The spirit of Noel undoubtedly has changed little during the 96 years of the institution's existence, but since the custom was established of allowing holiday leave for the midshipmen, the amount of time designated has varied from 24 hours to two weeks. Last year Christmas leave started at 1515 Tuesday December 24 and lasted until supper formation on Wednesday, December 25. This year the entire Regiment has the opportunity of going home—whether in Seattle or Tucson or Miami — because holiday leave started December 20 and will extend to January 3.

The night of the Regimental Christmas dinner when the enormous tree is ablaze with color and the Regiment of Midshipmen gathers either in front of the Chapel or on the terrace of Bancroft Hall to sing Christmas carols and the Superintendent says a few words of Christmas The first account of the Yule Tide holicheer, the years might easily slip away to the era following the founding of the days on record at the Academy is the Naval School in 1845 and imagination Naval Academy Journal for December might ask: "Wonder what the Midship- 1846, which reads: "Vacation granted to professors and midshipmen from Decemmen did then at Christmastide?"

ber 19 to January 2." As there is no entry in the Journal for the same period of 1845, authorities assume that Christmas leave was granted the first Academic year.

During the leave of that year, a Naval ball was held of which a Rear Admiral of the class of 1845 later said "that it was through the dance that the establishment of the Naval School has become known and recognized by the good people of the country." Invitations to the Academy balls were eagerly accepted by young ladies of social note.

A letter written by Comdr. G. P. Upshur to the Secretary of the Navy on December 11, 1847 reads: "Sir: Supposing that you will wish to adhere to practice heretofore established of giving fortnight leave to midshipmen of the schools at close of year, I respectfully ask instructions on that subject . . . if leave be

granted, I think it advisable that it should coincide on the 22 nd inst. and end on the 4th of January. This would enable the officers who have homes within a few hundred miles of this place to visit their families which many among them have had no opportunity to do since their last return from sea, and would not subject such as have scruples on the subject to the necessity of traveling on Sunday . . .

"The class as a body having been uncommonly studious and attentive to their studies, I think it would be judicious and beneficial to grant them this indulgent."

Commander Upshur was at that time Superintendent of the Academy.

The original invitation to the Naval Ball of January, 1847, yvhich was in honor of the dedication of the new Mess Hall when the Secretary of the Navy and the Naval Committees of both houses were present, is now in a case in the Naval Academy Museum. One of the managers named on the card was Frank Buchanan.

In 1849, Upshur wrote to the Secretary of the Navy: "I think you suggested that two or three days at most should be the extent of vacations and I am convinced that a longer term would be productive of evil consequences . . . long vacations whether at Christmas or other seasons were invariably productive of serious injury to young officers of the institution."

The Secretary evidently acted upon this decision because from this time on, holiday leave was cut to only a few days.

The Journal of the Naval Academy for December 25, 1851 notes: "By direction of the Superintendent, the midshipmen and acting midshipmen were given permission to visit the city until sunset . . . two midshipmen were given permission to stay until after sunset."

The same terse account is again made the following year: "Tomorrow being Christmas day the duties of the Academy will be suspended for the day."

Another small white card in the Museum reads: "The acting Midshipmen of the first class (of 1856) request the pleasure of your company at the Lyceum of the United States Naval Academy, on Friday, December 26."

The year 1854 fared no better than earlier years when it came to Christmas leave . . . "Suspension of duties today in consequence of its being Christmas, and liberty was granted to the students of the Academy to visit the city."

A report from Newport, R. I. during Civil War days was written by Superintendent George S. Blake on December 24, 1862: "Tomorrow being Christmas, the usual Academic routine will be suspended after chapel services, to be re-

sumed on the morning of 26th instant.

The recitations for that day will be prepared this evening."

The Army and Navy Journal for December 1887, goes a little more into detail: "About 44 cadets availed themselves of the Superintendent's order concerning leave of absence and visited friends and relatives in New York, Washington and Baltimore . . . all returned safely on Monday evening. The cadets seemed to be highly elated over their absence and only sorry that it could not be prolonged.

"A very pleasant hop was given by the cadets on Christmas eve. The gymnasium was decorated tastefully, as usual, and the evening was well spent by all present.

Not many visitors attended the hop, but the floor was almost filled and additions would have crowded it . . . Mrs. Comdr.

Schouler and Cadet Bassett of the first class received.

"The week has been rather a weary one for those cadets who have not been away. Liberty to visit the city of Annapolis is not much of a treat, unless the release from discipline for a few hours is comforting. All the week, express wagons have been rattling down the main road leaving boxes from home for the diflFerent cadets; doubtless some enjoyment has come from the contents of the boxes but one would hardly believe that the entire cadet corps could consume the amount that has been left at the building during the week. . . ."

The Journal for 1894 notes: "Christmas was very quietly observed at the Academy. Many cadets went riding or driving during the day; attendance at meal formation was voluntary.

"The second of a series of officers' dances was held in the Boathouse on Saturday night when Mrs. Captain Cooper received. Sunday routine was observed Christmas Day." In 1899, promenade concerts were authorized in the Armory, from 4 to 6 o'clock on Tuesday through Friday of the

last week in December, by orders of the Superintendent, Comdr. F. V. McNair.

Christmas leave in 1902 was again confined to a short period, commencing December 24 at 4 o'clock and lasting until roll call the following day. A special hop was held from the short hours of 8 to 11 p. m. on Christmas Eve. Several hop cards now in the Museum for the class of 1904 were presented by the present superintendent of the Academy, Rear Admiral Russell Willson.

Bad news was received by the class of 1907, of which the Journal for that year writes: "It has been given out officially that the midshipmen will have examinations the day after Christmas, December 26. If this be true, it will necessitate boning on Christmas night. This does seem pretty hard for the young men, especially as every school in the country has holiday for several days after Christmas . . . even West Point cadets are not expected to bone for exams on Christmas night."

Members of the first class had permission to visit officers' quarters and homes of instructors on Christmas day in 1911.

The same privilege was extended New Year's day.. In 1918 all classes were given permission to visit homes of officers and instructors, while the following year the enlarged privilege of going out of the city was extended to the first class, commencing from the preceding afternoon until supper formation Christmas day.

Holidays were called every day Christmas week from 3:30 to 6:30 o'clock, with informal hops held during the time.

Superintendent Henry B. Wilson became known as the great humanizer of the Midshipmen's Christmas leave, when he started the custom of allowing approximately eight days for holiday leave in 1921. Until 1940, eight or ten days have been set aside for leave, depending upon the day Christmas and New Year's days fell and whether or not a midshipman was a member of the "sub and weak" squads.

For the members of the Regiment who cannot visit at home for various reasons, a Christmas dinner is always provided at Bancroft on delightful proportions. In the 1897 Lucky Bag an account of the history of the class reads: "In spite of rumors to the contrary we spent Christmas at the Academy. Paymaster Loomis did all he could to make the day seem like Christmas, and many of our sorrows were forgotten when the wonderful dinner was set before us. A week after Christmas we celebrated New Year's in the same way with a hop thrown in and the printed bill of fare left out " ^

The Navy Spreads Its Wings

The field of aviation, in less than 50 years, has sprung from a backyard-shop experiment to one of the greatest industries the world has ever seen. While other nations were basking in disarmament treaties, air-minded militarists adopted the plane as the brain-baby of mechanized warfare.

In September,' 1938, a year before the LuftwaflFe roared over Poland, aircraft manufacturers in the United States were building about 100 planes a month. Early in 1939, the production jumped to around 200 a month. On May 16, 1940, President Roosevelt, speaking before Congress, said: "I should like to see this nation geared up to the ability to turn out at fewest 50,000 planes a year. Furthermore, I believe that this nation should plan at this time a program that would provide us with 50,000 military and naval planes."

This was a program of unprecedented magnitude. Since 1903, when the Wright Brothers flew for the first time, only 85,000 airplanes had been built in the United States. However, the rapidly changing world situation dictated expansion in all departments of national de fense. Almost overnight, latent, powerfully rich America was asked to produce planes beyond peacetime imagination.

The spring of 1940 marked the end of normalcy in many phases of American activity. It marked the end of the socalled "normal" expansion program of the Navy.

By 1940 the expansion of naval aviation was an obvious and important adjunct to the whole picture of national defense. Battles abroad had shown in graphic reality the power and place of a plane in modern warfare. Legislative reaction to this was a $111,427,633 appropriation for naval aircraft procurement.

As the program got under way, an ultimate goal of 15,000 planes was set up for January, 1942. It was only natural that a

program of this dimension, together with the total defense effort superimposed on industry insufficiently geared up for an all-out effort, would encounter some problems. The Navy, with its air arm, demanded quality as well as quantity, plus the fact that every activity, training of pilots, procurement of ships and airplanes, establishment of operating facilities, must be' correlated to the highest degree.

In correlating the expansion of the air arm with the surface Navy, essential for a smooth functioning efficient force, two major problems arose: aircraft procurement and training. Coupled with these were the tasks of developing shore facilities and the commissioning of new ships having complements of aircraft.

Despite delays, 1941 found the naval expansion program well under way. For "Aviation, Navy, 1941," the approxi-

mate total of $962,319,950 was appropriated and requested to cover construction of aircraft, plant expansions, instruments, maintenance and experiments.

Since the regular appropriation was passed the need for additional funds has arisen, due to cost of production speedup, changes in design found necessary by lessons learned in the current war, increased labor prices and training of unskilled personnel. All tended to distort the earlier optimistic estimates.

It has always been the policy of Navy procurement to accept nothing short of the best. Premised on this theory, intensive research is continuous in an effort to speed development and improvement of naval aircraft. In the production of new planes every effort has been directed toward increased fire power, armor and fuel tank protection.

•country have been given a tremendous job to do. The demands of expanded Jiational units has called into play the best resources of produaive America.

Plant expansions and the construction of new plants has been the answer to the pressing need of more planes.

It was pointed out before that the ISfavy air ariri is an integral part of the £eet. It might be compared to a gear in a finely working mechanism, without which the wheels would fail to mesh.

"WTien the surface fleet grows, the air arm must necessarily expand. Hence, naval aircraft procurement is based on this ratio of a certain number of planes for a certain number of ships, whose design •will permit carriage of planes or will serve as a base for an airplane.

The outstanding complement to the plane is of course the carrier, home base for planes at sea, a floating arsenal doing advance guard for the Fleet.

In addition to the carrier, the firing -eyes of the battleship are single-float seaplanes launched by catapult. A scouting force of seaplanes is also attached to cruisers, the Navy's high speed surface craft.

The synchronization of aircraft pro•curement to surface expansion must be plaimed in advance so that as each new :ship with provisions for aircraft is commissioned it can be assigned operating Tmits.

Determined in the same organization plan are the number of shore facilities "for aviation units, flying boat squadrons ^and squadrons for Marine aviation.

At the beginning of the expansion program the twin problem of procurement was training. Obviously, the best equipped force in the world would be "useless without its complement of highly trained personnel. Today, the Navy's aviation training program is under way •ahead of schedule for pilots, flight crews and maintenance men.

The prominent position aviation will take in this war is unquestioned. The Davy's air program is operating full speed ahead. Procurement difficulties are being ironed out, shore facilities expanded, and the training programs are turning out pilots second to none anywhere in the world. The maintenance of •all these in the closest possible co-ordination and the maximum acceleration of the program in all its details is the continuing objective of the Bureau of Aeronautics.

The Medal of Honor, highest honor given by the Na'vy, has been awarded to 7 8 3 men since the Civil War.

Pension Bill As one of its first actions following the declaration of war against Japan, the House of Representatives adopted a bill designed to bring members of the armed forces of the United States, and their dependents, who are injured or killed in line of duty, up to the pension rates now being paid to veterans of World War I. Prepared by the committee on invalid pensions, the measure, when passed by the Senate, will cover the following cases: 1. Those injured as a direct result of armed conflict.

2. Those engaged in extra-hazardous

service, including conditions simulating war. This takes care of anyone who has been injured in maneuvers or who may have been on the R E U B E N JAMES, the GREER, or the PANAY, or in submarine

and aircraft disasters or as the result of injuries incurred in connection with the operation of other mechanized instruments of war.

3. Those who are injured or die while the United States is engaged in war.

The bill is designed to cover everybody from December 7 on in the present war and any future wars we may engage in.

Built in 90 Days Ninety days from keel to launching will be the proud record of a new tanker when she slides down the ways in an epochal launching at the Fore River plant of the Bethlehem Steel Company in Quincy, Mass., on New Year's Eve. When the 10,000-ton tanker hits the water, she'll float as a challenge to thousands of shipyard workers throughout the country now engaged in a nation-wide shipbuilding contest; a challenge to build ships in record time for Uncle Sam. Actually, Hull 1491, as she is known now, will be completed on December 27, exactly 90 days since the keel was laid September 29. Launching will be delayed for four days due to tide conditions at that period. So among the men of the yard, and especially the structural crew of 75 workers who proposed the 90-day

schedule, the real celebration will occur two days before Christmas. At that time, more than 500 men now working on the ship will proudly point to the slogan on special buttons they have been wearing to tell the world of their goal. It reads: "'91 in 90 Days."

Keel laying to testing of the first tank was accomplished in five weeks, keel to boring in eight weeks. The average tonnage erected in the past five weeks has exceeded 564 tons per week, and in one week alone 1,002 tons were erected.

Word of the race against time has spread, not only to the 17,500 workers in the yard, but far and wide in the shipbuilding industry, for the 90-day goal will cut 30 days off the usual time for such ships.

Procedure in Making Application for Appointment as Officer in the Naval Reserve (1) Applicants for commission shall use the following forms, which may be obtained from the Commandant of any Naval District. Applications shall be submitted via the Commandant of the Naval District in which the candidate resides, and shall not be forwarded direct to the Bureau of Navigation (Class followed by Form N o . ) : (a) Fleet Reserve—^N. Nav. 353, or letter. ( b ) Organized Reserve—N. Nav. 353. (c) Volunteer Reserve (general service) (other than Naval R. O. T. C. graduates)—N. Nav. 353. (d) Volunteer Reserve (special service) (other than classes A-V (S), and A-V ( T ) — N . Nav. 353. (e) Volunteer Reserve (special service). (Classes A-V (S), and A-V ( T ) ) —N. Nav. 392.

Applications for appointment in class A-V ( T ) must be accompanied by a duly certified statement of total pilot time with types of aircraft, and pilot time for past 12 months. (f) Merchant Marine Reserve as deck or engineer officers—N. Nav. 145. (g) Merchant Marine Reserve.

(Classes MC-M and SC-M)—N. Nav. 353. (h) Applications from Naval Reserve Officers, Training Corps graduates for commission shall be submitted in accordance with the regulations for administration and training of the Naval Reserve, Officers' Training Corps.

(2) An application must show and be signed with the full legal name of the applicant. It must be accompanied by or include the following: (a) Evidence of citizenship as shown below.

If native born: (1) A duly verified copy of a public or church record of birth; or (2) The affidavit, under oath, of the physician, midwife, or other persons present at the birth.

(3) In cases where neither (1) nor (2) can be obtained by the candidate, the affidavit of either parent. ( 4 ) In cases where the candidate certifies that no one of the above is obtainable, the affidavits (under oath) of two reputable citizens acquainted with him. Each of these affidavits should state the facts within the knowledge of the

deponent upon which he bases his statements as to the citieznship of the candidate, as, for example, that he has known the candidate since birth, that he knew his parents, or as the case may be.

If foreign born: (5) Certificate of namralization, under the seal of the court in which namralized.

(6) Certificate of naturalization, under the seal of the court in which naturalized, of the parent during the minority of the candidate, together with the affidavit of a parent that the candidate is the child of the parent whose certificate of naturalization is submitted.

(7) In special cases where the candidate certifies that neither (5) nor (6) is obtainable, the affidavits of two reputable citizens acquainted with him. (See par.

4, under native-born citizens.) As every naturalization is a matter of record in some court, these affidavits will be accepted only in very exceptional cases, and on the understanding that the candidate shall, later submit a proper certificate of naturalization. (b) Properly authenticated transcript of educational qualifications. When high-school subjects presented for entrance to college are included in the college transcript, separate transcript of high-school record is not required. (c) Fingerprint records. (d) Three or more letters of recommendations, and at least three references of individuals who are prominent in the community, who may be personally contacted for information regarding applicant. All letters of recommendation should be attached to the application.

Under no circumstances should applicants request sponsors to forward letters of recommendation to the Navy Department. Such letters, to obtain consideration, must be forwarded with the application. These letters and references should serve to furnish information as to the applicant's moral, mental, and professional qualifications.

(h) Statement as to receipt or nonreceipt of pension, compensation, or retired pay from the Government of the United States, or that application for such is or is not pending. (i) Statement from employer or responsible authority as to availability for active duty in mobilization. (j) Report of interview by commandant or officers designated by commandant to interview or investigate the candidate. This report should afford reviewing officers a clear picture of the applicant's prospective value as a Naval Reserve officer, with special reference to officerlike qualities as distinguished from technical or professional qualifications, which latter are otherwise reported upon. (k) Statement from applicant for appointment in Supply Corps that he will, if appointed, file partially executed bond, signature cards, and application for bond.

(1) Agreement to enroll in correspondence course.

Doctor Carroll Storrs Alden Retires On June 30, 1941, Professor Carroll Storrs Alden who had devoted 37 years of teaching service to the United States Naval Academy in the Department of English, History and Government, retired as head of the Department to his summer home in New Hampshire where he compiled further material for his book on the American Navy.

Professor Alden, who is listed in Who's Who, was born in Medina, Ohio, on March 15, 1876, the son of a Congregational minister. He is the ninth generation descendant of John and Priscilla Alden. From 1894 to 1897 he attended Beloit College and received his Bachelor of Arts degree from Yale University in 1898, and his Ph.D. degree in 1903.

From 1901 to 1903 he was assistant professor in English at Yale, where he was associated with William Lyon Phelps; he then became English instructor at Grinnell College from 1903 to 1904, coming from there to the Naval Academy as instructor in English until 1919 when he was made professor. In 1924 he became head of the department of English, History and Government, which position he held until his retirement.

In 1911 he was married to Meeta Campbell, daughter of Major General and Mrs. William Montrose Graham of Washington, D. C. Professor Alden holds the record of signing more diplomas than anyone else at the Academy, having signed for eighteen classes. He has taught nearly all of the officers in the Navy today from the rank of Rear Admiral down.

"The average midshipman today is a little older and better prepared than his forerunner at the beginning of the century," he said, "mainly because of the raising of the age limit and the considerable tightening of entrance requirements."

An English course that appeals to the midshipmen is that of the second class called "Modern Thought," he said. This course was originally suggested by him, and includes five different literatures represented by a masterpiece of each. Authors studied are Cervantes, Goethe, Balzac, Ibsen and Tolstoy.

Professor Alden thinks that after dinner speaking and the Friday evening lectures given by historians and men of note,

which are a part of the midshipmen instruction in their first class year, are widely recognized for their value.

The fourth class course in composition and literature stresses 19th and 20th cenmry writers. The course is designed to help the fumre officers with their reports and other official correspondence, he remarked.

Professor Alden has written several books, some in collaboration with other writers, all of which are represented in the Annapolis and Naval Academy libraries. Among them are some recent essays and poems, published in 1925; the "Life and Letters of George Hamilton Perkins," written in conjunction with W. O. Stevens, in 1918; "A Guide to Annapolis and the Naval Academy," with Stevens in 1910; "A Short History of the U. S. Navy," 1911; a biography, "Makers of Naval Traditions," in conjunction with the late Rear Admiral Ralph Earle, in 1925; "Writing and Speaking—A Handbook for Naval Officers," 1927; "Lawrence Kearny—Sailor Diplomat" in 1936.

He is now writing a book, in collaboration with Comdr. Melvin F. Talbot and

Prof. Allan F. Westcott, on the history of the American Navy.

Professor and Mrs. Alden are now visiting in Texas and Louisiana, after spending the summer at their home in Hopkinton, N. H. They plan to return to their home in Wardour, probably in the fall.

The main topic of discussion in the three underclasses at Bancroft Hall these days is the coming Christmas leave. All midshipmen are being granted leave this year, including the unsats, from Samrday, December 20th, until Saturday, January 3rd. There will be extra instruction in the Academic departments, and the gymnasivmi will be open every day during this period for those few unsats who wish to stay here. A research will show that otily one or two men in e^ch battalion plan to take advantage of this offer, but we can't blame them, because the change of atmosphere for awhile will probably do them a:j much good as extra instruction during the Christmas holidays.

The Executive Department is clamping down now on young gentlemen who do not wear garters. A few weeks ago, an officer of the watch was getting a haircut in the Second Battalion barber shop, and he noticed that eleven midshipmen who were sitting there were not wearing garters. He left the barber shop without saying a word, but remrned a few minutes later with his plebe messenger, who took down the names of the guilty midshipmen. The frap read, "Uniform, out of. (These midshipmen were not wearing garters.)" Incidentally, they were all second and third classmen.

Naturally, the primary thought of the first classmen is graduation. They are busy sending out graduation announcements, having overcoats converted, purchasing officer's uniforms, and making plans for graduation week. The highlights on the program for graduation week are a first class hop on Samrday evening, December 13th, the baccalaureate sermon on Sunday morning, December I4th, the presentation of athletic and extra-curricular awards on Monday morning, December 15 th, and a reception by the Superintendent for members of the first class and their families that evening. The annual "N" dance is to be held on Wednesday, December 17th, and the Farewell Ball the following evening. The whole regiment will be present at the graduation exercises on Friday morning, December 19th, and at that time, the class of 1943 will become the first class, while the classes of 1944 and 1945 will remain the third and fourth clases, respectively. Oh yes, we might mention that the first social function of the new first class will be the Ring Dance on graduation night.

Even the officers of the watch have their troubles at times. While inspecting rooms in the Fourth Battalion one day while the occupants were in class, a certain O.O.W. found a ntunber of valuables adrift, so he gathered them up with the prospect of a nice long list of fraps for his victims. However, the joke was on him, because upon reaching the battalion office, he suddenly remembered that he had not written down the names of the owners of these valuables. There he stood with a .goodly sum of money, wrist watches, and other trinkets; and the only thing for him to do was to have the word passed for all men who had missing valuables to report to the battalion office and claim same.

The jazz band heard on the front terrace on Friday evenings before the football games wasn't an orchestra playing for an outdoor hop. No indeed! It was a part of the new streamlined pep rallies.

Lieutenant Sima and his band played such songs as "Hold that Tiger," "The Anvil Chorus," and a swing version of "Anchors Aweigh," in order to rouse up spirit. Not only did Lt. Sima and the Naval Academy band play on pep rally nights, but also the plebe band did their share. They led a parade of midshipmen from the swabo deck of the Fourth Battalion to the fourth deck of the First Battalion annex. Hundreds of plebes, dressed in bathrobes and wearing white cap covers (without the caps), went prancing along behind the band carrying mops and

brooms at right shoulder arms. The plebes had their own bands and four stripers at our inter-battalion football games.

At Princeton the other week, the football players weren't the only ones who got a workout. After the game, the midshipmen rushed out on the field to celebrate their victory by tearing down the opponent's goal post. The Princetonians, however, tried to defend them from the boys in blue, and a nice little game of fisticuffs was the result. In order to stop the fight, the band struck up the National Anthem for the second time. At the conclusion of the second playing a group of soldiers, sympathizing with the midshipmen, attacked the goal post at the other end of the field, and another turmoil arose. This time several officers succeeded in breaking up the scramble, only after having been knocked around a bit themselves. It really was a lot of fun, but we don't think that it was a good idea for the Princeton boys to paint the goal posts with fresh white paint just before the game, because white paint is quite hard, to get off of our dark overcoats.

In order to reward the artists in the regiment for their work in painting posters urging Navy to beat Army, a contest was held. The best poster was awarded a ten dollar prize, the second best, a five dollar prize, and the third best, two and a half dollars. All sorts of picmres and cartoons appeared on shower curtains, bed sheets, and wrapping paper. The rules of the contest stated that we were competing against Army, not Petty; therefore, posters having pictures of beautiful girls on them were not prize winners, but were pleasing to look at.

After Christmas, the Reserve Midshipmen, the V-7's, will enter the Academy for the three-month's course. They will be quartered in the fourth wing of Bancroft Hall, and will eat with the regular midshipmen in the mess hall. Some of the Fourth Battalion companies will be placed in the Third Battalion wing when the V-7's arrive. It is rumored that the regimental commander, G. T. Weems, all of the "four stripers," and some of the "three stripers," will stay here as part of the Executive Department to take charge of the Reserves. This rumor may be confirmed by the fact that these first classmen were not assigned to ships when the ship assignment list came out. We know that the fleet could use these men to a good advantage, but the Reserves will need them worse.

Well, it looks as though we have exhausted our supply of "hot dope" for this time. So—^until the next issue, here's wishing you smooth sailing.

Report on Caribbean By Congressman William S. Jacobsen {Special to SHIPMATE) (Editor's Note: During recent lulls in the Congressional legislative program, two sub-committees of the House Naval Affairs committee made inspection tours of the new bastions of defense now being built in the Caribbean. These tours were made before Japan made its attack in the Pacific, but impressions of the members assume a new importance now. The author of the following article, Congressman Jacobsen, represents the second district of Iowa. His home is in Clinton, home town of the Honorable Artemus Gates, Assistant Secretary of the Navy. He served as chairman of the sub-committee of which he was a member.)

It has long been said that a Naval officer must also be a diplomat, that his duties implement the State Department, and in some cases, precede that agency.

At least five members of the House Naval Affairs committee have been convinced that the Naval officers of the present generation have lost none of this diplomatic touch. W e recently toured the new bases being built in the Caribbean area, some on territory leased from Great Britain. At every spot we found extremely amicable relations existing between the commandants and British colonial officials and the native population as well.

This is neither the time nor the place for detailed discussions of the problems faced by these officers. Suffice it to say they were present, they were met, and they were solved with no unpleasant aftertaste.

Our sub-committee, in addition to the writer, included Representatives Blackney of Michigan, Anderson and Johnson of California, and Imhoff of Ohio and Robert Harper, clerk of House Naval Affairs Committee.

Our trip lasted ten days and covered about 7,000 miles. The entire trip was made in one of the Navy's large fourmotor patrol bombers.

one of our Naval Air Stations. The pilot graduated from Pensacola and is a splendid example of the type of flyer the Navy is now training. Our committee was loud in its praise of the efficient manner in which the crew handled the plane during our flight.

Of course we met and talked with commandants at all bases, and also had sev-

eral conferences with the Admiral in charge of the equatorial fleet. It was extremely gratifying to find that in him we have a fighting man for what, in the light of recent events, will be a fighting job.

Many of the things we saw, and much of the information given us cannot be discussed, even in a magazine going to Navy people. But the advanced stage of construction on all projects gave us an added feeling of safety. We can't be too high in our praise of the public works officers responsible for the construction work, which in all instances is well ahead of schedule. This is a credit to the Chief of the Bureau of Yards and Docks, and the men under him.

Still another branch of the Naval service which should not be overlooked when handing out praise is the Marine Corps. In all cases the Marines were the first armed forces to be landed at the bases. It was their job to go into malaria infested areas, and pave the way for con(Continued on page 37)

an explosion would never occur, but the Navy has long had to face the possibility that it might occur.

The Navy does not under-estimate Japan's power. The Navy understands and is thoroughly prepared to face the fact that we are embroiled in no minor struggle. Perhaps that fact has not been stressed enough; but it is a prime reason why our Naval defense program has been rushed at top speed.

We have been taught the hard lesson that this country must at all times be able to protect itself with its own resources; that it must be able to withstand attack by any power or combination of powers.

This is a lesson which our country will not soon forget.

My thoughts went out to him and if wishes could help he will have a speedy recovery.

Then my thoughts traveled to the Atlantic patrol and to the far distant Honolulu and Asiatic areas where so many

members of our class are now on duty.

As this is dictated, we are now engaged in a far grimmer game and one in which the stakes are dangerously high, and the members of 1911 now who are manning so many of our fine cruisers, aircraft carriers and battleships wiU, I know, make a record in this war of which not only the members of 1911 and the whole Navy, but our whole country can well be proud.

Good luck and best wishes to you men of 1911 afloat. The eyes of the Nation are upon you, and we know "YOU WILL NOT BE FOUND WANTING."

Call for Nomination of Officers and Trustees Shipmate issues a call for nominations of officers and trustees in accordance with the By-Laws of the U. S. Naval Academy Alumni Association.

We quote herewith extracts of the ByLaws for your information.

ARTICLE I—Members Section 2. Any one who has enrolled as a regularly appointed Cadet or Midshipman for the full and regular course prescribed by the Academic Board for his class at the Academy shall be eligible to become a member of this Association by assenting to the Charter and By-Laws (except as provided in Section 3 of this article).

ARTICLE III—Officers Section 1. The officers of the Association shall consist of a President, two Vice-Presidents—one elected from the "East Coast" and the other elected from the "West Coast"—and a Board of Trustees consisting of twenty-seven members.

They shall be nominated and elected as herein provided, and shall take office on July 1st of the year in which they are elected. The President and Vice-Presidents shall serve for one year. Members of the Board of Trustees shall serve for three years; provided, however, in the event that any member is simultaneously elected both as President or Vice-President and as Trustee, his term of office as Trustee shall expire contemporaneously with his term as President or Vice-President The term "East Coast" is defined as that part of the United States lying East of the Mississippi River and the term "West Coast" as that part of the United States lying West of the Mississippi River.

ARTICLE VI—Nomination and Election of Officers Section 1. Candidates for the offices of President, Vice-President and the Board of Trustees shall be nominated by members of the Association. Nominations shall be in writing, and must be received by the Secretary prior to February 15 th of the year in which they are to be voted upon in order to be eligible for consideration. The Board shall submit to the members of the Association for vore the names of only those candidates

who shall have been duly nominated by twenty-five members.

Section 2. A call for nominations will be issued in the official publication of the Association.

Section 3. The election of officers shall be annually on May 15 th. In order to be counted, all electoral votes must be in the hands of the Secretary prior to noon of the day of election. Voting shall be carried out in the manner provided in Article VII. Section 6. Members may be re-elected to any office except the office of the President and Vice-President, as long as qualified. The President and Vice-Presidents shall not be permitted to succeed themselves more than once.

For your guidance the following form may be used.

Three in a Row Major Emery E. (Swede) Larson, head coach of the Navy football team saw his luck run true as the midshipmen defeated the Army 14 to 6 in his last game before leaving the Naval Academy and reporting for other duties. His successor has not been selected.

In this three years as a varsity center— 1919, 1920 and 1921—and as coach of the Navy in 1939, 1940 and 1941, he has never been connected with a team that lost to the West Pointers. He got an unexpected trophy after the game when Capt. Bob Froude presented him with the ball used in play. It was autographed by the members of the squad.

Larson, as his final eflFort, mrned out a team that will rank high in the athletic annals of the academy. It won the Ivy League championship, turned back all comers except Notre Dame and a scoreless tie with Harvard and was mentioned for various bowl tilts. Some authorities ranked the Navy second in national standing and the Associated Press national poll put them in tenth place. The team was a runner up to Fordham for the Lambert cup, symbolic of the Eastern Championship.

Bill Chewning was selected as tackle on the third all-American team of the Associated Press and with Busik made the all-East team. Busik's 77-yard quick-kick in the Army game was rated among the spectacular plays of the year. Howie Clark was among the Eastern ball carriers given grave consideration for the all-East team.

Bob Zoeller and Lars Wanggaard also figured in the honorable mentions along with Gene Flathmann.

Navy will be hard hit by the early graduation but there are 25 promising plebes coming up from a team that went undefeated during the season. The Navy junior varsity also went through the season without a defeat.

all opponents with the exception of Penn State and Army.

With football season ended the Navy athletes turned to basketball and wrestling. Ray Swartz, wresding coach will use George T. Weems, 165-pound Eastern intercollegiate champ; Dick King, a 155-pounder; and Ben Blue, a welterweight. Johnny Harrell, national collegiate heavyweight champ in 1939 is no longer eligible for varsity competition.

Returning for the mat campaign are regulars, John Gano, 121 pounds; Bucky Buckwalter, 136 pounds; Micky Bennett, 155 pounds and Eastern intercollegiate title holder, and Capt. Bill Carmichael, 165 pounds.

Navy will start a l4-game basketball season on January 7 and John N . Wilson, head coach, said he would have to build the team from the ground up. Busik and Zoeller are available to build around.

The December graduation ends the couit career of John Ebnet, forward; Phil Gutting, center and Ray Falconer, guard.

Sherwood Werner, fullback of the socalled Opp team that alternated with the Froude football team during the season was awarded the Navy Athletic Association sword for personal excellence in athletics. William Chewning and Donald Dexter Blue were jointly awarded the Thompson Trophy Cup for the promotion of athletics. Werner holds three Nstars in football and an N-star and an N in baseball. Chewning holds three football N-stars. Blue holds an N-star and an N in baseball and his major award in wresding for 1940 and 1941.

ARMY

The Navy's stalwart football team— the best developed at the Naval Academy in the last 15 years—ended the season in a blaze of glory in Philadelphia on November 29, defeating the Army 14 to 6 before 98,900 spectators and clinching the championship of the Ivy League.

It was the third time in a row that the midshipmen had defeated the Cadets and equalled two previous triumphant streaks by the Navy over Army.

In the first half a surprising Army eleven rocked the Navy back on its heels and led 6 to 0 at the half. Then the Navy team came back to hang up a new record in Academy football history by keeping the ball for 13 minutes and 10 seconds, except for Army kickoffs in the third quarter. In this offensive they paraded a total of 195 yards to two touchdowns and sewed up the contest.

West Point tried some surprises and fought gallantly but there was no stopping the Navy in the second half. The Cadets sprang a "T" formation for the initial time this season.

Greatest surprise of all boomeranged into a gift touchdown for Navy. After the midshipmen had gone ahead 7 to 6 as the result of a drive after taking the second half kickoff Army had the choice of receiving or kicking off. The Cadets elected to kickoff again to the hot Navy team which had just marched the length of the field. This time the middies absorbed a five-yard penalty and then crashed down the field for 94 yards and another touchdown.

The first half was all West Point.

Twice Navy drives were stopped by fumbles and on another occasion Bill Busik's pass was intercepted by Bob Evans, Army center. Navy's luck was bad throughout the first half. On the kickoff, after the Army touchdown, Howie

Busik took the Army kickoff on his 11 and ran to the Navy 32, and the middies were underway again. A five-yard dash by Woods and two plunges by Busik brought a first down. Plunges by Werner, Busik and Clark, who came in to replace Busik, carried into Army territory. A 15yard penalty on Army for roughness aided the middies in their drive. A plunge

by Clark and a reverse to Woods, good for seven yards shoved the Cadets further back.

Werner picked up three yards and another first down. Then Clark circled his own right end for 14 yards, Mazur tossing him out of bounds on the Army threeyard mark. Werner and Clark moved the ball to within a foot of the goal and on third down Werner plunged over for the score but Navy was penalized five yards for having its backfield in motion. On the second first down Clark faded to pass, cut to the right, saw no receiver and then suddenly reversed his field and raced to the opposite side of the sward. He outran the field, crossing the goal line untouched. Leonard again converted and Navy led 14 to 6.

The rest of the game was fairly uneventful. Army got to the Navy 35 as interference was allowed on a pass, Mazur to Kelleher. Then in the same series, Mazur passed to Hill for a first down on the Navy 18 shortly after the fourth period began. On the second down Mazur's pass was intercepted by Busik who ran it back to the Navy 12.

Mazur put Navy in a hole with a coffin corner boot midway in the period.

This time Werner's kick was high and short and Mazur ran back to the Navy 28.

Then Lutryzkowski fumbled and Fedon recovered for Navy. Two quick kicks by Wes Gebert pushed Army back in the final minutes, the Cadets finally having the ball on their own 3-yard marker.

Navy later pushed deep into Army territory as the contest ended.

PRINCETON

Navy backs ran wild to roll up a 23 to 0 win over Princeton on November 22 on the Tiger field but the middle passing attack looked bad.

Bob Woods, Bill Busik, Wes Gebert, Howie Clark, Sherwood Werner and Joe Hunt broke loose for runs ranging from 9 to 65 yards against the slower Princeton players.

total of 507 yards gained, while the passing attack only showed one completed forward in 12 attempts for a net gain of nine yards.

The Princeton running attack was swamped, but a dangerous Tiger aerial offensive that resulted in 14 successful completions in 30 attempts was good for a net gain of 60 yards.

Navy took the opening kickoff and marched to the Princeton 28 in a march featured by a 17-yard run by Woods and a l6-yard dash by Busik. Woods fumbled and recovered. The drive carried to the Tiger 24 where Princeton held for downs.

After a kick exchange Princeton got to the Navy 45 on passes, Perina to Peters, but were forced to kick. Navy inarched to the Princeton 49 and kicked.

A series of kicks followed and then Johnny Harrell recovered a Tiger fumble on the Princeton 37. Busik, in three plays went to the Tiger 28. The Opp team came in the game and Clark and Werner poimded through to the Princeton 11 as the scoreless quarter ended.

After being tossed for a 9-yard loss, Clark passed to Willis Maxson for a touchdown. Leonard kicked the placement.

Gebert broke away soon after the kickoff and ran to the Princeton 31. Hunt got four more but Gebert lost eight on the next play. A Navy pass was knocked down and Werner kicked to the Tiger 20.

Princeton launched its most sustained drive of the game, moving to a first down on the Navy 15 in an advance feamred

by Peters and Rose and passed, Peters to Busse and Perina to Peters. Cameron stopped the drive when he intercepted a Peters pass behind the Navy goal and ran to the Navy 20.

Just before the half ended, Busik ran down the sidelines and was tackled by Busse who emerged from the play with the ball, running to the Navy 35 before he was tackled. Cameron again intercepted a pass to stop the advance.

About midway of the third period Navy began moving from its own 32 after a Tiger punt. Werner got loose for 57 yards to the Princeton three-yard stripe. Clark nearly went over but Werner crashed through for the score.

Leonard converted and Navy led, 14 to 0.

Starting from its own 46 Navy again moved to score. Werner got 5 yards and Clark broke around the Tiger right end for 40 yards to the Princeton nine. He swept around right end and cut back to go over for the third Navy touchdown.

Leonard again kicked the placement.

The Plebe football team ended an undefeated season on November 15, their third in a row, with a 40 to 0 triumph over an outclassed Rutgers second team.

Four Plebe teams rolled over Rutgers in the first half when the young middies did all the scoring. A fifth team and other squad reserves battled the visitors on even terms in the second half.

Hilly Hume led the Plebe assault by crossing the goal line three times. Three other teammates tallied once in the rout.

During their six-game schedule the Plebes rolled up 186 points to 33 for the opposition. Fordham freshmen held the Plebes to a 7-7 tie while Georgetown, Temple, Maryland freshmen and Belmont Abbey College were defeated.

The Plebes first score in the game came in the opening minutes of play when Bob Crawley skirted right end and ran a broken field for 29 yards. Consistently on the offense the Plebes then staged a 64yard march, with Bill Nelson getting the second score. A triple reverse, Crawley to Nelson, to Cogswell for 14 yards set up the next play.

Coach John N. Wilson, who has guided three consecutive unbeaten Plebe teams considered Crawley his best passer, while Hume is the most aggressive ground gainer. He also mentioned F. N. Van Hull, tackle who played rwo years for Minnesota. He makes his Navy football debut next year.

DICK, '12, writes this very interesting letter: "I joined the Consular Service in 1911 and was assigned to the following posts in succession: Yokohama, Japan; Department of State; Jerusalern, Palestine; (Sept., 1915-May, 1917); Basle, and Geneva, Switzerland; Department; Sydney, Nova Scotia; Rangoon, Burma; Port Elizabeth, South Africa; Amoy, China; Strasbourg, France; Bordeaux, France; Nantes, France, and back to Bordeaux.

when that city of 200,000 inhabitants was evacuated, and proceeded to Bordeaux where I stayed for six months assisting the evacuations of Americans through the bottle-neck there. In March, 1940, I was transferred to Nantes, home of the historic edict and a former slave trading port, where I was "capmred' on June 19, 1940, when the Germans occupied the city, which had not been bombed as it had been declared an open town. In May, 1941, the Consulate was closed and the American and British interests mrned over to the Consulate General at Paris. I was transferred to Bordeaux and arrived there June 6thâ&#x20AC;&#x201D; the following week the Germans invited all American consular ofiicers in Germany and the occupied territories to leave. So, I closed that office and left for Lisbon July 21, 1941. The Germans assembled all us consuls, our families and our staffs at the Spanish frontier, and held us up for three days, at our expense, in the railway station at Hendaye. At night they hauled us back to Biaritz to sleep, also at our expense. When they learned that our German and Italian colleagues would not be permitted to land in Lisbon from the U. S. S. W E S T P O I N T until we reached Portugal they could not get rid of us fast enough. Special trains, "which for technical reasons' could not be found in Spain sprung across the border like magic.

"Anyway the three trains arrived in Lisbon and we sailed next afternoon on the W E S T P O I N T for home.

While I resigned during the first year to enter the ministry, I shall always cherish the memory of those days there. ""I have been in school every year since leaving Annapolis: B.A. degree from Baylor Univ., 1936; three years in Louisville, Ky., at Southern Baptist Theological Seminary, with Master of Theology, 1939; completed residence work on Doctor of Theology degree at same institution in 1940; College of Chinese Smdies, Peking, China, 1940-41. This school has moved to Baguio for the duration of the present crisis, and we shall continue our study of the Chinese language here for an indefinite time. Later I shall teach in the All-China Baptist Theological Seminary located in Kaifeng, Honan, interpretation of the Greek New Testament being my special field, with the philosophy of Christianity as a second interest. Graduating on June 6, wasn't enough. At one o'clock I got my discharge papers (eye unsat). At two o'clock I attended my roommate's wedding in the little chapel 'Stormy' Karl. At three o'clock I became a married man myself in the same chapel.

"About ten days later I went to work for Wright Aeronautical Corporation. I spent eight months in the experimental

The Boston Alumni Group held their eleventh annual dinner at the University Club on 8 December, 1941. We were very pleasantly surprised at the turnout considering the severe blow we received on Sunday 7 December. However, at the dinner we had a very enjoyable time and everyone believed that it was one of the best meetings the Boston Group has had in years.

Guest speakers were Major E. E. (Swede) Larson, '22, USMC, Lt. Comdr. S. H. Norris, RN, Commanding OflScer, HMS FiREDRAKE. Needless to say the pictures of the Army and Navy Game that 'Swede' Larson brought with him were enjoyed by everyone. The total attendance was 6A. In addition to the above speakers we were privileged to have Dick Harlow, Harvard's excellent coach, as our guest, who was gracious enough to state that the selection of Chub Peabody as All American Guard was quite a bit due to Swede Larson's generous publicity.

The talk given by Commander Norris of the Royal Navy was extremely interesting to all members as he went to great lengths to describe some of his experiences while Commander of the FiREDRAKE in the Norwegian Campaign.

MICHIGAN BRANCH The second dinner meeting of the year was held on Oaober 24th at the Army-Navy Club where Commander B. O. Wells was the speaker of the evening. The Commander's subjea being the Naval Intelligence and its operation. Of course this was a subject which could only be treated with the greatest of care and with the Commander handling the subject so ably we were all enthralled with procedure of that branch of the service but there our information had to stop. While President Metcalf presided at the meeting it was certainly felt by all those present that Commander "Red" Bannerman did the most of the testing of the acoustics of the club room. He was the same old "Red" as of old but we were all mighty pleased to have him aboard.

The last event of the year, there being no dinner scheduled for the month of December, was held last Saturday afternoon at the Manufacmrers & Merchants Club in the Merchandise Mart when the Navy played host to the Army at a "listen-in" luncheon. Oh boy! what an afternoon and what a ball game! The Navy was a perfect host the first half when we didn't say a word but Hell was sure a poppin' in the second half when the old "first line of defense" started rolling. It was a real Navy day and the Mid-west takes off its hat to a real ball team and a real coach. May it ever be thus.

May the Chicago branch take this opportunity to wish to all other branches the Merry Merry Xmas that should have been in the December issue of SHIPMATE, and would have been if the secretary of the Chicago branch had not fallen down on the job. If we can't be first we can't be anything so this Merry Xmas we extend to all for the Xmas of 1942.

All of us in Michigan were glad to have Secretary of the Navy Knox as Navy Day speaker in Detroit this year. We entertained his party, composed of Rear Admirals Blandy, Nimitz; Captains Beatty and Lofquist, Frank Mason and John O'Keefe. The Secretary will spend several days here looking over Navy defense industry, at Pontiac and Hudson Motors, Fisher Body and Ford Motors.

Commander W. E. Miller of Navy Training School at Ford's, class of '20, is doing a fine job here. We have a large plywood model of a new type destroyer, used to front the Navy exhibit at the Michigan State Fair. It will be used as a parade reviewing stand on Navy Day, and we expect to pipe the Secnav over the side with 19 guns.

If you will provide us with a list of Michigan SHIPMATE subscribers, we will stir up those who need to kick in for the 1941-42 season.

The new format of "Sea Power" is a good one. The Navy League should do a bit of business from now on.

The Detroit area has a number of U. S. N. A. men in Navy defense work. Bob Waldron, '19, at Hudson Motors, will have a finger in the gun plant. Jack Gordon, at Cadillac, is doing special Allison engine work, and so on!

NEW YORK BRANCH At the November luncheon of the New York Branch, Capt. T. S. King, USN, Director of Athletics at the Academy, gave us a very interesting review of the athletic situation there under the "three-year plan" of shortened course recently instituted to accelerate manning of the rapidly developing two-

ocean Navy. Pointing to the fact that midshipmen would now have only two years of varsity sport participation he indicated the difficulties to be faced by the boys in competition since the factor of inexperience would be a consideration in every Navy team while the emergency lasts. In reviewing specifically the football prospects, Capt. King tematked that a very large proportion of the present varsity squad would be lost next fall; one class graduating this December and another in June, '42, thus placing the campaign of next season in the hands of the present youngsters and Plebes. Capt. King stated, however, that the boys could be experted to make up in fight what they lacked in experience and that, considering the excellent record of the present Plebe team, the football picture for next year could be regarded as fair or promising despite the handicaps.

For the December luncheon, Wednesday, December 10, 12:30 P. M., Midday Club, 25 Broad Street, we had as our speaker, E. J. Sadler, '99, who spoke on the national and worldwide aspects of the petroleum industry, a topic of outstanding importance at the present time. Mr. Sadler needed no introduction to our membership, his very active interest and participation in our activities speak for themselves, but his pre-eminent position in the industrial world puts him in a position to give us a very broad and worthwhile piaure of the trends of today especially as regards that essential of modern war, oil. Mr. Sadler is Vice President and Director of the Standard Oil Co. (N. J.) and during his career has been very closely connected with the petroleum industry in all parts of

the world, and is currently familiar with nearly all phases of the oil world.

The importance of oil as a fuel and lubricant, making it an absolute necessity in the modern world, is lately being coloted by its rapidly increasing importance as a basic material for conversion into a multitude of products, including Toluol for the manufacture of T.N.T., "super-super" new aviation engine fuels, alcohols, etc. Mr. Sadler has in the past addressed the Naval War College on the same geneial topic he covered for us.

PHILADELPHIA BRANCH Saturday, November 29, was the big day for the members of the "Philly" Branch. On Friday, November 28, we had our biggest and best luncheon at 12:25 P. M., at the BellevueStratford. Everyone present wanted to hear the last minute dope on the game and were in the proper spirit for the "Big Pushover" the following afternoon. I cannot remember the time when the afternoon gave more promise beforehand of being all Navy.

The Navy Cocktail Party was held in the Clover and Red Rooms of the BellevueStratford Hotel from immediately following the game until 8 P. M. The Iceland Dance for the Cadets and Midshipmen, given by the Junior Committees and Pennsylvania Society of Colonial Dames of America was held on the Roof Garden, Bellevue-Stratford Hotel immediately after the game from 4:30 to 9:30 P. M. Meyer Davis' Orchestra with continuous dancing and floor show. A buffet supper (optional) was served at an additional cost, of one dollar per person.
