Favourable tax system for expats working in the investment services and insurance sectors While being subject to the advantageous tax treatment applicable to non-doms as outlined above, expats working in the investment services and insurance industries, subject to certain conditions, may also benefit from a 10-year tax exemption on the following expenses incurred for the benefit of the expatriate, or of his immediate family, by the investment services company or insurance company of which they are an employee, or to which they provide services: Removal costs in respect of relocation to and from Malta; Accommodation expenses incurred in Malta; Travel costs in respect of visits by the expatriate and their family to or from Malta; The provision of a company car for the use of the expatriate; A subvention of up to €600 per month; Medical expenses and medical insurance; School fees of the expatriate’s children. 22

In order to benefit from this exemption, the investment services expatriate must be employed or provide services to a company which is licensed as an investment services company in Malta, or is recognised as such, and the activities of which consist solely of the provision of management, administration, safekeeping or investment advice to collective investment schemes. The insurance expatriate must be employed or provide services to a company which is licensed to act as an insurance company, insurance manager or insurance broker. Furthermore, the expatriate must not have been resident in Malta for a minimum of 3 years immediately preceding the year in which they started working or providing services to the company, and during these 3 years the expatriate should have been engaged in a similar position outside Malta.

Inheritance and capital transfer tax There is no general inheritance tax system in Malta. However, upon the transfer or transmission (upon death) of: Real estate situated in Malta or shares in a company owning mainly real estate situated in Malta, a duty of 5% is due; Marketable securities (mainly shares) in Maltese companies, a duty of 2 per cent is due. Some exemptions apply.

Social security Malta is subject to the EU regulation on the co-ordination of social security systems (EC Regulation 883/2004) and its social security charges are amongst the lowest within the EU. Employed individuals contribute 10% of their weekly salary, with the employer contributing the same amount, subject to a maximum weekly contribution of €35.39. The maximum annual contribution is €1,840.28. Self-employed and self-occupied individuals must contribute 15% of their weekly earnings, subject to a maximum weekly contribution of

€49.37. The maximum annual contribution is therefore €2,567.24.

The Maltese property market The Maltese property market has coped remarkably well during the global recession and a number of luxury developments are currently being built in sought-after locations, often with breath-taking views. Property within these special designated areas may be acquired by EU citizens and other non-residents, without restrictions or permits. EU citizens who are resident in Malta for over 5 years may freely acquire the property they desire, even if this is situated outside the special designated areas. In the case of an EU citizen who does not satisfy this requirement, there is the possibility of purchasing such a property which is to serve as the primary residence.

Registering your yacht in Malta Centuries-old Maritime tradition, its strategic location at the heart of the Mediterranean Sea, its natural harbours, and the entrepreneurial and maritime skills of its people have all contributed to establishing Malta as an international maritime service centre. In addition, Malta offers an attractive tax system for yacht leasing companies that can reduce the VAT cost on the importation of a yacht into the EU to as low as 5.4%, based on the size and means of propulsion of the vessel. No restrictions on the nationality of the master, officers and crew; No restrictions or taxation on the sale or transfer of shares of a company owning Maltese registered ships; No restrictions or taxation on the sale and mortgaging of Maltese registered ships The Malta flag also has the 2nd largest commercial fleet in Europe and the 8th largest worldwide. Malta is a flag of choice and quality, with no restrictions as to nationality or corporate owners. There are no restrictions in relation to the nationality of shareholders and directors of Maltese shipping companies.

Thailand comes top in world’s largest expat lifestyle survey “The Expat Explorer Survey 2010” report has named Thailand as the best country in the world to live in terms of quality of life, followed by Bahrain, South Africa and Canada. Commissioned by HSBC Bank International, the Expat Explorer is the world’s largest and most comprehensive global survey of expats. The report focuses on expats experience of setting up in a new country of residence and integrating into local society as well as their quality of life in comparison to where they previously lived. French interest rates at lowest level since 1945, attracting property buyers to France France has one of the highest levels of secondhome ownership in the world, and borrowers are now buying second homes in France after mortgage rates fell to the lowest level since the postwar period last month. October saw average French interest rates fall to their lowest level since World War II. The average rate now stands at 3.30%, down from 3.40% the previous month. One of the reasons rates are now so low is that the interest rate on long term government debt is at its lowest level for 200 years. As the French market has fixed rates for the term of the mortgage as well as a wide range of capped products, property owners can limit their exposure to future rate rises and lock in long term value. Quite simply, the cost of borrowing money in France has never been this cheap or secure for such a large number of people before. French banks will have granted something between 145 to 150 billion Euros of mortgages to individuals this year, 23.5% more than the 119,45 billion of last year. Caramelised Honey-Glazed Gressingham Duck Breast Roasted Red Plums & Bok Choi, Ruby Port Sauce Courtesy of Marcellin Marc, Clos Maggiore, Covent Garden, London UK

INGREDIENTS 4 4 1 tbs 1 tbs

200ml 50ml 20g 2 tbs

Gressingham duck breast (250g each) Bok choi chopped garlic chopped ginger port wine veal stock butter (for the duck) olive oil

Season the duck breasts on both sides and sear them in a pan slowly for 10 minutes on the skin side, then turn them over and put them in the oven for another 3 minutes at 180°C. Transfer the duck with the pan to a warm place to rest. Remove the remaining fat from the pan and add the port wine. Cook slowly until the port wine will be reduced, add the veal stock, reduce it again and add the butter to make the sauce thicker. Tear off the Bok choi leaves and fry them in a big non stick pan wok with olive oil and then add the ginger and garlic. Season with salt and pepper. They need to be crunchy, so don’t fry them for too long.

ROASTED RED PLUMS 8 big red plums 1tbs caster sugar 2 pinches cinnamon powder Cut the plums in half and remove the stones. Put them on a roasting tray and sprinkle with sugar and cinnamon. Bake them for 15 minutes at 160°C.


OAT BISCUITS flour oats Demerara sugar soft butter 5g baking soda 1 orange zest 1 lemon zest

Mix all the ingredients together in a mixing bowl with a wooden spoon. Place the mixture on a greased baking sheet - it should be 5mm thick. Bake in a pre-heated oven for 10 minutes at 170째C. Cut small squares of 5cm when still hot. Leave to cool for 5 minutes before removing from tray. Serves 4

butter caster sugar egg yolks plain flour baking powder double cream 4 spices mix ginger powder

Beat together butter and sugar in a bowl until it’s light and fluffy, then add the rest of the ingredients. Fill the muffin cups and bake at 180°C for 10-15 minutes. Cool in tin on a wire rack and serve warm.

POACHING LIQUOR FOR PEARS 3l water 1kg caster sugar 1 cinnamon stick 2 star anise 10 pears 1 clove 2 cardamom pods Peel the pears and cook them very gently, then cool them down in the syrup. CUSTARD 500g 500g 7 100g 1

PISTACHIO ICE CREAM 500g 500g 12 200g 200g

milk double cream egg yolks caster sugar toasted peeled pistachios

Whisk the egg yolks with the sugar in a bowl until thick and creamy and then add all the liquids. Place the mixture into a heavy-based pan over a medium heat and bring to the boil. Whisk constantly. Remove from the heat and place into a large bowl of iced water to quickly cool. Add the pistachios and churn the pistachio custard in an ice cream maker according to the manufacturer’s instructions.

Transfer all the liquids and the vanilla pod into a heavy-based pan over a medium heat and bring to the boil. While the cream is heating, whisk the egg yolks with the sugar together in a bowl until thick and creamy. Pour the hot cream into the bowl and immediately return the mixture back to the saucepan over a gentle heat. Continue whisking until the custard is thick and smooth, so it doesn’t slide from the spoon. Roast the pears in a pan with the brown sugar. Transfer the caramelized pears on separate plates; place the quenelle of ice cream on a top of the muffin and place the custard on a side.
