Face to Face with Paiboon Upatising Chief Executive of the Phuket Provincial Administration
As controller of Phuket’s local administrative budget Khun Paiboon is a very important and busy man. We caught up with him at a Chinese New Year marketing and media conference at the Royal City Hotel in Phuket Town. What are the main elements of your job?
Phuket’s local administrative budget is derived from VAT as well as taxes on hotel rooms and the like. This year it will total some 800 million Baht and my role is to supervise its ex- p e n d i t u r e

As such we are responsible for such things as promoting the island as a tourist destination; training and helping local people find employment; development and construction of infrastructure and supporting security, medical services, and education and so on. I am elected by the local people and am just about to complete my first four year term in this role and I will stand for re-election in May this year.

What are the main problems What are the promotional priand opportunities facing Phuket orities for Phuket’s budget? In-bound arrivals are moving away right now?
We have been successful in promoting Phuket as a discreet destination apart from the rest of Thailand and so many visitors are now coming here directly and bypassing problems of security, politics or flooding which have plagued other parts of Thailand and in particular Bangkok. We will see up to 6 million arrivals this year, but we need to smooth out the arrival pattern as they are concentrating too much in the peak high season right now, which causes problems like traffic congestion and environmental impact. We also want to move visitors all over the island, not just the obvious beach areas. Hence a lot of the events we will stage for Chinese New Year, Loy Krathong and the Vegetarian Festival etc will be in Phuket Town and other non-beach areas, in order to benefit Phuket residents from all parts of the island and expose visitors to the real lives and culture of Phuket’s people. We are addressing security issues through spreading CCTV camera distribution to increase protection of our peo-

What experience and qualifications do you bring to this very important role?
My first degree was in Engineering and then I obtained a Masters in Business Administration from the Frostburg University of Maryland. I worked in the private sector in management for many years and was Chairman of the Phuket Chamber of Commerce and the Rotary Club prior to becoming involved in government. Most importantly I think is that I am a local Phuket boy born and bred, with ancestors who moved here from Hokkien three generations ago. You could say that ‘Phuket is in my blood and so its best interests are close to my heart!’

ith a vast array of different beaches on Phuket’s coastline why stick to just the one nearest your hotel? Take a look here at the choices available.
Laem Singh Beach
Mai Khao Beach
North of the airport is a beach to really get away from it all. Mai Khao beach is very, very long, and very straight, so it misses the cozy feeling enjoyed by many of the other beaches on the island, but the sand and water here are just as stunning plus it’s almost empty! The place feels deserted even during high season when the beach umbrellas are five deep on Patong.
Nai Yang Beach
Just south of the airport is Nai Yang, a charming beach with a unique atmosphere all of its own. With just a scattering of hotels and bars to entertain the few that stay there, Nai Yang is as relaxed as they get. Ever dreamed of eating seafood right on the beach? This is your spot.
Layan Beach
This is a small and relatively unknown beach, nestled in a shallow bay at the northern end of Bang Tao. You get there by following the small road that winds right through the back holes of the Banyan Tree Golf Club. Layan Beach is more of a bay than a beach, and although very picturesque the water is quite shallow; great for families but if you fancy a real swim it’s not the place to go.
Bang Tao Beach
Bang Tao Beach has in recent years seen a lot of development with many 5-star luxury resorts in the area but the beach remains very pleasant. At certain times of the year swimming can be dangerous due to the strong tides. At the northern end of the beach the coral creates good opportunities for snorkeling.
Laem Singh Beach is small and very popular; it is located between Surin and Kamala. To reach the beach you need to walk down a short, rocky trail that is clearly signposted. If you are lucky and it’s not too crowded then Leam Sing Beach is absolutely stunning.
Kamala Beach
Kamala is a 3-kilometer long beach situated in the middle of Phuket’s west coast which has undergone recent developments to its main street, but the beach remains largely unchanged. Behind the beach lies a growing village with two distinct communities; Buddhists by the beach and Muslims further back at the foot of the encompassing mountain range.
Patong Beach
Nai Thon Beach
A little further south from Nai Yang is Nai Thon, possessing a similar feel to its big brother, Nai Thon has long been a favorite with the regular visitors to the island. This quiet bay nestled at the foot of high hills has a fine strip of sand and a handful of pleasant eateries are situated just off the beach. www.theguidephuket.com
Surin Beach
Surin Beach is located between Bang Tao and Kamala beach. It is one of most beautiful beaches on the island with fine white sand and emerald sea. The beach can have rather strong winds which make it ideal for windsurfing. A lot of popular resorts surround this beach.
The most famous beach on the island is the center of entertainment, restaurants, shopping and hotels. Patong is indeed a famous beach with beautiful soft sands and warm clear water. But right behind the beach is the hustle and bustle at the center of Phuket’s tourism business. Here the hotels, restaurants, entertainment and bar areas, street bazaars and shops are crammed in a colorful and lively mix that typifies a Thai tourist beach town.

Paradise Beach
Paradise Beach is a little beach just 5 minutes south of Patong. To get there follow a small cement road up to the hill through the jungle. It is a nice small beach with white, soft sand and large rocks flanking either side.
Karon Beach
Karon is another of the beautiful, west-coast beaches that have made Phuket famous. This beach is the first main stop south of Patong, and is separated from Patong by a large headland. A quick 10 minute drive connects the two.
Kata Beach
Kata is certainly one of the most beautiful of Phuket’s beaches; a half-moon crescent of white sand lining a bay cut deep between two green headlands. Crystal clear waters and soft coral offers excellent snorkeling and just outside the bay lies a small rounded island that seems to wave its coconut haircut to those on the beach.
Kata Noi Beach
Just south of Kata Beach is Kata Noi, a smaller beach with only a few hotels and little other development. The beach is superb for snorkeling as many fish inhabit the rocks and corals along the headland to the south.
Ao Sane beach is a small bay and is located to the north of Nai Harn beach. To get to this beach you need to go through The Royal Phuket Yacht Club. Ao Sane is a very small, rocky beach but it is peaceful.
Nai Harn Beach
Nai Harn is one of the more isolated beaches, nestled at the southern tip of the island in a bay defined by headlands and islets. The beach is backed by the green of Casuarina trees and coconut palms, acting as shade to the restaurants that now line the beach.
Yanui Beach
Yanui Beach is a small bay, 10 minutes north from Leam Phrom Thep. It offers kayaking and snorkeling with equipment hire, both off the beach itself and around the small island about 500 meters distant. The beach is not so long and the sand is beautifully soft and rarely crowded. It is also a favorite bathing and sunbathing location.
Ao Yon Beach
Ao Yon is another peaceful beach ideally suited for watching the sunset. It is located near Cape Panwa, 10km from Phuket Town. Although quiet with beautiful emerald sea this beach is not really suitable for bathing or relaxing as the bay is usually full of boats and yachts.

Danze Fantasy

et’s face it, the whole of Soi Bangla features the world of illusion and fantasy to one degree or another, so the fact that the world-famous Danze Fantasy has opened its show Genesis at the Rat-U-Thid end of the “Soi of dreams” is a bit like taking sand to the Sahara. The new theatre for the show is situated upstairs at the Bangla end of the newly-developed Promenade Shopping Plaza which runs in an L-shape from Soi Bangla emerging opposite to Jung Ceylon. The theater is set up in an intimate space with large group tables at which the audience sits in the auditorium, very close to the stage itself. The stage is large enough for the company’s eight dancers and sizeable machinery that is used in the magic acts and also features a full line up of musical instruments. The 80 minute show features Joe Labero who is a major super-star of magic and illusion. In 2009, he received the Illusionist of the Decade award at the Magic World Cup in Beijing, an honor which had also been given to David Copperfield in earlier years and possibly several Soi Bangla Lady Boys! Saint Valentine’s Day is traditionally a time for romance, flowers, candle-lit dinners and the whispering of sweet nothings into the shell-like ear of the object of your affections. But in Phuket there can be other distractions.

istory is unclear on whether any of The Beatles had journeyed to Thailand before they wrote their 1964 smash hit with its charmingly quaint lyrics…..“Money Can’t Buy Me Love.” Clearly the lyricist Paul McCartney had never had the pleasure of a wander down Soi Bangla around midnight on almost any evening. Had he of done so, he would have certainly witnessed plenty of filthy lucre being exchanged for love….or something that looks suspiciously like it, at all sorts of local entertainment venues. In fairness John Lennon did eventually come to his senses a few years later when he was quoted as saying, “Anyone who says that money can’t buy me love….isn’t shopping in the right places.” Possibly there’s some confusion between “love” and its close semantic and linguistic bedfellow, “lust” going on here in Phuket. But after a few of the local Chang beers….it’s a case of: “Will you stop nit picking? Look she just finds me irresistibly attractive, OK?” Traditionally Valentine’s Day honors a series of ‘Valentines’ who were in fact Christian martyrs. One Valentine in particular was secretly performing marriages at a time when the Roman Emperor Claudius II had enforced a law in which all young men were to remain single so that Claudius could improve the quality and size of his army. So, what a romantic he was…. forget L’Amour, let’s get on with the slaughter. There’s little doubt that ‘The Pearl of the Orient” holds abundant opportunities for Saint Valentine’s romance, whether on a short term, financial, basis, or featuring the more stable traditional manifestation of the phenomenon. While acolytes of the former may flock to Bangla and its fleshpots, the traditionalists can avail themselves of
wondrous beachside dinners, bathed in Prosecco and moon glow, in which to plight their devotions….if they can afford the tab that is. Local resort and up-market eateries are always quick to jump aboard any marketing bandwagon whenever one happens to trundle along and there are few better occasions for a male to lose his normal financial sanity than in pursuit of L’Amour. St Valentine’s is big business in Phuket…..no matter how long the commitment is going to last. Many a male has been so caught up in the romance of Phuket’s tropical island splendor, as to throw all caution to the monsoon winds and actually pop the question at said beachside dinner on February 14th. Beware….Phuket is one place where romance is certainly in the air …..as well as the beer….and the Prosecco. In all this perhaps Dorothy Parker’s wise observation is a pertinent last thought. Acerbic as ever, she remarked that the difference between sex for love and sex for money is that sex for love costs you a hell of a lot more! Happy Valentine’s.

he second in our regional Phuket features concentrates on the island’s southernmost promontory the “big toe” of Chalong-Rawai and Nai Harn that protrudes into the Andaman Sea pointing due south towards the Racha Islands and beyond to the Straits of Malacca. The Nai Harn Area in Detail
A quiet area at the southern end of Phuket, Nai Harn is one of the island’s most beautiful locations and most popular places with in-the-know locals. This tranquil place has only a few hotels including the The Royal Phuket Yacht Club
and is a favorite anchorage for boats during the high season. Great for swimming from November to April, however care should be take in the low season (May-October) when there can be strong undertows on occasion. The local restaurants just above the beach make a great place to relax with a sundowner.

Rawai Beach at weekends as it is popular with both Thais and expats. All year round the water is a comfortable 29°C. Flat lakelike crystal-clear water invites you for a dip November to May. From June to October on occasion there can be days where larger waves attract surfers and prevent swimming however these days are rare. You’re spoilt for choice when it comes to food at Nai Harn. You can order sandwiches, ice creams, cut fruit and a range of drinks that includes beer, soft drinks and juices directly from your sun-bed rental people, so you don’t even have to interrupt your tanning. There’s a wealth of choices at restaurants that line the top of the beach. Most are very reasonably priced and have menus that seem to go on forever. Chalong Bay in Detail
Chalong’s muddy east coast shoreline makes it unsuitable for swimming but it’s an ideal spot for yacht mooring and so Chalong is a center for intense boating activity. Early mornings and late afternoons are the busiest times, when diving and day trip groups are bundled on and off boats. The Ao Chalong Yacht Club, which organizes regular sailing races, makes its base here and its bar is a favorite spot for sailors to swap yarns and party. Chalong’s most noticeable feature is its 720-meter long, seven-meter wide jetty, which replaced the rickety old wooden pier in 2001. A parking area and a number of restaurants, shops, tourist information kiosks and open-air waiting areas have been built to serve the many visitors passing through. Coral Island (Koh Hae) Chalong is also close by nearby islands where many people enjoy taking day trips. One is Coral Island about four kilometers southeast of Phuket. This lovely island is

home to many hard corals (i.e. brain, boulder and table corals) and a rocky sea bed. It’s a good spot to view many interesting types of tropical marine life such as parrot fish, groupers and butterfly fish. Coral Island is quite small, only 800 meters from north to south, and about three kilometers from east to west. The island’s two beautiful white sandy beaches are ideal to relax on after swimming and snorkeling. Chalong is a favorite destination for yachtsman to drop their anchors. Within immediate walking distance of the pier, newcomers will see vari-
ous types of eating venues, big and small, old and new. The cuisine is not limited to only Thai and seafood but it covers good range of international tastes. Such places include Kan Eang@Pier, Tasanee Seafood, Captain Hook, The Lighthouse and the Anchor Bar.

Nowadays Rawai is a ‘working beach’ and a launching point for day boat excursions out to Phuket’s surrounding islands. Many long-tail boats are available for hire lining its shores, where you can arrange a trip to Coral Island, Koh Lone or Racha Island, or a fishing or snorkel
trip. The beach is also used as a mooring point for the many fishermen who live in the area. Rawai is home to the fivestar resorts, Evason and Mangosteen and quite a few of Phuket’s foreign expat population live in the area, lending a Bohemian and laid-back flavor to the way of life. Favorite haunts are Friendship Beach, towards Chalong, and Rawai’s beachfront bars including the iconic Nakita’s.

A visit to Phang Nga Bay on the east side of Phuket is the one big ‘musts’ for visitor to this region. Photos of this bay, with its mystical rock formations towering vertically out of green waters, are almost as well-known as Phuket itself. There are many tour options, with the many tourists taking one of the inexpensive bus-and-boat trips. By far the best way to see the beauty of this bay and avoid mass tourism is to take one of the boat trips that depart from Phuket Island itself.
James Bond Island
This strange but overrated rock was featured in the James Bond film The Man with the Golden Gun and has never had a quiet day since. The mass of tourists who take the standard bus-and-boat tours to Phang Nga Bay are all deposited on this island where they are besieged by trinket vendors. The day boat tours generally just pass by this islet, giving tourists only the quick glimpse that it deserves, so that they can spend their time amongst the more spectacular parts of the bay.
Sea Gypsy Village (Koh Pannyi)
This village balancing on stakes out in the bay is also a
part of the standard bus-andboat tour of Phang Nga. At lunch up to 3,000 tourists are all deposited here to eat and shop. Indeed, the village is fascinating, but again it’s best if you can take a boat tour that avoids the midday crowds. And just for the record, there are no ‘Sea Gypsies’ in this misnamed village. The people here are all in fact Muslim fishermen.
Island Getaways
Getting to some of the many little resorts on remote islands in this region is not so easy. But for those who succeed, that is half the fun. The other reward is finding remote places with few other people. There are bungalow resorts on Phi Phi, Koh Mai Thon (upmarket) Koh Racha, Koh Yao Noi, Koh Naka Yai and along the Krabi Coast.

Facing Phuket from the east side of Phang Nga Bay this region of soaring rock walls and stunningly beautiful beaches is now famous as a destination in its own right. Those who have time are strongly recommended to make a visit here, either by driving a rented car, or by taking a ferry from Phuket Town pier. The car trip takes one through attractive rural countryside with rice fields, rubber and palm oil plantations nestled amongst towering rock cliffs and mountains. The famous portion of Krabi is a peninsula that is entirely isolated by sheer cliffs and can only be reached by boat.

Sea Canoeing
With reason, this is now one of the most popular day tours out of Phuket. There is no better way to appreciate the inner world of strange geographic formations, plant and animal life of Phang Nga Bay than to be paddled quietly through its caves and lagoons in sea canoes. This is a more satisfying tour of Phang Nga than the junkets to James Bond Island.
Phi Phi Island
This pair of islands 40 kilometers southeast of Phuket is justifiably famous for the spectacular rock walls rising from crystal seas and the stunning scenic beauty of its beaches and coves. Unfortunately, mass tourism has now found these islands, with hundreds of trippers being deposited here every day. But even this cannot destroy the overwhelming beauty of the place, and Phi Phi is still worth a visit. There are many small bungalow resorts here and it is undoubtedly best to stay overnight. Reports of sightings of weird flying entities over the Kathu Waterfall region of Phuket were at first thought to be the exaggerated ramblings of inebriated revelers returning from late nigh adventures in the Soi Bangla party zone. But closer investigation by our intrepid reporter has uncovered a radical new aerial adventure which you will definitely want to try!

anuman is of course the rather naughty and rambunctious Monkey God from the epic Hindu story the Ramayana which is enacted in mythical song and dance as the Ramakien in Thailand. The Hanuman character who liked to fly though the mythical historical forests has been cleverly incorporated into the branding of Phuket’s newest air-borne adventure park named “Flying Hanuman” which is situated on a deeply forested hillside above Soi 6 off of the famous Soi Namtok Kathu….the “waterfall road” in Kathu. What can you expect when you pay a visit to the Flying Hanuman? You drive onto a steep hillside car park set within the native trees of the area. You are then greeted by your guide who will take you through the dare-devil aerial rides, but first you are shown a safety video and taken through all the zip lines and modes of attachment and safety mechanisms that will allow you to impersonate an air-borne Simian from an earlier stage of our human evolution. A huge stage houses the twelve piece Thai-Philippine band who from 10 pm each evening light up the night with their Latino, Reggae and Salsa-Jazz musical pyrotechnics. There’s also a chill out area with a large screen showing all the latest sport and music action. You can even have a late night meal upstairs listening to the band and there are a broad selection of pub-style nibbles and lite bites served at the many tables. Thai massage schools aren’t that plentiful on Phuket. These places offer skilled therapists (you can tell as they all wear a uniform) who probably trained at Wat Po, the premier massage school in Bangkok, and these guys can deal with specific injuries and other health complaints. However, it is generally a good idea to point out particular problems to focus on before you begin.
Focus your mind
Day spas can usually be found near the beach or in the mountains. Many focus on health massages, which are often combined with steam or herbal compresses and other health treatments. Here you will be expected to take your massage treatment very seriously – frivolity not encouraged. If you aren’t looking for health benefits so much as pure and utter indulgence then head to a resort spa.

A step up from beach massage is to visit the small massage shops found on every street. These usually specialize in reflexology, easily recognized from the foot diagram prominently displayed outside. Inside they range in ambiance from fluorescent lights and plastic furniture to Thai silk furnishings and trickling water features. But they all have comfortable recliners for foot massages and softly spoken massage therapists. What you get here is usually a ‘by rote’ experience. Spas found in resorts offer the ultimate in luxurious extravagance. Many offer packages of five hours or longer and leave you in a state of tranquility. Long one of Thailand’s most famous products, silk weaving is still one of the major crafts in many rural areas. The variety of materials available in Phuket is wide and varies both in design, from the traditional to modern to plain colors, and quality; 2-ply is thin and light, 3-ply or more becomes heavier and more expensive. Tailors, jewelry and souvenir shops in all areas carry silk. Many shops will tailor modern dresses or shorts from silk at a fraction of the price you would pay back home.

Most of this comes from the craft centers of Chiang Mai and again Thai skills show through in a great variety of items that can be both novel and creative or entirely traditional. Buddha images are one of the standards, but you can find figurines of all kinds and many other offbeat items for home decoration. The Great Rubber Duck Race 2012

he Phuket Community Foundation has twice held its annual Race Day, which includes the Great Rubber Duck Race. Each time has been a great success, mixing fun and fundraising, and allowing the PCF to help many individuals, schools and communities around Phuket. This year 2012, race Day and the Great Rubber Duck Race will be held on the 5th of February in and around the Latitude marquee at Laguna Phuket (opposite Canal Village). Families and their and friends are sure to have more fun than ever before! There will be many great activities such as our famous Dragon Boat Race, Cardboard Box Race for kids, DJ’s, Battle of the Young Bands, BIS Buddy’s activities for young kids, plus Bouncy Castle and Trampoline. This year’s event will start at midday and run through until late afternoon, so go early to have lunch as well. Delicious foods and drinks will be served during the day for all. And then enjoy all the activities for all the family. At the climax, we will launch thousand of rubber ducks on the Laguna canal. The first few ducks to reach the finish line will win amazing prizes for their “owners”!

Transport on the Island
H
ow much of Phuket have you actually seen? Wouldn’t you like to explore some more? Well, here we list some of your options for getting around the island’s highways and byways.
To and from the airport
Airport transfers are relatively simple. The airport is at the far north of the island, some 30 kilometers from Phuket Town and even further from most of the popular beaches like Patong and Karon. It is best to use one of the two official transport companies with booths right inside the arrival lounge, you can’t miss them. Private Airport Limousines or minibuses are available to get to the major beaches at the south or west of the island. Metered taxis are also available and are cheaper than the airport limousines, as are ‘private’ taxis but we suggest you avoid these since problems have been known to occur. The Airport Bus is a cheaper alternative as long as you are not in a rush. Ask at the airport for their current departure schedules and pricing. Car rental is available and companies, such as Budget and National have offices located in the airport.

A multitude of airlines now run scheduled flights to and from Phuket and during high season chartered flights are also available. Budget airlines such as Air Asia, Nok Air and One-2-Go Air all run convenient and economical flights to other provinces throughout Thailand.
Song-taews
There are few buses on Phuket and the main form of transport from beach to town is the ‘song taew’; a truck www.theguidephuket.com
converted to carry passengers in the back on two long benches. They are usually colorful with a sign on front showing where they are going. These vehicles leave from a set stop by the fresh produce market in Phuket Town, reaching every major beach area on the island. They run approximately every hour but there are no fixed schedules, and they run when there are sufficient passengers. When leaving the beach areas to head back to town they usually cruise slowly around the streets picking up passengers. Song-taews are slow but cheap with the fare from Phuket town to Patong now set at just 25 THB per person!
‘Tuk-Tuks’
If you want your own private taxi, look for a tuk tuk, a tiny mini-truck converted in the manner of the bigger songtaews mentioned above to carry about four (or more!) passengers. The tuk-tuk gets its name from the noise its little engine makes. There are fleets of these in all major tourist areas and they will take you anywhere for a price. The going rate for the relatively short ride between Patong and Phuket town can be as much as 450 THB, one way! You can attempt to bargain but don’t expect much movement on their prices and be aware that at night the price of tuk-tuks shoots up. You can also rent one of these tuktuks for the day. Expect to pay around 2,000 THB or more. This can be a good way to get about the island if you prefer not to drive yourself.
Motorcycle Taxis
These will be a new experience for many people and are a convenient, yet nerve wracking, way to get around. All fares must be negotiated before the ride.
These taxi motor cycle drivers are easily identified by their special colored jackets showing the location of their home base. Many have the word ‘taxi’ written in English on this jacket. Do not take a taxi from anyone who is not wearing one of these jackets.
Renting a Motorcycle
Motorcycles, big and small, can be rented all over the island and are a popular choice for many tourists. Zipping around with the breeze in your hair is tempting for anyone but do be careful, the hospitals here see a never-ending stream of foreigners arriving with skin missing from arms and legs, or sometimes worse. The accident rate on Phuket is one of the highest in Thailand, with 90% of road accidents involving motorcycles! Note that Thai law requires the driver to carry a valid license at all times and all riders to wear helmets – even though most Thais (including the police!) ignore the regulations. Also motor cycle lights must be turned on at all times, including during the daytime! The police occasionally enforce all these laws, so beware. The real danger in Phuket is this: NONE of the motorcycles rented here have insurance. If you rent one and cause damage you will be held fully responsible, with some greedy owners charging significantly more than the real cost of the damage. Be extremely cautious!
Renting Your Own Car
Since Phuket is quite a large island, renting your own car can be one of the most pleasant ways to get around and it gives you freedom to go where and when you want. Renting is easy; private rental cars are readily found in every beach area and major rental companies operate in most resorts. When renting private vehicles from the side of the road be aware that few of these vehicles have insurance and this can prove disastrous in the event of an accident. Regional Buses
The long distance bus station is in Phuket Town is directly across from the Royal City Hotel. From here both air-con tour buses and cheap, ‘orange crush’ buses leave for destinations north, south and east. There are regular services to Bangkok, Krabi, Surat Thani, Nakorn Srithammarat, Trang, Haad Yai and other minor provincial capitals. Most of the tour buses to Bangkok leave around 5pm arriving in Bangkok about 6am the following morning. Tickets can be purchased either at the bus station or through travel agents.
Transport by Boat
Regular ferry boat services from Phuket run only to the Phi Phi Islands, Koh Yao Noi and Krabi. There are unscheduled boats to Koh Bon, Racha Yai and Koh Yao Yai. You can get to Koh Lanta by changing boats at Koh Phi Phi. Most people get to the other smaller
islands by renting their own speed boats or even by chartering yachts. Whatever your chosen mode of trans-
