从21世纪初期起，北京便迈开步伐得到长足的发展，巩固了作为世界大城市之一的地位。现代化速度极快， 摩天大楼从闲耕地上拔地而起，新的交通系统延伸到城市的边缘，环境保护运动对空气和水质进行改善。北 京在举办2008年奥林匹克运动会时更加确实地登上世界舞台，这在中国的历史中是最具史诗性的盛事之一。 自从奥林匹克运动会以来，更加开放而包容的世界观发散到全国各处，而中国的文化也在发生重大的变化。 在新思想产生的同时，也拥抱着过去丰富的传统。在798艺术区，艺术家们将中国艺术重新改造形成一个现 代的社区。在中关村，研究者们确定了中国在科技前沿的作用。在宋庄，提供了其它地方都前所未有的机 会—创造完全致力于培养创新思想的新城市地区的机会。

宋庄创意集聚区愿景成为一系列相互连接的簇生合作与创意的节点。一系列自行车与人行道形成交通联系， 和统领科技系统协作，这些集群不仅促进创意产生，孵化创新思维与过程，而且为社区创造新的生活标准。 坐落于北京边缘, 与中心城区有便捷交通相连，这样的距离适合创造混合用途且步行可达并与多样开放空间和 自然系统融合的社区。这些社区与大型实验与自给自足的农田形成一种共生关系，支持本地食物需求与多种 创意工业研究。 Since the beginning of the 21st century, Beijing has made huge strides to solidify its position as one of the world’s great cities. Modernizing at a breakneck pace, skyscrapers are rising out of fallow fields, a new transportation system is extending the reach of the city, and environmental initiatives are improving air and water quality. Beijing’s emergence on the world stage was solidified when hosting the 2008 Olympic Games, one of the most epic events in the nation’s history. Since the games, a more open and engaging world view has emanated throughout the country, and Chinese culture is transforming. Fresh ideas are emerging, while embracing the rich traditions of the past. At the 798 Arts District, artists are reinventing Chinese art for a contemporary society. At Zonghuangcun, researchers are ensuring China’s role at the forefront of science and technology. And at Songzhuang, an opportunity exists like no other before – the opportunity to create a series of new urban districts dedicated entirely to the cultivation of new ideas and a new way of living.

The Sonzhuang Creative Clusters are envisioned as a series of interconnected nodes that foster collaboration and creativity. Linked by transit, a series of bike and pedestrian pathways and an overaching system of technology these clusters not only foster creativity and the incubation of innovative ideas and processes but also create a new standard of living for the community. Located at the edge of Beijing, yet connected to it by Transit, the distance allows for creating mixed use walkable communities that are integrated with multiple open space and natural systems. These communities also form a symbiotic relationship with a large expanse of experimental and subsistence agriculture that supports both local food needs and research in multiple creative industries.

INNOVATION IN THE EAST There is no doubt that the creative energy of Beijing is moving eastward. A few short kilometers east of the Forbidden City lies the Beijing’s sparkling new CBD, the city’s center for business and finance. Just northeast of that is the 798 Arts District, a collection of once-abandoned factories that is now the center of the city’s arts scene, and the third most visited destination in the region after the Forbidden City and the Great Wall. And even further east is the Tongzhou New Town, where planned redevelopment will create a support center for the entire eastern development zone of the city. At the center of this band of future development lies Songzhuang, an emerging hub for culture and innovation. What was farmland just a few years ago has evolved into a creative cluster of new art galleries, start-up business, and cultural destinations, proving that, in Beijing, creativity is indeed contagious.

生态整合性 为了能与其它世界城市匹敌，北京随着它的成长急需解决众多环境问题。其中关 键的组成部分是城市周围区域生态结构的条件，为居民提供大量进入开放空间的 机会，并为本地植物和野生动物创造急需的栖息地。一系列绿化带渐渐在北京密 集的开发模式中出现，而国家创意中心便是这些大型开放空间系统中重要的交叉 点。该地区的景观从两条高速公路上清晰可见，为现代开发与景观之间重要而良 好地互动树立了榜样。这种相互交织的建筑和开放空间不仅能够帮助改善空气和 水质，还能为开发区创造巨大的价值。与大自然亲近能够增强创造力，通过提供 空间，让身心得到放松而恢复动力，并让我们在沉思于大自然的奇妙中得到启发 和灵感。就如鸟类激发人类发明飞机一般，有时只需从大自然汲取一点灵感，便 能产生世界上另一个伟大的创意。

ECOLOGICAL INTEGRITY To compete with other world cities, it is imperative that Beijing address a multitude of environmental issues as it matures. A key component of this is the provision of a regional ecological structure surrounding the city, providing residents with plentiful access to open space, and creating much needed habitat for native plants and wildlife. A series of greenbelts are beginning to emerge within the dense development patterns of Beijing. The Songzhuang Creative Clusters are located at an important intersection of these larger open space systems and an extensive network of agriculture cultivation.

With a highly visible landscape that can be seen from two highways, the district has the opportunity to set an example of how contemporary development can interact with the landscape in a meaningful and beneficial way. This intertwining of buildings, open space systems and agriculture not only can help to improve air and water quality, but also creates tremendous value for the development improving the quality of life and forming sustainable communities. Access to nature enhances creativity by providing space for the body and mind to rejuvenate, and inspires us as we contemplate the wonder and awe of our natural environment.

作为中国传统的政府和教育部门的中心，北京在历史上便一直面向外界代表着中 国的形象。然而，中国远远不仅是北京宽阔的街道、超大型的广场和纪念碑式宏 大的政府大楼。北京被它的人民所定义—他们的适应力、自尊心、能量与活力、 以及对和谐社会中思想可自由交流梦想可成为现实的渴望。这个曾经内敛保守的 社会逐渐向世界开放，而北京则位于这一创新性巨变的最前线。在围绕着天安门 广场和故宫的政府核心区之外，新的商业和产业已经在北京现代的中央商务区内 和海淀区众多大学附近发展起来。但仍然有发展的空间。新兴的创意区正在远离 城市核心的地方出现，利用了新的捷运线路、与机场的连接、以及与开放空间 更好的连通。这些新的创新区，例如宋庄，是城市不断进取的经济不可或缺的元 素，将让北京成为“新可能性”的全球中心。

As the center of the country’s traditional sectors of government and education, Beijing has historically represented China’s image to the outside world. China is much more, however, than Beijing’s wide streets, over-scaled plazas, and monumental government buildings. Beijing is defined by its people - their resilience, their pride, their energy, and their desire for a harmonious society where ideas flow freely dreams can become reality.

A once inwardly focused society is now reaching out to the world, and Beijing is at the forefront of this creative revolution. Beyond the government core around Tiananmen Square and the Forbidden City, new business and industries have been developing in Beijing’s modern CBD and adjacent to the universities of Haidian District. But there is still room for growth. New innovative sectors are emerging even further out from the core of the city, taking advantage of new transit lines, connections to the airport, and better access to open space. These new innovation districts, in places like Songzhuang, are necessary and desirable aspects of the city’s forward-looking economy, positioning Beijing as a global center for ‘new possibilities’.

CONSTITUTION OF THE CREATIVE CLUSTER “The theory of clustering derives from industrial economics and has been promoted as a regional economic strategy

by Harvard business scholar Michael Porter. Cluster theory’s application to the cultural sphere is a recent turn, inspired to some extent by the annual Creative Clusters Conference in the UK, an international event that draws together policy makers and entrepreneurs in the arts and creative industries. Clustering itself is endemic to the arts, literary and intellectual worlds, if one considers the historical centres of production: the Parisian fashion scene, New York’s Soho and Greenwich Village, London’s West End, and the Viennese intellectual circles of the 19th century.”

At Songzhuang the creative clusters are structured around a series of catalyst programs in the form of training institutes, cultural amenities and civic institutions all organised around a central public space that also forms the primary transit stop. In addition to these programs a system of incubator spaces for start-ups, live-work buildings that integrate residential and studio spaces and urban factories for research and development of new ideas create a self-sustaining creative community. These are supported by residential buildings for families and series of amenities (schools, libraries, community hall, etc). The overall cluster is designed to have every inhabitant living within a 10 minute walk of public transit and within a 5 minute walk of public space.

CREATIVE INDUSTRIES IN SONGZHUANG Based on extensive analysis of global precedents and an understanding of current creative industries within the larger Beijing area, 5 primary creative industries are designated for Songzhuang .(Design, Arts, Experimental Technology, Bio-tech and Alternative Medicine) These industries engage and stretch the boundaries of the design, arts and technology fields with a primary emphasis on research, creativity and the generation of new ideas. An overarching structural idea is to locate each industry in a specific mixed use cluster with catalytic programs that help foster and jump-start each industry. These clusters are not seen as individual isolated entities but highly interconnected with each other and intertwined with the agricultural fields that form testing grounds and a source of research materials for the bio-tech and alternative medicine industries. The arts and design industries are developed as extensions of the current energy that exists in the Artist’s village. The experimental technology clusters focus on research in sustainable systems and products, water quality and interactive technologies.

宋庄总体规划希望创造一系列自我可持续的社区。它们积极参与到对创意的追求中而且 整合大型开放空间和水文系统，保持生活的高品质。距离北京核心区的距离保证开发的 新模式得以形成——城市、开放空间和农田传统关系的重新配置。传统开发模式中，农 田或安置在城市周边而无任何整合关系，或以村庄为核心形成包围。在宋庄，这种关系 被反转：开发与农田共同形成周边，不同的边缘使得城市肌理、开放空间系统和农田得 以整合与互动。这项策略平衡开发和开放空间关系，最终促进生活品质的提高与社区自 身可持续性。 社区由一系列集聚区组成，与中央核心先导开发内容的结构系统相似，围绕着一个主要 的公共空间展开，并由一系列促进生活、工作和休闲的开发内容所支持。中央商业区形 成焦点核心，有效地整合了国家时尚创意中心以及宋庄创意集聚区的远景规划。 集聚区 之间的相互连接通过专线捷运系统、整合的技术网络以及一系列步行和自行车道的形式 实现，促进了不同集聚区之间思想的融合与交流，形成了创新过程中关键的元素，为创 新经济注入了能量。逐渐地，城市和城区不仅被认为是创新的对象，还被认为是创新生 态系统，能赋予使用者/居民社区集体智慧和共同创造的能力，来设计创意生活和工作的 各种场景。 总体规划愿景中一个重要的组成部分是完美地整合艺术家村和多种文化资源，包括近几 年围绕着艺术家村迅速发展起来的博物馆、画廊、工作室和创新住宅类型。基地中还拥 有许多现从事农业耕种和其它工业运作的村落。总体规划将试图将这些村落在基地内部 重新安置，而不是将它们移至完全与其现有生活方式分离的偏远场地。通过在集聚区内 提供住房以及培训机构和社交网络，这些村落的居民将逐渐与新社区相融合。这为他们 提供了两种选择，即在新的农业系统中继续从事他们过去的工作，或是过渡到新的产 业。 The master plan vision for Songzhuang is to create a series of self-sustaining communities that are actively engaged in creative pursuits and maintain a high quality of life and integration with larger open space and hydrological systems. The distance from the core area of Beijing allows for the formation of a new paradigm of development where traditional relationships of city, open space and farmland are re-configured. Conventional development patterns dictate that either farmlands are located at the periphery of the city without any integration with it or around villages with the village being in the center surrounded by farmlands. At Songzhuang this patten is inverted to create a form wherein the development form the periphery with the farmlands within them and series of different edge conditions allow integration and interaction between the urban fabric, open space systems and agriculture fields. This strategy allows for a balance of development and open space that ultimately facilitates a high quality of life and self-sustenance.

The communities are organised in a series of clusters that follow a similar structural system of a central core of catalytic programs organised around a primary public space and supported by a series of programs that facilitate living, working and recreation. A central commercial area forms the focus effectively integrating the vision plan for the National Creative Clusters (NCC) and the creative clusters in Songzhuang. Interconnectivity between the clusters in the form of a dedicated transit system, an integrated technology network and a series of pedestrian and bike pathways facilitates synergies and the exchange of ideas between the different clusters forming a critical component of the innovation process that fuels the creative economy. Increasingly, cities and urban areas are considered not only as the object of innovation but also as innovation ecosystems empowering the collective intelligence and co-creation capabilities of user/citizen communities for designing innovative living and working scenarios.

An important component of this master plan vision is the seamless integration of the Artist’s village and the multiple cultural assets in the form of museums, art galleries, studios and innovative residential typologies that have sprung up around the village in the last few years. The site also has a number of existing villages that are engaged in farming and other industrial operations. The master plan attempts to rehouse this villages within the site instead of displacing them to remote sites that are totally disconnected from their current forms of living. By providing housing within the clusters and access to training institutes and a social network, the inhabitants of these villages are slowly integrated into new communities. They are provided with a choice of either continuing to work within the new agriculture system or transition into new industries.

A series of urban design principles help structure and guide the master plan process. These principles articulate the overall objectives of the vision into a physical structure that creates a series of self-sustaining communities that foster creativity, facilitate a high quality of life and respect and restore site hydrology and ecology. Integration of communities with natural systems and the importance of agriculture as a productive economy is emphasised. At the overall site level these principles lay out guidelines for interconnectivity and integration via a transit system and an advanced technology network that helps manage multiple resources and facilitates social networking. The principles also illustrate appropriate approaches to the generation of building typologies, development of the urban fabric and its massing. Lastly, the principles advocate an integrated approached to sustainability where multiple site level and building systems come together to create self-sustaining communities and environments.

The overall idea of a mixed use community is to ensure that all facets of daily life - work, live, play are all within a 10 minute walk. This condition ultimately leads to generation a high quality of life (liveability).

The Beijing region has a number of interesting vernacular live-work typologies. These typologies form a strong urban edge to the street in the form of shops and are connected to the living and working spaces through internal courtyards. However, a global movement for using ICT-based applications to enhance the quality of life of inhabitants and the potential role of cities as innovation environments is gaining momentum. “Increasingly, cities and urban areas are considered not only as the object of innovation but also as innovation ecosystems empowering the collective intelligence and co-creation capabilities of user/citizen communities for designing innovative living and working scenarios. 宋庄的景观系统受到中国山水画、诗歌、书法、音乐等艺术形式的启发并借鉴历史性园林设计所固有的传统。景观类型反映 了本土的价值观、文化记忆以及北京当地的地理环境。在这里大自然与城市相遇，在这里人们能够体验新的生活方式，与大 自然融为一体，置身于景观文化和城市农业之中。宋庄总体规划提供了城市生活和自然环境之间激动人心的对比，这在北京 其它地区是无法找到的。 一系列不同尺度的开放空间类型形成了一个整合的自然系统网络，由河流恢复廊道、城市运河、区域公园、社区花园、城市 广场、农田和社区花园所组成。广泛的人行散步道、小径、自行车道系统交织于这些系统之间，提供了通道和连接。 重点还强调了与现有水文廊道相结合，恢复生态环境并孕育新的栖息地，尤其是沿河流廊道。通过与开发区相整合，并延伸 创造一系列小型灌溉渠道，现有的运河网络得到恢复。 每个集聚区都完美地整合到这些系统中，并与广阔的中央实验和自给 性农业区形成共生关系，支持当地的食物需求和多个创新产业的研究。“相互交叉渗透的交流边缘”沿着集聚区边缘形成了 软边缘，促进城市结构、农田和开放空间系统之间的整合和互动。该系统与传统的开发形式完全不同，后者的城市结构拥有 有力的边缘，形成城市和农田之间明显的分割。宋庄的景观拥有多样化的独特个性，提供了康体娱乐和休闲冥想体验，促进 产生创造灵感并形成城市静养空间。 The landscape systems at Songzhuang are inspired by the Chinese arts of landscape painting, poetry, calligraphy, music, and reference inherent historic traditions of Garden design. The landscape typologies reflect the indigenous values, cultural memories, and local geographic context of Beijing. It is here where nature and city meet, and where people can experience a new way of living, by becoming one with nature and engaging with landscape cultivation and urban agriculture.

The Songzhuang master plan offers exciting contrasts between urban life and natural environments that are not found in other parts of Beijing.

A series of open space typologies at different scales form a network of integrated natural systems comprising of the river restoration corridor, urban canals, regional parks, community gardens, urban plazas, agriculture fields and community gardens. An extensive system of pedestrian promenades, pathways and bike routes weave through these systems providing access and connectivity.

A strong emphasis is also laid on working with existing hydrology corridors, restoring the ecology and nurturing new habitats, especially along the river corridor. The existing canal network is revitalised by integrating it into the development and expanded to create a series of smaller irrigation channels for the fields. Each cluster is seamlessly integrated into these systems and also forms a symbiotic relationship with a central expanse of experimental and subsistence agriculture that supports both local food needs and research in multiple creative industries. A ‘porous membrane’runs along the edge of the clusters forming a soft edge that facilitates integration and interaction between the urban fabric, agriculture fields and open space systems. This system is a radical departure from conventional forms of development wherein the urban fabric has a strong edge and forms a stark divide between city and farmland. The landscapes at Songzhuang have a diverse and unique identity and offer recreational, leisure and contemplative experiences that foster creative inspiration and form spaces for urban retreat.

Five structuring principles guide both the urban design and landscape framework for the National Creative Cluster. First, the design responds to the desire to integrate the urban form with the surrounding landscape buffer of the highway edges. This is accomplished by creating a series of green wedges interspersed within the urban clusters. These wedges connect to a series of internal community parks designed as “gardens within gardens,” providing relief to the urban districts of NCC and surrounding communities.

The second principle created a high efficiency transit loop to establish a strong connection to the surrounding context, especially the Songzhaung Artists Village. This loop idea recalls the vital connections between trade and ideas represented by both the historic Silk Route and the Grand Canal. Fluid movement amongst all the creative hubs and neighborhoods and to Songzhuang will foster communication, greater socialization, and the rapid exchange of creative ideas.

A series of concentrated hubs and specialty centers punctuate the loop as the third structuring idea. Each hub is designed to have a unique identity, forged by a careful mix of programmatic and landscape elements. The northernmost hub includes educational institutions for life-long learning and innovative trade schools. Its plaza along the transit loop teems with students both young and old, engaged in learning the latest technologies and creating the world’s newest innovations. The primary hub at NCC, however, is located within the catalyst distinct. The Catalyst Hub and adjacent Event Lawn will provide the setting for spectacular industry launches and other major events. The Hengtian Fashion Cultural Center provides a stunning architectural backdrop, from the glowing Hengtian Performance Theater entered from the “red carpet” stairs, to the Great Crystal Hall. Here, world class architecture combines with careful logistics to provide a serviceable and multi-functional event space. This hub also includes the SOHO incubator office spaces, the leading industry headquarter buildings (home to the highest quality fashion brand names), as well as a potential connection to the metropolitan transit station.

To the south, the NIC Hub features the iconic NIC Headquarters Tower and the National Creativity Museum. A public promenade connects the museum to the surrounding Tangram Landscape and creates a path reaching from the earth to the sky, culminating in the NIC pinnacle. The inner urban plaza provides entries to the major functions - Museum, NIC HQ, Boutique Hotel, and Training Base - as well as restaurants, major retail space, and supplementary office functions.

Finally, the fourth hub combines a five star business hotel with landscape amenities and supporting commercial functions. It serves as a business center to the surrounding concentration of Creative Office Business clusters and attendant neighborhood retail and residential communities.

The fourth guiding design principle was to ensure that the design is ecologically responsibly, incorporating innovative storm water management solutions into the structure of the open spaces system, and creating large new habitat areas that are rich in biodiversity. Storm water is collected and filtered through a series of filtration gardens and bio-swales along the western and eastern edges of the site. A series of inner community gardens links to the eastern path, while the folded tangram park corresponds to the western path. The green wedges and Tangram Parks are planted to include pollinator friendly plant species, and respond to seasonal changes in habitat composition.

Finally, the fifth principle was to incorporate a full spectrum of open space types, ranging from the regional highway scale to the intimate backyard garden.

These landscapes establish a strong connection between humans and nature.

Innovation and creativity will be fueled by the ability to walk on the generous trail system, grow vegetables on your own rooftop terrace, or socialize with others in a neighborhood park. Because most of the Creative Office Business clusters are designed at a relatively low density, nature abounds. Pedestrian walkways wind through the clusters, much like the traditional hutongs of Beijing.. This is the ideal setting for creative thinking: easy access to the excitement of urban hubs coupled with the quietude of an intimate courtyard. Taken together, these guiding principles structure a plan that encourages creativity and innovation alongside nature.
