V&G Saves Project Owner Plenty Of Green On ‘Western Loop’

A

ny time you can save a project owner several million dollars and reduce your own costs as well, that’s a pretty good day at the office — and on the job — in this case, a 1.7-mile “Western Loop” section of freeway going up around Greensboro, NC, where “green” was saved in more ways than one.

After Vecellio & Grogan was contracted to build a section of the six-lane freeway, management began brainstorming for value engineering concepts that could be applied to the design.

“We ultimately zeroed in on a section of structural steel bridge girders, said Matt Farley, V.P. Structures. “We saw an opportunity to lower the project’s material costs and made a presentation to the state.”

The pitch was perfect: why not square up the supporting piers for one of the bridges going over an angled road? The repositioned piers would still allow the necessary roadway width below, while accommodating the use of shorter -- and less costly -- pre-stressed concrete girders for that section of the bridge.

State DOT officials consulted with the engineering firm, who agreed and incorporated Vecellio & Grogan’s concept into the design. The win-win solution not only saved taxpayers more than $1 million, it allowed V&G to realize cost savings as well.

Another substantial sum was saved because of V&G’s efficient construction plan, which allowed a much lower contract price to begin with. The key was its experience in environmentally sensitive areas;

the Western Loop requires about 5,500 ft. of temporary work platforms to protect surrounding wetlands during construction.

“We bid the freeway work per the design, just like the other contractors,” Farley said. “However, since we didn’t need the full 7,700 ft. of work platforms allowed by the specs, we developed a construction plan that considerably shortened those lengths.

This reduced environmental impact even further and lowered costs at the same time.

We were able to win the contract and pass along the savings.”

This type of cost-efficiency is a Vecellio & Grogan staple regardless of project size, and to date none have been larger. Started in 2013 with a completion date of fall 2017, the Western Loop represents the largest contract in V&G’s history at $122.8 million. The work is part of a mostly complete 40-mile urban loop that will be finished in the early 2020s under the proposed designation I-785/I-840.

The bulk of Vecellio & Grogan’s contract involves structure work, including nearly 12,000 feet of bridges, but several large subcontracts are also involved.

Sharpe Bros., a division of V&G that provides grading, utilities and asphalt paving for the Greensboro area, will lay the roadway asphalt base, which will stabilize the concrete surface layer to be put down by subcontractor Ballenger Paving.

Sharpe will also handle asphalt paving for road tie-ins. Earthwork is being performed by Thomas Stanley Grading & Hauling. The project will include Information Technology Systems (ITS), including real-time message signs reflecting current traffic conditions ahead and other driver alerts.

Whether a project involves public funds like the Western Loop or is a private-sector job, such as commercial or industrial site preparation, Vecellio & Grogan’s decades of real-world experience and value-engineered solutions can reduce construction costs and boost project efficiency, creating the best possible outcome for all parties.

2014 Service Awards Phillip Branson — 40 Years Equipment Operator Ranger construction

Phillip Branson was hired in the 1970s by PJ Constructors, a South Florida company with a number of ownership changes involving Pan American Construction, APAC and Oldcastle, until becoming part of Ranger Construction in 2007. Over the years, Phillip has operated a variety of heavy equipment, from excavators to dozers.

Phillip is dedicated and will do whatever he can to assist the company. As a hardworking and dependable team member, his skills as an Equipment Operator have contributed to the successful completion of the recent I-595 and many other projects, both large and small, in South Florida.

Rick Fowler — 40 Years Estimator Ranger Construction

Rick Fowler’s career in the construction industry began on a paving crew in West Virginia in the 1970s for Black Rock Contracting, acquired by Vecellio & Grogan in 1973. Rick completed college in 1977 and began training to become a Paving Superintendent; after only three months he was managing his own crew.

In 1980, Rick was promoted to Estimator in the Parkersburg area and in 1981 was transferred to Candor, NC, to assist with the establishment of a new venture. Upon completion of the projects in North Carolina, Rick was transferred to South Florida in 1982 where he became an employee of PAVEX Corporation, which later became part of Ranger Construction.

Rick’s knowledge of the asphalt industry and estimating systems allowed him to play a key role in developing the computerized estimating system used by the Vecellio companies throughout the 1980s and ’90s.

He has also been a vital part of substantial upgrades made to the estimating software in more recent years.

Scott Fowler — 30 Years Vice President Ranger construction

Scott Fowler was hired in 1984 as an Estimator Trainee at PAVEX Corporation, which later became part of Ranger Construction. He worked primarily in Estimating, but also helped as a Grading Foreman and Asphalt Foreman.

With his all-around knowledge, Scott was promoted to Assistant Area Manger in the early 1990s, then to a Grading Manger in 1994. Due to his dedication, hard work and ability to excel in the industry, Scott was promoted to Branch Manager of the Bartow, FL, operations in 1995. After additional acquisitions a few years later, Scott was transferred to the newly created Winter Garden office where he helped the operation grow as part of Ranger’s central Florida territory.

In 2000 Scott was promoted to Chief Estimator and in 2012, to Vice President of Operations for Ranger’s Central Division, where his commitment, knowledge and expertise continue to be an instrumental part of Ranger’s success.

Eyon Gordon — 30 Years Project Foreman Ranger Construction

Eyon Gordon has been an employee of Ranger Construction since 1984. He began his career as a Laborer but quickly demonstrated a natural ability to operate heavy equipment machinery. He learned to operate a wide range of equipment and in 1987 was promoted to Grader Operator.

With his knowledge and leadership abilities, Eyon he was promoted to Foreman Trainee in 2000 and advanced to Project Foreman in 2002.

Eyon is a dependable team member known for treating others with respect. His dedication, technical understanding and ability to perform well on the job have been key factors in the successful completion of many DOT projects over the years.

johnNy Hughes — 30 Years Asphalt Plant Manager Ranger constructioN

Johnny Hughes was hired by Ranger Construction in 1984 as a Dozer/ Loader Operator at a shell pit operation. He became Pit Foreman in 1986 due to his strong work ethic and “take charge” attitude.

After the shell pit closed, Johnny led a concrete curbing crew until 1990, when he was promoted to Crusher Superintendent for Ranger’s portable asphalt recycling unit.

After the crushing operations were shifted to White Rock Quarries in 1994, Johnny was made Asphalt Plant Foreman of the newly acquired Grant, FL, plant. With his growing knowledge, dedication, hard work and leadership, in 2004 Johnny was promoted to Plant Manager of both the Grant, and Ft. Pierce plants.

His leadership role was expanded in 2010 to also manage Ranger’s plants in Pompano and Miami. Johnny’s knowledge of plant operations, dedication and willingness to accept new challenges have played a vital role in organizing and standardizing Ranger’s plants and ensuring they operate at peak levels.

Paul Whyte — 30 Years Loader Operator Ranger constructioN

Paul Whyte was hired

by Ranger Construction in 1984. Although he started as a Laborer, he was soon operating a variety of heavy equipment, from rollers to box tractors.

Paul’s skills operating a front-end loader eventually earned him a promotion to Loader Operator at the West Palm Beach asphalt plant, where his dependability and productivity play an important role.

Paul not only provides the bins with raw materials, he keeps the plant’s material inventory in order. He also assists with plant maintenance.

His knowledge, experience and dedication have made him a valued member of the asphalt plant team.

2014 Service Awards Joachin Benoit — 20 Years Asphalt Plant Maintenance Ranger Construction Joachin Benoit was hired in 1994 as a Plant Laborer/Oiler by PAVEX Corporation, a Vecellio company which later became part of Ranger Construction.

A valued member of the Pompano asphalt plant, Joachin is known for his great attitude, hard work and dependability. As a Groundman doing asphalt plant maintenance, he helps ensure a clean and safe environment around the plant.

Michel Exantus — 21 Years Equipment Operator Ranger Construction

Michel Exantus was

originally hired in 1993 as a Laborer for a Miami company that, after a series of ownership changes involving APAC and Oldcastle, eventually became part of Ranger Construction.

Over the years, Michel learned to operate a drum roller and worked on many grading projects throughout South Florida.

Most recently he worked on an extensive I-595 expansion job, where Ranger heavily relied upon his consistent performance and dependability as an Equipment Operator.

Michel is known for his hard work and loyalty, in addition to his equipment skill.

Armando Fernandez – 20 Yrs Equipment Operator Ranger Construction Armando Fernandez began his construction career in 1994 with a Miami company that, after a series of ownership changes involving APAC and Oldcastle, later became part of Ranger Construction. Over the years, Armando has operated 4

a variety of heavy equipment, from the Gradall and excavators to finish dozer.

Armando’s talents operating heavy equipment have contributed to the successful completion of a wide variety of projects. He is known as a hard working and dedicated Equipment Operator who will do whatever he can to assist the company.

Ezell “Tank” German – 20 Yrs Asphalt Foreman Ranger Construction Ezell German, better known as “Tank,” began his career with Ranger Construction in 1994 as an Asphalt Raker/Screed Operator. He was known as one of the “best around.”

Tank’s hard work, dedication and ability to work with a focus on both safety and quality led to his promotion to a lead crew member in 2003, then to Asphalt Foreman in 2006.

Over the years, Tank has contributed to the successful completion of a wide variety of paving projects. His asphalt knowledge and work ethic have earned him the respect of his peers and management.

Ruben Gomez — 20 Years Off-Road Haul Truck Driver White Rock Quarries Like his father before him, Ruben Gomez has made a career of driving haul trucks, with more than 50 years of total experience to his credit.

For the past 20 years, Ruben has driven Euclid, Terex and Caterpillar off-road haul trucks for White Rock Quarries.

Ruben’s service demonstrates the qualities that have made White Rock Quarries a model for the mining industry. He operates his truck with safety as his first concern, ensuring his equipment is safe to operate and that his driving skills keep himself and fellow workers accident-free each day.

White Rock’s success has been driven

by Ruben and other like-minded drivers who have trained and worked with him, skillfully operating their trucks to help keep White Rock as one of the nation’s top producers of aggregate products.

Michael Hilderbrandt – 20 Yrs Dump Truck Driver Ranger Construction Michael Hilderbrandt began his career with Ranger Construction in 1994.

He quickly proved himself, working as a Dump Truck Driver and Lowboy Driver to transport materials and heavy equipment to the company’s various construction projects. In 2006 he become a Lead Driver.

In his two decades with Ranger Construction, Michael’s hard work, dependability and ability to safely transport heavy equipment made him a solid contributor to the Transportation Department.

Varnel Johnson — 21 Years Equipment Operator Ranger Construction Varnel Johnson came to us with many years of heavy machinery operating experience through the acquisition of a Miami company that, after a series of ownership changes involving APAC and Oldcastle, eventually became part of Ranger Construction. Over the years, Ranger has relied on Varnel, not only because of his talent on heavy equipment, but also because of his pipe and carpentry skills. Varnel is known as a dependable Equipment Operator who is not afraid to tackle any job assigned to him.

Karl Jones — 21 Years Traffic Control Specialist Ranger Construction Karl Jones was originally hired by PJ Constructors, a small quality oriented business that, over the years underwent a series of ownership changes involving Pan American Construction, APAC and Oldcastle, until becoming part of Ranger Construction in 2007.

Karl has proved to be an asset to our construction team. He is known as a reliable and hardworking team member who can be trusted to finish the job correctly

with little supervision or direction. He has a good work ethic, also contributing his skill at operating a loader. Being MOT certified as a Traffic Control Specialist has made Karl a key member of his crew.

Vixon Louis — 20 Years Equipment Operator Ranger Construction Vixon Louis was hired in 1994 as a Laborer for a Miami company that, after a series of ownership changes involving APAC and Oldcastle, eventually became part of Ranger Construction. Over the years, Vixon learned to operate various heavy equipment and later, as part of the Ranger family, he proved to be one of Ranger’s top Grade Checkers.

Vixon is a hardworking Equipment Operator known for his strong work ethic and dependability, attributes his team members and management have come to rely upon.

Gary Mauger — 20 Years Equipment Operator Ranger Construction Gary Mauger began his career with Ranger Construction as a Paver Operator in 1994.

Throughout the years he has proven to be an exceptional asset to the paving department.

Gary’s technical expertise and practical know-how make him a valuable contributor to the team, able to complete projects properly with an eye toward high quality results.

He has a good attitude, is very responsible and dependable, and is known for his hard work and dedication.

Rolando Mirando — 21 Years Equipment Operator Ranger Construction Rolando Miranda began his paving career with a Miami-based company that, after a series of ownership changes involving APAC and Oldcastle, became part of Ranger Construction in 2007. As part of the team, Rolando has

continued operating a roller for Ranger’s paving operations in South Florida.

Rolando is a versatile employee with a wide range of asphalt paving skills and can operate and drive various heavy equipment.

He is known for his ability to work well with the team, being reliable and having a “can-do” attitude.

Lazaro Obando — 21 Years Equipment Operator Ranger Construction Lazaro Obando joined the Group with the acquisition of a Miami-based company that, after a series of ownership changes involving APAC and Oldcastle, became part of Ranger Construction.

At Ranger, Lazaro has proven to be a very accomplished paving crew member.

His operating skills include the lute, roller, paver, screed, as well as being able to drive the distributor/tack truck. Lazaro’s support of the paving operations and “keen eye” for detail make him a key contributor.

Kenny Orange — 20 Years Lead Person In Charge Vecenergy / SFPS Kenny Orange has been providing skilled dock services since 1994 when he joined Cliff Berry Inc., which now operates as South Florida Petroleum Services since becoming part of Vecenergy, the Vecellio Group’s energy division, in 2005.

Kenny’s many years of experience and knowledge of dock operations earned him the role of Lead Person In Charge. He has taken charge of SFPS’ safe and efficient offloading operations at the Port of Palm Beach and has done an excellent job leading his team.

He takes pride in his work and takes very seriously his responsibility for the safe transfer of petroleum products from the vessels to the terminals and other storage units. He is very reliable and consistently produces high-quality work.

Kenny’s years of dedication, knowledge and leadership skills continue to make him a valuable member of the Vecenergy team.

Tony Reyes — 20 Years Quality Control / Load-Out Supervisor White Rock Quarries Building upon more than a decade of prior laboratory experience, Tony Reyes immersed himself in the White Rock production procedures when he joined the company in 1994.

Tony also took on more responsibility, overseeing the crusher parts inventory and assisting in the supervision of the load-out operation. In 2001, Tony became the Quality Control / Load-Out Supervisor.

Tony takes pride that the White Rock laboratory has passed every CMEC audit, has been designated as a certified aggregate laboratory every year since 2001, and that each of his technicians has attained certification as an American Concrete Institute Aggregate Testing Technician.

White Rock customers can be assured of quality material under Tony’s vigilant quality control testing. Under his leadership, the lab has consistently met or exceeded Florida DOT’s review of test results.

Further, Tony’s inventory control program ensures the plant has the crushing components needed to keep it running at peak efficiency. The aggregates and screenings are provided to customers through the efficient and accurate load-out crews operating under Tony’s supervision.

Christine Ross — 20 Years Equipment Operator Ranger Construction Christine Ross began her career as a Dump Truck Driver in 1994.

Based on her hard work and ability to learn new tasks, she was promoted to Materials Handler unloading aggregates at Ranger’s Ft. Pierce rail site in 2004.

In 2010, Christine was promoted to Loader Operator at the Ft. Pierce asphalt plant. She has continued showing her ability to focus on what needs to be done, recently learning how to operate various aspects of the plant, as well.

Christine’s strong work ethic and ability to perform multiple tasks have made her a valuable asset to the Ranger team.

2014 Service Awards Pete Scholer — 20 Years Operations Manager Ranger Construction Pete Scholer began his career with Ranger Construction in 1994 as a Finish Grader Operator and within a year was promoted to Job Foreman.

His attention to detail and exceptional performance earned him another promotion less than three years later to Project Manager.

Over the years, as his range of skills and expertise grew, Pete has been able to lead the Ranger team through the successful completion of more than half a billion dollars of road improvement work in central and southeast Florida, fulfilling key roles such as Project Manager, Area Manager and Operations Manager.

Pete is well-respected in the industry as a knowledgeable and capable road construction manager. His leadership and expertise have made him an integral part of the Ranger team.

Francisco Torres — 20 Yrs Grading FOREMAN Vecellio & Grogan Francisco “Cisco” Javier Torres began his employment with Vecellio & Grogan in the early 1990s as a Laborer and Roller Operator on an I-40 project in WinstonSalem, NC. When that job was completed, Cisco traveled with the company to various construction projects throughout the mid-Atlantic states. These projects were located in Norton, VA; Pageland, SC; Linville, NC; and Wilkes County, NC. In 2001, Cisco was promoted to Grading Foreman. His first supervisory job was in Richmond, VA. After that project, he moved on to Wake County, NC; Greensboro, NC; Raleigh County, WV and then various small projects for Vecellio & Grogan. Over the years, Cisco has also worked for Sharpe Brothers, a division of V&G in 6

Greensboro, NC. Most recently Cisco has worked on a large site development project for Ridgeview High School in Clintwood, VA. Cisco has proven himself a team player willing to travel with the company no matter where the work is located, performing his work in a professional, efficient and safe manner. During his years, he has maintained the respect and friendship of his supervisors and senior management.

Jose Treminio — 21 Years Asphalt FOREMAN Ranger Construction Jose Treminio began his paving career in 1993 with a Miami company that, after a series of ownership changes involving APAC and Oldcastle, eventually became part of Ranger Construction. By that time, Jose had advanced to a lead role.

At Ranger, Jose’s contributions have been especially appreciated. He became a Foreman and has excelled, supervising Miami-area crews on a variety of paving projects, both large and small.

Jose’s positive attitude and leadership skills were evident in his contribution to the successful completion of massive I-595 and Fort Lauderdale International Airport improvement projects, where he guided his crew through many challenging operations.

Jose’s paving knowledge, technical capabilities, dedication and strong work ethic have made him a valuable asset to the company.

Michelle Tucker — 20 Years I.T. Support Manager Vecellio Management Svcs Michelle Tucker was hired by Vecellio & Grogan in 1994 for the Accounting Department.

She transferred to the Information Technology Department in 1999, tapping into her accounting knowledge to assist the company with the implementation of accounting software systems.

In 2004, Michelle transferred to Vecellio Management Services, the corporate level of the Vecellio Group, although she

remained in V&G’s Beckley, WV, office.

Over the years, Michelle has performed various roles within the IT Department to include Software Specialist, Systems Analyst and her current position of IT Support Manager.

Her exceptional efforts and dedication have allowed her to progress into a key team leader. Michelle has been instrumental in improving the business processes of the Vecellio companies, staying current on the latest technologies while drawing on her range of office skills.

Armando Valdes — 20 Years Welder White Rock Quarries It takes a special skill for a welder to build up the surface of crusher hammers to just the right thickness in order to efficiently crush the highgrade aggregates mined in South Florida.

Armando Valdes has demonstrated this skill over the last 20 years since joining White Rock Quarries in the 1990s. He also has excelled at fabricating hammers that are well-balanced to maximize production. Armando takes great pride in his work, helping White Rock maintain its high standards.

Dan Walker — 20 Years Asphalt Plant Manager Ranger Construction Dan Walker began his career in 1994 as a Dump Truck Driver and was soon promoted to a Binder Transport Driver.

In 1998, due to his hard work and conscientious attitude, he was promoted to Rubber Binder Foreman, in charge of the portable Ground Tire Rubber blending machine he helped build. In 1999, as the days of the portable GTR blending came to an end, Dan was named the Asphalt Plant Foreman in charge of the Daytona, and later, DeBary asphalt plants.

In 2002, Dan was promoted to Asphalt Superintendent in charge of the DeBary, Winter Garden, and later, the Grant asphalt plants. As Plant Manager, his knowledge and “can-do” attitude have been invaluable in keeping Ranger’s asphalt plants functioning at their highest possible level.

Employee Dependent Scholarship Program

The Vecellio Family Foundation, at its discretion, awards up to three scholarships each year to depen­dents of employees of Vecellio Group, Inc., and its subsidiaries and divisions.

To be eligible, a student must be a graduating senior and be a dependent child (natural or adopted) of a Vecellio Group employee (any company or division) who has at least one year of continuous active employment before January 1st of the student’s graduation year (scholarship year).

A fully independent scholarship review and selection committee awards the employee dependent scholarships,

choosing from among all eligible applicants. No one from the Vecellio Family Foundation, the Vecellio Group or any of its subsidiaries is involved in the decision.

Employee Dependent Scholarship applications are available to all eligible employees of all Vecellio companies.

Contact your local Human Resources department for an application; it must be completed and turned in by March 1, 2015.

In Florida, dependents may also be eligible for scholarships from the Florida Transportation Builders Association and the Asphalt Contractors Association of Florida. For details and deadlines, see www.FTBA.com and www.ACAF.org.

With years of experience under his belt, in 1990 George Bedford joined Ranger Construction, where his dependable and accurate service as a Grading Tractor Operator made him a valuable contributor. George retired earlier this year after 24 years on the job.

If the name Bedford sounds familiar to Ranger associates, it’s because older brother Horace was also a long-time Grading Tractor Operator. Horace retired

Gene Shamblin, a 43-year employee who rose to Vice President of Asphalt before his retirement in 1999, passed away in October.

Gene started his career in 1956 for a West Virginia asphalt company that later become Black Rock Contracting, acquired

by Vecellio & Grogan in the 1970s. Gene was an Area Manager by that time. His duties in the years that followed included setting up an asphalt plant in North Carolina.

In 1981 he was transferred to Florida as Area Manager for PAVEX Corporation,

Retirements in 2013 after 55 years of service, one of the longest careers in Vecellio Group history, second only to co-founder Leo Vecellio, Sr. Also hanging up his hard hat in 2014 was John Jones, who retired after 19 years as a Ranger Construction Dump Truck Driver.

In memoriam a new asphalt operation the Vecellios established to serve the Pompano and Miami paving markets.

Over the years Gene rose to Vice President of Asphalt, and PAVEX added more Florida locations. The company was later merged into Ranger Construction, a few years after Gene’s retirement.

Gene was a well-respected professional and a key factor in the company’s success.

Ranger Construction participated in Childcare Resources Touch-A-Truck Family Festival in Indian River County in the fall, bringing a dump truck, a lowboy, and several drivers on hand to answer questions and help kids in and out of the trucks. Earlier in the year, the company participated at a Touch-A-Truck event in Palm Beach County. The programs give the community an opportunity to get an up-close, hands-on look at a variety of large trucks.

Ranger also sponsored several charitable events and organizations during 2014, including a poker tournament benefiting Achievement Centers for Children & Families, Boys & Girls Club, and Habitat for Humanity, Hospice of Palm Beach County, Hospice by the Sea, Jewish Federation, Place of Hope, Renewal Coalition, and Quantum House.

Construction Career Days are another event Ranger regularly participates in, demonstrating to area high school students the benefits and opportunities of a career in construction.

Ranger Receives ‘Best In Construction,’ ‘Build Florida,’ and ‘Readers’ Choice’ Awards; Ranger and Sharpe Bros.

Asphalt Plants Receive Diamond Achievement Awards Numerous project quality awards and asphalt plant commendations were bestowed upon Vecellio companies in recent months.

The Florida Transportation Builders Association honored Ranger Construction with two Best In Construction Awards.

Ranger received recognition for improvements made to US-1 (South Dixie Highway) in Miami-Dade County. Ranger also was honored for outstanding communications efforts during its Martin Luther King Blvd. improvement project in Palm Beach County.

The Associated General Contractors presented Ranger with two Build Florida Awards, for improvements to Okeechobee

Blvd. in West Palm Beach, and for the construction of a new railcar ethanol off-loading facility for Motiva Enterprises in Port Everglades.

Ranger’s resurfacing work was voted a Gold Award winner, Asphalt category, in the 2014 Readers’ Choice Awards by readers of the Florida Community Association Journal.

For excellence in asphalt plant operations, the National Asphalt Pavement Association honored Ranger Construction, operating in multiple Florida locations, and sister company Sharpe Bros., serving the Greensboro, NC, area, with multiple Diamond Achievement Commendations.
