The reader is taken behind the scenes of conferences with Mussolini, at the League of Nations, and in the other capitals of Europe. The story reaches a crescendo in the bitter days extending from the famous interview between Hitler and Schuschnigg at Berchtesgaden to the final overwhelming of Austria by German armed might.

By Fred Lardner ' I *HE new Eightieth Congress may de-*• vote more time to naval legislation than any other Congress. In mid-January the Navy Department informed Senator Chan Gumey, Republican of South Dakota and chairman of the new Senate Committee on Armed Services, that it has some three hundred bills ready for submissioiL Senator Gurney requested that legislation of a controversial nature be withheld until the new Congress gets going and new members become more used to Washington.

It appears now that some major naval legislation will not be naval only, but Army-Navy. The armed services merger legislation, of course, is inherendy ArmyNavy. But appropriations, promotion and other legislation, heretofore handled for the two departments separately, will be heard by Congressional subcommittees with an ear cocked to both Army and Navy needs, and may be enacted joindy.

So far there has been comparatively litde new personnel legislation.

The

Committees

Soon after the new Congress convened, the Senate merged Naval and Military Affairs Committees into a Committee On Armed Services. The House, after some debate, did likewise.

There are thirteen Senators on the Armed Services Committee, six from the old Military Affairs Committee and six from the old Naval Affairs Committee, plus a newcomer. Senator Raymond E. Baldwin, Republican of Connecticut. The six members from the Military Affairs Committee are: Gumey, chairman; Styles Bridges, Republican of New Hampshire; George A. Wilson, Republican of Iowa; Burnet R. Maybank, Democrat of South Carolina; Lister Hill, Democrat of Alabama; and Harley M. Kilgore, Democrat of West Virginia. The six members from the Naval Affairs Committee are: Edward V. Robertson, Republican of Wyoming; Leverett SaltonstaU, Republican of Massachusetts; Wayne Morse, Republican of Oregon; Richard B. Russell, Democrat of Georgia; Harry F. Byrd, Democrat of Virginia; and Millard F. Tydings, Democrat of Maryland.

Some of these Senators have had ex-

perience in the Navy, direct or indirect.

Senator Bridges had a son in the Navy in World War II; Senator SaltonstaU had a son in the Navy, a son in the Marines, and a daughter in the WAVES. Senator Russell was a Naval Reserve in World War I. Senator Maybank was an enlisted man in World War I. Senator Baldwin was a lieutenant aboard the destroyers TALBOT and BADGER in World War I. The House Committee Eight Republicans from the Military Affairs Committee, and eight from the Naval Affairs Committee, were appointed to the House Armed Service Committee.

Republicans from the Military Affairs Committee are: Walter G. Andrews of New York, chairman. Dewey Short of Missouri. Leslie C. Arends of Illinois. J. Pamell Thomas of New Jersey. Charles R. Qason of Massachusetts. Paul W. Shafer of Michigan. Charles W. Elston of Ohio. J. Leroy Johnson of California.

Republicans from the Naval Affairs Committee are: W. Sterling Cole of New York.

A number of these Representatives have had naval experience. Arends and Durham were enlisted men in Worid War I. Cole and Hess are Lieutenant Commanders in the Naval Reserve. Towe was a midshipman at Annapolis from 1918 to 1920. Lyndon Johnson was an active duty Lieutenant Commander in 1941 and 1942. Van Zandt was an enlisted man in World War I, with two years overseas and finally becoming quartermaster. In World War II he started as Lieutenant and ended as Captain.

Promotion Legislation Personnel legislation of the anned services will be handled joindy, insofar as such handling is possible. Joint legislation would assure, according to Senator Gumey, an equalization of opportunity in the Army, Navy tind Air Force, particularly as opportunity concerns promotion, pay and retirement benefits. Tlie Air Force, however, may hold out for a promotion program of its own.

Armed Service Merger The 16 January announcement that the Army and- the Navy had agreed on a plan to unify or merge the armed forces came as a surprise to many authorities.

It was a surprise to your correspondent, which is why the January issue of SHIPMATE, off the press after January 16, does not mention the Army-Navy compromise. Principal authors of the plan were Major General Lauris Norstad, Director of Plans and Operations on the War Department General Staff, and Vice Admiral Forrest Sherman, Deputy Chief of Naval Operations.

The Navy retains its shore-based aviation, the Marine Corps and its aviation, and, of course, its carrier-based aviation.

According to some authorities, the plan permits the Army to retain its own air cover. If so, this would leave the Air Force only strategic and long-range bombing.

The compromise was based largely ca an agreement announced 31 May, 1946,

will give "its whole-hearted support to the plan."

Secretary Forrestal said: "I am glad to say what I have often said at the conclusion of Secretary Patterson's remarks— me, too."

Fleet Admiral Nimitz said: "I consider the plan a definite and considerable step and I will support it to the best of my ability."

Heretofore, in this column, your correspondent has been presenting the viewpoint, not so much of top-ranking Navy officials (who were not saying much) as of those members of Congress and private authorities who thought the Navy was being unduly shoved around. Now that top-ranking Navy men have agreed with Army on a plan, we will try to report objeaively how Congress handles the subject.

That there wdl be various legislative batdes over the plan is already apparent.

The first batde, developing at this writing (late January), is which Senate committee is to handle the legislation. The Senate Committee on Executive Expenditures claims it has priority over the Senate Armed Services Committee. Some legislators insists the Secretaries of War and Navy should be in the Cabinet. Some legislators want a "Council of National Defense" instead of a Secretary of National Defense, the only Armed Services FEBRUARY,

representative contemplated in the Cabinet.

The Navy got a pretty good break in the new agreement, as compared to the original plan submitted in 1946. The new Congress might give it an even better break.

Officers and enlisted men retired for disability are completely exempt from taxes on retirement pay. Some members of Congress may ask that those retired for service and age likewise enjoy total exemption.

Taxes of Retired Officers The Senate Committee On Finance has before it a proposal to exclude from gross income of retired enlisted and commissioned personnel of the Army, Navy, Marine Corps and Coast Guard, for income tax purposes, "so much of the amount received from the United States as retirement pay during the taxable year as does not exceed $3,000." This proposal is in the form of a bill sponsored by Senator Harlan J. Bushfield, Republican of South Dakota, a member of the Finance Committee.

Through correspondence with members of the Army and Navy who have been retired. Senator Bushfield says he, and other members of Congress, have become fully aware of the injustice of the tax system as applied to retired ofificers and enlisted men. It is wrong, he contends, to withdraw upon retirement the $1,500 tax exemption granted to those on active duty. When an officer retires, he points out, his income is cut in half.

Personnel Legislation Here are the more important of other personnel bills inttcxluced so far: S. 224, by Senator Gurney, "To amend the Acts of October 14, 1942 (56 Stat.

786), as amended, and November 28, 1943 (57 Stat. 593), as amended, so as to authorize transportation of dependents and household effects of persoimel of the Navy, Marine Corps, and Coast Guard to overseas bases." Tliis bill would remove various restrictions on ttansportation of household effects and dependents, "without regard to cost of transportation previously provided for dependents and household effects" applicable to current or new stations.

Death Gratuity—S. 319, by Senator Gurney, to amend the laws relating to the payment of six months' death gratuity to dependents of naval personnel to make the gratuity payable whether or not death is "the result of his or her own misconduct."

Disability and Death Payments — S. 335, by Senator Gurney, to extend disability and death benefits to personnel of Army, Navy, Marine Corps and Coast Guard Reserve components while on active duty or in uaining.

Relief for Disbursing Officers—S. 323,

by Senator Gurney, authorizing the Compttoller General to allow credits to and relieve certain disbursing and certifying officers of the War and Navy Departments from accountability or responsibility for losses CKCurring between September 8, 1939, and July 1, 1946.

Warrant Officer Commissions—S. 281,

by Senator Gurney, to provide that all active service under a temp>orary ap|X)intment as warrant or commissioned officer in the Regular or Reserve forces of the Navy and the Marine Corps be included in the computation of the six-year period of service required for eligibility for promotion from warrant to commissioned warrant officer.

Air Navigator Compensation—H. R. 130, by Representative Joseph P. O'Hara, Republican of Minnesota, to provide that naval aviation cadets who were appointed commissioned naval air navigators after August 4, 1942, are entided to an extta $500 pay for each year of active duty, payable to them or their dependents.

1947, which begins with a strength of 598,000. The Navy is allowed 425,000 eidisted men, 46,000 officers and 2,600 nurses. The Marine Corps takes a ten per cent cut to 90,000 men and 7,500 officers.

The Navy Department had planned larger expenditures than were approved by the Budget Bureau for research and procurement of new weapons. It remains to be seen, however, just how much research will suffer. Most members of Gmgress are fully aware of the need for it Research might be accomplished throu^ special legislation. School Legislation

One of the first bills to be considered by the Senate Committee on Armed Forces wdl be S. 229, providing for an expenditure of 528,750,000 to construct a new Post Graduate School at Monterey, California. HE headlines could have read, "Extta, LSM captures BB." Shades of John Paul Jones, musketry from the fighting tops and boarding parties! Joint operations registered another success in the htde known but spectacular operation residring in the recapture of Fort Drum in Manila Bay. Fon Drum, located on and covering the reef known as El Frade Island, about twenty-six mUes southwest of Manila, is essentially a sttong, batdeship-shaped, reinforced concrete box. Its resemblance is enhanced by its four 14" rifles in two tuttets. In fact, it gave a PT boat a bad session one night and almost received a torpedo for daring to resemble a battleship. Additionally, 6 " guns are mounted in casemates or "blister" turrets to port and starboard. Its major armament was rendered inoperable by our forces prior to evacuating the fort in 1942.

Dimensionally Fort Drum is 345 feet overall by 135 feet beam and has a freeboard of about 40 feet. Sides and top are thirty and eighteen feet thick respectively. The top edges are beveled, precluding the use of scaling ladders. Inside there are four levels or decks containing command facilities, quarters, shops, power plants and magazines.

Means of access are limited. The concrete is pierced by the two gun turrets, stairwells and ventilators on top and by the 6" gun casemate and a sally porte on each side.

Early in 1945, Bataan, Corregidor and Manila were being mopped up. Manila Bay was open to shipping but all ship movements were under observation from Jap-held Fort Drum. The then important task of recapturing the fort was assigned to the XI Corps.

The "secret" plans of the fort were reluctantly released by Washington and were flown out and studied. Reconnaissance by a PT boat met a warm reception at the sally porte. Dive bombers cleared minor armament from topsides but could not pierce it. A cruiser took the port casemate under 6 " gunfire. Fire was concentrated on the lower gun port. The gun was knocked out of battery and the casemate was penetrated in several places.

An analysis of possible means of attacking the interior showed that the ventilators and stairwell on the top afforded the most favorable conditions for the means to be employed. All other openings through the concrete had serious disadvantages.

The means of carrying the fight to the Jap behind his reinforced concrete had been developed in clearing out enemy in the mortar pit area on Caballo Island off the tail of Corregidor. The method became known as the "hot oil treatment" and consisted of pumping a gasoline and diesel oil mixture into the fortification and igniting by tracer bullets or phosphorous grenades. In this case the treatment was to be augmented by a heavy demolition charge.

The "what" and the "where" having been determined and the "when" being entirely a matter of our decision the "how" was carefully rehearsed by selected personnel on a mock-up of the topsides of the fort. Naval personnel, combat engineers, riflemen, and the ubiquitous amphibian engineers had to work as one well oiled machine. Finally Friday, April 13th, was selected for the assault.

The expedition loaded out from Corregidor on an LSM specially fitted out with a drawbridge operated by a simple block and fall. Naval LCVPs and an army LCM containing a POL pump, hose and 2,200 gallons of the gasoline and diesel mix in two (NL) navy cubes accompanied it.

Arriving at the objective, the LSM carefully inched up to the port side of Drum. Cover was provided by a BAR in the crow's nest and by a LMG on an improvised platform. As it touched, the LCVPs headed bow-on against the LSM and with full throttle held it steady in position. The drawbridge was lowered and the covering party of riflemefi moved promptly to rehearsed positions to cover all openings from which fire could be received.

The several engineer parties followed.

One placed 600 pounds of T N T in thirty twenty-pound satchel charges in the after starboard stairwell and tamped the lot with sandbags. Another hauled up the oil hose line from the LCM, fixed the nozzle in position in the after port stairwell and placed the ignition charge of four W P (white phosphorous) grenades. Escape lines, knotted Manila rope, were lowere4 over the side for use should fire break out prematurely through enemy action of misadventure.

The demolition charge and the 'WP grenades were connected by primacord (instantaneous fuze) to a thirty minute time fuze. The oil pump was started, the fuze lighted and the assault party withdrew to the LSM. Ten minutes had elapsed.

At this point the fortunes of war intervened. The oil hose (courtesy of the Manila Fire Department) burst and small

arms fire was received from the port casemate which was even then leaking oiL Return to the top was indicated. The fuze was cut, the hose line repaired and the nozzle transferred to a ventilator opening more remote from the casemate, the fuze relighted and the topsides again evacuated.

The small arms fire was ineffective which was formnate since it could not be returned for fear of prematurely lighting the oil which was leaking around the casemate. Only tv:o men were wounded.

The pumping of the oil was completed and the LSM and the lesser craft stood off to watch the show. At the proper time came the first blast as the demolition charge let go, then came smoke and some flame to be followed by heavier blasts as the magazines exploded.

A reconnaissance on Sunday was

blocked by the intense heat, thick smoke and burning oil The following day ttoops penettated a short distance into the second level Two days later, five days after the assault, ttoops were able to make a complete survey of the interior. The insides were a shambles, sixty dead were counted of which three had apparendy committed hari-kari, the obvious cause of death of the majority was burning which may or may not have been preceded by death from concussion. Ruined equipment gave evidence of the intensity of the blasts and of the flames. Externally the fort gave litde evidence of the violence sustained internally.

Consideration of the problem after the fact indicates that the "hot oil tteatment" alone would have been successful and that the demolition charge and the naval bombardment were unnecessary. Such a

conclusion is not necessarily sound. One can only guess as to whether the flames or the demolition charge detonated the fiirst magazine and can only surmise the effects of the explosion on die will of the garrison to fight the fires.

Had the operation not been so successful, it wovdd have been necessary to force an enttance and to fight it out from deck to deck in darkness and with the advantage to the defenders. In war every weapon must be brought to bear on die enemy to desttoy him or his will to fight The recapture of Fort Drum is an excellent example of what must be done when one encounters a situation that is not "in the book." Here careful analysis of the problem, original thinking, thorough preparation and a mustering of the resources of the several services resulted in a successful joint operation.

HANGES of very great importance C have been introduced into the training of Britain's future naval officers in recent years. While the rapid progress of scientific developments in such fields as radar and the like has meant that Britain's Royal Na\7 needs more and more specialists with wide scientific knowledge, expett in the highly technical aspects of modem warfare, those responsible for naval education have gradually been evolving plans to ensure that, however much an officer has to specialize later in his professional life, he shall start his naval career with the widest possible general education, with his mind not nattowed by too rigid attention to technical matters during his early, formative years.

This accent on a broad education, designed to keep the officer's mind alert, enquiring and flexible, is particularly noticeable at the Royal Naval College, Dartmouth, Britain's famous school for the ttaining of the naval officers of the fumre, which has just returned to its historic home in Devonshire after being evacuated during World War II to premises near Chester, far from the sea.

Early Decision "Dartmouth", as it is familiarly known for short, is unique among the great schools of England. Whereas at other schools the boys usually do not decide on the career which they are going to follow until comparatively late in their school life, boys who go to Dartmouth have already made up their minds that the life they wish to lead is that of a naval officer. At the age of thirteen, or a little over when they first enter the college, they have already chosen their careers. What is more, every boy who does wish to enter the Navy as a midshipman must pass through Dartmouth sooner or later. It is not essential for him to get the whole of his schooling there.

He may go to some other school for his general education, but after that he still FEBRUARY,

has to put in one term at Dartmouth to catch up in such subjects as seamanship and to become grounded in the ways and traditions of the Navy. Dartmouth, in fact, is the "nursery" of the admirals and First Sea Lords of the future.

Naturally, at a college whose sole aim is to fit boys for the officer ranks of the Navy you would expect to find a naval atmosphere, with stress on naval discipline and traditions. And it is certainly there. But what comes as an unexpected surprise is that when one examines the educational curriculum one finds far more stress on general subjects, on history, geography, English, foreign languages and the like, than on purely naval subjects. Seamanship, for instance, an essential subject for any sailor, occupies comparatively few hours in any term.

The naval grounding is supplied not so much in the classrooms, where teaching is similar to that in any other great English school, as in the general organization of the college. Naval and academic training go on side by side. The cadets wear uniform on and off duty. They are taught by civilian masters who before coming to Dartmouth may have taught at other schools. But, outside the classroom their discipline and welfare is in the hands of naval officers, many of them men holding high decorations for gallantry during World War II.

early to taking command and showing initiative, responsibility for much of the discipline is vested in the cadets themselves, through a system of promotion to the rank of "cadet captain". These cadet captains, working under the naval officer in charge of their particular house, not only take command of the cadets under them on the parade ground but are responsible for discipline in the dormitories and the like and for much of the general routine running of the college life. Cadets who have not yet reached the rank of cadet captain will nevertheless be given an oppormnity of carrying out similar functions on parade. Thus they learn early not oidy to obey orders but to give them.

One of the first things that a boy learns on entering Dartmouth is an intimacy with naval terminology. He finds that the college is divided up like the parts of a ship. What in an ordinary school for instance, would be the general assembly hall is known as the quarter-deck, and so on. So, from his early years, the future naval officer becomes accustomed to the language, as well as the customs, of the sea.

Cadets spend three years and eight months at Dartmouth, except for those who have gone there for one term only at the end of a general schooling elsewhere. They come to the Royal Naval With a view to accustoming the boys College from preparatory schools all over

Dartmouth is ideally situated for naval ttaining for the river Dart provides wonderful facilities for work on the water, learning the handling of boats of all kinds, and the 500 or so cadets are encouraged to spend much of their time on the water, whether rowing, sading or handling power boats. But, apart from the acmal seamanship courses, this is not compulsor}', for the underlying idea is to encourage cadets during their spare time to follow their own bent both in sport and in wider educational interests. period afloat the cadet goes to sea as a midshipman. After this he becomes an acting Sub-Lieutenant, and his education, technical and general is continued, partly at the Royal Naval College, Greenwich, the university of the Navy, and parti)' elsewhere, until he is finally commissioned and goes to sea as a fully-fledged naval officer.

Medical Associated Sciences Corpsâ&#x20AC;&#x201D; A bill to establish the Medical Associated Sciences Corps in the Medical Department of the Navy, to consist of not more than 205 officers of the grade of medical associated scientist, was introduced in late January. Members may be Captains, Commanders, Lieutenant Commanders, Lieutenants and Lieutenants, j u n i o r grade.

Medical Administtatorsâ&#x20AC;&#x201D;Another bill would create the grade of medical administtator in the Hospital Corps, applicable to ranks of Ensign through Captain. This Corps might number as many as 630 officers.

Territories And Possessions More than a few members of Congress (the approximate niunber may not be known until the issue reaches the floors of Congress) would like to have the Navy Department administer and protect our Territories and possessions, including those required during World War II. A subcommittee of the former House Naval Affairs Committee, reporting in early January, advised the United States Government to retain control in its own name of all the possessions acquired from the Japanese.

Representative Cole of New York has inttoduced a bill providing for U. S. Navy administration of Hawaii, Alaska, the Canal Zone and all island possessions recently acquired. The bill would not deprive the Interior Department of its civil functions in Puerto Rico, the Virgin Islands, Alaska, etc., nor the War Department of its civil functions in the Canal Zone.

Dependents Travel Bill The House Armed Services Committee recendy reported out H. R. 1376, a bill amending other legislation to make possible the easy travel of Navy, Marine Corps and Coast Guard dependents to overseas bases. House and Senate action are expected to follow soon.

tilities, the Navy Department recognized as desirable the transportation of dependents to join naval personnel overseas," the committee said in reporting the bill.

"However, the Comptroller General, after consideration of the language of the acts of October 14, 1942, and November 28, 1943, held that dependents were entided to transportation from the old-duty stations to the overseas stations, less cost of transportation already furnished them."

In other words, the Comptroller General says it's okay for dependents to go overseas, provided they pay their own way or refund travel expenses advanced them for travel within the United States.

The committee now says dependents can forget all travel expenses ever advanced them by Uncle Sam, and plan on going overseas at the Government's expense.

The Navy Department says that at least 10,223 persons will travel if this bill is passed, at a cost of some s$ 100,000.

T H E BUTTERFLY by James M. Cain. (Alfred A. Knopf, $2.00 > The scene of THE BUTTERFLY is a mining disttict somewhere in the Big Sandy country of Kenmcky. Centtal characters are Jesse Tyler and his daughter Kady, who came back to him years after he had almost forgotten about her. She brings with her Danny, her litde boy, who bears the tell-tale butterfly birthmark. From this apjjarendy innocuous beginning, James M. Cain proceeds to weave his tale, and it should come as no surprise that it is loaded with the typical Cain dynamite. Jesse falls in love with Kady, who is doing her best to seduce him. Moke Blue, the man who ran off with Jesse's wife, stumbles into the ston' and is killed off by Jesse in particularly gruesome fashion. A couple of other characters wander back and forth across the stage and serve their purpose by complicating things for Jesse and Kady. In the end, Kady runs off with another man, and Jesse is cornered in his cabin by Ed

Blue, who is out to revenge the killing of his brother.

Those who enjoyed M I L D R E D PIERCE, THE POSTMAN ALWAYS RINGS TWICE, PAST ALL DISHONOR and DOUBLE INDEMNITY', will probably be disappointed in this latest Cain novel. The plot is thin, the characters more so, and all in all, it smacks more of Erskine Caldwell than the James M. Cain that people have come to know.

But there is a very revealing and entertaining inttoducrion by the author in which he tells the background of the novel and some of his views on life, literary critics, and the comparisons which have been made between him and Hemingway.

e i T E D STATES M M ACADEMY ALUMNI ASSOCIATION HELP US FURNISH ALUMNI HOUSE In so far as Aiiunni House is concerned, the most serious problem now confrondng us is the matter of furnishing its various rooms, k will, in all probability, be several months before anything can be done on this project over and above what has already been accomplished.

The furnishing of the tap room is completed. It is beautifully done and elicits most enthusiastic and favorable comment from all visitors to the House. The offices of the Assodation, with the exception of that of the Executive Direaor, are completely equipped with excellent material. These are creditable achievements. However, it is with the several imfumished rooms that we are most concerned, for imtil these are furnished, Alnmni House will not only lack the warmth and hospitable atmosphere which is so essential to the fulfilment of its purpose, but the very means whereby its reason for being may be fulfilled are wanting.

It is our plan to furnish Alumni House throughout with period furniture in keeping with the historical background of Ogle Hall.

Most of this furniture must be specially designed and manufactured. This involves considerable expense.

The suggestion has been made by several interested groups that Qasses which desire to make an appropriate gift to Alnmni House, indicate their willingness to make a contribution toward furnishing the five rooms and reception hall which are stiU bare. The funds so contributed will be pooled in the combinations necessary for purchasing the furiuture required for each room or for the hall, and when the furnimre is installed, due credit will be given the contributing Classes in the form of a suitably engraved plate which will be affixed at some appropriate place in the room involved.

This is a most worthy project for consideration by Class groups, and your excess Class funds could be put to no better or more appreciated use. Ail contributions to this end should be specifically designated as such. They will be held intaa until sufficient funds are available to furnish one room or the hall, and the amount on hand will then be utilized for that purpose.

Please give this matter your earnest consideration and make your contribution as liberal as possible. There is no better way to perpetuate the memory of your Class, and no more useful gift could be made to Alumni House. A a now!

Alpha and Omega of Japan, As a World Power, Shown The most important accession of the Naval Academy Museum in recent weeks is the original desk setâ&#x20AC;&#x201D;pen, inkwell and writing boxâ&#x20AC;&#x201D; used by Commodore Matthew Perry to sign the first treaty between the United States and Japan, in 1854, opening Japan to the Western World.

These priceless relics are now displayed on the original table, from the USS MISSOURI, used by the representatives of Japan and of the Allies to sign the "Instrument of Surrender," September 2, 1945, ending Japan's career as a world power. The surrender table is a loan from the Navy Department.

Thus the Museum dramatizes the alpha and omega of Japan as a member of the family of nations. A large glass case has been built to enclose the surrender table, chair and green

"This pen, which we have had for over 90 years, really should belong to the American people, and it is our hope that you can suggest a way of its being placed with objects of like historical value . . .

"In July 1853 Commodore Perry sailed to Japan in his Flagship, the Mississippi, with three other vessels. Commodore Perry had no interpreter and remained in Japan only a few months, then decided to go to China for the winter, and sailed to Canton.

"There he met Dr. S. Wells Williams, an American missionary to China. Dr. Williams was a fluent Chinese scholar, but his knowledge of Japanese was what a Japanese shipwrecked sailor, who could not be repatriated, taught him.

"Commodore Perry asked Dr. Williams to go to Japan with him as interpreter and in March 1854 they sailed to Japan. The Treaty was signed in Yokohama, and the pen was given to Dr. Williams.

"Some years later, on his furlough. Dr. Williams brought the precious pen to America and gave it to his favorite cousin, Harriet Williams Talcott, who was my grandmother, and whose name I bear.

"The pen is a very cheap quill pen, not a fountain pen, and so there is a litde inkwell with it in the box, which was purchased in China to carry the Treaty into Japan . . ."

The Perry pen was acquired from the State Department, after an exchange of correspondence between Mr. Dean Acheson, Acting Secretary of State, and Mr. James Forrestal, Secretary of the Navy.

The original donor of the pen. Miss Harriet Talcott Buxton, The Miller Road Inn, Morristown, N. J., in a letter to the State Department, gave the following historical background: "My family owns the pen which signed the Large Picture Map of Opening of Treaty between the United States and Japan Yokohama Harbor On Exhibit in 1854, and we wish to have this pen preSpeaking of important relics concerning the sented to Washington when General MacJapanese, the Museum was fortunate enough Arthur presents the one with which he signed to acquire, last month, a large picture map, the Treaty between the United States and showing the opening of Yokohama Harbor to Japan in 1945 . . .

Western trade in 1859. The map, a loan from Mrs. Aubrey W. Fitch, wife of the retiring superintendent, is in full color and printed in four sections. It has been hung in the foyer of the Museum.

Combining pictorial and map features, the exhibit gives a graphic impression of the ancient harbor and much of Tokio Bay. Small flags on ships in the foreground reveal that the following maritime powers were present: France, Russia, England, U.S.A., and Holland.

Symbols also indicate Shinto shrines, Buddhist temples, foreign setdement bridges, mountain forests, and woods and streams.

Today few people remember that the first An historic bit of wood was received last month from Captain J. R. Wallace, USN, announcement of the use of the atomic bomb Administrative Aide to the Superintendent. It in warfare was made from a United States is a piece of the original keel of the H.M.S. Foskett, USN, naval aide ago, by a workman repairing damage done to to the President, has sent the Museum a copy of Nelson's venerable flagship by German bombs the first press release issued aboard the USS AUduring the recent war. Well preserved, despite GUSTA by the President in conneaion with his its age, the timber joins letters, engravings, and formal announcement of the success of the other mementoes of Britain's great naval hero dropping of the first bomb, August 6, 1945 .

Rear Admiral Foskett, then commanding in the International Bay, or alcove, of the the AUGUSTA as a Captain, says in his letter Museum.

Captain Wallace, who got about quite a bit of transmittal to the Curator: At that time the President was embarked during the war, is also the donor of a jar full in the USS AUGUSTA, en route from Plyof sand from the beach of Iwo Jima. When Gasgow Farragut was appointed a "midshipman in the Navy of the United States" in 1810 (thirty-five years before the founding of the Naval Academy) he was nine years old. Upon the occasion of his appointment, Farragut's step-father, Admiral David D. Porter, presented him with a finely carved gold watch and fob.

The watch and fob and appointment papers are now in the Naval Academy Museum in Annapolis. But the name David does not appear on Farragut's papers; he did not add it until after his adoption.

Also in the Museum is Admiral Farragut's flag used by him on the three-master USS HARTFORD, and his rear admiral flagâ&#x20AC;&#x201D;the first ever flown in the U. S. Navy.

It was Farragut who believed that "iron in men is more important than iron in ships." He was in service frcm the War of 1812 through the Civil War, giving half a century of service to his country. He spanned the transition in sea fighting from sail to steam, from wood to iron, from solid short and the smooth bore gun to the explosive shell and rifle.

Although the HARTFORD was struck 240 times in three battles and Farragut was in an exposed position during'most of the fighting, he escaped without a scratch.

Among ether mementoes of the iron admiral is a letter written by him to G. V. Fox, Secretary of the Navy, on April 22, 1863 concerning the matter of gold stripes worn on the cufifs of admiral's uniforms at that time.

He is responsible for changes later made in modifying uniforms worn by officers of the United States Navy. In part, the letter reads: "Pray do not let those officers in Washingten be changing our uniform every week or two. The star is the designation of the Admiral and therefore should be visible. The other uniforms were all well enough but this adding on stripes until they reach a man's elbow appears to be a great error.

"In the first place you must count the stripes to ascertain the officers's rank which at any distance is almost impossible and I presume the object of uniforms is principally for the purpose of recognizing the grade in order to pay the honors due on all official occasions.

It appears to me that the object of the present change of uniforms is to blend the grades as much as possible or in other words to avoid distinctions. If such is the case bring us down to the simple blue coat with Navy buttons, but if the grade is to be marked let it be distinct and unmistakable."

The subject of Admiral Farragut's attention was embodied in the resolutions of 1863 which decreed "Eight gold lace stripes with half an inch space between," and of 1862 which resolved: "Cuffs of the Admiral's full-dress uniform will be plain and closed and two and one-half inches deep with one stripe of gold lace three-fourth inch wide below seam but joining it, and two other stripes spaced threefourth inches apart, together with three additional stripes each one-quarter of an inch wide with the third one-quarter of an inch above the upper stripe of the three-quarter inch lace."

Four years later, regulations were: "Two stripes of gold lace, each two inches wide and one strip of gold lace one inch wide placed in the middle with space of one-half inch between."

NE-HUNDRED and one years of hallowed tradition went by the boards in a matter of seconds recently. The story behind the manner in which history, particularly Naval Academy history, had its face lifted is a yarn that renews Lee's faith in the class of '50.

As a result of making a wild guess as to how many icicles hung from the Jeannette monument, a plebe was detailed to make the journey to Hospital Point, and to personally count every last one of them.

That evening the first classman repeated his question. '*Well, mister, how many icicles are there on the Jeannette Monument?"

"One-hundred twenty-six Sir," was the unhesitating reply.

The first classman steadied for the kill.

"One-hundred twenty-six, eh? What happened to the one-hundred twenty-seventh?"

"Oh that one. Well Sir, I have that right here." So saying, the plebe tugged eighteen inches of concrete icicle from within his coat.

With the prospects of a long cold winter, it is hoped that this lad will not be asked to count the panes of glass in the chapel dome.

The resistance movement has sprung up in, of all places, the color company. That a well organized underground is now existent right under the noses of the first class is apparent to even the most casual observer. Seems the second, third, and fourth classes are not quite seeing eye to eye with the first class in a number of cases. As you are probably painfully aware, when it is a case of not seeing things the first class way, it is also usually a matter of CI.S. However, there are forms of expressing dissatisfaction, that fall within the law. One of these '"beat the system" techniques was demonstrated the other day. Seems the first class taps inspector was a bit too abrupt in the manner by which he informed the underclasses that unless conditions were in 4.0 shape when taps inspection was made, the fraps would fly.

Result: when the first classman made his rounds that evening he was greeted with the same situation in every room. The overhead light cord was cut to within an inch or two of the light. In order to turn off the lights, the inspector was forced to climb atop the desk and jump for the cord.

In the last issue of SHIPMATE Lee related the sorry plight of the plebe section leader who was fried for section in disorder after the last man in his section was hit by a laundry truck.

That happened some time ago, but last week we had its modern counterpart.

This rime it was a youngster unit leader who found himself on the pap for "Unit disorder, particii>ating." His statement ran along the following lines.

"1. I was placed on report for 'Unit in disorder, participating.'

"2. My unit was to class, a fox terrier who was trotdng alongside my section, suddenly clamped his jaws around the leg of my right guide.

"3. At the time I was placed on report I was attempting to separate the fox terrier from my right guide."

When miserable weather and the Executive Department joined forces on the last rwo days of Christmas leave, the results were almost inevitable. Came that 1600 deadline for leave expiration and Bancroft was as empty as the Army victory last November 30. The boys were still arriving as late as 48 hours, with the outcome being a rush to the tailor shops to have those black "N's" sewn on bathrobes.

Here's an AWOL vignette that makes the journies of Ulyssess appear like a jaunt to the neighborhood grocery in comparison. A plebe arrived in Chicago at noon, after having traveled from Iowa. Faced with a four-hour lay-over in the Windy City before he could make connections for his Washington train, he decided to visit some relatives.

After terminaring his visit he hailed a cab at 1500 and headed for the depot. However, the streets were frozen and his cab was struck by another car and overmrned. No one was injured, but by the time the mess was unscrambled the plebe's train, the last one he could take and still arrive in Washington on time, had departed.

Formnately, he was able to make connecrions with a plane going to New York. An hour later he was gazing down at Chicago, 6,000 feet below, and congratulating himself on his quick thinking and good fortune. It was not long lived, this elation, when the stewardess announced that New York was snowed in and that the plane would land at Cleveland.

Even at this news the plebe was not unduly permrbed. It should not be too much difficulty to get a train from Cleveland to Washington and still be on time.

The plane circled the spot where Cleveland was supposed to be. All that was visible was a swirling mass of snow. Landing here was out of the quesrion. So—on to Detroit. The same

opaque whiteness was hiding the Motor City.

By this rime the plebe had given up the ghost and had resigned himself to the fate of getting to Annapolis in rime for summer cruise, that is, if he were lucky.

"How ironical it would be," he thought to himself, "if we landed in Chicago after all this cavorting around." The sound of the hostess' voice broke through the muffled roar of the ship-s engines. "We are going to return to Chicago."

However, the ordeal was still not to be concluded without fate hurling one last barb. Chicago was also weathered in by the time the plane reached it. The Odyssey was finally terminated at the Milwaukee airport 90 miles BEHIND where it had started.

Thirty-one hours later, the plebe trudged into the waiting arms of an OD. This one might aptly be ritled "Why Midshipmen Second Class Leave Home" or "They All Look Alike Without a Program." A second classman was continually thrown into a fit of consternation every morning by the sound of running feet ten minutes before the call to breakfast formation.

As he was usually in his sack at this time every ayem, the cho-chopping from out in the corridor was construed by him to mean the mate running to greet an OD. The procedure continued daily, ten minutes prior to formation—the sound of pattering feet—the second classman springing out of his sack.

Finally after about a week, the second classman deduced that the noise was being made, not by an alert mate, but by a plebe hurrying to his first classman's room.

The fable of the boy who called "wolf" impressed the midshipman enough so that he didn't feel confident enough to completely ignore running feet in Bancroft Hall. After all, it was entirely probable that some fine morning, the OD would aaually make an appearance, at which rime the mate's running might be confused with the plebe's. Hence, the second classman decided that the safest course of action would be to warn the piebe in no uncertain terms to knock off chopping.

The very next morning, sure enough, the sound of- racing feet was heard. The second classman was ready. With a bellow that could be heard all over the Severn River Naval Command he sprang to the door. "HEY YOU, MISTER, KNOCK OFF THAT ) % ' % & # ( RUNNING. IF I EVER CATCH YOU CHOPPING AGAIN AT THIS TIME OF DAY . . ." Here he threw open the door, "HOW THE HELL DO YOU THINK I CAN TELL THE DIFFERENCE BETWEEN YOUR CHOPPING AND THE MATE RUNNING TO MEET SOME BLANKETY BLANK . . . oops, goo—goo- good morning, Commander."

• ' ^ • served as a reserve officer in O N I during the war, and later in the tropics, lost 60 pounds in the latter duty and as a result, resiuned his law practice in Washington in 1945. His experience in charge of O N I training schools was the basis for his artide, "Morale and Mirth," in the December SHIPMATE. Mr.Condon writes that the most important element in the training program was the inspiration provided by many of the regular officers on duty in O N I , particularly the successive directors during that period: A. G. Kirk, the late T. S. Wilkinson, and H . R. Phillips of 1911; J. B. W . Waller, 1914; Train, all of 1909; H . F. Kingman and W . B. N . M. Pigman, 1915. T w o reserve captains, H . E. But while you're waiting for a copy of the class constitution which you can read, yoa can still take five minutes and get that family picture taken so we can go ahead and fill the test of the blank page which is now opposite your name.

Editor BOAIWRIGHT will step in swinging pretty shortly and we expea to have reams and reams of paper to hand him, all of it scintillating with wild tales of heroism on the high seas as well as heavenly happiness on die home front. Remember, as autobiogiaphers we have no such thing as modesty. Give him a break fellows.

I have lots of regards to pass to the test, by the way: Gene GEER, Lieutenant Commander, USN, now with the American Embassy in Mexico Citr, Benny STEINfKULLER with an air-conditioning and refrigeration firm in Atlantic Qty; Bill RINGNESS on duty at the Academy; Mark LOWE, just reporting in here for duty, and Bob MERRITT in the MISSOURI, in and out of Norfolk.

Al ROBERTSHAW was seen at the January luncheon passing out dgats based on the recent commissioning of a responsible replica at the Robertshaw household, and I hear Kenny HYSONG is similarly employed at Annapolis at present. Congrats to you both on the future members of the Naval SchooL Casey at the Bat NYLAND also visited ns at the January luncheon but couldn't be sufficiently urged to give just one more renditioo of the old favorite.

Other visitors in town included Red DINSMORE, Bob MERRITT and Grady REAVES. Grady commanded the USS PARCHE (SS-384) which had a box seat for the big boom at the Bikini Bowl last summer. He gave us many interesting sidelights on the big show.

In accordance with many requests, here's a list of the members which the class has lost through resignation in the past few months: Bob DEIBEL, B. B. FISHER, Frank CULPEPPER, Ed HOGGARD, Dave BREAULT, Bill WILLIAMS, Jig Jig MADISON, Qay TUCKER, Tom GARY, Herb REMINGTON and John MILLINGTON have gone back to civilian life. For the whole dass, I extend the best wishes to all of you for success in the outside world and a continuing interest in '39 and the Navy through the future years.

The class also extends its most sincere sympathy on the tragic death of Johnny DUNN in Norfolk on 13 December as a r^ult of an air collision. Johnny was a German POW through the major portion of the war but

had completely recovered the bright and cheery outlook on life which had made him a friend of all of us. He was also a very recent bridegroom, which made the drcumstances of the fatal acddent particularly tragic. We're extremely sorry to lose so fine a shipmate and will long remember the many carefree hours we enjoyed in his company.

To condude this month, I have an item of interest to the wives. A monthly luncheon with a bridge party after for those interested is now being held, usually on the second Wednesday of the month. All the wives in or near the Distria are cordially invited, and in case there are any living here now whose husband (s) is/are at sea, or any others we don't know about, a note to any wife in the area will bring forth all the information. Come and get acquainted!

The rest of you guys I'll see at the men's luncheon. Remember ours is the first Wednesday of each month, 1145 at the Country Club.

Navy-Hampden-Sydney The Naval Academy latmched its 1947 basketball season with a game with HampdenSydney in Dahlgren Hall on Saturday, 14 December, 1946. The Middies, under the guidance of their new coach, Ben Carnevale, were viaorious by the score of 71 to 40.

Kenny Shugart, Don Dick, and Jack Robbins were the high scorers for Navy with 22, 17, and 13 points respectively, accounting for 52 of the 71 points. Shugart and Robbins who both stand only five nine, used their speed to offset their lack of height.

The Middies made a second period comeback to defeat William and Mary, 50-36 on Wednesday just prior to going on Christmas leave. It was the second win for the Middies in as many games played this season. It was the first loss in four starts for the visitors.

The game seesawed during the first period.

Navy was superior in ball handling and speed, but William and Mary stood them off by Aeit three inch height advantage.

The score at half-time was 23 to 22 in favor of the Midshipmen. Waldrop, who put in four 71 field goals and made each one of his foul

trials good was the high scorer of the afternoon with 16 points.

Navy vs. George Washington The Naval Academy basketball team lost its first game of the season to George Washington University at Annapolis on 8 January, by the score of 43 to 38.

At one time during the first period the Middies led George Washington 16 to 9, but the Washingtonians gradually cut the lead down and went out in front. The height of the George Washington players was a big advantage over the midshipmen.

Small of George Washington was the high scorer of the game with 17 points, with Cantwell of George Washington and Shugart of Navy as the runners up with 13 points each.

George Washington had won 6 games and lost one prior to their game with Navy.

LOCAL ASSOCIATIOItS BOSTON The Boston Branch, with the able assistance of "Rip" Miller, scored a bull's eye at their dinner meeting 29 January at the Boston City Club. The Alumni were hosts to 41 of New England's top schoolboy athletes who enjoyed a showing of the colored movies of the last Army-Navy football game, preceded by an interesting and instructive talk by the one-and-only "Rip." President Warren Haycock '22, presided and introduced the inimitable W. T. Cluverius, Rear Admiral, USN-Ret., '96, who functioned as toastmaster. Although a "shipmate of John Paul Jones," Admiral Cluverius is one of our most interested and active members and was at his best when he presented "Rip" Miller, speaker of the evening.

In his talk "Rip" discussed Navy athletics in general and football in particular. "Rip" apdy pointed out that many Navy football players have had outstanding scholastic records and have achieved positions of leadership and distinction in the Brigade of Midshipmen. In urging boys who were interested in a Naval career to seek an appointment, "Rip" stressed the point that no matter how good an athlete a Midshipman may be, nothing counts other than what he does and accomplishes himself in the classroom. He added that a good foundation in mathematics and an above-average mathematical ability was essential in order to survive the rigid requirements.

Rear Admiral M. L. Deyo, USN, Commandant First Naval District made a brief inspirational talk to the schoolboy guests in which he said, "those who want to accept the challenge of a difficult curriculum; those who want something difficult to attain try for an appointment to the Naval Academy." Admiral Deyo added further, "there is not a more democratic institution in America than the United States Naval Academy." The Admiral closed with the advice that, "if you want to fit yourself for a position of leadership, you must build carefully your charaaer, learn leadership, and earn your right to lead by ability."

The dinner, which was a Merchant Marine chef's version of Navy rice and curry, was preceded by a visit aboard the USS CONSTITUTION and the new USS ROCHESTER arranged and conducted for the schoolboys by L t Comdr. R. I. Gerber, USN, '40.

NEW YORK The January luncheon was held at the usual place, Oscar's Oldelmonico, 56 Beaver Street, New York City, January 14th. The guest speaker was our old friend Comdr. Logan Cresap who pinch-hitted for Admiral Snyder who was unable to attend. Comdr. Cresap not only proved to be an amusing after dinner speaker but a raconteur of note. His short impromptu talk was one of the most interesting the Assodation has ever had and the members were most appredative of the very interesting story of the "Mutiny on the Sommers."

PHILADELPHIA The December diimer of the Philaddphia Local was hdd at the St James Hotd on December 13. Captain Tom Hamilton, USN., Head FootbaU Coach came up to Philaddphia for the occasion, as guest of honor. It was one of the largest attended and most enthusiastic meetings the Philadelphia Local has hdd this year.

Captain Hamilton and End Coach, Eddie Erdelac gave most interesting talks on the football simation at the Academy and told of our prospects of having a strong team for next year, as all but nine of this year's team will be back.

Pictures of the Army-Navy Game were shown and Captain Hamilton explained the various plays as the movie was run off.

A new G-E fault detector makes possible t h e production of a cigaret paper t h a t is virtually leakproofâ&#x20AC;&#x201D;free of those pesky little holes t h a t sometimes cause a cigaret t o draw improperly.

N o t only holes b u t minute imperfections in t h e paper are detected electronically by the instrument.

A steady life income after retirement is offered all G-E employees under provisions of a hundred-million-dollar pension plan recently announced

by General Electric.

For t h e average: employee this will m e a n a retirement income several times as large as t h e a n n u i t y he could ordinarily buy. Income at retirement, when added t o Social Security p a y m e n t s , will a m o u n t to about 5 0 % of average p a y for t h e employee who has spent his working years with the Company.

One of t h e latest direct applications of electricity t o the farm is an electrically heated automatic stock drinking cup.

A clean, fresh, year-round, outdoor water supply for livestock is now possible with this drinking cup.

Designed for use in sub-zero weather, it consists of a Calrodheated drinking cup, enclosed in a durable metal housing, and fed from t h e farm water supply system by an electrically heated water pipe. Livestock simply nose down a treadle in t h e base of t h e cup, causing water to flow automatically.
