Well, perhaps, if you want to be strictly literal.

And yet, when she reaches college age will she be too late? Too late to get the kind of higher education so vital to her future and to the future of her country?

It all depends.

There is in the United States today a growing threat to the ability of our colleges to produce thinking, wellinformed graduates. T h a t t h r e a t is composed of several elements: an inadequate salary scale t h a t is steadily reducing; the number of qualified people who choose college teaching as a career; classrooms and laboratories already overcrowded; and a pressure for enrollment t h a t will double by 1967.

The effects of these shortcomings can become extremely serious. Never in our history has the need for educated leadership been so acute. The problems of business, government and science grow relentlessly more complex, the body of knowledge more mountainous.

The capacity of our colleges—all colleges— to meet these challenges is essential not only to the cultural development of our children but to the intellectual s t a t u r e of our nation.

In a very real sense, our personal and national progress depends on our colleges. They must have more support in keeping pace with their increasing importance to society.

Help the colleges or universities of your choice. Help them plan for stronger faculties and expansion. The r e t u r n s will be g r e a t e r than you think.

The primary purpose of the U. S. Naval Academy Alumni Foundation, incorporated in 1944, is rendering assistance to qualified young men in their preparation for admission to the Naval Academy. The Foundation's program is honest, open, and aboveboard, and should be understood by all Alumni, particularly now when the service academies' athletic programs are under examination by the National Collegiate Athletic Association.

The program has been in effect for fourteen years. It was tacitly accepted by all until the recent past when the Navy football team established an enviable record. Since the Foundation's program involves athletes, though not exclusively, a clear knowledge of the athlete's position at the Academy is necessary for proper understanding of the Foundation's reason for existence.

The y o u n g man w h o b e c o m e s a midshipman, regardless of his origin, must take exactly the same academic course as every other midshipman.

There are no electives. There is no provision for a midshipman adept in engineering to concentrate on those courses and skip the humanities; nor can the midshipman with a liberal arts touch leave out the scientific and engineering subjects. The curriculum provides that every midshipman must pass every course without exception; this requires 156 semester hours as compared with 120 normally required for a bachelor's degree in civilian institutions. In addition there are four summer training periods in which the midshipman must participate. The rugged course requires a broad base of scholastic training which must be provided prior to entrance to the Academy.

The Foundation's Board of Managers and Advisory Council are distinguished alumni and non-alumni who are interested primarily in seeing that exceptional young men are assisted in entering the Academy, staying in the Academy, and graduating from the Academy in order to become dedicated career officers. The Foundation believes that athletic ability is an asset in this regard. Non-athletes are not excluded and are actually a welcomed part of the program. The sons of fathers killed in action or deceased as a result of service disability are particulary desired. All candidates are most carefully screened and must qualify mentally, morally, and physically—as well as exhibit the proper motivation.

Only a select few are accepted; the need for financial assistance must be shown.

The Foundation emphasizes its adherence to the principle that assistance rendered is not merely to help the candidate pass entrance examinations, but to provide the basic schooling necessary to enable a qualified boy to graduate from the Academy. Hence any aid given will be at a prep school chosen by the Foundation and of such duration—a full term or more—decided upon by the Foundation. The soundness of the program is proved by the results. Of the 78 midshipmen assisted by the Foundation in the past 3 years, 69 graduated and were commissioned; the academic marks of those helped by the Foundation average consistently higher than those of the Brigade as a whole or the individual classes; a high percentage of the athletes become stripers ; and the percentage of those commissioned and staying in the Navy.

Marine Corps, and Air Force far exceeds the overall percentage of the Brigade. In short, the Foundation program is supplying career officers for our armed services.

'Tell Junior What Aristotle Told Alexander The Great— There Is No Royal Road To Learning" A retired officer, now teaching in high school, recently expressed the opinion that the shortcomings of his students are largely the result of parental neglect. H e didn't mean neglect in supplying proper food, clothing or "hot-rods." H e referred to the failure of parents to create the necessary '"climate for learning"—i.e., inculcation of study habits, self-discipline, motivation. H e found that parents were inclined to turn entire responsibility for the education of their offspring over to the professional educators in the schools.

The Parents' Responsibilities

Actually, successful education is as dependent upon devoted and persevering parents as upon devoted and skillful teachers.This does not mean that parents should do the homework assignments, but it does mean that the parents should see to it that their student does. The parent should know whether or not the student can read effectively and write legibly and understandably. The parent should know whether or not the student can reason and should assist in development of reasoning power. The parent should counsel regarding the selection of elective courses and insure at least a reasonable proportion of substantial courses that contribute toward the educational objectives.

Accompanying Letter Having recently retired from the position of Dean of Instruction at the California Maritime Academy, where I also acted as director of admissions, the reasons for failure to gain admission to college are fresh in mind. Perhaps listing the causes of failure would prove more useful than hints on how to pass.

We admitted about 2 5 % of applicants.

The chief causes of failure were weakness in English and Math. Most failures after admission were due to the same thing.

The deans of the 11 state colleges of California meet semi-annually. In the course of attending some 20 of these conferences on the different campuses, I found that the same experience was encountered by all.

I spent six years in Naval ROTC Units, two at Yale and four at Harvard.

If memory serves, out of an entering class one year at Harvard, where the literacy of students is way above average, only 24 out of 1200 were exempted from "bone dome" English.

There are two major causes for the observed deficiencies of high school graduates. First—parents have abdicated all responsibility for educating and disciplining their children and turned the job over to the schools.

Second—the schools are devoting too much time to woodworking, auto shop, family living, dramatics, etc., and not enough to the fundamentals. I've seen high school graduates use long division to divide a number by ten.

The schools of education in the colleges and universities have made their contribution to this failure by not teaching subject matter to prospertive teachers. Even at as distinguished an institution as Stanford, where I took a master's d ^ r e e in education, I noted more emphasis on educational sociology and psychology and methodology than upon subject matter.

Well, I don't believe you are as interested in why we are in this fix as you are in how to get out of it, so I'll let you get back to editing Shipmate.

Parents, on the other hand, are not equipped to do the job of the school and, conversely, the school cannot do the job of the parents. Each must make the contributions to the educational process for which it is best suited. Since schools are inherently less able to adjust programs and processes to the needs of individuals than are the homes, the parents would be wise to tailor their contributions with flexibility to the needs of the individual situation within the framework of the school program. mathematical reasoning. H e fell flat on his face in this portion of the college entrance exams. H e couldn't solve such simple word problems a s : "If there are three parts of cement and four parts of sand in a dry mix for concrete, what fraction of the mix is cement?"

His father, a Ph.D., was called into conference and shown several similar examples on which the young man had flopped. It was but two months later when the candidate passed another similar test with flying colors. He entered college that year and subsequently graduated with honors.

In the same institution, a candidate for admission failed the entrance examinations for three successive years.

His persistence, however, indicated a high degree of motivation. The admissions officer discovered his difficulty was primarily due to inability to read and comprehend. A recommended remedial course in junior college cured the trouble. He passed the entrance exam last spring, entered, and stood in the top ten per cent of his class during the fall semester. Both of these cases of academic difficulty, and many others like them, could have been easily discovered and promptly corrected if the parents had been interested and alert and had not depended upon the schools to do the whole job.

Begin Preparation Early

Preparation for college should begin as early as possible, to insure completion of the pattern of subjects required by the college selected and, perhaps more importantly, to get a target set-up at which to aim. A definite objective helps counteract the pull of the school group which abhors a "square." Parents can do much to convince their offspring that it is possible to be a "brain" without being a "square."

Admission Requirements

To assure getting a group of students who will not all fall by the wayside, most colleges have established admission requirements. There are different kinds of requirements and they {Continued on page 6)

The most common entrance requirements are: 1. Grade requirements (a) These are a specified number of "units" of "recommending grades" —sometimes applicable only to grades 11 and 12. For the better colleges a " B " average or better is required.

Courses in such subjects as shop and physical education are not counted. (b) A variation of this—which is probably a more valid criterion of ability—is rank in graduating class, such as top half or top quarter.

2. Subject requirements These vary widely with different types of colleges and between colleges of the same type. The following high school program will meet the subject requirements of most colleges: Semester Hours U. S. History 10 English 30 Science (physics, chem., biology) . , 10 Mathematics (algebra & geometry) 20 Foreign language (one) 20 Advanced (11th & 12th grades) additional math, language, science 10-20 (Note: 10 semester hours means 5 periods per week for 2 semesters. In studying catalogs, be sure you know what the "unit" used in listed requirements means.)

3. Character requirements Most students fail to realize that the college to which they apply will be interested in knowing what kind of persons they are and make inquiries— usually in the form of questionnaires— to school principals, counselors, teachers (and sometimes to police departments). Responses are usually very conscientiously prepared. Participation in extra-curricular activities is considered.

4. Special requirements Technological and other specialized schools have special requirements regarding their subject area. Check these carefully in the catalog.

5. Entrance examinations Many colleges still admit students on the basis of a high school record, but an increasing number include an entrance exam among their requirements. The nature and number of tests varies through wide limits. In general, these tests are of three types: aptitude tests, which measure ability to do college work; achievement tests, which measure amount of knowledge in the subject area of test; and placement tests, which measure degree of advancement in subject areas tested. The placement tests are normally given after acceptance and are used for class and course placement.

Many colleges, including the Naval Academy, depend upon scores obtained by taking the examinations of the College Entrance Examination Board. Information regarding these tests can be obtained by writing to College Entrance Examination Board, P. O. Box 592, Princeton, N. J., or P. O. Box 27896, Los Angeles 27, Calif., for the Pacific areas.

When the time comes to actually apply for admission to the college selected, the first step is to write for an application blank to the Director of Admissions. Check the catalog for his appropriate title. It is advisable to apply to more than one college. (If accepted at more than one, don't neglect to inform the ones which will not be entered. They have gone to considerable trouble and expense in processing the candidate and are probably saving a place for him.) Fill out the forms neatly and completely and be sure to supply all associated documents required. A candidate who cannot or does not complete an application properly is not likely to make a good student and may not be accepted. Make a note of prescribed dates for examinations, filing of papers, and paying fees and deposits.

The selection of a college to attend is difficult but important. Colleges differ in the kind, amount, and quality of work they offer in various fields. It is a good idea to get recommendations regarding choice of a college from several people who are in jobs in the area of interest and in positions to observe and evaluate the relative performance of graduates of several schools. One large manufacturing company is known to maintain a list of colleges arranged in order of merit based upon performance of graduates in the company's employ. Only schools with ten or more graduates in the company are listed.

In the top section of this list is one school whose total student body is only 200. This illustrates that size is not as important a criterion of merit as is success in accomplishing the objectives of the school's program. Both large and small institutions have advantages and disadvantages. It is very desirable to visit the schools at the top of the list of choices. Such visits by the candidate and his parents can be most helpful in crystallizing the selection. ]Massachusetts and New York. The head man of each is a retired naval officer. Each has a department of naval science manned by active duty officers.

They are degree granting, college level institutions. Graduates are in demand for well-paying jobs afloat and in allied positions ashore. Many Navy juniors have graduated from these schools, served on active duty as reserve officers and transferred to the Regular Navy. Others are serving as licensed officers in our merchant marine. They are good schools and turn out a good product.

It is probably hard for a college applicant to believe, but admissions officers are human. Particularly—but not exclusively—in the small colleges, each candidate is given individual consideration. Many factors enter into the final decision, including athletic ability in many institutions. I recall the case of a young man who drove his car 600 miles, non-stop, and arrived just in time to take the entrance exam. H e \A-as, naturally, a bit groggy but managed to get a barely passing grade. But groggy or fresh, it was obvious that he had hardly cracked a book in high school. In short, he was ill-prepared to undertake college work. After the exam, he hung around to look over the campus and await results. Somehow or other his eagerness to enter got through to the admissions officer and he was admitted. His prospect of successfully completing the first semester was not bright. During the last few weeks of the semester, when the weak sisters were resigning rather than risk being dropped, this young man, whose chances of passing looked slim, told the dean, "I guess I'm going to fail all right, but—I'm not going to fail until the last final exam is finished." As Jonas Ingram used to tell us midshipmen, "the man who refuses to be licked, can't be licked." Jonas was right. This lad made the grade. It was a pleasure recently to congratulate him on standing 3 for the first semester of his second class year. The admissions officer's hunch paid off.

A college education has been described as a passport to better living and as a substitute for common sense. Dollarwise, a college degree will increase the average lifetime earnings by $100,000 but the price of getting the degree has doubled since 1940 and will probably double again by 1970.

What to do about educating a family on service pay scales is a toughie. I am not an expert now in the matter but with six kiddies around the family table, I am getting there rapidly.

The type of college your children are best suited for, how best to prepare for entrance requirements, possibilities of scholarships, and how to finance education of our large families require early and careful planning. Several life insurance companies publish booklets on the comparative costs of almost all U. S. and Canadian colleges.

The U. S. Department of Health, Education and Welfare publishes lists of scholarships available—many of which, I hear, are not even used.

To anticipate meeting the cost of the children's education I would suggest: DON'T buy endowment policies. These are worthwhile mainly for the large agent's commission. They pay—despite claims to the contrary—only about 1>^% interest. You can do much better with your investment dollars elsewhere.

DO buy early in your career as much straight life insurance as you need and can afford. When the tuition bite hits you, borrow on your insurance if necessary but protect your family while doing so. Do this with temporary low cost term insurance such as the Armed Forces Relief and Benefit Association plan. When the schooling costs ease off, your insurance needs also decrease and you can retire some of your program as paid-up insurance. But,

DON'T mortgage your soul to try to provide your children an education on a gold platter with "all the advantages we didn't have." Your children still get as much out of education earned by perspiration as by inspiration. The subject editorial in the February issue was a trial balloon. It was shot down with a splash and the editor is not yet fully dried out. Most of the missiles came from older Alumni but the shots that hit and counted were three from members of classes who some day will have the destiny of the Naval Academy, the Navy and the Nation in their hands.

Shipmate: I read with interest the editorial "Some Proposals for Extended Alumni Membership" on page 17 of the February Shipmate.

The author's thought on including certain civilians and other devoted naval officers in Alumni Association membership was clearly and convincingly stated.

I must disagree with it.

The Naval Academy is a unique institution. It should not be regarded as part of a school system or university. Its alumni enjoy a bond formed by common experiences, attitudes, and traditions which cannot be and are not gained elsewhere in the Navy's training program. An association designed to serve and represent Naval Academy Alumni should do just that.

Unless we plan to dissolve the Association in favor of a friends-of-the-Navy group, let us be the association of US Naval Academy Alumni.

There are many existing media for the expression of Navy interest and support and for the dissemination of Navy news to those who are not eligible for Association membership. There is danger of losing the spirit of the organization in concern over its economy. When, in rare cases, an individual so closely allies himself with the purpose of the Association that its interests become his, an honorary membership can be accorded him.

With regards, and a real appreciation for the work of the Association staff, I remain.

Every member of the Alumni Association with whom I have discussed this proposal has agreed wholeheartedly that this is one of the most injurious actions that could be taken as far as the Association is concerned.

I have always felt that the Alumni Association was one group, or organization, that was dedicated to serving the men of whom it consisted—the Naval Academy graduate.

This neither could nor would be the situation were we to commit the folly of diluting our membership with non-Academy members.

I wholeheartedly urge that this proposal be abandoned and respectfully request that my letter be placed before the meeting of the Board of Trustees in May 1958.

SC U S N Shipmate: As an alumnus of the Naval Academy and one who is fiercely proud of the fact, I feel that the blatant and careless generalizations presented in the above mentioned article should not go by without protest and the strongest possible objection made to the proposal contained therein.

One obvious result of this expansion would be that the Naval Academy graduates would quickly become a minority group in the new organization and consequently Academy interests would be relegated to a background position.

It is felt that the senior naval officer, living in the memories of the "old navy" where the opening gambit was "What class . . . ? " not today's "Did you go . . .", where the source of naval officers was quite limited, does not grasp the reality of an officer corps where the junior ranks and soon the senior ranks are not filled with a majority of Naval Academy graduates. While this situation would normally be the subject of another discussion, it is mentioned here to point out that the interests of the officer corps of the Navy and the many hundreds receiving advanced education under Navy auspices no longer are directly related to the interests of the Naval Academy. It would be a large stretch of the imagination that would make it so.

As to the second category of proposed new members, a possible exception to the above thoughts might be those faculty members at the Naval Academy, who by special devotion and contribution to the Academy have earned the highest regard and special M. BANCROFT SPINDRIFT The atmosphere around the Naval Academy has undergone a remarkable metamorphosis. No longer are the days wet and dreary, but for a change the sun shines and the birds sing. This healthy environment has worked wonders with the people involved in this little planet called the Naval Academy. OD's have been caught smiling on occasion. First Classmen like myself who are on the borderline in conduct can force ourselves to think of the fourth of June, and the Plebes . . . well, some are beginning to have an opinion that this isn't the worst existence in the world.

While on the subject of conduct, there is a rumor now flying about the Hall concerning Firsties that are unsat in conduct.

Authoritative sources are supposed to have stated that any First Classman who receives over 150 demerits for the year will definitely have to take First Class Cruise over again. Can you just imagine me going up to Eleyse, my fiancee, and saying, "Sweetheart, we won't be able to get married in Jtme as we had planned^—I have to go on Cruise again."

The annual Army-Navy winter weekend was appropriately so dubbed. Navy's forces were completely white-washed in the seven different contests that were held on 1 March. Now that the spring sport squads have commenced practice there is plenty of talk of avenging this blight on the Academy's record.

The N a v y Versus " G o i n g S t e a d y "

In case you happened to miss it. Navy came up with a sequel to the article that appeared in The Saturday Evening Post last month. The second article, published in the same magazine, was entitled, "The Navy versus Going Steady." It was written by Capt. J. L. Abbot, Assistant to the Commandant, who is the motivating force behind the present drive to reinstate the Stag Line. Captain Abbot happens to be the possessor of a fine sense of humor, a trait which even the anti-anti-Stagliners approve of, and the entire article is finely tempered with a light vein of said humor.

Actually the Mids did find fault with one portion of the article, and this happened to be one caption that utilized a quote taken completely out of context. Roughly it stated that Midshipmen had to be warned not to bring comic books to the Hops, nor hide in the "head" to avoid having to dance with the girls. The majority of the Mids guffawed at this error, but there were some who were deeply offended. They had their point—it would be rather embarrassing to have a little fellow approach you on the street and inquire, "Want to trade comics?"

"Drop 3000"

About this time of year, there appear a myriad of competitions for the First Class to endure. Perhaps the most interesting of the group is the Naval Gunfire competitions, and the crazy situations that can develop during them. The winner of last week's booby prize was the Tenth Company. Due to a fallacious course and speed calculation at the outset of the problem, these men failed to bring their shots on the terrain board. Even spots of "Drop 3000" couldn't help them—a chilling forecast for future Marines in the group.

AMERICAN HIGHER EDUCATION 1958 ITS PRESSING PROBLEMS AND NEEDS ARE EXCEEDED ONLY BY ITS OPPORTUNITIES

T

HIS is a special report. It is published because the time has come for colleges and universities—and their alumni—to recognize and act upon some extraordinary challenges and opportunities.

Item: Three million, sixty-eight thousand young men and women are enrolled in America's colleges and universities this year—45 per cent more than were enrolled six years ago, although the nurnber of young people in the eighteento-twenty-one age bracket has increased only 2 per cent in the same period. A decade hence, when colleges will feel the effects of the unprecedented birth rates of the mid1940's, today's already-enormous enrollments will double.

Item: In the midst of planning to serve more students, higher education is faced with the problem of not losing sight of its extraordinary students. "What is going to happen to the genius or two in this crowd?" asked a professor at one big university this term, waving his hand at a seemingly endless line of students waiting to fill out forms at registra-

tion desks. "Heaven knows, if the free world ever needed to discover its geniuses, it needs to do so now." President Robert Gordon Sproui of the University of California puts it this way: "If we fail in our hold upon quality, the cherished American dream of universal education will degenerate into a nightmare."

Item: A college diploma is the sine qua iwn for almost any white-collar job nowadays, and nearly everybody wants one. In the scramble, a lot of students are going to college who cannot succeed there. At the Ohio State University, for instance, which is required by law to admit every Ohioan who owns a high-school diploma and is able to complete the entrance blanks, two thousand students flunked out last year. Nor is Ohio State's problem unique. The resultant waste of teaching talents, physical facilities, and money is shocking—to say nothing of the damage to young people's self-respect.

Item: The cost of educating a student is soaring. Like many others, Brown University is boosting its fees this spring: Brown students henceforth will pay an annual tuition bill of $1,250. But it costs Brown $2,300 to provide a year's instruction in return. The difference between charges and actual cost, says Brown's President Barnaby C. Keeney, "represents a kind of scholarship from the faculty. They pay for it out of their hides."

Item: The Educational Testing Service reports that lack of money keeps many of America's ablest highschool students from attending college—150,000 last year. The U. S. Office of Education found not long ago that even at public colleges and universities, where tuition rates are still nominal, a student needs around $1,500 a year to get by.

Item: Non-monetary reasons are keeping many promising young people from college, also. The Social Science Research Council offers evidence that fewer than half of the students in the upper tenth of their high-school classes go on to college. In addition to lack of money, a major reason for this defection is "lack of motivation."

Item: At present rates, only one in eight college teachers can ever expect to earn more than $7,500 a year. If colleges are to attract and hold competent teachers, says Devereux C. Josephs, chairman of the President's Committee on Education Beyond the High School, faculty salaries must be increased by at least

50 per cent during the next five years. Such an increase would cost the colleges and universities around half a billion dollars a year.

Item: Some critics say that too many colleges and universities have been willing to accept—or, perhaps more accurately, have failed firmly to reject—certain tasks which have been offered to or thrust upon them, but which may not properly be the business of higher education at all. "The professor," said one college administrator recently, "should not be a carhop who answers every demanding horn. Educational institutions must not be hot-dog stands."

Item: The colleges and universities, some say, are not teaching what they ought to be teaching or are not teaching it effectively. "Where are the creative thinkers?" they ask. Have we, without quite realizing it, grown into a nation of gadgeteers, of tailfin technicians, and lost the art of basic thought? (And from all sides comes the worried reminder that the other side launched their earth satellites first.)

HESE are some of the problems—only some of them—which confront American higher education in 1958. Some of the problems are higher education's own offspring; some are products of the times.

But some are born of a fact that is the identifying strength of higher education in America: its adaptability to the free world's needs, and hence its diversity.

Indeed, so diverse is it—in organization, sponsorship, purpose, and philosophy—that perhaps it is fallacious to use the generalization, "American higher education," at all. It includes 320-year-oid Harvard and the University of Southern Florida, which now is only on the drawing boards and will not open until 1960. The humanities research center at the University of Texas and the course in gunsmithing at Lassen Junior College in Susanville, California. Vassar and the U. S. Naval Academy. The University of California, with its fortytwo thousand students, and Deep Springs Junior College, on the eastern side of the same state, with only nineteen.

Altogether there are more than 1,800 American institutions which offer "higher education," and no two of them are alike. Some are liberal-arts colleges, some are

'iTH growth have come problems for the colleges and universities. One of the most pressing, today, is swelling enrollments. Already they are straining higher education's campuses and teaching resources. But the present large student population is only a fraction of the total expected in the next decade.

vast universities, some specialize in such fields as law, agriculture, medicine, and engineering. Some are supported by taxation, some are affiliated with churches, some are independent in both organization and finance.

Thus any generalization about American higher education will have its exceptions—including the one that all colleges and universities desperately need more money.

(Among the 1,800, there may be one or two which don't.) In higher education's diversity—the result of its restlessness, its freedom, its geography, its competitiveness—lies a good deal of its strength. ^ V M E R I C A N higher education in 1958 is hardly what L ^ the Puritans envisioned when they founded the # \ country's first college to train their ministers in 1636. For nearly two and a half centuries after that, the aim of America's colleges, most of them founded by churches, was limited: to teach young people the rudiments of philosophy, theology, the classical languages, and mathematics. Anyone who wanted a more extensive education had to go to Europe for it.

One break from tradition came in 1876, with the founding of the Johns Hopkins University. Here, for the first time, was an American institution with European standards of advanced study in the arts and sciences.

Other schools soon followed the Hopkins example.

And with the advanced standards came an emphasis on research. No longer did American university scholars

IN the flood of vast numbers of students, the colleges and universities are concerned that they not lose sight of the individuals in the crowd. They are also worried about costs: every extra student adds to their financial deficits.

simply pass along knowledge gained in Europe; they began to make significant contributions themselves.

Another spectacular change began at about the same time. With the growth of science, agriculture—until then a relatively simple art—became increasingly complex. In the 1850's a number of institutions were founded to train people for it, but most of them failed to survive.

In 1862, however, in the darkest hours of the Civil War, Abraham Lincoln signed the Morrill Land-Grant Act, offering each state public lands and support for at least one college to teach agriculture and the mechanic arts. Thus was the foundation laid for the U. S. stateuniversity system. "In all the annals of republics," said Andrew D. White, the first president of one institution founded under the act, Cornell University, "there is no more significant utterance of confidence in national destiny, out from the midst of national calamity."

OW there was no stopping American higher education's growth, or the growth of its diversity.

Optimistically America moved into the 1900's, and higher education moved with it. More and more Americans wanted to go to college and were able to do so. Public and private institutions were established and expanded. Tax dollars by the millions were appropriated, and philanthropists like Rockefeller and Carnegie and Stanford vied to support education on a large scale.

Able teachers, now being graduated in numbers by America's own universities, joined their staffs.

In the universities' graduate and professional schools, research flourished. It reached outward to explore the universe, the world, and the creatures that inhabit it.

Scholars examined the past, enlarged and tended man's cultural heritage, and pressed their great twentiethcentury search for the secrets of life and matter.

Participating in the exploration were thousands of young Americans, poor and rich. As students they were acquiring skills and sometimes even wisdom. And, with

their professors, they were building a uniquely American tradition of higher education which has continued to this day.

UR aspirations, as a nation, have never been higher. Our need for educational excellence has never been greater. But never have the challenges been as sharp as they are in 1958.

Look at California, for one view of American education's problems and opportunities—and for a view of imaginative and daring action, as well.

Nowhere is the public appetite for higher education more avid, the need for highly trained men and women more clear, the pressure of population more acute. In a recent four-year period during which the country's population rose 7.5 per cent, California's rose some 17.6 per cent. Californians—with a resoluteness which is, unfortunately, not typical of the nation as a wholehave shown a remarkable determination to face and even to anticipate these facts.

They have decided that the state should build fifteen new junior colleges, thirteen new state colleges, and five new campuses for their university. (Already the state has 135 institutions of higher learning: sixty-three private establishments, sixty-one public junior colleges, ten state colleges, and the University of California with eight campuses. Nearly 40 cents of every tax dollar goes to support education on the state level.)

But California has recognized that providing new facilities is only part of the solution. New philosophies are needed, as well.

The students looking for classrooms, for example, vary tremendously, one from the other, in aptitudes, aims, and abilities. "If higher education is to meet the varied needs of students and also the diverse requirements of an increasingly complex society," a California report says, "there will have to be corresponding diversity] among and within educational institutions. . . . It will

lo accommodate more students and to keep pace with increasing demands for complex research work, higher education must spend more on construction this year than in any other year in history.

not be sufficient for California—or any other state, for that matter—simply to provide enough places for the students who will seek college admission in future years.

It will also have to supply, with reasonable economy and eflRciency, a wide range of educational programs.'"

Like all of the country, California and Californians have some big decisions to make.

R. LEWIS H. CHRISMAN is a professor of English at West Virginia Wesleyan, a Methodist college near the town of Buckhannon. He accepted an appointment there in 1919, when it consisted of just five major buildings and a coeducational student body of 150. One of the main reasons he took the appointment, Dr. Chrisman said later, was that a new library was to be built "right away."

Thirty years later the student body had jumped to 720. Nearly a hundred other students were taking extension and evening courses. The zooming postwar birth rate was already in the census statistics, in West Virginia as elsewhere.

But Dr. Chrisman was still waiting for that library.

West Virginia Wesleyan had been plagued with problems.

Not a single major building had gone up in thirty-five years. To catch up with its needs, the college would have to spend $500,000.

For a small college to raise a half million dollars is often as tough as for a state university to obtain perhaps ten times as much, if not tougher. But Wesleyan's president, trustees, faculty, and alumni decided that if independent colleges, including church-related ones, were to be as significant a force in the times ahead as they had been in the past, they must try.

Now West Virginia Wesleyan has an eighty-thousandvolume library, three other buildings completed, a fifth to be ready this spring, and nine more on the agenda.

A group of people reached a hard decision, and then made it work. Dr. Chrisman's hopes have been more than fulfilled.

So it goes, all over America. The U. S. Office of Education recently asked the colleges and universities how much they are spending on new construction this year.

IHE most serious shortage that higher education faces is in its teaching staffs. Many are underpaid, and not enough young people are entering the field.

Ninety per cent of them replied. In calendar 1958, they are spending $1,078 billion.

Purdue alone has $37 million worth of construction in process. Penn has embarked on twenty-two projects costing over $31 million. Wake Forest and Goucher and Colby Colleges, among others, have left their old campuses and moved to brand-new ones. Stanford is undergoing the greatest building boom since its founding. Everywhere in higher education, the bulldozer, advance agent of growth, is working to keep up with America's insatiable, irresistible demands.

UILDING PROJECTS, however, are only the outward and visible signs of higher education's effort to stay geared to the times. And in many ways they are the easiest part of the solution to its problems. Others go deeper.

Not long ago the vice president of a large university was wondering aloud. "Perhaps," he said, "we have been thinking that by adding more schools and institutes as more knowledge seemed necessary to the world, we were serving the cause of learning. Many are now calling for a reconsideration of what the whole of the university is trying to clo.''

The problem is a very real one. In the course of her 200-year-plus history, the university had picked up so many schools, institutes, colleges, projects, and "centers" that almost no one man could name them all, much less give an accurate description of their functions. Other institutions are in the same quandary.

Why? One reason is suggested by the vice president's comment. Another is the number of demands which we as a nation have placed upon our institutions of higher learning.

We call upon them to give us space-age weapons and

polio vaccine. We ask them to provide us with lumbermen and liberally educated PTA presidents, doctors and statesmen, business executives and poets, teachers and housewives. We expect the colleges to give us religious training, better fertilizers, extension courses in music appreciation, fresh ideas on city planning, classes in square dancing, an understanding of medieval literature, and basic research.

The nation does need many services, and higher education has never been shy about offering to provide a great portion of them. Now however, in the face of a multitude of pressures ranging from the population surge to the doubts many people have about the quality of American thought, there are those who are wondering if America is not in danger of over-extending its educational resources: if we haven't demanded, and if under the banner of higher education our colleges and universities haven't taken on, too much.

yVMERICA has never been as ready to pay for its L \ educational services as it has been to request #  them. A single statistic underlines the point. We spend about seven tenths of 1 per cent of our gross national product on higher education. (Not that we should look to the Russians to set our standards for us —but it is worth noting that they spend on higher education more than 2 per cent of their gross.)

As a result, this spring, many colleges and universities find themselves in a tightening vise. It is not only that prices have skyrocketed; the real cost of providing education has risen, too. As knowledge has broadened and deepened, for example, more complicated and costly equipment has become essential.

Feeling the financial squeeze most painfully are the faculty members. The average salary of a college or university teacher in America today is just over $5,000.

The average salary of a full professor is just over $7,000.

It is a frequent occurrence on college campuses for a graduating senior, nowadays, to be offered a starting salary in industry that is higher than that paid to most of the faculty men who trained him.

On humane grounds alone, the problem is shocking.

But it is not limited to a question of humaneness; there is a serious question of national welfare, also.

"Any institution that fails through inability or delinquency to attract and hold its share of the best academic minds of the nation is accepting one of two consequences," says President Cornells W. de Kiewiet of the University of Rochester. "The first is a sentence of inferiority and decline, indeed an inferiority so much greater and a decline so much more intractable that trustees, alumni, and friends can only react in distress when they finally see the truth. . . .

"The second . . . is the heavy cost of rehabilitation once the damage has been done. In education as in business there is no economy more foolish than poor maintenance and upkeep. Staffs that have been poorly maintained can be rebuilt only at far greater cost. Since even lessqualified and inferior people are going to be in short supply, institutions content to jog along will be denied even the solace of doing a moderate job at a moderate cost. It is going to be disturbingly expensive to do even a bad j o b . " The effects of mediocrity in college and university teaching, if the country should permit it to come about, could only amount to a national disaster.

ITH the endless squeezes, economies, and crises it is experiencing, it would not be particularly remarkable if American higher education, this spring, were alternately reproaching its neglecters and struggling feebly against a desperate fate.

By and large, it is doing nothing of the sort.

Instead, higher education is moving out to meet its problems and, even more significantly, looking beyond them. Its plans take into account that it may have twice as many students by 1970. It recognizes that it must not, in this struggle to accommodate quantity, lose sight of quality or turn into a molder of "mass minds." It is continuing to search for ways to improve its present teaching.

It is charting new services to local communities, the nation, and vast constituencies overseas. It is entering new areas of research, so revolutionary that it must invent new names for them.

ONSIDER the question of maintaining quality amidst quantity. "How," educators ask themselves, "can you educate everyone who is ambi-

tious and has the basic qualifications, and still have time, teachers, and money to spend on the unusual boy or girl? Are we being true to our belief in the individual if we put everyone into the same mold, ignoring human differences? Besides, let's be practical about it: doesn't this country need to develop every genius it has?"

There is one approach to the problem at an institution in eastern California, Deep Springs. The best way to get there is to go to Reno, Nevada, and then drive about five hours through the Sierras to a place called Big Pine.

Deep Springs has four faculty members, is well endowed, selects its students carefully, and charges no tuition or fees. It cannot lose sight of its good students: its total enrollment is nineteen.

At another extreme, some institutions have had to

devote their time and effort to training as many people as possible. The student with unusual talent has had to find it and develop it without help.

Other institutions are looking for the solution somewhere in between.

The University of Kansas, for example, like many other state universities, is legally bound to accept every graduate of an accredited state high school who applies, without examinations or other entrance requirements.

"Until recently," says Dean George Waggoner of Kansas's College of Liberal Arts and Sciences, "many of us spent a great deal of our time trying to solve the problem of marginal students."

In the fall of 1955, the university announced a program designed especially for the "gifted student." Its

objective: to make sure that exceptional young men and women would not be overlooked or under-exposed in a time of great student population and limited faculty.

Now Kansas uses state-wide examinations to spot these exceptional high-school boys and girls early. It invites high-school principals to nominate candidates for scholarships from the upper 5 per cent of their senior classes. It brings the promising high-school students to its Lawrence campus for further testing, screening, and selection.

When they arrive at the university as freshmen, the students find themselves in touch with a special faculty committee. It has the power to waive many academic rules for them. They are allowed to take as large a bite of education as they can swallow, and the usual course

prerequisites do not apply; they may enter junior and senior-level courses if they can handle the work. They use the library with the same status as faculty members and graduate students, and some serve as short-term research associates for professors.

The force of the program has been felt beyond the students and the faculty members who are immediately involved. It has sent a current throughout the College of Liberal Arts and Sciences. All students on the dean's honor roll, for example, no longer face a strict limit in the number of courses they may take. Departments have strengthened their honor sections or, in some cases, established them for the first time. The value of the program reaches down into the high schools, too, stimulating teachers and attracting to the university strong students who might otherwise be lost to Kansas.

Across the country, there has been an attack on the problem of the bright student's boredom during his early months in college. (Too often he can do nothing but fidget restlessly as teachers gear their courses to students less talented than he.) Now, significantly large numbers are being admitted to college before they have finished high school; experiments with new curricula and opportunities for small discussion groups, fresh focus, and independent study are found in many schools. Foundations, so influential in many areas of higher education today, are giving their support.

The "quality i,v. quantity" issue has other ramifications. "Education's problem of the future," says President Eldon L. Johnson of the University of New Hampshire, "is the relation of mind and mass. . . . The challenge is to reach numbers without mass treatment and the creation of mass men. . . . It is in this setting and this philosophy that the state university finds its place."

And, one might add, the independent institution as well. For the old idea that the public school is concerned with quantity and the private school with quality is a false one. All of American higher education, in its diversity, must meet the twin needs of extraordinary persons and a better educated, more thoughtful citizenry.

HAT is a better educated, more thoughtful citizenry? And how do we get one? If America's colleges and universities thought they had the perfect answers, a pleasant complacency might spread across the land.

In the oflfices of those who are responsible for laying out programs of education, however, there is anything but complacency. Ever since they stopped being content with a simple curriculum of theology, philosophy, Latin, Greek, and math, the colleges and universities have been searching for better ways of educating their students in breadth as well as depth. And they are still hunting.

Take the efforts at Amherst, as an example of what many are doing. Since its founding Amherst has developed and refined its curriculum constantly. Once it offered a free elective system: students chose the courses they wanted. Next it tried specialization: students selected a major field of study in their last two years. Next, to make sure that they got at least a taste of many different fields, Amherst worked out a system for balancing the elective courses that its students were permitted to select.

But by World War II, even this last refinement seemed inadequate. Amherst began—again—a re-evaluation.

When the self-testing was over, Amherst's students began taking three sets of required courses in their freshman and sophomore years: one each in science, history, and the humanities. The courses were designed to build the groundwork for responsible lives: they sought to help students form an integrated picture of civilization's issues and processes. (But they were not "surveys" —or what Philosophy Professor Gail Kennedy, chairman of the faculty committee that developed the program, calls "those superficial omnibus affairs.")

How did the student body react? Angrily. When Professor Arnold B. Arons first gave his course in physical science and mathematics, a wave of resentment arose. It culminated at a mid-year dance. The music stopped, conversations ceased, and the students observed a solemn, two-minute silence.They called it a "Hate Arons Silence."

But at the end of the year they gave the professor a standing ovation. He had been rough. He had not provided his students with pat answers. He had forced them to think, and it had been a shock at first. But as they got used to it, the students found that thinking, among all of life's experiences, can sometimes be the most exhilarating.

O TEACH them to think: that is the problem.

It is impossible, today, for any school, undergraduate or professional, to equip its students with all the knowledge they will need to become competent engineers, doctors, farmers, or business men. On the other hand, it can provide its students with a chance to discover something with which, on their own, they can live an extraordinary life: their ability to think.

HUS, in the midst of its planning for swollen enrollments, enlarged campuses, balanced budgets, and faculty-procurement crises, higher education gives deep thought to the effectiveness of its programs. When the swollen enrollments do come and the shortage of teachers does become acute, higher education hopes it can maintain its vitality.

To stretch teaching resources without sacrificing (and, perhaps, even improving) their effectiveness, it is exploring such new techniques as microfilms, movies, and television. At Rensselaer Polytechnic Institute, in Troy, New York, the exploration is unusually intense.

RPI calls its concerted study "Project Reward." How good. Project Reward asks, are movies, audio-visual aids, closed-circuit television? How can we set up really effective demonstrations in our science courses? How much more effective, if at all, is a small class than a big one?

Which is better: lecture or discussion groups?Says Roland H. Trathen, associate head of Rensselaer's department of mechanics and a leader in the Project Reward enterprise, when he is asked about the future, "If creative contributions to teaching are recognized and rewarded in the same manner as creative contributions to research, we have nothing to fear."

The showman in a good professor comes to the fore when he is offered that new but dangerous tool of communication, television. Like many gadgets, television can be used merely to grind out more degree-holders, or—in the hands of imaginative, dedicated teachers—it can be a powerful instrument for improvement.

Experiments with television are going on all over the place. A man at the University of Oregon, this spring, can teach a course simultaneously on his own campus and three others in the state, thanks to an electronic link.

Pennsylvania State experimented with the medium for three years and discovered that in some cases the TV students did better than their counterparts who saw their instructors in the flesh.

The dangers in assembly-line education are real. But with new knowledge about how people actually learn— and new devices to help them learn—interesting possibilities appear.

Even so, some institutions may cling to time-worn notions about teaching until they are torn loose by the current of the age. Others may adulterate the quality of their product by rushing into short-cut schemes. The reader can hope that his college, at least, will use the new tools wisely: with courage yet with caution. Most of all, he can hope that it will not be forced into adopting them in desperation, because of poverty or its inability to hold good teachers, but from a position of confidence and strength.

^^MERICAN higher education does not limit itself L \ to college campuses or the basic function of edu# % eating the young. It has assumed responsibility for direct, active, specific community service, also.

"Democracy's Growing Edge," the Teacher's College

of the University of Nebraska calls one such service project. Its sponsors are convinced that one of the basic functions of local schools is to improve their communities, and they are working through the local boards of education in Nebraska towns to demonstrate it.

Consider Mullen (pop. 750), in northwest Nebraska's sandhills area, the only town in its cattle-ranching county.

The nearest hospital is ninety miles away. Mullen needs its own clinic; one was started six years ago, only to bog down. Under the university's auspices, with Mullen's school board coordinating the project and the Teacher's College furnishing a full-time associate coordinator, the citizens went to work. Mullen now has its clinical facilities.

Or consider Syracuse, in the southeast corner of the state, a trading center for some three thousand persons.

It is concerned about its future because its young people are migrating to neighboring Lincoln and Omaha; to hold them, Syracuse needs new industry and recreational facilities. Again, through the university's program, townspeople have taken action, voting for a power contract that will assure sufficient electricity to attract industry and provide opportunities for youth.

Many other institutions currently are offering a variety

of community projectsâ&#x20AC;&#x201D;as many as seventy-eight at one state university this spring. Some samples: The University of Dayton has tailored its research program to the needs of local industry and offers training programs for management. Ohio State has planted the nation's first poison plant garden to find out why some plants are poisonous to livestock when grown in some soils yet harmless in others. Northwestern's study of traffic problems has grown into a new transportation center. The University of Southern California encourages able high-school students to work in its scientific laboratories in the summer. Regis College runs a series of economics seminars for Boston professional women.

Community service takes the form of late-afternoon and evening colleges, also, which offer courses to school teachers and business men. Television is in the picture, too. Thousands of New Yorkers, for example, rise before dawn to catch New York University's "Sunrise Semester," a stiff and stimulating series of courses on WCBS-TV. In California, San Bernardino Valley College has gone on radio. One night a week, members of more than seventyfive discussion groups gather in private homes and turn on their sets. For a half hour, they listen to a program

such as "Great Men and Great Issues" or "The Ways of Mankind," a study of anthropology.

When the program is over (it is then 8:30), the livingroom discussions start. People talk, argue, raise questionsâ&#x20AC;&#x201D;and learn. One thousand of them are hard at it, all over the San Bernardino Valley area.

Then, at ten o'clock, they turn on the radio again. A panel of experts is on. Members of the discussion groups pick up their phones and ask questions about the night's topic. The panel gives its answers over the air.

Says one participant, "1 learned that people who once seemed dull, uninteresting, and pedestrian had exciting things to say if I would keep my mouth shut and let them say it."

When it thinks of community services, American higher education does not limit itself to its own back yard.

Behind the new agricultural chemistry building at the University of the Philippines stand bare concrete columns which support nothing. The jungle has grown up around their bases. But you can still see the remains of buildings which once housed one of the most distinguished agricultural schools in the Far East, the university's College of Agriculture. When Filipinos returned to the campus after World War II, they found virtually nothing.

The needs of the Philippines' devastated lands for trained men were clear and immediate. The faculty began to put the broken pieces back together again, but it was plain that the rebuilding would take decades.

In 1952, Cornell University's New York State College of Agriculture formed a partnership with them. The objective: to help the Filipinos rebuild, not in a couple of generations, but in a few years. Twelve top faculty members from Cornell have spent a year or more as regular members of the staff. Filipinos have gone to New York to take part in programs there.

Now, Philippine agriculture has a new lease on lifeâ&#x20AC;&#x201D; and Filipinos say that the Cornell partnership should receive much of the credit. Farms are at last big enough to support their tenants. Weeds and insects are being brought under control. Grassland yields are up. And the college enrollment has leaped from little more than a hundred in 1945 to more than four thousand today.

In Peru, the North Carolina College of Agriculture and Engineering is helping to strengthen the country's agricultural research; North Carolina State College is

helping to develop Peruvian research in textiles; and the University of North Carolina co-operates in a program of technical assistance in sanitary engineering. In Liberia, Prairie View A. and M. College of Texas (the Negro college of the Texas A. and M. system) is working with the Booker Washington Agricultural and Industrial Institute to expand vocational education. Syracuse University is producing audio-visual aids for the Middle East, particularly Iran. The University of Tennessee is providing home-economics specialists to assist in training similar specialists in India. The University of Oregon is working with Nepal in establishing an educational system where none existed before (only eleven persons in the entire country of 8.5 million had had any professional training in education). Harvard is providing technical advice and assistance to Latin American countries in developing and maintaining nutrition programs.

HUS emerges a picture of American higher education, 1958. Its diversity, its hope that it can handle large numbers of students without losing sight of quality in the process, its willingness to extend its services far beyond its classrooms and even its home towns: all these things are true of America's colleges and universities today. They can be seen.

But not as visible, like a s^ibsurface flaw in the earth's apparently solid crust, lie some facts that may alter the landscape considerably. Not enough young people, for instance, are currently working their way through the long process of preparation to become college and university teachers. Others, who had already embarked on faculty careers, are leaving the profession. Scholars and teachers are becoming one of the American economy's scarcest commodities.

Salary scales, as described earlier in this article, are largely responsible for the scarcity, but not entirely.

Three faculty members at the University of Oklahoma sat around a table not long ago and tried to explain why they are staying where they are. All are young. All are brilliant men who have turned down lucrative jobs in business or industry. All have been offered higher-paying posts at other universities.

"It's the atmosphere, call it the teaching climate, that keeps me here," said one.

"Teachers want to know they are appreciated, that their ideas have a chance," said another. "I suppose you might say we like being a part of our institution, not members of a manpower pool."

"Oklahoma has made a real effort to provide an opportunity for our opinions to count," said the third. "Our advice may be asked on anything from hiring a new professor to suggesting salary increases."

The University of Oklahoma, like many other institutions but w/7like many more, has a self-governing faculty.

"The by-products of the university government," says Oklahoma's Professor Cortez A. M. Ewing, "may prove to be its most important feature. In spite of untoward conditions—heavy teaching loads, low salaries, and marginal physical and laboratory resources, to mention a few—the spirit of co-operation is exceeded only by the dedication of the faculty."

The professor worth his title must be free. He must be free to explore and probe and investigate. He must be free to pursue the truth, wherever the chase may take him. This, if the bread-and-butter necessities of salary scales can be met, is and will always be the great attraction of college and university teaching. We must take care that nothing be allowed to diminish it.

L-VERYWHERE—in business, government, the professions, the arts—college graduates are in demand. Thus society pays tribute to the college teacher.

It relies upon him today as never before.

ONE is the old caricature of the absent-minded, impractical academician. The image of the college professor has changed, just as the image of the college boy and the college alumnus has changed. If fifty years ago a college graduate had to apologize for his education and even conceal it as he entered the business world, he does so no longer. Today society demands the educated man. Thus society gives its indirect respect to the man who taught him, and links a new reliance with that respect.

It is more than need which warrants this esteem and reliance. The professor is aware of his world and travels to its coldest, remotest corners to learn more about it. Nor does he overlook the pressing matters at the very edge of his campus. He takes part in the International Geophysical Year's study of the universe; he attacks the cancer in the human body and the human spirit; he nourishes the art of living more readily than the art of killing; he is the frontiersman everywhere. He builds and masters the most modern of tools from the cyclotron to the mechanical brain. He remembers the artist and the philosopher above the clamor of the machine.

The professor still has the color that his students recall.

and he still gets his applause in the spring at the end of an inspiring semester or at the end of a dedicated career.

But today there is a difference. It is on him that the nation depends more than ever. On him the free world reliesâ&#x20AC;&#x201D; just as the enslaved world does, too.

R. SELMAN A. WAKSMAN of Rutgers was not interested in a specific, useful topic. Rather, he was fascinated by the organisms that live in a spadeful of dirt.

A Russian emigrant, born in a thatched house in Priluka, ninety miles from the civilization of Kiev, he came to the United States at the age of seventeen and enrolled in Rutgers. Early in his undergraduate career he became interested in the fundamental aspects of living systems. And, as a student of the College of Agriculture, he looked to the soil. For his senior project he dug a number of trenches on the college farm and took soil samples in order to count the different colonies of bacteria.

But when he examined the samples under his microscope, Waksman saw some strange colonies, different from either bacteria or fungi. One of his professors said they were only "higher bacteria." Another, however, identified them as little-known organisms usually called actinomyces.

Waksman was graduated in 1915. As a research assistant in soil bacteriology, he began working toward a master's degree. But he soon began to devote more and more time to soil fungi and the strange actinomyces. He was forever testing soils, isolating cultures, transferring cultures, examining cultures, weighing, analyzing.

Studying for his Ph.D. at the University of California, he made one finding that interested him particularly.

Several groups of microbes appeared to live in harmony, while others fed on their fellows or otherwise inhibited their growth. In 1918 Waksman returned to Rutgers as a microbiologist, to continue his research and teaching.

VJoME research by faculty members strikes people as "pointless." It was one such pointless project that led Dr. Selman A. Waksman {left) to find streptomycin. Good basic research is a continuing need.

In 1923 one of his pupils, Rene Dubos, isolated tyrothricin and demonstrated that chemical substances from microbes found in the soil can kill disease-producing germs. In 1932 Waksman studied the fate of tuberculosis bacteria in the soil. In 1937 he published three papers on antagonistic relations among soil micro-organisms. He needed only a nudge to make him turn all his attention to what he was later to call "antibiotics."

The war provided that nudge. Waksman organized his laboratory staff for the campaign. He soon decided to focus on the organisms he had first met as an undergraduate almost thirty years before, the actinomyces. The first antibiotic substance to be isolated was called actinomycin, but it was so toxic that it could have no clinical application; other antibiotics turned out to be the same.

It was not until the summer of 1943 that the breakthrough came.

One day a soil sample from a heavily manured field was brought into the laboratory. The workers processed it as they had processed thousands of others before. But this culture showed remarkable antagonism to diseaseproducing bacteria. It was a strain—streptomyces griseus —that Waksman had puzzled over as a student. Clinical tests proved its effectiveness against some forms of pneumonia, gonorrhea, dysentery, whooping cough, syphilis, and, most spectacularly, TB. Streptomycin went into production quickly. Along with the many other antibiotics that came from the soil, it was labeled a "miracle drug." Waksman received the Nobel Prize and the heartfelt praise of millions throughout the world.

In a sense, discoveries like Dr. Waksman's are accidents; they are unplanned and unprogrammed. They emerge from scholarly activity which, judged by appearances or practical yardsticks, is aimless. But mankind has had enough experience with such accidents to have learned, by now, that "pure research"—the pursuit of knowledge for the sake of knowledge alone—is its best assurance that accidents will continue to happen. When Chicago's still-active Emeritus Professor Herman Schlesinger got curious about the chemical linkage in a rare and explosive gas called diobrane, he took the first steps toward tne development of a new kind of jet and rocket fuel—accidentally. When scientists at Harvard worked on the fractionization of blood, they were accidentally making possible the development of a substitute for whole blood which was so desperately needed in World War II. But what about the University of Texas's Humanities Research Center, set up to integrate experiments in linguistics, criticism, and other fields? Or the Missouri expedition to Cyprus which excavated an Early-Bronze-

Age site at Episkopi three years ago and is planning to go back again this year? Or the research on folk ballads at the University of Arkansas? In an age of ICBM's, what is the value of this work?

If there is more to human destiny than easing our toils or enriching our pocketbooks, then such work is important. Whatever adds to man's knowledge will inevitably add to his stature, as well. To make sure that higher education can keep providing the opportunities for such research is one of 1958 man's best guarantees that human life will not sink to meaninglessness.

A L F R E D N O R T H W H I T E H E A D once said, "In L^L the conditions of modern life, the rule is absoM \ lute: the race which does not value trained intelligence is doomed."

In recent months, the American people have begun to re-learn the truth of Whitehead's statement. For years the nation has taken trained intelligence for granted—or, worse, sometimes shown contempt for it, or denied the conditions under which trained intelligence might flourish. That millions are now recognizing the mistake—and recognizing it before it is too late—is fortunate.

Knowing how to solve the problem, however, and knowing how to provide the means for solution, is more diflicult.

But again America is fortunate. There is, among us, a group who not only have been ahead of the general public in recognizing the problem but who also have the understanding and the power, now, to solve it. That group is the college alumni and alumnae.

Years ago Dr. Hu Shih, the scholar who was then Chinese ambassador to the United States, said America's greatest contribution to education was its revolutionary concept of the alumnus: its concept of the former student as an understanding, responsible partner and champion.

Today, this partner and champion of American higher education has an opportunity for service unparalleled in our history. He recognizes, better than anyone, the essential truth in the statement to which millions, finally, now subscribe: that upon higher education depends, in large part, our society's physical and intellectual survival. He recognizes, better than anyone else, the truth in the statement that the race can attain even loftier goals ahead, by strengthening our system of higher education in all its parts. As an alumnus—first by understanding, and then by exercising his leadership—he holds within his own grasp the means of doing so.

Rarely has one group in our society—indeed, every member of the group—had the opportunity and the ability for such high service.

E D U C A T I O N of high quality for as many as are qualified lor it has been a cherished American dream. Today we are too close to realizing that dream not to intensify our striving lor it.

Navy as a Reserve Officer during World War I, for duty as Captain of the New Orleans Navy Yard. He kept in touch with the Navy in general, and with his classmates during the rest of his life.

In addition to his many business interests he took a prominent part in civic affairs and served several terms as a State Senator.

In years gone by, Ernest King, his roommate at the Naval Academy, visited him often on his sugar plantation near Franklin.

He is survived by his widow, the former Mary Frere; three sons, John Jr. of New Orleans, Don T. and Clegg of Franklin; two daughters, Mrs. Ward T. Jones, and Mrs. H. T. Hilliard of Houston, Tex.; a number of grandchildren; and two brothers, Edward Caffery of Biloxi, Miss., and Charles Caffery of St. Petersburg, Fla. We regret to report the passing away of Una Gielow Fisher, the wife of R. Adm. C. W. F I S H E R , U S N (Ret.), at Carmel, Calif., on 20 January 1958. Private interment took place in Arlington National Cemetery on 14 February 1958.

The FURERs have returned from a cruise to the Caribbean, having spent a v/eek each in Curacao and Cartagena between Grace Line sailings. The weather in the Caribbean was delightful, but they got back to Washington too soon and ran into the worst spell of winter weather experienced by Washington in a generation. They were in Caracas on 22 January, the day the revolution in Venezuela came to a head, and had to pass through some gunfire in starting back to LaGuaira. They were more concerned at the reckless speed of the chauffeur in going down the mountain than in the gunfire. The driver said he had a

FREDERICK AUGUSTUS TRAUT Capt. Frederick Augustus Traut, formerly commandant of the Sixth Naval District, Charleston, S. C , died 17 February in St Albans Naval Hospital in New York.

Captain Traut retired while in Charleston many years ago and resided at 35 Legare St. and at 26 South Battery during his years there.

Funeral services were held at St. Michael's Protestant Episcopal Church.

Burial was in Magnolia Cemetery.

Captain Traut commanded the battleship USS ILLINOIS during World War I. Before coming to Charleston, he was commandant of Hampton Roads Training Station in Norfolk, Va.. He was commandant of the Sixth Naval District from September 1925 to September 1927.

Surviving are a daughter, Mrs. Walter H. Grunge, and a granddaughter, Cornelia Carter Grunge of New York City. Mrs. Traut died last 8 June.

At the Naval Academy we called him "Senator," as his father, Donelson Caflfery, was at the time United States Senator from Louisiana. Ground was broken 1 March and it is hoped that the Stadium will be completed in time for Homecoming 1959. Balance to be raised for the Stadium is now down to $600,000.

CHARLIE SCHENCK A N D "NAVY BLUE A N D GOLD" JACK K E N N A D A Y writes: The article by Bert Kalisch on our class in the December issue was very good and gratifying to read. / think it was all well merited, too, but I hope you didn't get comments from other classes accusing you of discrimination.

Incidentally, I had a long, interesting comment on one statement in the article from A. R. Taylor '22. H e questioned, without any ascerbity but with considerable authority, since he helped edit the Navy Songbook back in those days, whether Charlie Schenck is really the author of the music for "Navy Blue and Gold," observing that in the Songbook it is credited to Bandmaster Torovsky.

Dick says, too, however, that organist Crosley wanted a different music put in the Songbook and Dick believes that Crosley's choice—whoever composed it— is the one in use now. My own memory is that Charlie submitted a tune but it was not the present one and that we all were aware of it at the time.

STEPHEN EWING RICE, III Judge S T E P H E N E. RICE, III, of the Tax Court of the United States, died at the U S N H , Bethesda, on 9 February. He had been in ill health since December.

Burial was in Arlington Cemetery.

Judge Rice had served on the Tax Court since 16 October 1950. He was appointed by President Truman. He was reappointed by President Eisenhower for a succeeding full term on 2 June 1956.

A native of Apalachicola, Fla., Judge Rice served in the Navy as an Ensign from 1926 to 1928.

He received a bachelor of laws degree from Columbia University Law School in 1931 and was admitted to the bar in New York the following year. He also later became a member of the bar of the District, and of the United States Supreme Court.

When World War II broke out he was recommissioned in the Navy and served as

JAPANESE SQUADRON VISITS PEARL The Training Squadron of the Japanese Maritime Self Defense Force spent two weeks in the Hawaiian Islands in February.

This was the first Japanese warship visit since the Pearl Harbor attack. The squadron consisted of the destroyer HARUKAZE,

a World War II veteran, and four frigates commanded by R. Adm. Sodoyoshi Nakama.

Aboard were 116 newly commissioned ensigns.

R. Adm. Neil K. Dietrich '23 writes that the visit went off without incident. The Japanese ships were clean, smart and well handled and their officers and men could not have been better disciplined or behaved.

When Captain Gillette reported to duty at Rota in March 1956 he had a staff of exactly two—Commander Calvin T. Durgin, Jr. '41, destined to be the first Executive Officer, and a Spanish secretary. Naval headquarters of the 6,000-acre base reservation were in a one-time farmhouse.

The GUDGEON began the first leg of her round-the-world journey on 8 July 1957 and returned to her home port at Pearl Harbor on 21 February, after steaming 23,111 miles.

The GUDGEON spent 150 days underway and 78 days in port.

Corrigan's firm has shown an excellent record of growth under his administration.

He has instigated many employee benefits, including a profit-sharing trust, an employees credit union, shorter work week and other benefits which have resulted in an excellent employee relations record for the firm.

Since he assumed the presidency, the firm has opened four new stores, completely remodeled several older stores, and kept pace with the rapid growth of San Antonio.

GEORGE G. JEFFRIES '48-A Here is the story of Lieutenant George G. Jeffries '48A. The story of a few brief moments in his life.

On 22 February 1954, Jeffries' F6F became crippled over Lake Charles, a city of 50,000 people in Louisiana. Twice after his engine failed he was warned to bail out.

Twice he refused for fear his plane would crash among the people, instead of into the abandoned rice canal where he rode it to a flaming death.

His last words to the tower were: "I want to get away from this thickly populated area." As the Associated Press reported : "He succeeded . . . and died."

Another Navy Lieutenant in the squadron put Jeffries' whole life into a few simple words when he said: "He was that kind of guy."

WILLIAM LUTHER HARRIS, JR. Lt. W I L L I A M L. HARRIS, Jr., was killed in an aircraft accident in Sullivan County, Tenn., near Bristol, Va., on 2 February 1958. He was attached to the U. S. Naval Air Technical Training Center at Memphis, Tenn. His last duty station before this was at the Naval Postgraduate School, Monterey, Calif.

Lieutenant Harris was born in Claude, Tex., and was appointed from Alaska. He is survived by his wife, Mary Louise Harris of 1785 Carlyle Rd., Memphis, Tenn., and his mother who lives at 2207 Peach St., Amarillo, Tex. Navy law contemplates promotion to senior lieutenant after 6 years, to lieutenant commander after 12 years, and to commander after 18 years. But Navy and Marine Corps promotions can be made only if vacancies exist.

Under the Defense Department proposal, the committee said, an individual could be denied an in-grade pay increase if his service was found unsatisfactory by even one senior officer. To institute such a one-man selection system for advancement within grade would be another attempt to change the rules under which officers have entered the services, the committee said, and this constant changing of rules has contributed greatly to the nonretention of officer personnel.

"The longevity system appears to be the only reasonable system that can continue to offer pay incentives to members who can no longer anticipate the rapid promotion of the recent past," the committee said. "The longevity system provides incentives even though promotional opportunities are frozen or retarded. It recognizes experience and maturity. It is effective during any period when there is a decrease in the size of the armed services because it provides pay increases in spite of reduced promotional opportunities. It is geared to meet the overall needs of the four services amalgamated into one pay system."

However, information submitted by the Defense Department, the committee said, contemplates a saving of only about $100 million a year by 1962. And the committee apparently did not like implications in Cordiner publicity that there is no merit in present military promotion systems. It sharply refuted this claim both as applied to officers and enlisted personnel.

Furthermore, the committee said, adoption of the Cordiner report would not have permitted an end to the draft by mid-1959, as claimed by Cordiner adherents.

Fast Action Required f o r Disability T a x Refund

Personnel retired for physical disability, entitled to tax refunds under a recent ruling of the Commissioner of Internal Revenue, will have to act fast to obtain refunds on 1954 income. Amendments to returns on 1954 income, filed by April 15, 1955, must be filed by April 15, 1958.

The Internal Revenue Service Ruling 58-43 states that personnel retired for physical disability may automatically be considered absent from work because of sickness or injuries and therefore entitled to exclude up to $100 a week of the taxable part of their retired pay as "sick pay" until they reach regular retirement age.

The official retirement age for Navy officers, from W-1 up, is 62 or the age at which they complete 40 years of service, whichever is earlier.

Here are some of them:

Give all pay increases as soon as law is enacted, instead of spacing increases out over three or four years.

Give senior officers the pay schedules advocated by the Cordiner Committee, which are higher than those included in the Defense Department bill.

Permit retired pay to remain based on full active duty base pay.

The Defense Department had proposed that increases for senior officers be spaced over a period of years, as three or four years. Ralph J. Cordiner, President of General Electric, protested against this proposal.

"There are many officers who should be retired to pep up channels of advancement for outstanding yoimg men," he told the committee. "If the new pay scales go into effect immediately, these men can be retired in good conscience at the new levels, and without the possibility of creating endless dissatisfaction at all levels. If the pay increases are introduced gradually, I predict that there will be great difficulty in persuading the Defense Department to retire these officers before they have achieved the full pay scales.

"This means that for four more years the channels of promotion will be clogged and many fine young men will be so discouraged they will leave."

Proponents of the Cordiner plan advocate marked increases in pay for senior officers and small increases for junior officers. They contended that in their investigation of service morale they heard from many young officers who were not bothered about their present pay but were worried about their pay ten or twenty years hence.

Rodee '26, Commander Naval Forces, Continental Air Defense Command, Colorado Springs, Colo., on 25 February. Capt. George L. Kohr '29, Chief of Staff to Admiral Rodee, was in charge of all arrangements and the meeting was an outstanding one. Admiral Rodee, in a very enlightening and interesting talk to the group, explained the Navy's role in the Continental Air Defense Command. Twentyeight attended.

On 19 March a luncheon meeting was held at the Old Navarre Cafe in Denver at which Ben Martin '46, new head football coach at the Air Force Academy, was the guest of honor and gave a talk concerning 54

The Thirty-third Annual Dinner of the Naval Academy Association of New York, Inc., was held on 21 March in the Grand Ballroom of the Hotel Biltmore, Madison Ave. at 43rd St., New York City.

Cocktails were served at six P.M. and dinner started at seven-thirty. During the cocktail hour a reception was held in the rooms adjoining the ballroom so that all had an opportunity to meet their classmates and friends.

The speaker of the evening was Adm. Jerauld Wright (Class of 1918), Supreme Allied Commander Atlantic, Commanderin-Chief Allied Atlantic and United States Atlantic Fleets. As such he gave us the benefit of his observations on current world affairs. Admiral Wright is brilliant as well as entertaining and this was a very stimulating experience for us.

Admiral Smedberg, along with other representatives of the Naval Academy and of the national Alumni Association, were on hand.

By unanimous vote of your Board of Trustees the Sixth Annual Award of the Association was presented at the dinner to Rip Miller for his outstanding service to the Naval Academy over a period of many years.

The Naval Academy Association of New York met at the Lawyers' Club on 18 February 1958. More than 100 members and guests attended the luncheon meeting, and heard Dr. Willy Ley, authority on rockets, missiles and space ships, present a most

timely and informative speech. He praised the work of Commander Truax, who was well known for his explosions in the laboratory which Adm. Roy Graham had provided for him in the basement of his home, when Commander Truax was a midshipman at the Naval Academy.

PITTSBURGH Ben Moreell Speaks The guest of honor at the dinner meeting, 28 March 1958, was Adm. Ben Moreell.

The meeting was held in Suite 566, convening at 1815 with dinner about 1900.

SAN FRANCISCO Chapter Hears Talk on Youth Attitudes and Trends The regular monthly meeting of the San Francisco chapter was held at Treasure Island on 5 March. Those present were treated to an unusual but timely talk by Mr. Robert E. Fitch, Dean and Professor of Christian Ethics at the Pacific School of Religion.

Mr. Fitch, who is author of Decline and Fall of Sex, discussed the attitude toward love and sex in America during the last forty years. A movement which tended to separate the two began after World War I with the rebellion of youth against Puritanism. This was given support by Freud, Hemingway and others and was reflected in such novels as This Side of Paradise, Forever Amber and Peyton Place.

The end of this forty-year period now seems evidentâ&#x20AC;&#x201D;juvenile delinquency at its worst while at the same time a new conservatism is emerging. This is evidenced by such trends as "going steady," dancing without clinching, early marriage and marriage fidelity. The speaker contended that the divorce rate would go down markedly in the next ten years.

One aspect of the situation in which Mr. Fitch expressed deep concern was the extreme cautiousness of youth today. They have no deep convictions and only in the armed forces does a young man learn the meaning of duty.

The Old World can never grant that America earns what she has and what she gets. To an American, Admiral Ruge's recital naturally shows Old World bias in strategical concepts, as well as in credits and debits for the war's actions. But to have produced this very readable and well found book with only the sketchiest kind of records at hand is an accomplishment that augurs well for a new body of German Naval thought. So based, and led by Admiral Ruge, the infant German Navy can look happily forward to a gratifying and useful life.

The story Ruge tells shines brightest in those areas where he himself served, notably in the Med, in the Mine Forces and with Field Marshal Rommel during Normandy. Unavoidable inaccuracies and misAPRIL,

apprehensions appear in other areas. Baltic operations late in the war are for the first time brought to general American attention.

It is a good job, the most comprehensive piece of writing from the German Navy since the war.
