AIM Our project is to adopt the eight quality management principles of the ISO International Standard 9000 Series to comply with our “Duty of Care” requirements which shall be made available to our associates, customers and clients in a format of their choosing to assist self development and growth based on fact and standards applicable to the work activity. OBJECTIVES 1. Design and build products that conform to European Qualification Framework Training and Education specifications, 2. Provide quality systems and services within the context of the strategy for Vocational Training 2011-2020 to business, education, the third sector and individuals, 3. Provide documents and devices to measure working time performance, fuel savings, efficiencies, safety, health and impact of training interventions, 4. Generate business and income. METHODOLOGY 1. Provide a flexible Vocational Education and Training (VET) Human Resource system based on the leaning outcomes approach, which is accessible to men, women and children. 2. Make available products and services that equip system users to achieve both key competency and specific vocational skills, 3. Provide easy access to high quality lifelong learning information, guidance and counselling services which form a coherent network of support which enable European citizens to take sound decisions and manage their learning and professional careers beyond traditional gender profiles, 4. Provide a flexible learning pathway and support which allows permeability between the different education and training subsystems (School education, VET, Higher education, Adult education), 5. Facilitate the implementation process to employees, employers, independent entrepreneurs and unemployed people in order to guide others to competency recognition and career development opportunities, 6. Create a “One point” of entry to the “Service Providers” quality management system for security, safety and control purposes, 7. Use the services of the United Kingdom Accreditation Service (UKAS) to verify quality of product and system support conforms International Quality Management System requirements, 8. Validation of competencies acquired in the workplace and validation of non-formal and informal learning shall require peer sign off and be claimed as Approved Prior Learning (APL) which shall be regulated by an appropriate awarding body. OUTPUT 1. Seek organisational certification of conformity to the principle requirements of the ISO International Standard 9000 Series as applied for. 2. Re-produce conformity product for internal use and external sales.

PRINCIPLE 1 – CUSTOMER FOCUS 1.1 National and European stakeholds (the customer) require the installation of the European Qualifications Framework (EQF) into educational establishments and workplaces to improve social inclusion, workforce mobility with the objective of improving efficiencies, reduce costs, improve National and personal security, and reducing Carbone emissions. 1.2 Therefore, the customer, (stakeholders) requires service providers to introduce EQF to their organisations and workforces in accordance with the following requirements; a) Quality assurance policies and procedures are required to underpin all levels of activity within the organisation of professional and personal development, b) Quality assurance should be an integral part of the internal management of education, training institutions and workplace provision, c) Quality assurance should include regular evaluation of, institutions, their programmes or their quality assurance systems shall be carried out by external monitoring bodies or agencies, d) External monitoring bodies or agencies carrying out quality assurance should be subject to regular review by bodies approved e) Quality assurance shall include context, input process and output dimensions, while giving the emphasis to outputs and learning outcomes, Quality assurance systems shall include the following elements, a) Clear and measurable objectives and standards; b) Guidelines for implementation, including stakeholder involvement; c) Appropriate resources; d) Consistent evaluation methods, associating self-assessment and external review; e) Feedback mechanisms and procedures for improvement; f) Widely accessible evaluation result; 1.3 Quality assurance systems at International, National and regional levels should be coordinated in order to ensure overview, coherence, synergy, and system wide analysis, 1.4 Quality assurance system shall be a cooperative process across education and training levels and systems involving stakeholders, within Member States across the Community, 1.5 Quality assurance orientation at Community level may provide reference points for evaluations and peer learning.

CUSTOMER DEFINITIONS 1. “Qualifications” means a formal outcome of an assessment and validation process which is obtained when a competent body determines that an individual has achieved learning outcomes to given standards; 2. “National Qualifications Systems” means all aspects of a Member States activity related to the recognition of learning and other mechanisms that link education and training to the labour market and civil society. This includes this includes the development and implementation of institutional arrangements and processes relating to quality assurance processes relating to quality assurance, assessment and award of qualifications. A National qualifications system may include a national qualifications framework; 3. “National Qualifications Framework” means an instrument for the classification of qualifications according to a set criteria for specialised levels o learning achieved, which aims to which aims to integrate and coordinate national qualifications subsystems and improve transparency, access and progression and quality qualifications in relationship to the labour market and civil society; 4. “Sector” means a grouping of professional activities on the basis of main economic functions, product, service or technology; 5. “International sectorial organisation” means an association of national organisations, including for example employers and professional bodies, which represent the interests of the national sectors; 6. “Learning outcomes” means a statement of what a learner knows, understands and is able to do on completion of the learning process, which are defined as knowledge, skills and competence; 7. “Knowledge” means the outcome of assimilation of information through learning. Knowledge is the body of facts, principles, theories and practices that is related to a field of work or study. In the context of the European Qualifications Framework, Knowledge is described as theoretical and/factual; 8. “Skills” means the ability to apply knowledge and use know-how to complete tasks and solve problems. In the context of the European Qualifications Framework, skills are described as cognitive (involving the use of logic, intuitive and creative thinking) or practical (involving manual dexterity and the use of methods, materials and instruments); 9. “Competence” means the proven ability to use knowledge, skills and personal, and social and/ methodological abilities, in work or study situations and in professional and personal development. In the context of the European Qualifications Framework, Competence is described in terms of responsibility and autonomy.

PRINCIPLE 2 – LEADERSHIP On approval of the Managing Director, The Director of Group Projects shall communicate roles and responsibilities via the “Service Providers Quality Manual” PRINCIPLE 3 – INVOLVEMENT OF PEOPLE People shall be encouraged, supported and developed at all levels to become involved. On completion of key competencies individuals shall be offered vocational development opportunities based on; a) The career choice of the individual, and b) The National Occupational Standard requirements and regulations that apply to the chosen career. PRINCIPLE 4 – PROCESS APPROACH This project is a person driven process. The process shall be defined and managed by the following documents; a) Service Providers Competency Matrix, b) The National Occupational Standard(s) applicable to the job, c) Working Time Performance Record, and d) Personal Development Plan. PRINCIPLE 5 – SYSTEM APPROACH TO MANAGEMENT The system approach to management aims to; a) Confirm competency at agreed levels of service requirements at National Levels, b) Provides opportunity for self or assisted development within a chosen field of work or study, c) Provides equal opportunity for men, women and children to access subject matter relating to business or occupational development, d) Allows individuals to select performance goals and expected remuneration from their work or study activities, e) Provides new opportunities for self and business. PRINCIPLE 6 – CONTINUAL IMPROVEMENT Our quality management system has been designed to allow feedback and input at every level. PRINCIPLE 8 – MUTUALLY BENEFICIAL SUPPLIER RELATIONSHIPS The EQF is applicable to all sectors and occupational roles.
