It is not Pollyanna to treasure the gleams of happy experience, to meet difficulties with a glad confidence, to rest serenely on assuring foundations of faith and hope. It is a duty to meet high challenge with some radiancy of soul. It is a duty to make others glad. It is a duty in such times as these to remember that the happiness of a little child may be the God-given test of policies and administrations, and that when workmen sing at their tasks ovir economic foundations are secure. Then, if happiness be a task, the glory of life is viaoriously to accomplish it.

Our tragic world sees no connection between gentleness and greatness, and listens to little entreaty save the persuasion

It takes such self-control and clarity of insight to be gentle that its very exercise is the finest kind of strength. W e need cushions of gentleness so terribly now in our world of hostile contacts. Every graduate of the Naval Academy looks forward to the day when he will return to Annapolis, either as a postgraduate student, an instructor, a visitor or, eventually, to settle down somewhere in the vicinity of his Alma Mater. Those who have returned recently have noticed numerous changes, not only within the Academy limits but in the town of Annapolis itself. The principal changes within the grounds include a beautiful addition to the chapel, the museum building on Maryland Avenue and, of interest to most, several large and modern apartment houses on the golf course and in the vicinity of the hospital. To those interested in sailing the acquisition of the yacht "Vamarie" and three very beautiful yawls constitutes a valuable addition to the recreational facilities of Crabtown on the Bay. In the city of Annapolis the most outstanding change consists of a new State Office Building adjacent to the post office. Its Colonial architecture blends beautifully with the surrounding public buildings and is a vast improvement over APRIL,

the tumble down houses formerly occupying the block.

There exists a situation, however, which may be a forerunner of changes which may alter entirely the atmosphere of Colonial Annapolis as Naval Academy graduates have always thought of it. That is the possibilit}' that the famous Hammond-Harwood House on Maryland Avenue at King George Street may disappear from the scene or be altered materially.

The Hammond-Harwood House is now owned by St. John's College but rented to a group of interested men and women known as the Hammond-Harwood House Association, Inc., who since 1938 have been supporting it as a museum open to the public. Unfortunately this situation cannot continue. The College Trustees feel that St. John's financial needs require them, at the earliest possible moment, to realize upon this asset— not the whole amount spent upon it, but only the amount borrowed to make the original purchase. That sum is $45,000 and the Association has been given an

option to buy at that figure before June 1,1940.

When the present lease terminates in May the following alternatives face the Association and the College: 1. The house is definitely on the market. (A wealthy non-Marylander has already measured the house and indicated his intention, if he gets it, to tear it down and reerect it on his property in a distant state.)

2. It may be converted into apartments, wholly altering its character. (An architect has already been consulted on this project.)

3. The beautiful carved interiors may be disposed of to museums or private houses. (The market for these rarities is well known.)

These disturbing possibilities are not vague but real and immediate menaces.

The Association feels that it has already done much in postponing until June 1 some such grave action affecting one of the country's noblest colonial monuments and one of Maryland's chief treasures.

It must now ask public support before

it is too late, and is presenting an appeal to Marylanders and to all others who will join with them in averting a tragic loss to Maryland art and tradition.

If each graduate of the Naval Academy will pause for a moment to cogitate upon his reactions should he return to the scene of his early youth expecting to find Colonial Annapolis pretty much as he remembers it but instead found a filling station, an apartment house or a vacant lot on the site or sites he desired to recall or point out to family or friends it is believed that he will find it within his means to contribute his bit, no matter how small, towards the preservation of a landmark which dates back to 1771 and is definitely associated with his memories of Annapolis.

What turned out to be an unforgetable occasion, one fraught with excitement and charm, mostly charm — came about quite casually. The early November days alternately treated the city of Washington to warm sunshine, brisk winds and cold, clammy rain.

It was on one of the latter kind when word went round the Navy Department that: "In view of the rather unfortunate season (football), the spirits of the team would undoubtedly be heartened by a cheering section from the Department, on the practice field the Saturday before THE game."

To this mimeographed invitation is owed by myself, and the others who likewise made the journey on the same day, one of those interesting and serene afternoons which happen so seldom and live so long in one's memory. A quick lunch, a scramble through traffic and soon we were on our way along the tortuous turns of the Defense Highway toward "Crabtown."

of Annapolis presented a not unusual appearance, in the warm November sun (which Dame Nature fortunately ordained for the occasion). It lay in a haze of warmth in the really last one of a succession of Indian Summer afternoons. It was when one turned toward the Academy grounds that the sights of timeworn, man-made buildings joined the liquid sunshine to bring a slow stirring of response from within. Maybe it was the sudden view of the new State House which cast the scene of olden days and slowed the tempo of our mad pace to the field. Here was, despite its sparkling newness, a building which brought back the charm of the long ago and made one wonder why more architects couldn't catch beauty while searching for utility.

Arrival at the scene of action brought an immediate problem. The roars of exultation from Thompson Stadium told plainer than any score board, that the Midshipmen plebes were on the winning

end of their match with Bullis School.

Who could blame us for wavering between the selfish desire to join in their victory fever, and the voice of our conscience which finally made us reluctantly turn toward the well-intended, but then rather uncertain varsity squad?

A walk to the end of Farragut Field disclosed the varsity making disjointed attacks on what appeared to be a volunteer assortment of scrubs who were damned if they would give way. In fact the scrubs seemed more in command of the ball, the field and the game generally, than did the big team itself! At least it appeared so to us. But cheer we would, and after the usual exchange of the social amenities with the coach and the gathered well wishers about us, we did our best to simulate interest and to lend vocal encouragement.

However it was difficult to follow the practice game, if game it was—for despite, or maybe because of, the languid

air, everyone seemed to want only to bask in warm sunshine and relax generally.

Picture if you will the surrounding scene. The low lying bleachers and the wooden tiers of seats filled with many eye-filling examples of feminine beauty, set off with a background composed of the calm river, the colorful training ships Cumberland and Reina Mercedes and a few scattered sail boats. To the left rose the arched entrance to McDonough Hall and topping it all was the riot of color from uniform and sky alike. Surely a practice game couldn't be so very important on such an unforgettable Indian Simimer afternoon.

Shortly there broke up what was laughingly called "THE practice game" —^to the seeming relief of all present, especially the players. We were thanked for having lent our moral and personal support and, with a blustery "Everything's going to be alright," we left to wander about—^by this time just a child of nature, enjoying one of Nature's finest gifts.

I wonder how many of you who read this have ever seen the Thames on a hot (for England) summer afternoon? The scene is likewise unforgettable. But those of you who have not witnessed it need suffer any regrets, for the Severn is two Thames rolled into one with more than a splash of beauty in favor of the Severn, left over. Probably one of the finest sights, one of the most unusual and picturesque settings I have ever witnessed is that viewed from the Crew House looking toward the river. Beauty, dignity and solid masonry unite to form a scene unique and unsurpassed. The Crew House within continues the motif of its outside charm—a place restricted to a chosen few who have earned their letter under gruelling strain. Silver cups and medals and bronze plaques line the walls, while from the high-ceilinged banquet room seem to come the whispers of echoes of nights when victories were

celebrated and awards joyfully made.

But everything must end sometime, just as this glorious afternoon ended suddenly at the moment when the sun disappeared behind the waters of the Dorsey Creek Bridge.

The afternoon and the scene depicted is one which I am sure recurs to many after they have left the study halls of Bancroft and t^e drill grounds along the sea wall. It was a scene which surely recurs to memory in some far distant port, during some especially torturous duty, or in unending, hard, cold seas. To me it was a solace, a safe harbor for a little time from the dull routine of a metropolitan city. Maybe I've been too sentimental in describing my feelings, but then I'm sure all of us have similar memories of the same place, certainly like memories which are just as precious and all of us have the longing to live them again.

Oh, yes, the team won on the following Saturday. Score ten to nothing. You guess which game!

A Visit to the Norwegian Naval at Horten, Norway

The course at the naval academy is three years. The entrance examinations and consequent appointments are entirely competitive and all candidates must have served at least two years before the mast.

There are 20 or 25 midshipmen or "sjo-kadetter" to a class but, due to war dangers, the number in classes was increased. After the three year course those midshipmen who are particularly able and who are to remain in the navy, must attend the academy for two years more when they graduate as sub-lieutenants. Those midshipmen with only the three year course may obtain masters certificates in the merchant marine, thus the academy serves to train officers for both the navy and merchant marine.

The academic year is seven months and the summers are spent on cruises so, when I visited the school on August 5 th, the midshipmen were on the ships of the navy on their summer practice cruise.

The course of study comprises about the same subjects as are taught at Annapolis. In languages they do not study Spanish but French, German and, of course, English and Lieutenant Lund,

with whom I talked, spoke excellent English with a British pronunciation.

Midshipmens' uniforms have varied from time to time. Officers' uniforms are about the same as in our navy with a gold circle over the stripes as in the British navy. The present naval academy at Horten dates from the 18th century and was formerly at Stang, Norway.

There is no danger of being passed over and retired in the Norwegian navy but all commissioned officers cannot become admirals due to the small fleet.

It was necessary for me to register at the guardroom at the gate during my visit to the naval base and a guard on duty, with whom I talked, said that I spoke excellent Norwegian.

In the naval museum, through which my guide specially showed me, were fine ship models, the first type of beacon in use in Norway and many objects of naval interest. Here was admiral Tordenskjold's sword with many cuts in the handle, the admiral having made a cut for every man which he had run through.

Tordenskjold was a famous admiral in the Norwegian navy of the first part of the 18th century and was himself killed in a duel with a foreign colonel when only 30 years of age.

The coast of Norway is divided into naval districts as in the U. S. and the Norwegian navy is relying much on a small type of swift destroyer which can be stationed in the fjords and dash out at an enemy.

Horten has its Grand Hotel like so many foreign cities. I had dinner there.

Before leaving again for Oslo in the evening I saw the new, big passenger and automobile ferry which ferries across the Oslofjord from Horten to Moss and the new M. S. Oslofjord went by, headed for Oslo from her Iceland cruise. Later in August I returned to the U. S. on the Oslofjord on her last lap from her Iceland and Nordic ports cruise and we made a stop at Botilogne-Sur-Mer and Southampton, England to pick up cruise passengers. Southampton impressed me as a beautiful port and it had been 25 years since, as a midshipman, I had been to England, when in 1914, our midshipmen practice cruise visited the port of London, Gravesend, on the Thames river.

r/ze Historic and Famous Picture of Annapolis of 18S8

This picture of old Annapolis is rare print, and as far as known there are only three or four known to be in existence.

The artist and publisher was E. Sachse of Baltimore, quite famous in his day for productions of this character, of which there are many other subjects of his work.

This picture was produced sometime in the year 1858, as Annapolis was of that date. In size it is 21 inches by 32 inches, highly colored and in excellent detail.

The one the author owns is in fine condition after its eighty-two years of existence.

The picture, a view of Annapolis and the Naval Academy from the harbor front. It is perhaps an excellent portrayal of Annapolis, and the Naval Academy thirteen years after the Naval Academy was established, nearly all of which grounds was part of old Fort Severn built in 1808 by the War Department for the proteaion of Annapolis. The original APRIL,

Fort grounds formed the first Naval School in 1845, which entire enclosure is now occupied by Bancroft Hall. The wings of Bancrofr Hall extend over the sea wall of the harbor front. The big tree in the middle of the then drill ground is the famous "Mulberry Tree," shown on the charts of colonial days as a range in entering Annapolis Harbor. The original old Fort Severn is shown to the right with a super-structure placed thereon in 1851. The old Fort was demolished as late as 1904, the last of the old Naval School buildings to be destroyed. The square rigged ship on the extreme right is the Sloop of War PREBLE, the first Naval Academy practice ship. The long group of buildings to the right running to the harbor front contains the first Chapel, Mess Hall, Recitation Hall and Midshipmen's Quarters, all of which were constructed from 1850 to 1856. The group of buildings just back of the old

"Mulberry Tree" were buildings of the Old Fort. The one to the right was the quarters of the Army Commandant—the others were Army officers' quarters. This group, after the Naval Academy was established, was known as Buchanan Row, named after the first Superintendent of the Naval School. The Army Commandant's Quarters was the first Superintendent's House, which remained as such until 1883, when it was demolished when Admiral Ramsay was Superintendent.

The Colonial Government House of the State of Maryland shown to the left with the old English Garden running to the harbor front was not taken into the Naval Academy until 1869. Just beyond this Old Mansion is shown the old Fort Gate House which remained until after the return of the Naval Academy from Newport in 1866. During their final year at the academy some of the members of the class of 1877 formed what they called a "Bachelors Club." It was composed of fellows that were not spoony men and did not attend the weekly hops. They used to meet in one of their rooms in building number one.

E., a few of whom are still able to answer the roll call. 1881 O. E. Weller has been class president for the last 56 years. Still active. President of the Maryland State Public Service Commission. Joe Wicks is chief engineer of that commission. 1891 William H. McGrann, '91, a former president of the U. S. N. A. Alumni Branch Association in New York City, is now acting chairman and secretary of the committee appointed to carry out the project for a bust of the late Admiral William S. Sims, '80. the Naval Academy. "Mike," as he is familiarly known, relates that he is so keenly interested in this project that he has almost adopted it as a hobby.

A welcome letter from Lt. Comdr.

H. B. Miller, '24, who is stationed at the Naval Air Station, Coco Solo, Canal Zone, brings us some interesting dope.

Min, as he is known by his friends, is with Patrol Squadron 33. He writes that "'Panama has proved most interesting, although the patrol squadrons stationed there seem to spend most of their time moving around the Caribbean. The mobility of the modern patrol plane has made this possible while miniature 'wars,' weather and neutrality patrol has made it necessary. Vagabond squadrons, indeed. And Guantanamo Bay has come to life with the advent of the neutrality patrol and the Bay is filled with ships most of the time. The Officers' Club remains the favorite meeting place and everyone you've ever known eventually walks in. Oleon, the Chinese bar boy, holds forth and he still can remember the names of anyone who ever signed a chit.

As a matter of fact, he won the pool during the recent Army-Navy game. . . .

There was a rumor, unconfirmed at press time, that the Naval Academy will join the Eastern Intercollegiate Wrestling Association, a league with many of whose members Navy teams have already been contesting annually—and, incidentally, doing pretty well. The Military Academy is a member of that wrestling group.

Medals "The picture works the prob" is an expression which many of us heard on frequent occasions in the section room.

It was true.

The above picture comes pretty near doing the same job in illustrating a happy innovation put into effect on the first day of February this year.

For winning a letter in a sport, having won against Army, or having turned in an outstanding performance, the midshipman receives a gold medal, suitably engraved, and if his letter was won in a sport that does not compete against Army, or is not successful against Army, the medal is of silver.

No recipient will have more than one athletic medal; in other words, after qualifying for a gold medal the silver one is returned for cancellation and the reverse side gives sports in which the letter is won.

SHIPMATE thinks this is a fine thing and can report that the medals look mighty nice on the chests of their lucky owners.

Navy Cagers Bow to Fordham, 56-37 Navy's hard working basketball team ran into a powerful Fordham team and continued its losing streak.

MELISSA FAILS In an effort to shatter its losing streak the Navy cheering section brought out its football charm dog, "Melissa." The canine was diked out in her grid blanket and all the players patted her at the start of the game. "Melissa," however, must have her charm only in football—or maybe Fordham didn't catch on with the idea.

Navy Teams Win 4 Out of 6 Events The boxers UDset highlv favored Syracuse 5 to 3 on Saturday, Feb. 17. while the wrestlers turned in a surorise 17 to 11 win over the intercollegiate championship Lehigh team. Of course Navy's brilliant fencing team, unbeaten in three years, marched on to another triumph, licking Penn State, 20 to 7, and the gymnasts, in the lone meet away from Annapolis, humbled M. L T. 41 to 13 in Navy's victory parade. It was Lehigh's first defeat in 21 meets over a period of years.

CLOSE TANK MEET On the losing side were the Navy basketball and swimming teams. The cagers, after holding their own for half of the game suddenly broke wide open on the defense and Temple won 43 to 29, while the swimmers taking most of the first places nevertheless bowed to Dartmouth, 40 to 35.

Navy Again Wins 4 Out of 6 Contests Earl Thomson's Navy indoor track athletes burned up the boards at the University of North Carolina, Samrday, February 24, to win first place among non-conference rivals. The Middies made a score of 35M; Virginia had 20%; Newberry, 8V2; Georgia, 5; Georgia Tech, 3 and Westchester State Teachers College, 3.

Na'vy's great fencing team met unexpectedly strong opposition in St. John's of Brooklyn, but finally won out IAV2 to 121/2.

Dartmouth was no match for the local gymnasts, bowing 45 to 5.

Hard-Fighting Basketball Team Defeat William and Mary, 45 to 40 The George Washington rifle team also was a thorn to the Middle varsity, handing the local marksmen their first whipping in three years. Outshooting the Middies both kneeling and standing the D. C. team used Randall's high 282 to nose the locals out 1394 to 1388.

The other Na'vy varsity to lose was Ray Swartz's aggressive wrestling team.

The Middies continued to find MidWestern opposition too strong for them, Michigan taking them into camp by a 24 to 10 score at Ann Arbor. Navy, however, still can lay claim to the Eastern championship provided Penn State can be stopped in the last big feature to the winter sports cards.

Besides losing basketball the plebes had the poor end of the scores in fencing, wrestling and gymnasium. Johnny Harrell, college hea-vyweight mat king, threw Ted Hale of the Penn freshmen for Navy's only win. With the help of a draw the plebes gained 6V2 points to 211/^ for the young Quakers. In fencing the Penn Charter School of Philadelphia eked out a 14 to 13 decision, while in gym the Temple acrobats scored 38 to 16.

Navy Wrestling Team Defeats Penn State to Take Eastern Honors The Navy varsity wrestling team moved to the top of the Eastern collegiate grapplers Saturday, March 2, when they came through with a 14 to 12 victory over a tough Penn State squad.

The Middle varsity riflemen won a small bore match from Lehigh by a 1,411 to 1,397 score. The Plebe riflemen defeated the Lehigh freshmen 1,380 to 1,325 and the Plebe wrestlers took a 19 to 13 match from the Virginia Military Institute freshmen.

Na'V7's indoor track team Saturday finished the best season the Tars ever had by romping to victory in the Intercollegiate Division on the Catholic University boards.

When in the Army-Navy Club in Washington recently I saw a notice posted on the bulletin-board: "Class of '20 Luncheon today." My first reaction was that it referred to Navy '20, and that it offered a welcome chance to get together with the boys.

Then I realized that Navy '20 holds its luncheons on the other side of the Potomac at the A-N Country Club, and that this particular notice must refer to Army '20.

It was probably the first time I had realized that Army classes, like ourselves, continue their association and are a mixture of service and civilian members whose luncheons must be, like ours, friendly cosmopolitan get-togethers.

The realization reawoke a theory of mine, which is that the defense of any nation demands the most intimate and understanding cooperation of Army, Navy and Air units, and that nothing tends to promote such cooperation better than personal friendship between members of the various services.

Since both Army and Navy have class and alumni organizations, I propose that Na'vy take the initiative, and that the secretaries of local Navy class groups in the various cities make the effort at least once a year, preferably oftener, to organize joint Army and Navy class luncheons. After 20 years I would like to see Navy '20 and Army '20 get acquainted, and to know that other classes were getting acquainted.

This idea ought logically to be carried

further, and once a year there should be a general Army-Navy Alumni dinner in each large city. From a military point of view it would promote defense. From a civilian point of view it would enlarge contact with the service brotherhood.

ED. N O T E : At Rochester, New York, there is just such an organization known as the West Point-Annapolis Association.

Recently a member of Congress proposed that Anmy-Navy sports contests be abolished, as tending to promote harmful competition rather tjhan useful cooperation between the services.

There's a grain of wisdom in this suggestion. However, I doubt that it would have the effect desired. Carried to its ultimate conclusion, it would also prohibit inter-company or battalion football games, as tending to establish rivalries within the service.

No, what is needed is some form of athletic cooperation between the service academies, to counteract the dangers of life-long Army-Navy rivalry.

I would like to see joint Army-Navy athletic teams formed at the end of each sports season to play one or two postseason games with university champions.

To make such a team ought to be a service academy man's greatest pride.

A joint Army-Navy football team, playing in a "bowl" game, would be a magnificent stimulant to service brotherhood. It would teach midshipmen and cadets—and the members of both services—to pull for each other.

Guam Development B Y ADMIRAL HAROLD R . STARK, U . S. NAVY

As the Committee is aware, the Hepburn Board, a statutory board appointed in accordance with the ACT of May 1938, included in its recommendations the development of Guam, outlining the reasons therefor in its report. The various aspeCTs of the development of Guam were the subjeCT of much testimony and discussion last year. H. R. 2880, a bill prepared as a result of the Hepburn Board report, called for a very limited development of the harbor of Guam and for limited aviation facilities. The total expenditure was to be $5,000,000. This limited development included 3 items of purely harbor development at a cost of about $4,000,000, and 12 items of aviation facilities which were to cost about $1,000,000 more. These aviation facilities were to provide in a very limited manner for seaplane operations. This limited development of Guam of $5,000,000 was, as you know, deleted from the bill by the Congress.

The Public Works Appropriation Bill now being submitted to the Congress includes these first three items, providing for a breakwater and for dredging and nothing else, a development that would facilitate the passage through Guam of seaplanes but would not provide basing facilities. These harbor development items calling for $4,000,000 are carried as one item in the appropriation for the FOURTEENTH NAVAL DISTRICT and have been earmarked for Guam in the justification supporting this item of $4,000,000. Guam has been included in the Fourteenth Naval District because it was decided that the expenditures at Guam could be better administered by the Naval District organization at Pearl Harbor than would be practicable in Washington, or at Guam, where facilities are very limited. If the appropriation for Guam had been made last year this same set-up would have been used.

In including the items for dredging and breakwater construction for the Naval harbor of Apra, Guam, in a Naval APRIL,

Public Works Appropriation bill, the Navy Department has adhered to the procedure that it has followed in the past.

In order that the Congress may be advised specifically as to what is requested of it the items have been plainly indicated in the justification of the bill.

In connection with this it may be pertinent to quote a part of the testimony of Mr. Edison, the then Assistant Secretary of the Navy, during the hearings last year: "With specific reference to a question as to whether the project for the island of Guam is the first step in a program of fortification or whether it is a development separate and distinct from the recommendations made by the Hepburn Board, I will state that while the developments now proposed would be useful in connection with any future development of the harbor and shore facilities at Guam, nevertheless, the $5,000,000 project in the bill before the committee falls so far short of meeting

the requirements of the Hepburn Board that it can, in reality, be considered a separate and distinct development which is an entity in itself and which will be useful to the Navy and to commercial air traffic whether or not any further development is made."

And also, the testimony of Rear Admiral Morreel, chief of the Bureau of Yards and Docks, before this committee: "We do not ask for authorization for dredging projects from the Naval Affairs Committee except in the case of the establishment of a new project. Now, because the Hepburn Board report was originated by the Congress we have looked at the recommendations of the Board as new developments, separate and distinct from the regular development program of the shore establishment of the Navy. Therefore, in asking for an authorization for this work at Guam, we are, in effect, laying our cards on the table.

As a matter of fact, under the rules as they are at present interpreted it would not have been necessary to come to this committee for authority merely to dredge the harbor at Guam and to build a breakwater."

The Department considers that this work should be undertaken as soon as possible. Whether or not the Congress appropriates money for this harbor improvement, Na'vy ships and Navy aircraft, as well as Pan-American commercial aircraft, must continue to use this harbor,â&#x20AC;&#x201D;this despite the hazards attending its use. The landing at Guam after a 1300 mile hop from Wake was made under hazardous circumstances, largely caused by the unfavorable conditions existing there. Fortunately the landing was not attended by mishap.

These unfavorable conditions the Department has sought and is seeking to remedy. Whether or not they are remedied the use by aircraft of this harbor will continue and doubtless will increase.

I have read over the testimony on Guam given before the Congressional Committees by my predecessor as Chief of Naval Operations, Admiral Leahy, and I am entirely in accord with his position in this matter. If the Committe wishes to go extensively into the Guam question during the current hearings I will be glad to submit a statement at greater length on this subject.

One of the great exhibit palaces is being converted into an indoor pool for the "Treasure Island Water Follies" which will offer daily entertainment with famous swimmers, divers and comedians and a chorus of 75 girls.

The street of fun and frolic, the Gayway, is being completely rebuilt with new attractions from all parts of the world.

Many of the largest exhibitors have already signed up for the second season and educational displays will include a model of the famous cyclotron, atomsmashing machine from the University of California which brought the Nobel prize in physics to its builder. Professor Ernest O. Lawrence.

South America is to be the main foreign participant with El Salvador leading the way.

The art exhibit will not include the Italian masterpieces which were shown last year, but the Thorne miniamre rooms, exact reproductions of interiors in amazing detail, which broke all attendance records last year, will again be shown with many new presentations of the American scene.

The 1940 Golden Gate Exposition will be far more brilliant in color, by day and by night, than its predecessor. Millions of flowers will be in full bloom in the various courts, each court planted to a particular color scheme. Towering walls will be re-covered with blending hues and, at night, by the use of mica the fluorescent, indirect glow will make the island city as beautiful as a dream from the Arabian Nights.

San Francisco is already laying plans for the celebration which will be a prelude to the opening. "Golden Days of Forty" will usher in the new World's Fair season and the bay communities will join in a day and night frolic immediately preceding the official ceremonies which open the gates of Treasure Island on May 25.

The steam boat in the picture, Hugh Jenkins was named after a prominent citizen of Baltimore, who was president of the steamboat line whose vessels made daily trips to Annapolis from Baltimore.

As an additional attraction, Swede Larson came to town and gave us a very interesting talk. He also showed his interesting films of the last Army-Navy game. Gilmour Dobie, who coached Swede as a Plebe, was also on deck. Gil is living here in Newton now and we hope to have him with us often at out future gatherings.

Col. H. C. Pierce met Swede at the train and started his day with a succulent breakfast of broiled tripe at the Parker House.

Charles R. Brown, class of 1921, who is now Assistant Air OflScer of the U. S. S. SARATOGA. "Cat" gave a very interesting discussion of selection. He followed it from discussing its origin in the 90's with the "Plucking" Board, down to the present date, its trends and its problems. After his talk we all felt that we had been given an insight into selection in the Navy that had not been presented to this group before. It is hoped that we can have more speakers at our meetings of such caliber to inform us on other problems in the Service.

Accompanying Lt. Comdr. Brown was Lt. William Ashford of the class of 1927, who is on Admiral Halsey's staff. Following the speaker of the evening, Raleigh Hales' guest, Mr. William Long, of the U. S. Rubber Company, who served during World War No. 1 as Engineering Officer on the H. M. S. VINDICTIVE, was prevailed upon to give a brief description of his experiences in the blocking of the harbor of Zeebrugge. Other members then entered into informal discussions of their wartime experiences.

It is requested that all hands fill out the address cards and return them promptly as it is hoped that the first copy of the direaory may be completed before the April meeting.

NEW YORK, yV. Y. The present by-laws of this branch limits the term of office of President and VicePresident to one year each. The members recently voted to change this restriction so as to allow the two aforementioned officers to succeed themselves for one term only.

After meeting for several years on the second Tuesday for monthly luncheons, the members have decided to change to the second Wednesday for a while. Beginning with March 12, the new arrangement goes into effect. The meeting will be held as usual at the Downtown Athletic Club, 18 West St. The February luncheon meeting brought out an overflow crowd of almost a hundred members to hear Capt. J. T. G. Stapler, '06 give an intensely interesting talk on the present situation in China and to get the last minute dope about Europe from Roland Riggs, '04, who has Just returned from that seaion of our troubled world.

Webster, '11, Commanding Officer at the Naval Aircraft Faaory, Philadelphia, gave a timely and very worthwhile talk on the non-confidential side of naval aviation, at our bi-monthly luncheon, held on Wednesday, February 21st, at the Engineers' Club. An interesting resume of Captain Webster's talk appeared in the colunms of the Philadelphia Evening Ledger.

Thirty attended the luncheon.

President "Packy" Graff, '20, announced that, hereafter, our luncheons will begin at precisely 12:30 sharp, in order that members whose time is limited may get away early.

Furthermore, he stated that our speakers will be brief.

Bookbinder's Seafood House, 215 S. 15th Street, will be the scene of our next dinner, on Friday, March 15th. Assembly will be sounded at 6:30, and a real shore dinner will served at 7:15.

Our new Commandant at the Navy Yard, Rear Admiral A. E. Watson, has promised to attend. This will be Admiral Watson's first appearance at one of our functions. Our speaker for that occasion will be announced later.

It will interest many to know that one of our "regulars," Captain George M. Baum, U.S.N. (ret.) '04, has just been appointed Commanding Officer of the Pennsylvania Schoolship, the U.S.S. Annapolis.

To "Wink" Qark went the accolade for driving up from Fairmont, W. Va., over 90 miles of icy roads while the fair weather sailors in the immediate vicinity of Pittsburgh hugged their fire places.

The suggested form of organization submitted by the Committee on Organization was fully discussed with the matter of adopting it in its entirety held over until the next regular meeting so that the entire membership might be informed regarding the nature of the suggested changes in the draft recently submitted to it. It was tentatively decided to hold regular meetings the third Friday of February, May, September and November.

With the business of the evening disposed of, the meeting adjourned to the pleasant pastime of swapping "taU ones" (to be interpreted as suits the fancy).

SAN FRANCISCO, CALIF. A record attendance, including 14 active officers from the 12th Naval District, were addressed by Lieutenant Joseph Buchalter last Thursday at our monthly luncheon. Table space was at a premium and all chairs in the ample dining hall were filled. The subjea was the Scandinavian countries, including Finland and the Russo-Finnish War. The speaker evinced an unusual and intimate knowledge of his subject, and it was instructive and altogether interesting resume encompassing the geographical, political and military problems involved in the present crisis. The Finns were traced from their probable origin, east of the Urals where they are supposed to be distant relatives of the Turks and Hungarians, and we followed their migration westward to Esthonia and finally to what is now Finland. Their growth and culture was developed by the speaker, and it appears that scarcely one half of one per

cent of all Finns are illiterate; that eightyfive per cent of their national income is from wood and wood products, and that Finland is scarcely the size of California. Their military, economic and social progress was traced up to the time of their independence which was obtained in June, 1918. Petsamo was then described, as was Murmansk and the country south, down to and including the Mannerheim Line and all of the strategic points associated with the present drive.

Amplifying his luncheon address, the speaker, on the evening of March 12th at the Army and Navy Club, will address a dinner given by our Alumni; and the topics covered at the luncheon will be enlarged upon and amplified by a goodly number of pictures which were taken by Lieutenant Buchalter.

Judging from the reservations already made, the Qub will be taxed to its capacity. We know, judging also from his luncheon address, that the evening lecture is going to be a privilege to hear.

In the absence of our new President, Haller Belt, who was suddenly called from the City Captain Gleason presided; and among the items under order of business the question of the nomination of a member for the National Board of Trustees' to represent the West Coast was called to the attention of the members, and a discussion and nomination will be held at our next meeting. This next meeting will be held Thursday noon, April 4th.

A communication embodying some proposed amendments was forwarded to the Secretary from Captain Stayton. These amendments arrived the day following our luncheon, and by reason of our President being out of town some delay will be unavoidably incurred until the amendments can be placed in the hands of our officers and members for consideration as to our desires for action. As soon, however, as possible they will receive consideration and a reply will be promptly forwarded.

A motion was placed by Commander Laird that in the absence of the President and Vice President the senior Director present should preside at our meetings, and this motion was unanimously carried.

For various reasons the question of changing the locale of our monthly luncheon was taken up and G. M. Lowry was appointed Chairman of a Committee, to which he himself will add two other members, to investigate and report upon some other meeting place. When their decision is made and their report at hand a prompt announcement of their decision will be made. Until further notice, however, the luncheons will continue to be held on the first Thursday as usual at 26 California Street.

We received, through Hap Lyon and Ray Kimbell, word from "Rip" Miller that he felt that his visit to San Francisco was a most successful one. If "Rip" enjoyed his visit with us even in small measure as to our enjoyment in having him we know that he did have a good time and that a ground work has been firmly laid for our keeping a contact between our branch and the parent branch solidified, and that the work which "Rip" is doing will find hearty cooperation from us here on the Coast. Outstanding in this work of cooperation are three of our members. Hap Lyon, Jimmie Howell and Ray Kimbell; and

their enthusiasm and untiring devotion will get results.

We learn that Admiral Hugo Osterhaus is leaving for a short trip to Washington, D. C. We trust that his departure will not keep him from our coming evening dinner, and we further trust that he will return safely to San Francisco in due time to attend our next luncheon meeting.

The Secretary just received a letter the other day from Jimmie Hall who reports that he is now out of the hospital and fairly well back on the road to recovery. We are glad to hear this, and we now look forward to his being with us again.

Tuesday evening, March 12th, assembly will be sounded at 6:30 P.M. at the Fairmont Hotel. Dinner will be served at 7:00 P.M., and the lecture and pictures will sound off at approximately 8:30 P.M. This supper meeting will be in addition to our regular meeting which we will hold on Thursday, April 4th, as usual at the noon hour. Our guest speaker at our next luncheon will be Mr. Albion Ross, the Foreign Correspondent of the San Francisco Chronicle. His presence was obtained through the good offices of out Entertainment Committee of which Jimmie Howell is aaing as Chairman in the absence of Captain Culp. Mr. Ross needs no introduction either personally or profesionally, and it goes without saying that his address will be well worthwhile attending.
