ventable through the use of vaccination, is a shame. Even worse is the evidence that the very people who ought to know better—well-educated, middle-class Californians—make up the majority of those forgoing vaccination for their children.

All of this stems from an incredibly uninformed and fearful belief that vaccination causes damage. Parents fear that children will get sick from the vaccines; that there are chemicals and preservatives in the vaccines that will harm them; that, given the reduction in “childhood” illnesses like measles, mumps and whooping cough, vaccination is no longer necessary.

Thimerosal, the most-feared preservative, has never been found to cause more than a local hypersensitivity reaction—that is, swelling at the injection site. It’s no longer present in most vaccines given to children younger than 6 (with the exception of influenza vaccines, which are available in a preservative-free form, and in trace amounts in two DTaP vaccines), and hasn’t been for more than a decade.

The vaccine-autism link, which has caused so much fear, was cited in one study that was retracted because the researcher falsified results.

Numerous peer-reviewed studies have found no causal relationship not only on that theory but also on one linking the neurological disorder to the administration of too many vaccines too early in a child’s life.

That’s it. The scientifically soundest preventive medicine we have is vaccination. Yes, there is a small risk of serious vaccine reaction; a few hundred cases are adjudicated each year in federal court. But, overall, vaccines are largely safe and effective.

Don’t wait until it’s your child struggling to breathe—anyone who has ever heard the signature sound of a child gasping with whooping cough will never forget it. The reason so many vaccinations are recommended for children is because they save lives. Educate, vaccinate and keep children healthy. Ω

Breaking from the ranks We like to give credit where credit is due, and so this week we’re giving

props to Chico Mayor Mark Sorensen for breaking from his conservative colleagues by voting to allow the city to enter a decade-long agreement with the county to collect a new development impact fee to improve the county jail.

That fee will be levied upon those who purchase new single- and multifamily housing units, at a cost of $455 and $363, respectively. The cost for mobile homes is $372. The money will be used to leverage $40 million in state grant funding for construction to expand the existing, overcrowded jail.

Expansion of the facility has become a necessity in the wake of the passage of AB 109, the so-called prison realignment law. That law has overburdened county jails with certain offenders who previously would’ve served their terms in state prison, which in turn forced the jails to become creative in keeping tabs on the nonviolent offenders released early to make room for the others.

A member of the local construction community voiced opposition to tacking on yet another fee to the myriad already in place for new construction, and he has a point. However, the strain on the jail—not to mention all other governmental services—only worsens with the growth of our communities.

Moreover, as was pointed out during the meeting, the fee is already in place in the unincorporated areas of the county. So, what the council’s decision does is bring the cities in line with the existing fees being paid by our county neighbors.

Nobody likes such fees, but sometimes they’re necessary. We’re glad Sorensen broke from the ranks and made this rational decision. Ω

Oversight

Re “Sparring over the syringe” (Cover story, by Allan Stellar, April 30): I have two things I would like to focus on: using the label “anti-vaccine” and using the phrase “require all kids get protected” [in the story’s subheadline].

People who oppose Senate Bill 277 are not necessarily “anti-vaccine.” One common thread for those who oppose the bill is that they are against lawmakers getting in between a decision that at this point in time is made between a patient and a doctor.

Using the words “require all kids get protected” is stating that the vaccines protect. Experts in the medical and scientific communities are still arguing over the safety of vaccines. There is no conclusive evidence stating that vaccines only protect. The subheadline creates a bias for the reader. It’s subtle manipulation and I’m just getting somewhat tired of seeing this type of thing in the media.

People who oppose SB 277 are pro choice, pro education about vaccine safety, pro extensive research into vaccine safety, and also pro strengthening and protecting the immune system.

I was appalled after reading last week’s issue of the CNR: unabashed cheerleading for SB 277 under the guise of “science.” It grossly underrepresents the views of many well-informed people, including medical doctors and researchers, regarding the vaccine issue.

To get some idea of the lack of consensus within the scientific community, go to YouTube to view a lecture by immunologist Dr. Tetyana Obukhanych. There are many things one could say here. However, to keep it simple, let us first establish that vaccines have the ability to cause irreparable harm. If you simply go to the Department of Health and Human Services’ website under the National Vaccine Injury Compensation (NVIC) program’s Vaccine Injury Table, the permanently debilitating injuries that vaccines cause are listed. The NVIC, a taxpayerfunded program, was established to protect the pharmaceutical industry from lawsuits brought against them by people harmed by vaccines.

Acknowledging they have the potential to cause irreparable harm, what is so appalling about SB 277 and SB 792 is that many citizens appear comfortable with government legislation that results in the removal of the right of individuals to choose whether or not to subject themselves or their dependents to this medical procedure.

I was excited to learn that the local daily and the First Amendment Coalition, an important free speech advocacy group, were holding a forum at Chico State, in collaboration with the school’s Journalism & PR Department, on free speech and government accountability (see “Protect and serve,” by Ken Smith, page 10). But when I saw the list of journalists participating in the panel discussion, I immediately noticed that there was a huge—and I mean giant—omission in the local media landscape.

No, not yours truly. I’m talking about Tim Crews of the Sacramento Valley Mirror. Crews is publisher and editor of that Willows-based publication, but that title isn’t quite befitting of his work. That’s because he also is a dogged practitioner of shoe-leather journalism who regularly files investigative stories on crime and corruption in neighboring Glenn County.

We’ve written about Crews many times over the years, especially as it relates to his efforts to force government to comply with the California Public Records Act and also the Ralph M. Brown Act, the open-meetings law. Two years ago, I visited his office in downtown Willows for a story about his court battle stemming from a request for public documents from the Willows Unified School District.

Crews had just come out victorious at the state appellate level in his effort to overturn a Glenn County judge’s order that he pay the school district $56,000. The newspaperman had sued the district for failing to respond to his records request and the local judge found his suit frivolous, ordering him to pay the district’s legal fees. The higher court dismissed Crews’ lawsuit, but didn’t find it frivolous. That meant he didn’t have to pay those fees, and thus could keep publishing the twice-weekly Mirror.

Crews is a hero in journalism circles near and far, and some heavy hitters—including the Los Angeles Times— came to his defense, writing him friend-of-the-court briefs and aiding his legal fund. Speaking to me about Crews’ victory back in 2013, Peter Scheer, executive director of the First Amendment Coalition, one of his main supporters at the time, noted that the case had larger implications in the realm of public information. “If Tim had lost … it would mean public agencies would have total impunity to stop complying with the law,” he said.

The 71-year-old Crews started the Mirror 24 years ago on a shoestring budget, and continues to operate that way. However, amazingly, investigative reporting based on the gathering of public documents is a hallmark of his work. He has numerous journalism awards to show for it. Among them are the Bill Farr Freedom of Information Award of the California Society of Newspaper Editors (2000) and Hofstra University’s Francis Frost Wood Courage in Journalism Award (2004). Crews spent about a week in jail in 2000 for refusing to reveal the name of a source. He truly is the epitome of a muckraker.

Yet somehow he wasn’t asked to speak at Monday’s forum. With all due respect to the other participants, of anyone in the state who ought to have been invited to this shindig, it’s Crews.

As I sometimes do, I responded too quickly, hastening to my keyboard to write a snarky dismissal of what he’d written, confusing him with some of the effete and snooty nutrition-health-bikingand-hiking contingent who so often parade the superiority of their lifestyles as a badge of their moreenlightened selves.

I’ve felt guilty about jumping to conclusions about Allan Stellar ever since I wrote that letter to the editor, and I was reminded of how wrong I was once again as I read the recent cover piece he wrote about the anti-vaccination issue. It was a damn good piece on a very important matter. Not only was it well-written, but I learned a thing or two from it, and I also thought it was balanced even while pointing out the dangers inherent when so many of our fellow citizens are so distrustful of so many things.

So I write in a spirit of contrition, and in praise of an important piece of writing by one of the more engaged and committed writers in Butte County.

‘Learn from it’ Re “Turning to science” (Second & Flume, by Melissa Daugherty, April 30): I hope that your readers will visit www.vaccinatecalifornia.org and join if they agree with the rationale behind Senate Bill 277.

As a mother, I was deeply concerned about the outbreaks of measles and pertussis when my baby was still too young to be fully vaccinated.

I have met many other parents who support SB 277 because either their babies are too young to be vaccinated or their children are immune-compromised. These kids can’t get vaccinated for legitimate

medical reasons. No vaccine is 100 percent effective, so a small number of fully vaccinated children could be at risk during a widespread outbreak.

The parents who accept the pseudoscience and conspiracy theories of the anti-vaccine movement are sincere in their beliefs, but it doesn’t give them the unconditional “right” to endanger their own children, other peoples’ children, and the community at large. We often forget that anti-vaxxers are endangering their own children as well, and that makes me very sad indeed. I hope that they will change their minds. If not, they can take advantage of the generous homeschool and independent-study exemptions recently added to SB 277. Our children depend on us to protect them. Let’s listen to the overwhelming scientific evidence in favor of vaccination and learn from it.

Money is the root Re “Tree stand” (Newslines, by Tom Gascoyne, April 30): There is no thought going into this and it has nothing to do with safety. Please, people, are you really that naive? It is about terrible court decisions that are holding PG&E responsible for trees falling on lines, etc. Insurance companies forcing clearing by even land trusts. It is all about the money, folks. It has nothing to do with safety.

The clearing has now reached almost hysterical levels by PG&E, counties, “fire safety” programs and now even “land trusts” such as the Bear-Yuba Land Trust in Nevada County. This “land trust” is now masticating and clearing intact native plant habitats it acquires for “preservation”—all for our “safe-

ty.” Everyone knows any and all of these places can/will still burn down because it is our homes/structures that are the fuel.

Also, in Nevada County, entire slopes are now collapsing where this clearing has taken place. Call me! I’ll take you on a tour!

It has to be the height of arrogance that we move into these ecosystems, and then chop them out/poison them while still building new homes made of wood. We are in the midst of a kind of institutionalized insanity and it’s all still going to burn. At the root of it is money. Not safety. Money.

There is truly no real evidence that the trees need to come down because they will be an issue for first responders. Don’t we get it yet? We need the trees to bring this climate change around, we need more green, we need to change what we are doing (our farming and building practices, including how our cities are designed and expanding) Why aren’t we all on solar?

Why do we need phone lines anymore? We’ve been talking solar for 30-plus years and it’s still not come about.

There is only one reason big business will not do it, and that’s money. PG&E, like other big business, tries to market that it’s “looking out for us.” Become a team player, PG&E. Stop taking down trees, stop being yes men and corporate thugs! Try being human beings and think of something other than your bottom line.

Chico is an icon of life in Northern California. We promote agriculture, Bidwell Park, education and

health. Whenever friends or family members visit they always bring up how beautiful Chico is. I tell them it’s because Chico is the city of trees. Not just any type of trees, but big, beautiful ones.

I come from the North Bay, where it is suburbia at its finest.

Everything looks pretty much the same, because they have cut all the trees down. We cannot let Chico lose its beauty by allowing PG&E to save money by destroying our city of trees.

Being a business major at Chico State, I understand how cutting costs of operations is key in creating profits. The city of Chico needs to approve permits only after enough time has been allocated for a full review. PG&E needs to be held accountable for Chico’s municipal code Tree Preservation Regulation (chapter 16:66) and not be allowed to remove all the trees it wishes. And for any tree that is removed, PG&E needs to be held fully responsible for mitigating the damages with replanting and revegatation plus coverage of the maintenance costs for three to five years. I thank you and hope we can preserve the city of trees together.

Euthanasia’s not the answer Re “Wildcats” (Newslines, by Tom Gascoyne, April 30): Catch and remove (or catch and kill) does not work. It may temporarily reduce feral cat numbers, but this doesn’t solve the problem for long. When cats are removed from a location, it creates a “vacuum” effect—meaning the surrounding cats can sense it and two things happen: the intact survivors breed and new cats move in to take advantage of the now-available territory. This vacuum effect is welldocumented. Trapping and remov-

ing cats often results in having even more unsterilized cats in the location than when you started. It is costly to taxpayers, doesn’t work, and ultimately is inhumane.

Note from an ‘old fart’ Re “Tranparently bogus” (Letters,

by Mat DelFave, April 30): This old fart was furious to read Mat DelFave’s letter claiming that anyone who would write a letter critical of Hillary Clinton was some partisan political ploy. Come on, Mr. DelFave, are you saying that no one who’s a “real” Democrat would criticize Clinton for obvious dishonesty about her emails?

Once I hit 80, I no longer cared about party affiliation. I only care about policies and integrity. Does Mr. DelFave not remember we have seen both Democrats and Republicans act improperly?

Whether Gov. Christie’s emails, Nixon’s infamous lying about his records, or now Clinton, I would instead tell Mr. DelFave that all of them acted reprehensibly and should have resigned.

Hillary Clinton knew what the law was regarding her communications, and she chose to deliberately ignore it. My late grandmother taught me right from wrong, and if she lied about her records, I would call for her resignation if she were in the White House or Chico City Hall. I hope Mr. DelFave can step back and agree that we should be holding all politicians to uphold the law or throw their butts out when they don’t. Grandma would be proud.

PARK FEE REDUCTION

Those wanting to enjoy Lake Oroville despite the drought are in luck because many of its fees just got cheaper. The state Department of Parks and Recreation has announced that fees to access and use the park have been reduced as of May 1. Those reductions include day-use parking fees ($6 instead of $8), camping fees in Lime Saddle and Loafer Creek ($25 instead of $35), horse camp sites at Loafer Creek ($35 instead of $45), en-route camping for self-contained recreational vehicles at North Forebay and Spillway ($15 instead of $20) and floating campsites Sunday through Thursday ($125 per night). That fee will remain at $175 per night on Friday and Saturday.

Other fees that remain the same are boat use ($5 per day) and the Bloomer North Fork Trail Camp ($20 per night). In addition, credit card terminals have been added at most entrance stations and accept Visa, MasterCard and Discover.

BEEHIVES SWIPED

There has been a rash of local beehive thefts in Butte County over the past few months, according to a Butte County Sheriff’s Office (BCSO) press release. Such thefts have been increasing over the past few years, costing local beekeepers tens of thousands of dollars.

The California Beekeepers Association has offered a $10,000 reward for information leading to the arrest and conviction of the beehive thieves.

Last month, 150 beehives designed to raise queen bees were taken from a Chico residence near Highway 99 and Estates Drive. The hives are marked with identification number 42-14. Anyone with information is asked to call 538-7671, which could lead to that $10,000 reward.

SUSPECT KNOCKS HIMSELF OUT

Christopher Warren Swihart (pictured), a Chico man facing a murder charge in Butte County Superior Court, reportedly pounded his forehead on a courtroom table with enough force to knock himself out during an April 30 hearing, according to a press release from the District Attorney’s Office.

Two court bailiffs reacted, with one clearing the courtroom and the other administering medical aid to Swihart, who was reportedly conscious but unresponsive. He was removed from the courtroom and brought back to the jail, where he was tended to by medical staff.

When back in court several hours later, Swihart changed his not guilty plea to not guilty by reason of insanity.

Swihart is charged with the March killing of Chico resident Cass Edison, whose body was found in a utility trailer at a house in west Chico. Soon after he was named a suspect, Swihart turned himself over to authorities. His next court appearance is scheduled for May 19.

At least, that’s an opinion shared by local eco-firm FISHBIO and Whooshh Innovations, a company based in Bellevue, Wash., that designs and produces vacuumpowered transport systems to launch fish past manmade dams and diversions.

Referring to the systems as “salmon cannons” was an internal joke that Whooshh shared with the press last fall, explained Todd Deligan, the company’s vice president. The story went viral and was eventually picked up by HBO’s Last Week Tonight with John Oliver, which ran a segment including a clip set to classical music of airborne salmon in slow-motion and then Oliver shooting plastic fish at rival talk-show hosts.

As much as Whooshh reveled in the national attention, the term “cannon” is misleading, Deligan said.

“We’re not shooting fish out of a cannon,” he said. “We’re transporting them quickly in a wet, frictionless environment with really no pressure or stress.”

Deligan and fellow Whooshh representative Steve Dearden recently visited Chico to meet with FISHBIO scientists and assess the feasibility of installing such a transport system at the Iron Canyon fish ladder, which sits between Salmon and Brown’s holes in Upper Park. The ladder, made up of a series of staggered concrete pools, or “weirs,” has deteriorated substantially since its

construction in 1958, becoming an especially difficult passage for fish when water levels are low.

The CN&R tagged along with the field team, first gaining an aerial perspective of the roughly hewn steps from the canyon’s north rim, then descending to creek level and boulder-hopping upstream from Salmon Hole so Dearden, a wildlife photographer, could snap shots of the ladder.

The conclusion?

“This is a perfect example of an onthe-ground problem where current technology might not carry the day,” Deligan said. “There’s a very good possibility we can help here.”

About a year ago, FISHBIO caught wind of

big fish splashing in Salmon Hole and confirmed that 10 spring-run chinook salmon had, despite drought conditions, made the journey from the Pacific Ocean (see “Return of the spring-run,” Greenways, June 5, 2014).

was later dampened by the fact that FISHBIO spotted only two upstream of the ladder at Iron Canyon. That’s a critical passage, said Gabriel Kopp, FISHBIO’s director of operations, during a recent interview. It’s highly unlikely that salmon will spawn if they don’t proceed higher into the watershed, where they can hold in cool, shaded pools and lay their eggs in late summer.

Further dooming the outlook, the city of Chico had recently abandoned a longlanguishing plan to rehabilitate the fish ladder. The proposed project, initially introduced in 2004, was always controversial. Getting construction crews and their heavy machinery on-site would be challenging and possibly damaging to the Upper Park access road and surrounding environment.

But those concerns were made moot last May, when Park and Natural Resource Manager Dan Efseaff went before the Bidwell Park and Playground Commission and announced that, despite support from the Sierra Nevada Conservancy, the California Department of Parks and Recreation, Caltrans, U.S.

Fish and Wildlife Service and an anonymous private donor, funding for the project was about $400,000 short of the estimated $2.2 million cost. The funds were returned and grant agreements canceled.

Meanwhile, the overall numbers of spring-run salmon in Big Chico Creek have slipped significantly since a recorded high of 369 were counted in 1998.

But Kopp says the population could rebound, considering the historically robust spring runs in Butte, Deer and Mill creeks.

“The creek has remained relatively unchanged, minus the drought and climate change, so there’s always the possibility for growth and expansion,” he said.

“But you just never know until you see it.”

Now that Whooshh has seen the ladder

and confirmed the feasibility of installing a system there, the next steps are putting together a proposal for the city and securing a funding source. Recently, more state and federal grants have become available for fish-passage projects due to the drought. Deligan couldn’t get specific, but he said installing a Whooshh system would be far less expensive than the city’s abandoned plan.

From FISHBIO’s perspective, one potential benefit would be raising local interest in salmon.

“I think of the viewing station in the Feather River Fish Hatchery, where you can see the fish come up the ladder through the window,” Kopp said. “That connects you with the fish, gives you a sense of understanding and excitement.

This technology could do the same thing—get people interested in what’s happening with the fish in Big Chico Creek and maybe help pool efforts toward conservation.”

There’s definitely a coolness factor to the fish cannon. The tubing is made of highly specialized thermoplastic elastomer that is nearly frictionless, allowing fish to slide through without removing slime and scales or damaging eyes; and highly flexible, conforming to the shape of the fish to make a vacuum seal. And it all works by using very little pressure.

Fish swimming through hydroelectric dams may be exposed to water pressure of 100 to 200 pounds per square inch, Deligan said, while those transported by a Whooshh system are exposed to just 1 pound per square inch.

Logistically, the greatest challenge would be lowering an electric generator weighing several hundred pounds from the rim of the canyon to the creek, Deligan said. But that’s small fish to fry considering what’s at stake.

“This is all about getting these fish species back to their habitat,” he said.

“And you have to ask, ‘What will inevitably happen if we don’t?’” Ω

Remembering the dead Downtown gathering pays tribute to the local down and out members gathered at Chico City Plaza on Tuesday Ctheommunity (May 5) to pay tribute to the scores of people who have died over past seven years for reasons connected to homelessness.

The event took place on Global Homeless Day and was organized by the Chico Housing Action Team (CHAT), which has been working over the past year and a half to provide shelter to those turned away from the Torres Community Shelter in south Chico due to drunkenness, poor behavior, animal companions or drug use.

The gathering was host to a number of speakers, including attorney Andy Holcombe, a former Chico mayor who has long worked to help the poor and advocated for low-income housing. He said he originally got into politics—he served on the City Council from 2004-2012— because he didn’t believe enough was being done to curb homelessness.

“Sadly, I still don’t think the community is doing enough to help the homeless,” he told the audience. “I would hope the need for the community to take care of the homeless would not really be subject to debate.”

He acknowledged, however, that some work has been done over the years to help the down and out, including the building of the Torres Community Shelter.

Local activist and CHAT member Bob Trausch spoke of that organization’s mission and the reason they were holding the event.

“We started CHAT 18 months ago with the idea of ultimately building community [shelters] that had less restrictions on who can move into them,” he said.

CHAT helped launch Safe Space, an emergency winter shelter program. The idea came during a cold spell in the winter of 2013, when homeless individuals were allowed to stay at the Chico Peace and Justice Center until the weather warmed. This past winter, a number of churches signed on to the program.

First touching on the killing of Cass Edison, whose body was found in March, Trausch spoke of how many in the homeless community die from natural causes, such as exposure to extreme cold or heat and sickness from lack of medical attention. Records kept by the Jesus Center, he said, show that 40 people have died on the streets of Chico since 2008.

“That is an amazing number to us,” he said. “Forty people have passed for various reasons because they don’t have the safe space or shelter; they don’t have the follow-up services.”

Holcombe said it was important to make sure that those who’ve died didn’t do so in vain.

“I want to remember the people who are alive as well and not let them die,” he said. “It’s really unacceptable to me that our government policy right now is that people can’t sit in the streets, and they can’t lie in the streets, but they can die on the streets. Apparently that is still OK.” Bobbiesue Loehr, a former homeless person and recovering alcoholic

and drug addict who moved to Chico three years ago, shared her story and helped put a face on the local homeless issue.

“I have not used drugs for 37 years and I have not drank for 17 years,” she began to a boisterous round of applause.

Despite her sobriety, life’s been difficult. She lost many things at one time, she said, including her daughter to cancer, her husband, who left her, and her home, which went into foreclosure.

She stayed six months at the Torres Shelter and three months at the Jesus Center’s House of Hope. She said some of her good friends have died along the way.

“All of us had to deal with pneumonia,” she said. “I had pneumonia four times in the six months that I was at the shelter.”

“There has to be sensitivity to privacy issues,” he said. “There has to be an effort to maintain the integrity of investigatory record, but it really comes down to the starting point … what is the purpose of having body cams in the first place?

“If it’s to provide more accountability and transparency, then the presumption has to be you get access to [the footage] for the public. If it starts from the presumption of closure, it becomes a tool for law enforcement to get their stories straight and make themselves look good.”

Other topics of conversation included whether hate speech should be protected by the First Amendment (the consensus was all speech should be protected) and if emails from a politician’s private account should be public record.

For a bigger, better jail City Council gets on board with county’s plan to pay for new jail

N

obody argued over whether Butte County needs a new jail, given that the existing one has been pushing capacity and releasing inmates prematurely for years.

What divided opinions on the Chico City Council on Tuesday (May 5) was how to pay for it.

At a council meeting in March, Butte County Sheriff Kory Honea outlined the situation at the county’s 614-bed jail, which was built in 1963 and expanded in 1994. The facility wasn’t designed with long prison sentences in mind, but now, under AB 109—the Public Safety Realignment Act of 2011—many serious offenders who previously would have served their sentences in state prisons do so in county jails. “It was never contemplated that we’d hold the kind of criminals we do now,” Honea said.

Meanwhile, a court-ordered jail population cap that’s been in place since the 1970s, coupled with realignment, has forced the jail to make hard decisions on which inmates to release prior to serving their full sentences. As a result, the Sheriff’s Office has taken proactive measures such as developing an alternative custody program— essentially house arrest with a GPS ankle bracelet and an emphasis on offender rehabilitation—that has translated to great successes that could be replicated inside the jail, Honea said. That is, if it had more than one classroom, a converted supply closet in which it’s impossible to regularly engage nearly 600 inmates.

The expanded jail, then, would have 750 beds and more space for programs aimed at reducing recidivism and accommodating mental health needs, said Sheriff’s Lt. Jarrod Agurkis. He and Deputy Administrative Officer Jennifer McCarthy came before the council on Tuesday in Honea’s absence.

“It isn’t a bigger and badder jail; it’s a bigger and better jail that will help solve so many problems we have on the streets,” said Councilman Randall Stone.

Honea is seeking $40 million in grant funding for the project. In order to secure the grant, the county must match $4 million. The funding mechanism under the proposed 10-year agreement would be a countywide jail impact fee that cities would collect from developers of new housing projects. (The fee has been collected in unincorporated areas since 2007, but not within the limits of any city in the county.)

And there’s the rub. McCarthy said the impact-fee model is tied specifically to population growth and mitigates the additional demand new development places on public facilities—like jails.

But Pat Conroy, representing a group of local builders, doesn’t believe there’s a strong connection between the families who purchase new homes in Chico and the county’s overburdened jail.

“Do you think they are really contributing to crime? I don’t see how you can relate that to the working man,” he said.

Conroy spoke further against tacking on yet another fee he’d have to justify to new home buyers.

(The fees would be $455 for singlefamily homes, $363 per multifamily housing unit and $372 for mobile homes.) More substantial impact fees directed toward Chico’s schools, roads, parks and transportation already typically exceed a total of $20,000, he said. “I have to go through this list and explain to them why they have to pay $25,000 before they can even put a shovel in the ground.”

Vice Mayor Sean Morgan and Councilmembers Reanette Fillmer and Andrew Coolidge shared Conroy’s concerns.

“We’re faced with making new housing, which is a very small niche, more expensive,” Morgan said. “I believe we need the new jail, I want the new jail, but the cost needs to be borne by a greater and more diverse group of people. …

The entire city, the entire county is going to benefit.”

Ultimately, the council voted 4-3 to approve the impact fee structure with Morgan, Fillmer and Coolidge dissenting and Mayor Mark Sorensen casting the deciding vote. But the Sheriff’s Office isn’t done yet. The 10-year agreement would kick in only if all of the county’s municipalities get on board; Paradise and Oroville already have, while Gridley and Biggs have yet to decide.

also personnel issues. In 2009, longtime Executive Director Barbara Vlamis, who’d served since 1992, stepped down after a falling out with the board of directors. She was replaced by co-directors until 2011, when one quit and the other was laid off.

“BEC’s finances were pretty grim and the board determined that they needed to lay off the leadership because they couldn’t afford to pay them anymore,” DiFalco said.

“Part of the reason was so much of BEC’s funds were tied up in litigation with the Department of Water Resources.”

The lawsuit claimed that the California Drought Water Bank had made water transfers without proper environmental review.

BEC won the case and eventually got some of its money back.

“We needed to rebuild the organization with those funds,” DiFalco said. “At the time people wondered, ‘Should they just shut the doors and throw in the towel? But instead people stepped up and said, ‘Nope, let’s save this thing. It’s too important.

“Dear Friends,” the newsletter began.

“An effort has been made since the beginning of the year to bring all environmentalists, ecology groups, and eco-freaks in Butte County a little closer together.”

Today, the Butte Environmental Council (the name was changed to meet state tax-law requirements) is still alive, active and effective after surviving a couple of financial hits that almost closed its doors.

for its efforts in educating the public about water issues, hydraulic fracturing, dioxin contamination in South Oroville and saving trees throughout Butte County.

“I’m turning 40 this year, too,” said Robyn DiFalco, who was appointed executive director in 2012, during a recent interview in her office. “It’s interesting.

Here I am, the next generation carrying on the legacy that was inspired by a group of young people back in 1975.”

DiFalco said she first became aware of BEC when she came here to attend Chico State in 1993 and became commissioner of the Associated Students Environmental Affairs Council.

“There was just a bit of involvement through that,” she said. “I was mostly aware of them because of things like the Endangered Species Faire and the Bidwell Park Clean Up.” DiFalco took over as executive director of BEC after some tumultuous years—including 2011, when it came close to shutting down because of financial problems stemming from a lawsuit that tied up the organization’s money. There were

helping save BEC is former Chico City Councilman and Mayor Michael McGinnis, one of BEC’s founders. In 1975, he was the director of Forces to Restore Earth’s Environment. He’d graduated from Chico State by then, but took a few classes to qualify for a student loan, which served as an income while he worked to set up BEC for no pay. He was also BEC’s first executive director.

BEC’s founding mission was to bring to the public “a general awareness of concepts of ecology.” By 1976, it moved into a building with a warehouse at Cherry and Seventh streets, where it purchased—with a $50,000 state grant—a flatbed truck, as well as cardboard and newspaper bailing machines, and got into the recycling business. Every Saturday the public would bring in their recyclables and socialize with BEC workers while doing something that made them feel good about themselves— helping save the world one recycled can, bottle or newspaper at a time.

That lasted about 12 years, until a state law was passed forcing local governments to start recycling programs. The city entered into contracts with local waste disposal companies to divert recyclables from the county landfill. BEC could not compete with companies that offered curbside recycling pickup, and had to give up recycling and focus on its other programs, including park and creek cleanups, as well

as advocacy and education.

For years, a good part of BEC’s funding came from the city, but that source of money eroded as public support and awareness seemed to decline, dropping from from $17,500 in 1991, to $12,600 in 1994 and $3,800 in 1996. That source of financing ended in 1997, the same year BEC joined a local pilot’s organization in a lawsuit that named the Chico City Council as defendants. The suit charged that the council was allowing too much residential growth near the Chico Municipal Airport.

DiFalco said today’s strong board of directors, competent staff and annual dues from an 800-plus membership association, along with grants and community funding events, have put the organization into a solid financial standing.

McGinnis, who is now executive director for ARC, praises DiFalco for her intelligence, hard work ethic and a “sense of energy that gets things done.”

“It’s a good group,” he said. “They have a strong advocacy agency and are still doing environmental education. Without education and outreach you can’t do advocacy. BEC’s become really well-versed in those two things—advocating for the environment in Butte County and doing things locally that also affect us on a statewide level.” □

How did you get into equine massage?

I was a massage therapist on humans for over 25 years. My daughter started barrel racing in 2009, and she had a $15,000 horse.

He needed to be stretched out and massaged, because he was having a hard time staying hydrated, so I started doing hands-on work and energy work on him. That’s how I got into equine massage.

When did you switch to equine massage as a full-time profession?

About 2010. We were competing every weekend, and I just knew

that my daughter’s horse needed to be taken care of. I started working on other horses, and I kept practicing and studying to see how I could improve their movement and agility. I travel to events and let people know I’m there, and people can also bring their horses to me.

Is the work the same year-round, or do you have a busy season?

Right now it’s show time; everyone’s qualifying and working their horses a lot. During the winter, horses usually go out to pasture and don’t work as much because of the weather. Now, during event season, the horses need more attention. With the heat and the traveling, now is the time for people to really start treating their horses.

Do you only work with horses?

No, I also do canine massage. If a dog is aggressive, there’s a good chance that it’s in pain. I’ve had dogs that are afraid and in pain turn to putty in my lap after a few minutes of contact.

You also teach “natural horsemanship.” What is that?

It’s a way to connect with your horse that’s not in an aggressive, abusive or hostile way, where you develop a personal relationship with the horse by learning their physical reactions. We try not to use bits, and we control the horse just with our bodies and our energy. You kind of become one with the horse, instead of just using them to chase cows. You have to know how the horse thinks.

How do you use horses as therapy?

I do animal-assisted therapy. I had a 4-year-old incest survivor who was scared to tell the truth about what happened. I had her work with a pony, and she was able to talk to him and build her confidence. I also put her on a horse to let her practice being in control. I also use horses for grief therapy, and for family communication. It’s all part of natural horsemanship. I go into halfway houses and homeless shelters and do family nights there.

Mother’s Day is this weekend and we all know what that means—it’s time to show Mom just how much we care for her and appreciate everything she’s done for us. Some moms love flowers, others clothing and jewelry, and others yet love a good food basket.

With that in mind, I started looking around at various local growers’ and producers’ sites for a fun gift basket filled with local goodies. When I got to Mooney Farms, my search was complete. Since they have a gift shop on-site at their headquarters near the airport, I decided to drop by and see what’s on offer.

Upon stepping through the main entrance, the Mooney Farms operation feels a bit like Italy. The architecture is elegant and inviting, the arched entryways no doubt inspired by their Mediterranean tastes. I was immediately greeted by Sandy, who led me through the various products on sale in the store, from sundried tomato and artichoke pasta sauce to marinades (including one for Basque Norte) to bruschetta and julienned sundried tomatoes. Everything Mooney Farms makes bears the Bella Sun Luci name.

What especially fascinates me about Mooney Farms is the inspiring backstory. In 1987, the Mooneys took to selling kiwis on the side of the road, Sandy explained, in the hopes of raising $30,000 in 30 days to save the family farm in Gridley. Well, they succeeded, and after turning to an old family recipe for sundried tomatoes, they took their finished product to Costco, which bought an entire pallet that sold out within four hours.

Bella Sun Luci was born. These days, the products are sold and shipped around the world. In fact, a regular customer from New York was the one who pushed the idea of flavored olive oils. Now he collaborates with the Mooneys to make flavored oils—rosemary, balsamic and rustico garlic—using sundried tomato flakes.

That customer isn’t the only collaborator. Bella Sun Luci corporate chef Richie Hirshen (whom I wrote about a while back for his work at Sherwood Montessori School) regularly tries out new recipes using their products. In addition, they hold a recipe contest every year (this year’s ends July 1), which also yields winning dishes that get featured on recipe cards distributed in the gift shop.

Speaking of the shop, it also features a wide array of local offerings, from at least a dozen other producers, including Morse Family Farms, Maisie Jane’s, Skylake Ranch, TJ Farms, the Lavender Ranch and more. What’s especially cool is that even its gift baskets aren’t limited to Bella Sun Luci fare—they mix and match with various other brands to offer a fun, delicious basket for someone special (like mom!). It’s now legal for pharmacists in California to hand over an antidote for opioid overdose without a prescription.

Following last year’s passage of AB 1535 by Assemblyman Richard Bloom (D-Santa Monica), in April the state Board of Pharmacy approved making naloxone hydrochloride available by request or at the suggestion of a pharmacist, according to a board press release. The drug works by blocking receptors in the brain from the effects of opioids and can restore breathing. It’s delivered by intramuscular injection or nasal spray.

In California, deaths by overdosing on prescription pain medication have increased more than 16 percent over the last decade. In 2012 alone, more than 1,800 people in the state died from opioid overdose; of those deaths, 72 percent involved prescription medication.

While it’s long been established that overall rates of suicide are disproportionately high in the mostly rural North State compared with California as a whole, a recently released report shows disturbing trends specific to men and veterans in Butte County.

The Butte County Community Health Assessment for 2015-17, compiled by multi-agency partnership Together We Can: Healthy Living in Butte County, finds that rates of suicide for men are considerably higher in Butte County than for women.

That’s consistent with state and nationwide trends, but the gap in suicide rates between sexes is particularly wide here. Annually, 32.2 men per 100,000 people take their own lives, compared with 7.2 women per 100,000.

The report also found that veterans age 18 and older in Butte County have a suicide rate more than 3 times higher than adults in the general population, at 62.9 per 100,000. Go to togetherwecanbc.com to view the full report.

Migrant Clinicians Network is a nonprofit with international ties and an office in Chico dedicated to physician education and professional development. This May, the organization is celebrating 30 years of working to “create practical solutions at the intersection of poverty, migration and health,” according to MigrantClinician.org.

Perez (pictured) has worked in health care for more than three decades, including the last five years with Ampla in Chico. He’s been honored for bridging the clinical and administrative worlds and his empathetic approach to treating patients who are new to the U.S. and “don’t know the rules; they are afraid and they don’t know who to contact,” he said.

Inaugural event to focus on challenges of new motherhood by

Japanese have a word for it: Thesukinshippu, meaning “skinship.”

It’s a pseudo-English word coined pri-

marily to describe the closeness between a mother and her child and, more generally, “bonding through physical contact, such as holding hands, hugging, or parents washing their child at a bath,” according to Embodying Culture: Pregnancy in Japan and Israel by Tsipy Ivry.

But what happens without skinship?

When children, babies especially, don’t receive the loving touch they need? As is well known, they often fail to thrive, with results that can scar them emotionally for life.

One cause of this is what is known scientifically as postpartum depression (PPD)—commonly but euphemistically called “the baby blues.”

Jacqui Brugnano is a therapist who serves as program manager at Youth for Change, where she specializes in infant mental health and children’s behaviors. She is one of five experts who will be leading breakout sessions at the inaugural Embracing Motherhood summit this Saturday, May 9, at Enloe Conference Center.

A baby’s brain is developing extremely fast, Brugnano said during a recent phone interview, and being held and touched is an important part of that growth.

“When women are going through post-

partum depression,” she said, “it’s hard for them to notice when their baby needs attention. If the mother is depressed, the baby is not going to get the facial expressions, the holding and the touching he needs.”

Embracing Motherhood is designed for new

mothers and mothers-to-be and seeks to raise awareness of the challenges new motherhood presents. It’s grounded in the reality that motherhood isn’t always the blissful experience it’s made out to be, and women—and families—sometimes need help.

It is hosted and organized by First 5 Butte County in partnership with Mothers Strong, a collaborative group of new mothers, families, medical providers and support groups in the North State. In a phone interview, Anna Bauer, program manager at First 5 Butte County, noted that there

aren’t many local resources to help women with what are known generally as maternal mood and anxiety disorders. Data suggest that 1 in 7 women experiences some form of perinatal mental disorder.

In addition to depression, these mood disorders include anxiety, obsessive-compulsive disorder, post-traumatic stress disorder, bipolar disorder and more. In an article from Mothering magazine titled “Understanding Postpartum Depression and Anxiety: What I Wish I’d Known as a New Mom,” author Jenny Everett King describes her obsession with her newborn’s health and safety. When a friend suggested it might be postpartum depression, she scoffed.

“Postpartum depression was when you cried all the time and couldn’t get out of bed and didn’t want to bond with your baby,” she writes. “That wasn’t me. I loved my baby. I loved her so much that it kept me awake some nights, as I lay there counting her breaths, recounting the myriad ways she could face injury or worse.

The scenarios played on a loop in my head, violent and absurd. So this was motherhood.”

It was only much later, after she became a certified childbirth educator, that King learned that maternal mood disorders take many forms, including the obsessive anxiety she had experienced. These disorders can begin early, even when the baby is still in the womb, Bauer said. Highly stressed pregnant women can inadvertently flood their babies with harmful hormones, though that condition is treatable.

First 5’s Bauer emphasized that this is the first of what hopefully will be a series of similar events dealing with the challenges not just of motherhood, but of parenthood, as well. The addition of a baby to a family affects everyone in that family, and it’s widely understood now that fathers can experience their own forms of “baby blues,” she said.

For now, though, the goal is to reach mothers who believe they could benefit from greater awareness of the challenges of motherhood. One of the mitigating factors for PPD, Bauer said, is a support system, whether it’s being a member of a Facebook group, attending story time at the library, or a moms’ group that might develop out of Embracing Motherhood. WEEKLY DOSE Babies love blue skies China’s temporary efforts to reduce air pollution during the 2008 Olympics resulted in unexpected permanent health benefits, according to a new study published in the journal Environmental Health Perspectives. Babies born shortly after the games had a higher birth weight. (Heavier babies are generally healthier, as low birth weights are linked to growth abnormalities, infections and birth defects.) Researchers examined 86,000 births to find that infants who spent their last weeks in the womb during the short (seven-week) stint of cleaner air were an average of 23 grams heavier. The study suggests air pollution can interfere with growth spurts in the late stages of pregnancy, when development of the central nervous, cardiovascular and skeletal systems are accelerated.

Returning to Life: How an older adult recognized, fought, and won a BATTLE WITH DEPRESSION

I

was led down the long corridor of a small mobile home by a frail older woman who seemed to emanate pain from her stooped body with every tender step. With heroic effort, she turned her body so she could fall back into the sofa that already retained an impression of her body. She sighed: “This has just been the year of living on my couch.” She described her recent traumas and pains, both physical and psychological, that had seemed to “just finally overwhelm” her one day. The woman shared that she wondered if it might not be better for her and those around her if she were dead.

As a clinician for the Passages Connections Program, I met with the client to talk about her challenges. I listened to how overwhelmed and tired she had become of her day to day life. She admitted that the resulting numbness had grown to influence how she thought of herself, how she perceived the world around her and even how she felt physically: “I keep asking my doctor about my stomach problems, but they say everything is okay.”

Every week we met. She and I worked to confront the depression that had skewed her perspective so severely that her life had seemed to become nearly unbearable.

Time and time again I have seen things improve for clients experiencing these same issues, and it was no different with her. I remember noticing that the client began to sit on her couch instead of reclining through our sessions. A short time later, I noted that the client had started to greet me at her front door nicely dressed instead of in her customary pajamas. She started to share artwork and jewelry she had started creating and discussing the positive interactions with her family she was having on a regular basis. In my recollection it feels most accurate to say that I was watching her come alive before my eyes.

This client has continued her improvement. She has a boyfriend now. She met him at the church that she had resumed attending during the time we met.

More, I recently heard that she has gotten rid of the couch that she spent that year on. She replaced it with a table to work on her art and jewelry, creating a life she knows is worth living.

ife’s been kind of weird for Jamie Waldear, a junior at Chico State, since he quit his fraternity but decided to see his lease through at the house until the end of this spring semester.

For example, he was recently sitting at his desk, writing an essay, and some of his ex-brothers came in and asked to use his room for a “journey”—an initiation ritual for pledges that Waldear, 21, preferred not to get specific about during a recent interview.

“I’m like, ‘Uh, OK,’” he said.

He took his studies elsewhere.

Aside from stuff like that, it’s cool.

Waldear remains good friends with the members and they still party together, sometimes.

“I’m all for hanging out on a sunny day and playing some beer pong,” he said.

Part of the reason he quit the fraternity, though—he chose not to publicly disclose which one—was the routine of heavy drinking that developed over his three semesters as an active member.

Exploring bro culture at Chico State, why it hurts the community and how guys find their own way by

“It’s 1 o’clock in the afternoon on a Saturday, and these guys are like, piss-drunk,” he said. “The fact that they were drinking to get messed up, and then they were a complete mess and a liability, that was a big turn-off.”

Waldear also saw changes in himself. He started to absorb the sense of superiority he says his ex-brothers feel over GDIs—God Damn Independents, as students unaffiliated with Greek life are sometimes called. What’s more, the community service Waldear had envisioned undertaking when he joined the fraternity never came together.

“Everyone was saying, ‘We don’t do enough philanthropy stuff,’ but not one active member would come clean up trash with us on the weekends. It was always just me and the pledges,” he said. “They weren’t willing to give 30 minutes to clean up trash around Chico.”

Waldear stressed that his experience doesn’t represent everyone’s; some frats are “more social” than others.

He just wants to get on with his life.

He’s seen what it’s like when guys don’t move on, don’t progress while they’re in college and fail to find their way once they’ve graduated. Waldear can think of two alums still hanging around the frat house, and he says it seems like they’re

struggling with who they are as adults—as men. At some point, the party culture, which extends far beyond Greek life and male students, came to define them. They became “bros.”

“They were so adjusted to this lifestyle, and then they find out people don’t act like that in the real world,” Waldear said.

Getting a running start on adulthood means developing senses of purpose and direction, which can’t be found by fully subscribing to bro culture. After all, one of its central tenets is not caring about anything. And while there are endless examples of motivated, earnest and thoughtful guys following their own paths here in Chico, many college-age men in our community haven’t figured themselves out yet. In the meantime, the entire community is affected by bro culture’s negative aspects: the raucous parties, the fights, the disrespect toward women, the alcohol-related deaths.

So, what’s behind it all? In speaking with young men and women in the campus community, there’s a consensus that the bro persona is rooted in insecurity and the human desire to belong. Waldear agrees: “You create this character to present yourself as this person who’s on top of the world, super in control.”

Who are we talking about when we talk about bros? The CN&R posed that question to people in the campus community, and found that answers were highly subjective, but a caricature did emerge.

Almost exclusively, bros are white.

They’re muscular, or at least clearly emphasize fitness and physical appearance. There are common fashion choices: backward baseball caps, neon or pastel tank tops— especially that tapered-cut style favored at the gym that exposes side-abs, nipples and armpit hair—flip-flop sandals or boat shoes, and those gaudy sunglasses (you know the ones). If he’s wearing a shirt with a collar, his collar’s popped.

Then there are behavior-based indicators. He grunts more than one suspects is necessary while pumping iron. He whistles when he sees an attractive woman on the street. He drinks—a lot. He’s probably in a frat. School is a secondary consideration.

In fact, he doesn’t seem to care much about anything. His speech patterns and how he refers to women, homosexuals and minorities suggest he’s uneducated, even though he’s attending a university. He’s a loud, theatrical braggart, especially when he’s partying and especially after he’s won at beer pong, or video games, or darts, or really anything. He makes allusions to or readily discloses how many women he’s slept with, and he’s probably lying. He calls this pursuit “chasing tail.”

program through Chico State’s Counseling and Wellness Center, offers simple directions for where to spy bros in action: “Go to the WREC, go downstairs, and there you go!”

Beyond such generalizations, the essence of a bro is difficult to define, even for men currently in college. Some, like Chico State senior and fraternity member Tyler Lyckberg, say brohood is a phase rather than a life-long identity.

“It’s this limbo period where you’re searching for self,” he said. “Bros are having a good time with their college experience, or at least acting like it. There’s this societal expectation that that’s what you do in college if you’re a dude and you want to live the experience to its fullest—hang out with your bros.”

Some describe it more as a readymade personality guys can assume when they’re unsure of themselves. Douglas Minton is a 22-year-old senior at Chico State who says that, in the past, he’s fulfilled the stereotype in uncomfortable social situations.

“It’s easy to fall into those bro stereotypes when you’re this age and around this group of people in a party culture,” he said. “You ask yourself, ‘What’s the easy thing to do here?’ If you act this way and talk this way, you’ll make these friends.”

Taking that approach can make it easier to connect immediately at a party or during class, Minton said, but those connections tend not to run deep if the personality you’re presenting is a facade.

“It can be superficial; you’re staying very surfacelevel with your relations,” he said. “If you’re following what you’re supposed to

Their jobs, if they have them, are modest, low-paying, low-prestige ones in the service sector or entry-level corporate jobs that leave them plenty of time to party. They’re good kids, by and large.”

Good kids having harmless fun, for the most part. While pretty much all of the common associations are negative, not everyone who looks like a bro is a hard-boozing, irresponsible and sex-driven maniac—far from it. The vast majority are well-intentioned dudes just trying to fit in by adopting the fashion, language and behaviors they know to be socially acceptable or think is cool. And in the

Tragically misguided or not, the actions of college-age men have real consequences. Consider the problems that plague downtown Chico and the south campus neighborhood—from parties spilling into roadways and physical violence to sexual assault and drug and alcohol overdoses.

And it affects more than the student community. On major party weekends, police respond to so many calls in the south campus neighborhood that they aren’t able to adequately cover the rest of the city. (In recent years the Chico City Council has passed a number of ordinances aimed at giving police more control over local alcohol consumption and partying, including a social host ordinance that holds tenants, landlords and property owners financially responsible for nuisance activities related to underage drinking on private property.)

And we all feel the reverberations of the alcohol-related deaths of students like 21-year-old Mason Sumnicht, a Sigma Pi pledge who died in November 2012, nearly two weeks after being admitted to Enloe Medical Center with a blood alcohol level of 0.468, more than five times the legal limit. Or Chico State nursing student Kristina Chesterman, who, at 21, was struck and killed by a drunken driver, 19-year-old Riley Dean Hoover, while riding her bike home on Nord Avenue in September 2013.

Or, just this March, the fatal shooting of Travis Powell, a 22-year-old Chico State junior, at a house party on West Seventh and Oak streets.

It’s not like Chico State hasn’t tried to curb the party culture. Administrators have been grappling with how to do that since Playboy magazine ranked the university No. 1 party school in the nation back in 1987. They’ve taken numerous steps to suppress binge drinking since those days, including changing the date of spring break to coincide with St. Patrick’s Day, a heavy drinking day, rather than Easter week.

But then, like a game of whack-a-mole, the new big day for drinking each spring became César Chávez Day (a national holiday meant to promote community service).

The ugly truth is, some students, including Waldear’s ex-brothers, will use any excuse to get wasted.

“Remember that [power] blackout a few weeks back? They used that opportunity to literally get blacked out,” Waldear said.

Consider bro code’s No. 1 rule: “Bros before hoes.” BroCode.org, which, yes, is an actual website, defines a “hoe” as “any woman [who] is not your wife or any other direct family.”

Waldear has seen that meat-headed attitude toward women manifest itself in the way bros stare them down, check them out blatantly and make nasty jokes at their expense. “They see a good-looking girl on the street and they’ll cat-call her in a really grotesque manner: ‘Hey girl, whatchu doin’ over there? You got a nice butt, girl,’ or whatever.”

As a 25-year-old woman living in Chico, Buck knows exactly how it feels to be treated that way. “I stand up for myself, and they don’t like that,” Buck said. “Being a strong woman seems to up the bro status, you know? They get even more bro-y and offensive when their manliness is called into question or they feel entitled and they’re not getting what they think they deserve.”

down for one-night stands, girls he was interested in hooking up with more frequently, prospects he’d like to add to the rotation and, of course, friends with benefits. As VanDamme explained, he was in a contest with one of his brothers to see who could have sex with the most women, and the same one didn’t count twice, providing incentive to choose prospects over women he’d already been seeing.

Buck believes that, on all college campuses, not just at Chico State, drinking culture, bro culture and rape culture—the normalization and trivialization of rape and sexual violence—entwine and fuel one another. So, how can women steer away from it all? Buck says they can start by clearly outlining how they want to be treated.

“This can get very victim-blamey, but you teach people how to treat you by what you tolerate,” she said. “Women who tolerate men being offensive and derogatory toward them, being possessive, letting men control them, they feed into it.”

And while Buck shares the stance of the on-campus feminist Gender and Sexuality Equity Center, that emails from university administration cautioning women to stay in groups, carry pepper spray and avoid unlit neighborhoods doesn’t get to the root of the problem (guys shouldn’t be sexually assaulting women in the first place), she takes those precautions herself.

“I’ll be real. When I go out at night, I don’t walk alone,” she said. “I keep my cellphone charged, I carry pepper spray and don’t walk through certain areas.”

The place was comfortably crowded, and a genial host seated us almost immediately at a table for two facing the café’s plate-glass windows, Missy on the upholstered bench shared by the adjoining tables, and myself in a comfy wooden dining-room chair. The menu offered breakfast and lunch items and the first thing that caught our eyes was the tomato bisque soup ($4.95)—we split an order to enjoy before our main meal (not realizing that it could have been included as a side option with the sandwiches we eventually chose, all of which come with a choice of soup, salad, or chips and salsa), and it was everything a tomato bisque should be—rich, creamy, velvety smooth, and tangy with the flavor of perfectly ripened tomatoes and a decorative drizzle of sour cream on top. We

spooned it down to the last drop and wiped every last taste from our bowls with the soft triangles of toasted focaccia that accompanied the soup.

While we luxuriated in the bisque and I took an occasional sip from my bottle of Old Rasputin Imperial Stout from North Coast Brewery, Bogg— Josh Hegg (keyboard), Michael Bone (drums), Gavin Fitzgerald (bass), Matthew Weiner (violin), plus guest trombonist Ben Sallmann—kept the ambiance serenely lively with their jazzed-up renditions of popular tunes played with an assertiveness not often found with restaurant jazz. Intimacy-encouraging, one could say of the volume, as it made leaning in to talk into your companion’s ear a necessity unless you wanted to shout over the band from across the table or had sufficient lip-reading or sign-language skills.

We decided to try a couple sandwiches from the menu’s lunch side. I chose a hearty BLTA and Missy the roasted mushroom and brie ($9.95 each), both generously portioned and richly flavorful.

The BLTA’s blend of unctuous bacon and avocado complemented by the tang of the tomato and accented with roasted shallot aioli delivered a marvelous blend of textures and flavors. And the roasted mushroom and brie oozed deep earthy flavors.

While eating, we made of game of seeing who could first name the source material of Bogg’s soundtrack to our brunch. The Eagles’ “Hotel California,” swirled into a gloomy jazz tune highlighted by Weiner’s haunting violin, pleasantly transformed a song I’ve never cared for much by offering a purely musical interpretation relieved of the dorky “poetry” of the original’s vocals. At the opposite emotional extreme, Stevie Wonder’s tribute to Duke Ellington, “Sir Duke (You Can Feel It All Over)” gave the band a chance to show off their chops in a celebration of musical interaction that I’m sure both Ellington and Wonder would approve of heartily.

Sated after finishing the first half accompanied by crispy tortilla chips and excellent (spicy!) salsa, we each took a half sandwich home to enjoy as a late-night repast, a reminder of jazz brunch that will surely beckon us back to Café Coda when our workweeks allow. □

How do you stand out from the crowd in today’s marketplace? Utilizing an eye-catching package is one way to garner attention. Couple that with an equally innovative product and you get something like this CD that features the Nick Sanders Trio—pianist Sanders with bassist Henry Fraser and drummer Connor Baker—in a program of 13 very original compositions.

Beginning with its circus sideshow cover art, You Are a Creature draws you into its musical universe from the first track—“Let’s Start”—which, with its delightfully quirky playing (with the tune turning back upon itself), almost seems like someone playing the piano for the first time. Sanders says of the acclaimed pianist Fred Hersch, who produced the album, that “when you know [he] is listening … you have a tendency to deliver at your utmost capabilities.” Indeed!

The striking empathy between the trio’s members is readily apparent on “Round You Go,” a peppy cat-and-mouse-like tune on which the trio chases after each other. The title track is an up-tempo romp that eventually subsides into a rumbling drum solo that reminds me of the end of a passing thunderstorm. Contrary to expectations, “Day Zombie” is a restful rumination that might equally well be titled “Day Vampire.” This is a well-wrought collection that repays with repeated listenings.

Noel Gallagher will never be able to outrun the Big Ben-sized shadow that Oasis casts on his musical career. But as time goes on and his solo efforts continue to shine, it becomes clearer that he was the creative muscle behind that group. Even more so than Gallagher and his High Flying Birds’ self-titled 2011 debut, Chasing Yesterday is an adventurous record that finds the songwriter once again relishing the opportunity to do whatever the hell he wants. Yes, there are catchy-as-hell rockers like the air-guitar-inducing “Lock All the Doors,” but would you expect saxophone solos? Both the groovy “Riverman” and the swaggering “The Right Stuff” give us saxy moments only slightly less expected than the heavy presence of cowbell on the cooky rocker “The Mexican.” Gallagher’s vocals have always been underrated, and they are as strong as ever here, particularly when he’s letting loose on the album’s first single, “In the Heat of the Moment.” Less of a nostalgic attempt to regain the glory of his past than its title might suggest, Chasing Yesterday is more a tip of the cap (and a flip of the bird) to that season in his life. It’s a glorious and eclectic collection of rock, blues, jazz and pop tracks supported by Gallagher’s unbridled confidence.

Ain’t In No Hurry Jorma Kaukonen Red House A Rock and Roll Hall of Famer already, Jorma Kaukonen has nothing left to prove. For the past 45 years—first with Jefferson Airplane and then for four decades as a solo artist as well as with his band Hot Tuna—the man has celebrated the American roots and blues classics of such forebears as Reverend Gary Davis and Jesse Fuller, while simultaneously penning and performing a substantial treasure trove of his own acoustic and electric compositions. Today, Kaukonen, 74, operates his home life and music endeavors on his own terms from his Fur Peace Ranch, in the rolling hills of southeastern Ohio. On his latest solo release, the all-acoustic Ain’t In No Hurry, Kaukonen and a cast of friends (including Hot Tuna band mate Jack Casady) offer some sweet new tunes that show off his lyrical wisdom and stillspry guitar-picking (e.g., “The Other Side of the Mountain,” “Seasons in the Field”), plus a handful of covers of classic American blues and rock songs, including a reverent version of the standard “Nobody Knows When You’re Down and Out” and even a twangy update of Hot Tuna’s “Bar Room Crystal Ball.”

Laugh to keep from crying Butte College Performing Arts brings Molière’s great comedy to the black box

T

he most successful practitioners of hypocrisy

and deceit often target the well-meaning and naïve, but they might find even lusher pickings among the proud and self-deceiving. That may be a sad commentary on human by foibles, but it also makes for good Carey Wilson comedy and satire. Even back in 1664, French playwright Molière recognized this fact and wrote one of his most brilliant plays to PREVIEW: illustrate the inner workings of Butte College hypocritical exploitation.

The dialogue, masterfully translated into English

by Pulitzer Prize-winning poet Richard Wilbur, is written in rhyming couplets, and the actors, under the direction of Barry Piccinino, deliver their often-complex lines with well-honed smoothness.

Although in some cases during the production’s first dress rehearsal Monday (May 4), the overzealous application of stage accents gave one the feeling of watching actors at work (which is what I was doing) rather than simply hearing words spoken naturally by characters (which is where things will hopefully have evolved by opening night).

But the characters did shine through, with one

of the most interesting being Dorine (Brittany Esquivel), an outspoken housemaid whom Molière endowed with the ability to speak truth to power much in the way a court jester might be allowed to contradict or mock his noble masters without fear of consequences. When Orgon has announced that he will give his daughter to Tartuffe in marriage, Dorine tells him: Doesn’t it seem to you a trifle grim/to give a girl like her to a man like him?/When two are so ill-suited, can’t you see/what sad consequence is bound to be?/A young girl’s virtue is imperiled, sir/ when such a marriage is imposed on her/For if one’s bridegroom isn’t to one’s taste/it’s hardly an inducement to be chaste.

But Orgon is too dazzled by Tartuffe’s false piety to take her seriously, and so the family must work out a different plan to reveal the deceit behind his claims to godliness. Complications ensue, and in the unfolding of those complications Molière reveals much insight into human nature and the relationships of men and women, and parents and offspring, and authorities and underlings. Tartuffe may be a complete hypocrite and deceiver, but his greatest moment of hypocrisy paradoxically occurs when he delineates the exact truth about his own character to Orgon—“Yes, brother, I’m a wicked man, I fear: A wretched sinner, all depraved and twisted, the greatest villain that has ever existed”—who, of course, doesn’t believe him.

The themes of deceit, trickery and paradox keep the play interesting and entertaining throughout, and the richness and wit of the language make it a delight to hear. But this is classic theater, so one also expects some spectacle. This production—with lavish costumes by Joshua Roach, and a large, impressive castle’s interior with massive doors and marble floors designed by David Beasley and lit

by Cameron Hoffman—provides plenty of visual interest to go along with the sumptuous dialogue and clever plot twists.

For those unfamiliar with the play, I won’t reveal too much, but I will say that it’s nice to see natural human goodness win out over religious hypocrisy even if it takes some elaborate deceit to make it happen. □

tively nothing for me. It was mostly a big blur intermittently interrupted by half-interesting moments. by It was boring.

Bob Grimm You can’t accuse director Joss Whebobg@ don of “second verse, same as the first” newsreview.com with his follow up to 2012’s The Avengers. He and his team definitely go for something different with this sequel to one of the best blockbusters ever made. Perhaps it would’ve been OK to retain more of the good humor, Avengers: camp and noncluttered thrills that made Age of Ultron the original Avengers such a gas.

Starring Robert Age of Ultron is just flat. There are Downey Jr., Chris a bunch of scenes teasing future MarHemsworth, Scarlett vel movies and, with the exception of Johansson, Chris an interesting smackdown between Evans, Jeremy Iron Man and the Hulk, the cluttered Renner, James action sequences feel repetitive.

the program, only to discover that A.I. can sometimes mean Absolute Insanity. The program goes AWOL and produces the anti-human Ultron.

Voiced by James Spader, Ultron is a one-note villain out to destroy humanity who lacks the personality of other recent comic-book villains—e.g., Tom Hiddleston’s Loki from the first film. Ultron comes off as a third-rate Transformers Decepticon. Yes, Spader has a menacing voice, but he’s no James Earl Jones.

On the other hand, the Vision, a sort of good-guy, flesh-and-blood-ish offshoot of the same program that produced Ultron, is a far more interesting character.

Played by Paul Bettany, the Vision is a very powerful and welcome member to the roster (who looks really cool), yet is disappointingly underutilized.

The film plays around with the notion of Natasha/Black Widow (Scarlett Johansson) and Bruce Banner having an affair. We get a couple of scenes with Black Widow managing to get the Hulk to calm down and a little bit of Natasha and Bruce sort of flirting, but the subplot doesn’t do much for the film. Also, they give Clint Barton/Hawkeye (Jeremy Renner) a wife in a failed attempt to raise his character’s status as least-interesting Avenger.

If you are an Avengers fan, I guess you have to see Age of Ultron simply because it sets up a series of other films like Captain America: Civil War (2016), Thor: Ragnarok (2017?), and Black Widow: Please Fast-track Her Stand-Alone Movie!

As for Whedon, perhaps he was the wrong man for the gig. The sequel searches for a darker tonal shift, a sort of The Empire Strikes Back for the Avengers series. Instead, the sequel is one of the year’s most crushing cinematic letdowns. Ω

French filmmaker Olivier Assayas has brought French star Juliette Binoche together with two younger American actresses (Kristen Stewart and Chloë Grace Moretz) for a fascinatingly convoluted study of acting, character, performance and “image.” Binoche plays veteran actress Maria Enders. She and her sharp-witted personal assistant (Stewart) travel to Sils Maria in the Swiss Alps for work on a new production of the play that gave Enders her first big break. The subsequent arrival of youthful movie star Jo-Ann Ellis (Moretz), who has the role originally played by Enders, adds further momentum to the Pirandellian complexities of a tale in which art and life, as well as the surfaces and depths of performance, overlap in multiple ways. Binoche is at her very best, Stewart (whose performance won France’s best supporting actress award) is excellent, and Moretz delivers a surprisingly effective mixture of glitz and insight.

THE BEGINNING OF A BEAUTIFUL … Arts DEVO received an email last week from local

theater stud Joe Hilsee about the new production he’s directing, a stage version of the movie Casablanca called Rick’s Cafe American. The play opens at the Blue Room Theatre tonight (May 7), and Hilsee says that the collaborative adaptation was born here in Chico’s own little gin joint, Duffy’s Tavern. As Hilsee tells it, local attorney Ken Roye approached a contingent of familiar theater types at one end of the bar with an observation that the group of Duffy’s regulars were a natural fit for a stage version of Casablanca. He said Roger Montalbano, as one of Duffy’s owners, would play Rick, Hilary Tellesen “would be mesmerizing as Ilsa,” Hilsee would be Louis, local singer/actor Kelly Houston would play Sam the piano player, Dave “Twelve Pack” Sorensen would be Ferrari, etc.

The idea was dismissed as a mere pub game at first, until local actress/stage designer Amber Miller came up with a “bar-napkin stage design” and then with Hilsee worked on a trimmed-down version of the film that places all of the action inside the bar. It’s Rick’s Cafe American going to be “a world premiere of a play that takes place in a bar, the idea born in a bar right here in good old Chico,” said Hilsee.

But what about the music? Who’s playing Sam? The first choice, Houston, isn’t available, so instead of a piano-playing American character, they’ve created a French, guitar-playing troubadour who will be played by Jonathan Richman.

Yes, for realz.

HEAVEN ADORES HIM It’s hard to believe that it’s been more than 11 years since the death of Elliott Smith. As much as with Kurt Cobain, who preceded him in burning out too young, Smith’s passing was hard to deal with for someone who was so wrapped up in the singular music he created—both musicians were seminal artists for me and both continue to influence my life. Of course, none of that means shit when measured against the emotional pain that would seem to have gotten the better of both men.

On the heels of HBO’s release this week of the very thorough and acclaimed documentary Kurt Cobain: Montage of Heck, the Pageant Theatre will be screening Heaven Adores You, a 2014 documentary of Smith’s life that weaves Elliott Smith his music through a series of interviews with his friends and collaborators (including his friend/engineer and Chico ex-pat Larry Crane) to create an “intimate and meditative inquiry” into the life of the incredible singer/songwriter. One showing: Sunday, May 10, at 10 p.m.

FOR THE WEEK OF MAY 7, 2015 ARIES (March 21-April 19): Benedictine

monks observe the Latin motto Laborare est Orare. The 19th-century abbot Maurus Wolter interpreted these words to mean “work is worship” or “work is prayer.” He was trying to impress upon his fellow monks that the work they did was not a grudging distraction from their service to God, but rather at the heart of their devotion. To do their tasks with love was a way to express gratitude for having been blessed with the gift of life.

I propose that you experiment with this approach in the coming weeks, even if your version is more secular. What would it be like to feel contentment with and appreciation for the duties you have been allotted?

TAURUS (April 20-May 20): Here’s

one of the best things you can do for your mental and physical health: Withdraw your attention from the life that lies behind you, and be excited about the life that stretches ahead of you. Forget about the past, and get wildly inventive as you imagine the interesting future you will create for yourself. Forgive everyone who has offended you, and fantasize about the fun adventures you’ll go on, the inspiring plans you’ll carry out, and the invigorating lessons you hope to learn.

GEMINI (May 21-June 20): In the

children’s book The Little Engine That Could, a little blue engine volunteers to pull a long chain of train cars up a steep hill, even though it’s not confident that it has the power to do so. As it strains to haul the heavy weight, it recites a mantra to give itself hope: “I think I can, I think I can, I think I can.” The story ends happily.

The little blue engine reaches the top of the hill with its many cars in tow, and is able to glide down the rest of the way. As you deal with your own challenge, Gemini, I recommend that you use an even more forceful incantation. Chant this: “I know I can, I know I can, I know I can.”

CANCER (June 21-July 22): Here’s a

confession: I have taken a vow to foster beauty, truth, love, justice, equality, tolerance, creativity, playfulness and hope.

To do this work is one of my life goals. I approach it with the devotion of a monk and the rigor of a warrior. Does that mean I ignore difficulty and suffering and cruelty? Of course not. I’m trying to diminish the power of those problems, so I sure as hell better know a lot about them.

On the other hand, my main focus is on redemption and exaltation. I prefer not to describe in detail the world’s poisons, but rather to provide an antidote for them.

Even if you don’t normally share my approach, Cancerian, I invite you to try it for the next two weeks. The astrological time is right.

take my late afternoon hikes is teeming with the six-petaled purple wildflower known as the elegant cluster-lily. LOVE’S REAL ESTATE How’s Your Bliss?

Who knew there was an outfit called “Career Bliss” that measures happiness in the workplace and publishes rankings every year? This year, according to the report, the most blissful person on the job is a realtor. Realtors were ranked number one in the Career Bliss survey which compiled “bliss points” based on answers to their questions.

I’ve known a few realtors in my time, and it’s true, they are friendly, helpful people who smile a lot, but blissful? Isn’t blissful a term traditionally reserved for otherworldly, metaphysical people, perhaps familiar with the lotus position?

I found a realtor, and she did appear somewhat otherworldly, but only because she was moving so fast her outline was blurry. She was not in the lotus position.

“So how’s your job these days?” I asked.

“What?” she said. “You know perfectly well how my job is. I have two listing appointments in the next two hours; two escrows that might be falling apart; I have three offers to present on properties with multiple offers already in place; and I have property inspections and appraisals lined up throughout the day. Why?” “So how does that make you feel? Like, blissful or anything?”

She stared into my eyes as if searching for something she was missing.

“Listen, I’m really busy,” she said, “I’m a little stressed and you’re starting to stress me out more.”

She turned to go and her outline was blurring again. “Wait!” I said. “I mean, how do you like your job?”

“You’ve known me for 20 years. You know perfectly well I love my job.”

“Well, you said yourself you’re stressing.”

She narrowed her eyes and searched me one more time. She vibrated, blurred and disappeared.

The CEO of Career Bliss, Heidi Golledge, said, “Real estate agents have definitely weathered quite a financial storm over the past few years.

But right now rates are between 2% to 3% and inventory is low, making it a Real Estate agent’s dream as new homes hit the market and are getting multiple offers in the first week.” Golledge said that real estate agents are very satisfied with the control they have over their daily tasks. The recent market growth also has made their job particularly rewarding.

The realtors I know have been friendly, helpful people who have smiled a lot, before, during and after the “financial storm.”

We better look more closely at realtors - they may not know it, but apparently their smiles now contain an unworldly ingredient.
