General Rules & Conditions 1. PAYMENT A. Payments must be postmarked by the deadline date and received within three business days. We recommend payments be sent by certified mail, as the Ohio Quarter Horse Association is not responsible for any lost or late entries. B. Payments may be made in full. Any horse paid in full and then dropped before the August 1st final payment deadline will have the remaining payments due refunded. The Ohio Quarter Horse Association MUST be notified of the intent to drop the horse before the payment due date to receive the refund. 2. LATE NOMINATION FEES A. Received by July 1 - $250 Penalty + Nomination and Sustaining Fees B. Received by August 1 - $500 Penalty + Nomination, Sustaining and Final Fees. 3. MISSED PAYMENTS These conditions only apply to entries that paid the nomination fee by April 1, except where denoted by an asterisk(*).

A. Anyone missing the June 1st sustaining fee may regain eligibility by paying the following: 1. By July 1 - $75 Penalty + Sustaining Fee 2. By August 1 - $100 Penalty + Sustaining Fee and Final Payment B. Anyone missing the August 1st final payment, but who has paid nomination and sustaining fees, may regain eligibility by paying the following: 1. By August 25 - $250 Penalty + Final Payment C. Anyone missing June 1st sustaining fee and August 1st final payment, but who has paid the nomination fee, may regain eligibility by paying the following: 1. Ultra Late Fee - $1,000 Penalty + Sustaining and Final Fees 2. Ultra Late Fees and their accompanying payments will NOT be accepted by mail, but must be made during Congress at the Entry Office in Congress Hall. 3. Ultra Late Fees must be paid at Congress no later than 2:00 p.m. the day before the first go-round of the class to be shown. 4. Futurity fees paid during Congress will not be added to the purse. 5. Any horse paying an Ultra Late Fee, who is not already on an existing entry, must pay a stall fee at Congress. D. Anyone who has not made any payments can enter by paying a $2,500 Penalty, plus all missed payments (nomination, sustaining and final fees) by August 25th.

4. CHECKS PAYABLE Payments must be made in U.S. funds. Please make checks payable to: The Ohio Quarter Horse Association P.O. Box 209 | 101 Tawa Road (FedEx/UPS) | Richwood, OH 43344 5. NSF CHECK POLICY A penalty equal to the late fee for the missed payment, plus a $35 processing fee will be charged for any NSF check. 6. REFUNDS Refunds will not be given for any reason, except as described in rules #1B and #17. 7. SUBSTITUTIONS If a veterinarian statement is received by the Ohio Quarter Horse Association, stating that a horse entered is no longer able to work, the owner will be allowed to substitute another horse in the class, providing the substitute horse is owned by the same person who made the original entry. A substitution fee of $200 must accompany the vet statement. Substitutions will be accepted until August 1st ONLY. 8. CHANGE OF OWNER The Ohio Quarter Horse Association should be notified in writing of a change in ownership of any entry. A copy of the updated registration certificate must be included with the request to change ownership. Notification by phone will be accepted, but will not be considered final until a copy of the updated papers is received in the OQHA office. 9. STALL INFORMATION A. All horses with all payments made and who will be shown at Congress must have a stall. Payment for stalls must be made with regular Congress Entries by August 25th. B. Congress Horse Show Entry Books will be mailed in July. The entry form in the book should be filled out completely, including futurity class number and stalling information. The completed entry form should then be sent in with any other horse show entries. All horse show entries must be received by August 25th. PLEASE NOTE: If you have not received a Congress Horse Show Entry Book by August 1st, please call the OQHA office and request one: (740) 943-2346 ext 125. 10. ELIGIBILITY Congress Futurity and Stakes Classes are open to the following breeds: AQHA, APHA, ApHC, ABRA, IBHA, PHBA and Jockey Club. The Congress Barrel Racing Sweepstakes and the Congress Pole Bending Sweepstakes are open to all horses. Reining Futurity entries must have a competition license. 11. HORSE MARKINGS AND IDENTIFICATION A. Horses may be matched for identification and age with their registration papers. B. Owners of grade horses should include a color photo and vet statement verifying the age, color, markings and owner of the entry.

12. NSBA AND CONGRESS RULES AND REGULATIONS A. Classes will follow NSBA rules, unless Congress futurity conditions differ from them. In this case, Congress rules shall prevail. B. All horses that are entered in a Congress futurity or stakes class will be required to pay a $7.50 NSBA Drug Fee per horse. C. All futurity entries will require a Certificate of Eligibility. Horse holding a current BCF or SIF certificate will satisfy this requirement. For more information please contact the NSBA office. 13. MEDICATION RULES A. All Congress stakes and futurity events will be run according to Congress medication rules. Rules available from OQHA by request. B. All horses may be asked to submit to laboratory testing. Any owner, exhibitor or trainer refusing will be disqualified and will be subject to disciplinary procedures. 14. INHUMANE TREATMENT Inhumane treatment of any horse (as defined per AQHA rules SHW205) will be grounds for disqualification of that horse and all awards will be forfeited. 15. FINAL DECISION Decisions of the judges will be final. Entries will be accepted only upon this condition. 16. DISPUTES Any dispute as to operation of classes, matters of protocol, procedures in lab testing, show management issues and all other issues shall be decided by the show manager. The show manager’s decision shall be final and considered acceptable by all exhibitors. 17. RIGHT OF CANCELLATION The Ohio Quarter Horse Association and the All American Quarter Horse Congress reserves the right to cancel these events without notice and without liability any time prior to the contests. In this case, all entry money will be refunded. 18. EXPENSE WITHHOLDING 23% of the net purse, except for NRHA classes which will use 25% (20% retainage and 5% to NRHA) of the net purse, will be used to defray expenses in all performance futurities and sweepstakes. In Congress Masters Futurity Classes 100% of the entry fee will be paid back. Regular entry fees will be included in the purse. Penalty payments will not be included in the purse. All fees paid in excess of the regular entry fee will be considered a penalty payment. 19. PRIZE MONEY CHECKS All prize money checks will be made out and mailed to the OWNER after results of all drug tests are received. Paybacks will not be mailed until December 1st or later.

1. THE CONGRESS SOUTHERN BELLE BREEDER’S CLASSES A. Congress Southern Belle Breeder’s classes will be held concurrently with the following classes (including open, limited open, non-pro and limited non-pro divisions) will be: Coughlin Two-Year-Old Open Western Pleasure Futurity, Three-Year-Old Non-Pro Western Pleasure Futurity, Three-Year-Old Open Western Pleasure and Three-Year-Old Open Hunter Under Saddle Futurity. B. These stakes classes (including applicable open, limited open, non-pro and limited non-pro divisions) will be: SBB Yearling Open Western Longe Line Stakes, SBB Yearling Non-Pro Western Longe Line Stakes, SBB Yearling Open English Longe Line Stakes, SBB Yearling Non-Pro English Longe Line Stakes, SBB Two-Year-Old Non-Pro Western Pleasure Stakes, SBB Two-Year-Old Open Hunter Under Saddle Stakes, SBB Three-Year-Old Non-Pro Hunter Under Saddle Stakes and SBB Maturity $10,000 Limited Horse Open Western Pleasure Stakes. C. Entries for the Congress Southern Belle Breeder’s classes (except the Congress Southern Belle Breeder’s Three-Year-Old Open Western Pleasure Futurity) are due August 25th. Horses must enter the Congress Futurity or Stakes class to be eligible to enter the corresponding Congress Southern Belle Breeder’s class. 2. LIMITED DIVISION ENTRY All entries with eligible riders will automatically be entered in the limited open or limited non-pro division. No additional payment for the limited division is required. 3. LIMITED DIVISION ELIGIBILITY A. Western Pleasure 1. The top 35 Open Western Pleasure riders based on monies won in the go-rounds and finals (Open & Limited) of the Two-Year-Old Western Pleasure Futurity, SBB Two-Year-Old Western Pleasure Futurity, Two Year-Old Western Pleasure Stakes, Three-Year-Old Western Pleasure Futurity, SBB Three-Year-Old Western Pleasure Futurity, Maturity Open Western Pleasure Futurity, Maturity $10,000 Limited Horse Western Pleasure Stakes, SBB Maturity $10,000 Limited Horse Western Pleasure Stakes and Masters Western Pleasure, plus monies won in go-rounds and finals over the last five years, will not be eligible for the limited open division.

The top 15 Non-Pro Western Pleasure riders based on monies won in go-rounds and finals (Open & Limited) of the Three-Year-Old Non-Pro Western Pleasure Futurity and SBB Three-Year-Old Non-Pro Western Pleasure Futurity, plus any monies won in the finals of the Two-YearOld Non-Pro Western Pleasure Stakes, SBB Two-Year-Old Non-Pro Western Pleasure Stakes and Maturity Non-Pro Western Pleasure Stakes won over the last five years, will not be eligible for the limited non-pro division. B. Hunter Under Saddle 1. The top 15 Open Hunter Under Saddle riders based on monies won in the go-rounds and finals (Open & Limited) of the Three-YearOld Hunter Under Saddle Futurity and SBB Three-Year-Old Hunter Under Saddle Futurity, plus monies won in the finals of the Two-Year-Old Hunter Under Saddle Stakes, SBB Two-Year-Old Hunter Under Saddle Stakes, Maturity Hunter Under Saddle Stakes and Masters Hunter Under Saddle classes over the last five years will not be eligible for the limited open division. 2. The top 10 Non-Pro Hunter Under Saddle (Open & Limited) riders based on monies won in the Two-Year-Old Non-Pro Hunter Under Saddle, Three-Year-Old Non-Pro Hunter Under Saddle Stakes, SBB Three-YearOld Non-Pro Hunter Under Saddle and the Maturity Non-Pro Hunter Under Saddle Stakes classes over the last five years will not be eligible for the limited non- pro division.

4. JUDGES There will be three judges for each go-round. There will be four judges for the open division finals and four judges for the limited division finals, with the lowest score of the four judges being eliminated for each horse. 5. RIDER CHANGES A. Riders must be named at the time the final payment is made. B. Due to the absolute accuracy required to maintain the Congress ineligible rider list, rider changes must be reported to the entry office in Congress Hall no later than 2:00 p.m. the day before the first go-round. C. Any horse/rider combination shown that differs from the official class list maintained by the entry office in Congress Hall will result in disqualification of the entry, both from the go-round and any finals for which it might have qualified. D. It is the exhibitor’s responsibility to report rider changes. Please confirm riders when back numbers are received. 6. GO-ROUNDS AND FINALS A. There will be two go-rounds, plus a final for the open division and a final for the limited division. The top 15 placings in the first go-round and the second go-round of futurity classes will be eligible for the open finals. All limited rider finalists in each go-round will be eligible for the limited open finals. Entries placing 15th or above in the first go-round are not eligible to show in the second go-round. Entries placing below 15th may show in the second go-round, if they wish.

B. A horse must have the same rider in the go-rounds and final. Any change in riders between go-rounds and final must be approved by the show management, for dire emergencies only. C. The top 15 placings in the first go-round and the second go-round of futurity classes will each receive $400. 7. DIVISION OF REMAINING PURSE After the $12,000 go-round money has been deducted from the purse, 60% of the remaining purse will be paid to the open division finals and 40% will be paid to the limited open division finals. 8. PAY BACK SCHEDULE Futurity classes will follow the NSBA, ten place, pay back schedule. Please note that these percentages do not apply to payouts in the Congress Masters classes. Congress Masters Western Pleasure Payback: 1) $25,000, 2) $12,500, 3) $5,000, 4) $4,500, 5) $4,000, 6) $3,500, 7) $3,000, 8) $2,500 Limited Payback: 1) $5,000, 2) $3,000, 3) $2,500 Congress Masters Hunter Under Saddle Payback: 1) $10,000, 2) $5,000, 3) $4,000, 4) $3,500, 5) $2,500, 6) $2,000 Limited Payback: 1) $5,000, 2) $3,000, 3) $2,000 9. TIES Ties in the go-rounds and finals will be broken by a designated tie-breaker judge. The winner will be determined by final placings. 10. Please note that rules will be strictly enforced. 3. GO-ROUNDS AND FINALS A. There will be two go-rounds and a short go-round. 20 horses and ties will be selected for the short go-round, based on the fastest times run out of both go-rounds combined (not composite times). B. Monies will be paid to the fastest times in each go-round and the short go-round. C. The average winner will be based on the fastest composite times from two go-rounds. The fastest timed run in the short go-round added to the fastest timed run out of the first two go-rounds will determine the winner. D. A horse must have the same rider in the go-rounds and the short go-round. Any change in riders must be made by the show manager, for dire emergencies only. 4. TIES In the event of a first place tie in any segment, the winner will be determined by a run-off. Ties for other places will be handled by a coin flip for ribbons and there will be an equal division of tied prize money between tied contestants. 5. DIVISION OF PURSE 20% of the net purse will be paid to each of the go-rounds and the short goround. 40% will be paid to the average. 6. DIVISION OF PURSE BY PLACE If 50 entries or more remain eligible, 15 places will be paid as follows: 23%, 14%, 10.5%, 9%, 8%, 7%, 6%, 5%, 4%, 3.5%, 3%, 2.5%, 2%, 1.5%, 1%. 7. MAXIMUM NUMBER OF HORSES TO BE SHOWN Congress follows AQHA rules regarding the maximum number of horses that may be shown in individual work classes of barrel racing and pole bending. In an all-age class, a maximum of four (4) horses may be shown.

The top 25 horses, including ties, will advance to the finals. The top 15 horses will receive money in the go-round as follows: $1,200, $700, $650, $600, $550, $500, $450, $425, $400, $375, $350, $350, $350, $350, $350. 2. OPEN DIVISION - LEVEL 4 FINALS PAYBACK A. There will be 15 places paid, using the following percentages: 23%, 14%, 10.5%, 9%, 8%, 7%, 6%, 5%, 4%, 3.5%, 3%, 2.5%, 2%, 1.5%, 1%. B. Places 16-25 will receive $500. The percentages will be figured using the remaining nomination fees (excluding penalty payments) after go-round money has been deducted. The winner will be determined by the finals score.

3. OPEN DIVISION - LEVEL 3 A. All Open Division Level 3 entries will work in the futurity go-round. The top 25 horses, including ties, will advance to the finals. B. Intermediate Open Finals 1. All eligible horses will work in the Open Division Level 3 finals. There will be 15 places paid as follows: 23%, 14%, 10.5%, 9%, 8%, 7%, 6%, 5%, 4%, 3.5%, 3%, 2.5%, 2%, 1.5%, 1%. These percentages will be paid after deduction of the $500 payments paid to places 16-25, as provided in sub-section b, herein). 2. Places 16-25 will receive $500. The top 25 showing in the Open Division Level 3 finals will be guaranteed the greater of the above percentage paybacks or $500. The winners will be determined by the finals score. 4. OPEN DIVISION - LEVEL 2 A. This class is open to riders who are eligible according to NRHA rules. B. All Open Division Level 2 entries will work in the open futurity go-round. Based on the scores in this go, 15 places will be paid as follows: 23%, 14%, 10.5%, 9%, 8%, 7%, 6%, 5%, 4%, 3.5%, 3%, 2.5%, 2%, 1.5%, 1%. 5. PRIME-TIME OPEN DIVISION A. This class is open to riders who are eligible according to NRHA rules. B. An additional entry fee of $100, due with the final payment on August 1st, is required to enter the prime-time open division. C. All prime-time open division entries will work in the open futurity goround. Based on the scores in this go, 15 places will be paid as follows: 23%, 14%, 10.5%, 9%, 8%, 7%, 6%, 5%, 4%, 3.5%, 3%, 2.5%, 2%, 1.5%, 1%. 6. IDENTIFICATION OF HORSES Each entry must have an NRHA competition license. 7. MULTIPLE ENTRIES Owners may enter more than one horse. A horse may only be entered once. Riders may ride three (3) horses. 8. DESIGNATED RIDER Riders must be designated no later than August 1st. If the proper rider is not designated, OQHA is not responsible for drawing “back-to-back.� 9. RULES A. NRHA rules and regulations will prevail in NRHA Open Reining Futurities, unless specific Congress rules differ from them. In this case, Congress rules shall prevail. NRHA membership of owner and exhibitor is required. B. All horses that are entered in a Congress futurity class will be required to pay a $7.00 NRHA Drug Fee per horse. 10. CHANGE OF CLASS Upon written request, any entry whose total open class entry fees have been paid may be changed to the NRHA Non-Pro Reining Stakes. $600 of the open class fee will be transferred to the NRHA Non-Pro Reining Stakes, all other monies will remain in the open class, including any fees paid in advance in the intermediate and limited. The request must be made by August 25th.
