival, on March 7, was themed ‘The Roaring ’20s: Glitz, Glam and Tin Cans.’ This year’s event featured over 80 vendors, a kid-friendly zone, live music, storytelling presentations, a police K-9 demonstration and, of course, the iconic parade. Above, Jim Bliss, a bartender with Zephyrhills Elks Lodge 2731, portrays a bartender during the Prohibition era, as he rides in the Elk’s parade float during the 110th Founder’s Day Parade & Heritage Festival. This year’s festival theme was about the Roaring ’20s. Bliss is a snowbird from Michigan, who lives part-time in Zephyrhills. For more coverage on this story, turn to page 1B.

Pasco administrator to retire in

By Kathy Steele

ksteele@lakerlutznews.com

Pasco County Administrator Michele Baker expects to be very busy over the next year and a half. She’ll be crossing off a to-do list, one by one, before leaving in 2017 to go on a lengthy road trip with her husband. The couple will hit the road with their recreational vehicle and their motorcycles, on a tour of as many baseball parks and national parks as they can squeeze into a year. “That’s been our dream,” Baker said, so letting her contract lapse in July 2017 makes sense. But, don’t expect a lame duck administrator. “There’s no kicking back here,” Baker said.“This isn’t me slowing down. ” Baker has told Pasco County commissioners she won’t seek renewal of her current two-year contract, which makes her

Main Street Zephyrhills Dade City garners statewide recognition flood relief

By Kevin Weiss

kweiss@lakerlutznews.com

Main Street Zephyrhills annually puts on some of the city’s largest and most popular downtown events, such as the Festival of Lights, the Founder’s Day Parade & Heritage Festival, Music & Motorcycles, and others. The 501c3 nonprofit, too, has been a crucial component in several large public projects of late — cultivating interactive art murals and mounting wireless electronic speakers downtown to serve up daily music for pedestrians, for example. It also works with city leadership on other initiatives, such as installing public Wi-Fi downtown and more public park benches. The organization’s varied efforts have not gone unnoticed: It recently was designated Florida Main Street Program of the Month by Secretary of State Laurel M. Lee. The selection was based on its development achievements and participation in the Florida Main Street program. Since its founding in 1994, Main Street Zephyrhills has reported more than $19.5 million in public and private reinvestment, more than 1,000 new jobs, and 185 new businesses within its district boundaries. It

also has accumulated more than 26,000 volunteer hours. “I am so impressed by Main Street Zephyrhills’ growing success,” Lee said, in a release.“Their district continues to build on the community’s assets to celebrate and recognize their distinctive history and heritage.” The monthly honor is believed to be the first for Main Street Zephyrhills, according to the organization’s coordinator, Anna Stutzriem. “I was just floored when they called and told me about it,” she said. Under Stutzriem’s leadership, Main Street Zephyrhills has seen business and residential membership increase more than 10-fold in the last 2 ½ years, rising from seven members to 82. Last year, the organization achieved national accreditation by the Main Street America program “for generating impressive economic returns, preserving community character, and celebrating local history.” Stutzriem began as a Main Street volunteer about five years ago, working her way from board member to coordinator — the

Construction is nearing completion on a project in downtown Dade City — which aims to address flooding that plagued the area for years. The project involves installing new underground stormwater piping. The concrete pipeline has been lengthened longer than its initial 2,400-linear-foot projections, said Abu Nazmurreza, Dade City’s public works director. New curb drains also have been incorporated. These improvements will ease the flow of rainwater as it goes down the piping system, passing U.S. 98 and the CSX railway, to the east. The water is then stored in Irvin Pond. The new system runs from Seventh Street’s intersections with Church Avenue and Pasco Avenue. Then it heads east on Pasco Avenue to Third Street, before heading See FLOOD, page 11A

The Pasco County Commission passed a resolution at its March 10 meeting recognizing Schikedanz Bros.-Hammock Pines Ltd., for its donation of 3.8 acres for a fire station to improve fire rescue services in East Pasco County. Scott Cassin, fire chief for Pasco County Fire Rescue, expressed appreciation for the gift. The site is just east of Fox Ridge Boulevard, on the south side of State Road 54, in Wesley Chapel. Construction is tentatively set for 2023, and when it opens it will be known as Station 4. The station will enhance services to Watergrass, Meadow Pointe and Zephyrhills, Cassin said.

“This is a great location, it’s going to serve so many people,” the fire chief added, noting that the station will be constructed using funding provided through general obligation bonds approved by county voters. Gunther Flaig, who spoke on behalf of the land donor, said,“As a father of a current EMS student, trying to become an EMS worker, I know a little bit about the difficulty that you’re facing.” He said the company was happy to “do a little bit” for the county. Commissioner Kathryn Starkey also expressed gratitude for the donation, noting that she and Flaig have been friends for a long time. Commission Chairman Mike Moore said, “We very much appreciate your donation.” As the county continues to grow, Moore said, so will its need for more fire stations.

Pasco wants crash debris off the street By B.C. Manion

When tow-truck crews clean up after a crash, it should be a thorough job. At least that’s how the Pasco County Commission sees it. The county board soon will be considering a provision that will require the people who remove damaged or wrecked vehicles from roadways to be sure to clear the roadway of glass and injurious debris. “This is sort of a local version of a state law that is basically aimed at tow-truck drivers,” said Kristi Sims, senior assistant county attorney.“They’re operating on rotation and remove vehicles after accidents from our roadway. “The aim is to hold them to the standard that the state law requires, which is clean up all of the debris. “By codifying it in our local ordinances, we have a local chance to use code enforcement to enforce it.At the state law, it’s only enforceable through issuance of a uniform traffic citation. “At our level, it will be enforceable obviously through issuance of a county court citation, which is punishable up to $500 per day. “The local amendment that we’re proposing also will have a provision that requires the person removing the debris to

lawfully dispose of it,” Sims said. Commission Chairman Mike Moore said he wants to make sure that this ordinance doesn’t require towing companies to remove biological hazards, in the event that someone is hurt or killed in an accident. “This is aimed at all of the glass, hardened plastic, that is getting pushed and accumulated into sort of the center of every intersection in Pasco County,” Sims said. It requires “tow truck drivers on the rotations to do a good job, it’s part of their contract to pick up that debris, that causes flat tires, that flies up and scratches other people’s paint, etc.” Commissioner Kathryn Starkey said: “I thought it was required already.” Sims responded:“It is under state law, we just haven’t duplicated it on a local level.” Commissioner Mike Wells said: “I don’t think it’s every hauler, but again, we need to hold them accountable.” Wells added:“There’s no excuse for them not cleaning it up.” Sims said coordination will be needed between the county and law enforcement agencies to determine whom should be cited when crash scenes are not cleaned up. Board members voted to set a public hearing date on the new requirements for April 7 at 1:30 p.m. The hearing will be in the boardroom, on the second floor of the Historic Pasco County Courthouse, 37918 Meridian Ave., in Dade City.

Woman’s club forming in Wesley Chapel By Kevin Weiss kweiss@lakerlutznews.com

W

hen Marie Ambrosino moved to Wesley Chapel last year, she wanted to join a woman’s club for her surrounding community. After all, she had been involved with GFWC (General Federation of Women’s Clubs) organizations for nearly four decades — most recently with the GFWC Woman’s Club of West Broward in South Florida. With the help of social media, word-ofmouth and some other GFWC connections, the GFWC Woman’s Club of Wesley Chapel came to life. And, it happened in a mere matter of months. The club was established in February with 12 charter members. That came less than a month after a group of six GFWCminded women met for dinner with the idea of forming a new club that puts its focus on the burgeoning Wesley Chapel community. Many of the members had past affiliations with other GFWC clubs, such as the GFWC Pasco Junior Women’s Club. The group is now in the process of seeking its 510c3 status, and is being sponsored by the GFWC Lutz-Land O’ Lakes Women’s Club. The new club is actively looking for new members — women over 18 years old. There is no requirement to live in Wesley Chapel. Though most members are Wesley Chapel residents, the club’s vice president, Shantel Meyers is a Lutz resident, for instance.“I could’ve joined (other) clubs, but I wanted to be a part of joining a whole new group,” Meyers said. The group welcomes anyone who is interested, said Kim Hanscel, club treasurer. “If somebody lives in Zephyrhills and wants to come here (to our club) because they travel here all the time, or whatever’s convenient for them, absolutely they’re welcome to come,” Hanscel said. Kindness and helping others is the group’s purpose, club leaders say. Ambrosio, the club’s parliamentarian, said the common thread among the ladies is this:

The new GFWC Wesley Chapel Woman’s Club was established last month. From left: parliamentarian Marie Ambrosino, secretary Andrea Edwards, treasurer Kim Hanscel, president Cindi Nalon, vice president Shantel Meyers and GFWC Florida District 8 director Kay Taylor.

“We are women who care about our communities, and that’s our mission.” She added:“We share the same bond, and that’s just to make our world better.” The GFWC Wesley Chapel Woman’s Club is dedicated to community improvement and helping those in need through volunteer service and fundraising events. The organization is likely to focus much of its efforts on domestic violence and awareness, homelessness, hospice, and foster care, among other community issues. The group is currently brainstorming various club projects for those purposes, as well as fundraisers and events for other local charities, in the way of bingo nights, bunco nights, casino nights, golf tournaments, murder mystery games and so on. “Everyone in the group is very energetic and looking forward,” club president Cindi Nalon said.“We all just want to jump in and get busy, and do things.” She added,“I think we’re going to grow quick. We’ve started off quick with 12 members off the bat, and with everything we’ve

got going, I think we’re really going to grow.” Besides working to better the Wesley Chapel community, the group will be mixing in some social activities to build camaraderie — whether it’s seeing a movie, shopping or having dinner together.“We do have fun, as well,” Nalon quipped. In her short time with the upstart club, Ambrosio has come away ecstatic with her new peer group. Not only are they “very warm and welcoming,” she said, but they’re also go-getters ready to make a difference. “This group of women are absolute doers,” Ambrosio said gleefully. “I’ve been thoroughly impressed with them, being in club work for a while and seeing how things go, these girls have jumped right on board. “I keep telling my friends down south, ‘You’ve gotta meet these girls.’” In Florida, there are over 9,000 members in over 230 GWFC-affiliated clubs, according to the state chapter’s website. It’s the many lifelong friendships forged that make each club special,Ambrosio said.

Snowbird — Who’s Watching Your Home While You’re Away? “My event business was successful because I provided outstanding customer service, and I bring this knowledge and philosophy with me to my new business,” said Sullivan. Sullivan founded Snowbird Home Patrol after becoming a Certified Home Watch Professional through the National Home Watch Association. As a homeowner herself for over 26 years, she knows her way around a house. Snowbird Home Patrol provides clients with weekly or bi-weekly home inspection. After a home is inspected, she uploads her findings to a secure customer portal, where clients can see a full report on their home. Sullivan stresses the importance of having a trained professional inspect your home, instead of asking a neighbor or friend to stop in periodically to check on things. “When a serious issue arises, you need someone to act quickly and professionally,” said Sullivan. “We take care of problems in a timely and cost-effective manner, and prevent you from overstepping a friendship.” Snowbird Home Patrol also offers additional home services, including package pick-up, opening and closing home for the season, general cleaning and hurricane preparations. Protect your home by calling Snowbird Home Patrol — it’s affordable, dependable and personable. The company services homes in Zephyrhills, Lutz, Land O’ Lakes, Wesley Chapel, Tampa, New Port Richey, Palm Harbor, Safety Harbor, Hudson, Crystal River and The Villages.

By Kelli Carmack kcarmack@lakerlutznews.com

If you’re a snowbird, odds are you’re getting ready to head back north. As you say goodbye to Florida, do you find yourself wondering if your home will be okay while you’re hundreds of miles away? While you hope your home will be fine until you return, that’s not always the case. Unforeseen damages can happen — broken A/C unit, hot water tank leak, mold, roof and storm damage, rodent infestations and even break-ins. But, now there’s a solution to your worries. Snowbird Home Patrol can help prevent potentially damaging and costly problems from harming your home, and give you peace of mind. Snowbird Home Patrol is a family owned home-watch service that will come to your home on a consistent basis to make sure everything is in tip-top shape. Owner Jodie Sullivan got the idea for her business 10 years ago, after her father’s hot water tank in his condo rusted out while he was gone for the summer.. “After the cleanup, my dad hired a home-watch service company to prevent such a thing from happening again, and told me he thought my background was ideal to start a home-watch company in Florida,” said Sullivan. Sullivan owned a special event business in Land O’ Lakes for 23 years and has an impressive background in customer service. She also is the incoming president for the Rotary Club of Wesley Chapel Noon.

Project aims to improve emergency access By Brian Fernandes

Elementary School are all located either on or off that roadway. As a result, the Mansfield-Kinnan connection proposal was changed to operate as an emergency-vehicle-only corridor. Pasco County, Hillsborough County and the city of Tampa are all involved in the construction of the connection. The developer of Tampa’s K-Bar Ranch will initiate the paving of the connection, scheduled to begin mid-March. Hillsborough County will then help with construction, such as striping the road and the installation of an emergency gate. The gate will only grant cross-county access to emergency vehicles. Only first responder equipment will open the gateway and Pasco County will oversee its operation. The Pasco County Commission is expected to approve an agreement for the gate to be used only for emergency vehicles. Bicyclists and pedestrians will have access, too. The project calls for the sidewalks on both streets to connect. Barricades will enclose the construction site. Completion is expected in the summer.

bfernandes@lakerlutznews.com

Construction is underway to make it easier for emergency services to get between New Tampa and Wesley Chapel. Mansfield Boulevard is in Wesley Chapel. Kinnan Street is in New Tampa. An improvement will connect the streets, but will be accessible only to first responders. The Pasco County Metropolitan Planning Organization (MPO) board approved the connection last June. It was one of three corridor projects - all interlocking Wesley Chapel and Tampa, that the MPO passed. The Mansfield-Kinnan connection was initially proposed as a public road for motorists. The AECOM consulting firm took surveys in 2017 and 2018 to get public feedback about each project. Findings showed that the Mansfield-Kinnan connection was not popular among those responding to the survey. This was due in part to concerns that an influx of traffic along Mansfield Boulevard could be hazardous to students. Wiregrass Ranch High School, Dr. John Long Middle School and Wiregrass

Realtor April Barra Is Committed and Knowledgeable By William Jacko Special to The Laker / Lutz News

When a former client referred his brother, a first-time homebuyer, to April Barra, she knew she would do whatever it took to help him find his future home. “He was looking to purchase a starter home an hour’s drive away. There were several trips to show homes, write offers, do inspections, and even a couple of contracts that fell through, due to reasons outside our control,” Barra says. “Someone asked me how many times I was going to keep driving over there to help this guy, and my answer was, as many times as it takes. He wanted a home, and I was committed to helping him get it.” It’s apparent that Barra always puts the needs of her clients first. “Most people need an experienced and knowledgeable Realtor to help them navigate the home-buying process, keep them informed and give them peace of mind. I want people to see me as their trusted advocate and knowledgeable real estate resource. If you are looking for someone who will talk less, listen more, and be the steady calm in the sometimes stormy sea of real estate, call me,” Barra says. To educate her clients, Barra offers a complimentary Real Estate Review to inform them of local real estate trends and to monitor the market for potential bubbles. She invests much of her time in training and continuing education, and has earned certificates as a Master Certified Negotiations Expert (MCNE) and Seniors Real Estate Specialist (SRES). “I am passionate about helping seniors, and that’s why I became a senior special-

ist,” said Barra. “I also have a network of partners I work with, so I can connect seniors with experts to help them with specific questions and problems.” Barra also is certified as a Real Estate Collaborative Specialist in Divorce, and is accustomed to helping home-owning couples navigate the difficulties of divorce. “When it comes to working with divorcing couples, early is best,” said Barra. “It is very important to help both parties understand the real estate part of their divorce, and how to protect themselves.” With access to Florida Executive Realty’s many resources, Barra makes listing and showcasing a home a professional process. She always uses a professional photographer to market her listings on websites, YouTube and social media. “It’s not just putting a property on MLS and waiting for the phone to ring. We create beautiful brochures and buyer packets, and always provide an extra level of service,” said Barra, who was recently recognized with a Rising Star Award by Florida Executive Realty. While Barra specializes in residential real estate, she also helps with referrals for commercial and foreign real estate. Partnering with Leading Real Estate Companies of the World, she can find real estate agents anywhere in the U.S., and 70 other countries.

DONATE TO ONEBLOOD

OneBlood, the nonprofit blood center, says the coronavirus does not pose any known risk to blood donors in the United States during the donation process or from attending blood drives, according to a news release from the organization. OneBlood urges all eligible donors to keep their commitments to donate and encourages all blood drive sponsors to continue hosting blood drives. If the coronavirus continues to spread, additional challenges may arise, which could potentially reduce the number of eligible donors. According to the Food and Drug Administration (FDA), there have been no reported or suspected cases of transfusiontransmitted coronavirus to date. The virus poses no known risk to the safety of the nation’s blood supply and does not pose any known risk to patients receiving blood transfusions. The FDA and the Centers for Disease Control and Prevention (CDC) have not recommended any additional action be taken by blood centers, at this time. OneBlood will host a “Give Blood for The Renaissance of Life” drive from March 18 through March 21, at participating locations. All donors will receive a free ticket to the 2020 Bay Area Renaissance Festival, a limited edition T-shirt, plus a wellness checkup of blood pressure, pulse, temperature, iron count and cholesterol screening. For locations and to schedule an appointment, visit OneBlood.org/renfest, or call (888) 936-6283. Walk-ins are welcome, too.

When Thomas Giella Jr., launched his business, he was a one-man operation — and he wasn’t sure how to get it where he wanted it to go. So, he took advantage of various Thomas Giella Jr. programs offered through the Pasco Economic Development Council Inc., and began learning more about the ins and outs of being an entrepreneur. That helped get his business rolling, and now, six years later, he still uses what he has learned through those programs. Now, he has five employees, and he expects to add at least two more in the foreseeable future. He also expects to be required to move from his current location, on Wesley Chapel Boulevard in Lutz, as the business outgrows its space. Giella thinks the future is bright for entrepreneurs who want to launch businesses in Pasco County. “Pasco is hot,” the Dade City native said. “Pasco is growing.” Entrepreneurs and manufacturers should realize the county has much to offer, Giella said. If they can’t find what they’re looking for in Pasco, he said,“they should start it themselves.” He added:“Who knows what’s going to happen in the next decade?” His interest in technology dates back to his teenage years, when he built his own computer. When he started his business, called Gear Spinners, he offered website design aimed at the small to mid-sized business market. Over time, his business pursuits have evolved and grown. Now, he is chief executive officer of Complete I.T. Corp, which owns and operates three different brand divisions, including Complete I.T. Computer Repair and Network Solutions,Tampa Bay Installs and Diverge Laser Systems. Complete I.T. provides computer repair and computer/network solutions. It also designs, repairs and replaces business network of all sizes. “We started off as a website company. We have added so many services. We started doing IT — helping companies set up networks,” Giella said. Giella estimates he has roughly 800

clients on the IT side - residential, commercial and enterprise. “Our primary market for the computers and networks is Tampa Bay and Florida,” Giella said. But, it has expanded its reach, he said. “Sometimes, we’ll do work for a local franchise that’s starting up or something, or a business — and word will get to one of their other offices, what we did, so they’ll say,‘Can you put in a bid for us over here?’” Tampa Bay Installs provides a variety of services. It installs and services access control gates and security cameras for homeowner associations and community development districts, Giella said. For instance, at a clubhouse, company services include installing speakers and WiFi, inside and out, cameras by the pool, in the clubhouse and in the parking lot, televisions and access control systems. His primary market for gate access systems stretches from Brooksville to Riverview and from Kissimmee to the Gulf of Mexico, Giella said. Most recently, his company branched into lasers. Giella co-owns Diverge Laser Systems with Charles Bourne. The company provides support and sales for Universal Laser Systems, Epilog Laser, Trotec Laser, DCS UV Printer, BOFA Filtration Systems and PUREX Filtration Systems. It sells and services equipment for a vast array of clients in the fields of manufacturing, education, education, military and government. He believes lasers will help the county attract more manufacturers. “Pasco’s mission right now is to bring manufacturing jobs back to Pasco County. We can now provide equipment to companies, who will then be able to create the manufacturing jobs using the equipment,” he said. To find out more about Giella’s companies and services, call (813) 235-0554, ext. 103.

CORONAVIRUS, from page 1A

Prevent the spread

684 negative test results and 514 pending tests. Also, there were 442 people being monitored for the virus and 1,573 had been monitored. Health officials are trying to limit the spread of the virus — to avoid overloading hospitals — by urging people to avoid large crowds and wash their hands frequently. The virus can spread person to person, through small droplets from the nose or mouth, including when a person coughs or sneezes. The droplets may land on objects and surfaces. Other people may contract COVID-19 by touching these objects or surface, then touching their eyes, nose or mouth. Symptoms of COVID-19 are fever, cough and shortness of breath — and may appear as early as two days or as many as 14 days after exposure. Most people recover from COVID-19 without requiring special treatment, but people with underlying medical conditions are at greater risk. Impacts from the virus are being felt from Wall Street to Main Street. The stock market has plunged repeatedly, and local businesses are losing revenues because of the uncertainty created by the pandemic. Huge events have been cancelled or postponed. On the local front, cancellations include: • The Greater Pasco Chamber of Commerce’s Land O’ Lakes Music Festival, March 21 • Dog Days in Dade City, March 21 • The North Tampa Bay Chamber of Commerce/Pasco-Hernando State College Distinguished Women’s Leadership Breakfast, March 24 • The fourth annual Family Friendly Summer Camp Expo (Pasco/New Tampa), March 28 • The Taste of North Tampa Bay, March 29 • The North Tampa Bay Chamber monthly membership breakfast,April 7 • The North Tampa Bay Chamber membership luncheon,April 8 • All SCORE chapters across the country have suspended in-person events, including mentoring sessions and workshops, until further notice. Attractions also have temporarily ceased operations, including Disney World and a number of regional venues. They include: • ZooTampa, through March 29. • Tampa Museum of Art, through March 29 • The Glazer Children’s Museum, through March 29 • Henry B. Plant Museum, through March 29 • The Florida Aquarium, through March 29 • The Museum of Science and Industry, through March 29 • Tampa Theatre, through March 31 The Knights of Columbus, at Our Lady of the Rosary Catholic Church, in Land O’ Lakes, have cancelled until further notice, their meetings, their Lenten Fish Frys, their doughnuts on Sunday and soccer, both games and concessions. The Savage Race, which was set for March 14 and March 15, at Little Everglades Ranch in Dade City, was postponed. And, a Spring Market Day, planned for March 21 at the Old Lutz School, was cancelled because vendors were concerned about setting up, because of the threat of COVID-19.

To help prevent the spread of COVID-19: • Stay home when you are sick, except to get medical care. • Cover your coughs and sneezes with a tissue, then throw the tissue in the trash. • Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing or sneezing. • Avoid touching your eyes, nose, and mouth with unwashed hands. • Clean frequently touched surfaces and objects daily.

Both the Greater Pasco Chamber of Commerce and North Tampa Chamber have announced they would be holding off on varied activities, pending future decisions, in light of the evolving nature of the coronavirus threat. Pasco County Schools Superintendent Kurt Browning has been keeping parents and staff informed about the district’s response to the ever-changing landscape of the COVID-19 threat through a series of videos posted on the district’s website. “I know that everyone remains concerned about the possibility of an outbreak,” Browning said, and the district is taking steps to attempt to limit the spread. It also has conducted a brief phone survey to evaluate its capacity to provide distance learning, the superintendent said, noting the district needs to be prepared. The district also has announced a plan to provide meals to students at seven designated sites, beginning on March 23.The food will be offered on a drive-thru basis at specific sites. The pre-packaged meals are for children under 18 years old and will include lunch as well as breakfast for the next day. Information about the program can be obtained by going to the school district’s website, Pasco.k12.fl.us, and click on the coronavirus information link. Impacts also are being felt by colleges. Schools within the state’s university system were instructed to make plans to transition to remote instruction as soon as possible. Saint Leo University suspended classes for its university campus students, in St. Leo, from March 16 to March 20, to allow its faculty to prepare to deliver all classes online beginning March 23, according to a university news release. All residential students are being asked to return to their permanent residence following spring break, rather than returning to campus and to remain at home during this period of online instruction. The university also has suspended all fall and winter sports, indefinitely. And, is canceling all large, group events. The virus is affecting churches, too. Concerns about potential spread of the virus also prompted the Diocese of St. Petersburg to take these steps, effective March 12, until further notice: • End the distribution of communal wine from a common cup • Remove Holy Water fonts, including the baptismal font • Avoid physical contact, including during the Sign of Peace Bishop Gregory Parkes also granted dispensation from Sunday Mass in the Saint Petersburg Diocese through the end of March, to those wishing to avoid large gatherings.

MAIN STREET, from page 1A organization’s only city-funded employee position. The majority of the organization’s funding comes from memberships, sponsorships and donations. Stutzriem, who also co-owns a day care center in Zephyrhills, credited the organization’s string of accomplishments to its collection of “hard-working” and “dedicated” board members and volunteers. She estimates the organization has roughly 130 volunteers to 150 volunteers throughout the year, ensuring events and programs run smoothly and effectively. “They’re just people in the community that care about the community, and I think that helps a lot,” she said.“These people come in, they get paid nothing, and they give their blood, sweat and tears, and I’m just so honored to be associated with them.” The amount of support and collaboration from City Hall has likewise led to more completed initiatives throughout the municipality, Stutzriem said. “The support we get from the city is just amazing,” she said.“I look at the other Main Street programs, we talk, and I think we have got to be one of the most supported Main Street…and I’m just honored to be a part of it.” Main Street Zephyrhills facilitates new business to the historic downtown district, offering commercial property listings on its website, and a resource guide for entrepreneurs to get in contact with the proper city officials, such as the planning department and CRA (Community Redevelopment Agency).

Within the last couple months, the organization helped welcome a new hair salon and a CBD store to Fifth Avenue in downtown Zephyrhills, Stutzreiem said. Stutzriem explained the organization’s role like this:“Our mission and our goal is to promote not only the downtown, but our local businesses, our mom and pops. We want to make our downtown a destination, and a safe, fun place for our families and our communities to come to…” While generating more downtown business is important, Stutzriem emphasized it’s important for Zephyrhills “to keep that small town charm.” “We’re growing leap and bounds, we’re just exploding over here in Zephyrhills with growth, but I still think it’s important to have the small town, know your neighbors, and gather with them,” she said. The organization’s event hosting has been “improving greatly” in recent years, she also noted. For instance, December’s Festival of Lights drew somewhere between 13,000 to 15,000 attendees. She characterized that turnout as “quite extraordinary for a small town event.” The organization, too, has gone about drawing bigger acts to events — such as booking the Greg Billings Band for September’s Music & Motorcycles. Event partnerships with nonprofits have expanded, Stutzriem said. Those partnerships include Gulfside Hospice on Paulie Palooza; Zephyrhills/Wesley Chapel Ministerial Association on the Harvest Festival; and Zephyrhills Pregnancy Care Center on the Founder’s Day 5K race, among others. Behind Dade City’s City Hall, a portion of Pasco Avenue is being unearthed to facilitate new piping. This is one of several routes to see pipe placement that will help diminish flooding in the downtown region.

FLOOD, from page 1A north up to Meridian Avenue. Although the majority of construction has been completed, work on Pasco Avenue still needs to be done, Nazmurreza said. “We are installing a new 6-inch water main through Pasco [Avenue] between Eighth Street and Fifth Street,” he added. Currently, there are sections of Pasco Avenue that are still unearthed and await repaving. The Florida Department of Environmental Protection has to certify the completion of the project by analyzing water pressure, and checking for any bacterial content. At that point, the existing pipeline will connect with the new one, and Pasco Avenue will be resurfaced. Modifications also have been made to Irvin Pond to better accommodate the ad-

ditional stormwater. The body of water has been expanded by 50% from its original width, according to Nazmurreza. “The pond on Canal Street was not sufficient enough for taking all the water from the downtown area,” he explained. The wider area also will extend the time period for the wastewater to be treated. And Canal Street, east of the pond, has had its culvert pipe reconfigured, as well. The metal pipe has been replaced with concrete piping, due to rusting. The street will have to undergo repaving now that the new culvert pipe has been installed. The road has been temporarily laid with gravel for motorists. The $1.8 million project is scheduled to wrap up in the coming weeks, Nazmurreza said. Currently, a detour has to be made on Pasco Avenue. Shop owners, however, are not currently affected by construction.

Founder’s Day heads back to The Roaring ‘20s By Christine Holtzman choltzman@lakerlutznews.com

T

housands made their way to downtown Zephyrhills to honor the city during the 110th Founder’s Day Parade & Heritage Festival on March 7. This year’s theme was “The Roaring ‘20s: Glitz, Glam and Tin Cans” – which celebrated the wild decade of gangsters, the Charleston and flappers. The 1920s also marked the start of the tin can tourist trend in Zephyrhills. People from all over would come to the area for the warm weather, in their homemade camping trailers. One could say this was the early beginnings of the modern day ‘snowbird.’ The parade, which featured floats, marching bands, dignitaries and various vintage vehicles, kicked off the event at 10 a.m. CHRISTINE HOLTZMAN Many riding on floats The Zephyrhills High School Marching Band was the first marching band featured in the 110th Founder’s Day Parade & Heritage Festival. PASCO CHANGES TOURISM MARKETING SPONSORSHIPS

Experience Florida’s Sports Coast (FSC) — Pasco County’s destination management organization — has changed some of its rules for its marketing matching sponsorship program. The program supports special event organizers and events that have the potential to attract tourists to Pasco County. The 20202021 program cycle began on March 16.

As the program cycle begins, the FSC has changed both its pre- and post-event requirements — with the goal of helping applicants to meet requirements needed to obtain the maximum potential funding awarded by the Tourist Development Council. Here are the changes: • Applicants must attend a mandatory Marketing Matching Sponsorship Program Workshop on April 1. • Event host organizations must be previously established for a minimum of two years, with a proven track record of success. • Eligible events must be hosted between Oct. 1 and Sept. 30, 2021.

• Event attendees must be encouraged to use hotel rooms in Pasco County. • At least one hotel in Pasco County must be promoted on the event website. • Event Host Organizations must demonstrate that the event will directly contribute to the promotion of tourism and attraction of overnight visitors to Pasco County, which means they must have an event marketing plan that includes promotions done outside of Pasco County. Deadline for applications is June 30. For questions, call Experience Florida’s Sports Coast at (727) 847-8129, or email Consuelo Sanchez at cbsanchez@FLSportsCoast.com.

Callie is a sweetheart Callie is a calico kitten who loves her family and always likes playing with her toys. She is a sweetheart and loves to play with her two other cat siblings, Dottie and Chester, too. Callie is (mostly) obedient, and even likes wearing colorful dresses. The Gopher Tortoise Council has proclaimed April 10 as Gopher Tortoise Day, to raise awareness for this gentle, hard-shelled reptile, according to a news release. To learn more about Florida’s favorite tortoise, visit GopherTortoiseDayFl.com. There also are educational materials, activities, and a sample resolution your local government can adopt. For questions, contact the Gopher Tortoise Day coordinator at the Florida Fish and Wildlife Conservation Commission by emailing GTevents@MyFWC.com.
