PREFACE FORENSIC: “BEFORE THE FORUM” Forensic, from the Latin forēnsis, meaning “before the forum” Science is integral to the society in which it operates. Based on the economic, political and moral imperatives of the time, science is enlisted to investigate vital questions that ensure its intrinsic relevance and value.

ELEVATING THE SCIENCE OF FORENSIC DISCOVERY The District of Columbia Consolidated Laboratory represents a coming of age for forensic science: the evolution from police work to an independent science able to undergo the same scrutiny and rigor as other scientific disciplines. Similarly, this new generation of forensics is mandated to expand its knowledge and methods through meticulous research, interdisciplinary collaboration and education, affirming its position as an independent third arm of justice and a partner in public health and education.

A model for conducting interdisciplinary forensic science is challenged to address many of the same issues faced by other scientific endeavors and modern research environments. These include the need to foster collaboration, consolidation, advanced technologies, and flexibility.

Answers to life-and-death questions can come in plastic baggies or battered pickup trucks. For a science that requires anything and everything to go under the microscope, the forensic science laboratory must preserve evidence as if it were frozen in time. Yet this precise research environment also must enable scientists with unique specialties and disparate backgrounds to work together seamlessly as they discover accurate, effective solutions.

PROJECT OVERVIEW Project History The events of September 11, 2001 raised questions among city leaders about the capacity for the District of Columbia to handle a large-scale homeland security incident. Further, the fact that, at that time, the Metropolitan Police Department was annually sending thousands of trace evidence specimens such as DNA and hair samples, to the FBI’s laboratory in Virginia meant that the District had little control over the amount of time it took to have their samples analyzed. The integrity of the samples faced potential compromise, and cases took longer to resolve.

Discussion ensued, and the beginnings of a vision for a facility that could consolidate forensic-based activities; providing both operational savings through shared resources, and work-flow advantages in co-locating agencies who may work together on cases.

The administration was committed to a laboratory embedded in the city that it serves, and ultimately located the new facility in the dense urban context near the National Mall.

Consolidation Partners City and laboratory leadership decided to combine the District’s public safety forensic science and public health agencies into one building. With plans to house the Metropolitan Police Department Forensic Investigation Units, the Office of the Chief Medical Examiner, and the Department of Health Public Heath Lab, the building had to support shared science while still protecting proper protocols.

The lab facility creates an environment for forensic scientists that transcends bureaucratic boundaries and allows for crime, public safety and health investigations to be carried out in a coordinated, systematic way so cases can be resolved more quickly, efficiently and reliably.

As the construction neared completion, District officials restructured the agencies to better support the facility consolidation. The newly formed Department of Forensic Sciences created an agency to manage and coordinate the shared services, create new services and transition to a workforce composed of civilian scientists.

Project Leaders Contributing to the design and guiding the project from a stakeholder perspective, the following people were the core leaders responsible for driving this project forward: Allam Al-Alami: As Executive Program Manager at District of Columbia Government, Department of General Services (DGS), Allam managed the development and implementation of the Consolidated Forensic Laboratory for the city.

Dr. William “Bill” Vosburgh: Bill was the Program Manager and later Forensic Laboratory Director until November 2012.

As Director, Bill provided invaluable vision and user requirements during the design and construction phases.

Dr. Max Houck: In October 2012, Max was named the Director of the newly formed District of Columbia Department of Forensic Science. As current director, Max has led the opening and operational structure of the laboratory and will guide the lab into the future.

MISSION & VISION Mission: Develop an integrated and adaptable model for ongoing delivery of high through-put diagnostics supporting public health and safety in the District of Columbia.

Vision: To become a national model facility for other peer institutions as a basis for functional relationships and inter-agency collaboration in the Forensic Sciences.

CHALLENGES The following challenges were formative to the project: An Open Program The team was consistently challenged by the idea that the District wanted to build a program, not just a laboratory. It needed to be right-sized and appropriate to needs, yet allow for growth, change and reconfiguration.

Security The facility, by nature, has a high level of security requirements, validated by a threat assessment. The design had to achieve this level of security in a transparent and inconspicuous way.

Noise/Vibration Control The facility houses vibration and acoustically sensitive imaging modalities. These requirements had to be satisfied in a dense urban area, adjacent to an elevated highway, elevated train line, and two underground subway lines. The same requirements had to be resolved alongside continuous in-house explosions from ballistics research areas housed in the middle of the facility.

Multiple Stakeholders/Acute Program Specificity The facility had to satisfy the needs of three distinct agencies with their own identities and needs. Highly specialized lab functions needed to build a common cultural and procedural ground plane, upon which synergies could be discovered and grow.

Protocol Complexity Security for multiple tenants, sample receiving/ handling (including both personnel and material flows) were complex and dynamic. The need for enhanced BSL-3 (Biosafety Laboratory - Level 3). space for agency use as well as public health raised the complexity to yet another level.

Transformation and Change The facility needed to support both organizational transformation and new relationships among forensic public agencies, academia and the private sector.

These challenges combined to solidify the need for a first response, high throughput diagnostic facility with multiple diagnostic units under each agency.

INNOVATION HIGHLIGHTS The project’s unique aspirations and challenges led to the integration of several innovative elements: Programming Working with multiple agencies and stakeholders, the design team developed common protocols and functional relationships to create a single intake and accessioning area for all material and processes.

Planning The development of a forensic science concept parti served as a universally adaptable model to promote inter-group interaction, maintain strict chain-of-custody integrity, and deliver high-performance technical space for the science. The model successfully integrated the various groups’ program elements into a common system and fostered collaboration among groups.

Research environments The nature of forensics demands specialized high-performance facilities based on the material under investigation. Challenging the status quo throughout the design process, the design team sought to push the envelope by delivering more efficient, effective and integrated research environments to support the organization’s mission and vision. A ballistics facility is incorporated into the heart of the facility, enabling forensic teams to collaborate more fully with others.

Enhanced BSL-3 laboratories are located on an upper floor on the perimeter, allowing critical but demanding work to be performed with abundant daylight. Vehicle examination rooms operate as laminar flow clean rooms, maintaining integrity of the evidence.

All the Medical Examiner’s autopsy suites have natural light on the upper floors, bringing this critical work out of its traditional place in a basement.

Sustainable performance The project achieved LEED Platinum certification, while also meeting the stringent safety and reliability requirements of a firstresponder facility. It demonstrates a carefully conceived and exceptionally detailed building envelope, innovations in energy management for laboratories, water conservation, and promotion of occupant wellness.

Project Management The team implemented key philosophies and specific tools to facilitate successful project management. An integrated team approach to design laid the groundwork for a highly collaborative and successful dynamic during construction. The underlying tools for success included open communication, collaboration, and the integration of BIM for everything from lab planning and programming, to design documentation, to coordination and constructability sequencing.

ORGANIZATIONAL STRUCTURE The laboratory was envisioned as a new model for independent forensic analysis.

The lab has three scientific programs: • Forensics • Public Health • Medical Examination Organized by data source: • Crime Scene • Environmental Sample • The Body

Organizing the program in this way creates and nurtures collaboration between these different, but related, technical areas; creating common synergies wherever possible.

These advanced scientific facilities enable the Department of Forensic Science to provide a broad range of safety and health services to the District of Columbia’s residents. The collocation of these agencies will improve efficiency and speed the lab-based aspect of investigations, resulting in improved case closure and response to threat identification.

TRAINING + OUTREACH In the past, the District relied on outside agencies to provide many of its public safety and public health services. With the new facility, the Department of Forensic Science now has the lab services and space to fill those needs under its own control. Furthermore, the District has transformed its role as a consumer of services to that of a provider and community partner.

The entire facility supports the mission of training and education, both internal and external. Since most of these rooms are on the ground floor, the lab can host outside attendees without compromising lab security.

Training and outreach facilities include: • The dry training area includes reconfigurable training tables to support lectures, panels, or roundtable set-ups. The lab uses the room for procedural training as well as the evaluation of new equipment and technologies.

• For wet lab training, the building includes a demonstration lab area with bench space for approximately 24 trainees. A window from the dry training area allows additional observers. As a fully functional lab with fume hoods, bio-safety cabinet, and plumbing, the wet training lab can even act as surge space, if needed.

• For large events, the ground-floor multipurpose room is set up for presentations, including press events.

Within the lab areas, training can be conducted at the bench areas. However, visitors can observe lab functions through windows in the service corridors. The autopsy area includes an operating theater that permits visitors to view medical examination without directly entering a biologically sensitive area.

The building’s robust audio/visual system effectively turns the whole building into a training area. Cameras are located in the conference rooms, critical lab area, and training room. These feeds can be transmitted to monitors throughout the building and even to staff tablet devices.

While these elements often support internal training, they also allow the lab to become an instructor and partner to the larger community.

Recently, the Consolidated Forensic Laboratory hosted District judges so they could see the lab work and better understand the evidence that comes before their courtrooms. Considering that the Washington metropolitan area includes more than 40 law enforcement agencies, there is a great opportunity for diffusion and sharing of expertise. In addition, Max Houck is developing partnerships with local universities to equip the next generation of scientists and public servants.

THE NATIONAL MALL US CAPITOL

â–˛ Urban Context

SITE PLANNING AND URBAN DESIGN In selecting a site for the new lab, the city wanted reasonable proximity to the courts that they ultimately serve, so they chose the site of the former First District Police Station. As an urban site, the location had to address security setbacks, ground-born vibration from nearby transportation infrastructure, limited lot-size, and zoning height restrictions.

By efficiently grouping the common functions (such as loading, parking, and support), more space was available for the operational lab and office areas. By separating the mechanical penthouse into high-clearance and lowclearance areas, the team was able to add a half-floor of office space for the Office of the Medical Examiner.

The lot arrangement also provided great opportunity. The lab site is only a few blocks from two Metro stations and a regional train

station. Other citywide programs, including robust car sharing and bike sharing , are also available. Consequently, the location allowed for a reduction in overall parking, while also fitting into the District’s push for employee commuting by public transportation.

The east-west orientation of the site provided a clean, sustainable response to the solar orientation. Offices, on the south side, can handle greater fluctuation in solar gain, and the louvers create both appropriate shading and building texture.

At the street level, the design revitalizes the pedestrian experience with wide sidewalks, new street lighting, and tree pits that provide both storm water filtration and natural beauty.

The location of the entry at 4th and E Streets acknowledges both main routes, and the atrium becomes a beacon to the neighborhood.

The design team aimed to do both with the treatment of the interior spaces and the aesthetic of the building facades. The Consolidated Forensic Laboratory strives to bring forensics “into the light”.

Elevate the Work The building tells the citizens and the world at large that forensic science is valued and critical to our common well-being.

Elevate the Workers Great work spaces with views and light increase productivity, while also give the staff pride in their work and worth.

Bring Science Together Careful arrangements foster interaction, shared ideas, and common resources.

ORGANIZING PRINCIPLES

SPACE TYPE

The fundamental challenge in organizing the laboratory was the development of common protocols and synergies for highly specific lab types managed by very different agencies. Finding a lab pattern that accomplished this diversity and specialization was difficult, but once it was identified, the considerable benefits of collaboration emerged.

The team created a plan that maintained order and a consistent zoned approach to the overall building layout. This approach included: Departmental Stacking A successful effort was put forth to keep agencies within their own floor areas. This simplified security and kept cohesive units together.

Separate Functional Zones By separating the laboratory and office areas, the building can respond to their unique requirements.

The labs on the north are compartmentalized as the science requires, while the offices on the south are open. The core elements (shafts, electrical/telecom rooms, stairs, and elevators) are located centrally between the office and lab zone to serve both sides efficiently.

The team identified normal unoccupied lab support spaces and placed them near the core or directly against the service corridor. Therefore, almost every lab work space, including autopsy and BSL-3, are along the perimeter with views and access to daylight.

The functional zones organize the plans, but they are not inflexible. Since the lab corridor does not completely bisect the building, the amount of lab and office space can be adjusted depending on the specific departments ratio.

Linear Scientific Spine A wide lab corridor cleanly connects the lab spaces and the evidence/sample elevators on each floor. In addition, the corridor provides a service zone, small storage area, visitor tour route, and way-finding orientation.

Collaboration Zone Collaborative areas are located on each floor to promote interaction. Conference rooms, kitchenettes, and break areas are connected by the elevator lobby and open staircase. These shared areas are organized around the atrium, which itself acts as a shared space as it extends

COLLABORATIVE CASEWORK The laboratory’s organization allows all the scientists to work interactively on a common forensic case, or casework, as it is more commonly referred to in the forensic community.

The ground floor is the nexus for incoming samples and evidence, so that controls and chain-of-custody can be handled efficiently and consistently. Shared services, such as training, administration, and large break room, are also located together to eliminate space duplication on each department’s floor.

The carefully organized consolidation of the laboratory stems from the nature of interrelated public health and safety casework.

While some lab work is discrete to a specialized group, consider the complexity of criminal forensics. For example, vehicles are often the scene of a crime. In such cases, the following scenario is possible: • The crime scene investigators bring a car through accessioning, down the vehicle elevator, and into the vehicle exam bays.

• While combing through the car, the examiners could uncover a firearm that needs ballistic testing or a blood stain that needs DNA analysis. Evidence control can transport the samples easily within the building.

A body could be found in the trunk of that car. It is only an elevator ride to OCME for autopsy and toxicological analysis.

While performing the autopsy, examiners discover a suspicious powder in the victim’s pocket. Samples are taken one floor down to the public health lab to determine if a hazardous agent is involved.

Every case is different, but the building organization balances the proper separations and interactions of investigations. Everyone is together to work on a single case - together.

Moreover, the layout promotes the interaction of examiners who, despite their specialties, share a scientific method and mission to solve problems.

SUITABILITY FOR FORENSIC SCIENCE All aspects of the Consolidated Forensic Laboratory support a clear mission of science in the service of discovery and justice.

In its 2009 report “Strengthening Forensic Science in the United States: A Path Forward,” the Committee on Identifying the Needs of the Forensic Science Community, driven by the National Academy of Sciences, noted that forensic science needs to be independent and deeply committed to the scientific method. The consolidation of public safety and health labs in one building and in one organization begins to address this independence.

The careful arrangement of the lab, office, and support spaces, along with the efficient engineering and technology infrastructure, all support the scientists’ important work. And yet, the arrangement of the building also balances the accountable flow and security of materials with the collaborative environment of shared scientific experts.

Ultimately, the laboratory gives the District of Columbia a dedication to forensic science that serves its citizenry and exemplifies the importance of collaborative, independent, scientific investigation.

CORE LABORATORIES The Consolidated Forensic Laboratory facility maintains separate but collaborative departments: The District of Columbia Department of Forensic Science (DFS), Forensic Science Laboratories (FSL), Public Health Laboratories (PHL), and the Office of the Chief Medical Examiner (OCME). The facility provides the specific spaces to provide a wide array of public health and safety services.

Like most consolidated research facilities, the Consolidated Forensic Laboratory required a series of core laboratories to support highly specialized research needs. These specialty labs include a Vehicle Exam Bay, Indoor firing range, bullet-recovery tank and a dedicated shared BSL-3 suite.

These core laboratories – which are unique, specific and diverse – were given the utmost attention to detail in their design. They are fundamentally spaces for forensic scientists to focus on their science in a purpose-built, safe, and supportive environment.

CORE LABORATORIES, continued Unique Needs of Forensic-Science One of the most notable features is the facility’s Vehicle Exam Bay and vehicle exam booths. The Vehicle Exam Bay is a garage located below grade level that is large enough to fit an entire car. Here, investigators can deconstruct and process the car from a forensics point of view; primarily for fingerprinting, but also to extract any other forensics evidence, such as trace evidence or firearm evidence if the car has been involved in a shooting. This is a highly-controlled laboratory environment. It is air-conditioned to preserve the integrity of the evidence. If any questions arise during the processing of the vehicle, other labs and investigators, such as those in the firearms and toolmarks units are only an elevator ride away. The Medical Examiner, Public Health Laboratories and Metropolitan Police Department all have unique uses and needs for the Vehicle Exam Bay. The other forensic-based features in the Consolidated Forensic Laboratory include an indoor firing range and a bullet-recovery tank.

Innovative Construction Techniques Along with the exterior wall, the interior of all of BSL-3 lab space was to use an innovative new wall system as well. A metal stud and cementitious gel coated wall system was chosen to provide the enclosures of each of the BSL-3 spaces. The system includes epoxy filled joints that are totally flush with the adjacent walls.

Coved corners all around are also provided making cleaning and decontamination a much easier task. An integral ceiling system was also chosen as a finished, 5-sided enclosure that can be warranted and tested for pressure decay over time.

Shared BSL-3 Suite The Consolidated Forensic Laboratory also has a BSL-3 (biosafety laboratory-level 3) laboratory for examination of various biological agents including anthrax, although most of the anticipated use will be for rabies and tuberculosis. Being a multi-agency facility, each entity has its own containment needs. Public health has a much larger need for multiple BSL-3 areas for surge and multi-pathogen diagnostics.

However, the Medical Examiners area focused on the growing need for protection during possible hazardous autopsies. In an effort to consolidate infrastructure, it was paramount to provide a stacked approach to the location of the BSL-3 facilities. In today’s world, it is often unknown what types of pathogens a facility such as this will encounter on a daily basis.

Where the Public Health BSL-3 Suite handles gathered samples and can operated under the security of a biological safety cabinet, medical examiners rarely have that ability, making them much more susceptible to the outbreak of multiple unknown threats From the general open examination suite, to the isolation rooms, to the dedicated BSL-3 autopsy, this facility provides the flexibility to determine which level of containment is necessary for each case.

Each agency’s adjacencies were not only a horizontal problem, but also a vertical challenge. Co-locating BSL-3 areas in a stacked arrangement made it efficient to share shaft space and connection to the HEPA filter caissons located in the penthouse area of the facility, directly above the two BSL-3 zones on each floor. The cost of containment duct and access was limited and costs were greatly reduced.

Maintaining Zero Air/Moisture Leakage from Exterior Wall Even with Positioning of Negative BSL-3 Space Because BSL-3 facilities need to maintain negative pressure, its important that these areas inside a multi-use building be located away from exterior walls where conventional construction would normally be strained to provide constant separation from the air and humidity from outside. However, in the case of the Consolidated Forensic Laboratory, it was necessary to locate the BSL-3 in-line with the other lab spaces to either side. Many factors figured into making the decision to keep the layout in that position, site constraints, height limitations, overall agency footprint and floor plate locations.

Both double and single wall systems ideas were considered. However in the end, providing the most efficiency in usable lab space and easy of construction, a single wall system was selected. Working together with an exterior wall consultant who specializes in aquarium type structures, an idea was crafted to provide similar techniques, scaled down, to provide an air-tight system, keeping moisture outside and containment inside. Once the exterior conditions were taken care of, it was easy to maintain construction within the containment wall of the BSL-3 areas.

The additional innovative benefit of having these spaces are on the building’s exterior wall allows natural light into those labs. Most lab facilities avoid that configuration, but the team was able to design and construct an exterior wall tight enough that there are no air leakage concerns.

MATERIAL FLOW + SECURITY The laboratory serves a diverse customer base. Evidence comes from Metropolitan Police Department as well as other local law enforcement agencies. Samples and bodies are brought in by lab staff or by independent contractors. Visitors can include grieving families, vendors, funeral directors, general deliveries, and touring dignitaries. Evidence and samples must be tracked for chain-ofcustody and eventually sent out to courts or their long-term evidence warehouse.

Consequently, security and control of material flow is critical.

Initial security occurs at the perimeter. A 33foot building setback and landscape barriers (without the use of bollards) provide street-level protection. The building entries at the perimeter control access, while also separating the incoming flows.

• Materials and samples pass a dedicated security booth into a shared loading area off School Street.

• Access to staff and fleet cars is controlled with card readers and is viewed by a separate security room. Since the parking elevator only serves the below-grade levels and the lobby, all drivers pass through the main lobby security.

•

Visitors and staff enter through the main lobby at corner atrium, where they are properly screened.

A closer look at the facility shows an onion-skin type layering in security.

• Staff and visitors enter the main lobby and pass through x-ray, magnetometers, and/or card-reader turnstiles. Visitors are badged and wait for escort.

• Employees pass the second layer of security into the elevator lobby. From there they can access the shared break rooms, conference rooms, and communicating atrium stair at each level.

• Since the building houses different departments, each floor controls access into their open office areas.

• From the office areas, the fourth layer of security controls access to the lab corridor to prevent non-scientists from entering lab work spaces. Within the lab areas, separate rooms can be secured as each unit sees fit.

Since the whole system is centrally monitored, the lab can track the chain of custody and also adjust access as staffing requires.

• A final security layer is added to the necessary critical rooms within the units.

Retinal scanners provide control over vital sample or evidence storage.

The layered approach even extends to the BSL-3 labs. Dedicated ante rooms to each isolation room provide the ability for the BSL-3 to handle multiple pathogens, one dedicated to each isolation lab. The ante rooms also provide a dedicated buffer between the secured access corridor and the variety of isolation labs beyond.

Material flow is intentionally separated from people flow. The loading dock is shared, but the dock manager directs traffic to the proper intake areas for initial accessioning. Elevators for samples, separated from personnel elevators, open onto the lab corridor and stop only on their dedicated floors.

ENGINEERING SYSTEMS To be sustainably responsible and maximize space efficiency, the team undertook a careful understanding of building loads, special needs, and examination of requirements to develop the best strategies, which included: • Understanding programming and requirements • Separating special needs • Knowing where the energy is going through load profiles • Eliminating waste by keeping energy in the building The lab employs heat recovery techniques in all of the air handling units to pre-treat incoming air with virtually no energy costs . Exhaust from the offices and more benign spaces is run through enthalpy wheels, while all of the lab exhaust or contaminated exhaust goes through a glycol runaround loop to help save energy.

The largest energy savings comes from the most unique engineering feature - the use of a heat-shift chiller. Heat gain from electrical rooms and heavy equipment intensive areas, such as cold rooms, goes through a heat exchanger to reduce or eliminate the regular reheat for the building. Considering the size and air changes of the Consolidated Forensic Laboratory, the conditioned air creates an environment where

some spaces might be too cold. Traditionally, boilers are used to make hot water and reheat that air at the terminal unit with a fan coil. The heat shift chiller eliminates that energy-intensive requirement while “recycling” the reject heat that is traditionally exhausted from the building.

Chilled beams deliver air to the office and lab spaces. The active chilled beams are essentially induction diffusors that heat and cool at the terminal unit. By relying more on piping than air, the entire system is more efficient. The engineers separately analyzed the heating and ventilation requirement to ensure that spaces didn’t get more air than necessary. This results in fewer air changes, which results in fewer air handling units and smaller chiller and boiler plants. The team researched NIH studies and visited manufacturer’s installations to reassure the client that chilled beams in humidified labs would not result in condensation. The users also benefit because chilled beams are quieter and less drafty than conventional systems.

Energy savings also translate into less equipment and smaller mechanical areas, leaving more room for core science space. The chilled beams require smaller plenum spaces than all air-systems with large ductwork. Given the District’s strict height restrictions, the

engineering solution actually provided space for an additional office floor.

The plumbing and electrical design further supports the building with systems such as centralized deionized water, effluent decontamination tanks, and uninterrupted power supply rooms.

A carefully designed, energy-efficient system demands complex controls and interactive components. The design team, contractor, users, maintenance staff, and independent commissioning agent spent months testing all systems, including the fume hoods, to ensure proper working order in numerous scenarios.

Without this effort, efficiency and safety would be compromised.

The design also anticipates the ongoing maintenance and future changes inherent in any lab. The building system capacity exceeds the current needs so functions can be added.

Maintenance items, such as electrical panels and gas cylinder manifolds, are placed in the corridor to minimize work space disruption.

Since the lab corridor does not have finished ceilings, cable trays, valves, and other taps are easily accessible.

TECHNOLOGY The Consolidated Forensic Laboratory was built with an eye toward future technology that may evolve as forensic operations evolve.

The facility has significant IT infrastructure that was built to adapt to possible changes quickly and easily, with limited disruption to ongoing operations. The building is connected to the centralized, city-wide software servers so that updates are managed remotely. Labspecific systems, such as CODIS, IAFIS, and NIBIN, are grouped in a central location to ease maintenance.

A state-of-the-art audio-visual system is designed into the facility and allows building users to transmit images from any presentation camera in the building (for instance: the autopsy suite, firearms range and tank room, or conference rooms) to any other monitor in the building (such as the training labs or multipurpose room). Facility staff can even transmit images or data to tablet devices connected to the building wireless network.

Training rooms also include wireless microphones for effective in-room presentations.

AV output ports to support large presentations and even press events to present news-worthy findings.

The Firearms Examination Unit installed a state-of-the-art, RFID inventory management System to manage their ammunition and firearms reference collection. The CribMaster Accuport system assists the unit in effectively managing the ammunition inventory by helping eliminate ordering surplus ammunition and monitoring usage. The system also helps track the usage, inventory, and current location of the approximately 1,600 different firearms housed in the lab. Examiners will be able to identify the location of ammunition and firearms in the firing range and bullet recovery tank room, searching by caliber, brand, and type.

In the autopsy suite, the surgical lights are camera-capable to record or transmit procedures. SMARTboards near each autopsy station allow the examiners to quickly record their findings and discuss issues with fellow scientists.

MAKING A SAFE WORKING ENVIRONMENT Many design features in the Consolidated Forensic Laboratory help minimize the risk of injury and/or illness to lab staff. For example, entries to the firing range and bullet recovery tank room are accessible only with valid retinal scans. Cameras inside those dangerous rooms feed to monitors in three separate locations, so the lab and security staff can monitor the firearms examiners and respond to any issues.

For the BSL-3 and autopsy areas, the rooms have a fully-sealed, fiberglass, modular wall and ceiling panel system (Arcoplast). This system provides excellent durability, cleanability and containment. These biologically sensitive areas are further protected by interlocked and pressurized pass-throughs, airflow indicators, decontamination ports accessed from safe hallways, and a three-tank effluent decontamination system.

◄ BSL-3 Lab

As a 24/7 first responder building involved in crime scene investigations and medical examiner work, as well a public health lab, it is critically important that the facility stay online and not be subject to any loss of potential power supply. Power supplies for the lab are heavily redundant. There are two power feeds to the building via underground power connections from Pepco, the District’s electric utility provider.

Additionally, a rooftop generator as well as a plug-in plate on the first floor allows a second generator to be brought in and plugged into the building. UPSs (uninterruptable power supplies) throughout the building help ensure constant power supply so the facility will not go offline.

The penthouse includes an extra air handling unit, so that the HVAC system is fully functional in the event of maintenance or equipment failure.

All of the air in the building is once-through air, on both the lab and the office side, in order to mitigate the chances of any type of contamination or cross contamination in the forensic samples and evidence. The air handling units for the lab spaces employ a glycol loop for heat recovery. This system eliminates any possible transfer of supply and exhaust air within the unit.

COLLABORATION + IDEA EXCHANGE Since this facility brings together scientists across disciplines, the building fosters interaction and collaboration. Forensic science laboratories must address the separations and compartmentalization required of evidence control, biocontainment, and crosscontamination. However, the complexity of crime and public safety demands the exchange of case information and scientific processes.

Though scientists are often required to be segregated in the lab space, the facility’s open office areas bring them together. With very few enclosed offices, the staff can easily intermingle and meet casually.

Each floor features stacked video-conference rooms as well as an open break area with casual seating and a kitchenette. Since these features are outside of the lab and office security zones, they are available to the entire building staff. The monumental atrium stair connects these amenities and further fosters chance encounters between scientists.

At the ground floor, training rooms support more collaborative training and meetings. Staff can also come together in the multi-purpose room for lunch or for more formal presentations.

SUSTAINABILITY Working with the favorable orientation, each faรงade responds appropriately to its solar conditions and the functions within.

North: Laboratories are located along the long north face of the building with large glazed openings to access the indirect daylight without significant heat gain in mechanically sensitive work environments.

South: Offices are located against the full-height south glazing to maximize exterior views and natural daylighting. Heat gain and glare are controlled along this south faรงade by an exterior glass louver system with a 50% ceramic frit that reduces direct sun penetration while still allowing exterior views. The louver system is automated and connected to a weather system that allows it to adjust to the current sun angle and weather conditions.

requirements in order to optimize the air flow to each space. The heat shift chiller captures reject heat from the lab equipment to reheat minimum ventilation air. All HVAC equipment, including high-efficiency boilers and chillers, chilled beams, and heat shift chillers, result in a significant energy savings.

The District of Columbia struggles with partially combined sewer and storm water systems, which results in excess sewer flow discharged into area waterways. Using a water reclamation cistern as well as bio-swale tree pits, the Consolidated Forensic Lab actually collects and treats more storm water than it releases.

East/West: The east and west facades have only small punched windows to address the difficult to-control morning and evening sun angles.

The entire building system was exhaustively commissioned and run through a series of failure scenarios during the final six months of construction. The District also procured a separate consolidated maintenance contract to ensure that the building had well-trained, dedicated staff to properly operate the complex controls and interactive systems.

Daylight and occupancy sensors in the office areas supplement natural lighting with minimal energy impact. Since the workstations and office partitions are demountable, the owner can reconfigure with minimal construction waste and disruption.

The lab is not only sustainable, but it also conveys the story of sustainability. Many of the sustainable features, from the operable glass louvers to the bio-swale tree pits, are visible reminders to the public of the importance of smart responses to preserving our resources.

Considering that labs require 100% outside air and a minimum of six air-changes per hour, energy savings are critical to a sustainable, responsible facility. The engineers examined the lab load profiles to take advantage of reheat opportunities. Then, they separated the ventilation requirements from the cooling

The project has become an innovative sustainable design tool for the District of Columbia Department of General Services, with the experiences and successes of the Consolidated Forensic Laboratory being used to create training programs and guidelines for future projects across the entire city.

There was so much effort saved on site during the rough-in installation since the conflicts were identified during the coordination process using Navisworks and BIM. Utilizing Navisworks and BIM for coordination enabled the mechanical contractor to shop fabricate pipe racks and ducts having the confidence that coordination conflicts in the field will be a minimum. We look forward to exploring opportunities to use the model for facility operations and management.”

PROJECT MANAGEMENT Establishing and maintaining an integrated team approach throughout the design and construction process contributed to a productive, efficient project. The integration of BIM helped facilitate the completion of this extremely complex facility, including commissioning, in just over 36 months.

Integrated Team Approach A highly collaborative approach to the project began with the premise that all team members are exceptionally valuable and must be supported to achieve their highest potential in their specialized roles. Given the complex nature of the project, the design process sometimes involved nearly 30 consultants performing unique tasks: from EMI / RFI analysis, to zoning reviews, to presentations to the Mayor’s office, to consensus-building with stakeholders.

Focus on Mutual Success The owner fostered an atmosphere of open communication and collaboration, focused on successful outcomes for all parties.

Close collaboration among the project team included status updates from both the general contractor and design team on a consistent

basis, with the two entities working together nearly full-time. A mandate to complete MEP coordination before completing the framing of a floor, for example, required everyone to be at the table simultaneously. Understanding the incentives and areas of concern for each project entity and facilitating a collaborative approach focused on mutual benefit contributed to the project’s ultimate success.

BIM as a Critical Tool The decision to utilize Building Information Modeling (BIM) to its fullest extent also contributed to the project’s success.

From the initial planning stages, BIM guided the project, enabling the team to develop Room Data Sheets and lab standards for the various end-users while helping the client to easily visualize how the space would function.

BIM also was integral to moving the complex program elements into the strict zoning and anti-terrorism/force protection envelope and to developing the blocking and stacking for the building. Multiple design studies completed in BIM helped the team to develop the skin and

exterior fenestration. Using images developed from the BIM model, these studies effectively conveyed project developments to the owner and mayor as well as successfully securing local and federal approvals for the building.

During construction, collaboration on all major building systems created a robust BIM model. This effort focused on the above-ceiling systems as well as vertical distribution for coordination and detailing the systems for fabrication. The design and construction teams integrated the structure and architectural systems as well as the MEP systems to determine sequencing, identify conflicts, and determine workflow.

Additionally, the model informed the creation of prefabrication drawings for rack systems, reducing the field labor required for installation.

Field forces used the model to survey areas of work for planning purposes to realize more efficient sequencing for installation.

COST CONTROL The design team developed cost estimates at multiple stages during design to confirm that the program could be accommodated within the city’s budget. In addition, the estimate was reconciled with a separate estimate by the owner’s representative (Jacobs). To further protect the owner, the design team identified eleven deduct bid alternates in case the bids exceeded the available funds.

Ultimately, the successful construction bid of $135,000,000 was approximately 19% lower than the budget allowing the owner to fund additional work: • Additional funds were given to each stakeholder to procure more loose lab equipment.

• Funds were available to add a central effluent decontamination system.

• When stakeholders altered their organization, staffing, and requirements during construction, the owner was able to fund the necessary design and construction changes.

• The team was able to reinstate design features that were previously removed in value-engineering sessions, like the atrium point-supported glass connections.

The contractor’s 3-D shop drawings streamlined the construction process and costs. The coordination and quality of the documentation – aided by BIM modeling and clash detection during design - also resulted in relatively few change orders. When you remove the owner-requested revisions, the construction changes totaled about 2% of the construction bid.

SUMMARY The new D.C. Consolidated Forensic Laboratory ushers in a new generation of forensic discovery, one that celebrates its elevated role as an independent third arm of justice and a partner in public health and education.

While serving its fundamental role of helping law enforcement solve crimes quickly and efficiently, this high-performance workplace and state-ofthe-art lab environment serves as a visionary model for the future of forensic science.
