Phase 1 – Construct fiber optic lines to the City’s utility pump stations and reservoirs The City water and wastewater utilities have over 30 pump stations and reservoirs spread around town. In Phase 1 the City will construct fiber optic lines to most of these stations, and then attach monitoring equipment for each pump station to the fiber. This technology ensures greater reliability and better communication with our telemetry systems. This is imperative for managing our pump stations and reservoirs. Once this phase is complete there will be a skeleton network where fiber reaches all corners of the City, but it will not pass along all streets or buildings. All City facilities will be part of the initial installation. This rough picture is an example of the system – the blue dots represent water pump stations connected via Anacortes fiber. Please

note, this is not the actual design, just an example to illustrate the point.

A lot of attention has been brought to the fact that the City will run fiber through water utility pipes. As of now, this “inside-the-pipe” method is only planned for the fiber line from the water treatment plant on the Skagit River (see purple line on the diagram) to the Whistle Lake Reservoir. Here in town the fiber cables will run alongside existing utilities. In neighborhoods where the utilities are aboveground, the fiber cable will simply be added as another line along the utility poles. In neighborhoods such as Skyline, the City will need to do some trenching to install fiber conduit in the ground alongside existing underground utilities.

This first phase of the project has already begun. The route has been designed, the materials have been ordered, and a contractor has been selected. The City expects to start running fiber out to pump stations and reservoirs as soon as September 2017.

Just a quick note, each fiber line consists of many individual fibers bundled into a single cable. Additional capacity in the fiber, beyond what the utilities will be using for telemetry systems, can be harnessed to build a broadband network providing high speed Internet! Here is an example picture:

Assuming the trial phase is successful and enough demand is generated for the network to be financially self-sustaining, the City will look to expand the network.

The City will have the initial fiber runs in place to all corners of town, so expansion simply involves branching fibers off the main lines and feeding those branches down individual streets. There is not a good sense for Phase 3 timelines right now. The City plans to kickoff a survey in the coming months which will tell us the neighborhoods where interest is highest…naturally the City will look to build-out those neighborhoods first.

i r ng For e n t r a P “In union there is strength” – Aesop Recently, Anacortes Public Works Department (APWD) and the City have experienced great success with projects through partnerships. By working in union with other agencies, municipal facilities, private contractors and businesses we’ve been able to lower the cost of projects, complete more work, and create working relationships for future projects.

One example is the Heart Lake Road cape seal project. This was initially slated to be a Public Works project until there were conversations with Skagit County, who is scheduled to be working in the area. After it became clear that both agencies were interested in working together and the specifics of how it could all come together were worked out, it became a partnered project between the City of Anacortes, Skagit County and a private contractor.

Because of Skagit County’s robust work schedule for cape seal projects, the City had to be ready for them on their timeline. To meet this deadline, the City worked with a private contractor to complete partial prep work – filling in holes in the road and leveling - while City crews fixed the shoulders of the road. This is the first time the City has created a partnership of this nature, because there hasn’t been a budget in place to allow for it,

and there wasn’t an opportunity to reach out to Skagit County. Thanks to the opportunity, the City will be saving upwards of $100,000 by not contracting the entire project out to a private company. The project should be completed by mid-August of this year. This is a celebrated partnership because it lays the framework for many cape seal projects in the future. There are rural roads that would benefit greatly from applications like this every year. A successful partnership could make that a reality.

Another productive partnership has been between the City of Anacortes and Tesoro Refinery. This partnership was a result of the projected usage of R & Q Avenues to haul large components between Dakota Creek Shipyard and the refinery. Over the next few years, as Tesoro expands their production facilities, they will be hauling components hundreds of feet long and equally as tall between the two facilities. This hauling requires power lines to be raised and street lights to be taken down, as well as traffic signals disengaged and taken down all along R & Q Avenues. In the past, this was done overnight by a private contractor services hired

by Tesoro in order to cause minimal disruption to residents. Now, with a large number of these occasions on the horizons, it made sense to form a partnership between the City and Tesoro to manage the elements needed to make the transport a success. Tesoro has already removed power lines along R & Q Avenues and replaced them underground, as well as raising 50% of street light fixtures. The last step is replacing

the traffic signals with new ones that will be on a swiveling arm, allowing them to be easily removed when large components travel this corridor. The City is managing this part of the project and will be reimbursed by Tesoro for the cost. Again, this work has been, and will continue to be done at night, minimizing the disruption to Anacortes residents. Thanks to this partnership, the undergrounding of the power lines provides a fiber conduit for future use at no expense to the City, and there will be less future disruption as the Tesoro expansion happens.

Yet another partnership, currently in the works, is between the City of Anacortes and the Port of Skagit. The genesis of this union is to help the Port bring a publicly owned fiber optic network from Anacortes to Concrete.

Our current plans to institute a fiber optic network could potentially expand outward to help this project. There have been several meetings with the Port to explore ways to allow shared usage of the extra fibers we will have in the system to help them expand.

Both agencies are considering ways we can partner to make this project a success. Development of an inter-local agreement could start soon, but the project as a whole has no clear start date.

Governments: Federal, State, Local, and Tribal entities across the country utilize a framework for developing plans and activities to make communities more resilient to disasters. While this is commonly used by governments the same key principles should be used every citizen. A chief indicator of a community’s resilience is how prepared are the residents! If the residents are in general prepared to take care of themselves and their family, then the impact on first response resources will be reduced. Conversely, if the residents are not prepared, then the limited government resources will be greatly impacted. Here is what YOU can do to help our community to be more self-sufficient using the same framework.

MITIGATION include

activities that prevent, reduce the chance, or reduce the damaging effects of an emergency.

Homeowners who buy flood and fire insurance are basic protections to mitigate potential damage. The City has issued several permits to upgrade homes and businesses for earthquake retrofit efforts.

Homeowners should consider installing emergency backup power supplies to ensure heating, refrigeration, and cooking is available during disasters. Simple things to prevent damage or injury to occupants include securing bookshelves, hot water heaters, and televisions from falling.

Removal of vulnerable or decaying trees near homes should also be considered.

PREPARATION efforts

ensure your family members have sufficient food and water for at least three days-preferably 7 days.

systems fail. Everyone should have medical supplies and prescriptions immediately available in your home and each vehicle. If you have pets—making preparations to have plenty of food and water for them too. The Department of Homeland Security has an excellent web page of resources and checklists, for citizens to become better prepared.

A recent study showed that only 19% of Americans considered themselves prepared for disasters.

Please visit Ready.gov. and take action to improve your preparation profile.

EMERGENCIES can

strike a region and/or community impacting people in multiple ways.

The typical worst case scenario for our region is an earthquake of a significant magnitude.

Communication systems will be disrupted, Utilities such as power, water, and natural gas will be damaged and causing flooding, the releasing of flammable gases causing fires. Buildings without updated earthquake protection will slip off its foundation, or

collapse. Citizens and visitors could be fatally or seriously injured or stranded for very long times.

RESPONSE: Police, FireMedics, Public Works personnel will respond to the most critical needs when they become aware of the issues. Because there are limited first response resources, emergencies will not be taken care of without the aid of citizens. This is the critical point: CITIZENS MUST ALSO BE THE RESPONDERS! This means during the preparation phase, citizens should at least obtain training in basic first aid, CPR, emergency preparedness practices. RECOVERY is the phase

that starts after the immediate threat to human life has subsided.

The immediate goal of the recovery phase is to bring the affected area back to normalcy as quickly as possible. For citizens, these activities might include getting back to work, recovering from injuries or illness, restoring lost utilities, and repairing damages to our homes or businesses.

It is extremely difficult to clear out the clutter of our everyday demands on our time, and to dedicate time to engage in these four basic steps: Mitigation, Preparedness, Response, and Recovery, but it is incumbent on individuals to pull together and incrementally get ready for future disasters!

Lodging Tax Advisory Committee

Using tourists’ hotel tax dollars to help generate more tourist dollars is the winning premise behind Tourist Promotion Grants, a City of Anacortes program overseen by its Lodging Tax Advisory Committee.

Grants are available to government entities and organizations to help market their tourism-related events and programs, and to help support the operations of nonprofit tourismrelated facilities.

Tourism Promotion Grant applications for 2018 are being accepted now. Completed applications are due to the City Planning, Community & Economic Development Department by Monday, Oct. 2, 2017. Applications are available online at http://www. cityofanacortes.org/LodgeTax.php -- but if you have questions or need an application mailed to you, you can contact Joann Stewart at (360) 293-1907.

The Lodging Tax Advisory Committee reviews the applications and makes recommendations to present to City Council by November.

Seventeen projects were awarded $291,000 in Tourism Promotion Grants for 2017. The Anacortes Chamber of Commerce received the majority – $148,500 for the International Ferry & Anacortes Marketing Program and $59,600

for the Visitor Information Center. Other awards: $20,000 for Anacortes Arts Festival projects; $15,000 to the Port of Anacortes for concert programs; $10,000 each for City Fireworks and Anacortes Vintage Market; $7,000 to the Anacortes Farmers Market; $5,000 to the Anacortes Arts Commission’s Artist’s Studio Tour; $4,450 to the Anacortes Museum Foundation for Tourism Marketing/W.T. Preston Cards and Brochures; $4,200 for Heart of Anacortes restrooms; and grants between $750 and $2,400 for Skagit Valley Tulip Festival brochures, Anacortes Rotary’s Shipwreck Day, the Waterfront Festival Car Show, Anacortes Home & Boat Tour, and Fidalgo Island Quilters’ Quilt Walk.

City Council Member Matt Miller was appointed to chair the Lodging Tax Advisory Committee last year.

He serves with Mark Lione, Russ Olivier, Erik Schorr, Andy Stewart, Nancy Dalton and Karla Locke.

By law, at least two members must be from businesses that collect the City’s hotel/motel tax, and at least two must be involved in activities that could be funded by the tax’s revenue. Miller said that the committee is operating with a fresh mandate.

“The City Council adopted a new Tourism Promotion Strategic Plan

in November 2016 (Res. 1973) to be better aligned with state requirements and to strengthen the ability to measure and report the number of tourists brought in by the funds that are collected by the hoteliers,” he said.

The ultimate goal of the Tourism Promotion program is to increase hotel occupancy – extending length and frequency of visits, promoting more off-season visitors and attracting more businesses to Anacortes to generate additional overnight stays. The program partners with other Anacortes organizations to provide visitor attractions, programs and sustainable events, as well as to promote the area’s existing attractions (i.e. the waterfront), and to improve the City’s overall image and stimulate positive customer awareness.

“It is extremely valuable to understand the significant commerce tourists bring to our local economy. Hoteliers know this very well as they are the one who collect this tax. If you look at the 2017 recipients you can see the organizations approved for LTAC funds make up a significant piece of why people like to visit Anacortes, in addition to our natural waterfront charm (and ferry access),” Miller said.

Aktion Club T

here’s much more to the Anacortes Aktion Club than the cheerful faces you see when you are dropping off an old TV or computer for recycling. A community service group for adults with disabilities, the Aktion Club offers opportunities for members to serve the community, to develop leadership skills, and to demonstrate the dignity and value of citizens who happen to live with disabilities.

“It makes me feel really good to be part of a group that gives back to the community,” said Laurie Mueller, who has served as the club’s president, vice president and treasurer.

The Aktion Club’s key project is recycling TVs, computers, monitors, laptops, tablet computers, E-readers (like Kindles) and portable DVD players as part of the State of Washington’s E-Cycle Program. You can drop off these items – free of charge – from 9 a.m. to noon on the second Saturday of each month at the Port of Anacortes’s Web Lockers (Seafarers Way and Q Ave).

If your TV is too large to carry, volunteers will even come pick it up (for a donation). Call Eric Johnson at (360) 840-5415 and he will have a volunteer contact you.

The state reimburses the club for collecting those old electronics, and the club members put their proceeds right back into the community. The club’s many beneficiaries include the new Splash Park, the Tommy Thompson Trail, local food banks, A Simple Gesture, the Anacortes Family Shelter, the AHS Band, Summit

Assistance Dogs, and the Anacortes Community Theater. All this while keeping tons of electronics out of landfills!

Aktion Club also enthusiastically supports Meals on Wheels through its active participation in the March for Meals Bowling Bash at San Juan Lanes.

“This is the premier event of the Meals on Wheels annual fundraising campaign. Aktion Club has come in first place for money raised every year for the past five years, raising approximately $50,000 for the program,” said Anacortes Senior Activity Center Director Sally Hill.

The Anacortes Aktion Club is sponsored by Anacortes Sunrisers and Noon Kiwanis clubs – the “k” in Aktion stands for Kiwanis. Eric Johnson, an Anacortes City Councilman and a past president of Noon Kiwanis, was a founding member of the club in 2008.

He said it is a joy to see them at work.

“The club members are delighted to be doing something for the community, and they really appreciate the opportunity to be recognized for what they do,” he said.

There are about 33 members, aged 18 and older.

Mueller, who has Down Syndrome, said the group is fun – offering camaraderie and holiday parties.

“I’ve never been part of a program like this. All my friends are involved. It’s a great group. They didn’t have programs like this when I was a kid,” she said.

The Aktion Club welcomes new members. Meetings are at 5:30 p.m. on second and fourth Thursdays (except June/July/August) at the Anacortes Christian Church, 1211 M Ave. (downstairs at the N Avenue entrance). Anacortes Senior Activity Center Joins the City Oversight Changes from County to City The City of Anacortes is pleased to announce that the City and Skagit County are in the final stages of establishing a new interlocal agreement that will transfer management of the Anacortes Senior Activity Center to the City of Anacortes. It is anticipated that this will take effect on September 4. Since 1973, the county and the city have partnered to make the Center available to the Anacortes community. While there are no anticipated changes to programs or staffing in the foreseeable future, this transfer to local oversight will help the Center meet the growing needs of retirees and elders in the Anacortes community. Skagit County will continue to offer financial support to the Center and will also retain management of the Nutrition program, which includes both the Meals on Wheels program and the service of nutritious hot meals at the Center daily. And, as it has done for many years, the Center will continue to rely on the help of many wonderful volunteers and of its strong nonprofit partner the Anacortes Senior Activity Center (ASAC) Foundation. Under the management of the City of Anacortes, the Center will continue to pursue its mission: Helping Seniors Thrive!

Raising the Bar through Accreditation The Anacortes Senior Activity Center is currently the only senior center in the State of Washington accredited with the National Council on Aging (NCOA), a mark of great success that the Anacortes community can be proud of. The NCOA seeks to advance the quality

of senor centers nationwide and the standards that it sets help guide the Center as it works to improve its operation today and to position itself for greater success in the future. The Anacortes Senior Activity Center was first accredited in 2013, and the time for renewal is coming soon … in the spring of 2018. Through the accreditation process, the Center is making great strides forward in building leadership and developing successful programs to help seniors in this community thrive. This second accreditation will raise the bar for success even higher, and the Anacortes community will reap the benefits of this effort.

New State of the Art AV System Thanks to a generous anonymous $45,000 donation, the ASAC Foundation will soon be installing a new AV system in the Great Room. This system from Dimensional Communications will include a drop-down screen, ceiling mounted projector and laptop connection with internet access. This substantial donation by a generous community member will enhance many programs offered at the Center for years to come.

The Anacortes Senior Center Foundation invites you to its 1st annual fundraising gala at the Depot Arts Center. The evening will feature dining, entertainment and an “Unconventional Runway” show featuring clothing made almost entirely from office supplies.

Central Waterfront Preliminary Concepts

The new code will require development on the Central Waterfront to conform to a specific set of design standards and guidelines based on the following Comprehensive Plan policies and incorporate the concepts shown below.

Permitted uses: • Hotels, restaurants, small scale retail, office, and other pedestrian and/or waterfront oriented uses • Residential uses are allowed on upper floors and in single purpose buildings on up to 1/3 of site provided they meet access, site and building design standards Block sizes, building height and massing: • Size blocks to integrate east-west auto + pedestrian access at maximum 450’ intervals (consistent with city block sizes)

Require the extension of the waterfront esplanade.

Provide a concentrated network of internal access roads.

Above is a good example that accommodates vehicular and pedestrian access.

• Allow up to four story buildings by right • Allow mixed-use buildings up to six-stories in very limited circumstances provided they meet bonus provisions/options: - On or off-site affordable housing.

- An increase in public open space.

- Integration of other public/waterfront amenity features.

• Building width and orientation; - Buildings up to four floors may be up to 200’ in width, provided massing and articulation is included to add visual interest and reduce the perceived scale of the building - Buildings taller than four floors are limited to 150’ in north-south width to limit view impacts Policy LU-8.4. Adopt form-based design standards for the central Fidalgo Bay waterfront that promote coordinated development that enhances Anacortes’s unique marine character.

• Provide for pedestrian-friendly building frontages.

• Encourage building layout, orientation, modulation, and articulation to reduce the perceived scale of large buildings, add visual interest, and establish a distinct design character for the district.

• Provide for building heights up to four stories with the ability to go to six stories via incentives for public amenities, desired mix of uses, and/or integration of special design features.

• Encourage the integration of public space and amenities associated with non-residential uses.

• Include design provisions that seek to minimize potential negative conflicts between different uses.

• Locate and design off-street parking to minimize negative visual impacts to pedestrian areas and uses.

All other appliances: washers/dryers, hot water tanks, and dish washers are a fee of $12.96 each which is ½ price of our normal special haul rate. ** Loads are restricted to one “pick-up load” per customer and may be regulated at the discretion of city staff. Please load your vehicles so that you can unload yard waste first, and garbage second. Also please be aware if towing a trailer, that city employees are not allowed to back your vehicle up to the unload area. You must be able to back your trailer. Thank you!

Registration Procedures Some classes require a minimum number of participants registered to be held. Such classes are canceled if the minimums are not met. Therefore, if you signup for a class, please plan on participating. If you need to cancel your registration, please notify the parks and recreation staff as soon as possible before the first day of the class.

The Parks and Recreation Department will start taking online registration for most programs on Monday, August 21st. Please be aware that in order to register for classes, payment will be required up front. Registration will also take place by going to the parks and recreation page: www.cityofanacortes.org.

Participants can still register over the phone. This can be done by giving a debit/credit card number. Or, if participants

would rather register in person, that can be done at the parks and recreation office (City Hall, 6th and Q) where cash, check, and debit/credit cards will be accepted.

Insurance APRD does not have medical insurance coverage for program participants and is not responsible for injuries that may occur as a result of participation in City sponsored recreational activities.

Mt. Erie Road & Trail Run This run is unique. Mt. Erie has one of the best viewpoints for miles. The annual event tests the endurance and stamina of anyone willing to take the challenge. Runners will jog up to the summit of Mt. Erie, with an elevation gain of 1,213 ft. The last 1.5 miles gains 884 ft.

Participants have the option of running the paved road route, 3.6 miles, or the trail route, 2.5 miles. All participants are required to check-in and get pre-race instructions between 9:00-9:30 a.m. at Mt. Erie Elementary (41st & “M” Avenue) in Anacortes.

Awards and refreshments will be given out at the school after the race (approx. 11:30 a.m.)

Runners must either jog or have transportation back to the school. Trophies will be awarded to the first man and woman to cross the finish line from the road and trail runs. Prizes will be awarded to the first place finishers in each of the following men’s and women’s age divisions: 14 & under, 15-18, 19-29, 30-39, 40-49, 50-59, and 60 & older. 2017 Girls Youth Basketball League **Registration deadline is Friday, October 6th** Basketball season is just around the corner. We are now taking registrations for our recreational girls basketball league. This noncompetitive and instructional league is offered to girls who are in grades 1st - 6th and who want to learn new and improve existing skills. Good sportsmanship and equal participation are emphasized in this program. To maximize fun and skill development, rules will be modified for 1st - 4th grade divisions.

Practices are typically held during the weekdays and most games will be played on Saturdays starting in November. Practices and games for the 5th/6th grade teams may be established based on how many girls sign up in this age group. They may play in the SWISH League if there are enough girls for one team. Teams are formed by the Parks and Recreation staff. Volunteer coaches are needed. Registrations are currently being accepted on the Parks and Recreation page: www.cityofanacortes.org. A team shirt is included with the registration fee.

Messy Me Messy Me is a perfect class for you and your child to get Messy! Come each week to do different art projects that will include, but not limited to stamping, painting, gluing, shaving cream sculpting and many more messy projects. Jazz Drumming Lessons This class is for drummers (beginners and up) who want to improve their drumming style by learning the fundamentals of jazz rhythms and patterns. It does not matter if you are a rock/funk/metal drummer, learning jazz and studying the styles of great jazz drummers will make you a better player. Braydn Krueger drummed for the Lonely Forest and many other local bands. He has been teaching drums for 12 years. Drums and sticks will be provided for each lesson. The class is open to youths and adults and is made possible through the Anacortes Public Library’s Manieri Jazz and Swing Endowment. Space is limited to one person per session, these are individual lessons, so register early.

Anacortes Architectural History featured in Museum Exhibit

Do you love the character of Anacortes?

Much of this character is the result of a rich and diverse stock of historic homes.

“At Home in Anacortes,” an exhibit on the history of residential architecture in Anacortes, explores this heritage in the Anacortes Museum’s Carnegie Gallery.

Many exhibit visitors returned to the museum for a jam-packed house history workshop presented by the Anacortes Historic Preservation Board. For those who missed the event, museum staff can help them get started researching their homes. Go to the AHPB website (within the City of Anacortes’ site) to find checklists, resources and forms, or call the museum at 293-1915 to schedule a research appointment. Photos of many historic houses also may be viewed on the Anacortes Museum’s searchable online database.

More than 125 houses are depicted in the exhibit panels, and many enthusiastic visitors have already come in to find their homes – or their grandparents’ homes.

Museum Director Steve Oakley and Curator of Collections Elaine Walker created panels that not only look at the types of homes in Anacortes, but also place the styles within the context of the town’s history.

The most striking feature of the exhibit is an original front door and porch, complete with columns. The entryway was salvaged from the house at 819 4th St. just prior to its demolition this spring.

Meanwhile, be sure to drop by the museum at 1305 8th St. to see the exhibit. Hours are 10 a.m. to 4 p.m.

Vintage Radios on Display at Museum Two museum volunteers assembled the best of the classic radios from their collections to fill the “Anacortes Presents” display case as a cool accompaniment to the new architectural exhibit, “At Home in Anacortes.”

Al Bofenkamp has been volunteering as the Wednesday docent at the museum for the past year. He teamed up with his good friend, Jeff Weldon, Vice President of the Anacortes Museum Foundation, to create an exhibit with radios each of them have cleaned up and refurbished.

“As a kid, your grandparents had

multi-band radios; that’s when I first noticed old radios,” said Al. He became interested in restoring in 2010. He’s selftaught, with no electronics background, although he did have help early on from a neighbor who was an electrical engineer. Al likes to find old radios that would end up in the landfill, and give them an extended life.

Al and Jeff lived near each other in California before moving to Anacortes.

“We commuted to work together,” Jeff said. He bought a 1929 Grigsby-Grunow radio in 1986, and Al introduced him to a restoration shop. Over time, Jeff learned how to test and replace parts himself.

Anacortes Museum Director Steve Oakley said he loves the way these collections highlight home technology and complement the architecture exhibit.

He asked Al to deejay with old 78 RPM records on his 1946 Philco Radio/Phono Model 46-1203 during the “At Home in Anacortes” opening in May.

Anacortes Museum Wins Second Skagit Community Foundation Grant We were excited to receive news that the Skagit Community Foundation awarded a second grant, this one for $6,500, to the Anacortes Museum

partnerships with the newspaper.

Volunteer Clara Hill prepared the applications for both successful Skagit Community Foundation grants.

Museum Aide Lea DeVere worked closely with Clara in development of the grant, and Lea has been responsible for initiating and shepherding this important project.

Allstate Grant supports Negative Preservation Project

Foundation to continue the work of digitizing and making searchable the Anacortes American. Issues, from the newspaper’s first publication in 1890 through 1922, are now being processed by the Washington State Library. This latest grant will allow for the processing of issues up through the 1960s.

The State Library, a division of the Office of the Secretary of State, is working to preserve and provide free public access to culturally historic newspapers of Washington State for nonprofit educational purposes via the internet or successive technologies.

The key-word searchable digital copies meet standards used by the Library of Congress’ Chronicling America project. You can check out that format by going to chroniclingamerica.loc.gov and searching “Northwest Enterprise” – another early Anacortes newspaper.

The Anacortes Museum (through the Anacortes Museum Foundation) has received another $1,000 Allstate Foundation Helping Hands in the Community grant. This grant is earmarked for preservation of negatives and photos in our Anacortes American Collection. This is in addition to a $1,000 grant that the Allstate Foundation granted to us in 2016.

We were eligible for the grants because Allstate Agent Tamara Willis volunteers at the Anacortes Museum. Tamara is a positive force for change in our community. So far, she has entered more than 144 CDs of Anacortes American news photos into our system.

CDs deteriorate over time, so this task

Someday this vast collection will be entered into the museum’s Past Perfect 5 database – and thus searchable online – but for now this is a huge step forward.

This grant also supports the work of our “positively wonderful negative ladies,” five volunteers from the Senior Center, who have have worked a year and a half to place nearly 25 years of newspaper negatives into archival sleeves. The negatives are sorted by date and stored in archival binder boxes, where they are protected from light. We still have a few more years of negatives to go, plus special sections and photos, and quite a large number of prints.

Funding from the grant will be a tremendous help in paying for the archival supplies needed for this project.

Visit the W.T. Preston and Maritime Heritage Center The Maritime Heritage Center and W.T. Preston are open summer hours through August – Tuesdays through Saturdays 10 a.m. to 4 p.m. and Sundays 11 a.m. to 4 p.m. Closed Mondays. The facilities are also open Saturdays and Sundays in September and October.

Admission to the W.T. Preston is free for Anacortes Museum Foundation members and $3-5 for non-members.

There is no charge to drop in to the Heritage Center to learn about the sternwheeler, local vessels such as the codfish schooner Wawona and Bijaboji, the dugout canoe Betty Lowman rowed solo to Alaska in 1937.

In addition to the new Skagit Foundation grant, funding for the second phase of the Anacortes American project will come from approximately $1,500 remaining of an initial $5,000 supplement from the State Library’s Liberty and Services Technology Act, which helped fund the first phase.

Celebrating 30 years in service to the Anacortes Community Forest Lands!

The Friends of the Forest is a not for profit, citizen organization dedicated to the preservation of the Anacortes Community Forest Lands through education, outreach, and stewardship. We have been serving the needs of the forest and Fidalgo Island residents since 1987. Our education program includes K-12 guided school field trips, Adult/Senior hikes, All ages hikes, Extra gentle hikes, fitness hikes, Forest Discovery Day Camp, Ethnobotany and Nature Writing field seminars, a quarterly newsletter, and our two comprehensive school district programs; Growing Wild- native plants for all 3rd graders, and Middle School Watershed Discovery for all students in 7th grade. Our community hikes are free and no registration is required. Please join us this fall as we continue to explore and learn more about the ACFL together.

SAVE THE DATE Presented by the Anacortes Arts Commission, a preview of the October 21st/ 22nd, 98221 Artist’s Studio Tour will be available during First Friday Art Walk, October 6th, from 6-9 p.m. at the Depot Arts Center, where you will also be able to pick up your map for this FREE, Self-Guided Tour.

The 98221 Studio Tour is a juried show, ensuring high quality artwork. All artists participating must reside within the 98221 zip code or operate their studio within the same area. The free tour will run Oct. 21/22 from 10am to 5pm both days. There will be 30+ studios and gallery locations open, but in a concentrated geographic area, so enjoying the entire tour during the weekend will not be a traveling challenge.

40+ artists will be showing a diverse array of individual art, including fiber, metal, glass, ceramics, photography, sculpture, paintings, jewelry, letterpress, digital, and mixed media. Artists with decades of experience and creativity will be featured along-side several talented and exciting emerging artists. “These lovely artisans will not only open up their studio spaces, but will also generously share insights into how they work, demonstrate how they create, and show the tools, supplies and processes they employ” explained Lisa Rhoades, chairperson of the tour and member of the Anacortes Arts Commission.

Fidalgo Island and Guemes Gleaners

It is that time of year when fruit is ready to be harvested. Most trees will supply much more fruit that one family can use. This is one of the reasons we started the FIGG program.

Last year we gave fruit that was gleaned from individuals homes to the food banks, churches, senior center, family shelters, the gleaners and we picked fruit for the owners of the trees.

Only the ripe fruit is picked; so a tree can be gleaned multiple times. Each glean usually takes about one hour and we will return in one to two weeks to glean a tree again if it is still producing. What we found, in our gleaning last year, was many of the trees were gleaned 3-5 times before all the fruit was picked and shared.

While we are gleaning we also pick up any fruit that is on the ground. We have a couple

of farmers who appreciate receiving fruit that is not perfect and maybe a little over ripe.

Later in the season, when apples are in abundance, we hold weekly cider pressings as well. Gleaning is a family affair so come and join us.

arks and Recreation has evolved over the centuries as a cultural need to preserve natural beauty, access that beauty and celebrate that beauty.

Anacortes’ history of parks and recreation is a wonderful collection of effort, stories and vision that exceeds the hopes and expectations of most every community around these parts.

Our strength, like the natural world we have worked so hard to protect and enhance, is in our diversity.

From the Women’s Auxiliary selling lemon pies to fund the acquisition of Sunset Beach, to the Friends of the Forest banding together to stop the logging of the Anacortes Community Forest Lands; the City of Anacortes’ roster of parks and recreation partners is very long, both in membership and reach.

Over the first few weeks of summer 2017 here at Washington Park, our visitors have ranged from church groups to European tourists, Canadian day trippers to families camping here for the 26th year in a row. These folks keep coming and coming and coming, and they are astonished. “How can this beautiful place be a city park?” “You can really camp here year ‘round?” “We can park for free and spend the day hiking?” “Do you know how blessed you are to have this place?” Their appreciation runs deep and

inspires us as staff to do the best we can to help them and all that will follow enjoy the sweeping beauty of Washington Park.

Of course, we will get this done with the help of the Anacortes Police Department, the Kiwanians, the Rotarians, the Soroptimists, the Eagle Scouts, the anonymous volunteers, Public Works, Anacortes Fire Department, Museum staff, and on and on and on. It is hard for me to walk very far in any direction in this community without crossing the path of a citizen or co-worker who is not an important part of the healthy stewardship of Washington Park; walkers who spot invasive ivy, boaters who find a damaged float, campers being vigilant about fire safety, beach goers conserving the tide pools. It all adds up to being grateful for the parks and recreation gifts that have been bestowed upon us by those that have come before.

More and more the discussion of being in the moment seems to rise. This is not a new concept, or one that is particularly unique. It is however, very powerful. Through our many actions in the immediate experience of our daily lives, we create a past, present and future that is full of wonder and hope. By infusing our local culture with our compassion for one another, our volunteerism for the beauty around us, and our pursuit of the common good that should be readily accessible for all, we have created a mighty legacy of parks and recreation that adds elements of mental, physical and spiritual health to our lives and those fortunate enough to come visit.

As I have the good fortune to see so much joy and gratitude here at Washington Park, I want to be sure and pass it along to the core of who we are; this community we call Anacortes. Thank you for such a wonderful life, and countless fantastic moments.

The Anacortes Arts Commission with the financial support of Windermere Real Estate has established a loaned sculpture exhibit in and around the Madrona Grove at the Depot. The exhibit is called the Madrona Grove Sculpture Exhibition by Windermere Real Estate. The sculptures are on display at the Depot Arts and Community Center, 611 R Avenue through December of 2017. At the end of the exhibit one of the sculptures will be purchased through a donation from the Anacortes Arts Festival. There are a number of factors that will go in to that purchase decision but one piece of that decision will be which sculpture is deemed most popular by the public. The way we are determining the most popular will be through a Survey Money survey.

Double the fun at this year’s

98221 Artist’s Studio Tour October 21-22

New last year, the 2017 Anacortes Artist’s Studio Tour will be twice as large this year - featuring the artwork of over 40 artists at 30+ venues within the 98221 Zip Code. This major fall art event for Anacortes is scheduled for October 21-22, with studios and all 3 downtown galleries open from 10 am to 5 pm both days. Maps for the free self-guided tour around Fidalgo Island will be available at all participating studios, local galleries, the Depot Art Center and the Croatian Cultural Center.

“We are thrilled by this year’s response,” said Lisa Rhoades, the member of the Anacortes Arts Commission who chairs the event. “And we know local art supporters, as well as art lovers throughout the region and from Canada, will appreciate the added energy and diversity of this year’s tour.”

“The welcome mat will be out for everyone interested in a behind the scenes experience with our local artists,” Lisa said. The community of artists is strong and growing in Anacortes, Lisa pointed out. “It’s exciting to discover all that’s happening here, from a bronze sculpture studio to a letterpress shop to many glass, ceramic and fiber artists. Painters and photographers will offer a wide array of examples — from very well-known local artists to emerging artists who make Fidalgo Island their home. Watch for additional information about the participating artists and venues as they are finalized.”

The Anacortes Police Department’s Auxiliary Patrol is a group of 60 volunteers that act as extra eyes, ears and feet for the Anacortes Police Department. A group of residents hoping to prevent neighborhood crime in Anacortes founded the Auxiliary Patrol in 1992. Since its inception, the Auxiliary Patrol has faithfully offered the community thousands of property checks to residents who leave their homes vacant while out of town. Additionally, the patrol engages in dozens of annual community events in Anacortes each year. Historically, the Auxiliary Patrol inherits old patrol cars near the end of their useful life and utilizes them to patrol for several more years. Patrol cars have a rough life—hours and hours of stopand-go driving with small doses of high speed driving and hard braking. Officers get in and out of the vehicle multiple times a day, so the seats, doors, levers,

and buttons are often worn and cracked. This is not your father’s pampered Oldsmobile.

Equipment challenge number two: the patrol bike. During the warm months of summer, the Anacortes Community Forest Lands are bustling with activity. School Resource Officer Dotzauer takes to the rugged trails on an aging bike with worn out suspension, sometimes for hours at a time to patrol trails unreachable by car.

Enter stage right, the Tesoro Foundation. Since 2016, the Tesoro Foundation has funded two brand new Ford Escape SUV’s for the Auxiliary Patrol.

Additionally, Officer Dotzauer now rides a new Trek mountain bike, also funded by a foundation grant, on patrol in the forest lands.

Matt Gill, Tesoro External Affairs Senior Manager said this about the partnership: “The Tesoro Foundation was delighted to be able to partner with the

Anacortes Citizens Auxiliary Patrol by providing them with the funding necessary to acquire the vehicles necessary to accomplish their mission. Over a quarter of our employees and many of our contractors live in Anacortes and they all appreciate the time and commitment these volunteers dedicate to improving the quality of life for everyone in the area.

These two vehicles and the new bike for the APD’s School Resource Officer are a win-win investment for Tesoro and the Anacortes Police Department. We look forward to continuing our collaboration with the City and finding other investments that will provide benefits to the greater community”.

FriendShop Volunteers FriendShop volunteer Brian Tibbetts described how he got hooked on the bookstore when he started finding first editions there – some of them signed.

Now a volunteer, he still makes thrilling finds: A first edition of “The Hound of the Baskervilles”

by Arthur Conan Doyle recently brought in about $200 for the library. Tibbetts said it was a good deal for the buyer at about half the retail value.

“If you love books and love discovering an outstanding bargain, put this bookstore on your mustsee list,” said store manager Beverly Reed, who is also a volunteer.

Run by Friends of the Library, the FriendShop is well-located in the library’s lobby. The store’s inventory consists of quality used books, most priced from 50 cents to $2, and gently used CDs and DVDs. The all-volunteer staff works the sales desk, sorts donations and displays the books.

All proceeds go to the Anacortes Public Library. During 2016, the Friends donated more than $33,000 for new books, and another $3,000plus for children’s programs and supplies. About 75 percent of these funds were from FriendShop sales, Reed said.

During Tibbetts’ shift, a woman came into the store to donate two bags of good books. He said this support is what makes the store work. Reed asked that people keep the store in mind when parting with books.

“Books for all ages are needed, including children’s,” she said. Direct donations, which are also tax deductible, are also welcome.

Friends of the Library has been active in Anacortes since 1969. Ten of the store’s 37 volunteers have worked there a decade or longer: Reed, Jo Bailey, Mary Dowden, Ann Dursch, Barbara Lea, Nancy Murphy, Norma Priebe, Betty Rockwell, Mindy Sorensen, and Tom Wynn. Before the new library was built, the store was just a couple of shelves in a cellar.

All the volunteers want to support the library, but they have personal reasons for working at the store as well. Reed wanted to own a bookstore, but also needed time to travel. Tibbetts loves books, but ran out of space. Volunteering at the FriendShop provided the perfect solution for both of them.

“I just enjoy working here. I get to play with books without taking them home,” he said.

Hours are 11 a.m. to 4 p.m. weekdays, 1-4 p.m. weekends, with some evening hours extended to 6 p.m. during the summer.

The Anacortes Community Task Force meets quarterly to address community wellness and the ill effects of drugs, alcohol, poverty, and homelessness; however, every day we work on these issues.
