How to Select the Right Foreman

A few questions to make sure you have the right person managing your projects

I

n early December, I had the privilege of attending the Asphalt Pavement Association of Indiana’s (APAI) Winter Conference in Indianapolis.

Thanks for hosting me Bill Knopf!

During the APAI meeting, Charles Vander Kooi of Vander Kooi & Associates, presented a seminar on successful people management for highway contractors.

He had a very smart list of the seven traits that make a good foreman. If your project foreman isn’t strong in these areas, it might be time to reconsider who’s running your jobs.

• Customer satisfaction. Is your project foreman a problem solver? Do customers enjoy interacting with him?

• Cost awareness. Does your project foreman respect company resources? Is he sensitive to cost mistakes?

• Equipment. Does he treat equipment respectfully? Does he make sure daily checks and maintenance are performed on schedule? Does he operate the machine like it’s his own?

• Attitude. Does he take personal responsibility for mistakes right away or does he play the blame game?

• Paperwork. Does your project foreman turn his paperwork in on time? Is it accurate? Does he take this important aspect of his job seriously?

• Safety. Have your employees completed safety classes and meetings? Has OSHA visited? What is the injury rate under this project foreman?

• Quality. Customers determine quality, so when the job is done and the budget is met, is rework minimal? The

accomplishment of meeting deadlines and budgets is diminished if there’s a lot of backtracking to correct mistakes that can be done right the first time.

They’re a great place to take part in educational seminars, learn new trends, receive updates on regional news, and network with both customers and peers.

NEW PRODUCTS Caterpillar Offers AP600F & AP655F Asphalt Pavers

L

ast year, Caterpillar introduced a number of new features on its 10-ft. pavers. Now, it’s bringing these same features to its new 8-ft.

AP600F wheeled and AP655F rubber track paver with Mobil-Trac undercarriage.

According to John Anderson, Caterpillar Paving, these features include: intuitive touch screen operation, advanced Eco mode, single-button feeder system activation, auto fill feeder system, quick-change heating elements, front wheel assist, an all-wheel-drive option with improved capabilities and a fastheating screed plate using a 70-kW high-power generator.

Both paver models are equipped with a 173-hp C4.4 ACERT engine that meets Tier 4 Final emissions standards.

The standard Eco-mode operates at a 1,650-rpm engine speed to save fuel

without any sacrifice in performance.

“The engine has 95% of its full horsepower at 1,650 rpms,” Anderson says.

The advanced Eco-mode includes automatic engine speed control, which efficiently manages engine rpms to optimize fuel economy, reduce sound levels and keep the paver running smoothly. “It brings the engine down to idle speed, or heating speed if you have the generator turned on,” Anderson explains. “If you do run into a situation where you have high load on the engine — above 90% duty cycle — it will automatically increase the engine rpm.”

Integrated generator, screed heating system The 70-kW integrated generator is the power behind the new screed heating system. Exclusive to Caterpillar, the generator used on F-Series pavers was developed by the same team that designed and

engineered the Cat D7E electric-drive dozer.

The integrated generator is directly connected to the paver engine, and operates as a core part of the machine. The refined heat distribution of the SE50 and SE60 screeds combines with the generator to bring the screed to the proper temperature — from roughly 40° F to 270° F — in approximately 15 minutes, compared with the previous 30 to 45 minutes.

“It’s very quick. That gives the crew more time to get their work done during the day; [there’s] less time standing around waiting to get going in the morning,” Anderson says.

The pavers run at about 1,300 rpms while pre-heating, resulting in reduced sound levels.

“If you’re [working] in residential areas, it lets you starts up a little earlier because you don’t have a noise issue,” Anderson says.

The pavers come

equipped with the new screed platforms, including the SE50 V and SE60 V vibratory or SE50 VT with vibration and tamper bars. The SE50 V offers a maximum paving range of 21.3 ft., the SE50 VT has a width up to 26.3 ft. and and the SE60 V provides up to 25 ft.

Quick-change screed extensions make it easy to maximize lift widths.

Slotted mainframe extensions and strike-off plates enable single-person assembly. Integrated hooks assist with extension assembly and alignment.

Power controls leverage hydraulics to easily attach and remove the selflatching screed extensions.

Screed plate life is extended with the utilization of abrasionresistant steel. Screed extensions are equipped with exclusive two-speed proportional control for enhanced responsiveness near obstacles and more precise control on highway applications. A pendant control adjusts the height of optional hydraulic endgates, as well as extender width and tow-point height.

The control provides the screed operator with much more flexibility regarding their locations.

The addition of a machined screed frame eases installation of the screed plates, which bolt flat to the frame. “In the past, you would probably shut down for a day when you had to change screed plates,” Anderson notes.

“Now you can get it done in about four hours.”

“A Very Good Bill for the Asphalt Industry” The FAST Act is the first long-term highway bill in a decade

Funding mechanisms The FAST Act uses a variety of onetime cost savings and non-transportation resources to supplement incoming trust fund revenue to support its investment levels over the next five years.

The measure formally reauthorizes the collection of the 18.4 cents per gallon gas tax that is typically used to pay for transportation projects. The gas tax has been the traditional source for transportation funding since its inception, but

lawmakers have resisted increasing the amount that drivers pay.

The federal government typically spends about $50 billion per year on transportation projects; the gas tax only brings in $34 billion annually. Therefore, the FAST Act also includes $70 billion in “pay-fors” to close the $16 billion deficit.

Some of the revenue offsets in the bill include $53.3 billion from capping the Federal Reserve System’s surplus account at $10 billion, $7 billion from a reduction in the Fed’s dividend to large member banks, and $6.2 billion from a sale of 66 million barrels of oil from the Strategic Petroleum Reserve.

The FAST Act provides five years of funding predictability for states and fewer federal regulations on infrastructure projects but doesn’t solve the HTF’s fundamental revenue problem, said Pete Ruane, president of the American Road & Transportation Builders Association (ARTBA).

“Congress and the Obama Administration again sidestepped a golden opportunity to put the federal highway and transit investment program back on solid financial footing for the long term,” Ruane says. “They also fell short in providing the level of investment that would result in demonstrable improvement in the overall physical conditions, performance and safety of the system.”

An AASHTO staff analysis shows the bill’s highway programs will see an overall funding increase of about 5% the first year and 2% annually after that. But that

s funding for America’s highways was about to expire last month, Congress pas sed and President Obama signed the Fixing America’s Surface Transportation Act (FAST Act).

The five-year, $305 billion highway bill calls for spending approximately $205 billion on highways and $48 billion on transit projects over the next five years. It is the first long-term national transportation spending package in a decade and follows a string of temporary patches that began before Obama entered office.

According to the National Asphalt Pavement Association (NAPA), the FAST Act would grow annual federal highway investments by 15.1% from the current $40.3 billion to $46.4 billion by FY 2020.

The legislation also provides five years of predictable funding for the asphalt pavement industry.

However, even before signing the five-year FAST Act on Dec. 4, President Obama recognized this wasn’t a homerun.

“This bill is not perfect, but it is a commonsense compromise, and an important first step in the right direction,” he said. “We should also recognize that we still have work to do. ”

Year analysis also points to a sizable cut looming for state DOTs’ highway funding in the final year of the FAST Act. As a longer-term budgeting provision, the law locks in a $7.6 billion rescission of unobligated contract authority on July 1, 2020, and requires the state agencies to apply their cuts proportionally across certain program categories while exempting others.

Unless that provision is removed in coming years, state DOTs will face contract authority cuts midway through the summer construction of 2020, says Joung Lee, AASHTO’s policy director, and that could severely impact their entire fifth year of project planning under the bill.

“If this were to happen, at best there would be a major reduction in states’ flexibility to manage their highway programs; at worst, it could lead to cuts in federal funding for vital projects all over the country for that year,” Lee says.

For road building contractors like Payne & Dolan Inc., based in Waukesha, WI, the certainty of five years of federal funding allows the company to make longer term capital investments in equipment and labor.

“It’s hard to develop an intelligent operational plan and business plan when you’re always guessing about tomorrow,” says John Bartoszek P.E., vice president at Payne & Dolan.

Bartoszek is critical of the level of funding, however, and the unwillingness of politicians to invest in our infrastructure.

“I’m not convinced that the way to pay for the bill was the best,” he says. “We need to be honest with ourselves and quit talking about the problem and solve it. A real increase in revenue for our country’s infrastructure is needed. It’s disappointing that the political will isn’t there to get a true revenue stream into the Highway Trust Fund.”

Kevin J. Kelly, president & CEO of Walsh & Kelly and incoming NAPA chairman, says the immediate boost in highway funding under the FAST Act will help fund projects around his state which is a key component to the future economic vitality of Indiana.

“The FAST Act will also allocate an additional total of $152,440,729 to Indiana for a new freight program to fund Critical Commerce Corridor-type projects to improve the movement of freight while supporting current transportation needs,” he says.”This bill gives DOTs the assurances they need to break ground on many of these long-needed projects.

“Congress did miss a chance to address the structural problem of how we fund infrastructure construction and maintenance,” he continues. “That is an issue we will have to address — and the sooner the better — but for now, I am very happy to put people to work improving the performance and drivability of Indiana’s roads.”

Michael Cote, M.B.A., P.E., NAPA chairman and executive vice president & chief development officer at The Lane Construction Corp., headquartered in Cheshire, CT, says the five years of predictable funding is a boon to the industry.

“Projects will be advertised, bid and awarded on-schedule which allows for better all-around allocation of resources,” he says. “Hiring decisions and capital expenditures for plants and equipment can be committed to with far less risk. This will stimulate the economy at many levels and, at the same time, provide much-needed infrastructure maintenance and capacity improvements. The bill is win-win for everyone.”

Freight program The FAST Act will be remembered for its freight provisions, says NAPA. The final conference agreement calls for expanding the National Highway Freight Network (NHFN) to include the Critical Commerce Corridors (CCC), which uses a coordinated regional planning approach to create a seamless, multi-modal national system.

The legislation also combines freight provisions from both the House and Senate bills that creates a new core freight

Year program as part of each states’ formula allocation and replaces the old TIGER Grant program with a new freight discretionary grant program.

“Essentially, these programs create a new bucket of highway projects that are eligible for federal funding,” says Jay Hansen, executive vice president at NAPA. “Unfortunately, due to their complexity, states may not have these types of projects ready to go, so the spend out rates will be slow.”

Other provisions The FAST Act converts the Surface Transportation Program (STP) into a new Surface Transportation Block Grant Program (STBGP). Funds under this program may be used to fund highways, bridges, tunnels, ferries and other types of projects as listed in the bill.

The funding is divided between the state transportation departments and municipalities (ST/MUN) as indicated. The STBGP is a core highway program which has the most flexibility on project eligibility.

“States tend to spend their funding on highways while mayors and local governments tend to invest in transit and enhancement-type projects,” Hansen says. “The FAST Act sends a clear signal that Congress wants local government to have more say in how federal highway dollars are spent.”

The FAST Act cuts the Transportation Infrastructure Finance and Innovation credit assistance (TIFIA) program from the current level of $1 billion to $275 million in FY 2016 (growing to $300 million in FY 2019 and 2020).

“TIFIA helps spur public-private partnership (P3) type projects; however, the U.S. DOT had difficulty implementing the program resulting in a slow spend-out rate,” Hansen says. “The funding levels in the FAST Act are more in line with actual TIFIA spending.”

The FAST Act also includes the NAPA-supported provision to expand the current exemption to the hours of service rule for drivers of construction vehicles, allowing those operating

within a 75-mile radius to restart their work week after 24 hours of rest.

“This will provide some relief from the onerous hours of service regulations for NAPA members,” Hansen says.

The FHWA’s Every Day Counts (EDC) initiative, which is designed to spark greater use of innovative technologies and processes within the transportation industry, was also made permanent.

The FAST Act also reauthorizes the Accelerated Implementation & Deployment of Pavement Technologies Program, which provides $12 million annually ($6 million asphalt, $6 million concrete) to use innovative pavement technologies in the field.

“This was a NAPA top priority,” Hansen says. “NAPA worked to establish the program under MAP-21 which led to the

very successful and ongoing FHWA-NAPA Cooperative Agreement.

The bottom line For the most part, there are a number of things to like about the FAST Act. It provides five years of funding predictability and less federal red tape for state transportation improvement programs. This, in turn, will help maintain employment, assists the public and private sectors to plan ahead, and it will speed up project delivery.

“It puts in place a reporting process that will provide more transparency and accountability,” says ARTBA’s Ruane.

“Highway users will now be able to know how and where their federal fuels taxes are being invested in their community.

And it creates the program framework to finally start modernizing our National Highway Freight Network.”

All that is missing is the money to get that job done right, says Ruane.

“Five years goes by fast,” he says. “In four years, state transportation departments will again be staring at a looming funding abyss. At best, we will be treading water.”

According to NAPA, however, the FAST Act will offer an immediate and significant boost to highway spending in 2016 — $2.1 billion (5.1%) above 2015 levels. Congress still needs to pass an FY 2016 Transportation Appropriations Bill to confirm the funding levels specified in the FAST Act. Highway spending would then grow by 2.1% to 2.4% per year after 2016. Asphalt pavement tonnages in the future will correlate closely with the growth rates established in the conference report and grow as states increase their own spending on highway and road projects.

“Now that states know what the federal commitment will be over the next five years, I see them taking steps to boost their own investment levels,” Hansen says.

“States that have projects on the shelf and ready to go, will take advantage and there will be a positive impact in all 50 states.

“And the freight program, while it will spend more slowly, is a great opportunity for the asphalt market,” he continues.

“Overall, this is a very good bill for the asphalt industry.”

Ready for a Bumpy Ride?

RoadBump app uses a phone’s accelerometer and GPS sensors to measure the roughness of a road

eveloped with input from staff at National Center for Asphalt Technology (NCAT) and with consulting advice from the civil engineering department at the University of Arkansas, the RoadBump app from Grimmer Software is an inexpensive tool for pavement contractors, counties and government organizations to get estimated IRI information that previously was available only through very high cost laser profilers.

RoadBump uses an Android device’s GPS and accelerometer to measure the roughness of a road. It displays a map of the road that was measured, and graphs estimated IRI for any section of the road.

RoadBump produces estimated IRI graphs as a moving average or in

segment lengths that you specify (such as one mile or kilometer). An accelerometer graph shows individual bumps, dips and waves.

“RoadBump’s goals are to provide an extremely low-cost tool to gather roughness data, to pinpoint rough points on a road, and to provide relative comparisons of different roads or the same road over time,” says Dave Grimmer with Grimmer Software.

Tested quality RoadBump was tested over a 19-mile section of road in central Arkansas — from the intersection of Highway 5 and Highway 64 to the intersection of Highway 5 and Baseline Road.

The state highway department provided left- and right-wheel path IRI results from their ARAN van, which evaluated the same section of road a couple of months before the RoadBump test.

The road was driven at the posted speed limit of 55 mph.

Over each of the five sections, RoadBump’s IRI averages were always within 7.3% of the true IRI. RoadBump’s moving average graph closely matches that produced by the state’s inertial profiler. Comparisons of the other sections show a similar tight fit.

The IRI data from the state of Arkansas was provided at five-meter intervals.

RoadBump generated 50,804 accelerometer records over that same stretch of road, yielding an IRI estimate every 9.6 in. Each series is a moving average covering 570 ft.

RoadBump displays a Google map of the path traveled along with graphs showing how the roughness varied across the recorded path.

Looking at IRI averages for each 0.1 mile for section 7, RoadBump continued to show very good results.

Easy operation RoadBump is designed to be easy to use. Simply press the giant start button, drive the road you want to measure at normal speeds and then press the giant stop button. Road data is gathered and held on the device so a network connection is not required.

When you view a recording, RoadBump displays a Google map of the path traveled along with graphs showing how the roughness varied across the recorded path. Old recordings can be compared one at a time to recent recordings to see relative changes in the roughness of the road.

RoadBump’s data can be exported for use in other applications (such as Microsoft Excel). The app also allows recordings up to two hours in length that can be later saved as smaller segments.

“The greatest benefit of RoadBump is that it provides objective data about the roughness of a road to support the decision-making process,” Grimmer says.

RoadBump is available as free and paid versions through the Google Play Store. The free version allows you to verify the app works properly on your device. It allows you to record a path and review the resulting map and graphs.

The paid version, RoadBump Pro, adds in several features, including the ability to save and manage recordings, to move data to a PC, and to save a portion of a recording as a separate recording.

Difference Five years after its implementation, the FHWA’s Safety Edge initiative is saving lives and reducing crashes

I

t’s been five years since the Federal Highway Administration (FHWA) implemented its Safety Edge initiative and, according to the numbers, it looks like it’s a success.

First, a brief history of the Safety Edge program. Following years of studies by the U.S. Department of Transportation (USDOT), the FHWA, State Departments of Transportation and industry groups, a correlation emerged between the amount of roadway accident and

fatalities due to the departure of the vehicle from the roadway.

A major contributor to these accidents was the existence of pavement drop-offs left by conventional paving methods. These drop-offs created dangerous conditions when attempting to re-enter the roadway, resulting in injuries and fatalities that could otherwise be preventable.

A solution to combat this problem came in the form of the Safety Edge. The Safety Edge is an uncomplicated and effective solution to mitigate pavement edge-related crashes. When done correctly, simply shaping the edge of the pavement to 30 degrees can eliminate the problem of vertical drop-off.

As with conventional paving, the graded material adjacent to the Safety Edge should be brought flush with the top of the pavement following paving.

The Safety Edge concept is that when drop-offs recur, they will not be vertical, but a shape that will not induce tire scrubbing, which results from the tire rubbing intensely against the vertical edge, causing friction between the wheel and the pavement.

By the numbers Roadway Departure fatalities have dropped 23% in the last 10 years (from 23,702 in 2004 to 18,257 in 2013). Various infrastructure improvement efforts, such as the Safety Edge, along with increased vehicle safety, have contributed to the decline in the number of lives lost every year on our nation’s highways.

“The Safety Edge program has definitely been a success,” says Cathy Satterfield, P.E., Transportation Specialist with the FHWA Office of Safety. “The research done prior to our implementation efforts with Every Day Counts (EDC) showed that it would reduce the loss of control by the driver in cases where they encountered vertical (or near vertical) pavement edge drop-off.

“We also consider it an implementation success – typically it takes many years to see the adoption of a new process in the highway industry,” she continues. “As a result of FHWA’s EDC initiative, we saw widespread adoption in 3 years (40 DOTs) by December 2012.”

In regard to the number of lives saved, FHWA says it hopes to be able to estimate that once the data analysis mentioned previously is complete.

“However, it will only be an estimate, as we do not track every Safety Edge paving project,” Satterfield says.

As Frank Julian, Highway Safety Engineer with the FHWA Safety and Design Technical Services team explains, Safety Edge is a true systemic safety countermeasure that will reap benefits anywhere it is applied.

“As is often the case with this type of safety treatment, the crash reduction in any one corridor is relatively small,” he says. “Evaluation with a small sample of projects constructed in 2005 indicated about 6% reduction in all crash types and benefit-cost ratios ranging from 4 to 63.

“We are now working on a larger scale study that is anticipated to have more reliable results,” says Dr. Carol Tan, PhD, Team Leader, Safety Data & Analysis with the FHWA Office of Safety Research & Development. “We typically need crash data for three years before and after construction of a safety improvement to develop accurate safety performance functions (SPFs) and crash modification factors (CMFs).”

An SPF is an equation used to predict the average number of crashes per year at allocation as a function of exposure and, in some cases, roadway characteristics (e.g. number of lanes). A CMF is a measure of the safety effectiveness of a particular treatment.

“Since we did not have adequate

Most of the concerns raised by the contracting community typically occur before they actually install a pavement with the Safety Edge. This has occasionally led to states limiting the use of the Safety Edge to those with the most need for the safety treatment (very narrow pavements) or those where it is easiest to install (thicker applications).

“We believe this will change over time, however, as the contracting community gains more experience with the Safety Edge,” Wagner says. “Several contractors have commented on how they prefer including the Safety Edge because it reduces the amount of corrective work needed from construction vehicles traversing the edge of the mat before it cools. The Birth of One Safety Edge Attachment

the construction process while traffic is exposed to the edge.”

In spring of 2010, Carlson Paving Products was approached by the FHWA and challenged to build a reliable, easy-to-use attachment for creating the 30-degree tapered roadway edge as part of the Every Day Counts (EDC) initiative.

Carlson’s team was determined to create a prototype device that took into account drawbacks of current devices and offer a better attachment to help launch the initiative and improve roadway safety. Just 30 days after meeting with the FHWA, Carlson unveiled its working prototype.

“We placed it on the endgate where it belongs,” says Tom Travers, sales & marketing manager for Carlson Paving Products. “By placing it there, we created a design that was more comfortable to come in and out with ease.”

The endgate-mounted Carlson Safety Edge incorporated a center jack to raise and lower the beveled edger from 30 degrees to joint matching. Whereas the devices before it were difficult to adjust or inaccessible due to material buildup, the Carlson design allowed operators to easily adjust the exteriormounted endgate jack.

The patented device was quickly taken to jobsites for testing and presentation before government officials and paving contractors. The Carlson design extruded and sealed the edge for a clean, compacted edge. The edge continued to hold and retain its 30-degree angle after roller compaction.

Following the six tests performed that year, Travers and the Carlson team knew they had a platform for success, yet they saw room for improvement.

The following year, heat was incorporated into the design to improve material extrusion, the beveled shoe was narrowed and the center jack was placed inside a strengthened frame.

The volume of interest in the safety initiative, combined with an easy-to-use Carlson attachment, continued to grow throughout the year. Following input from contractors and acknowledging the need to make the platform universal for all screeds for the good of the industry, minor modifications were made to create a third generation of attachment.

By this time in 2011, most states had begun to institute Safety Edge as a requirement on projects while the Carlson Safety Edge was the only endgate-mounted device evaluated and found satisfactory by the FHWA for constructing the roadway safety feature, a designation it continues to maintain.

“The only issue that we saw with the V2 platform was that the design was still bulky,” Travers explained. “As a safety issue, we wanted to better protect crews from the weight of the endgate. That’s when we came up with the V3 design.”

Introduced in 2013, the V3 platform was designed to replace runners that attached to the endgate through use of an integrated bolt system. Rather than replace entire endgates, operators would be able to replace much lighter runners and be able to switch quickly between a joint matching runner and a Carlson Safety Edge runner.

The V3 drastically improved the safety of crews and increased productivity, and the platform’s potential was quickly acknowledged as a basis for future safety initiatives.

In 2014, Carlson introduced longitudinal joint density attachments that help improve the overall lifecycle of roadways, with the Sideload Endgate attachment using the V3 platform. With a solid foundation upon which to build, Carlson sees the V3 platform as a springboard in advancing innovative and safety-driven attachments.

Safety Edge devices The availability of a number of commercially available products has definitely been part of the successful implementation of the Safety Edge treatment.

Many states were interested in building their own device initially, but most agencies have learned that their projects are more successful with a manufactured device, says Andy Mergenmeier, P.E., Senior Pavement and Materials Engineer with the FHWA Pavement and Materials Design Technical Services Team.

“FHWA has assisted with field evaluation of the devices,” he says. “Continued innovation by the industry has made the

construction of the Safety Edge better and easier.”

Some devices offer features that make them more attractive for certain paving equipment, such as the ability to quickly and easily adjust the angle to accommodate different mixtures or field conditions, the ability to disengage and reengage while paving at driveways or curb and gutter locations.

Some project personnel have tinkered with the devices to make their own improvements, as well, says Mergenmeier. And new devices continue to become available.

“We’ve heard no complaints from contractors,” says Jeff Cranson with the Michigan Department of Transportation (MDOT). “They’ve had to make

modifications to some of their paving equipment in order to properly construct the Safety Edge. They’ve either purchased a device or made modifications to their current equipment. They understand the importance of safety and have complied.”

Michigan’s Local Technical Assistance Program (LTAP) has a paving shoe available to loan to local agencies as well.

“This was part of an early demo project,” Cranson says. “Since that time, contractors have responded by purchasing their own equipment.”

Roadway departure fatalities have dropped 23% in the last 10 years, which can be attributed to various infrastructure improvement efforts, such as the Safety Edge, along with increased vehicle safety.

Furthering the program At the end of the initial EDC effort where Safety Edge was an initiative, most state DOTs had developed standard drawings and contract language to implement the Safety Edge on their paving projects.

A few local agencies had also adopted Safety Edge as a practice.

“Our focus in the last couple years has been on increasing use on the local road system, where the paved width is typically very narrow, and therefore the Safety Edge will have great benefit,” Satterfield says. “As with the state DOTs, we have found that ‘seeing is believing,’ so we have been hosting a number of

open houses and demonstrations through the LTAP Centers in each state.”

In the last two years, FHWA has had demonstrations in Wisconsin, California, Tennessee and Alabama.

“We plan to continue these as resources allow over the next year and make an extra effort to make local agencies aware of their state DOT’s drawings and contract language,” Satterfield says.

“We also will conduct additional webinars once the crash modification factors are available.”

Cranson says the open houses and demonstrations in Michigan have aided in the development of MDOT guidance as well as acceptance of the initiative by MDOT and local agencies.

“Paving agencies have been very receptive to this potentially life-saving feature,” he says. “The additional costs are minor when considering the feature adds safety to our roads and our ‘Towards Zero Death’ initiative.”

Team Effort Reduces Jobsite Noise from Asphalt Paver The Shelly Co. partners with BOMAG and its dealer to find a solution to a noisy paver problem

W

hen The Shelly Company notified Southeastern Equipment Co. Inc. that noise levels on a Bomag CR652RX paver equipped with a Stretch 20 Electric Screed were interfering with communication among operators, Southeastern took advantage of the winter repair season to develop a solution.

This solution is now available as a parts kit with a step-by-step manual from BOMAG, so that other dealers can offer a way to reduce noise levels quickly and easily.

“The noise was created by a hydraulic motor running a generator at the rear of the screed where crews were positioned to operate the paver and screed,” says

Doug Neff, asphalt product manager at Southeastern Equipment. “The noise levels were high enough that the crew complained about their ability to communicate while the unit was running. We needed to find a solution.”

The improvements that Southeastern developed for the paver have been documented by BOMAG, adds Henry Polk, paving products representative.

“We were very pleased that Southeastern jumped in to fix a problem,” he says. “This process is a perfect example of the partnerships that we are proud to have with our dealers.”

John Crawford, equipment manager at The Shelly Company, agrees.

“Our operators were very thankful that Southeastern listened to their

concerns and solved the problem,” he notes. “Because of the improvement that Southeastern developed, productivity increased significantly. Communication is critical on a jobsite.”

Southeastern Equipment and The Shelly Company worked on a solution with Mark Ladda, aftermarket representative with BOMAG, when he was at Southeastern to complete technical training on pavers with the dealer’s technicians.

Ladda returned to BOMAG with the solution and began to document it, along with step-by-step instructions on how it should be installed. The result is the noise reduction kit that BOMAG is now offering as a standard part to all its dealers.

An Update on NCAT’s Latest Test Cycle New partnership with MnRoad will allow for testing in cold weather climates

A

fter the successful construction of new test sections last summer, the National Center for Asphalt Technology (NCAT) has begun its sixth cycle of accelerated pavement testing, with an important emphasis on pavement preservation.

The sixth research cycle is commonly referred to as the “2015 Track” and will last until the end of September 2018.

The first phase of the sixth cycle consisted of constructing test sections on and off the Test Track. In the second phase, each section on the track is subjected to 10 million equivalent single axle loads (ESALs) of heavy truck traffic applied over a period of two years. The performance of each track section is closely monitored on a weekly basis.

The final part of the three-year cycles at the test track involves forensic analyses of damaged sections in order to determine the contributing factors to pavement distresses.

The scope of the pavement preservation research has been expanded in this cycle to include continued evaluation of Lee County Road 159, a low volume route, and new treatment sections on U.S. Route 280, a much higher traffic volume roadway.

Pavement preservation focus A major focus of the sixth research cycle is to quantify the life-extending benefits of different pavement preservation treatments by determining the field performance of treatments applied at various stages of pavement life and decay, says Dr. R. Buzz Powell, P.E., NCAT assistant director & Test Track manager.

In this highly controlled experiment,

quantifying the benefits of various pavement preservation alternatives as a function of pretreatment condition will provide transportation agencies an objective basis for pavement management decisions.

In 2014, pavement preservation treatments were applied to several Test Track sections at predetermined distress levels. Traffic and examination of these sections, as well as those on Lee County Road 159, will continue throughout this research cycle.

“In 2016, we will continue to monitor the sections on Lee Road 159 placed in the summer of 2012, the sections placed on US-280 in the summer of 2015, and the sections that will be placed at MnROAD in the summer of 2016,” Powell says. “Numerous treatments and/or treatment combinations included in this study have, to the best of our knowledge, never been done before.”

NCAT and Minnesota Department of Transportation (MnDOT) — through its MnROAD facility — have formally partnered for the first time to execute pavement preservation and asphalt mixture performance testing experiments with a nationwide implementation impact.

This partnership brings about expansion of experiments to include a cold weather climate. Many of the same pavement preservation treatments installed by NCAT in Alabama will also be installed on low- and high-volume routes in Minnesota.

“The overall goal of this research at NCAT is to quantify the life-extending and condition-improving benefits of pavement preservation treatments and treatment combinations on flexible pavements with diverse levels of pretreatment

Test Sites for the Sixth Cycle NCAT Test Track Initially constructed 15 years ago in Lee County, AL, the Test Track features 46 unique 200-foot test sections are installed around a 1.7-mile oval and subjected to accelerated damage via a fleet of tractors pulling heavy triple trailers in order to compress 10 million equivalent single axle loadings (ESALs) of pavement damage into two years of fleet operations.

Lee County Road 159 Lee Road 159 is a local 5½-inchthick dead end county road that provides access to a quarry and an asphalt plant. Lee Road 159 evolved from a single lane dirt road to a chip sealed two lane road to a road paved with multiple layers of asphalt pavement.

Lee Road 159 currently has 23 study treatments or treatment combinations.

U.S. Route 280 A higher volume route focused on cold recycling techniques, U.S. Route 280 features test sections that are 0.1 miles in length and include 34 treatment and treatment combinations such as micro surfacing, crack sealing, chip seals, fog seals, scrub seals, cape seals, thin asphalt overlays (thinlays), and cold recycled sections using foamed and emulsified asphalts in both central plant and in-place production.

condition in a southern environment under low traffic, high traffic, and accelerated traffic conditions,” says Powell.

“Conversely, the goal of complementary research at MnROAD is to do the same thing for their northern environment.”

The causes of cracking While many tests have been developed to evaluate cracking potential of asphalt mixtures, it’s not clear which ones correlate the best with field performance and what criteria could be used in specifications, says Powell.

This is another focus area of the 2015 Pavement Test Track cycle. The objective is to validate laboratory cracking tests by establishing correlations between test results and measured cracking in pavement test sections.

New track sections have been constructed with asphalt surface layer mixtures that have a range of expected cracking susceptibilities. Other factors that can impact top-down cracking, such as underlying pavement structure and differences in aging, have been controlled to the highest degree possible.

A battery of laboratory cracking tests will be performed. The analysis of the laboratory cracking tests will identify which method provides results that best correlate with field cracking while also considering practicality for use in mix design control testing, cost-effectiveness, and the ability to accommodate recycled materials, new and future additives, and mix combinations.

In 2016, MnROAD will also build complimentary cracking group sections to validate low-temperature cracking tests.

These parallel studies will help state DOTs in both cold and warm climates make decisions.

High-volume experiments New pavement preservation treatments have also been installed on a nearby section of U.S. Route 280, expanding the scope of the research to include a higher volume route and cold recycling techniques.

These sections serve as a complement to existing sections on the Test Track and Lee County Road 159 and will

can be refined over time with locationspecific pavement performance feedback,” Powell says. “A second objective is to develop guide specifications and recommend guidelines for quality assurance testing and inspection of pavement preservation treatments.”

How to test the effects of pavement preservation on moisture Dry pavement structures are assumed to perform better than wet pavement structures. Pavement preservation treatments would be expected to prevent water intrusion, which should result in drier structures.

NCAT set out to test this theory, and test sections on Lee Road 159 provided a unique opportunity to quantify the potential moisture reducing benefit of pavement preservation. Electronic methods to measure subgrade moisture content, however, have not worked well at the NCAT Test Track.

A method was needed that did not require the installation of intrusively confounding sensors and roadside hardware. What researchers ultimately used was a moisture sealed tube permanently installed in the roadway.

The tube is positioned such that the tip is embedded two inches into the subgrade. At regular intervals, a probe that contains both a nuclear source and a detector are temporarily lowered into the tube. Post installation measurements are directly proportional to moisture content via count ratio (test count divided by the standard count) and factory calibration coefficients.

Results are made more accurate by correlating estimated moisture contents to measured gravimetric measurements made in the laboratory using dry auger trimmings recovered during sample tube installation.

Using this nuclear nondestructive method, it’s not necessary to permanently install intrusive sensors or roadside data acquisition hardware. The only research asset on the roadway is an empty tube sealed with a recessed top that is temporarily removed with a pull handle to facilitate periodic testing.

Almost three years after the placement of pavement preservation sections on Lee Road 159, moisture contents in most of the treatment sections are still generally lower than the two control sections. “To the best of my knowledge, this type of testing has never been done before,” says Dr. R. Buzz Powell.

AEMA-ARRA-ISSA Meetings: A Look Ahead

W

ith three core association meetings, and four partnered events, 2016 is shaping up to be a big and busy year for the Asphalt Emulsion Manufacturers Association (AEMA), Asphalt Recycling & Reclaiming Association (ARRA), and International Slurry Surfacing Association (ISSA).

The three associations kick off on January 18-21 when ISSA holds its annual Slurry Systems Workshop (SSWS) at the Texas Station Hotel & Casino in Las Vegas, NV. The workshop is three days of intensive work in the classroom, lab and parking lot, and includes a roster of presenters delivering an outstanding, high quality, educational curriculum.

Each year, close to 300 attendees from all over the world come to learn about topics ranging from emulsions for pavement preservation, to slurry systems best practices and craftsmanship, to Troubleshooting Slurry Systems in the Field. The outside demonstration is always a great example of the work being done on the roads today and the machines that do it.

Following the Slurry Systems Workshop, the AEMA-ARRA-ISSA Annual Meeting takes place February 23-26 at the Hyatt Regency Coconut Point in Bonita Springs, FL. This year’s focus is ‘Getting Value from your Industry Association’.

AEMA, ARRA and ISSA are strongly invested in the maintenance and preservation of our highways in ways that are economically beneficial, soundly engineered, and friendly to the environment.

Through our marketing program, the Pavement Preservation & Recycling Alliance (PPRA), the associations use this meeting to meet the challenges ahead with a united front.

Attendees have the opportunity to enjoy the general sessions, then choose the topics on which they want to focus

on as the schedule allows everyone to keep abreast of new developments that may be valuable for future business expansion or simply pertinent for current customer satisfaction.

The fall brings AEMA’s International Symposium on Asphalt Emulsion Technology (ISAET) on November 1-4 at the Hyatt Regency in Crystal City, Arlington, VA. This symposium, spawned by the “First World Congress on Emulsions” in Paris, France, in October 1993, as a series of symposia dedicated to the international asphalt emulsion industry.

ISAET 2016 embraces research and practice with respect to manufacturing, use and performance of asphalt emulsions.

The conference provides attendees a forum for discussion of leading research work, presentations of case studies demonstrating the implementation of research into practice, and fosters discussion on producing better performing and cost effective asphalt emulsions.

Partnering events In addition to these three tent pole meetings, the association members will be attending, presenting, or participating in committee meetings of four partner events.

The Transportation Research Board (TRB) 95th Annual Meeting held January 10–14 at the Walter E. Washington Convention Center, in Washington, D.C. is expected to attract more than 12,000 transportation professionals from around the world.

The meeting will focus on all transportation modes, with more than 5,000 presentations in nearly 750 sessions and workshops addressing topics of interest to all attendees. Sessions and workshops will focus on the spotlight theme for the 2016 TRB Annual Meeting, Research Convergence for a Multi-Modal Future.

Next up is the World of Asphalt Show

& Conference on March 22 – 24 in Nashville, TN. The World of Asphalt is where the industry’s leading manufacturers and service providers in the aggregate, asphalt, pavement maintenance and traffic safety industry sectors come together to showcase their latest products and technologies.

Right on the heels of the World of Asphalt is NACE 2016, April 24-28, at the Hotel Murano in Tacoma, WA. NACE 2016 is put on by the National Association of County Engineers, presenting fresh, new approaches to how county road and infrastructure officials learn, engage and connect with one another.

The annual show allows attendees to compare competing technologies and services while providing the space so they can spend quality time with other solutions providers.

Rounding out the year for partner events, is the 2016 National Pavement Preservation Conference held on Oct 1114, at the Renaissance Nashville in Nashville, TN. The conference offers pavement practitioners across the country an opportunity to hear from experts in the field of pavement preservation, and to observe demonstrations of the placement of several types of pavement preservation treatments. The conference also offers an inter-regional networking opportunity to share experiences and address major preservation issues affecting today’s agencies and industry.

sphalt plants have long been deemed as bad neighbors due to the smell, noise or level of “pollution” people seem to think these businesses create.

Add to that the growing need to be more sustainable in every aspect of your business, and plant owners are facing some huge challenges ahead to make their operations seem more “green.” In the U.S. we see this with the development of programs like LEED v4, Envision, Green Globes, Invest, Greenroads, Greenlites, etc. which look at a project’s sustainability from cradle to grave. The asphalt industry needs to be concerned about plant sustainability because your customers are increasingly concerned about how sustainable products are.

“While these issues are clearly important to our industry, the real reason we need to be concerned about sustainability is that it is the right thing to do,” says Ron Sines, P.E., vice president of asphalt performance for Oldcastle Materials.

“Reducing or eliminating our negative environmental impact, being a good neighbor active in our communities and a valued member of the local economy can only make our businesses stronger.”

While many plant owners may be reluctant to invest in sustainability, there are some things you can implement today that will immediately improve your

plants efforts to become more sustainable and not cost you a fortune.

Start with education It all starts with education. “We need to make sustainability something real and tangible,” Sines says. “Sustainability needs to be more than a buzzword. We need to educate employees on what our goals are.”

The asphalt industry has several tools that can help plant managers see what impact their operations have on the environment. The National Asphalt Pavement Association’s (NAPA) Greenhouse Gas Calculator is a good place to start to better understand the impact of an asphalt plant on the environment. Clearly the single largest contributor to CO2 emissions is the fuel consumed by the plant at the burner tip and hot oil heater.

However, the tool also calculates the greenhouse gas emissions related to asphalt pavement manufacturing gate to gate as CO2 emissions. It also calculates emission offset credits for recycling and some fuel use.

What’s even better is the calculator includes a gauge to help identify the sweet spot for production where you’re not wasting fuel or under producing because you’re trying to be environmentally conscious.

“Plant owners and their employees need to understand that the decisions

they make on every ton, every project, every day impact the sustainability results achieved at the company,” Sines says. “They all roll up and help us see what our environmental impact is.”

Sines says customers also need to be educated so they can make informed decisions on project design and material selection.

Increasing efficiency in plant operations While education is paramount, there are also some low-hanging and relatively hassle-free improvements that plant owners can implement that will immediately improve efficiencies and therefore the sustainability of the plant.

Repair or replacement of plant insulation is something that can be completed quickly and will have a significant impact on the amount of energy needed to operate your plant. Uninsulated asphalt and hot-oil lines, flanges and jumpers require significantly more energy to operate than when they are properly insulated.

“Think of a missing insulation as leaving a window open on your house in the middle of winter,” Sines says. “Close the window and your furnace runs less and your fuel bill goes down. If plant owners and operators took a close look at their plant, they are likely to find lengths of asphalt or hot-oil piping, flanges and

• Maintain proper airflow through the plant and eliminate air leaks which develop over time • Properly position thermocouples to more accurately measure plant temperatures • Maintain proper slopes under stockpile to ensure aggregates drain water, consider paving under fine aggregate, RAP and RAS piles • Evaluate the plant’s compressed air system to ensure it is the right size, eliminate leaks and install additional storage tanks at key locations around the plant to provide the volume of air needed • Check the accuracy of weigh bridges daily, test weights mounted on the conveyor which can be dropped automatically can give you quick check and let you know if maintenance is required • If plants have asphalt calibration tanks installed, check the asphalt meter calibration regularly • While not necessarily maintenance, train loader operators on proper

techniques for loading out of stockpile to ensure the driest materials are introduced into the plant Maintain flights for heat balance and control stack temperature, use a heat gun to measure the difference across the duct work at the exhaust end of the drum, significant differences indicate a problem Use infrared cameras to identify cold spots in duct work that could indicate material build up which could be impacting air flow Eliminate air leaks Tune burners annually and monitor combustion frequently Work with aggregate supplies to deliver dry materials (and then keep them dry) Add a heat recovery system to the hot oil heater Flush hot oil systems periodically Maximize the use of WMA Fractionate RAP Develop a common mix to reduce mix changes Optimize mixture designs for binder content Take advantage of excess quarry materials

jumper which have missing or inadequate insulation. Individually, these may not be considered significant sources of energy loss, but together they end up costing a lot of money.”

Tuning both the drum and hot-oil burner to ensure complete combustion and ensuring liquid fuels are at the proper viscosity or that gas fuels are at the right pressure will also reduce energy demand.

Schedule production and operate the plant to limit the amount of waste generated at the plant. Accurate orders, limiting the number of mix changes, and knowing plant timing will all reduce the waste generated every day that you’re produceing asphalt mixtures.

“Reductions in raw materials used (whether it is aggregate and asphalt, burner fuel, or equipment fuel) means I have to buy less to produce the same amount of material,” Sines says. “These savings should go directly to the bottom line for any producer.”

Automation can also help with improving plant sustainability as equipment which monitors real-time burner fuel usage and knowledge of appropriate fuel use for the conditions the plant is operating under can indicate when plant adjustments or maintenance may be required.

“It’s all about measuring and reporting things,” Sines says. “Sure you can say you want to reduce burner fuel, but how much burner fuel should you actually be using? Set a target and measure yourself against that. Then if you don’t achieve that, look at your operation and make changes to achieve it.”

Properly calibrated plants (plant timings, temperature thermocouples, binder content, weigh bridges, etc.) will reduce the waste generated at plant start-up and shutdown and provide proper temperature control during production.

Looking to the future Sustainability is not going away. In the future we are likely to see it become a large part of our business every day.

Whether this is through providing Environmental Product Declarations (EPDs) for your products, requests for information on your sustainability efforts by potential customers, or providing certifications for green rating systems, sustainability will impact the asphalt business for the foreseeable future.

Steps can be taken now to better understand sustainability and improve how plants operate, but plant owners should also be focused on future sustainability goals for their company. Owners should become engaged in the process which will shape how sustainability requirements impact our industry, and implement sustainable practices at your business to help you be prepared for when this happens in the future.

Sines recommends these steps as a

starting point for future plant sustainability discussions: • Develop a plan that makes sense for your company and plants which makes sense today and provides a path forward for tomorrow.

• Provide training to help every employee understand how the decisions they make while completing

their job impact how sustainable plants and products will be.

• Look at plants and plan modifications or improvements which will allow for the use of increased RAP percentages while producing a quality product.

• Be active in local associations working with state and local agencies on specifications which encourage innovation and sustainable practices.

“We have the opportunity to be actively engaged in shaping how sustainability will impact our industry because if we don’t others will do this for us, and their interests may not be the same as ours,” Sines says.

“Plant owners may also be concerned that making themselves more sustainable will cost them money in a highly competitive industry,” he concludes.

“But the truth is completing projects or maintenance to make plants more sustainable will also make them more efficient and lower their operating costs.

Seems like a win-win situation for any producer.”

How to Choose the Right Path When Troubleshooting

othing is more difficult than troubleshooting problems at your plant. Generally there are so many paths to correcting a problem that it is hard to choose the correct one.

But the problem gets much simpler if you first ask yourself: “Am I addressing the PROBLEM or a SYMPTOM?” As an example of this I will talk about a small problem I encountered at a CMI plant this summer.

At the plant, there was an issue with the fines from the virgin aggregate belt and the RAP belt blowing into the generator. It was suggested to build wind guards and dust barriers to stop this.

This is a fine example of how to address a SYMPTOM of the main problem.

The actual problem was that the generator was in the wrong place. It should never have been put in a location that is subject to large quantities of airborne dust. It needed to be moved.

If one needs to purchase longer leads to place the generator in a safe location, so be it. Wire is much cheaper than the engine and electronics in that generator trailer. This is an example of addressing the SYMPTOM while ignoring the real PROBLEM. Another example, though a little harder to see, is the issue of an ALmix plant being out of spec on job in Uvalde, TX. That plant could not deliver the correct oil quantity. Everyone naturally focused on oil delivery.

When I started to troubleshoot the problem, they wanted me to focus on the oil delivery. But that was the SYMPTOM. The real PROBLEM was that the belt scale calibration was badly out of spec.

Unfortunately, it could never be in spec because of how the plant operators were

taught to calibrate it.

As you all know, the AC is directly tied to belt scale output. The men were told that a single point calibration would work.

As the men were taught the calibrations, there was only a very narrow band of what is called “resolution” or actual calibration on that belt scale. If the plant was not operating within that “resolution” then there was NO calibration. If there is NO calibration, how can the oil reliably track the aggregate? It can’t.

When the plant was moved to the next job we addressed the PROBLEM by doing multi-point calibrations on the belt scales, the aggregate bins and the AC pump.

Since then, production is going smoothly.

On another plant in Nevada, I was asked to look at their Hauck burner. It was being very difficult to light. They were on RFO and had been having problems occasionally with their fuel oil heater but had gotten it serviced. However they still had a problem getting the unit to light reliably.

When I examined the unit, it was easy to see how they had gotten fixated on the fuel oil heater because it had given them so much trouble in the past. They presumed that the current SYMPTOM was a continuation of that earlier issue with the fuel oil heater, so no one even looked at anything else. I could see that the fuel was at the proper SSU (viscosity) so I doubted that it was the issue.

I tried to manually light the propane ignitor by jumping it in the J-Box on the burner. The ignitor flame was very weak.

When I took the propane air/fuel blender (inspirator) apart I found that wasps had built a mud nest in the pipe and nearly blocked off the propane flow. I cleaned it out, tried it again and everything worked correctly.

In each of these examples the tendency was to focus on the SYMPTOM because that is what was causing annoyance. Always look past the annoyance to find the root cause of the problem. And try not to allow yourself to get drawn into thinking that everything is a continuation of the last problem, like with the Nevada burner.

When I am troubleshooting a stubborn problem, I will keep a written record of what I have tried and what changes I made. I also record the results of each change. That way I can always go back to where I was if things get worse instead of better.

One of the best pieces of advice I can offer is — try SOMETHING. What are you going to do, make it not work some more? Remember, “that’s how we’ve always done it” does not mean that is the RIGHT way to do it. If something is not working right and you think it is the root PROBLEM, CHANGE something and see the results.

Pounding the Pavement VDOT’s new heavy vehicle simulator will provide pavement test results in months rather than several years

P

avement longevity is the Holy Grail of road building. Engineers are constantly testing new mix designs and paving techniques with hopes that they can achieve long-term results on the roadways. Unfortunately, the success of these changes can take years, as results depend on how the pavement performs under traffic.

However, a program recently started by the Virginia Department of Transportation (VDOT) and the Virginia Tech Transportation Institute (VTTI) that’s been 10 years and $3 million in the making, could be a new tool to help speed up the process.

“What we’d like to do is get the results back faster so if we find a paving design or paving material that works well, we can put it into practice much faster,” says Dr. Brian Diefenderfer, a

VDOT senior research scientist.

As part of VDOT’s accelerated pavement testing program, the new machine, called a heavy vehicle simulator (HVS), will test pavement by running a heavy wheel assembly back and forth across it. The 54-ton machine can produce the same wear and tear that cars and heavy trucks do to highways.

VDOT’s test facility is located at VTTI in Blacksburg, VA. Along with the HVS, it consists of six lanes that are each 300 feet long. The 300-foot length can be divided into two or three smaller test cells for replicates, different combinations of instrumentation or test variables. Results from the simulator can be produced in a few months rather than several years.

Engineers will be able to determine how various pavement materials and designs respond to different climates with special heaters inside of the simulator.

What can the HVS do?

About the HVS: • The machine is only one of six of its kind in the U.S., while a total of a dozen exist throughout the world.

• Measuring 98 feet long, 10 feet wide and 11 feet high, the HVS from afar looks like a mix between a box car and a semitrailer truck.

• The machine and tires are capable of delivering up to 30,000 pounds of force, but VDOT officials said such pressure would destroy the tires.

VDOT plans to limit the pressure to 9,000 pounds, which it said is the legal limit for semitrailer trucks.

The HVS, built by Dynatest, will run a wheel assembly – which applies a heavily weighted load to a test pavement – back and forth, day and night, for several months over a 4-foot-wide by 45-footlong pavement section to simulate the wear and tear induced by repeated passes of heavy trucks on a highway.

The machines are designed to test pavements by applying a loaded wheel to a built test section. Often, the pavement test sections contain instrumentation to measure items such as pressure, strain and temperature. The HVS is enclosed within an environmental chamber so pavement temperature can be controlled. VDOT intends to test at high temperatures for rutting tests and cooler temperatures for cracking tests.

The accelerated pavement testing program will also enable VDOT to determine how different pavement designs and new materials respond to load

testing before putting them on the road.

These include: • Pavements with increased content of recycled paving materials; • Different additives or binders to increase a pavement’s service life; and • Improved configurations of pavement layers under the driving surface for better performance.

“VDOT’s first tests include using a recycled base, produced using cold central-plant recycling, and two asphalt overlay thicknesses,” Diefenderfer says.

“These two test lanes will have either a 1.5-inch or a 3-inch overlay to study the effects of thinner overlays on the recycled base,” he continues. The tests will complement recycled pavement sections VDOT has sponsored at the National Center for Asphalt Technology (NCAT) test track at Auburn University.

“We anticipate testing these first two lanes until late spring 2016,” Diefenderfer says. Following this, VDOT will move to the other four lanes, where four reflective-cracking mitigation treatments will be tested over both a concrete and an asphalt base.”

Sustainable savings While saving roadways is one priority, saving money is another as VDOT estimates they spend over half a billion dollars a year on new materials and replacing pavement in Virginia.

With faster results and testing of new material, the state could “either bring the amount [$500 million] down or cover more with it,” Diefenderfer says.

Other states with similar accelerated pavement testing programs have realized significant savings in their road maintenance and rehabilitation projects.

The savings come primarily from being able to more quickly implement the recommended changes in pavement designs and paving schedules.
