Summary Report: Special Talent Exchange program has organized this conference for disabled people from all over the world for an inclusive society and accessibility and mobility. It is been held in Serena hotel Islamabad from 3rd Oct 2011 to 5th Oct 2011 to promote the ratification of UNCRPD and to empower them with Leadership. Welcome speech was delivered by Peter Hill, GM Serena. He mentioned that from the past few years Hotels has been taking initiatives for changes. And they still need a lot to do to support the disability. Followed up by Mr. Atif Sheikh, President STEP. He pointed that there has been a lot of work still in progress to help disabled people. Like he mentioned that the stage has Wrack instead of stairs to Able the Disable people. He stressed upon the change process that has been in progress for the past few years. The need to rehabilitate the DP and empower them with Leadership qualities to give them a lead. And now they are changing the lives of others. He mentioned the achievements of STEP in the past towards PWD’s. 14 DP from all over the world was selected and was given leadership trainings and attention has been diverted to how to utilize the persons with disabilities in corporate sector. He thanked the Partner for their contribution and participation in the Conference and making it successful. Which includes Government of Pakistan, Site Savers, Telenor Pakistan, British Council, Plan International, UNESCO, Concern World Wide, American Embassy, CBM, BAAP. Chef International, Light for the World, SAIBER, PUAN. Mr. Niaz Ullah Khan from SAIBER Foundation, He said it’s not a Story of an Organization but it’s a Story of Leadership of Person with Disability. He thanked DG Special Education for signing the convention of PWD. Ms.Ifat Jamel from Plan International mentioned that we belief in Human Rights peace organization and it’s an honor to work with people who wants to make this society inclusive. Ms. Rabbiya Iftikhar from CHEF International contributed that PWD has a lot of barriers and this conference helps in the Implementation of the UNCRPD convention. Dr. Kozue Kay Nagata Director/ Representative UNESCO Pakistan showed her gratitude towards the STEP efforts and the participants. She mentioned that though UNCRPD convention is at International Level but still a lot of measures have to be taken including the inclusion of its implementation. She ended her welcome speech by saying that There is nothing about a disabled people, we take out the disabled people. Mr. David Martin, Country Director British Council mentioned that we cannot build bridges until we are conclusive. Value of diversity comes with race, religion, age etc but it also includes disability. This conference will raise the value of PWD’s. He mentioned that people aren’t disabled, that what the environment makes them. Mr. Karl Erik Broten, CFO, Telenor Pakistan added to the discussion that we need to change the mind sets within community nationwide. Currently 16 employees with disability are working with us and are really motivated and educated and they are one of the biggest resources to us. Mr. Imam Yar Baig, Country Director Pakistan Sightsavers congratulated for UNCRPD for the price of disabled people. And mentioned that working together is the real development of our country Pakistan inclusive of DP. Chief Guest Mr. Syed Mustafain Kazmi Director General Special Education and Child Development gave the Ending words of Inauguration ceremony. He welcomed the foreign Delegates and participants from Korea and UK. He thanked the Organizers STEP (Special Talent Program) in collaboration with other organizations. And emphasized on the fact that we should make this conference result oriented. And thanked the foreign delegates for sharing their experience. He mentioned that Governments is working on the quotas for DP to ensure their

Then Networking & Collaboration. A lot of interest has been shown in the panel discussion on Employment Opportunities and Challenges. Then a Leadership Development session was held by Dr. Awais Siraj, British Alumni Association and Mr. Khalid Naeem, Honorary Country Director, ICEVI And a panel discussion on Community Based Inclusive Development, followed up by question and answer session very beautifully. And with this the first day of International Leadership Conference of Persons with Disabilities came to an end. Question and Answers Session Q.1. Question has been raised from the audience regarding the topic of discussion. He threw his question to Telenor Pakistan that a lot of work has been done in Islamabad? And you are working here. What about the rural areas of Pakistan which has 73% of the population? Ans. Which was beautifully answered by Ms. Anjum Rehaman that she mentioned that they have worked for the disabled flood affected people and in areas like Sialkot, sanghar etc. but to initiate a big thing, it requires a lot of home work so now they are working on ticking it down doing their home work to make the society inclusive for disabled people Q.2 Disabled people are able but they don’t have the guide? Ans. Personal disability- Person come first and then the disability. People say normal people but I still don’t know how do you define normal. I could not accept the idea of disability. Its written on my car that this person is disabled. Yes, I am disabled but the environment is making me disabled. I cannot go to cinemas, public toilets, mosques, church or do just a simple work of giving command to a computer. You just make them disable and we think that society made us disable because they doesn’t want us. 155 of the population are declared disabled that means a father, mother, daughter, son etc which makes 60% of them directly. So we should take it seriously. Q.3. Can we have a proper platform or any form of secretariat for the process of implementation of UNCRDP? Ans. DPO’s are involved at local level, not national Levels. It’s coming from top down, from Government. Disabled people are been taken care of at national level. We need to focus on this and try to come out with something.

Declaration: The International Leadership Conference for Persons with Disabilities was organized by Special Talent Exchange Program (STEP) in collaboration with Directorate General of Special Education, Sightsavers, British Council Pakistan, Plan Pakistan, UNESCO, Concern Worldwide, CBM, CHEF International, Light for the World, US Embassy in Pakistan, Pakistan US Alumni Network (PUAN), British Alumni Association (BAAP), Telenor Pakistan and Serena Hotel Islamabad on October 35, 2011 at Serena Hotel in Islamabad. More than 100 delegates got together from all over Pakistan, Korea, United Kingdom, Afghanistan and shared their valuable inputs regarding the emerging issues of development management especially leadership development for persons with disabilities. The presentations of key speakers, panel discussions and the deliberations of the participants in the conference provided a range of perspectives and perceptions about the way forward for an inclusive society especially in Pakistan. Preamble We, the leaders of the Disabled Persons Organizations from all provinces of Pakistan and Azad Jammu Kashmir, and other stakeholders including NGOs, INGOs and media at Serena Hotel Islamabad for the International Leadership Conference for Persons with Disabilities held on 3-5th October 2011, together recognize:

1. Having considered the Ordinance on Disabled Persons, 1981 and the National Policy for Persons with Disabilities, 2002; and noted that the Government of Pakistan has committed itself to providing 2% job quota for Persons with Disabilities in the 1981 Ordinance on Disabled Persons; Desiring to address the disadvantages and barriers placed on Persons with Disabilities by society and mindful of the need to lessen the burden of poverty on their quality of life. 2. Recalling the United Nations Standard Rules on the Equalization of Opportunities for Persons with Disabilities in 1992 and also recalling the resolution WHA58.23 on Disability, including prevention, management and rehabilitation. 3. Reiterating the commitment for follow up and advocacy for Islamabad Declaration on Accessibility 2006, Islamabad Declaration for PWDs 2009, Islamabad Recommendations for regional networking and collaboration 2010 and Islamabad recommendations for make the right real 2011. 4. Recalling the UN General Assembly resolution 59/229 on developing a Convention on protection and promotion of rights of Persons with Disabilities. 5. Recalling the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) 2006, and appreciate the government of Pakistan who have signed and ratified the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in June 2011. 6. Recalling the ILO Declaration on Social Justice for Fair Globalization adopted on 8th June 2008 for decent work agenda focusing on social protection, employment, social interaction and international labor standards.

7. Share that there are attitudinal barriers with metaphors, jargons and phrases which reinforce exclusion of PWDs, and agree that such terminologies as special parks and special buildings be replaced with other appropriate terminologies in accordance with UNCRPD and other international standards. 8. Note that present judicial systems, governance and administrative structures in Pakistan are usually not conducive to the needs of persons of with disabilities, and recognize necessary measures to be taken to address issues of persons with disabilities in judicial policies, governance reforms and administrative structures. 9. Acknowledging the link between poverty and disability and that disability places a heavy economic burden on the families and communities; and further acknowledging that the recognition of rights of Persons with Disabilities has come about through broad consultation of national and international alliances. Recommendations

1. To develop a mechanism for implementation and monitoring of recently ratified convention on the rights of persons with the disabilities by government of Pakistan in June 2011 and such mechanisms should have representation and voices of DPOs and PWDS of Pakistan. 2. To ensure the disability is reflected and adopted as cross cutting issue in development initiatives of Public and Private sector and necessary capacity development should be assured after 18th constitutional amendment when Ministry of Social Welfare and Special Education has been devolved. 3. To review the national policy for persons with disabilities 2002 to adapt the recommendations of Convention of Persons with Disabilities and CBR guidelines of WHO/UNESCO/ILO. A new strategic plan (national plan of action) is desirable at this stage. 4. To increase collaboration with international partners and DPOs for wider learning and experience sharing to become a more responsive and inclusive in its approaches to tackle the disability.
