Message from the Executive Director Dear Members, After a year like no other, I hope you will join me in welcoming 2021 with optimism and a renewed sense of hope. You, our members, have displayed such resilience and professionalism throughout the pandemic that we dedicated this year’s Funds calendar to you. Find out how to get your own Celebrating Our Healthcare Heroes calendar on page 10.

After a year like no other, I hope you will join me in welcoming 2021 with optimism and a renewed sense of hope.

In his column, Dr. Dunn provides an update on COVID-19 vaccinations. We also include FAQs to provide answers to some of the most commonly asked questions about the vaccines. You will find this issue’s featured member profile on page 8. Yesenia Pena, a Patient Care Technician at NewYork-Presbyterian Allen Hospital, overcame her own battle with COVID-19 and went back to work as soon as she was able. We have included an update about changes to the Paid Family Leave benefit and, with tax season fast approaching, information on how to apply for the Earned Income Tax Credit (EITC). Our “Take Charge of Your Finances” online workshops are also back, with a new session on how to recover from a financial setback. And if you’re thinking of retiring, we remind you that you can request a pension estimate and apply for your pension online from the safety and comfort of your home. For those of you who are looking to advance your career in the healthcare industry, our Training and Employment Funds have expanded their online offerings to help you access the training you need. And with hopes that camps will be able to operate this coming summer, we include information about applying for the Child Care Funds’ Anne Shore Sleep-Away Camp Program. As always, we hope you enjoy this edition of For Your Benefit, and wish you a Happy New Year! Sincerely,

Mitra Behroozi Executive Director 1199SEIU Benefit and Pension Funds This issue of For Your Benefit contains important information about your rights under your benefit and pension plans and the Employee Retirement Income Security Act (ERISA), which you should read and retain for future reference. The National Benefit Fund believes it is a “grandfathered health plan” under the Patient Protection and Affordable Care Act (the “Affordable Care Act”). A grandfathered health plan can preserve certain basic health coverage that was already in effect when that law was enacted in 2010. Being a grandfathered health plan means that this plan may not include certain consumer protections of the Affordable Care Act that apply to other plans, for example, the requirement for an external review process for claims appeals. However, grandfathered health plans must comply with certain other consumer protections in the Affordable Care Act, for example, the elimination of lifetime limits on benefits. The Wage Class III plan is not a grandfathered health plan. Questions regarding which protections apply and which protections do not apply to a grandfathered health plan can be directed to the Plan Administrator at (646) 473-9200. You may also contact the Employee Benefits Security Administration, U.S. Department of Labor at (866) 444-3272 or www.dol.gov/agencies/ebsa/about-ebsa/ask-a-question/ask-ebsa. This website has a table summarizing which protections do and do not apply to grandfathered health plans.

Health Benefits

A Message from Dr. Van H. Dunn, Chief Medical Officer Dear Members, As this issue of For Your Benefit goes to press, the federal government has issued an Emergency Use Authorization (EUA) for a two-dose COVID-19 vaccination developed by Pfizer, with at least two more in line for review. As a result, right now there are tens of thousands of vaccine doses headed for New York City’s nursing home workers and residents, with doses for other healthcare workers soon to follow, all of whom can be among the first to receive an approved COVID-19 vaccine. As you know, healthcare workers are at increased risk of contracting the virus and unknowingly passing it on. We know it has been especially challenging to protect yourself and your family against illness as the flu season and the surge in the ongoing pandemic have collided, creating the potential for a “twindemic” that threatens to pressure our already-stressed healthcare system. So in the same way that I encourage you to get your flu shot every year, I encourage you to get the COVID-19 vaccine when it is available to you. However, we know many of you have questions about the COVID-19 vaccinations. To help you sort fact from fiction, we have created a COVID-19 vaccine FAQ that you can read on page 5, and view on our website, www.1199SEIUBenefits.org/vaccines, which addresses common concerns, like whether the vaccine can give you the virus (it can’t), whether you may experience side effects (you may) and whether you should continue to wear masks and social-distance after you are vaccinated (you should). We have heard from some of you that you are concerned about the safety of the vaccines because they were produced so quickly. The rapid development was due to improved efficiencies, such as combining phase 1 and phase 2 trials to assess safety and immune responses, and making major investments in manufacturing capacity to produce large numbers of vaccine doses as trials were still underway. But, like the flu shot, all vaccinations must go through extensive

4

www.1199SEIUBenefits.org

testing and clinical trials to prove their efficacy and safety before they are approved for use. Similarly, a vaccine issued under an EUA must undergo the same rigorous review. For its part, the U.S. Food and Drug Administration (FDA) is charged with determining whether the known and potential benefits of a COVID-19 vaccine outweigh its potential risks. But first, manufacturers submitting vaccines for approval must present safety data gathered from multiple-phased trials, including data on a sample of more than 3,000 vaccine recipients who are followed for at least one month after they complete the course of the vaccine to determine if they experience any side effects (the Pfizer trials had 30,000 participants). In addition, manufacturers must submit proof that they can ensure the quality and consistency of the vaccine approved for distribution. We know that COVID-19 affects different populations differently, with people of color suffering disproportionately high mortality rates due to the virus. In addition, the elderly and people with underlying health conditions such as obesity, diabetes and chronic respiratory disease are vulnerable to serious complications of the virus. Currently, the federal Advisory Committee on Immunization Practices proposes that the elderly and those with serious health conditions receive the vaccine after healthcare workers, nursing home workers and residents. The Union has been conducting Tele-Town Halls and your Benefit Funds are hosting webinars to answer your questions about the vaccine—and I am always here for you. And remember to visit our website, www.1199SEIUBenefits.org/vaccines, to find the latest information or to ask me a question directly. Be safe. Be well.

Health Benefits

Get the Facts on the COVID-19 Vaccines How does the COVID-19 vaccine approval process work? In the United States, vaccines must be approved by the U.S. Food and Drug Administration (FDA) before they can be used. The FDA bases its decision on data from clinical trials. The data is reviewed by independent experts, career scientists and physicians at the FDA who are not politically appointed and are experts in vaccine safety and effectiveness. The scientists look for unexpected side effects that the vaccine might have caused, which helps determine its safety. In general, the fewer and less severe the side effects are, the more the vaccine is considered safe. If the clinical trial data show enough evidence of efficacy and safety, the FDA will approve the vaccine and license it for use in the United States.

protein, your immune system will make the antibodies that fight COVID-19 and protect you from getting sick from this virus.

Do the COVID-19 vaccines have side effects? Some people will experience mild to moderate side effects, particularly after the second dose of a vaccine, that may include pain at the injection site, fever, fatigue, and aching muscles and joints for a day or two. Can I get COVID-19 after being vaccinated? It typically takes a few weeks for the body to build immunity after vaccination. That means it’s possible a person could be infected with the virus just before or just after vaccination and get sick. This is because the vaccine has not had enough time to provide protection.

COVID-19 vaccines were developed in record time, but are they safe? The messenger RNA (mRNA) vaccines produced by Pfizer and Moderna are faster to develop using new technology and they do not require vaccine manufacturers to produce protein or weakened pathogen for the vaccine. These mRNA vaccines are safe and no riskier than tried and tested ones, like the childhood measles vaccine.

If I already had COVID-19, do I need to get a vaccine? There is not enough information currently available to say if or for how long after infection someone is protected from getting COVID-19 again. Early evidence suggests natural immunity from COVID-19 may not last very long. Therefore, vaccination is still recommended.

Did clinical trials for the COVID-19 vaccines include those most affected by the virus, especially Black, Latinx and older people? Yes. While vaccines work the same in people of different races or ethnicities, it is important to make sure vaccines are tested in diverse population groups before they are released. The phase 3 clinical trials conducted by Pfizer and Moderna included participants from the population groups most at risk for COVID-19.

Will I still need to wear a mask and practice social distancing once I get a vaccine? Yes. The Pfizer and Moderna vaccines are 94 to 95 percent effective in protecting you from getting very sick with the virus, but it will not prevent you from spreading the virus to other people. Therefore, we will still need to wear masks and practice physical social distancing until a large proportion of the population is vaccinated and we are sure the vaccines provide long-term protection.

In Pfizer’s U.S. trial, 13.1 percent of participants were Hispanic or Latinx, 10.1 percent were Black and 5.5 percent were Asian American. About 45 percent of participants were between 56 and 85 years of age.

What does “herd immunity” mean? If a vaccine not only protects against disease but reduces transmission, and continues to do so for many years, we are likely to reach a state of herd immunity (or herd protection) when masks and social distancing will no longer be required. Herd protection is achieved when a sufficient proportion of the population is made non-infectious.

Moderna reported that 20 percent of participants identified as Hispanic or Latinx and 10 percent identified as Black or African American. Moderna also said that its trial included 23.3 percent of participants who were over the age of 65, as well as 16.7 percent of participants who had high-risk chronic diseases, such as diabetes, severe obesity and cardiac disease.

Can I get COVID-19 from the vaccines? No. The Pfizer and Moderna vaccines do not contain the virus. Instead, they contain instructions for your cells called “messenger RNA,” which tells your cells to make the COVID-19 spike protein. Once your cells make the spike

Can I mix and match COVID-19 vaccines? No. If you get a two-dose vaccine, your second dose must be from the same vaccine as the first dose. The Pfizer and Moderna vaccines require two doses to be maximally effective. The second dose of Pfizer’s vaccine is given 21 days after the first dose. The second dose of Moderna’s vaccine is given 28 days after the first dose. Since the vaccines differ in composition, storage and time between the two doses, people must take the same vaccine for both doses.

Nursing Home Workers Find Comfort in a Circle of Support Last spring, recognizing the toll that the ongoing COVID-19 pandemic was taking on nursing home workers, your Benefit Fund partnered with Harrisolutions, a personal growth and development organization, to develop a program that would help support your well-being. Specially designed with and for nursing home workers, the program—“Caring for Those Who Care for Others”—got off to a successful start this past summer, creating a space that helped reassure participants that someone cares about them. “So many nursing home workers feel left out, like they’re not considered essential frontline workers,” explained program founder Sandra Harris. “They experience trauma from the pandemic just by going to work, and with their profession in the spotlight, when they come home, they’re often viewed with apprehension because of the job they do.”

While those issues may have left nursing home workers feeling isolated, connecting with others who struggled with similar feelings provided some much-needed comfort and understanding. “Everyone supports each other here in a community that lets participants share their experiences and realize that they are not alone,” Sandra said. The twicemonthly online workshops, available in both English and Spanish, were held in a relaxed, supportive environment, and covered such topics as handling stress and having difficult conversations. After the initial success of the program, more sessions are being planned for 2021. To find out more, visit the Harrisolutions website, www.Harrisolutions.com, or call (646) 775-1308.

cancer go into remission, but she was concerned about the costs of continuing those treatments. The Funds put her fears to rest. “They said, don’t worry— they took care of my bills,” she recalled. “I was so worried about costs, but I didn’t pay a penny!” Now, her health benefits cover the yearly radiation treatments and medication she needs to help her remain in remission.

Since emigrating from Mexico to the Bronx 25 years ago,Yesenia Pena has always been a hard worker. In fact, for years she held two full-time jobs as a Nursing Assistant at both the Glen Island Center for Nursing and Rehabilitation in New Rochelle and NewYork-Presbyterian/Weill Cornell Medical Center in Manhattan—all while raising her three children, Camilla, Emily and Matthew. In 2015, she became a Patient Care Technician at NewYork-Presbyterian Allen Hospital. Before she began her new job,Yesenia recalled something her friends and coworkers had told her: “They said, ‘Don’t you dare leave your 1199SEIU benefits.’ That was good advice!”

Despite her own health concerns, Yesenia continued working during the COVID-19 pandemic. “You didn’t have time to cry some days,” she recalled. Yesenia contracted the virus herself, suffering from a fever, a severe cough, and a loss of taste and smell, and she even spent a day in the emergency room receiving supplemental oxygen. But she recovered and was soon back on the job, committed to helping her patients, including using her Spanish language skills to comfort those who didn’t speak English. “I’m so glad I was able to be there,” she said, “and help patients feel more comfortable by speaking to them in their language.”

Two years ago,Yesenia began to feel pain in the back of her neck, and an MRI revealed she had thyroid cancer. Radiation treatments helped her

diet—and substituting fish or chicken for pork. She’s also discovered a cucumberand-lime health shake she drinks twice a day to control her appetite, and she plans to see a nutritionist to learn more about making good food choices. To keep in shape,Yesenia follows an exercise routine that includes working out with 5-pound dumbbells and doing jumping jacks, in addition to walking 30 minutes each day. “Slowly, but surely, I’ve been losing weight,” she said. “I feel much more energetic and confident!” Now that her health has improved, Yesenia is looking forward to furthering her career and become a Registered Nurse. With help from her training benefits, she’s currently taking classes at Lehman College in preparation for enrolling in its nursing program. Before the New York City public school system closed, she also used her child-care benefits to cover expenses for an after-school homework club for her son, Matthew. Looking back on how her benefits have helped support her health, her career and her family,Yesenia is glad she listened to her friends’ advice years ago: “My 1199SEIU benefits really have been good to me. I’m so thankful for them!”

He knew he and his co-workers were essentially the only family some of them had, so he did his best to boost their spirits. Respect for the uniform: Commuting to and from work in his uniform, he was fortunate not to face the stigma many nursing home workers did. In fact, many people went out of their way to thank him for his work, which helped a lot on the tougher days.

TEF Programs Continue Online this Spring In response to the ongoing COVID-19 pandemic, the 1199SEIU Training and Employment Funds (TEF) are offering their foundational programs—English for Speakers of Other Languages (ESOL), High School Completion, Prep Academy, Spanish, Digital Literacy and Tutoring, and Citizenship (in partnership with the 1199SEIU Benefit and Pension Funds)—in remote learning formats in Spring 2021, to help protect members’ health and safety. TEF will continue to offer services for students seeking financial support, including tuition assistance, for programs leading to academic degrees and certificates. We want to make sure healthcare workers like you, who play such a vital role in this pandemic, have all the resources you need to upgrade your skills—especially at a foundational level, which is often the first step in career advancement.

We want to make sure

To help ensure the greatest possible participation in these programs, TEF surveyed all program students over the summer on their ability to access remote learning tools such as computers, tablets and smartphones; their familiarity with meeting platforms and apps; and their Internet access. In addition, TEF developed a Zoom Guide in multiple languages for students who had limited experience with technology and needed additional support to download the Zoom app on their devices. So far, more than 1,500 members have participated in 141 different classes via Zoom.

Marlon Small

Asistente de Enfermería Certificado Hopkins Center for Rehabilitation and Healthcare Miembro de 1199SEIU hace 14 años

B.

The Plans of the 1199SEIU Health Care Employees Pension Fund and the 1199SEIU Greater New York Pension Fund shall be amended to provide for the following Coronavirus Disease 2019 (“COVID-19”) Emergency Assistance Deferral: A Participant with a loan outstanding on or after March 27, 2020, and prior to December 31, 2020, who certifies that he/she is a “Qualified Individual” as defined under Section 2202 of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) or rules, regulations or guidance issued thereunder by virtue of having experienced a COVID-19-related hardship, may request that any payments due during the period starting on and including March 27, 2020, and ending on December 31, 2020 (the “Deferral Period”), be deferred for up to one year. The Plans may grant such request provided that the Participant certifies as to the Participant’s status as a Qualified Individual and executes any other documentation necessary to meet

the requirements of the Plans and applicable laws, rules and regulations. Interest on such loan (a “Deferred Loan”) shall continue to accrue on the outstanding amount of the loan during the Deferral Period and shall be incorporated into the outstanding principal of the Deferred Loan. The end date of the Deferral Period may be extended, the Payment Recommencement Date may be deferred to a later date, and/or the term of the loan may be extended if an applicable law or regulation provides that such action will not result in a violation by the Plan of Section 72(p) of the Code, ERISA or other applicable laws or regulations.

This summary only highlights the key changes made to the Funds’ Plans. Summaries of Material Modifications together with the Summary Plan Descriptions make up your official plan descriptions; please keep them together and refer to them as necessary. If you would like to review the Plan Document or have any questions, please contact the Funds’ Member Services Representatives at (646) 473-9200. The National Benefit Fund for Health and Human Service Employees believes it is a “grandfathered health plan” under the Patient Protection and Affordable Care Act (the “Affordable Care Act”). Questions regarding which protections apply and which protections do not apply to a grandfathered health plan can be directed to the Plan Administrator at (646) 4739200. You may also contact the Employee Benefits Security Administration, U.S. Department of Labor at (866) 444-3272 or www.dol.gov/agencies/ebsa/about-ebsa/ask-a-question/ ask-ebsa. This website has a table summarizing which protections do and do not apply to grandfathered health plans. The Funds’ plan sponsors reserve the right to amend or terminate the Funds, or any part of them, at any time.
