HOME & COMMUNITY BASED What Does that Mean? How Does It Benefit Our Community? H

ome and Community Based Services (HCBS) refers to supportive services that help older adults remain in their homes. These consist of transportation for critical doctor appointments, assistance with bathing and dressing, healthy meals, adult day care and caregiver relief. The cost of these services are far lower than the cost of nursing home care and the person is able to live in their own home in their community. An average annual cost of HCBS services in Georgia is $1,884.00 vs $55,000.00 of which $13,200.00 is state dollars. Investing state dollars into HCBS programs make perfect sense and encourages consumer choice. The state of Georgia currently has over 13,000 on the waiting list for these services and over 80% of these individuals are eligible for a nursing home bed. With a growing older population, we need to look to our state lawmakers to increase funding for these programs. This makes great fiscal sense and individuals feel a sense of greater independence in their own environment. On the federal side, Health and Human Services, Centers for Medicare & Medicaid Services (CMS) issued a final rule earlier this year to ensure that Medicaid’s home and community-based services (HCBS) programs will provide full access to the benefits of community living and offer services in the most integrated settings. The rule, as part of the Affordable Care Act, supports the Department of Health and Human Services’ Community Living Initiative. The initiative started in 2009 with a purpose of developing and implementing innovative strategies to increase opportunities for older adults and peoples with disabilities a better enjoyment of and meaningful community life. Under this final rule, Medicaid programs throughout the country will support home and community-based settings that are different from traditional institutional care such as nursing homes. This will focus on the quality of individuals’ lives. The rule includes a transition period for all states to ensure that their programs meet the home and community-based services settings requirements. This dramatic change will encourage the right that people can work, live and participate in the activities in their community. To prepare for this change, the Georgia Department of Community Health, who administers the Medicaid Program, hosted several virtual and in-person community meetings around the state to obtain feedback from stakeholders and the public on what participants want. The hope is to make a difference and shape the future and direction of services in Georgia. ACCA staff participated in this process so that voices of NEGA were heard. Once implemented, the changes that will be made to this important program will be available on the ACCA website so stay tuned. 4 connections

or over 20 years, First Presbyterian Church has helped us do something that we simply cannot do alone--feed the bellies and hearts of local seniors that would otherwise spend the holiday season alone! First Presbyterian Church helps ACCA ensure that at risk older adults in the Athens area are not forgotten during the holidays. They are the driving force behind our holiday meal delivery by providing the funds and volunteers to deliver the critical social interaction and wonderful food that we all deserve on Thanksgiving, Christmas and New Year’s Day. ACCA’s Meals on Wheels program opens the doors on each of these holidays and welcomes a team of dedicated volunteers that set out to deliver food and essential friendly visits to the older adults that need it the most due to lack of family and the inability to cook. Almost all of the 16 meal routes are driven by families, magnifying the impact, smiles and warm gestures that each client will receive. As we all enjoy another holiday season surrounded by our friends and families, it is hard to envision the many frail seniors and homebound adults who face a lonely holiday season lacking the delicious holiday meals we all look forward too. Thank you First Presbyterian Church for all your support over the years and once again helping us provide 300 meals and countless smiles over this coming holiday season! winter 2015 5

New Year Already?

C

an you believe it is already time to start thinking about 2015 and with that comes New Year’s resolutions? At ACCA, we are starting to think about the New Year as well and we already have a date set for our 2015 March for Meals 5K and 12K. Running has many benefits and we all know it is good for our physical health but Active.com lists six benefits of running for both your mind and body. 1. Improve Your Health - Believe it or not, running is actually a great way to increase your overall level of health. Research shows that running can raise your levels of good cholesterol while also helping you increase lung function and use. In addition, running can also boost your immune system and lower your risk of developing blood clots. 2. Prevent Disease - For women, running can actually help to lower your risk of breast cancer. It can also help reduce the risk of having a stroke. Many doctors today recommend running for people who are in the early stages of diabetes, high blood pressure, and osteoporosis, and it is proven to help reduce the risk of having a heart attack. By helping the arteries retain their elasticity and strengthening the heart, your chances of suffering a heart attack can be significantly reduced. 3. Lose Weight - Running is one of the best forms of exercise for losing or maintaining a consistent weight. You will find that it is a leading way to burn off extra calories and that it is the second most effective exercise in terms of calories burned per minute, following only after cross country skiing. 4. Boost Your Confidence - Not all of the benefits of running are physical. Running can provide noticeable boost to your confidence and self6 an connections

esteem. By setting and achieving goals, you can help give yourself a greater sense of empowerment that will leave you feeling much happier. 5. Relieve Stress - Stress can actually cause a number of health and mood problems. It can also diminish appetite and sleep quality. When you run, you force your body to exert excess energy and hormones. Running also helps to reduce your chances of developing tension headaches. 6. Eliminate Depression - When you are depressed, the last thing you likely want to do is to get up and go for a run. Yet you will find that after only a few minutes of running, your brain will start to secrete hormones that naturally improve your mood. In fact, there are few things in the world that can better or more rapidly treat depression than exercise such as running. Each March, ACCA takes part in the Meals on Wheels Association of America’s March for Meals campaign which brings awareness to the local Meals on Wheels program. Again this year, ACCA will be hosting their annual Peachtree Road Race Qualifier on Saturday, March 28. The 5K/12K race symbolizes ACCA’s commitment to serving the community 5 days a week, 12 months a year through the Meals on Wheels program. All of the money raised through this event will stay here in the Northeast Georgia area. With that, we want you to start running this new year and join us on March 28 for this great event. Improve your health and help us raise money and bring awareness for the Meals on Wheels program.

ACCA HOLDS ANNUAL MEETING On Monday, October 20, Athens Community Council on Aging held its 2014 Annual Meeting. Each October, the agency does this to showcase accomplishments and highlight program achievements for the community, partners, and Board of Directors. Jennie Deese, Chief Executive Officer of ACCA, opened up the meeting and recognized outgoing board members. Those recognized for serving on the Board were Shelby Lacy, Linwood Smith, Rhondolyn Smith, and Connie Jeffreys. Each outgoing Board member was thanked for their years of service and presented with a certificate of honor. After staff awards and years of service to ACCA employees were honored (see pictures to the right), the visitors and staff enjoyed watching a video about the agency that recapped the year. All guests and employees were treated to a receptions of cake and punch.

Take Some Time. Give A Ride. By Rebekah Rabun

T

hink about this scenario. You wake up in the morning and go to the kitchen to fix a bowl of cereal, but you are out of milk. You quickly drive over to the closest grocery store to grab some, and return home so that you can eat your breakfast. You spend the morning reading the newspaper and picking up around the house until you go to meet several friends for lunch at a local restaurant. After a few hours of catching up you drive to your doctor’s office for a physical where you are prescribed a new medication. You drive straight to your pharmacy to pick it up and 12 then connections head home where you stay for the rest of the day.

Does this sound like a typical day in your life, or the life of a loved one? These are all common errands and events that occur daily, and that typically go on without much thought or effort.   Now picture the scenario again, but you cannot drive your car and have no way to access transportation. The bus stop is a few miles away and The Lift does not access your area. How would you buy your groceries? Would you be able to meet friends for lunch? What about going to doctor’s appointments or trips to pick up medications? You may be able to survive just one day like this, but what if this was the case every day? The story gets even more complex if you have a serious chronic condition that requires daily medicine and frequent visits to the doctor, or if you are all alone and have no one that you feel comfortable enough to call for a ride.   Unfortunately, for many older adults this difficulty is a reality largely because most people live longer than their driving expectancy. Men are likely to live 6 years longer than their driving expectancy, and women eleven years. This is bothersome because most people place part of their independence in their ability to drive, meaning that a loss of transportation can rob a person of their independence, and decrease their quality of life.   ACCA conducted a local Transportation Needs Assessment Survey and found that 88% of those surveyed said that a new transportation program for seniors

As 2014 draws to a close, you may want to look back on the progress you’ve made this past year in various areas of your life — and that certainly includes progress toward your financial goals. At the same time, you may want to make some end-of-year moves that can close out 2014 on a positive note while paving the way for a productive 2015. Here are a few such moves to consider: Boost your retirement plan contributions. This actually isn’t an “end-of-year” move because you have until April 15, 2015, to contribute to your Roth or Traditional IRA for the 2014 tax year. Nonetheless, the sooner you get extra dollars working for you in your IRA, the better. You can put in up to $5,500 to your IRA (or $6,500 if you’re 50 or older) for 2014. If you are self-employed, or run a small business, you also have until April 15 to contribute to a retirement account, such as a SEP IRA or a SIMPLE plan. In addition to helping you build resources for retirement, these types of plans can offer you some tax advantages — so if you haven’t established a retirement plan yet, consult with your financial and tax professionals Sell your “losers.” If you own investments that have lost value since you purchased them, you can sell them before 2014 ends and use the tax loss to offset some capital gains you may have earned in other investments. If you don’t have any capital gains, you can use up to $3,000 of your tax losses to offset other ordinary income. And for a loss greater than $3,000, you can “carry over” the excess and deduct it from your taxes in future years. If you still liked the investment that you sold at a loss, and you want to keep it in your portfolio, you could repurchase it, but you’ll have to wait 31 days to avoid violating the IRS’ “wash sale” rules. Keep in mind that these suggestions only apply to investments held outside your employer-sponsored retirement account; you can’t take a tax deduction on capital losses in a 401(k) or similar plan. Evaluate your 401(k) investment mix. You may be able to adjust the investment mix in your 401(k) as often as you like. So when evaluating your 401(k), make sure your holdings aren’t concentrated in just a few investments, and try to determine if your portfolio is still appropriate for your risk tolerance — not too aggressive or too conservative. Also, if your plan offers a “Roth” option, consider taking advantage of it — with a Roth, you won’t be able to deduct your 401(k) contributions from your taxes, but once you retire, you won’t be taxed on your withdrawals. Review your insurance coverage. If you’ve experienced any changes in your life in 2014 — new spouse, new child, divorce, new job, etc. — you may need to review your life insurance coverage to make sure that it’s still sufficient for your needs and that you have the correct beneficiaries in place. By making these and other moves, you can say a fond farewell to 2014, knowing that you’ve done what you could to help bolster your financial position — for 2015 and beyond. Athens Aging Advocacy Committee

Gears up for Legislative Session

art of the mission of the Athens Community Council on Aging is advocacy. In August, ACCA set up a community advocacy committee that could work with the staff to be a voice for the area older adults on legislative issues. Athens Aging Advocacy Committee was formed with Mac Rawson serving as the commitee chair. The group of community members will be working directly with KaDee Holt, Chief Marketing Officer on local, state and national issues surrounding the older adult population. Athens Aging Advocacy Committee will work in partnership with the Georgia Council on Aging, which meets regularly for trainings concerning aging issues, planning and evaluating advocacy strategies and outcomes, discussing issues which affect the aging community as a whole, and selecting legislative and budget priority issues which CO-AGE will support. On Tuesday, October 14, the group hosted the Executive Director of the Georgia Council on Aging for an advocacy training. They learned best practices when contacting legislators and important ways to be a cohesive voice. On Friday, November 21, the ACCA held a legislative breakfast for our area’s local, state, and national legislatures. In addition, US Congressman Doug Collins, Georgia Department of Human Services Commissioner, Keith Horton and Deputy Commissioner, Renorta Heard spent several mornings visiting ACCA in the last couple of weeks. P

uffin walked into the Athens Adult Day Health and acted as if she had been coming to the place for years and as she walked across the floor, the people there for the services that day lit up with “Hellos” and “Can I pet her?” Puffin had been trained by Rebekah as a guide dog but once sent to New York for the final training, she didn’t pass the test. Rebekah, now at Brenau University studying to be a physical therapist, eagerly took her back in and began working with her to become a therapy dog. Rebekah knew that very few dogs made it to be guide dogs through the rigorous screening process and she is thrilled Puffin is back with her. As she put it, “Puffin is a perfect pet therapy dog because she is easy going and gentle.” Now officially certified through Therapy Dogs International, Puffin has started attending the Athens Adult Day Health to assist in some speech, occupational, and physical therapy alongside Rebekah and the therapists at Genesis Rehab Services. The therapists are learning to work with Puffin but they are excited to have her as part of the team.


Puffin worked with clients through occupational therapy by retrieving balls and pushing them. Clients would open zip locked bags of food and hand Puffin one piece of food at a time which she would gently and politely retrieve from their hands. With each lick and the biggest puppy dog eyes, it never failed that the clients would want to give her one more before sealing up the bag and putting it away as part of their therapy. Continuing their therapy, they were tasked with getting her bowl out of the bag and traveling to the closest water faucet to fill it up with water. With each task, the clients were developing and practicing their skills but in a fun and fulfilling way. As one of the participants said, “I love working with Puffin. She is a good girl… one day, I hope I am able to get a dog that is just like you,” while affectionately rubbing her head. Other activities included brushing her fur and spraying her with “doggy perfume.” All of the activities required working fine motor skills and practice but in a fun way and new way. While working with one participant on speech therapy, the therapist asked questions and used memory recall to engage the patient. They were excited to talk to Puffin but the therapist used the experience in order for clients to learn to ask questions that could be hindered by their memory. Puffin is just one way ACCA is constantly improving its services to better accommodate and work for the clients that participate in our programs.

The Bentley and Winder Adult Day Health facilities are places where clients can receive services which prevent them from having to move from their home. They can receive medication management, physical, occupational and speech therapy, socialization, nutritious meals, baths, and other nursing services. With a full nursing staff, the clients are well taken care of and treated like family. One of the therapists who recently started working at the Bentley Adult Day Health Center stated “All of the Bentley Center staff have united as a team! I have observed each of the aides care for a client, the way I want my parents to be treated. I have seen them be beaten with canes and still calmly talk to clients. I have seen them spend 20 minutes convincing someone to go to the bathroom to reduce the risk of skin breakdown, due to a soiled brief. Some people would ‘try again later.’ Not the staff at the Bentley Center. They do what is best for the client day in and day out! The ACCA staff at the Bentley Center are clearly a family that love their clients! The therapy team is honored to work with such a wonderful team!” In addition, the Adult Day Health program provides a much needed respite service for full time caregivers. Full time caregivers face a lot of stress and this program allows them to run errands, clean their home, or even just have lunch with a friend. ACCA provides several opportunities and classes for caregivers such as the support groups (page 42) and an upcoming class for caregivers (see page 16). The services provided by the Adult Day Health Centers are second to none and most importantly, they assist adults to live in their home as long as possible. Through innovative program and a dedicated staff, the Adult Day Health staff hope to continue providing and improving this service for our community. The motto around Adult Day Health is “It’s like family at Bentley” and Puffin is the newest member of that family. The speech therapist asked one of the participants, “What does Puffin need besides somewhere to live and a some food?” With a big grin on their face and reaching down to pet her, the client answered, “Well I suppose Puffin would like a little bit of candy. You’re supposed to be good to dogs, they are like family too. God bless Puffin.”

person can execute a Durable Financial Power of Attorney to name another person he trusts to handle his business, such as banking and paying bills. We call the person giving the power to act to another the Principal and we call the person given the power to act by the Principal an “Agent” or “Attorney in Fact”. The Principal can give the Agent very broad or very specific powers. The Principal should make sure he can trust the Agent to conduct business in the Principal’s best interest. If a person is mentally incapacitated and cannot understand that he would be granting powers to an Agent, he cannot legally execute a Power of Attorney. If a person does not have the mental capacity to execute a Power of Attorney, and someone needs authority to act for that person, someone will need to apply through the Probate Court for Guardianship and/or Conservatorship of the person. If the Principal does have mental capacity and executes a Power of Attorney, he can make it “durable” by saying the Agent will still have power to act for the Principal even if the Principal becomes mentally incapacitated in the future. A Durable Financial Power of Attorney will end though when the Principal dies. Once executed, a Principal or Agent should record the Durable Financial Power of Attorney in the Clerk of Court’s office in the county in which the Principal lives and/or owns real property. The Principal should also notify places with which the Agent may do business on behalf of the Principal that the Principal has executed the Durable Financial Power of Attorney. The Principal still retains the ability to act on his own behalf even after executing a Durable Financial Power of Attorney. As long as the Principal has mental capacity, he may revoke the Agent’s powers at any time. Mark E. One of Athens’ finest gentlemen, Upshaw Bentley served the Athens community in so many ways. A lifetime supporter of ACCA, he passed away in August 2013.

He served as an Honorary Director of ACCA’s Board and our Bentley Adult Day Health Center was named in his honor and his wife’s memory. ACCA recently installed a bench in front of the Bentley Adult Day Health building and underneath an oak tree in his memory. The stone was donated by John McLanahan Jr. of First American Bank.

Swan Lake at the UGA Performing Arts Center The State Ballet Theatre of Russia is coming to UGA’s Performing Arts Center to perform one of the most popular and beloved of all classical ballets, Swan Lake. Originally composed in 1875, Swan Lake tells the tale of Odette, a princess turned into a swan by an evil sorcerer. Swan Lake will be brought to life with stunning dancing, lavish costumes, and extravagant sets. At the Swan House, you be able to meet the past as living history characters are stationed around the grounds to share stories of life in the house during the 1920s and 1930s. At The Smith Family Farm, you will see what life was like in Piedmont Georgia during the Civil War. Here you will meet characters portraying the family, neighbors, enslaved workers, and friends. Fernbank Museum of Natural History Poison, is a word that evokes strong emotion, usually one of fear. Take advantage of this opportunity to turn you fear into knowledge. While many organisms that have poison in their goody bag of tricks use it as a defense mechanism, there are others that use it more proactively. While at the Fernbank Museum of Natural History, we will learn the biology of poison and its role in nature, human history, and health. Georgia Museum of Art The Georgia Museum of Art is featuring works from the Catalan-American painter, Pierre Daura (18961976). Getting Grounded Gracefully This evidence based, 8 week class, is designed to help individuals who may be at risk of falling, decreased their risk and improve their balance. The group will meet twice a week, for the duration of the eight week time frame and the classes will build on each other. To get the most out of the program it is best to complete all sixteen sessions. Getting Grounded Gracefully (GGG), led by Kate Pilgrim, is a very gentle class and explores movement and balance in sitting, the transition from sitting to standing, and will progress to walking with ease and confidence. Sometimes when people begin having problems with their balance they may restrict their movements which can have a large negative impact on a person’s life. In order to participate in this class, a person needs to be able to walk fifteen feet without the aid of a cane and stand without support for one minute. This is a great chance to increase your confidence in yourself and keep yourself moving forward gracefully. Line Dancing This is one of our most well attended classes here at the Center for Active Living. The class uses an eclectic mix of music to keep the class moving from beginning to end. Kathy, the instructor will walk you step by step through the dances and there is a tenured volunteer that will help keep you on track. Grab your dancing shoes and drop in for this excellent opportunity to exercise and still have fun. Similar to Silver Sneakers, it focuses on improved overall balance, flexibility, and strength while listening to music. Free Style Dance Groove to the music! This class takes many different dance techniques and combines them into fun and easy-to-follow routines. On the Move with Kevin This class is a chair oriented class that includes: aerobic, strength, and flexibility exercises. It is especially beneficial for those living with chronic conditions who require a low impact exercise program. Kevin has many years of experience working with chronic conditions and makes individual adjustments to the routine to better serve each participant. This class is suitable for all fitness levels. There is a USA Pickleball Association website at www.usapa.org with a map of all the pickleball locations in the U.S. Here in Athens, we play on 3 indoor courts at Lay Park Gym. There is usually a crowd there on Monday, Wednesday and Fridays around noon, and all are welcome to come watch and join in. On Tuesdays from 9:00am -11:00am we encourage newcomers to come out and learn the game with other beginners. The gym has all the equipment you need (paddles, balls, net) so just come ready to play. If you would like to watch it played competitively, there are games Wednesday evenings from 6:30pm-9:00pm with a bunch of players too young to be part of the baby boom generation.

Although the game of pickleball is almost 50 years old, it is getting quite a bit of attention lately. What is making it so popular? Both in Athens and the around the nation there is an increasing appeal to the over 50 population. Pickleball is a combination of tennis, badminton, and Ping-Pong, played on a court with a net, participants use a paddle that is larger than a ping pong paddle but smaller than a tennis racket, and a hard plastic whiffle ball.

On August 27, 2014, more than 30 employees from Carrier Transicold, Noramco and Macy’s joined ACCA for the annual United Way Day of Caring. Featuring several services projects throughout the area, ACCA was a site beneficiary of a day long set of United Way volunteer activities.

At our Winder Campus, Macy’s Team Members hosted an ice cream social for participants of the WinderBarrow Adult Day Health Center. The day was filled with joy and the sweet tooth’s were satisfied! At our downtown Athens campus, employees of Carrier and Noramco made incredible outdoor improvements. Volunteers helped mulch beds, plant border plants, replace bushes and pressure wash. They even installed a drip irrigation system and built a fence around our new motion wellness system. Thank you to all who gave of their company time and dedicated themselves in service this day. Your contributions, skill and dedication were amazing.
