nance at various levels. He said

he has similar intension for other States and in Jammu and Kashmir.

Govt can incorporate self-made provisions to empower PRI’s: Radha Kumar New Delhi, Nov 7 Former interlocutor Radha Kumar Thursday said that Jammu and Kashmir Government should not implement provisions of 73rd amendment of Indian Panchayati Raj Act, as it would lead to the erosion of Special Status of the State. She however said that State Government could incorporate some of the best self-made provisions in their Panchayati Raj Act without touching 73rd amendment. Radha Kumar told Srinagar based news agency CNS that there is a common perception in Jammu and Kashmir that right from 1947, the special status of the State

has been eroded by incorporating different provisions of Indian Constitution. This perception would grow more stronger if provisions of 73rd amendment would be incorporated in Jammu and Kashmir Panchayati Raj Act. She said there is a way out and the best possible solution is that Jammu and Kashmir Legislative Assembly amend its Panchayati Raj Act and incorporate selfformulated provisions that could empower Panchayati representatives in a better way. “Legislative Members are the biggest hurdle in empowering Panchayati representatives as they don’t like power sharing. Time has come that Panchatati Raj Institutions be made stronger,” she said adding that if Sarpanchas and Panchas are complaining against the State Government they are right and there is an urgency to empower them. Radha Kumar told CNS that it is shame for the State Government that it could not conduct District level elections even See Status on pg 11...

PDP demands release of pensioners’ arrears Srinagar, Nov 7 Peoples Democratic Party has demanded immediate release of the current year’s instalment of the sixth pay commission arrears of those pensioners who have not received it so far. This demand was by the party Chief Spokesperson after a group of pensioners called on him at the party head quarters here today, a PDP statement issued to Kashmir News Service said. The delegation comprising pensioners, mostly from the low paid and non gazette categories said that they and many more had not received the latest instalment of pay commission arrears even

though more than half of the financial year had passed. The statement added that the government must understand the problems faced by this vulnerable and aging group of citizens for whom it has become difficult to make the two ends meet. He said on the one hand the prices of all commodities have sky rocketed, inflation has increased and on the other hand government is displaying total callousness in denying the pensioners their dues. The delegation also informed that even the routine monthly pension in most cases was not released in time which put the pensioners to avoidable hardships. (KNS)

BOTTOM LINE

Mirwaiz’s statement a good omen for peace Asking GoI to follow Vajpayee’s insaniyat policy, is it change of mind or result of US snub? Srinagar Nov 07: The statement of Mirwaiz Molvi Umer Farooq saying that separatists are ready to corporate with the government of India if it follows the policy of insaniyat of Former Prime Minister of India Atal Bihari Vajpayee is multi-dimensional and in a way historic as far as Kashmir issue is concerned. He said that, “let the government of India follow Vajpayee initiative on Kashmir, Hurriyat is ready to corporate with it.” Briefing reporters Mirwaiz uttered these words on the sidelines of a seminar organized in memory of Jammu martyrs at Hurriyat headquarters in Rajbagh. He made it clear that election is a non issue for separatists adding, “Our focus is on the resolution of Kashmir issue and we do not believe that elections are a substitute to it. Even the parties who contest polls believe that elections won’t be a substitute to Kashmir issue.

We have been saying that Kashmir is not an administrative issue.” This statement has generated a new debate and the political observers describe it as fallout of the recent denial of US government refusing to mediate between India and Pakistan to resolve the Kashmir issue. They also think that this is indicative of a gradual change in the thinking of separatists who have seen that the last about twenty five years of uncertainty as violence has not helped in the resolution of this core issue which is always a threat to the peace in the sub continent. If one goes back to the Lahore yatra undertaken by Atal Bihari Vajpayee, it was perhaps the biggest confidence building measure taken by him to establish cordial relations between India and Pakistan leaving behind the bitterness of the wars and conspiracies hatched since 1947 between the two countries. But this initiative got a big jolt in the shape

of Kargil incursion which again brought the relations of the two countries to ground zero and the dream of Vajpayee was shattered into pieces. However after Kargil incursion good will prevailed on the two countries who took several initiatives to normalize the relations and signed many confidence building measures which included people to people contact and cross LOC trade. The ceasefire agreement of 2002 silenced the guns and peace returned to the areas situated all along Line of Control and international borders. There is no doubt that the two countries are going through a critical phase of their relations and in this atmosphere of hostility if Mirwaiz issues a possessive statement , it should be welcome by both the countries and a fresh initiative should be taken to carve out a solution to the core issues which will be acceptable to all stakeholders. But the question arises whether

the positivity shown by Umer Farooq will be supported by other fractions of Hurriyat Conference particularly Syed Ali Shah Geelani who has so far shown adamance and reluctance to enter into any negotiations with government of India as he believes that the talks will not yield any results. It is to be seen whether Mirwaiz Umer Farooq keeps consistency in his stand and whether the government of India also walks a mile to initiate a sustained dialogue to solve the core issue which is haunting the world peace. While Mirwaiz termed 2014 as a crucial year and desired that Kashmir issue should be solved according to aspirations of the people, the Chief Minister Umer Abdullah has also advocated a political solution of Kashmir issue but making it clear that Kashmir is an integral part of India. It may be recalled that even earlier moderate Hurriyat group were invited by government of

India for talks some years back and some rounds of negotiations were held at Delhi. Though these talks did not yield any results but a cordial atmosphere was created to proceed further in the direction of a political solution which was later left midway and neither on the sides pursued further. Before that Hizbulmujahidin led by the then commander in chief Abdul Majeed Dar also had one round of talks with the officials of government of India but due to the overall opposition by the armed groups these talks failed and Dar was eliminated by his own group on the allegations of defying its policy. It is pertinent to mention that the whole world community is abrest of the political situation in this part of the world and they know that Kashmir problem if not addressed politically by the two countries can become a measure threat to the peace and stability of the sub continent. It is a reality

that the relations between India and Pakistan can never progress unless they start a sustained dialogue to address all outstanding issues including the Kashmir issue. The change in the thinking of separatists can be tapped and exploited in a positive direction so that a permanent and stable peace is established in the sub continent which can really help both India and Pakistan to utilize their resources on the development progress and prosperity of their people. Instead of wasting their resources on unproductive things, the two countries can become powerful economies of the world if they don’t drain out their resources on purchase of arms. Let us hope that Movi Umer Farooq is serious and sincere and let us also hope that the change of thinking in the separatists be taken positively by government of India and a dialogue initiated with them for the solution of the political issues.

Congress leader told KNS. Reliable sources revealed to

Kashmir News Service, that the senior PCC leadership in a formal meeting today raised the issue with Rahul Gandhi the Congress vice president who is in Srinagar. “Rahul Ji assured us that the issue will be thoroughly examined by the Congress high command and a decision in this regard will be take accordingly,” a senior Congress minister who met Gandhi told KNS. In this backdrop, the PCC leadership is said to have shot a number of communiqués to the Congress high command in Delhi emphasizing the need to go for review of the Supreme Court judgment in context of the ‘peculiar situation’ in Jammu and Kashmir. In its judgment, the Apex Court had directed the Election Commission of India (ECI) to introduce NOTA button on EVMs so that the voters have an option available to reject their votes. There is almost a consensus among political mainstream in the state that there should be no NOTA button in EVMs in Jammu and Kashmir keeping in view the separatists’ election boycott calls, sources in the Pradesh Congress Committee told KNS. When asked to elaborate on ‘negative implications’ of NOTA option in Kashmir, a senior Congress leader said: “For example tomorrow if separatists urge people to participate in elections and press NOTA button then it will be deemed as a referendum. This is how this option can be misconstrued and misused.” Various Congress leaders here when contacted opined that government of India have options available to it to get the Supreme Court judgment modified in respect of Jammu and Kashmir. “The Government of India has many options available to it like issuance of an ordinance or enacting a bill in the Parliament. It can approach the Supreme Court as well to get its judgment modified in context with its implementation in Jammu and Kashmir,” informed a senior Congress leader. The NOTA option assumes significance in Jammu and Kashmir as the separatists have been asking people to boycott the electoral process at every level for the last two decades. In order to ensure minimum participation in elections, they have been running election boycott campaigns also. On the forefront of the election boycott strategy, is Syed Ali Geelani, the Hurriyat Conference (G) chairman who was freed from house confinement few days ago. Geelani commenced his election boycott campaign from Sopore where he addressed a gathering urging them to boycott the forthcoming polls completely. He believes that participation in elections is to ‘betray the freedom movement and a move to legitimize’ what he calls “Indian occupation in Jammu and Kashmir”. On the contrary the political mainstream believes that the elections in Jammu and Kashmir have never undermined the importance of the Kashmir issue and formation of the state government is purely to address the issues of basic amenities including water, electricity, roads, ration and development. Pertinently, on September 27, this year the Supreme Court directed the ECI to introduce NOTA button option in EVMs and on the ballot papers in order to allow the voters to exercise their right to reject option for undeserving candidates in the elections. and recited the Alama Iqbal’s couplet“Khudi Ko Kar Blund Itna Ki Har Taqdeer Sey Pehley Khuda Bandey Sey Khud Puchey Bata Teri Raza Kya Hay” and said that this verse highlights the need of confidence and sincerity behind achieving the goals. He advised the women to take best advantage of the scheme and ensure their economic betterment as also the welfare of their sisters and mothers. Omar Abdullah invited Rahul Gandhi to address similar functions at Lar, Basholi and Chenani where this programme has also achieved remarkable progress. Rahul Gandhi in response to the invitation accepted it wholeheartedly and said that he is ready to accompany the Chief Minister to any area which he wants him to visit and witness the progress of UMEED scheme. Speaking on the occasion, Vice President, Indian National Congress (INC), Rahul Gandhi referred to the progress achieved under UMEED in UP and said that when he launched the scheme in Utter Pradesh some eight years earlier many had predicted that it

will not be a success but today the success of UMEED in UP is itself reverberating and speaking loud and clear that when intensions are clear and efforts sincere targets are achieved definitely. He said at present more than 10 lakh women are getting benefit under UMEED in UP. He said with this success in mind he has initiated launch of UMEED in Jammu and Kashmir to seek comprehensive welfare and economic betterment of J&K women. Rahul Gandhi said that UPA Government has focused on three issues in Jammu and Kashmir which are women empowerment, employment to youth and empowerment of Panchayats. Present on the occasion were Union Minister for Rural Development, Jairam Ramesh, J&K Rural Development Minister, Ali Mohammad Sagar, Minister for Horticulture, Raman Bhalla, Minister of State for Horticulture, Nazir Ahmad Gurezi, Minister of State for Rural Development, Vikar Rasool, General Secretary INC, Ambika Soni, President, Pradesh Congress Committee, Prof. Saif-ud-Din Soz and local MLA, Aga Syed Ruhullah.

him by the CBI. The writ petition was rejected by a single judge bench after which he filed an appeal before a division bench that passed the most sensational judgment which has sent jitters in the spine of CBI. The division bench in its order held that Delhi Special Police Establishment Act of 1946 which governs the CBI was neither an investigating agency nor an organ of DSPE Act and it cannot be treated as a police force constituted under the Act. The judgment has now rendered the constitution of the CBI as ultra vires, hence until the government appeals in Supreme Court and gets a stay the organization cannot exercise any powers. The Additional solicitor General of India P. P. Malhotra appeared for the centre and the CBI. The legal experts have termed the decision as most crucial and unparallel as the

very constitution of CBI has been held unlawful.

has focused on three issues in Jammu and Kashmir which are women empowerment, employment to youth and empowerment of Panchayats.” Commenting on the empowerment of Panchayats Mr Gandhi said, “We will pressurize the government to adopt the73rd amendments of the Indian constitution so that Panchayats could be empowered.” Terming the party workers as the most important component of the party, he said: “Whether it is Minster, MLA or MP all exist just because of the party workers. So it becomes essential that the voice of the workers should be heard not only in Kashmir but Delhi as well.”He said that he will do whatever he can to strengthen the workers. “Workers often complaint that at the time of party ticket distribution, they aren’t considered. I want to bring a change so that a person is given a ticket only after discussing the matter with the workers.”Claiming that the congress party is progressing in all the three regions of Jammu and Kashmir he said, “People have a strong faith that only congress can come up to their expectations. So it becomes necessary for us to give our best.”Mr Gandhi pulled up the Jammu and Kashmir Congress Ministers for ‘not paying’ heed to party workers and addressing to them he said, “The ministers sitting here are doing a good job but there is impression about you that the workers are being ignored. You are ministers MLA’s so it becomes your responsibility to reach to the workers. If you won’t listen to them then it will affect your chances to earn party tickets.” Meanwhile Mr Gandhi, while addressing another gathering at south Kashmir advised the Chief Minister Omar Abdullah to adopt the 73rd amendments of the Indian constitu-

tion so that Panchayats could be empowered. “Whosoever protested during my rally at Jammu on Wednesday was right. They didn’t do anything wrong. They were demanding empowerment of Panchayats,” he said. (KNS)

Fish farmers achieved Rs. 3 lakh annual income this year

ers Development Agency (RFFDA) established by the Department of Fisheries especially for providing the training cum awareness programmes to the beneficiaries mainly focussed on privatisation of privatize fish farming to educated un-employed youths of the state. He said it is the vision of the Chief Minister that such mission should reach to the nook and corner of the state so that the educated un-employed youth shall adopt aquaculture practices as a source of their livelihood. The Minister said that the fish farming is a profitable venture and the private fish farmers shall make use of such training-cum-awareness programmes in order to develop their skills with the latest techniques being adopted in fish farming. The training cum awareness programme was conducted at Fish Farm Aliyalpora Shopian under National Mission for Protein Supplement of RKVY where the private fish

farmers of District Pulwama and Shopian were imparted technical-know-how about the modern techniques of fish culture. Chief Project Officer, Mr. M. M. Bazaz on this occasion said that RFFDA of the Fisheries Department is the nodal agency to transfer the latest technology from lab to land so far the research techniques regarding prestocking, stocking and post stocking management in Fish and Fisheries is concerned and implemented worldwide. Keeping in view the local climatic conditions with shorter growing periods, the private fish farming was introduced utilizing the exotic carps. The trouts are voracious sight hunters for food and the growth rate of trout depends on the various factors viz.; season, age, photoperiod, genetic factors, nutrition, flow rate, grading efficiency and other physico-chemical parameters of water such as temperature, oxygen content, relative alkalinity etc with preferred range of pH 6.4 to 8.4. It also depends on the quality and quantity of feed consumed and the feeding rate depends on fish size, growth

and intake of feed. During winter at cold temperatures the food intake and growth rate are low. The rainbow trout accepts artificial feed easily, withstands higher temperature, low dissolved oxygen, incubation period shorter, more resistant to diseases, and above all faster growth rate. Sh. Mohi-ud-din Wani and Sh. Mohammad Rafiq Sofi, Assistant Director Fisheries Pulwama and Shopian respectively also spoke on the occasion and conducted technical sessions of the carps and trout. Besides Sh. Gurmeet Singh and Sh. Mohammad Qasim Rangreze, Inspectors Extension acquainted the farmers about fish farming management techniques. Several fish farmers shared their success stories where they have achieved an annual income from Rs. 0.45 lakh to Rs. 3 lakh. The farmers were happy to know that the trout seed shall be provided to them @ Rs.5 (5 gm to 10 gm) and Rs.10/= (11 gm to 15 gm ) for advance fry and fingerling respectively.

Day to day problems confronting people of the valley

W

ith the onset of winter season, the people of the valley are confronted with numerous problems in day to day life. The power supply is playing hide and seek, the gas shortage is becoming worse, the drinking water scarcity is a normal phenomenon and the people particularly the lower middle class and the poor are being crushed by the rising prices black marketing and hoarding by vested interests. It is because of this that people are loosing patience and are coming on the streets to protest against government apathy in mitigating their problems. After the annual durbar move from Srinagar to Jammu, the power supply has become very erratic and urban as well as rural areas are facing acute shortage of electricity. Same is the case with the supply of domestic gas which has already been limited to nine cylinders a year though the same is available on higher rates in black market. The road connectivity of the valley with other parts of the country is limited to national highway only which has become a life line for Kashmir. When this national highway gets blocked in the winter season suddenly it becomes a famine like situation in Kashmir where hoarders and black marketers start looting the people and suck their blood by sky rocketing prices. Though a minister is available in the winter secretariat during winter but his stay is more a formality than the deliverance of any service to the people. He is handicapped in every sphere as he cannot get the power supply improved; he cannot be of any use to get rid of soaring prices and cannot help in any way to stabilize the drinking water supply. If the government wants to overcome these problems then they should devise a long term mechanism which can effectively help in mitigating these giant problems faced by the people. Though there are refilling stations for domestic gas in the valley but their capacity is not sufficient enough to suffice the needs of general public. Similarly the electricity supply too is not according to the requirements hence the darkness engulfs urban as well as rural areas every day and there is no end to it.

It aims at finding the ways to improve the lives of the people by increasing the level of participation of people living in isolated areas so as to meet their required needs. However Development of rural areas, like any other development activity, can only take place when there is an adequate support of appropriate infrastructure. Department of Posts has been involved in rural development for the last 150 years. With its more than 139,000 Post Offices in rural areas, it provides support in various critical functions through communication, financial services, life insurance products and other retail services. Till March 2011, 4271 Panchayat Sanchar Seva Kendras have been functioning in the country. Panchayat Sanchar Seva Kendras are opened at Gram Panchayat Headquarters where Post Offices do not exist. This scheme is implemented by Gram Panchayats through an agent appointed by them. Rural Information Communication & Technology (RICT) Electronically empowered Post Offices can mitigate complaints of discrimination and negligence that rural India always feels. In order to further widen and deepen an already unmatched reach of this network, particularly in rural areas, India Post has embarked upon an ambitious programme of ICT induction in all its post offices. The programme involves computerizing and digitally connecting all the post offices including those in rural areas. Rural ICT segment of this programme will bring in efficiencies in the way business is transacted. Under RICT Programme, all rural Post Offices will be provided Main Computing Devices which may be either handheld or computer net books. Majority of devices will be handheld ones which are compact, rugged and are slightly bigger than ordinary remote control devices for televisions, Printers, Digital camera, Fingerprint scanner, Bar Code scanners, Smart card reader and writers, Magnetic card reader, GPS and Solar Panels. By connecting Branch Post Offices to a central server customers in rural areas can transfer money instantly, can operate their accounts, both deposit as well as loan accounts, from their village or in case of migrant labourers from their village as well as from their places of work. Rural ICT program will improve the quality of services and will facilitate faster payments and faster integration of information. As Post Office is geared to serve the ‘aam aadmi’, the benefit of quality service will pass on to the target group. Digitally networked rural post offices may also become an important medium of dissemination of information. In addition to improving efficiency of mail, financial and retail services, the comput-

erization of rural post offices will enable India Post to deliver much-needed social security schemes even more efficiently. It will also allow the Department to engage in delivery of many more social security schemes. Financial Services It is widely acknowledged fact that improving the access to financial services is a very effective strategy for development of rural areas. Financial inclusion of the excluded households of rural areas is being accorded high priority by the government. Among all the organizations in the country which deliver financial services, the Department of Posts has the largest outreach in rural India, and more so, in backward and remote areas. Moreover, the Personnel who run the rural Post Office mostly belong to the local communities, and are thus trusted by their clientele enhancing acceptability of financial services by local people.

weaker sections. It aims to ensure access to substantial cash at periodic intervals to meet life cycle expenses on education, marriage and old age. RPLI offers various policies like Whole Life Assurance (Gram Suraksha), Convertible Whole Life Assurance (Gram Suvidha), Endowment Assurance (Gram Santosh), Anticipated Endowment Assurance for 15 and 20, years (Gram Sumangal), 10 years RPLI (Gram Priya) and Children Policy (Bal Jiwan Bima). Today, India Post delivers financial services as an agent of Ministry of Finance. Under the present setup, India Post cannot extend credit and other banking services to the rural poor. With the proposed Post Bank of India, post offices in India can be repositioned as the proactive agents of ensuring financial inclusion even in the remotest corner of the country. The Proposed Post Bank of India will deliver a host of value added

Rural Enterpreneurship Programme India Post has taken up this ambitious program in association with Tata Institute of Social Sciences and National School of Open Studies. The program aims to convert 3.5 lakh Gramin Dak Sewaks (including Branch Post masters), in to rural entrepreneur through a continuous and vigorous skill development program. It is proposed to cover all the 1,30,000 Branch Postmasters in a phased manner. This vocational program will cover areas such as financial management, micro finance, IT, communication and leadership skills. The Branch Post Masters will develop the knowhow for postal business such as post office savings bank, insurance and money transfer services. The program will thus give the Branch Postmasters an opportunity to grow as individuals and improve their own finances. Post Office Savings Bank is the oldest and the largest banking institution in the country. The money collected through Post Office Saving is also utilized as investment towards nation-building by the Government and various State Governments. Small Savings Schemes operated at Post Offices in the rural areas contributing to the cause of rural development include Post Office Saving Account, Post Office Recurring Deposit Account, Post Office One, Two, Three, and Five Years Time Deposit, Monthly Income Scheme, Public Provident Fund, Senior Citizen Savings Scheme and National Savings Certificate. Department of Posts introduced Rural Postal Life Insurance (RPLI) in 1995 for the benefit of rural population with special focus on

services (micro credit, insurance etc) to existing 237 million postal savings bank customers and will also provide one stop financial services (savings, credit, insurance, remittance and pension) to small and medium sized customers. Delivery of Monetary Components of Social Security and Other Welfare Schemes In addition to the overall development of rural areas, the Government and State Governments have been striving to economically and socially develop the households in need of such development by providing them with direct benefits under social security and other welfare schemes. A large part of such schemes is being delivered through the Post Offices due to their unparalleled outreach in rural areas. The Government enacted

the MGNREGA in September 2005 and the scheme came into force in all districts in the country with effect from 1st April 2008. Department of Posts has taken the responsibility to disburse the wages through Post Offices by opening savings bank accounts in the names of MGNREGA beneficiaries. Starting with Andhra Pradesh Postal Circle in 2005, the Scheme of disbursement of MGNREGA wages through Post Offices accounts is currently operational in the entire country excepting Delhi, Jammu & Kashmir and Tamil Nadu Postal Circles (Tamil Nadu and Puducherry). The Scheme is operational through 98168 post offices. The Department is also contributing to the efforts in financial inclusion by payment of benefits under various social security pension schemes viz. IGNOAPS (Indira Gandhi National Old Age Pension Scheme), IGNWPS (Indira Gandhi National Disability Pension Scheme) and Indira Gandhi Matritva Sahyog Yojana (IGMSY Scheme), a Conditional Cash Transfer (CCT) Maternity Benefit Scheme. Such payment are being effected either through money orders or Post Office Saving Bank accounts. It will also tap their talents and make them key resource persons for contributing to the development of the village. Pilot is being launched with 2000 GDS in seven circles, Assam, Gujarat, Karnataka, Maharashtra, Rajasthan, Tamil Nadu and Uttar Pradesh. Retail Post Department of Posts is being developed as a one-stop shop to provide a range of utility services to the customers and thus providing convenience and affordability at the door steps of the common man. With Retail Post, India Post will be leveraging the vast network of post offices across India. Services include collection of Electricity bill, Telephone bills, Taxes and Fees. Further under Retail Post, the Post Office sells application forms of AFMC, Universities etc. Apart from this Gold Coins, Railway tickets etc are being sold through Post Offices. MoU has also been signed between India Post and National Stock Exchange for installation of LCD TVs in select Post Offices for creating “Financial Awareness” among the public. The Post Offices provide a large number of services in the rural areas through their vast network, trained manpower and time tested operating and account-

educing the maternal and infant mortality rate is the key goal feature of the Reproductive and Child Health Programme under the National Rural Health Mission. Several initiatives have been launched by the Ministry of Health & Family Welfare under the Mission including Janani Suraksha Yojana, a key intervention that has resulted in phenomenal growth in institutional deliveries with more than one crore women beneficiaries annually. JSY was launched to promote institutional deliveries so that skilled attendance at birth is made available and mothers and new born babies can be saved from pregnancy related complications and deaths. However, even though institutional delivery has increased significantly, out of pocket expenses being incurred by pregnant women and their families remained high. This has acted as a major barrier for the pregnant women to opt for institutional attendance. They still prefer to deliver at home. Due to this, a large number of sick neonates die on account of poor access to health facilities. To mitigate the problem, the Ministry of Health & Family Welfare launched Janani Shishu Suraksha Karyakram (JSSK) on 1st June, 2011 to provide better health facilities for pregnant women and sick neonates. The scheme emphasises utmost importance on “Free Entitlements”. The idea is to eliminate out-of-pocket expenses for both pregnant women and sick neonates. Under this scheme, pregnant women are entitled for free drugs and consumables, free diagnostics, free blood whenever required, and free diet up to 3 days for normal delivery and 7 days for C-section. This initiative also provides for free transport from home to institution, between facilities in case of a referral and drop back home. Similar entitlements have been put in place for all sick newborns accessing public health institutions for treatment till 30 days after birth. The JSSK initiative is estimated to benefit more than one crore pregnant women & newborns both in

urban & rural areas annually. India has made considerable progress in reduction of Maternal Mortality Ratio (MMR) and Infant Mortality Rate (IMR), but the pace at which these health indicators are declining needs acceleration. The number of institutional deliveries has increased significantly, after the launch of Janani

may result in maternal and infant morbidity or mortality. Access to mother and child health care service was also hindered by the high out of pocket expenses on user charges for OPD, drugs and consumables, diagnostic tests etc. In some cases such as severe anaemia or haemorrhage requir-

In brief, institutional deliveries are a key determinant of maternal mortality and quality provision of ante-natal and postnatal services can reduce infant as well as maternal mortality. Janani Shishu Suraksha Karyakram supplements the cash assistance given to a pregnant woman under Janani Suraksha Yojana and is aimed at mitigating the burden of out of pocket expenses incurred by pregnant women and sick newborns. Besides it would be a major factor in enhancing access to public health institutions and help bring down the Maternal Mortality ratio and Infant mortality rates. Suraksha Yojna (JSY) in the year 2005 but many of those who opted for institutional deliveries were not willing to stay for 48 hours, hampering the provision of essential services both to the mother and neonate. Moreover, the first 48 hours after delivery are critical as complications like haemorrhage, infection, high blood pressure, etc are more likely to develop during this period and unsafe deliveries

ing blood transfusion can also increase immediate expenses. The same becomes still higher in case caesarean section is done. So, JSSK has been launched, to ensure that each and every pregnant woman and sick neonates upto one month gets timely access to health care services free of cost and without incurring any out of pocket expenses. Under JSSK,

free institutional delivery services (including caesarean operation) are provided in government health facilities. Medicines including supplements such as Iron Folic Acid are to be given free of cost to pregnant women. Further, pregnant women are entitled to both essential and desirable investigations like blood, urine tests and Ultra-Sonography etc. Furthermore, they are to be provided with free diet during their stay in the health institutions (up to three days for normal delivery & seven days for caesarean section). Not only this, there is a provision of free blood transfusion if the need arises. A significant number of maternal and neonatal deaths can be saved by providing timely referral transport facility to the pregnant women. Pregnant women are entitled to free transport from home to health centre, referral to higher facility in case of need and drop back from the facility to home. Besides, under JSSK there is exemption from all kinds of user charges including OPD fees and admission charges. Free treatment is also provided to the sick new born upto thirty days after birth and all drugs and consumables required are provided free of cost. As in the case of the mother, the new born too is provided with free diagnostic services and there is a provision of free blood transfusion if the need arises. The facility of free transport from home to health institutions and back is also available. In brief, institutional deliveries are a key determinant of maternal mortality and quality provision of ante-natal and post-natal services can reduce infant as well as maternal mortality.

Sonia should speak up on coal, 2G spectrum scams: Narendra Modi

Kanker: Narendra Modi on Thursday trained his guns on Sonia Gandhi, saying she should speak up on coal and 2G spectrum scams as he alleged that the Congress was “misleading” the country on issues like development, inflation and employment generation. Addressing an election rally here soon after Sonia Gandhi’s public meeting in Kondagaon in this state, he took a dig at her for saying that Congress believes in “doing work silently rather than speaking” and said the scams in coal block allocation and 2G spectrum were examples in this regard. The BJP’s Prime Ministerial candidate also attacked Rahul Gandhi for his comments that “poverty is a state of mind”, saying he was “mocking” at the poor because he does not understand the pain of poverty. Addressing Gandhi as “Madam”, Modi referred to her comments made about two hours earlier

that Congress is a party which “does not speak but only does work”. “You are right, madam. You do everything without saying anything... You (Congress government) did the coal scam without saying anything. In the 2G scam also, you did not say anything but did it... Scams took place beneath the earth, on the earth and in the air without you saying anything,” he said. He said UPA had made promises in run up to the 2009 Lok Sabha polls that it will contain inflation within 100 days of coming to power and create one crore jobs every year. Contending that these promises were not fulfilled, Modi said, “whatever you say, you do not implement. The nation knows this as well... You say madam that you do everything without saying anything. Whatever you promise, you do not fulfill. Give answers on these.” He said the people earlier used to be befooled by the “false promises but now people awakened to the reality”.

Pune: missing ad firm officials found dead Police on Thursday pulled out the bodies of three advertising professionals from Nira river on the Pune-Banglore highway, a day after divers had recovered the body of their fourth colleague at the same spot. The bodies were recovered from the immersed Hyundai i20 car, in which all four had started their journey last Friday and were reported missing after a few hours into their trip The three bodies were retrieved after NDRF personnel pulled the vehicle out from the river. Pranav Lele, Chintan Buch, Sahil Quereshi and Shrutika Chandawani, all in their late 20s, were on a road trip for Gokarna Mahabaleshwar in Karnataka over the Diwali weekend. However, within a few hours after they embarked on their journey, familymembers lost contacts with the youngsters following which they were reported to be mysteriously missing. It was previously suspected that the group had been abducted. After recovery of the car and all the four bodies, police confirmed it was a mishap resulting after the driver lost control of the car, which fell in the river from the unbarricaded gap between the two bridges built over Nira on the highway. The police had initially launched a massive search operation concentrating their efforts in and around national highway close to Shirwal taluka. On Wednesday, police had recovered body of Buch from the river. According to NDRF divers, the three executives couldn’t come out of the car after it fell into the river as they had worn seat belts unlike Buch who did not.

Narendra Modi is seen only on TV and in Gujarat, says Mulayam Singh Yadav Mainpuri, Uttar Pradesh: The Samajwadi Party chief Mulayam Singh Yadav taunted Narendra Modi at a rally in Uttar Pradesh today, saying the BJP’s prime ministerial candidate was visible only on television or in Gujarat, the state Mr Modi governs.“Modi can be seen at two places only, one on TV and the other in Gujarat. He can’t be seen anywhere else,” Mr Yadav said in a dig that aims to counter what the BJP calls a ‘Modi wave’ in the country. Mr Yadav, who is hoping to put together a non-Congress, non-BJP Third Front ahead of the 2014 general elections, was

President Pranab Mukherjee Thursday said education is the key to achieve economic growth. “If we have to attain a growth rate of 9 percent per year, as has been envisaged during the Twelth Five Year Plan period, we must put in place enabling factors, most prominent of which is quality of higher education,” President Pranab Mukherjee said Thursday. He was addressing a conference of directors of National Institutes of Technology (NIT) at Rashtrapati Bhavan. The two-day conference has been convened by President Mukherjee to discuss steps required to improve the quality of technical education and faculty development at the NITs. The president said India’s economy is third largest in the world in terms of purchasing power parity and the growth rate is second

only to China. He also expressed concern over quality of education.“It is not difficult to see where our institutions stand today vis-a-vis the best in the world. In two reputed international rankings of universities - the QS Ranking and Times Higher Education Ranking - not a single Indian university or institution finds place in the top 200,” Mukherjee said. However, a few Indian universities appear in the top 50 for certain subjects. English departments of Jawaharlal Nehru University and Delhi University figure in the top 50 English departments in the QS World University Rankings 2013. IITs in Delhi and Bombay figure in the top 50 departments of Computer Science and Information Systems. The highest ranked Indian institution in the QS Ranking is IIT Delhi, at the

precedented orders were issued in gross abuse of powers and in an unauthorised manner,” the honorary general secretary of Federation of Railway Officers’ Association said in a letter to Chairman Railway Board (CRB) Arunendra Kumar on Wednesday. Procedures require that a suspension order can be issued in writing to an officer after approval has been obtained from the CRB. In regard to the suspension and revocation drama involving the two officers – Swapnil Garg and AK Mall – certain rules were violated, while the CRB had apparently not been kept in the loop. “I have no information at present. The general manager of the Northern Railways VK Gupta should have the details,” Kumar told HT. Despite repeated attempts, both Gupta and Rai remained unavailable for comments.

222nd position. Only eleven Indian institutions, including seven IITs, have earned a rank in the QS list of 700. The president stressed on creating centres of excellence in the NITs. “At least one or two departments in every NIT must be turned into Centres of Excellence. Formal linkages must be built with the industry so that there is regular flow of inputs from the experts on course curriculum and research,” he said. He added that shortage of faculty is a serious problem across all institutions and vacancies must be filled on priority.“India’s biggest strength in the coming years is going to be her demographic dividend. More than fifty percent of our population is under 25 and soon one fifth of the world’s working age population will be in our country,” he added.

She was made to crouch over her meals and eat without using her hands, she has told the police while recovering in hospital from serious injuries on her hands and legs, all allegedly inflicted by Mr Singh’s wife, Jagriti. The politician and his wife were arrested on Tuesday night, hours after another woman who worked for them was found dead at their home. But it will be formed only after the 2014 elections,” Mr Yadav had said at the October 30 meeting.

Two railway officers were summarily suspended on Tuesday evening for failing to place railways minister Mallikarjun Kharge’s saloon precisely in front of the red carpet that had been laid out for him at Lucknow station at the VIP entry gate. The punitive orders were revoked on Wednesday morning, approximately 14 hours after they were issued. The HT is in possession of copies of both the orders, issued on behalf of the Lucknow divisional railway manager Jagdeep Rai. Tuesday’s ‘faux pas’ had caused the minister to walk a few extra steps to board the saloon at Lucknow station, while journeying to Varanasi for a visit at the Diesel Locomotive Works facility. “Such action in a democratic country reminds us of the British Raj, or worse, a totalitarian state. Jagriti would sometimes spit on her meal and then watch as Meena ate it, the latter has reportedly testified. A 17-year-old employee who cannot be named for legal reasons has said that Jagriti had security cameras installed in the bathroom used by her domestic helpers and that sometimes.

one leader commits suicide, another resigns

Agar: Commotion gripped the Madhya Pradesh Congress ahead of Assembly Elections when a party leader allegedly committed suicide after being denied a ticket to contest polls on November 25. According to reports, leader from Agar, Narsingh Malviya, consumed poison and was taken to a hospital in Ujjain. The district Panchayat member was later declared dead. Malviya, who has been associated with Congress for quite a long time, hoped to contest polls from Agar. However, the party gave ticket to another candidate, Madhu Gehlot, dashing Malviya’s hopes. The Congress released its second list containing names of 82 candidates last night Meanwhile, Madhya Pradesh Congress vice-president Manak Agrawal stepped down to protest party ticket to former Union minister Suresh Pachouri, whom he accused of corruption.

Will act on foreigners indulging in illegal activities: Goa CM Panaji: Goa Chief Minister Manohar Parrikar said that his government will act tough on foreigners indulging in illegal activities, and acknowledged that a majority of drug peddlers caught in the past were Nigerians. Parrikar also warned of stern actions against Nigerians for taking the law and order situation into their hands. Over 100 Nigerians had attacked a police van on Novemeber 1, over the death of a fellow national found stabbed to death in Mapusa area. The body was being taken for a post-mortem when the mob dragged the body out of the van and formed a blockade at the site demanding the

BJP rakes up Isro spy case, attacks former Guj cop RB Sreekumar New Delhi: BJP today alleged that former Gujarat DGP RB Sreekumar leveled charges of fake encounters against the Narendra Modi‘s government as a quid pro quo for the UPA dispensation giving him a clean chit in ISRO spy case “fabricated” by him. At a press conference held here, BJP spokesperson Meenakshi Lekhi played an audio CD of a telephone conversation allegedly between Rais Khan, a close aide of activist-lawyer Teesta Setalvad, and Sreekumar to “prove” that the IPS officer and Setalvad were working in tandem to target the Modi government. Meenakshi Lekhi. Ibnlive In the recording, which the party claimed is also available on the Internet, Sreekumar purportedly says, “Teesta helped me when the chargesheet (on fake encounters) was given to me.” The main opposition alleged that Sreekumar had earlier fabricated the ISRO spy case of 1994 which he had probed while on deputation with the Intelligence Bureau. He was, however, given a clean chit by the UPA government in 2004. In return for this, The BJP alleged, he launched a tirade against the Modi government when he was posted

back to his parent cadre, Gujarat. Lekhi alleged that “patriotic” scientist Nambi Narayan, who was a suspect in the ISRO spy case, was branded a traitor and also ill-treated and tortured by Sreekumar during his 50-day incarceration. Later, Sreekumar was charged on nine counts including not preparing a written statement of interrogation of Narayanan, leaving the interrogation statements unsigned and undated and failing to conduct verification about the veracity of the statements of the accused persons as recorded by the team of IB officers without assigning any reasons. This resulted in irreparable loss and humiliation to respectable scientists of ISRO and others, according to chargesheet. However, in 2004, the Home Ministry dropped seven of the nine charges against Sreekumar “without any inquiry”. “As a part of the quid pro-quo, he was expected to launch a tirade full of lies and untruths against the BJP government in Gujarat for political reasons. Apparently, Sreekumar honoured his part of the deal with his political suitors and he continues to do the same even today,” Lekhi alleged.

police arrest the culprits. Fifty-three Nigerians have been detained. “I will take action against foreigners staying illegally in Goa. Most of the foreigners arrested. in drug peddling cases in the past are Nigerians. The Nigerians behaved aggressively and blocked National Highway. Would they have kept quiet if Indians had behaved in similar manner in their country? This is a law and order situation and not diplomatic,” said Parrikar. The chief minister also hit out at Nigerian ambassador Ndubuisi Vitus Amaku for warning of repercussions against Indians in Nigeria. Amaku had recently sent an

SMS to senior police officers alleging that police was not seriously investigating the death of a Nigerian national was killed in an alleged drug turf war recently. “We are being given the impression that the murder of this person is not important to you, your only concern is that of your own people,” said Amaku. A Nigerian consular official too gave a thinly veiled threat saying, “There are only 50,000 Nigerians living in India but there are over one million Indians living in Nigeria. Thousands of Indians living there will be thrown out on the streets if forcible eviction of Nigerians in Goa does not stop.”

Rohit hits ton on Test debut, India 354/6 at stumps Giving him able company is all rounder R Ashwin (70*), who stitched together a partnership of 151 runs for theseventh wicket to rescue India after the famed Indian batting line-up collapsed on the second day of the Kolkata Test. Rohit Sharma (106*) had a dream debut, bringing up a brilliant hundred when the team really needed it on the second day of the first Test against West Indies at Kolkata. Giving him able company is all rounder R Ashwin (70*), who stitched together a partnership of 151 runs for theseventh wicket to rescue India after the famed Indian batting line-up collapsed on the second day of the Kolkata Test. Sharma seems to be stepping into the shoes of VVS Laxman, batting valiantly with the tail on his debut and holding the innings together. Though he got his century off an edge that went past the slip cordon, Rohit has been in fine touch through the day, playing an innings worthy of a true Test batsman. India now stand at 307/6 after 91 overs, with a first

innings lead of 73 runs. India went into lunch with a rather shaky 120/5 after Shane Shillingford wreaked havoc with a sensational four-wicket haul that included the ultimate prize of Sachin Tendulkar.Shillingford (4/114) was impressive as he troubled the Indians with his accurate line and length but Tendulkar was very unlucky to be adjudged leg before by umpire Nigel Llong. He undoubtedly beat the retiring-legend with a ‘doosra’ but the ball hit Tendulkar high on the back thigh and the TV replays suggested that the ball would have gone over the stumps. Tendulkar (10) looked in good touch as he hit two magnificent boundaries before umpire cut short his stay at the crease. As he walked back, Tendulkar got a standing ovation from the crowd at Eden Gardens.

Warner close to sealing Ashes berth following another ton

Oz media says Clarke `most important player in country` since Border Melbourne: The Australian media has said that captain Michael Clarke is the country`s most important cricketer since the legendary Allan Border According to Telegraph.com.au, although Clarke still has not achieved the best captain mantle like Ricky Ponting and Glenn McGrath, he is Australia`s only world class player and, like Border, has a side which seems to spend much of its time in a revolving door. Comparing Clarke`s case with Border`s, the report said that no one since Border has faced a greater burden than Clarke, who has an increasingly dodgy back from carrying the team`s load, adding that similar to Clarke, there was a time when Border was the only player assured of selection in the team. The report further said that at that time, Australia went more than a year, 1986, and 14 Tests without a victory similar to the two years under Clarke`s captaincy, adding that currently Australia has gone nine Tests without a victory, which is the worst run since 1986. The fact that Clarke has had more players than he has captained Tests is a marked contrast to the leaders who came before him, including Ponting, who led 46 players in 77 Tests, Steve Waugh 28 in 57 matches and Mark Taylor 36 in 50 Tests, the report added.

Anticipating Tendulkar’s arrival, the crowd had cheered lustily as soon as Murali Vijay (26) was stumped by Ramdin off Shillingford, who completed his 50 Test scalps on Thursday. It looked odd but not surprising that the fans cheered fall of wicket as it brought the iconic batsman at the crease.India could have been in more deep trouble had Denesh Ramdin not dropped Dhoni off Darren Sammy when the batsman was on individual score of 12.Dhoni (42) and Rohit Sharma tried to steady the boat before the skipper nicked one to the skipper off Tino Best’s bowling just after the ball was changed in the 51st over.Earlier, West Indian debutant Sheldon Cottrell too opened his account when Cheteshwar Pujara (17) attempted to hit a rising delivery over wicketkeeper’s head but managed a thin edge, enough to pack him off.

According to the Courier Mail, with his ton, Warner steered his side NSW to a dominant 3-163 shortly after lunch on day two, chasing Victoria`s first-innings score of 236. Melbourne: Australian batsman David Warner has almost sealed his berth for the winter Ashes series after he scored a commanding century in a Sheffield Shield match at the MCG, just two weeks ahead of the first Ashes Test at Brisbane. Warner, who made just one halfcentury in three Tests of his controversial winter tour to England, has continued his stellar domestic form with a blistering 104 at better than a run a ball on day two of New South Wales` clash against Victoria. According to the Courier Mail, with his ton, Warner steered his side NSW to a dominant 3-163 shortly after lunch on day two, chasing Victoria`s first-innings score of 236. The report mentioned that the 84ball knock of Warner, who shared a 104-run stand with national captain Michael Clarke , included 15 boundaries to all quadrants.

Anand A Great Hero in Cricket-Mad India

Cape wins big with Pakistan tour Cape Town - While Cricket South Africa have scrambled together a short tour by Pakistan as a compromise for matches lost to the curtailed tour by India, provincial unions in Border and the Free State will still have to be compensated for the loss of revenue they will incur this summer.Western Province cricket was the winner out of CSA’s desperately arranged series with Pakistan at the end of the month - the third time South Africa will meet Misbah ul-Haq’s side this year. While overall revenue can’t be made up by hosting Pakistan - over the course of the international summer Cricket SA still lose an ODI and a Test match against India - at least the loss of income, which would have been R200 million, won’t be as severe. South Africa will play Pakistan in three one-day internationals and two T20 internationals - two of those matches will take place in Cape Town. The Gauteng Cricket Board stands to have a lucrative summer. Not only will the Wanderers host the first T20 international against Pakistan on November 20, but the biggest ground in the country will also host an ODI and the first Test against India in December.“We didn’t want to detract from getting the best fixtures we could, and to allocate it to where we thought it would be best placed. There are venues that don’t get fixtures, and we will look to where we can get something that will satisfy everyone as best as possible,” Cricket SA chief executive Haroon Lorgat said on Tuesday. Pakistan tour itinerary: Wednesday, Nov 20: First T20 international, Wanderers, Joburg.Friday, Nov 22: Second T20 international, Newlands, Cape Town.Sunday, Nov 24: First ODI, Newlands, Cape Town.Wednesday, Nov 27: Second ODI, St George’s, Port Elizabeth.Saturday, Nov 30: Third ODI, SuperSport Park, Centurion.

Anand, 43, who opens the defence of his fifth world crown against Norwegian challenger Magnus Carlsen at home in Chennai on Saturday, has dominated the chess scene in India and abroad for almost two decades. Anand’s longevity and perseverance has often been compared with that of Tendulkar, the world’s batting record-holder who ends a brilliant 24-year career later this month. “There’s certainly a case to be made for Anand being the greatest sportsperson India has ever produced,” a newspaper said. “He is as much a national treasure as Tendulkar.” Anand showed remarkable promise at an early age but, unlike many others who give up after their first major challenge, he persevered and won until there was no one else left to beat. The soft-spoken family man, who lives in Spain with wife Aruna and three-year-old son Akhil, is far removed from his temperamental predecessors like Bobby Fischer, Boris Spassky, Anatoly Karpov and Garry Kasparov. While Kasparov has become a fierce critic of Russian President Vladimir Putin, Anand is more at home musing about subjects such as his pride in India’s space programme and his love of Barcelona football club. “There is no feeling better than representing your country,” he wrote on his Twitter account last week in the build-up to the match against Carlsen. “If there is anyone close to perfection in chess, it is him,” said Indian

grandmaster Surya Shekhar Ganguly. “He is also one of the nicest human beings to know, a humble man despite his enormous achievements.” Anand’s game is built on belligerent attack that catches opponents off-guard, but his unflustered approach ensures that he has the right defence in place when the going gets tough. Born in a small town in the southern tip of India, Anand became an international master at 15, was crowned Indian champion at 16, won the world junior title at 17 and became the country’s first grandmaster at 18. The Indian government, taking note of the young man’s rapid rise, conferred on him the country’s fourth highest civilian award, the Padma Shri, a few months short of his 19th birthday. It is significant that when India’s highest sporting honour -- the Rajiv Gandhi Khel Ratna -- was introduced in 1992, Anand was its first recipient ahead of such cricket luminaries as Tendulkar, Sunil Gavaskar and Kapil Dev. Anand was just 23 then and the honour came almost eight years before he won the first of his five world titles by beating Russian Alexei Shirov in Tehran in 2000. However, more losses than wins in the past year have seen him slip to number eight, with Carlsen, 22, assuming the top ranking with 2,870 rating points, 95 more than Anand.

More than a cricketer, Sachin is a good human being: Rahul Srinagar: Congress vice president Rahul Gandhi, who is also a friend of Sachin Tendulkar, on Thursday congratulated the retiring batting legend on a glorious career, saying he is not only a great cricketer but a good human being also.“I know him (Sachin) quite well. He is a great cricketer but the main thing I like about him is that he is a great person and a good human being. I think that is much more valuable about him than his cricket,” Rahul said here.Tendulkar, who is playing in his final series, will bid bid adieu to the game after featuring in his 200th Test against the visiting West Indies to be played in Mumbai from November 14-18.Rahul wished the 40-year-old champion batsman all the very best on his future endeavours.“I am very fond of him and I wish him very best,” he said.

Champions League: Missed train resulted in Eden Hazard being dropped by Chelsea Eden Hazard failed to attend Chelsea training on Monday because he missed his train back to London from Lille. The Belgium winger was the guest of honour back at his former club on Sunday night as they entertained Monaco in Ligue 1. Hazard was introduced to the Stade Pierre-Mauroy crowd at half-time and saw Lille win 2-0 courtesy of Nolan Roux’s brace to move up to second in the table. However, the 22-year-old, who cost Chelsea £32million when they signed him from Lille in June 2012, then missed his scheduled train back to London early on Monday morning and did not reach Cob-

ham in time for Monday’s session. Mourinho on Hazard omission Consequently, Jose Mourinho punished Hazard by dropping him altogether from the Blues matchday squad for the 3-0 Champions League Group E win over Schalke at Stamford Bridge on Wednesday night. Hazard has been assured his omission is only for one match though, with Mourinho telling reporters after the game: “Let’s end the story. He’s a kid, kids make

mistakes and fathers they have to be clever in the way they educate their sons. “He didn’t play, he wanted to play. He’s sad because he wanted to play. “We won without him and Satuday, he’s back. End of story.” Chelsea host West Brom in the Premier League on Saturday and will be looking to close the gap to two points on leaders Arsenal, who travel to Manchester United on Sunday. Hazard has scored five goals in 15 appearances for Chelsea so far this season.
