Press Note Leaders

Who is who? What do they do? From our special correspondent Srinagar, November 10: With the onset of chilli-winter season, the people of the valley are confronted with enormous problems of power shortage, scarcity of drinking water, sky-rocketing prices of essential commodities, sudden fall in the supply of cooking gas and what not. It has become a routine for the people of the state to listen to big announcements, assurances, promises and tall-claims of overcoming the shortage of above mentioned services every now and then but all falls short of accomplishment when it comes to ground realities. One wonders and sometimes gets a laughing stock when President, General Secretary and other office bearers of National Conference and Congress demand ensuring of uninterrupted power supply, drinking water and cooking gas like things particularly on the eve of festivals and religious occasions. It is definitely shocking that they air these demands through radio, television and the local press.

Instead of asking their minister and their government to take concrete steps to mitigate the problems of the people in cabinet meetings and co-ordination meetings, these leaders who are the essential part of the coalition government, prefer to issue such statements to mislead the people. These press-note leaders, themselves know that their statements are of no use but to keep their names in the news they are always in search of the occasions to issue the press-notes. Even some times, they are away in some foreign countries, but back in the state the press notes asking for smooth supply of electricity for religious festivals are being issued by their buffoons without any wait. These statements become more laughing stocks when even the cabinet ministers issue a press release demanding certain things to be done on a particular occasion. The height of press note leaders is that even the erection of a mobile tower in Tangdar attracted dozens of press notes in which these leaders claimed that they made efforts to get

Coalition betrayed people of J&K: PDP Srinagar, Nov. 10: Exhorting people to teach Omar Abdullah led coalition .a lesson for its failure of the fulfil promises, senior leader of Peoples Democratic Party (PDP) and MLA Sangrama, Basharat Bukhari today today flayed the National Conference leadership for betraying people of Jammu and Kashmir for the lust of power. According to a PDP statement received by KNS, addressing public meeting in Banihal assembly segment in support of PDP candidate for Udhampur-Doda Lok Sabha seat Arshad Malik, Bukhari exhorted the people to teach a lesson to those who are responsible for their woes. He said that forthcoming Lok Sabha is an opportunity to teach a lesson to those who had made false promises during

the last assembly elections. Coming down heavily on ruling coalition for not solving problems of the masses, Bukhari regretted that instead of fulfilling wishes and aspirations of the people of Jammu and Kashmir, leaders of the coalition were trying to play with the sentiments of the people. “It is all due to the nonserious approach of the coalition government that people of Jammu and Kashmir have to face hardship”, he said and cautioned the people against game plan of the ruling coalition. Speaking on the occasion, PDP candidate for UdhampurDoda seat Arshad Malik shifted all blames on coalition regime for the backwardness of the State especially in Chenab Valley region. He said that developmental works which See PDP on Pg. 7

Observing that with the picking up election fever in the country, the defeated political opportunists have resorted to lies and falsehood for hoodwinking public opinion against landmark achievements of the present coalition government, the Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather today cautioned the people against their mechanisations so that their nefarious designs are thwarted completely. Speaking to a public gathering at Tulsi Bagh, Srinagar today, the Minister asked the people to reject political opportunists who

are habitual of exploiting the sentiments of the innocent people on the basis of region and religion to satiate their vested interests. He hoped that the political-

ly matured people of the state will never allow divisive forces to succeed in their game plan and build their castles on the graveyards of innocent people. He said secular fabric is the hall mark of state’s

these statements is a compulsion for them but for the press it is the money which makes them to publish such rubbish statements. The agents of these so called leaders go from one paper to another and get their paid news published. Though the question of paid news is haunting the whole country particularly during elections or before elections, it is prevalent always as far as the publishing of political news is concerned. The J&K has seen a mushroom growth of political parties, political workers and non-entities who are the self, styled office-bearers of those parties which do not exist in the state at all. These self-styled leaders are enjoying every facility including government accommodation, government vehicles and security cover. In addition to these they are indulging in all kinds of corrupt practices including extortions, grabbing big amounts from innocent people to provide jobs to their wards etc. They issue some statements, get them published in some papers and use these clippings for exploiting gullible people. They

also black-mail some honest officers and extort money and favours from them. This trend is not only prevalent in main stream parties but also in separatists who get lot of money from outside the country. There are some press note leaders who are sponsored by various agencies to get their viewpoint publicized through them. However this exercise is futile because the press statements issued have no bearing on the functioning of the government agencies as they do not take these statements seriously knowing their origin and background. It surprises everyone when even the leaders of the stature of Dr. Farooq Abdullah, Sheikh Nazir Ahmad, Prof Saif-ud-din Soz and their other leaders issue statements on the public problems instead their own government to deliver. Does this mean that these leaders have no authority and say in their own coalition and they have to take help of media to highlight the problems of the people? One comes to the conclusion to say as to who is who and what do they do?

Massive expansion programme in health, education sectors on anvil: Omar ‘You will see a gigantic expansion taking place in next six months’ Trungal (Doda), Nov. 10: Indicating gigantic expansion programme in health and education sector within next six months, Chief Minister, Omar Abdullah Sunday said that after focusing on consolidation in these sectors during the last some years, a mammoth programme of expansion is in offing.“Within next six to eight months you will see a huge programme on ground regarding expansion of health and educational institutions”, he told a public gathering at Trungal a remote area in Asar Block of Doda District. The Chief Minister was addressing a public meeting after inaugurating Rs. 15 crore 325 metre Span Suspension Bridge over river Chenab at Trungal in District Doda. Omar Abdullah said that road communication especially to link up far-flung and remote areas with

this tower installed. Normally, such statements demanding mitigation of the problems of the people used to be issued by the opposition parties to invite the attention of the government towards the public interests issues. Perhaps this is also considered to be a domain of ruling parties to snatch this right from opposition. The question arises, does these statements fulfil any purpose and do they indicate the seriousness of the ruling parties towards the problems of the people? The answer to this question is known to everybody as the public knows this all is being done for cheap publicity and projection of a particular person. In fact, if these press note leaders would have been serious about the problems of the people, they would instead use the official channels and bring the problems of the people to the notice of the concerned ministers and heads of the depts. This would have been the proper way so that the things could be sorted out without any hue and cry. As far as the official electronic media is concerned, the carriage of

rich traditions and ethos which has to be preserved and uphold at all costs. Mr. Rather said last five years report card of the present government is before the people, who are best judge to gauge its performance on socio-economic and political fronts adding that progress achieved during last five years can not be undermined. He said political opponents are basically unnerved with the growing popularity graph of the coalition government and its development agenda and so are they desperate to create misunderstanding among the masses by resorting to lies and policy of deceit. main highways is receiving priority attention. “In fact my government has flagged this aspect as one of the most important concerns in the State’s development policy. It is as a result of this policy that State has witnessed remarkable improvement and upgradation in the road communication sector during the last about five years”, he said and added that thousands of kilometers of roads have been upgraded and newly constructed besides constructing hundreds of

bridges all across the State. He said the programme is continuing and will see further fillip during this year. The Chief Minister said that economic upliftment of remote areas and employment generation for youth largely depends on the status of connectivity and road communication. He said better roads buttress development and economy and bridges engulf the economic gaps. He said reaching out to people in remote areas on the development front is also linked with

communication facilities. He said recognizing this aspect his government is vigorously implementing a gigantic roads and bridges development programme in the State. Referring to the tourism potential of erstwhile District Doda, the Chief Minister said that in order to bring Trungal on tourist map of the State measures would be taken to encourage water sports in the lake here and youth would be trained to start programmes for water skiing, kayaking, para-gliding and adventure tourism in the area so that tourist from all over the world are attracted to this area to relish the natural beauty and take part in adventure sports activities. The Chief Minister also stressed the need of utilizing the water body in the area as a means of transport as is prevalent in many See Omar on Pg. 7

Kashmir is India's internal matter: Rajnath New Delhi, November 10: B J P president Rajnath Singh hit out at the UPA government for reportedly allowing Pakistan Prime Minister Nawaz Sharif's Foreign Affairs Adviser, Sartaj Aziz to meet Kashmiri separatist in the national capital. Rajnath tweeted – "Shocked to see that the UPA government has allowed Pakistan PM's advisor Sartaj Aziz to hold talks with Kashmiri separatist leaders in New Delhi." Demands removal of Director SKIMS

Srinagar, November 10: President Doctors Association Kashmir (DAK) Dr Nisar ul Hassan on Sunday condemned the arrest of G M Pandith President Non Gazetted Employees Welfare Association (NGEWA). He was arrested on November 7 from the premises of Sher-i-Kashmir institute of Medical Sciences(SKIMS) Soura by police station Soura while he was on duty and later was shifted to sub jail Kupwara. This action by police is illegal and unlawful. This proves beyond doubt that Kashmir is a police state and police state is a lawless state. This is unfortunate that whenever somebody raises his voice against tyranny it is being suppressed by force in Kashmir. Pandith is an upright person and repre-

sents pain of thousands of employees who are denied their fundamental rights. He is a man with conviction and cannot see people suffering. He is fighting for welfare of medical employees and quality care to patients. Pandith has been a pioneer in struggle against fake drug mafia in the valley. He has played a pivotal role in exposing fake drug perpetrators. The medical employees of SKIMS are suffering at the hands of Director Skims who is a dictator and president NGEWA is a victim of his dictatorship, said Dr Hassan in a statement issued to Kashmir News Service. Instead of fulfilling the genuine demands of medical employees, director SKIMS is harassing and abusing them. Director See DAK on Pg. 7

Srinagar, November 10: Jammu and Kashmir Private Schools United Front (JKPSUF) has condemned the Board Of School Education (BOSE) for failing to repeal the controversial class 12 Maths paper and announcing good-for-nothing cosmetic measures. The Front said that the authorities have failed to grasp the situation arising out of this paper. “It has already claimed one life and pushed thousands into depression,” said G N Var, General Secretary JKPSUF. “BOSE is acting like an arrogant, insensitive organization determined to punish students and defend itself,” reads a statement issued by Var to Kashmir News Service. The Front rejected the grace marks offered by BOSE. “Our students are

not beggars, they have toiled hard for the subject and they want justice not any compensation,” said Var. The Front said that this is not the question of passing the exam, rather building a career. “JEE (Joint Entrance Examinations) gives 40 percent weightage to board marks, so when the marks are low, the chances for Kashmiri students to qualify decrease proportionately,” said Var. According to Var’s statement received by Kashmir news Service, “Not only the chances of our students for IIT and IIE have decreased but we fear that our students won’t be able to grab a seat in our own National Institute of Engineering (NIT) which will be dominated by outside students.” The Front asked the See JKPSUF on Pg. 7

Seeking support of the people, Malik assured that PDP would vociferously highlight woes of the people in the Parliament. Reiterating resolve of PDP to addressing aspirations and wishes of all regions and sub-regions of the State, Malik said that due to convictions and commitments of party leadership that the PDP has emerged as a credible and strong political force in all the regions of the State. Coordinator for Udhampur-Doda Lok Sabha seat Mehboob Iqbal, while speaking on the occasion said that people have realised only this party has agenda for solving problems of all sections of the society. “The PDP, through its policies, has succeeded in strengthening relations among different regions and sub-regions of the State”, he said and added that PDP led regime has carved out a path of equitable development in the state. “It was only during the PDP led regime that all regions of the State were political empowered and equal treatment was given to all areas in developmental and other activities”, he said. similar lakes elsewhere. He said the water body in Trungal could be utilized as a good means of transport as is being done in Jhelum, Dal and Nageen Lakes. He said he would ask the tourism and other concerned departments to explore similar possibility here. The Chief Minister announced launch of five kilometers road in the area so that the benefits of Trungal Bridge accrue to more villages. He said Trungal Bridge was initially designed as a foot bridge but on the demand of the area his government upgraded it to the status of motorable bridge and directed State Power Development Corporation for its construction as a motorable bridge. He said the people are also demanding motorable bridge instead of a foot bridge at Makdi Padi involving Rs. 27 crores. “We will examine the demand in its right perspective and consider it favourably”, he said. The Chief Minister said that there is a need for many bridges in the area to link up cut-off areas and make these accessible easily, as such, his government would take up the task in hand and complete these bridges gradually. The public meeting was also addressed by Minister of State for Power, Vikar Rasool, Legislators, Sajjad Ahmad Kitchloo, Najeeb Suharwordhy, Ashok Kumar, Sham Lal Bhagat and former Legislator Chaman Lal.

UPA government has committed another diplomatic blunder." On the contentious issue between India and Pakistan regarding J&K, Rajnath maintained, "Kashmir issue is India’s internal matter and it should be resolved through a home grown solution." Sartaj Aziz will be travelling to India to attend Asia-Europe Meeting (ASEM) Foreign Ministers' meet on November 11 and November 12. On the Hurriyat meet with Sartaz Aziz, Mirwaiz Umar Farooq said that they wanted a peaceful solution to Kashmir problem and to contribute to dialogue process, as per a news agency. He also that they were waiting to hear how Pakistan wants to address Kashmir issue and at the same time they also wanted to express their point of view. Mirwaiz Umar added that ceasefire should be restored and a process of trust-building should be initiated between the two nations. Meanwhile, as per reports External Affairs Minister Salman Khurshid will be meeting Sartaj Aziz on the sidelines of ASEM Foreign Ministers' meet. It is being said that ceasefire violations along the Line of Control (LoC) and cross-border terrorism will be discussed when the two meet. Prime Minister Manmohan Singh and his Pakistani counterpart Nawaz Sharif had met on the sidelines of the UN General Assembly meet in New York in September. Manmohan Singh had made it clear to Sharif that for relations to improve between India and Pakistan, situation needed to be improved at the LoC.

The Finance Minister said that elections are heart beat of democracy and the people have a fundamental right to elect their representatives on the basis of public service rendered by them and the political agenda of concerned parties. Describing unemployment the most challenging job confronting the government, Mr. Rather asked the educated youth to change their mindset vis-a-viz self employment culture. He said that though government is advertising about 70000 more vacancies shortly through different recruitment agencies but the real solution to the unemployment problem lies in the self employment culture. Mr. Rather also gave a detailed account about the major development initiatives taken up in length and breadth of the Chrar-i-Sharief constituency represented by him especially in health, education and R&B sectors adding that these development works have made a turnaround in the socio-economic scenario in the area. He also announced to construct a major Hydro Electric Power House in Branwar where one mini power plant has already been completed. He said land for construction of a modern power receiving station at Kanidejan has also been acquired to augment power supply in the upper Kandi belt of the Chrar-i-Sharief constituency. He also announced to hold on the spot police recruitment drive in the constituency shortly.

SKIMS sabotaged the fake drug issue to the extent that he did not even allow an awareness seminar at SKIMS, said the statement issued to KNS. Director SKIMS recently barged in to female hostel of SKIMS at dead of the night and used indecent language to female inmates which is highly objectionable and unacceptable. “Director SKIMS left to Saudi Arabia to earn money at a time once his services were needed by people of the valley. After coming back he managed to be director skims out of turn. He managed his son’s selection in DM course in his department at the cost of some meritorious doctors. So he owes a debt to his masters which he is paying by being

Daily more loyal than the king,” reads the statement issued to Kashmir News Service by DAK president. He said poor patients are suffering and they have to pay huge sums for tests and stay at SKIMS hospital. Dr Hassan said that they have to buy each and every medicine including lifesaving medicines from market. SKIMS has turned into a corporate house and it is unaffordable for poor patients. President NGEWA is raising his voice against wrongdoings and irregularities of skims authorities and Director skims is suppressing his voice to please his masters in order to safeguard his position. DAK demands immediate release of Mr G M Pandith president NGEWA SKIMS or else we will be left with no option than to shut down hospitals. Moreover we demand removal of Director SKIMS for his dictatorial policies.

authorities to desist from these cosmetic measures and announce the re-examination of Maths paper as soon as possible. “We have been getting calls and deputations from thousands of students all of whom want their due share in the form of re-examination and not any charity,” said Var. The Front also criticized the BOSE for just blaming one person for this crime and giving minimal punishment to him. “Barring some anonymous paper setter for setting papers for five years is not any punishment, he won’t be affected by it, whereas his and his associates' actions have affected thousands,” said Var. “What about the persons who approved the paper or this is a one man system.” The Front alleged that by minimally punishing one person, BOSE is trying to brush aside the matter lightly. "With such an attitude, there is no guarantee that the blunder won't repeat itself next year," said Var.

PM explains to Rajapaksa why he won’t visit Colombo New Delhi, November 10: Indian Prime Minister Manmohan Singh on Sunday sent a letter of regret to Sri Lankan President Mahinda Rajapaksa, explaining why he is not a t t e n d i n g t h e Commonwealth summit in Colombo next week. The letter, the contents of which were not disclosed, has been sent following the UPA government's decision to scale down the level of India's participation at the November 15-17 Commonwealth Heads of Government Meeting (CHOGM) in Colombo in the wake of protests by Tamil Nadu parties and some union ministers over Sri Lanka's alleged human rights violations and its failure to devolve power to the Tamil minority in the north. The prime minister, who

was also keen to go and the external affairs ministry also was pushing for Manmohan Singh to attend the summit, keeping in mind India's overall security and strategic interests. The DMK and AIADMK, along with other Tamil parties, however, have been demanding India boycott the summit and union ministers P Chidambaram, Jayanthi Natarajan, GK Vasan and V Narayanasamy - all of whom hail from Tamil Nadu - have been insisting the prime

Salman Khurshid to head Indian delegation at CHOGM New Delhi, November 10: External Affairs Minister Salman Khurshid will head the Indian delegation at the Commonwealth Heads of Governments Meeting (CHOGM) at Colombo from 15th of this month. Prime Minister Dr. Manmohan Singh today wrote a to Sri Lankan President Mahinda Rajapaksa and said he is unable to attend the summit personally.

The letter was delivered by the Indian Mission in Colombo to Rajapaksa. Political parties in Tamil Nadu and several other outfits have opposed New Delhi's participation in the CHOGM meet alleging that the Sri Lankan government had committed gross violation of human rights and had no plans to devolve powers to the ethnic Tamils.

Don’t Create North, South Divide: Er Rashid to PDP Srinagar, November 10: Much inspired by the government of Tamil Naidu and Sri lanka, President Awami Ittihaad Party (AIP) and MLA Langate Er Rashid has asked PDP and NC either to make sincere efforts to compel India to resolve Kashmir issue or should stop exploiting Kashmiri people in the name of autonomy and self rule. As per a statement Rashid was addressing a party convocation at Tral Sunday where he said, “What so ever NC and PDP have been doing since last ten years has always proved just an act of exploitation or black mailing. They have neither persuaded India to take note of sufferings of Kashmiri people nor have

been able to give them a governance that could have made even iota of difference at the ground. He has also said that both the parties are keen to seek blessings of Congress and d o n ’t h e s i t a t e f r o m working as ‘collaborators’. “These parties don’t either want Kashmir dispute to be resolved fearing that they may loose the perks and privileges which they have been enjoying by acting as proxies of New Delhi.” He further said that except cultivating VIP culture the ministers, MLAs and bureaucrats have done only one thing that is adding to the miseries of Kashmiri people and rendering them voiceless and helpless.

demands included blacktopping of the main link road of mela panchayat, repair of Talaan road, tubewell, standby motor and booster for the area, upgradation of melakamaad road ,ration supply for Gujjar Bakkarwal bastis etc. Other issues highlighted during the camp included pending MGNREGA payments and issues related to other civic amenities. Why does peace elude the world?

hether Afghanistan, Pakistan, Palestine, Iraq, Egypt, Syria, Indonesia, Somalia, Algeria or any other part of the world, the peace is eluding and haunting the world community. There are various factors which are responsible for world wide unrest, violence and terrorism. One of the main factors is inequitable distribution of the world resources which are dominated, encashed and harnessed by the powerful countries of the world. These economic resources have never been within the reach of poor countries and the ultimate poverty prevalent in those countries has given rise to armed struggles which have snatched the peace of mind of the whole world. The second most important factor leading to armed struggles in different countries is religious based and the organizations fundamental in nature want that the societies and the countries be ruled according to religious guidelines. Most of these armed movements are going on in the Islamic countries where these are funded and run by religious fanatics who preach and interpret the religion according to their own whims and conveniences. The religious fundamentalism has claimed the lives of lakhs of people from Algeria to Uganda and from Libya to Syria and Afghanistan besides Iraq and other countries. In fact Islam is one of the most progressive, accommodative and scientific religions which believes in co-existence, brotherhood, equality of every human being in the society and right to expression. This is the religion which was first to launch and organized movement against slavery and gave the conception of democratic institutions. This is the first religion which stressed the need of education without the discrimination of gender and gave equal rights to women. However if in the name of this religion some one does something wrong, it does not mean that Islam supports that as Islam never preaches violence. If it preaches anything that is humanity, equality, co-existence, brotherhood and service to humanity. There may be some problems in certain areas, there may be some grievances of particular groups, there may be some bias towards the community but that does not mean it will lead to violence which will create horrible conditions for the whole world and will make it unsafe and unsecured for every human being. Till these two important factors economic and religious are addressed properly the peace will continue to elude the world.

Transformative Impact of JNNURM

n 2005, Ministry of Urban Development launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The Mission was launched with an aim to encourage urban level reforms and fast track planned infrastructure development of identified “mission cities”. These cities were selected on the basis of population or them being State capitals, or having certain additional features. A cluster of 63 mission cities was identified each having a minimum of one million population including the seven metropolitan cities with more than four million population and twenty eight cities that were State capitals or had historic, religious or tourist importance. Later on, two more cities were added to the set of mission cities taking the total to 65 cities. The duration of JNNURM has been kept as 7 years beginning from 2005-06. Under JNNURM, financial assistance is being provided to each of the cities for specific project planning, development and implementation for projects of water supply, sewerage, drainage, solid waste, urban transport, urban renewal, heritage preservation and slum improvement. However, amongst all other infrastructure sectors, urban transport demanded special consideration, as indicated by the extraordinary growth in urban traffic conditions, depleting public transport services and the impact of road pollution to the urban environment. JNNURM has been instrumental in rejuvenating the urban space in the country. Post independence, JNNURM has been the country’s first national flagship programme of this nature and size for the urban sector. It is for the first time that the central government is providing assistance of this kind for what is classified as a State subject as per the Constitution. One of the Mission’s objective is to break the vicious circle of poor cost recovery - low investment - poor service delivery. JNNURM has managed to provide a strong impetus to investments in urban sector and incentivized cities to develop sustainable investment frameworks through service delivery reform and cost recovery of services provided. The Mission has definitely helped raise awareness and concern about problems of urban growth and management. Urban matters are talked about more widely and more frequently these days than before. Getting on to the

JNNURM bandwagon, has become both important and useful for the State and City officials as well as political leaders. For the first time the largesse from the Centre is claimed to be contingent upon various reforms. Mission seeks a different kind of identity, because it is contingent on reforms. The mandatory reforms also provide for a public disclosure law and a community participation law to institutionalize transparency and enable citizen’s participation. The Mission has actively advocated the role of Public Private Partnership (PPP).

sector. Also, the ‘4P’ framework—PeoplePrivate-Public Partnerships are being promoted as experience across the world indicates that in urban renewal and management, the role of ‘People’ in design of projects and partnerships is crucial. Therefore, best practices and models for ‘PPPP’ must be evolved and deployed for India’s urban management agenda to succeed. In urban centres, JNNURM has led to improved quality of life of the populace as better connectivity within the city and improved transport infrastructure has helped

Under JNNURM, financial assistance is

However, amongst all other infrastructure

extraordinary growth in urban traffic conditions, depleting public transport

services and the impact of road pollution to the urban environment.

With the launch JNNURM, both the macroenvironment as well as project-level micro environment is becoming more and more congenial for PPPs in the urban sector. Many of the JNNURM-supported reforms have created favorable governance and institutional framework for private sector to feel more confident to venture into the urban

in reducing traffic congestion, improved accessibility and safe mobility along with safe and comfortable circulation in city by affordable public transport for all. In many parts of the country, JNNURM has led to beautification of transport corridors in city which would increase the visual beauty and decrease visual pollution. Direct project

benefits include expanding sewage collection, treatment, and sanitation to obtain a more hygienic environment. The JNNURM projects have also increased the city’s capacity to handle rainwater through better drainage. The project improved drinking water quality by protecting groundwater and surface water sources. The Mission promotes a sound solid waste management system in which disposal is being conducted safely and hygienically, preventing blockage of drains. JNNURM has led to improved environment and public health in the project areas while promoting sustainable urban development. Without the project, environmental quality and public health will remain the same or worsen with a rapidly increasing population and associated unmanaged domestic wastes. Development of water, sanitation, and solid waste management infrastructure under this project aimed to enhance the overall urban environmental quality and public health of Indian cities and upgrade the parameters of quality of life like housing, natural environment, health, recreation and leisure time, social belonging, community life, public services and transport which includes water and other basic services which provides mobility and connectivity, and leads to upgrading quality of life of the citizen of India. Many initiatives undertaken in different cities have showed that with political will and planning, our urban spaces can become liveable again. Notable of these initiatives include 24X7 water supply in Hubli-Dharwad, Ahemdabad Bus Rapid Transit System, water supply project in Nagpur and property tax collection mechanism in Bangalore. The JNNURM project has also partially contributes to achieving the Millennium Development Goals (MDGs) like providing sustainable access to safe drinking water and basic sanitation, ensuring environmental sustainability and the eradication of slums and to achieve significant improvement in the lives. JNNURM has made a quantum change in size of investments and breadth of coverage across cities and sectors. JNNURM has beyond doubt given a considerable fillip to urban infrastructure investments. Cities have come forward and benefitted immensely under this programme. The JNNURM definitely has transformative impact on the urban infrastructure of the country.

Addressing Holistically Various Aspects Relating to Earth Processes – ESSO

he Earth System Science Organization (ESSO) operates as an executive arm of the Ministry of Earth Sciences for it policies and programmes. It has four major branches of earth sciences - Ocean Science & Technology Services; Atmospheric and Climate Science Services; Geoscience and Technology; and Polar Science and Cryosphere. The sole purpose of the endeavor was to address holistically various aspects relating to earth processes for understanding the variability of earth system and for improving forecast of the weather, climate and hazards. The ESSO primarily aimed to develop and improve capability to a wide range of forecasts, on weather, climate and hazard related phenomena for societal, economic and environmental benefits including addressing aspects relating to climate change science, climate services and integrated Himalayan meteorology. Over 25 sectors of both public and private directly and indirectly, are the stakeholders of the various services being rendered by the ministry, in addition to general public. This ESSO is also responsible for development of technology towards the exploration and exploitation of marine resources in a sustainable way for the socioeconomic benefit of the society by taking into account the global developments in the field of marine environment. Weather and Climate Forecasts Weather and climate forecasts, including those of extreme events, are becoming increasingly important for the economic and societal benefits. Earth System Science Organization provides weather and climate forecasts on various spatial and time scales (nowcasting to climate) to different users in the country. This include nowcasting (up to six hours) for aviation and disaster management, short to medium range forecasts ( up to 7 days) for agricultural, water resources, insurance, public safety, tourism, water resources and power management, disaster management etc, seasonal forecasts for

economic planning, agricultural, water resources and power management, and climate change scenarios for long-term planning and mitigation and adaptation strategies. Operational short to medium range forecasts are now prepared using the state -of-the-art numerical weather prediction models at a resolution of 22 km from 100 km resolution. This is a major improvement. This improvement in capability was possible due to the upgradation of High Performance Computing (HPC) facility at the ESSO institutions. The quantitative forecasts of weather elements and forecast lead time by one day have improved over for short to medium range weather forecasdts. . This improvement is mainly attributed to use of high resolution numerical models with improved physics, and assimilation of nonconventional data from Doppler weather radars, satellite radiance and many satellite derived data products like winds, temperature and water vapour profiles. Verification of weather forecasts suggests that the skill in short range weather forecast in the country is at par with the skill of other developed countries like USA and UK. Skill of track prediction of tropical cyclones also has improved and is now comparable with the skill of other major prediction centres. The average forecasts errors in track of tropical cyclones in 2012 were 110, 185 and 240 km respectively for 24, 48 and 72 hour forecasts. In 2003, these errors were 150, 260 and 385 km respectively. Seasonal forecasts are traditionally prepared using statistical models, but with limited success of about 60%. In spite of better understanding of monsoon variability and consistent efforts to improve statistical models, the skill of monsoon seasonal forecast has not improved over the years. To meet the user demands of more accurate seasonal forecasts at much smaller spatial scale, the use of coupled atmosphere-ocean models, has been initiated. With the objective to implement a state-of-the-art dynamical

forecasting system for short range to seasonal forecasts, ESSO recently launched the Monsoon Mission with a budget provision of Rs 400.0 crores. Importantly, it is aimed at providing a seamless approach to predicting monsoon variations for lead times extending from short range to seasonal. The mission has initiated national and international collaboration in order to improve the models specifically for monsoon forecasting and especially targeting the key systematic errors which are limiting the predictive capability of dynamical models. A high priority has been accorded to the work on extended range forecasting, which has great potential for the agricultural sector. With the Monsoon Mission, a marked improvement in the accuracy of weather and climate forecasts is expected in next 5 years. Improvement of model physics like convection, clouds, land surface process, ocean coupling and development of advanced data assimilation methods are some of priority research areas under the Monsoon Mission. Prediction of extreme weather events like intense precipitation, strong winds, etc is also an important research priority. ESSO is making efforts to establish a framework for nowcasting (up to six hours in advance) based on numerical models and satellite and Doppler weather radar data. With the numerical models, an advance prediction (23 days in advance) of extreme weather events may be possible, at least in a probabilistic sense. For this, use of high resolution models with advanced data assimilation is required but with many ensembles to take care of the uncertainties in initial conditions. Such an ensemble forecasting system is already implemented and is now being evaluated. ESSO is at a threshold for a quantum jump in achieving significant improvement in weather and climate forecasts and thus helping the development of the nation. To meet these challenges, adequate investment will be made in human resource development, high

performance computing and improving the observational network. Ocean Mineral Resources Manganese nodules are potential ocean mineral resources found on the seabed at the depth of 4000 to 6000 m. These manganese nodules are small, dark-brown colored and lightly flattened, 5 to 10 cm in diameter, They host strategic minerals such as Copper, Nickel and Cobalt as well as Molybdenum, Vanadium, Titanium, Platinum, Rhodium, etc. in small quantities. India has been conducting extensive survey and research including development of technology for possible harnessing the resources. Recognizing India’s persistent endeavors, the pioneer investor status has been acceded primarily by allotment of a site in the Central Indian Ocean Basin by the Preparatory Commission of the United Nations for harnessing the polymetallic nodules. The Polymetallic Nodules programme consists of four components, viz. Survey and Exploration, Environmental Impact Assessment (EIA) Study, Technology Development for Mining and Technology Development for Extractive Metallurgy. As a part of survey activity, a detailed multibeam bathymetry survey has been completed for 75,000 sq. km. area to map the seabed topography. A comprehensive resource analysis has been carried out. The estimated potential is found to be about 380 Million Metric Tonnes (MMT). The important metal resources estimated as: Manganese – 92.59 MMT, Nickel – 4.70 MMT, Copper – 4.29 MMT and Cobalt – 0.55 MMT. Besides, an area of ~7860 km2 has been identified as First Generation Mine Site (FGM) which has the best abundance and grade. The important prerequisites for mining these resources in the identified area are development of technology and conducting environmental impact assessment. Under technology development for harnessing the resources, a set of deep sea mining equipments have been developed indigenously.

Sachin Tendulkar said MS Dhoni would make a good captain: Sharad Pawar

flares ahead of Ashes

Agencies MUMBAI: Mumbai Cricket Association chief Sharad Pawar has revealed that it was Sachin Tendulkar who batted for Mahendra Singh Dhoni as captain of the Indian team after Rahul Dravid expressed his desire to give up captaincy in 2007. “Sachin loves to lend a helping hand to fellow players, especially the juniors, and believes in team spirit. Humility is his middle name. He gave up captaincy to concentrate on his game,” Pawar wrote on his blog on Sunday. “Now, a cute story which will delight the countless fans of Sachin Tendulkar and M S Dhoni as well. It so happened that a few years ago the Indian cricket team was playing in England. As BCCI chief I too was in London,” he said. “One day Rahul Dravid came to me with a request that took me by surprise. Dravid said he wanted to give up captaincy as it affected his game. I flatly said no. The Twenty20 series was to begin soon and the World Cup match was barely a year away,” the union agriculture minister recalled. Pawar said Dravid had suggested Tendulkar as the possible replacement but the senior batsman was not keen. “How could Dravid think of giv-

ing up captaincy at such a critical juncture? Who would be his successor? Dravid persisted. He suggested Sachin’s name as the next captain. I talked to Sachin on the issue. He didn’t seem eager to step into Dravid’s shoes. Instead, he suggested Dhoni’s name. This came as a twist in the tale. “’Dhoni is an excellent wicketkeeper. But, will he make a good cap-

tain?’ I asked Sachin. ‘You try him out. He will make a great captain. I say this with a sense of responsibility’, Sachin replied,” said Pawar in his recollection. “Accordingly, the BCCI’s selection committee chose Dhoni as the team captain. And he did India proud. We won the Twenty20 World Cup and, later, the 2011 World Cup in Mumbai

Anand forces short draw against Carlsen in opener Agencies CHENNAI: A 16-move draw, but reigning champion Vishy Anand has already scored a point with black pieces. The message is clear: he won’t mind sharp lines. Magnus Carlsen was left in no position but to go for the three-fold repetition in Reti opening, which transponded into Grunfeld-type setup, and hand Anand a well-deserved draw in the opening encounter of the 12-game chess World Championship match on Saturday. Carlsen had repeatedly said before the start of the title clash that his basic tactic would be to force Anand play longer games. But the opening round was over in 90 minutes and the players managed some reflective, loaded laughs about the battlefield during their postgame media conference. Anand’s mood was conveyed when he de-

layed a reporter’s question and started talking about possibilities in the drawn game with Carlsen. When Carlsen said that sometimes short draws with white can happen against a very strong opponent, Anand looked at him from the corner of his eye. When Anand was asked about his match plan, he quipped: “Are you seriously asking me my strategy?” Carlsen’s body language implied he accepted moral defeat in this game. Before the game began, Carlsen was twisting and turning in his chair waiting for Anand to arrive. And when the King arrived on the board, the challenger from Norway played Nf3.Anand, however, reacted as if he was expecting it. The world No. 8 gave a counter surprise that put the Norwegian World No. 1 under pressure. And after the 12th move, Black had 24 more minutes on the clock.

as well. Handsome praise was heaped on the new captain which he rightly deserved. This happened because of Sachin’s far-sightedness.” “Sachin is all set to retire. However, he can’t keep himself away from cricket for too long. I am sure grooming young players will be a part of his post-retirement plans. Best wishes to the Master Blaster,” Pawar said.

The peerless Sachin Tendulkar bows out of Test cricket this week after a glittering career in which he usually had the better of me Sachin Tendulkar was the best batsman of my generation and it will be a privilege to be in Mumbai this week to commentate on the first two days of his final Test. What made him great? Well, he was easily the best in all conditions against all types of bowling and he had a wonderful temperament. The pressure he was under from the India public was immense but he handled himself on and off the field in a way that was respected by all.

There is a touch of rustic innocence about Mohammed Shami. Ask him if he had a strategy against the West Indies and his reply, most likely, would be no. He would admit that he just focussed on his line, length and movement. “No real plan, I just bowled to my strengths. I don’t look at the batsman in front of me, I just work on my strengths - line and length and swing. I work on that more. The important thing for me is that I don’t look at the opposition or the batsman, I just follow my line and length,” Shami had said after his four-wicket burst on the first day of the just-concluded Test at the Eden. Coming from a pastoral background in Uttar Pradesh, Shami does not know how to market his success. Any other cricketer, with experience on how to dabble with media, would have harped on how prepared he was for the opposition and occasion. Unluckily for Shami, the opposition here was so weak that he cannot celebrate a feat achieved by a few in Indian cricket. Even Zaheer Khan cannot boast of figures the Uttar Pradesh lad has achieved in his very first Test. Among Indian pacers, only Kapil Dev and Javagal Srinath have better figures

than 9-118 in a Test match. In that context, Shami provides a ray of hope for India’s pace bowling department. Movement is his strength. He can swing both with the new and the old ball. His display of reverse swing on Friday against the West Indies would have made even a Waqar Yunis proud. He was incisive, accurate and lethal. Swing is not the only plus point. He bowls at a reasonably good pace - not too many bowlers in India touch 142 kmph on the speed gun - and surprises the batsmen with an occasional bouncer. He even has an effective yorker in his armoury, something Ishant Sharma (after 51 Tests and 68 ODIs) is yet to master. His action is uncluttered and the run-up is smooth. He runs in hard and delivers with a side-arm action. The challenge for him is to stay off the injuries. The challenge is also stay effective in the foreign conditions. But given his action and style, there is a good chance that he would relish the conditions

His talent and longevity to play 200 Tests show a fierce competitiveness and prove he could handle niggles in terms of fitness and dips in form.

His best years were between 1994 and 2000 when he was just brilliant. He is still a very good player but it is hard to compare the Sachin

in South Africa and New Zealand, places India will visit in the next three months. His success in the first Test has really excited teammate R Ashwin, who hopes the Bengal pacer would enjoy the conditions overseas. “I think we are forming a potent attack, ahead of the South Africa tour. More than talent and ability, I think having taken wickets is important when going into any series. He (Shami) has got a lovely five-wicket haul here (at the Eden). I hope he carries on and forms a potent attack with some of our senior bowlers,” India’s lead spinner said. His coach Badruddin Siddiqui is confident Shami will do better abroad. “There is no doubt. The pitches in South Africa are bouncy and Shami will enjoy that. I cannot say if he can extract reverse swing in Johannesburg and Durban because a lot of factor come into picture for that but he will relish the bouncy overseas pitches. He is also a quick learner and he will adjust fast,” says Siddiqui.

of today to the man of 15 years ago. In the mid-1990s, he was phenomenal against the quicks and spin. He judged the length of a ball so quickly, which enabled him to have a lot more time to play the right shot or let it go. Sachin also kept it very simple. He was still at the crease so, if it was pitched, up he drove it, if it was short, he pulled it. It was his judgment of length and clarity in his head with shot selection that made him so dominant against all opposition bowlers in all sorts of conditions. Second on my list would be Brian Lara. We all used to love watching Lara bat except when you had a ball in your hand and he was probably more destructive than Sachin. A third pool of players would include Jacques Kallis, Graham Gooch, Ricky Ponting, Mark Waugh and Kevin Pi-

On the eve of the Kolkata Test, when Mahendra Singh Dhoni was asked how tough it was to shift from ODI mode to Test mode in four days, his answer was very simple. As one known for short replies which usually do not lead to another question, what the India skipper hinted at was how being a professional cricketer, one had to be ready for any kind of challenge. Having watched Team India thump West Indies at the Eden Gardens, it is clear whatever decisions Dhoni takes are logical and work perfectly well. In times like these, when everything is going right for India, be it chasing scores in the 360-370 range in ODIs against Australia or routing the West Indies in the longest format, there is a general feeling of happiness. Yet, one must compliment the wise men for their decisions pertaining to the squad for the two Tests. Usually, critics tend to lash out at the BCCI selection com-

mittee when things go wrong. This time around, I would like to compliment selection committee chairman Sandeep Patil, Roger Binny, Syed Saba Karim, Vikram Rathour and Rajinder Hans for picking the new rock star of Indian cricket Rohit Sharma and swing sensation Mohammad Shami in the squad. The way these two had been performing, leaving them out would have been unfair. Yet, given that often selectors stick to the same old names, this was fresh thinking. Till now, one would have heard at least 50 times how Rohit Sharma has been waiting in the wings for years. As one who has played 108 ODIs and slammed a double hundred on Diwali eve in Bangalore, he is a class apart. Similarly, Shami has been a star

performer, though to get the backing from the selection committee at the right time is important. The common man may think the selectors’ job is an easy one as they just look at scores and stats and current form, have a teleconference and then decide on the squad. Obviously, now that the selectors are paid professionals and on the BCCI payroll, they need to do a more diligent job. At a time when new players are being groomed for Tests as well, it is always worth a gamble to pick players who are young and look good for the future. Yet, the final call for picking the squad is in the hands of captain Dhoni and coach Duncan Fletcher. Dhoni has completed five years as India Test captain and is getting better and better, especially when we are competing at

home. At the Eden Gardens, when all the focus was on Sachin Tendulkar’s 199th Test, Dhoni went about his job of leading the side in his trademark cool manner. This man is not craving publicity and is happy when the team performs. When India were in trouble in the first innings after Shane Shillingford had dealt repeated blows, Dhoni batted well according to the situation. He is also the man who decided that Rohit and Shami had to be drafted in the squad when the hype over Sachin had threatened to distract so many people. To the average fan in Kolkata, Dhoni handing over the ball to Sachin in the first innings may have looked like a way of pleasing the crowd. But that is not the way Dhoni sees it.From Anil Kumble to Dilip Vengsarkar, each one of these greats sung paeans about Dhoni’s style of captaincy. The beauty of his leadership is that he is not a predictable captain and does things which have an element of surprise. Back to Rohit Sharma

etersen but there is a fair distance between those guys and Lara and Tendulkar. I saw Sachin play some great innings but two stand out. In the 1998 Test in Chennai I dismissed him fifth ball in the first innings. In the second he hit me for six second or third ball and went on to make 155 in tough conditions to set up India to win the Test.Six years later at the Sydney Cricket Ground he made 241, his first Test double-century. I was injured at the time so was commentating but I had a great view of his innings from the box.He had been dismissed a few times in that series by Australia bowling full and wide. He nicked off to slip and the keeper and went into the Sydney Test on the back of scores of 0, 1, 37, 0 and 44. He decided he would respond by not playing a cover drive. Now the cover drive is a fairly large part of a batsman’s armoury.

Fighting Federer sets up Nadal clash in World Tour Finals Agencies LONDON: Roger Federer, in part, was the classic construction: Michelangelo’s

David; in part he was the warrior king, hustling, shouting, fist pumping. The six-time champion all touch and timeless - rode to a 4-6, 7-6 (7-2), 7-5 win over the fourth-seeded Juan Martin Del Potro in a league

engagement of the Barclays ATP World Finals. Federer’s 2 hour 26-minute comeback win before a screaming full-house at the O2 Arena helped him finish second in the difficult Group A of the competition, setting him up for a Sunday semifinal meeting with the world No.1 and old rival Rafael Nadal. Federer started slowly, falling behind 1-5. The 32-year-old pulled back to 4-5, but Del Potro closed out the set in the 10th game. The Swiss superstar lost serve early again in the second set. ues,” Pietersen told the England and Wales Cricket Board website. “Because I could break down and I don’t want to break down. I want to play the whole series.” Pietersen was dismissed for just eight in the rain-ruined match against Australia A in Hobart, which finished on Saturday, after sitting out the tour opener in Perth. Prior will have scans after suffering a calf strain in the drawn four-day match in Hobart. He is unlikely to play in Sydney but England hope the wicketkeeper-batsman will be able to take the gloves in Brisbane.

India batsman Sachin Tendulkar was my greatest opponent: Shane Warne

Mohammed Shami: The great Indian pace hope Agencies

SYDNEY: England have fresh injury concerns ahead of next week’s Ashes series opener, with star batsman Kevin Pietersen sent for treatment on a sore knee following a scare over wicketkeeper Matt Prior. Pietersen would have a cortisone injection, coach Andy Flower said, adding that he hoped the pivotal batsman would feature in England’s final warm-up match against an Invitational XI starting in Sydney on Wednesday. Flower added that he was confident that Pietersen, who put off surgery to play in the Ashes, would be fit for the first Ashes Test in Brisbane, which starts on November 21. The 33-year-old has been working overtime in the gym to strengthen his knee, which he damaged on England’s tour of New Zealand earlier this year. “Kevin has had a slight recurrence of that knee issue, and he’ll be going to Melbourne for a scan and a cortisone injection -- so he won’t be travelling with the rest of the team,” Flower said late Saturday. “I don’t think it’s going to be a huge issue. He’s had a couple of these injections before, and they’ve been successful.” Flower said the effects of the cortisone injection lasted for months and there was

no concern about Pietersen’s condition in the England camp. “I’m working on my legs, hoping they hold up because I’ve had the knee issue so I’ve just got to make sure the rehab contin-

and Shami, having a captain like Dhoni to make your Test debut is comforting. Everyone knows, Rohit is “in the zone” but to walk into the Eden Gardens and get cracking on a dicey pitch was not easy. The way the crowds shout, chant and keep egging you on is high intensity. It is to Rohit’s credit that he batted like a true champion and paced himself so well on a wicket which was not the best advertisement for Test cricket. Rewind to the ODIs and we had placid wickets. But this is India where preparing bad pitches for Tests is an art. Yet, when Rohit got out to bat he knew he had to grab the chance. As for my superstar of the first Test, watching Shami bowl with immense confidence was a treat. The paceman oozed confidence from the time he bowled his first delivery. When he races in to bowl after having marked out his runup, the acceleration is smooth. He obviously had planned it out well with skipper Dhoni as the field setting suggested.

a Federer backhand landed in the net. The 32-year-old broke back in the sixth game to level scores at 3-3 and push the set to tie-break. Federer throwing in a mix of dominating tennis and stubborn defence, jumped to a 4-1 lead in the tie-break before closing the set with an ace. The Swiss fell behind early in the decider too, trailing 0-3 after surrendering his serve in the second game. Federer however, did well to break back in the fifth game. The 32-year-old, who was making the ball sing late in the set, broke the Del Potro serve in the 11th game with a classic forehand return and celebrated with a guttural yell and a fist-pump, before serving out the match in the 12th game.

Mitchell Johnson must play in Ashes: Glenn McGrath

SYDNEY: Test great Glenn McGrath says enigmatic pacer Mitchell Johnson must play in the Test series against England, believing he can be a big part in Australia recapturing the Ashes. The erratic left-armer, who has been taunted by England’s notoriously raucous Barmy Army fans in the past, is in line to share the new ball with Ryan Harris and Peter Siddle in the Ashes opener in Brisbane on November 21. The 32-year-old was dangerous but expensive in his return first-class match for Western Australia this weekend, taking five wickets for a combined 162 runs, but McGrath said he must be picked. “He has to play. I think he’ll play a big part in this series,” McGrath said on Sunday. “I’ve been impressed with what I’ve seen. He had a few issues, probably a little bit technically but just as much mentally, and he did some work with (Australia pace great) Dennis Lillee and really sorted them out.” Injuries to James Pattinson and Mitchell Starc have opened up a position in the Test attack, and Johnson has the experience to fill the breach when selectors name a likely 13-man squad on Tuesday.
