Playing politics with crime Stephen Taylor steve@baysidenews.com.au WHO to believe? Either Kingston’s crime rates are rising, falling or staying the same.

But an assessment of claims by Liberal and Labor candidates contesting this month’s state election certainly doesn’t make the situation any clearer.

Kingston police declined to comment, perhaps mindful of the turmoil

that surrounded former Victoria Police commissioner Simon Overland’s release of crime statistics on the eve of the 2010 state election, when law and order was a similar politically sensitive issue.

Mordialloc MP Lorraine Wreford says crime is down 9.9 per cent since 2009, or 2.9 per cent last year, while her opponents, the ALP candidates for Bentleigh and Mordialloc, Nick Staikos and Tim Richardson, claim crime rates have increased, with some

categories, such as drug crimes, rising 100 per cent.

Ms Wreford visited the upgraded Chelsea police station with police and emergency services minister Kim Wells last week and said “great progress was being made” against crime.

She said 22 extra police – 5.3 per cent - had been recruited to Kingston since 2010, and that there were now protective services officers at all seven Kingston railway stations.

The Labor candidates claim crime has “increased every year under the Napthine government because they have not supported our communities and they’ve made it harder for police to do their jobs”.

Countering this, Ms Wreford said the 22 extra police and PSOs had resulted in “an increase in the detection of crime which increases the published crime rate to a more accurate level”.

Learning to a different beat Stephen Taylor steve@baysidenews.com.au A GROUP of young people who may have felt ‘on the outer’ in mainstream education and unable to tolerate the demands of the normal school regimen have, nevertheless, achieved success in the classroom.

This week they graduated as Victorian Certificate of Applied Learning students at the Local Education and Employment Program (LEEP) at Longbeach Place Community Centre, Chelsea.

LEEP is a campus of Westall Secondary College that caters for young people who do not fit into the normal education groove. “A number have faced multiple hurdles in their lives and, for them to choose education and to complete their senior level, is inspirational,” manager Cate Baird said.

Asked about the barriers the students faced in continuing their education, Ms Baird said: “You name it and many of our students have had it. They may have had some form of mental illness, come from unstable family backgrounds, are transient, not living with their families, have some form of disability, are young mums, or are involved in the youth justice system; some have extreme anxiety.

“Many could have done brilliantly at school, but they simply couldn’t cope or fit in with the no-smoking policies, or not being allowed to have tattoos, or piercings etc. Little things like that set them off, then they get labelled as ‘bad’ kids and that label follows them from class to class.

“Yet they are not bad kids – they

just don’t fit into the mainstream.

Many have had no positive role models.

“Not every kid fits in. Some have come from brilliant families but don’t fit into the mould the mainstream wants.”

LEEP runs certified VCAL classes towards the Victorian Certificate of Applied Learning, which teaching literacy, numeracy, work-related skills, personal-development skills and industry-specific skills. The subjects are all integrated into projects in the one big classroom under the charge of secondary school-trained teachers.

This week’s successful students have completed their intermediate level and now their Year 12 under the auspices of the Victorian Assessment Authority.

Many now have their eyes on rewarding futures: in tourism, aged care, nursing and various traineeships leading to apprenticeships.

LEEP had a number of Kingston Applied Learning Awards nominations this year and was thrilled when a senior student, Chelsy Ralston, won the work related skills subject area, as well as the overall professional development and student of the year award.

LEEP won the community VCAL provider of the year while Ms Baird won The Jenny Marks Memorial Award for Applied Learning Coordination and Support.

“This graduation and ALA result is a wonderful recognition of the LEEP program, but, more importantly, recognition and pride for our young people who require alternative forms of education to achieve success,” Ms Baird said.

Game of zones may begin again Neil Walker neil@baysidenews.com.au LABOR has pledged to “take the politics out of planning” if the party wins government this month.

Opposition planning spokesman Brian Tee has accused state Liberal Planning Minister Matthew Guy of “forcing intensive high-rise development in some areas, while locking up leafy Liberal suburbs”.

Mr Tee said Labor would order a full review of new residential planning zones “imposed on councils” and “the role of Planning Minister Matthew Guy and his office in that process” if it wins government.

Councils across Victoria spent 12 months consulting communities about

proposed new residential zones after the state government announced in June last year that new development rules would be introduced.

Kingston Council had its request, after community consultation, to have more than 75 per cent of the region classed as non-growth areas, effectively rejected by the state planning department (‘Kingston back in the zone’, The News 17/9/14).

The government’s independent Residential Zones Standing Advisory Committee advised Mr Guy to give Kingston Council another chance to develop its future housing policy.

Some Kingston councillors are concerned Kingston may be earmarked for “excessive” development as Melbourne’s urban sprawl expands, while

other suburbs such as those in the city’s east are protected (‘Kingston zoned out of state planning process’, The News 25/6/14).

Mr Tee said a Labor government would review “the botched planning zones imposed on councils” and force all Victorian councils back to the drawing board to “allow communities to have their say”.

“The Liberals can’t say they support growth and development in Melbourne if they target suburbs based on their politics,” Mr Tee said.

“Under the Liberals, local councils are getting trampled over, the community doesn’t have a say and some of our oldest and most vibrant neighbourhoods are facing the wrecking ball.”

Mr Guy hit back at Labor’s claims and said “Melbourne’s liveability would be put at risk by the Labor Party”.

“Labor’s pledge to ‘review’ the residential zones is the first step toward tearing them up,” he said.

“Labor wrecked our suburbs when last in government, and by ‘reviewing’ the residential zones, they’ll do it all over again under Daniel Andrews.”

He said “Labor will bring back their destructive zoning laws that promote high density development in every street of every suburb.”

Mr Tee said “Labor will take the politics out of planning”.

“We’ll meet the housing needs of our future but we’ll take communities and councils with us.”

BENEVOLENT societies, food relief agencies, emergency services and education groups helping people with disabilities will benefit from the Kingston Charitable Fund.

Ten groups and organisations will share in more than $40,000 in the year’s annual grants.

Kingston mayor, Cr Paul Peulich, said the grants helped community groups carry out vital work.

“As well as the social benefits gained from these groups doing such valuable work, our experience shows that this is an extremely efficient use of council funds,” he said.

“Without the tireless efforts of these groups and the people who run them the job of council would be so much harder and the people of Kingston would be the poorer.”

The largest beneficiary is the Holy Trinity Arrowsmith Program, which plans to begin a three-year pilot project - the first of its kind in Victoria - aimed at strengthening the cognitive abilities of people with learning disabilities.

A grant of $10,000 will help this project get up in 2015. It involves 30 children.

Bayside Community Information and Support Services will receive $5000 for its Education Support Program to provide funding to students from low income and vulnerable families.

They will then be able to attend camps, excursions and swimming lessons.

A $3200 grant to Longbeach Food Distribution Centre will help install a 16,000 litre water storage tank and associated plumbing for water collection from the hall roof, which will drought-proof the garden and allow its garden-based programs to run all year round.

Chelsea Benevolent Society’s $2000 emergency resourcing provides food and help with household costs for those who are disabled or ill or who have children at home.

Matt’s Place will receive $3000 for emergency resourcing, providing a free or low cost two-course meal twice a week to community members.

They aim to feed 250-280 people each week.

The Lighthouse Foundation will receive $1500 funding for items needed by Bonbeach House, such as a camera, material and equipment to set up a vegetable garden, and sports/lifestyle equipment.

The SES Chelsea Unit will receive $3000 for a recruitment drive aimed at increasing the number of operational members from 31 to 71 volunteers.

Bay Trail ‘back-of-kerb’ best section option

VCAT last resort

CR Gledhill’s assertion that “environmental zealots” have delayed construction of Kingston’s initial section of the Round the Bay Trail is incorrect and offensive (Letters, The News 29/10/2014).

Since 2006 environment groups have strongly supported a back-of kerb bike track of similar design to the successfully operating City of Bayside cycle track.

Kingston’s section of the Bay Trail, Charman Rd to Naples Rd, could have been completed eight years ago had it not been for certain councillors pushing expensive, dangerous and environmentally damaging alternatives.

The back-of-kerb, off road bike track has been approved by two transport ministers, Liberal and Labor. VicRoads gave permission for the gravel verge to be incorporated into the trail design to minimise loss of vegetation on the narrow strip of Crown land on the cliff top.

Bicycle Network Victoria supports the back-of-kerb option” as per the Bayside section” but expresses concern because “it appears that a handful of sporadically parked cars will take precedence over the vegetation...history has seen the offroad gravel verge adopted as a pseudo car” (Bicycle Network:Metro Routes, 17/2/2014).

Council’s decision to allow 130 metres of the trail to intrude onto the cliff top, and to use the gravel verge as a car park instead of the Bay Trail, is the contentious issue.

Kingston’s section of Beach Rd is wider than Australian standards, therefore providing adequate parking kerb side as is the case in the City of Bayside.

MAYBE Cr Gledhill (Letters, The News 29/10/2014) should consider the possibility that the reason why the Kingston Residents Association has resorted to taking Kingston Council to VCAT is because they feel the council is not seriously taking notice of the residents’ concerns about the need to preserve and create open space.

A recent example of this apparent disregard by council for the concerns of residents in relation to open space was the rushing through by councillors Gledhill, Ron Brownlees, Paul Peulich and Tamsin Bearsley of the motion to sell the Mentone Collins St depot site to an aged care provider (‘Aged care home an open space invader’ The News 29/10/2014).

According to Cr Rosemary West this denied the community of the opportunity to debate the best use of the Collins Street site.

There are a number of studies that have been made in recent years that indicate that easy access to nearby open space by people living in high density residential areas is of crucial importance to the maintenance of their physical and mental health.

The Collins St site, which was vacant and already owned by the council, was a perfect opportunity to provide such a space. It is situated in a residential part of Mentone that in the near future is expected to experience a notable increase in population density.

That the above councillors appear to have rushed this motion through, and thus stifled any further debate, does not fill one with confidence about their commitment to the preservation and creation of open space in Kingston.

The Collins St site motion coupled with another successful motion by the

same councillors and Cr John Ronke to subdivide a block of land on the Green Wedge at Leslie Rd, Clarinda has created a feeling of helplessness among Kingston residents about stopping these councillors from whittling away open space sites.

It is this feeling of helplessness and not being heard that is driving groups like KRA to take Kingston Council to VCAT. Bruce Duffy, Chelsea

KRA space ‘oxygen’ I HAVE noted the increasing space that you are providing to the Kingston Residents Association (KRA) in The News.

I think that this should stop until this organisation becomes more transparent about its activities and its membership.

The KRA doesn’t have a website and operates through a Facebook page.

It is very difficult for residents to obtain any information about their leadership or their links to any political organisations.

By all means Maureen Lim, the proclaimed president of the KRA, should be able to express her views about community issues but she should be provided with the same “oxygen” that all other residents get.

Until the KRA becomes more open about their activities then they should not hold any special status within our community.

Continued from Page 1 Ms Wreford admitted there was still “plenty of work to do, particularly on drugs and family violence, which are two areas in which the government is investing heavily”.

“Today we are investing double the resources Labor did in 2010 to fight family violence and, going forward, we have a $150 million action plan that includes perpetrators wearing tracking devices and new laws enabling police to issue family violence safety notices at any hour, seven days a week.”

She also made the claim: “We don’t want to go back to the days when the city was a bloodbath every Saturday night, crime figures were fudged, people were getting slap-onthe-wrist penalties and local crime was higher.”

But the Labor men retorted: “Victoria police figures show that, in Kingston between 2009-10 and 2013-14, sex offences were up 80 per cent, rapes up 45 per cent, assaults up 41 per cent, crimes involving weapons or explosives up 56 per cent and behaviour-in-public crimes up 48 per cent.”

Labor has promised to establish an Ice Action taskforce, new drug and booze buses, funding for community action groups and new penalties for Ice-related crimes, including trafficking.

They plan to establish a Royal Commission into Family Violence if elected.

CONCERNED Kingston residents are rallying to try to save the iconic Mentone Hotel from closure and being converted into apartments.

The hotel’s management announced late last week that the pub and live music venue would close its doors after trading this Sunday.

The shock revelation prompted an outpouring of public angst against any move to shut down the pub, called The Edgy by locals due to its former Edgewater Hotel name.

Thousands took to social media sites such as Facebook and Twitter to express their opposition to any apartment building proposal, using the #savetheedgy hashtag.

Kingston councillor Tamsin Bearsley was one of many who reminisced about good times at the Mentone Hotel. She and her husband Andrew had their first date at The Edgy nearly 20 years ago.

“I’m surprised and really sad to hear that the Mentone Hotel is closing,” Cr Bearsley said.

“Everyone has a story to tell about it and it’s disrespectful to the staff to give such short notice about closing the business.”

Cr Bearsley said Kingston Council could not force the pub’s owners to keep the venue open since it is an independent commercial venture but she hoped “the community can be given time to do something”.

Council issued a statement on Monday about the sudden turn of events.

“The Mentone Hotel is privately

owned. To date Kingston Council has not been notified of its reported sale and has not received any requests to consider a proposal to develop or change its current use,” the statement said.

“In the event a planning permit application is received, council will follow the standard process which would include public notification of the application and a process for public submissions.”

Liberal Planning Minister Matthew Guy visited The Edgy on Monday and said he would ask Heritage Victoria to consider a heritage listing for the hotel to try to protect it from development.

“Only the Coalition government has written to Heritage Victoria to save the Mentone Hotel,” Mr Guy said.

“And it’s only the Liberal Party that’s effectively campaigned to save this property which is an important landmark and much-loved hotel in this area.”

Labor candidate for Mordialloc Tim Richardson said “Labor supports the referral of the hotel to the heritage council, recognising its importance to our local community”.

Another former Mentone old boy, cricketer Shane Warne, who Perfect lampooned in his Shane Warne: The Musical theatre show, had yet to publicly comment on the Mentone Hotel situation as The News went to press despite some people asking Warne his thoughts on the matter.

The Espy’s fate also attracted the attention of Triple M radio host and comedian Mick Molloy.

“This drives me mad. We’re not a country buried under thousands of years of historical buildings like when when you go to Europe,” Molloy said on the Triple M Hot Breakfast show.

“So what we do have we should be trying to retain as some kind of char-

Protesters against The Espy’s closure are organising a rally at the venue at 6.30pm this evening.

The protest on Wednesday 12 November will coincide with the final weekly Edgy Wednesdays party night which features live music.

Open Door Pub Co, owners of the Mentone Hotel who are selling the venue to the landlord, did not returns calls from The News seeking comment.

GREENS candidate for Carrum Henry Kelsall has already begun work on his election pledge to have all schools in the electorate have solar panels installed to save on power bills.

Mr Kelsall, a teacher at Patterson River Secondary College, invited United Solar Energy to talk the school’s decision makers about the company’s Solar Saves Schools package.

United Solar Energy has teamed up with National Australia Bank to offer a no upfront costs way for schools to install solar panels.

“It would have been very tough to convince schools that are already on a very tight budget to outlay funds to pay for a solar scheme, no matter what the advantages were,” Mr Kelsall said.

United Solar Energy pays all initial installation costs and leases 30 kilowatt panels to schools for ten years. The panels are then “bought” outright by a school for a nominal $100 fee at the end of the ten-year period.

United Solar Energy business development manager Richard Vargas told The News schools “can save between up to 80 to 90 per cent of their electricity costs” by switching to solar power.

“Schools mainly need electricity in the daytime which is ideal for solar,” he said.

NAB provides finance for the school to lease the solar panels by paying a monthly fee. Mr Vargas said “the funder for the program assesses

A LONG-RUNNING mystery over exactly who should pay for the upgrades and maintenance of Carrum access pathways at Patterson River has been partially solved.

The state government has finally put its hand up to take on some responsibility for eight tracks, including timber and gravel pathways which can be eroded after heavy rains, by promising to make Patterson River “accessible to all”.

Nearby Patterson Lakes residents have spent more than 20 years trying to find out who is responsible for the upkeep of pathways accessed from Valetta, Tennyson, Westley, Dahmen streets and True and Riversdale Avenues (‘Pathways impasse drags on’, The News 12/6/13).

The pathways, known locally as “goat tracks”, are on Melbourne Water land and managed by Parks Victoria.

State governments, Kingston Council, Melbourne Water and Parks Victoria have, at various times over the past 20 years, seemingly ‘passed the buck’ on who should shell out to maintain them.

Planning Minister Matthew Guy and Liberal MP Donna Bauer said on Tuesday that a re-elected Coalition government would spend $500,000 on ensuring the pathways are suitable for disabled and elderly residents visiting the banks of the river near Launching Way. Mr Guy said the promise “is another example of how this government works hard to meet the needs of all Victorians so that everyone can enjoy

every school that applies” and solar panels will only be installed if it can be proven there will be cost savings.

Mr Vargas said schools can monitor “real life savings” once the panels are installed.

He said United Solar Energy is just one of 13 solar power companies nationwide “approved” by the Clean Energy Council for its “integrity” and the company had been working on its Solar Saves Schools program since July this year.

The first solar panels as part of the program would be installed at a school soon, according to Mr Vargas.

United Solar Energy, which has offices in South Melbourne and Hallam, had been in business for six years and installs solar panels in residential and commercial premises.

He said that every kilowatt hour produced by solar energy equates to a reduction of 1.37kg of carbon dioxide from being released into the atmosphere.

“Climate change is a real and frightening prospect for future generations and carbon dioxide emissions are a major part of this.

“Schools with large flat roofs and heavy power usage during daylight hours are in the perfect situation to embrace this sustainable technology.”

“These paths are, at times, difficult for able-bodied people to access the river and its amenities, let alone those with a disability,” she said.

“I first raised the matter in Parliament on behalf of the Carrum-Patterson Lakes Village Community as far back as June 2012, then in 2013 and again in May this year. As a result, the government has listened and I am pleased to now have this welcome pledge.”

Mr Guy said management of Patterson River and its amenities was a shared responsibility.

“Melbourne Water owns the land, and Parks Victoria manages many of its assets, including the 10 access tracks to the river – seven on the southern side and three [including a vehicle access track] on the northern side,” he said.

A disabled persons’ toilet will also be installed at Launching Way as part of the $500,000 disability package, and a disability fishing platform will be built on the river. Its site is yet to be determined.

PREMIER Denis Napthine visited a Carrum Downs family last week with a media pack on his campaign trail as he announced a commitment to spend up big on an overhaul of Thompsons Rd if his Coalition government is reelected on 29 November.

The Premier said a re-elected Coalition government will spend $310 million to improve Thompsons Rd, including two grade separations and lane duplications.

The revamped Thompsons Rd will be six lanes wide between the Western Port Highway and South Gippsland Highway and between McCormicks and DandenongFrankston roads. It will be four lanes between McCormicks Rd and Western Port Highway.

The oft-congested Thompsons Rd level crossing will be removed and a grade separated interchange will replace the Western Port Highway roundabout. “Once the upgrade is complete, drivers using Thompsons Road will save up to 20 minutes as average speeds during peak hour will increase to 70 km/h from the current 20 km/h,�

Dr Napthine said. “No matter where you travel or whether you choose to go by train or by car, we will get you there faster and make your journey safer.�

Carrum MP Donna Bauer said Thompsons Rd needed to be widened to six lanes “in key sections� because “duplication is simply not enough for our growing region�. “Only the Coalition government’s upgrade includes an overpass of the

Thieves gained entry to a house in Tennyson St, Carrum, last week by damaging the flyscreen on a locked security door and reaching in to grab car keys from a bench. The front door – behind the screen door - had been left open. The keys were then used to enter the victim’s vehicle, from which the keys to five rental properties were stolen.

Locks for the house, car and rental premises have all had to be re-keyed “at significant expense to the owner�, Sergeant Prince said.

MR DONUT in Lower Dandenong Rd, Mordialloc was broken into overnight on 4 November. A staff member arrived next day to find a rock had been thrown through the door. Finding the till empty, the offender allegedly took a drink from the fridge and left via the door.

Police are investigating the theft of three hot water services from a construction site in Station St, Edithvale, over 8-10 November. The units were attached to the building. Residents are warned to boost security on premises under construction, especially those at lock-up stage.

Police are investigating the theft of a trailer from the front of a house in Brixton St, Bonbeach, over 7-9 November.

The trailer was in the victim’s front yard and filled with rubbish, but not chained up. Trailers need to be locked or secured - even when loaded, police say.

Another trailer was stolen from outside a business premises in De Havilland Rd, Mordialloc, overnight on 9 November. The unsecured trailer was in sight of passers-by. It is six feet long, four feet wide, and charcoal in colour with a cage. A DPP Hydronics sign is on both sides. Any information should go to Mordialloc police.

Underground storage cages at apartment buildings need to be locked, and preferably covered with tarpaulins or similar to hide the contents. Last week a resident of a supposedly secure apartment block on Nepean Hwy, Bonbeach, had a $1000 Focus women’s bicycle stolen from the car park storage area.

Police say it is likely that this cage was unlocked.

Earlier this year, Labor opposition leader Daniel Andrews announced a $175m duplication of Thompsons Rd between East Link and Clyde Road in Cranbourne to ease traffic congestion.

The major political parties are scrambling to match promises and one up each other as the marginal bayside ‘sandbelt’ seats of Frankston, Carrum, Mordialloc and Bentleigh shape up as pivotal to both the Liberal Party and Labor’s hopes of forming government.

On Friday, Liberal candidate for Frankston Sean Armistead visited McClelland Secondary College in Frankston with Education Minister Martin Dixon to announce a $4.5m commitment to upgrade the school’s sports facilities, finish a modern gymnasium and “expand amenities� for students and staff.

“This is a fantastic announcement for students and families in the Frankston community. If elected, I will work hard with the great schools here in Frankston to support our students and families,� Mr Armistead said.

In October, McClelland Secondary’s assistant principal Tristan Lanarus said he had approached former Liberal, now independent, MP Geoff Shaw to push to have any incoming state government commit about $4m to upgrade the school’s facilities. “[Geoff] has a track record of getting things done and delivering on promises,� Mr Lanarus said at the time. “The opportunity to provide another school in Frankston with the funding that it deserves is a commitment I couldn’t pass up,� Mr Shaw said. “McClelland College is such a tremendous asset to our local community, one which produces a fine quality of high school graduate.�

ST LOUIS de Montfort’s School, Aspendale, has won high praise for its “one-of-a-kind educational program and sustainability precinct supporting a whole-ofschool approach to developing active environmental citizens� while winning the Education Award in the Premier’s Sustainability Awards.

It has had great success in the recent ResourceSmart Schools Awards, winning the Water Primary School of the Year and Primary Teacher of the Year (Julie Wynne), and as a finalist in the ResourceSmart School of the Year award, as a finalist in Community Leadership Primary School of the Year and as a finalist in the Biodiversity Primary School of the Year. It has also achieved ResourceSmart AuSSIVic 5 Star Sustainability.

Phew: that’s all taken some doing - but it’s this holistic approach to sustainability around the school and local area, as part of the curriculum, that has generated such rich rewards. “Our school places a strong emphasis on using the school site and local area within the teaching curriculum,� Ms Wynne said. “Students are immersed in

Through its success at the awards night, St Louis is regarded as an exemplary school that practices sustainability. “In the past three years, we have gained ResourceSmart Schools accreditation in the core and waste modules, won the City of Kingston ‘I Sea, I Care’ Marine Ambassador awards, and created a kitchen-togarden program catering for 550 students,� Ms Wynne said.

She said a partnership approach had underpinned the results, in particular with the City of Kingston, Melbourne Water, South East Water and the Dolphin Research Institute.

Faine visit puts focus on Frankston

Neil Walker neil@mpnews.com.au FRANKSTON became the focal point of state politics last Thursday morning when ABC radio presenter Jon Faine broadcast his Mornings show live from the Farmers Market in Wells St. Faine was in Frankston to interview the major parties’ candidates about their vision for the city’s future as the marginal seat shapes up as a major battleground between the Liberal Party and Labor in the lead up to this month’s state election.

Frankston is regarded as a bellwether seat since the party which has won the seat at state elections since its formation in 1967 has won government.

Unsurprisingly, as has been so often the case during the Coalition’s past four years in government, it was incumbent independent Frankston MP Geoff Shaw who threatened to steal the show, when he turned up midway through his rival candidates’ debate to speak to Faine despite having failed to respond to several attempts by ABC producers to confirm his appearance on the show beforehand.

Labor candidate for Frankston Paul Edbrooke and Liberal hopeful Sean Armistead faced a very public interrogation by the high-profile Melbourne ABC radio host in front of a street audience of Frankston residents, councillors, minor party candidates and political staffers.

Before Mr Shaw’s arrival, Mr Edbrooke and Mr Armistead had been trading barbs over their respective parties’ achievements, or otherwise, for Frankston while they have been in government with the refurbishment of Frankston train station and a cluster of pharmacies attracting drug dealers and addicts to the area a major concern.

Mr Armistead took exception to Faine’s description of the train station as “a junkie hot spot” due to the proliferation of six Frankston pharmacies near the station which dispense opioid replacement therapies such as methadone to drug addicts.

The Liberal candidate said Faine should show more “respect” for people who struggle with drug addiction since they need help instead of being demonised.

The exchange seemed to galvanise Faine who later accused Labor’s Mr Edbrooke of playing “bullshit bingo” when answering questions about cleaning up Kananook Creek. Mr Edbrooke said he “would consult with stakeholders in regards to Kananook Creek”.

Mr Shaw quickly set about his rivals upon his arrival in “an empty chair” Faine had set aside in the off-chance the MP would turn up, and claimed he was the only candidate who would provide a “strong voice” for Frankston since he refused to “toe the party line”.

Labor’s Mr Edbrooke, a firefighter based at the Frankston CFA fire station, said he has approached Mr Shaw about firefighters’ pay and conditions before Mr Edbrooke became Labor’s state election candidate and claimed Mr Shaw “shrugged his shoulders” when asked what he would do to help convince the Napthine government to settle the wages dispute.

Faine noted the former Liberal MP’s arrival at the debate seemed to have “sucked the oxygen” out of Mr Armistead who had “shrunk” into his chair.

Although unlikely to win the seat in his own right on 29 November, Mr Shaw’s preferences could determine whether the Liberals or Labor claim victory in Frankston.

Mr Shaw declined to reveal who he would preference, when questioned by Faine. He said running on “an open ticket” with no preferences is still an option.

Mr Armistead said any preferences flow between Mr Shaw and himself was a matter for Liberal Party state director Damien Mantach and Premier Denis Napthine to negotiate.

Labor’s Mr Edbrooke said he would like to be involved in any discussion with Mr Shaw regarding preferences.

Premier Napthine and Labor opposition leader Daniel Andrews have both previously said they would not consider making deals with Mr Shaw.

Red fever fires up the bays

By Paul ‘Tracker’ Pingiaro AH yes, the fickle guardian of our Bays has being playing havoc with fisherman’s plans.

Spring weather is nature’s closed season. However when conditions have been good anglers have getting on the fish.

Snapper: In both Port Phillip and Western Port, the Reds are firing and with the state of the ramps it’s a fair assumption that the whole of Victoria is gripped by the Red Fever.

In Western Port, Joes Island, Eagle Rock, Lysarghts and Cornelia are seeing some great catches.

Best baits are fresh squid and flesh baits, however the humble pilchard and USA squid have also been a reliable back up. With fish biting on the change of tide as well as the run anglers are getting plenty of opportunity the get amongst the fish.

In Port Phillip, the snapper have been showing up everywhere. Hot spots have been Mornington, Mt Eliza, Seaford, Rickets Point and Carrum to name just a few.

The best bites have been on the change of tide, again while fresh baits have been best, pilchards and USA squid have been a reliable back up. Burley has been used to great effect in Port Phillip, remember a little bit often goes a long way.

Soft plastics have also accounted for a lot of snapper, with the best times being during the middle of the day, making them a good option for the active angler looking to change things up a bit.

For those stuck land based Mornington is the pick of the area with a number of snapper landed this week to over 6kg.

Gummy sharks are also about in reasonable numbers in both bays, while most are snapper by catch those fishing near the entrances are targeting and landing some monsters up to 30kg!

Whiting are back! Tyabb bank in Western Port has been best, while the waters off Rosebud have also produced for both boat and land based anglers. A few locals at Mornington have been getting amongst the “Ting”, the areas of Bird Rock and Mt Eliza are the choice locations for those fishing the reef edges. Pippies, mussels and fresh squid are the best baits.

Squid continue to be good in both bays, some days they are easier than others, however those fishing the reefs and grass beds are getting amongst the inkers! In Port Phillip fish in 2-4m using a 2.0-3.0 jig and in Western Port fish 3-5m with 3.03.5 jigs.

The last few weeks have also seen some quality flathead landed, while the usual small rats are ever present the occasional 40cm plus model is making a welcome appearance. The bigger fish have been in shallower water less than 8m.

While the above mentioned are most people’s prime targets, baracouta, salmon, pike, leather jacket, red mullet and a whole lot more are all waiting an anglers offerings, so pick your weather window and get out on the water!

PARKINSON’S DISEASE RESEARCH AT ST JOHN OF GOD FRANKSTON REHABILITATION HOSPITAL Parkinson’s Disease is the second most common neurological disorder in Australia with 64,000 Australians diagnosed with the disease in 2011.

Parkinson’s Disease is a neurological disorder affecting the motor nervous system altering coordination and movement.

People with Parkinson’s Disease experience progressive declines in mobility that can be attributed to the decrease in speed and size of movements. It is often associated with impaired walking and balance reducing quality of life and as a result many Parkinson’s Disease sufferers become relatively immobile and deconditioned.

There is a need to develop enjoyable therapeutic interventions and exercises, where the risk of falling is decreased. Research is required to determine the feasibility and efficacy of interventions such as hydrotherapy on the Parkinson’s population.

Professor Meg Morris from Latrobe University commented “This collaborative research project between St John of God Frankston

Rehabilitation Hospital and Latrobe University aims to explore whether hydrotherapy is beneficial for people living with Parkinson’s Disease. We are measuring people walking over ground with and without visual cues and attention strategies, and then measuring them in the water. We are particularly interested in people with freezing of gait and early results suggest that freezing is less severe and sometimes absent in the aqueous environment. The implications for Allied Health Therapies and quality of life are being investigated.”

Claire Ferguson, Director of Allied Health said, “This is the first time in Australia that the feasibility of running hydrotherapy sessions for this population has been formally investigated and we are excited to have established a close working partnership with Professor Morris, who is a widely published and world renowned Parkinson’s Disease expert.”

Members of the club will be admitted free, non-members admission 1s. *** MR Stanley Rogers, one of the employees of the Frankston Post Office met with an accident while waiting at the railway station on Thursday evening, by falling off the platform onto the railway, resulting in a fracture of a bone in the right arm, above the wrist. *** MISS Rosa Alba completely captured the House, at a Ballarat concert recently. The local paper said that Rosa Alba’s rendering of “Dear Bird of Winter” was vociferously received. This item will be sung at the Choral Concert on December 5th 1914. Don’t miss it. *** THE anniversary of the Frankston Methodist Sunday School takes place on Sunday next when special sermons will be preached by the Rev. R. Jackson in the morning and Rev. W. V. Hunt in the afternoon and evening. The children will also sing specially selected hymns which they have been fastidiously practicing for some time. On the Monday morning a public meeting will be held in the church for which a good programme has been arranged. *** MR Win Gregory, of Frankston,

met with a very painful accident on Friday last, while out for a day’s fishing at Davey’s Bay in company with Messrs F. Burton and B. Young.

They had lighted a fire to boil a treacle tin of water to make tea and while in the act of lifting the tin off the fire, the steam burst the lid off and the steam and water flew up into Mr Gregory’s face, severely scalding him.

He at once proceeded home and the services of Dr Maxwell were requisitioned who at once applied the usual remedies.

We are pleased to say that the sufferer is progressing satisfactorily towards recovery though it will be some time before the marks of the accident are gone. *** THE two Cup Steeplechases run at Flemington last week were won by that brilliant steeplechaser, Swedish Lad, spotted on each occasion by Mr Claude Grice, of Frankston.

This makes Swedish Lad seventh successive victory and on Saturday, carrying 12st 71bs, he ran the three miles one furlong (the National distance) in 6 mins, 29 secs, which is six seconds slower than Zephuron’s National record for the same distance.

The public appeared much disappointed when Zephuron was scratched for both the above events, the reason being assigned to the hardness of the ground, and the risk in consequence of a breakdown.

Swedish Lad pulled up very lame

after Saturday’s contest. *** THE S.S. Indrapura, which is due to arrive in Melbourne about the 23rd November, is bringing to Victoria from Great Britain a number of men and lads who will be available for employment on farms or in other work immediately upon arrival.

The party includes 59 men and 108 lads, and the Immigration Bureau of 555 Flinders Street, Melbourne, is now receiving applications from farmers or other country employers who may be requiring labor, and will be glad to have early advice of any openings available.

The men are experienced in farm work and a few of them, who are married, will be available for engagement with their wives as married couples. *** THE following most flattering notice we cut from the Sydney Bulletin of Miss Rosa Alba who is given a complimentary concert by the Frankston Choral Society, on 5th December.

Miss Alba, who is beset with good looks, bears an embarrassing resemblance to Gaby Desbys the hussy who flirted with ex-King, Manoll when that juvenile’s kingdom was bursting”. *** A NOVELTY for Frankston in the shape of an American Tea will be held in the Park this (Saturday) afternoon and evening, the proceeds going towards reducing the debt on brass band instruments.

The novelty for Frankston in the the modus operandi of this tea appears to be that those who attend are expected to take a gift and at the same time purchase some of the numerous articles that are on view for sale.

Diversions will be given in the shape of a Xmas tree, shooting gallery, and other favorite amusements, and the band will play selections during the afternoon.

Those doubtless who attend, will enjoy a pleasant afternoon’s amusement, besides assisting a well deserving cause to clear itself of debt. *** ON Sunday afternoon last Rev. P. E. Watts met with a very painful accident, which was very luckily not attended with more serious results.

While travelling from the Vicarage to the local church, his motor cycle struck some loose metal and threw him heavily to the road, causing some nasty cuts and bruises about the face and hands. We wish him a speedy recovery.

*** ON Sunday next, 22nd, the Archbishop of Melbourne will conduct the Order of Confirmation service at All Saints Church.

Quite a large number of young people have made preparations for being confirmed. The service will commence at three o’clock in the afternoon. *** IN the report of the All Nations Fair under this heading, in last issue, it was inadvertently omitted that Mrs Howell took a leading part in the management of the produce stall and also that very valuable assistance was provided in, the tea rooms by Mesdames Holly, Steer and Mills senior. *** THE Frankston Progress Association held their usual monthly meeting in the hall on Wednesday evening.

From Constable McCormack enquiries are being made with regard rubbish cleared on the beach side of Oliver’s Hill.

Mr Hay spoke of the bad smells arising from some of the drains in Frankston, and suggested that the council be asked to get same tarred.

He also suggested that the bathing boxes on the beach have signboards on them signifying the ladies’ and gentlemen’s boxes.

Monkey sarong... but oh so right

By Stuart McCullough SOMETIMES you’ve got to confront your past. For me, the pain of my turbulent youth can best be summarized in just one word: Monkey. It was a television show that screened on ABC on weekday afternoons. In a Wheel of Fortune world, Monkey was utterly berserk. For starters, the eponymous character is born out of an egg perched on a mountaintop. Say what you will about afternoon TV programming, but you don’t get that with Baby John Burgess. It also had a cracking theme song that claimed our hero was the ‘punkiest monkey that ever popped’. Who were we to argue? It was, by far, the strangest most bizarre thing we had ever seen. Of course we loved it.

Monkey had a magical staff by which I mean a stick rather than an admin assistant and a receptionist. He also had a set of a-grade quality sideburns. Drafted by Tripitaka for a quest to retrieve holy scriptures and return some overdue videotapes, Monkey was joined by Pigsy and Sandy as he battled the odds to fulfil his destiny. He was also able to summon up clouds on which he could fly and this, by any measure, was incredibly cool.

But there was a problem – Monkey was based (albeit loosely) on Buddhist philosophy, except for the theme song that was based on general awesomeness. Suspicious of these influences and concerned that we were being indoctrinated, we were banned from watching Monkey. That my brother and I had attempted to replicate some of the fight scenes using a broom and

the vacuum cleaner probably didn’t help much. We would never see Monkey again.

In the town of Ubud in Bali is a monkey forest. I don’t know whether Pigsy and Sandy will be there too, but today’s the day I find out. After several days of massage, reading and generally not doing very much, we have decided to see the sights. We’ve hired a driver for the day and are ready for adventure, by which I mean I’m covered in sunscreen. But before we get to the monkey forest, there are some temples to visit.

I rarely wear a dress. I kid myself

that this is strictly a comfort thing but the cold hard truth is that I avoid them because, when push turns to sartorial shove I’m concerned about sticking out. I choose to conform rather than confront. However, this conservative approach to fashion did not prevent me from wearing torn jeans for much of the nineties, under which I had sewn pieces of paisley patterned material. I had thought that this made me look super cool. With the benefit both of hindsight and photographic evidence, I now concede that I was drastically mistaken. Given the choice between wearing those jeans and a high quality

skirt, I’d give serious consideration to the latter.

When in another country, it’s important to observe the local customs.

In Bali, this mostly means driving a scooter like a maniac and squeezing limejuice onto every meal. It also means wearing a sarong whenever you visit a temple. Given that I forgot to pack a sarong, our guide has a couple of ‘loaners’ on hand. Mine is green and I don’t think it’s an exaggeration to say that it makes me look dashing in a very man-dress kind of way. It’s surprisingly comfortable.

Between temples, we are pulled over by the police who, after speaking to the driver, are paid an amount of money.

This is Bali’s biggest problem: corruption. The police put up roadblocks and demand cash. The money is then spent on local infrastructure projects such as lunch. Locals are dismayed whenever they’re intercepted and take circuitous routes to avoid these improvised tollways. We see plenty of countryside and rice fields. The strangest thing I discover is Kopi Luwack, which is a form of coffee made from beans that have passed through the digestive tract of Toddy cat. Yuck.

We let our guide decide where we have lunch. This, as it turns out, is a rookie mistake. In Australia, there’s a place called Food Star that Kate’s grandparents are fond of. It’s one of those ‘all you can eat’ kind of experiences rather than a gastronomic wonderland. Our driver abandons us at the Indonesian equivalent of Food Star.

kind of commission for doing so. The food, frankly, looks as though it’s been prepared using the Kopi Luwack technique.

When we reach the Monkey forest, I am told that I may now remove my sarong. I’d become accustomed to it. But as I remove the garment, I realise my mistake. My pants are black. The tshirt I’m wearing is bright yellow. I’m about to enter an area overrun with thousands of monkeys and I have, it seems, dressed like a giant banana.

They’re everywhere. Within moments I am surrounded. Surely they will realise that I am not a piece of oversized fruit? I see another tourist.

He has a headband with a camera attached. This man has lured a monkey to his shoulder by placing a piece of fruit on it. The creature has crawled along the man’s shoulder, eaten and then deployed the Kopi Luwack method down his shirt. Granted, the man seems a little obnoxious and if I was a monkey I might have done the same thing. But I take it as a warning – it’s time to make like a banana and split.

Using all my magical powers, I summon up a cloud and leap on it without a moment to lose. Subtitles appear below me as I tell the monkeys to back off before flying on my cloud to safety and reuniting with Pigsy and Sandy.

They don’t recognise me at first because, after all, I’m disguised as a giant banana. But we’ve all learned a valuable lesson, a fact made clear by the voiceover just before the credits start to roll. stuart@stuartmccullough.com

Demons in the fire PROVINCIAL

By IT Gully RYE is staring down the barrel of an outright loss after a disastrous opening day of their round four clash against Baxter.

Despite playing at RJ Rowley Reserve, the home deck didn’t prove to be a very happy hunting ground for the Demons.

Baxter won the toss and sent the Demons into bat.

Just 36 overs later, all 10 Rye batsmen were back in the sheds and it was time for the bowlers to warm their shoulders. They were dismissed for just 117.

Leigh Paterson made light work of the Demons’ batsmen, ripping through the top and bottom order to finish with the impressive figures of 5/22 from just eight overs.

Dale Irving took the new pill and helped himself to 2/14 from nine overs.

The only Rye batsman to offer any resistance was teenager Brady Egan, who hit 40, while Dean Collins hit 17 coming it at number 10.

Baxter could smell an outright and their intentions were known from the outset of their innings.

Shane McComb and Ben Matters were both dismissed early before Daniel Warwick blasted an unbeaten 74, including 10 fours and two sixes.

It was vintage Warwick and something we haven’t seen for a while.

If he didn’t do enough with the ball taking 5-for, Paterson also whacked a quick fire 27, 24 of those runs coming in boundaries.

After 37 overs and with another seven overs left in the day, Baxter declared its innings at 7/164, a lead of

47. Paterson capped off a dominating day of cricket with the scalp of Rye opener James Crowe for a duck in the second innings.

Rye will resume at 1/4 this weekend, still trailing by 43 runs and with just nine wickets in hand.

Peninsula Old Boys have set Crib Point 263 for victory after cruising to 8/262 in 73 overs on Saturday.

The Old Boys won the toss and batted first and despite losing Dylan O’Malley early, a number of batsmen were able to get going.

Brandon Lawler scored 31, Ed Bowen 54, Jon Forest 53 and Justin Parkes made a cameo at the end with an unbeaten 35. Matty Hyden, who has dominated in the opening three games, was dismissed for 18.

Mt Eliza needs to get its season back on track and it appears it has done exactly that against Heatherhill.

The Mounties approached this game with aggression and made 7/258 in 77 overs before declaring their innings, Tristan Faithfull the star with 106.

Tom Ewing opened the innings with 37 while Jason Mathers was amongst the runs yet again with 32.

Brett and Brad Maxwell each claimed two wickets for the Hills.

Facing the last three overs of the day, Sam Creffield picked-up a wicket for the Mounties and they now have the Hills 1/9.

Pines will need to be at their best with the bat when they take to the middle against Long Island.

The Islanders won the toss and batted first and finished their 80 overs with 252 for the loss of eight wickets.

Scotty Phillips and Justin Bridgeman enjoyed a 108-run partnership, Phillips scoring 88 and Bridgeman 65.

Peter Connell also got his side away to a strong start with 48.

Nick Wilcox and Ricky Ramsdale were the pick of the Piners’ bowlers with 3/67 and 3/81 respectively.

Mornington’s bowlers have again got their side out of strife after their batsmen again let them down against Moorooduc.

The Ducs won the toss and sent the home side into bat.

The Dogs top order did O.K and at one stage were 3/80, before a middle and lower order collapse.

Luke Popov top scored with 49 and Ben Clements hit 26 to be their side’s best batsmen. However, the Dogs scrambled to 158 off 70 overs.

Greg Pullen and Justin McCleary were the best of the Ducs’ bowlers with three wickets each.

Needing to capitalise with the bat in the last nine overs of the day, Moorooduc needed to ensure their wickets stayed intact.

However, Michael Heib knocked over both openers in Ben Williams and Bobby Wilson to have the visitors 2/25 at stumps.

Like Mornington, Langwarrin’s batsmen need to be at their best this weekend after their bowlers again did the job against Sorrento.

The Sorras looked like they were getting away from the Kangas when the score was 2/140, however, the visitors lost their last eight wickets for just 70 runs. In the final over of the day, Sorrento was bowled out for 210.

Liam O’Connor top scored with 71 while Nick Jewell scored 51, backing up from his ton the previous week.

Dwayne Doig bowled 33 overs and finished with 5/68, while James D’Atri bowled 20 overs and snared 4/64.

By IT Gully LIKE the catchcry ‘180’ in darts, Red Hill skipper Simon Dart fell just seven runs short of that total in a masterful display of batting against Carrum in MPCA District cricket.

It seems every time the master batsmen needs to step up to the plate and deliver, he does so.

Dart was pretty much a one-man show on Saturday against the Lions, hitting three quarters of the team’s total of 9/290 at Red Hill Reserve.

The next highest score was 31 from Riley Shaw, while Andrew Mock helped himself to 28.

Carrum’s bowlers didn’t do a bad job. They just came up against undoubtedly the best batsman in the competition.

Dart treated all bowlers with contempt, smacking them to all parts of the ground.

Carrum used seven bowlers in a bid to remove Dart with John Mitchell the man to eventually get the job done.

Mitchell was the best of the bowlers with 3/22 from just seven overs.

Hastings has set Boneo a

solid total of 233 to chase down in their match at Thomas Barclay Oval.

The Blues had some terrible performances with the bat, however, openers Daniel Esler and Matthew Foy got their side away to a flier, combining for an opening stand of 81.

Esler was the first to go with the score on 81. The Blues went from 0/81 to 3/81 before Tim Birch joined Foy. Foy eventually went for 49, however, he and the skipper had raced the score to 146.

Birch finished with 44, while Mitch Floyd contributed 19.

Jack Fowler was the best of the Pandas’ bowlers with 5/44 from 19 overs, while Leigh Janssen snared 3/54.

Seaford Tigers are in the box seat to win its match against Baden Powell after restricting the home side to just 6/180 off 80 overs.

At one stage the Braves were 5/40, before Mac Watson (54), Travis Kellerman (42) and Daniel Di Paolo (34) came to the rescue.

Seaford used seven bowlers, Matty Meagher claiming 2/19 from 15 overs and Tom Sinclair picking up two wickets also.

Seaford is just 25 runs away

from victory against Main Ridge with five wickets still in hand.

Seaford rolled the Ridge for just 138 in 52.2 overs, David Pageni and Faisal Payenda each taking three wickets.

Billy Sakalis was the top scorer for Main Ridge with 25.

In reply, Seaford was 2/27, before Damien Lawrence came to the rescue with 47.

However, Seaford is still not out of the woods at 5/114.

Mt Martha has set Delacombe Park 227 for victory in their round four match.

Playing on their home deck, Mt Martha won the toss and elected to take advantage of the good batting conditions.

Chris Brittain was the best of the Delacombe bowlers with 3/58.

In the final match, Somerville is in the box seat in its match against Flinders.

The Eagles batted first and made 191 in 62 overs, Aaron Kaddatz top scoring with 60.

Blake Hogan-Keogh was the pick of the Sharks’ bowlers with 5/45.

In reply, Flinders is in strife at 3/49.

The Knights won the toss at Thompson Oval on Saturday and batted first.

Although none of the top order made a big score, a number of them got starts and contributed to the scoreboard.

Steve Worthington was the best of the with 37 in the middle order while

Leigh Parslow was next best with 25. Matthew O’Malley and Ryan O’Connor both scored 18 at the end of the innings to take the score beyond 200.

The Knights made 9/203 in their 80 overs.

Josh Harkness was the pick of the Cougars’ bowlers with 5/63 from 24 overs.

Dromana and Pearcedale are locked in a fierce battle in their match at Pearcedale Reserve.

The Hoppers won the toss and batted first, scrambling to 180 in just 56 overs.

Adam Voigt opened with 40 and Brent Tagell hit 28 to be the Hoppers’ highest scorers.

Shayne Gillings took the new ball for the Dales and finished with 3/42, while Calvin Bypost picked up the impressive figures of 3/7 from seven overs.

At stumps, Pearcedale was 2/57 after having to face the last 24 overs of the day.

Gavin Moore is not out 40, while Chris Dew is also unbeaten on 11.

Rosebud is in a commanding position against Skye after scoring

Sharks snap up Hayes FOOTBALL NEWS

By Toe Punt Lenny signs with Sharks Sorrento has picked-up the recruit of the past two decades after St Kilda legend Lenny Hayes signed with the club.

Hayes joins former teammate and Sorrento coach Troy Schwarze after getting a good word from former St Kilda teammate and best mate Steve Baker. Baker spent a year at Sorrento after he retired.

The Sharks are also said to be about to sign a mate of star midfielder Leigh Treeby, who has been playing at Woodville-West Torrens in the SANFL. Buds sign another Rosebud has signed another big name from the WAFL. After announcing the signing of Jason Bristow a couple of weeks

ago, the Buds have got the signature of Subiaco teammate and two-time premiership player Rob Forrest.

There is also word around the traps that former Collingwood premiership captain Nick Maxwell will play some home games at Rosebud.

Rosebud have refuted that rumour.

It is also believed that former Collingwood-listed player and Rosebud boy Ryan Cook is on the shopping list.

Rosebud confirmed they were hopeful that their star junior would return for 2015.
