Did Butts Violate Brown Act? Was Fire District 1 Town Hall Meeting Visited by Mayor, L.A. Co. F.D. By Randall Fleming An October 29 town hall meeting for Morningside Park residents, hosted by District 1 council member Mike Stevens, ended abruptly after three uninvited city council members entered. Mayor James T. Butts, Jr, and district council members—Eloy Morales and Ralph Franklin, of Districts 3 and 4, respectively—arrived, one after another, shortly after the meeting’s start. Had three or more city council members conferred on any matter that could be inferred as being “business of a specified nature that is within the subject matter jurisdiction of the local agency,” the meeting would have triggered a violation of the Brown Act. The nature of the Act extends to any such discussion within a reasonable amount of time after a meeting as well, an example being a majority of city council members huddling in an unlit parking lot within 15

District 2 council member Judy Dunlap, who was invited by Stevens and who noticed the unannounced arrival of the mayor and two other city council members, was concerned that a possiplease see Brown Act, page 10

A Shuttle Shows in Inglewood

By Mira Tweti The intersection of Manchester and La Cienega was abuzz with activity. Everywhere one looked, crowds of police, volunteers, technicians and scores of onlookers pressed forward to get a glimpse of the Space Shuttle Endeavour. The NASA space vessel, which had survived 25 successful missions and traveled 122,883,151 miles since it was built in the California Mojave desert in 1992, was on its final voyage, Mission 26. Upon completion, it would come to rest at the California Science Center near downtown Los Angeles. The sightseers, some of whom had been waiting since the early in the morning, were kept at a distance of 200 feet from the shuttle’s path. Endeavour’s last mission began with a dramatic se-
