Greetings again, Neighbors and Friends: Fair weather and warmer temperatures are ours !

It’s about time, baseball opening day, softball opening day. It will soon be summer and we can relax and forget shoveling snow from sidewalks and

driveways, diving on icy streets and roadways. By the way this was difficult storm season. Storms striking during very difficult time of the day and temperatures dropping to make salt solutions and chemicals ineffective, thanks to our Dept of Public Works Police, Ambulance and Fire we managed without too much difficulty.

The Borough and the County are working together to reduce the dangerous and damaging potholes.

If there are any prominent craters that have not been addressed, please call the borough hall or public works and we will attend to the potholes.

I would like to thank all of Council for their hard work this past winter. There were several issues and many difficult decisions that affect all of you as residents. I can tell you they were all diligent and sympathetic to residents and their opinions were always taken into consideration.

There are plenty of scheduled events to kick off the warmer weather. The beginning of spring was March 20th. Little League and Barrington’s Girl Softball opening days have already taken place, Earth Day is April 25th. Barrington Day is May 16 (rain date 17th). Our Independence Day Celebration will be Friday July 3rd starting with our parade at 6:00pm.

On Sunday, January 4th, residents gathered at Borough Hall for the traditional swearing-in of elected officials and recognition of outstanding local citizens. As usual, the Barrington Band entertained with patriotic melodies.

Council President Kirk Popiolek was joined by his family as he was given the oath of office for his fourth term on Council. Doing the honors, was our new State Senator, Barrington resident Nilsa Cruz-Perez.

In an unusual turn of events, newly elected Councilman Ernie Rink was sworn in by his son, Michael, who is a former Mayor of Barrington. Joining them is Ernie’s wife, longtime former legislative aide Marion Rink.

Molly Harkins received this year’s “Hometown Hero” award. She’s been a volunteer at the Pre-k and Little League.

Molly is also a valued member of ABLE.

Sharing honors as Patrolman of the Year for 2014 were Ptl. David Pawling and Ptl. Steven Kelly. They were recognized for their diligent service to our residents.

The Borough acknowledged Police Chief David Roberts for his twenty years of service, showing exemplary dedication and the highest caliber of work ethic.

Renee Coppola was named as 2015’s “Barrington’s Best.” She has taken responsibility for Barrington Day and assisted with planning the July 4th Parade.

Members of the Borough’s Trap-NeuterRelease organization were honored for their hard work and dedication in helping to control the local feral cat population.

Robin “Mr. Ren” Renninger was recognized for his many years of service as the Band Director at Haddon Heights HS as band members displayed recent titles won.

Concetta “Connie” Gravenor was honored for her 25 years of service to the Borough. Not pictured, Greg Southrey was recognized for 35 years of service.

Following in the footsteps of his father and grandfather, Sgt. David Huron has served our community as a diligent police officer for the past twenty years.

Spring Is For ChildreN OF ALL AGES

On April 11th, the exclamation “Play Ball” could be heard coming from the Little League Field on Shreve Avenue, as Mayor Klaus threw out the first pitch to open the 2015 Season. Council Members were also on deck to show their support.

On March 28th, nearly 200 eager children showed up at the Little League Field to meet the Easter Bunny and take part in the Annual Easter Egg Hunt,

The morning of April 18th saw the traditional gathering of scores of Barrington’s finest young ladies who were ready to participate in the Opening Day Ceremonies of the Girls’ Softball League. The organization has provided competition and fun for our girls for many years. Mayor Klaus was on hand to throw out the first pitch for the Major and Minor League clubs. The organization thanks the volunteers and coaches.

Our goal is to keep our residents as informed as possible about borough business. Recently adopted ordinances: ●Ord. 1031 Amending Chapter 58, Fees, in the Borough Code. This ordinance set the fees for rental of the VFW Senior Community Center Hall. ●Ord. 1032, Amending Bond Ordinance 1020.

This ordinance amended the useful life for a remounted fire truck project. ●Ord. 1033, Amending Chapter 101, Sewers, in the Borough Code. This ordinance raised sewer fees.

REGISTRAR OF VITAL STATISTICS HOURS

Borough offices are open until 6:30pm on Tuesday evenings for your convenience. The Tax Assessor is available in-person on Thursdays from 4:45pm5:45pm.

WE NEED YOUR OPINION

We are conducting a resident survey regarding our dog and cat ordinance and need your opinion.

Our current ordinance only allows three pets (combination of dogs and cats) per household. We recently introduced an ordinance to remove the pet limit. We are hearing opinions on both sides of this issue so we decided to conduct a town-wide survey and we need your opinion. If you would like to voice your opinion, please visit our website at www. barringtonboro.com and the survey will be on the home page. Click on the survey and answer the three questions. It will only take about two minutes. We will evaluate the responses and make a final decision about the ordinance after a public hearing to be held at the June 9, 2015, council meeting at 6pm.

T-N-R PROGRAM IN FULL SWING Barrington is very fortunate in that we have a group of dedicated volunteers who have been running a successful Trap-

Neuter-Release program in Barrington and over the past 15 months, they have trapped and neutered more than 100 feral cats. Feral cats are a huge problem— not only in Barrington but in surrounding communities as well. T-N-R is a tremendous alternative to just trapping the cats and sending them to the shelter where they will be euthanized. The T-N-R program is always looking for new members. Public Works Department RECYCLING

Businesses and residents are required by State law, County and Local regulations to recycle. Recycling is good for our environment and saves tax dollars.

It is much more cost effective and GREEN to recycle as opposed to putting in the trash. If you need a recycling container they are available at the Borough Hall. Copies of Trash and Recycling Collection Schedule and Regulations are also available at the Borough Hall and on the Boroughs website.

If residents have electronic items such as televisions that are to heavy or burdensome to drop off to the DPW please call and we

will make arrangements to pick up. Please be advised that any electronic items put to the curb for trash will not be picked up. 2012 RECYCLING TONNAGE GRANT

The Borough received a grant in the amount $9,774.68. The combined recycling tonnage totals for both residential and commercial are reported to the NJDEP every year by law and the statistics are used as part of the grant program to determine grant amounts.

The grant monies can be used for recycling related costs such as disposal costs, recycle containers, recycling equipment, salaries, etc.

Items such as propane tanks, car batteries, oil based paints, etc. are considered hazardous and cannot be disposed of in the trash. The Camden County Department of Environmental Affairs sponsors household collection disposal drop off sites throughout the County during the year. For more information please contact the CCDEA at 858-5241.

CAR BATTERIES: Can be disposed of at most local auto part stores for a nominal fee or can be disposed of at Camden County Hazardous waste drop off sites. For dates and times please call the CCDEA at 856-858-5241. Do not put curbside for recycling or trash pickup, it will not be picked up.

IMPORTANT INFORMATION REGARDING DISPOSAL OF SYRINGES AND NEEDLES

Our recycling center has recently had employees injured by discarded syringes/needles that were put into recycling bins. When an employee at the recycling center is injured, it stops the entire operation and that employee has to be sent for immediate medical treatment.

Used needles and/or syringes CANNOT be put out with recycling. They are to be put into capped soft drink bottles and thrown in the TRASH. For information on how to dispose of used needles properly, visit www.safeneedledisposal.org.

STREET SWEEPER

The goal of the Dept. is to sweep the whole town two to three times a year.

Once in the early Spring, once in the late Spring and/ or early Summer and once in the late Summer. We will advertise on the Borough website, cable channels 19/33 and post signs in your district the week prior.

In order to provide a more efficient job, residents will need to move their cars off the street on your scheduled week. Every effort will be made to stay on schedule but delays can happen due to manpower, breakdowns, weather, etc. First sweep will be as follows: District 1 week of June 1st, District 2 week of June 8th and District 3 week of June 15th.

TEXTILE DONATIONS:

The Borough has (2) textile donation containers, (1) located at the Borough Hall parking lot and (1) located at the entrance gate to the DPW. Residents may drop off clothes, shoes, blankets, draperies, sheets, and any other type of textiles.

Please do not drop off any items that are contaminated, meaning items that are wet, soiled, etc. Items other than those mentioned are not acceptable. Put your items in the container do not leave on the ground outside the container.

DIG SAFELY:

Homeowners are reminded that prior to any type of excavation work you are required to call the New Jersey One Call Center at 1-800-272-1000 or 811 to request a mark out of all underground utilities. This is the law in New Jersey and is for your safety.

Examples of excavation could be but are not limited to landscaping, irrigation systems, fencing installations, concrete work, etc.

If you have a contractor doing your work the contractor should be aware of this requirement also. If you see colored paint markings in the road or colored flags on your property, these

are utility markings. Yellow= gas, Red = Electric, Orange = Communication/ CATV, Blue = Water, Green = Sanitary Sewer, White = Proposed excavation area.

HOLIDAY SCHEDULE THRU JULY

MEMORIAL DAY May 25th (Monday) DPW closed. All services rescheduled for the following day.

INDEPENDENCE DAY July 4th (Saturday) – DPW closed July 3rd (Friday). Trash pickup will be performed as regularly scheduled. Scrap metal pickup will be performed a day earlier on Thursday July 2nd.

STORMWATER PROGRAM REGULATIONS

CONTAINERIZED YARD WASTE: Per ordinance #813 – Prohibited conduct – The owner or occupant of any property, or any employee or contractor of such owner or occupant engaged to provide lawn care or landscaping services, shall not sweep, rake, blow or otherwise place yard waste, unless the yard waste is containerized, in the street. If yard waste that is not containerized is placed in the street, the party responsible for placement of yard waste must remove the yard waste from the street or said party shall be deemed in violation of this ordinance.

PRIVATE STORM DRAIN RETROFITTING: Per ordinance #933 – property owners must retrofit existing storm drain inlets which are in direct contact with repaving, repairing, reconstruction, or resurfacing or alterations of facilities on private property, to prevent the discharge of solids and floatables (such as plastic bottles, cans, food wrappers and other litter) to the municipal separate storm sewer system(s) operated by the Borough of Barrington so

as to protect public health, safety and welfare. If you are performing any of the above mentioned items you will need to meet the new storm drain inlet design standards. Please contact the DPW if you have any questions.

REFUSE CONTAINERS/DUMPSTERS: Per ordinance #933 – requires dumpsters and other refuse containers that are outdoors or exposed to storm water to be covered at all times, and prohibits the spilling, dumping or leaking, or otherwise discharge of liquids, semi-liquids, or solids from containers to the Municipal separate storm sewer system(s) operated by the Borough of Barrington and/ or the waters of the State so as to protect public health, safety and welfare. This pertains to any person who controls whether owned, leased, or operated, a refuse container or dumpster.

Exceptions are: permitted temporary demolition containers, litter receptacles (other than dumpster or other bulk containers), individual homeowner trash and recycling containers, refuse containers at facilities authorized to discharge storm water under a valid NJPDES permit or large bulky items (e.g. furniture, bound carpet and padding, white goods placed outside for pick up). Please contact the DPW if you have any questions. Temporary demolition container permits are available at the Municipal Building Code Enforcement Office, please call the Code Enforcement Office if you have any questions, 547-0706.

New Construction – Federal Government USDA Rural Development Loan

The reconstruction along Thomas Ave. for rehabilitation of the sanitary sewer and construction of the sump pump discharge system was delayed this winter due to the severe weather.

Construction has recommenced and the clean up has begun.

The second phase, the demolition will be to eliminate the pump station in front of the Willows Apartment Complex. Will start shortly and should be complete by summers end.

Just in time for the major project running through Barrington begins. The County has funding coming from Trenton to rehabilitate Clement Bridge Road from the Black Horse Pike in Runnemede to Haines Ave. (Post Office Intersection) in Barrington. Once Trenton releases the money to the County the Project will go out to Bid. Streetscape Work -The municipality is working with the County on this major project, we are including our Transportation grant started 7-8 Years ago, we will start at Williams Ave. all the way to the border of Runnemede. New curbing, lighting, Trash receptacles and benches will connect the Southern Clements Bridge corridor to the existing Streetscape along the downtown business district.

Working this project along with the counties rehabilitation of Clements Bridge Road should make the duration of both projects go a lot quicker.

FREEHOLDERS HONOR BARRINGTON GROUPS As part of its community outreach program, the Camden County Board of Chosen Freeholders regularly hold their monthly meetings at suburban locations. This lets residents to attend meetings closer to home and see the proceedings and deliberations that affect their County services.

On, Thursday, April 16th, the Board held their meeting here in Barrington, and the event was well-attended.

Highlights of the evening included the presentation of an award to the Women’s League, accepted by Mandi Hawkins, for their service to the community, and a grant for $100. for Cub Pack 96 to help fund the activities that they provide to boys in our community. Also in attendance were our elected officials from Barrington along with several County officials, including the County Clerk Joe Ripa and Surrogate Patricia Egan Jones.

The program addresses such items as leaking roofs, faulty plumbing, heat, electrical, as well as Rehabilitation Code items affecting the safety of the Home.

A homeowner must be income-eligible (this varies according to gross income and household size), and they must reside in the property for at least one year.

Relay For life

Barrington’s Mary’s Marchers Relay for Life Team was recently awarded the National Youth Team of Excellence Award for 2014 by the American Cancer Society for raising over $15,000 last year for the American Cancer Society.

The team was also recognized on a local level as Super Relay Rockstars. The team has been participating in the Haddon Heights Relay for Life for four years now.

in charity work. For over 30 years my family has been involved with the Juvenile Research Diabetes Foundation and my brother serves on their board of directors.

My oldest sister and my adult nephew have been disabetic since they were toddlers.

I have been involved in my community organizations over the years as I believe giving back is a big part of life. I have been involved with the Barrington Civic Association, the Barrington Drug Alliance, the annual Harvest Festival, Climb on Board Playground Committee, HHHS Project Prom and others.

My involvement with Relay for Life is also very personal. I am a colon cancer

I come from a family that has alwways been involved

survivor for almost 15 years now. I can’t say enough about early screening, a colonscopy saved my life and diagnosed my cancer while it was still treatable. My sister Mary was

diagnosed with Lung Cancer on Mother’s Day before my daughter Kate’s freshmen year at HHHS. My family is very close and we spent a lot of time together, having fun and making memories. Kate wanted to start a relay team as a tribute to Mary and all she was going through and Mary’s Marchers was born.

The team has worked hard for the past four years. Unfortunately Mary’s cancer spread to her brain and she lost her battle in December of 2013 but the team has continued on in her memory. Last year the team was recognized by the American Cancer Society as a National Youth Team of Excellence for raising over 15,000. We have had coin tosses, sold Boscov’s coupons, hoagie sales, restaurant nights, flush cancer toilet campaign, participated in parades and our biggest fundraiser is our Coach Bag Bingo & Basket Auction.

My family is very involved and supports Mary’s Marchers at all of their events and activities. It is so hard to lose someone so close to you but doing something positive in her memory helps ease the pain. Mary always attended all of their events and was very proud of how hard the girls worked in her name. I know she is always watching over us.

This year Relay for Life at HHHS has gotten permission to invite the community

to attend and participate as well. Community, business and family teams are encouraged to join this year’s Relay.

They will not be able to sleep overnight however they can participate in all activities up until midnight. As Kate moves on to college, I hope to continue working with HHHS Relay for Life and getting

the community aspect more involved.

I am happy that I was able to raise my children in Barrington. I love our small town, people know each other, and people support each other.

Barrington has always been supportive of all of our fundraising events and activities.

A.B.L.E. Thanks Entire Community For Support of Food Drives The whole town pitched in to help provide food and cleaning supplies to needy residents last fall. Over 300 bags that were donated to the Boy Scouts’ “Scouting For Food” drive were

added to the supply that the Mail Carriers collected to “Stamp Out Hunger” last spring. Both groups collect food donations generously left on the doorsteps of our townspeople. They round them up and return them to Borough Hall, where volunteers wait to sort them for distribution.

The A.B.L.E. Group had also requested the donation of specific items like tuna and pancake mix from Barrington’s school children and their families. In addition, individuals and church groups generously dropped off donations of canned goods, nonperishables, and gift cards to the Mayor’s Office. Several turkeys earned

by purchases at Shop Rite were also donated.

First, the food was broken down into categories and set up on long tables.

Then two shopping bags were carefully filled for each of the people who would receive the food.

The volunteers had adequate inventory to offer Food Distribution Days on both November 8th for Thanksgiving and December 13th for Christmas.

Over 40 recipients were each given groceries each time. The recipients were very grateful to the citizens of Barrington for their generosity, and were impressed by the cheerfulness and politeness of the volunteers who helped out.

There was a Giving Tree at Borough Hall once again this year, and the people of Barrington were generous indeed. They stopped by to pick up gift tags from the tree with the age and gender of a person in need.

In addition, the Barrington Democratic Club held a Lunch With Santa event at the VFW Center, where children brought gifts for needy families.

For many years, Mayor Klaus has organized the town’s Care & Share Program benefiting nearly 30 deserving families in Barrington and at the Osborne Clinic at Lourdes Hospital in Camden. Businesses, organizations, and families volunteer to sponsor an entire family for the holidays.

They received the wish lists of everyone in the families –with first names, gender, and sizes only– and go shopping. The gifts were delivered the week before Christmas and leftover presents were donated to a group that gives them to the children of migrant farm workers in Cumberland County.

Through your generosity, folks who might not have had much of a Christmas otherwise were able to share in the joy of the season. We can tell you that many of them were moved to tears by your thoughtfulness.

The A.B.L.E. group’s name stands for Answers, Benevolence, Liberation and Education, and it’s a coalition of volunteers from local church and civic groups, as well as individual residents who have a caring spirit and a desire to serve others. They look forward to further food donations this year through drives by our school children, our Mail Carriers, and the Boy Scouts.

Watch for your Mail Carrier to drop off a bag for food donations the first week of May. They ask that you place donations of nonperishable food items in the bag and leave it on your doorstep on SATURDAY, MAY 9TH. The food collected will go to the ABLE Food Pantry to help local folks.

I would like to start out by hoping everyone had a great holiday season, Christmas, Easter and Memorial Day. Some of you may have already heard but in case you hadn’t, our church sustained damage inside due to a broken hot water line in our upstairs office that was shooting hot water and steam for two days in February. The damage was mainly in our office and downstairs storage room and main electric panel. I had to go to the church on a Saturday to get some information that was in the files and I could not open the office door. The steam and water had warped the door shut and the water ran down into the room below it. Mold had grown in 24 hours due to the heat. I have never seen anything like this in my life and I hope I never do again. A big thank you to W.C. Davis Plumbing in Haddon Heights, Servpro Cleaners of Blackwood, JEM Electric of Runnemede, Chris Morelli Painting of Bellmawr, and Charles Rizzo Construction from Runnemede and also Ed’s Carpets of Bellmawr for everything they accomplished getting our church back up and looking good.

God bless them for all their hard work. Words cannot express the gratitude for all they did. Because of this damage, we had to throw out everything in the office and storage room. Nothing was salvageable. We

are now in the process of replacing the items in the office and all of our other supplies. I am happy to say that we will be running all of our functions again shortly.

Our Sunday service is still going strong and we hold services at 10 am. So please stop in, we would love to see you. We are always looking for new people to worship with.

This is God’s house and we are all His children. So stop in, He would love to see and hear from you.

BARRINGTON GOSPEL HALL 100th ANNIVERSARY CELEBRATION

This year, on June 6, 2015, Barrington Gospel Hall will celebrate the 100th Anniversary of its founding in Barrington.

Twenty-five Bible-believing Christians met for the first time in the Barrington Fire Hall at Haines and 2nd Avenues. In 1919, the Presbyterian Church, located at 207 Barrington Avenue, became available for use.

The Barrington Gospel Hall remained at that location until 1997. In 2000, they commenced meeting at their new location at 14 Barrington Avenue. For information about upcoming 100th Anniversary events open to the community, go to www.barringtongospelhall.org for details.

The Social Action Committee of St. Rose of Lima is in need of brown paper shopping bags.

We use these bags on a weekly basis throughout the entire year to give families in need their weekly groceries.

Ah, summertime in Barrington. The sound of the Mr. Softee jingle drifting in the night air, the taste of a Mr. Softee soft ice cream on your tongue, watching the Barrington fireworks display burst into the evening sky, lining up to watch our July 4th parade, the scream of sirens piercing your ears during the parade, tuning into a Phillies game on tv or radio…these are some of the sights and sounds of summer in our town. In an earlier age, children were waiting for the merry-go-round truck to come to your neighborhood, the Bell’s Farm huckster with his horse and wagon arrive to sell produce, for the milk man who had pieces of ice on his truck that would cool you off on a hot summer day.

You might recall the many flavors of Barrington Bottling Soda and how good they tasted or bought a cold Coke at the Borough Hall for 10 or 15 cents.

These are some of the collective memories of living in or growing up in Barrington. Come to a Society meeting and share your memories with others who just might remember the same things you do.

Our next meeting is Sunday, September 27, 2015 at 2:30 pm. Life is short so we start with refreshments with ample time to mingle and chat. We’ll have a brief business meeting and a program. Our speaker for this meeting will be our

own Rich Faunce. Rich grew up in town and is a long-time member of our fire department. He will be speaking about his experiences in the Indian King Tavern dig that he participated in last summer. He was a part of the crew that sifted through piles of earth looking for lost treasures and Rich found a treasure of his own. Please come out to hear Rich. Our meetings are held in the Senior Center behind the Borough Hall with plenty of parking. All are welcome. The center is handicapped accessible.

Barrington Band Is Going To The Zoo Barrington Band has been rehearsing for our spring concert season and our theme this year is fun music about animals.

Among others, we will play excerpts from Carnival of the Animals (Saint-Saens),

The Waltzing Cat (Anderson), Teddy Bear’s Picnic (Bratton), Teddy Trombone (Fillmore), and The Whistler and His Dog (Pryor).

Our first concert will be at the Veterans’ Memorial Home in Vineland, NJ, on

April 29. Howard Teeter, Penny’s husband, who is a resident at the Veterans’ Home, always asks for a chance to play cymbals on a march, so we’ve set aside Under the Double Eagle (Wagner) for him.

We had another first this season. Pastor Richard Archut of the Community Bible Church of Barrington, a long time supporter of Barrington Band, conducted a soul stirring Stars and Stripes Forever to begin a rehearsal He and the band thoroughly enjoyed it. He does the song leading for the church services as well as the preaching.

Barrington Band enjoys the talent of musicians from many south Jersey communities, and our numbers are gradually increasing. Such broad resources provide a good base from which to draw soloists for music with featured passages, and sometimes, special effects.

We’ll be featuring Mike Herquet and Bill Wiltsey on sax and Rick Webber on tuba in Baby, It’s Cold Outside (Loesser), and Jack Gabriel on trombone in Teddy Trombone (Fillmore).

Around The Town Barrington Business Association Seeks New Members, New Ideas The Barrington Business Association meets monthly to foster co-operation among the local businesses and government. Topics of discussion often include how technology can help small businesses, and how the BBA can work together to promote events to stimulate the local economy.

New members and new ideas are always welcome.

Annual dues are just $25, and include listings published in Barrington’s On Track and participation in events like Barrington Day and the Harvest Festival.

Meetings are scheduled at a variety of times so business owners can attend more easily. Some are held early in the morning, some in the late afternoon, and others in the evening.
