Dear Citizens of Sioux Falls, As we look back at 2019 it was a year that was full of firsts for our community in multiple ways. Some of those firsts were welcomed with open arms and others we would have definitely preferred they hadn’t happened. On a positive note 2019 was our inaugural year for the “Levitt at the Falls” concert series. With the completion of the Levitt Shell and the roll out of 30 free concerts for the community, the Levitt concert series “raised the roof” without a doubt. In our first year “Levitt at the Falls” drew more attendance than any other Levitt Shell Concert Series across the United States. That is quite a feat considering we are the smallest market with a permanent Levitt Shell venue. We joined seven other cities with a permanent Levitt Shell including Memphis, Los Angeles, Houston, TX, Denver, CO, Dayton, OH, Arlington, TX, Bethlehem, PA and Westport, CT. We can’t wait to see what 50 free concerts will continue to do for Sioux Falls by “Building Community through Music”, which is the mission of the Levitt Foundation. On a not so positive note, the year was riddled by historic flooding and tornados all within about 6 months of each other. So what did that mean for the park system? Trails and parks were closed along the Big Sioux River due to flooding and extensive tree and property damage along the Southern portion of our City due to the tornados. This was the first time since 1989 that Sioux Falls had a tornado touch down? Three F2 tornados touched down in the middle of the night causing extensive damage in parks like Yankton Trail, Spencer, Sertoma, and Tomar with mature trees shredded and/or uprooted. It was a non-stop level of tree clean up the entire year, some of which will carry over into 2020. Our parks and recreation team and many other city departments rolled up their sleeves and tackled the cleanup just like we always do in fine Sioux Falls fashion. On another positive note, Joe and Jennifer Kirby also stepped up in a big way by agreeing to fund a new dog park at Fort Sod. This park, located next to the Great Outdoor Store will be a huge hit with downtown residents. This park will be renamed “Kirby Dog Park at Fort Sod” in recognition of their very generous gift to the park system. Many thanks to the Kirby’s for their generous donation! We also saw Stensland’s Family Farms be selected through a request for proposal process to become new the concessionaire at the Midco Aquatic Center. Stensland’s will manage the Midco Aquatic Center concessions going forward, as well as continue to manage the Overlook Café in Falls Park. Those were the highlights of 2019 in your park system. Officials
The Sioux Falls Parks and Recreation Board is a seven-member board. Each member is appointed for a five-year term and is eligible for reappointment to a second consecutive five-year term. Members are appointed by the Mayor with the advice and consent of the City Council. Officers are elected from the board and include the president, vice president, and secretary. Regular meetings are held on the third Tuesday of each month, with a quorum of four board members being necessary for a meeting. Members shall not hold any elective office in the government of the city. Duties include initiating, reviewing, and making recommendations for ordinances, policies, and rules governing the use of the city’s public parks, swimming pools, and other facilities including the golf courses. 2019 Mayor and Council Members Mayor Paul TenHaken Janet Brekke Christine M. Nationally Accredited Parks and Recreation Agency CAPRA accreditation is a distinguished mark of excellence for park and recreation agencies and is a measure of an agency’s overall quality of operation, management, and service to the community. The National Recreation and Park Association research team estimates that there are approximately 14,000 parks and recreation agencies nationwide, of which 1 percent, or 174, have earned national accreditation. Sioux Falls Parks and Recreation is proud to be one of these elite agencies since 2010.

The Recreation division of Sioux Falls Parks and Recreation provides recreational and educational programs and services as well as wellness programs aimed at enriching the lives of residents of Sioux Falls and surrounding communities of all ages and abilities. 2019 Sioux Falls Parks & Recreation Annual Report
Sioux Falls Parks and Recreation plays a major role in the success of some of the city’s best known events. The department is primarily responsible for facility and park rentals, and assists event organizers in navigating the City’s special events application and permitting process. The public reserves Parks and Recreation facilities for family celebrations, sports activities, classes, corporate functions, and leisure activities. A special event application is required for events or activities that are open to the public, held outdoors on public property, a city street, downtown, or in a city park. An application must be received no later than sixty (60) days before a proposed event. Our goal is to assist the event planners in coordinating the services needed from the City of Sioux Falls to ensure the event is safe and successful. Other City Property Maintenance Once again throughout 2019, the City acquired an additional 199.74 acres of these properties, the City also re-evaluated some existing locations and reclassified them based on land usage. We currently sit at 2,129.63 acres of “other city property” within the estimated 75 square miles of the city. This translates to over 740 separate mowing locations throughout the City of Sioux Falls. Maintenance consists of mowing up to a 12 foot buffer where accessible, once every 7-10 days around storm drainage and detention ponds along with noxious weed control. On City-owned lots and right-of-way areas, maintenance consists of mowing the entire area weekly along with noxious weed control. City crews also take care of over 26 miles or around 51 acres of landscape medians that have over 3 acres of planting beds and over an estimated 17,000 different plant varieties. Maintenance consists of mowing weekly, plant care, shrub and tree care, spraying, irrigation repair and landscape feature maintenance. Vegetation Programs Nuisance Tree Program—Sioux Falls Parks and Recreation Forestry manages street tree complaints for the City. All tree complaints are investigated and appropriate action is taken to maintain established clearance heights over streets and sidewalks. In 2019, 139 tree inspections were made. This program yielded a 93 percent compliance rate from the community after a notice of violation was delivered. Urban Forest Surveys—Sioux Falls Parks and Recreation Forestry surveys the city for dead or diseased trees on street rightof-ways and private property. Project T.R.I.M. (Tree Raising Improvement Methods) Program—Sioux Falls Park and Recreation Forestry manages a cyclic program to survey street trees for established clearances over streets and sidewalks. In 2019, this proactive program yielded a 96 percent compliance rate from the community after a notice of violation was delivered to 3,066 property owners. Emerald Ash Borer (EAB)—In 2018, EAB was found in northern Sioux Falls. It was the first confirmed infestation in South Dakota. The City of Sioux Falls began to mark selected ash trees susceptible to infestation in October. As a preemptive measure to slow the infestation of EAB, Sioux Falls Parks and Recreation implemented a multiyear plan for the removal of ash trees in public rights-of-way (parking strips) across the City. Untreated ash trees will be removed at no cost to the property owner. Ash trees targeted for removal were marked with a blue ”9.” Removal of marked trees began in January 2019, and was scheduled to proceed through Memorial Day 2019. Between Memorial Day and Labor Day, no ash tree removals will be allowed. Tree removals will resume after Labor Day 2019. Forestry Report

Sioux Falls Golf In January 2018, the City of Sioux Falls partnered with Landscapes Golf Management to operate the three public city courses that include Elmwood, Prairie Green, and Kuehn Park. Elmwood is the only 27-hole golf course in South Dakota & received a multi-million-dollar renovation in 2018 to give this historic course a more modern look. In 2019 Golfweek Magazine named Prairie Green the 2nd best public course in the state, but you will have to see why for yourself. Kuehn Park is the area’s only public executive course featuring a fast and fun par 30 track that is perfect for all skill levels. Sioux Falls Golf also provides year-round activities by hosting nearly 80 group outings, hundreds of lessons, numerous fun events, and around 50 banquet parties throughout the year. Falls Overlook Cafe The quartzite building still standing on the east bank is the Sioux Falls Light and Power Company building, completed in 1908. The building housed three 500-kilowatt hydroelectric generators and used the dam and the millrace from the Queen Bee Mill. In subsequent years, the plant added additional coal-fired steam generators. The plant was abandoned in 1974 and donated to the City in 1977. Before remodeling took place to create the Falls Overlook Cafe, the building was in similar condition as when it was first constructed. The Falls Overlook Cafe serves a variety of family-friendly foods, ice cream, and beverages. Reservations are available for private events. Guests can enjoy dining inside and outside with a view of the falls. Historic exhibits are displayed inside the building. The Falls Overlook CafĂŠ opened in 2005 and operated under a management agreement between the City of Sioux Falls and Stensland Family Farms.

Mary Jo Wegner Arboretum & East Sioux Falls Historic Site The City has an agreement with the Wegner Arboretum Society to manage the 145-acre site. The Mary Jo Wegner Arboretum and East Sioux Falls historic site is an accredited arboretum featuring colorful gardens, wetlands, natural plants, and nature trails. The City performs all grounds maintenance and building repair and maintenance. The Society provides year-round activities, including group outings, picnics, site tours, weddings, education classes, and facility rentals. In 2019, the Arboretum welcomed 18 first through fifth grade field trips with about 1,200 children! They held 31 special events including business retreats, weddings, park awareness events, chamber mixer and celebrations. Offered 25 different classes and two days of summer camp for 10 weeks of preschool to fourth grade students. They hosted 6 nursing home tours and partnered with 5 community groups. Great Bear Recreation Park Great Bear is more than the hub of outdoor winter recreation in Sioux Falls, with 220 acres, 14 downhill shi and snowboard trails, 12 snow tubing lanes, and four miles of hiking trails to explore Great Bear activity never stops! Great Bear also plays host to a wide variety of organized events ranging from weddings, receptions and company outings. In addition to these events, the use of the park by the general public continues to grow as people escape from the hustle and bustle of everyday life with a relaxing hike or jog on the Wallin Nature Trail System. Great Plains Zoo & Delbridge Museum of Natural History The Great Plains Zoo & Delbridge Museum of Natural History is owned and operated through a partnership between the City of Sioux Falls and the Zoological Society. The City of Sioux Falls owns the infrastructure, land, and all assets associated with the Zoo and Museum and maintains the grounds in and around the facility. The Zoological Society operates the facility, manages the animal collection, and maintains the grounds within the exhibit. In addition, the Society is a nonprofit organization that serves as a fundraising arm for the facility to help further the mission of the Zoo. The Great Plains Zoo is accredited by the Association of Zoos & Aquariums and features over 1,000 animals from 137 species. The 45-acre park offers up-close views of animals often not found in larger zoos, including giraffes, tigers, rhinos, and a national award winning Snow Monkey exhibit and an expanded Brown Bear exhibit, enhancing the user experience. The Zoo also includes the Delbridge Museum of Natural History, a one-in-the-world collection of 150 mounted animals including 38 “vanishing species.� To learn more about the Great Plains Zoo & Delbridge Museum of Natural History, visit greatzoo.org.
Levitt Shell Sioux Falls The Levitt Shell Sioux Falls is a professional outdoor music venue located downtown in Falls Park west. Through an agreement with the National Levitt Foundation, The Friends of Levitt Sioux Falls and the City of Sioux Falls, the Levitt at the Falls opened in June 2019 and featured 30 free concerts. Featuring artists of various genres, 50 free concerts will be produced each summer going forward allowing the Levitt to foster social interactions and musical offerings among people of all ages and backgrounds. ADMINISTRATION 2019 SUMMARY Parks and Recreation (which includes park operations, recreation programming, park development, and administration) has 76 full-time employees. Park Operations includes park maintenance, forestry, other City properties maintenance, and central services. Light mechanical repairs to equipment, scheduling of specialized maintenance equipment, distribution of supplies, and carpentry work are all functions completed by this team. Forestry crews perform tree trimming and removal throughout the park system, and enforce the street tree ordinance and nonparkland management, including downtown trees, boulevards, and drainage ways. The city is divided into four park districts, each having a District Supervisor who is accompanied by Park Caretakers (assigned as crew leaders) and Park Service Workers who assist with daily maintenance of the neighborhood and community parks located within their district boundary. Park Operations are supported by six other report-to-work locations (remote park shops) across the park system. Recreation Division oversees the Midco® Aquatic Center, five community centers, six ice rinks, five outdoor pools, one wading pool, three enlarged gyms, athletic programs, leagues, classes, programs, camps, fitness opportunities, theater, and concerts. The division consists of a Recreation Manager, four Recreation Program Coordinators, and five Recreation Program Specialists. In addition, an Administrative Manager supervises a Recreation Program Coordinator and a Recreation Program Specialist responsible for marketing, community outreach and citywide special events. The Parks and Recreation administration office, at 231 North Dakota Avenue, is the headquarters for park operations, park planning, administration, and recreation division personnel. ADMINISTRATION 2019 HIGHLIGHTS PLANNING • 2020–2024 Capital Improvements Program was presented to the Parks and Recreation Board, Mayor, and City Council for approval. • Parks & Recreation Comprehensive Plan was updated and will be presented for approval by the Parks and Recreation Board and City Council in early 2020 • Continued property acquisition for the Cherry Creek bike trail corridor in northwest Sioux Falls and Big Sioux River trail corridor in northeast Sioux Falls. • The following cyclic programs were updated to help in planning for future capital projects and maintenance: • Park Roads and Lots Maintenance Program • Play Court Cyclic Maintenance Program • Bike Trail Maintenance Program • Internal Park Trail Maintenance Program • Play Structure Maintenance Program • Updated master plans for Yankton Trail, Tomar, Mary Jo Wegner Arboretum, and Fort Sod Parks PARTNERSHIPS • Farmers Market— Allows Falls Park Open Air Shelter to be used by Downtown Farmers Market Inc. on Saturdays from 8 a.m. to 1 p.m. May 1 through October 31. • SD Junior Golf Foundation MOU— Allows the S.D. Junior Golf Foundation access and use of Elmwood golf course facilities for First Tee participants. The Foundation will provide and administer golf instruction and/or classroom instruction incorporating The First Tee Life Skills and Golf Experience curriculum. GIFTING AGREEMENTS • Sunscreen— An agreement with Dakota Dermatology and Dr. Richard Friess to gift sunscreen products and dispensers to the City of Sioux Falls Outdoor Aquatic Facilities and golf courses. MANAGEMENT AGREEMENTS • Falls Overlook Cafe— An agreement was negotiated with Stensland Family Farms, for the exclusive rights to operate, manage, market, and promote the Falls Overlook Cafe. • Mary Jo Wegner Arboretum— An agreement was negotiated with the Arboretum Society, allowing the Society to manage the overall operation and function of the Mary Jo Wegner Arboretum.

DID YOU KNOW? Forestry: • There are 16,057 Maple trees along Sioux Falls streets. If we tapped every tree we would be able to produce 8,000 gallons of maple syrup a year. • Only 1.5% of Sioux Falls street trees are larger than 43 inches in diameter. Most street trees (23%) are between 13 – 18 inches in diameter. • The largest street tree is a maple with 150 diameter inches attributed to the one tree. • The tallest street tree found in Sioux Falls is a Cottonwood which is 100 feet tall. • If we cut every street tree in Sioux Falls and laid them end to end it would stretch 1,870,689 feet or 354 miles. That’s only 29 miles short of the entire state of SD East to West. • There are 3,484 street trees planted under overhead utility lines. Contact with overhead lines is the number one killer of people in the tree care industry. Which is why we shouldn’t put trees there. • Sioux Falls has been recognized as a Tree City USA by National Arbor Day Foundation since 1980. The most popular street trees along Sioux Falls streets are 1. Ash 41.5% 2. Maple 33.7% 3. Linden 6.7% 4. Honeylocust 3.6% 5. Elm 2.5% 6. Hackberry 2.2% 7. Oak 2.0% Harmodon Park: • 240 bags of quick dry are used in an average year to assist in rain events. • 350 gallons of field paint are used to paint foul lines on the grass in an average year. • 324 bags of chalk are used in an average year to chalk the infield lines in an average year. • Approximately 38 miles of chalk lines are placed on the baseball fields (not including tournaments) each year. • Approximately 57 miles of chalk lines are placed on the softball fields (not including tournaments) each year. • Harmodon baseball has 504 light bulbs lighting the 7 baseball fields • Harmodon softball has 304 bulbs lighting the 8 softball fields. Other Fun Facts: • 43 irrigation systems (blvd/median) are blew out every fall • Approx. 1,200 garbage/recycle cans • 102 Utility Vehicles • 16 11’ mowers • 26 72” mowers • There are 1700 total irrigation heads in District 3. Or, 11 NFL stadiums! • Sertoma Park had 130 reservations this year. That is more than then the two shelters at Legacy Park combined in 2019. (Legacy Park reservations down due to flooding) Great Participation: • In a recent statistically valid survey, 95% of respondents indicated someone in their household used a park or facility offered by the Sioux Falls Parks and Recreation Department. This figure is 15% higher than the national average of 80%. • In a recent statistically valid survey, 43% of respondents indicated someone in their household participated in City/County Park Department recreation Programs. This figure is 10% higher than the national average of 33%.
