Civil Secretariat starts functioning at Jammu

Difficult to motivate Separatists

Omar accorded rousing reception

Jammu, November 04: Chief Minister Omar Abdullah Monday said that Kashmir’s accession with India is final and he never used words like "conditional" and "incomplete" in this regard. Talking to media, on the occasion of opening of Civil Secretariat offices in Jammu, the Chief Minister said the Kashmir is an integral part of India and he never uttered that accession was conditional. “Go and check Assembly records you will never find anything in this regard. Jammu and Kashmir acceded to India. If we acceded to India, are we not an integral part of India. Of course we are," he said. Omar Abdullah told reporters not to put their words in his mouth. “I never used the word 'conditional' nor the word 'incomplete'. I have not used such words. You pull out the Assembly record and say what I had said," he replied to the query of reporters. Responding to a question

about his "failure" to motivate the Centre to hold talks with separatists, he said, "I had been

successful in motivating the Centre rather than separatists. If separatists' intentions are true then they should be ready

to talk to the Centre. But unfortunately separatists have been taking one step forward and

two steps backward." He said that it is easy to motivate Centre but very difficult to persuade separatist leaders.

“We cannot forcefully drag them to dialogue table, we can forcefully bat for it," he said. Omar said that that the Coalition Government is going to complete its five year period within next few months and we are here to carry forward the development agenda as promised to the people and also complete various ongoing projects with added thrust. Omar said we are also moving ahead with the road map of creating new administrative units and the Cabinet Sub Committee constituted in this regard has almost completed the exercise. Start dialogue Releasing Geelani PDP takes out peace march with separatists: was not political Padgaonkar against LoC, IB tension but administrative urges Delhi decision: Omar Calls for resolution of Kashmir, resumption of dialogue Jammu, November 04: Chief Minister Omar Abdullah Monday said that there is no politics involved in the release of Syed Ali Geelani. “It was not a political but administrative decision. Geelani was released after Administration took pros and cons into account and finally decided to release Syed Ali Geelani,” Omar told reporters during a press conference in the lawns of Civil Secretariat Jammu. Omar Abdullah said that the past record shows wherever Geelani addresses people, violence breaks out there. “Despite the negative past record, the administration let

him go,” he said. He further said that it is up to the people of Kashmir to decide whether Geelani is a leader or not. “People are the ultimate source of authority and it is the people who can judge the best,” Omar Abdullah said. Omar told reporters that Geelani remains in lime light during disturbance and everyone that time feels and thinks the he is the leader of people. He said as peace prevails, people forget Geelani. “Same is the case with mainstream leaders. People forget them during disruption of peace but revolve around them in the times of peace,” he said.

Srinagar, November 04: Making a strong case for peace between India and Pakistan, Peoples’ Democratic Party (PDP) Monday appealed the two counties to resume dialogue, resolve Kashmir issue and build mutual friendship in the larger interests of peace and stability in South Asia. The party president, Mehbooba Mufti and former deputy chief minister, Muzaffar Hussain Baig, in an open jeep led it up to the historic Lal Chowk, where in the past many politically significant rallies have been held. Srinagar, November 04: Blaming load shedding for the unscheduled power cuts in valley, Chief Engineer Power development department (PDD) on Monday said the department is expected to announce the new power curtailment schedule for the coming winter in near future and that the schedule would be same as of last year. Talking to Kashmir News Service, the chief engineer PDD said that the department has observed the extra load of power consumption during the recent past and that the power curtailment will be similar to that of the previous year this winter. “It is expected that the power supply in non-metered areas would remain suspended twice in a week and in metered

areas it would be once in a week.” Khan further stated that the main reason for the power curtailment this winter is due to over load in the system. “we have capacity of 1000MWs and the consumption is 1100, last year we have 1025 MWs consumption in valley,” Khan said, adding that due to the early arrival of the cold wave in valley, the consumption has reached far more than what was expected. PDD chief further stated that the usage of heaters and extra gadgets has hiked the consumption graph and that the usage of ‘illegal’ power connections worsen the situation. When asked about the illegal supply being provided to ‘influential’ citizens See Power Cuts on Pg. 11

Guarantee Act will be further strengthened adding that the more we strengthen and widen the gamut of the Public Service Guarantee Act, the better the administrative performance. Chief Minister reiterated the commitment and resolve of the Coalition government to fulfill developmental promises made with the people and carry forward the agenda of peace, progress and prosperity of the people of Jammu and Kashmir. While replying to a question Omar Abdullah reiterated that National Conference is a committed constituent of UPA. “I have nothing to do with Third Front as we are part and parcel of UPA. When asked about his suggestion regarding Irish model Chief Minister said, "Anyone's solution cannot be implemented here suddenly. But we can learn from these processes, whether it is Israel-Palestine process or Ireland process or Scotland process or China model. I said this for the reason that we want that instead of violence the solution should be found out through talks or dialogue." "For the solution of J-K problem, separate model and proposals have been given out by several organizations. I can be wrong as Chief Minister to say that only one proposal should be implemented. Although my party has a stand on it. I repeatedly requested the Centre that the proposals should be analysed and which it feels is right should be implemented," he said.

Forest departments, completed at a cost of Rs 1.50 crore within a period of six months.

The only condition which always has been there is that they should have renounced the violence. And now when violence has been abandoned by them it is important for New Delhi that they should not hesitate to involve separatist leaders and all the stake holders in finding the solution to a problem including political one,” Padgonkar told KNS over phone from Delhi. Dilip further said that Hurriyat leaders must show seriousness in initiating dialogue process with the Government of India. “If fresh dialogue process begins separatists should response positively. Instead of rejecting the offer, they should shun the hardness and come to the table and also bring forth their ideas and demands, so that they can be discussed and a via media found for the solution of all the issues confronting the State,” he said. Emphasizing the political parties of Jammu and Kashmir to impress the government of India for implementing the interlocutors report, he said, “It is for the political parties of Jammu and Kashmir to impress the government of India to debate the report of interlocutors. This will pave a way to receive opinions from all the political quarters.” He further told KNS, that the group of interlocutors was established on the basis of recommendation made by all party delegation in 2010, so it is important that the all parties should come together to discuss the report and to reach some kind of consensus. Terming the poll boycott call given by Chairman of Hurriyat Conference (G) Syed Ali Shah Geelani as useless he said, “It is a routine with Hurriyat leaders to give the poll boycott call, but the fact of the matter is people never listened to their boycott call and instead participated in the elections in large numbers.” Stating that third party mediation has no role to resolve Kashmir issue he said, “It was clearly written and signed in Shimla Agreement of 1972 that the two countries India and Pakistan will solve all the issues bilaterally and there is no need for third party mediation.”

war as they want peace and resolution and good relations between the two countries. She said in the present times, when countries are coming closer to each other in the world to enhance bilateral co-operation, talking of war is totally illogical and anti people. Wars can’t solve issues and if peace has to prevail on the ground resolution of Kashmir issue was must. Mehbooba said the PDP wants Kashmir to become a bridge of understanding, cooperation and friendship between India and Pakistan and will put in every effort to get the estranged neighbours close to each other. Jammu and Kashmir should not become battle ground as it is this state that has suffered the most as a result of wars and our voices for peace can no more be ignored, said Mehbooba. Mehbooba said it was during PDP’s tenure in the government in 2003, that the then prime minister Atal Bihari Vajpayee not only started peace process with Pakistan but talks with the Hurriyat leaders were also held. We went to Vajpayee not with a begging bowl but with an appeal that he should help in resolving the Kashmir issue; and he responded and things changed drastically on the ground. She said it was unfortunate to see the double standards being adopted when it comes to China and Pakistan. “ It is appreciable that China’s diplomatic offences like staple visas to the residents of Jammu and Kashmir or Arunachal Pradesh and incursions in Ladakh are sought to be resolved through civilized diplomatic means but when it comes to Pakistan, unfortunately, the hawks seem to prevail who advocate nothing short of war,” she said. Speaking on the occasion, the senior party leader Muzaffar Hussain Baig said that the bullets kill only Kashmiris whether fired from here or from the other side. Those who talk of war between the estranged nations can’t be friends of Kashmiris. PDP during its brief tenure in the government created conducive environment in the state which guided India and Pakistan to come close to each other. He said from 1948 to 2003 the two countries were not able to enforce ceasefire on the borders but when Mufti Shaib took over as the chief minister of the state, ceasefire was implemented and there was no violation in it till 2010. But when National Conference took over there have been constant ceasefire violation. Biegh said that during PDP era India and Pakistan came closer to each other and people in the state started living with their heads high. Senior party leader Tariq Hameed Karra along with the party General Secretary Mohammad Dilawar Mir conducted the proceedings of the rally. All the legislators, senior leaders, district and Zonal presidents and prominent

workers from all over the valley participated in the rally enthusiastically. The party president expressed her appreciation for the huge response that the call for rally had evoked and thanked the entire cadre and their leadership for making it an impressive and impactful event. facilities. He said that by taken up these villages; people living in these areas will get the requisite facilities as available in towns. The Minister further directed the officers to speed up the work on the left over Panchayat Ghars so that they can be given to their respective Panchayats. He said that these infrastructural assets are essential for the day-to-day functioning of the Panchayati Raj Institutions (PRIs) which have been empowered with the powers of 14 vital departments. “Under 13th Finance Commission, 1800 Panchayat Ghars are supposed to be completed, out of which a considerable number have been taken up and completed, the need is to complete the remaining ones as soon as possible”, the Minister added. “The officers should work in close coordination to ensure the speedy completion of the remaining Panchayat Ghars as the requisite funds have already been placed at their disposal. The bottlenecks, if any, should be removed by holding regular meetings so that the pace of work is expedited”, the Minister said and maintained that there should be no deviation from the already approved plan.

of the state , Khan said that they do not have any criteria for the electricity supply here. “We just have names in the record whether the person is common or having high profile: everyone is equal.” Answering the question that the metered areas do not get the committed supply of electricity here, PDD Chief Engineer accused that people in the metered areas are involved in ‘Hooking’ and due to that the power supply to these areas get affected. “We do not get as much revenue as is expected in the metered areas, people there bypass the meters.” He further stated that the department cannot have the inspection squad in every corner of the valley and that people must understand that meters are for their own benefit.

JKHCBA to facilitate review petition against pepper, pellet gun usage judgment Srinagar, November 04: The Jammu and Kashmir High Court Bar Association has decided to facilitate the filing of review petition in Pepper Gas/Pellet Gun case, as according to the Association the judgment passed in the said case is bound to effect the Human Rights of the multitude of the people living in the State of J&K and is also going to render the petition filed by two members of the Bar Association before the State Human Rights Commission infractuous and the order of restraint passed in the said case by the commission as a nulty. In a statement issued to KNS, the general secretary of Bar Association Mohammad Ashraf Bhat has said the Bar Association has taken the aforesaid decision after examining the judgment passed in the case and also after hearing the learned counsel appearing for the petitioners who had requested the court to grant them some more time to argue the case and render better assistance in deciding the controversy raised in the petitions effectively and completely. The Bar Association feels that Public Interest Litigation is not adversary litigation and as it is filed for protecting the Human Rights of the people, therefore, in the interests of justice, the court should have given further time to the parties to argue the case. The Bar Association also feels that in a Public Interest Litigation petition, the rule of pleadings is not required to be followed strictly and

as has been stated by the court itself in the judgment, even a letter can be treated as a Public Interest Litigation petition and the prayer made therein can be granted to the affected person rule of pleadings notwithstanding. The Bar Association also feels that the judgment passed in the case would be taken as a license by the police and other forces to use Pepper Gas/Pellet Gun as a result of which, the people who have already suffered on account of the use of the Pepper Gas/Pellet Gun, will suffer further loss a n d i n j u r y. T h e B a r Association feels that there are sufficient grounds for seeking the review of the judgment, more so, when the Union of India which was a party to the case had not filed its reply to the case, though they had been directed by the court to do so, earlier. The Executive Committee of the Bar Association has also in principle decided to file Letters Patent Appeal against the judgment dated 09.10.2013passed in OWP No. 610/07 titled Sanjay Tikoo and others versus State of J&K. The Executive Committee of the Bar Association has also constituted a team of its members to discuss the matter with prominent Islamic scholars, religious leaders and preachers and w i t h o t h e r o r g a n i z ations/institutions, so as to enable them to examine and evaluate the judgment and give their opinion in the matter, the statement received by Kashmir News Service has said.

Make fast track recruitment system really fast

he recent announcement of the state government to fill up the vacant posts in different government departments on fast track basis seems to have been forgotten as the advertisements after that have not been positive for the aspirants. The examination for recruitment of teachers by SSB and also the junior assistants is undergoing different stages of reaching to the final short listing of the candidates to be called for viva. Prior to that some other posts were advertised and examinations were conducted for recruitment but so far none of these have been finalized and the candidates remain where they were. It had generated a new hope amongst seven lakh educated unemployed youths when the coalition government had done away with the old system of recruitment which was discriminatory in nature. There are about eighty thousand posts vacant in different government organizations which can be filled on fast track basis and eighty thousand deserving candidates can be saved from further frustration and disappointment of their lives. It is really unfortunate that about fifty thousand unemployed educated youth are going to be over aged within a next couple of years and their hopes of getting an opportunity to earn their bread and butter will be dashed to earth forever. The government should immediately remove all bottle necks in the recruitment policy and should fill up all these vacant posts immediately so that these fifty thousand unfortunate young men also get a chance to compete with others. It is a matter of fact that the state has no other avenues where it can recruit a large number of youths who have the capabilities to prove their metal. There are no big industries and no big corporate houses which can accommodate skilled and semi skilled professional. The dependence of the educated youth on governmental sector in itself is a big problem as the state lacks the resources to provide employment to every youth. Now it will be in the best interest of unemployed youths if the vacant posts are filled up on real fast track basis and red tapism in the process of recruitment is done away with.

Taking Care of Senior Citizens

e are living in an ageing world. Over the past few years, the world’s population has witnessed a growth in the number and proportion of older persons. According to a UN paper, such a rapid, large and ubiquitous growth has never been seen in the history of civilization. The World Health Orgnization (WHO) has projected that world-wide, there are around 600 million persons aged 60 years and over; this total will double by 2025 and will reach virtually two billion by 2050 - the vast majority of them in the developing world. According to the Population Division, Department of Economic and Social Affairs, United Nations Secretariat, the current demographic revolution is predicted to continue well into the coming centuries. Its major features are: one out of every ten persons is now 60 years or above; by 2050, one out of five will be 60 years or older; and by 2150, one out of three persons will be 60 years or older. Similarly, the older population itself is ageing. The oldest old (80 years or older) is the fastest growing segment of the older population. They currently make up 13 percent of the 60+ age group and will grow to 20 percent by 2050. The number of centenarians (aged 100 years or older) is projected to increase 14-fold from approximately 265,000 in 2005 to 3.7 million by 2050. This kind of demographic situation calls for fresh thinking at policy level to enable the societies to equip themselves for this changing scenario where not only taking care of senior citizens will be important but in addition emphasis should be on devising the ways in which the potential of senior citizens will be fully utilized. Perhaps the time has come when it has become utmost necessary to change our mindset about the older persons and also change our notions about their perceived ‘limitations’. The societies must learn to take advantage of the experience and dormant abilities of older persons and also make necessary infrastructural and other changes required to meet this new challenge. As the ‘Policy Considerations’ segment of the UN document ‘Implications of An Ageing Society’ notes, “Recognition of the uniqueness that unfolds throughout

one’s life is core to igniting society’s embrace of the contributions of its older citizens. The package of knowledge, wisdom and experience that so often comes with age is part of an inner awareness that cannot be traded, sold or stolen. It should, however, be activated, amplified and utilized in all the crossroads, fields and storefronts of society, and in the windows of our creative imaginations.” Population of Senior Citizens in India The elderly population of our country is steadily on the rise and is projected to grow at a faster pace than the population in general. The population of senior citizens is projected to rise to nearly 12 crore by 2016, 14 crore by 2021 and over 17 crore by 2026. As per 2001 Census, total population of Senior Citizens (60+)

Govt throws rings of protection around Narendra Modi Agencies New Delhi, November 04: Indian security forces are preparing for one of their most challenging assignments in decades, protecting BJP prime ministerial candidate Narendra Modi in a country with a grim history of political assassinations. A series of small bombs killed six people at a rally Modi held in the city of Patna on October 27. Authorities said the home-grown Indian Mujahideen (IM) group was responsible. While Modi was not in the immediate vicinity of the explosions, the message was clear. "Narendra Modi is way above everyone else on their hit list," said an officer in the Intelligence Bureau, who declined to be identified as he is not authorised to speak to the media. "The IM cadre say he is actually 1 to 10 on their list. The rest come after that," said the officer, citing confessions of captured militants. Modi will lead his Bharatiya Janata Party into a general election due by May and his enemies will almost certainly be looking for another opportunity to strike. The militants hold Modi responsible for riots in 2002, during his first term as chief minister of Gujarat state, in which at least 1,000 people, most of them Muslims, were killed. Modi denies any role in the riots or bias against minority Muslims. Communal animosity has led to several high-profile assassinations

in India, beginning months after independence when a Hindu fanatic gunned down Mahatma Gandhi, the leader of a non-violent struggle to throw off British rule. Prime Minister Indira Gandhi, who was not related to Mahatma Gandhi, was killed by Sikh bodyguards in 1984 and her son, former Prime Minister Rajiv Gandhi, was killed by an ethnic Tamil suicide bomber in 1991. The election is shaping up to be a highly charged clash with Modi and his aggressive Hindu nationalist supporters facing off against their Congress-led rivals, who say the vote is a fight to preserve India's secular foundations. Much of the battle will be waged at public gatherings. Even in these days of 24-hour news channels and the internet, Indian election campaigns hinge around rallies. Modi will address countless throngs in coming months in his race against the Congress-led coalition which is expected to put up Rajiv Gandhi's son, Rahul Gandhi, as its prime ministerial candidate. An elite team protecting Modi has been ordered to secure all public meetings using the same tactics of the Special Protection Group that guards former and serving prime ministers and their families along the lines of the US Secret Service. Spotters in disguise will mingle in the crowds while an advance team will "sanitise" sites six times, the last

time an hour before Modi's arrival, a security official said. "Sewage pipes, manholes, you plug every hole in the ground and above," said the official. Gandhi has spoken of the deaths of his father and grandmother and said recently he could be next to fall to the politics of hate. He is guarded by the top-level Special Protection Group. An attack on either Modi or Gandhi could spark waves of reprisal violence. Modi, the three-time chief minister of Gujarat arouses strong passions among supporters and rivals. He is a hero of the Hindu right, and seen as a tough, business-friendly administrator who can help steady a nation in economic drift. Critics accuse him of a deep-seated bias against Muslims and say he turned a blind eye to attacks during the 2002 riots. The Supreme Court absolved him of any wrongdoing. The Indian Mujahideen has ties to Pakistan-based militants who have launched numerous attacks in India including the 2008 assault on several targets in the city of Mumbai. Four days before the explosions at recent Patna rally, the Intelligence Bureau sent a letter to state authorities warning them of the threat to Modi, although they did not have specific information. "Narendra Modi being perceived as a leader of Hindus, may be targeted by rabid elements," the bureau said. "

Goalpara, November 04: Indefinite night curfew was today clamped along the Assam-Meghalaya border in Goalpara district and army and police were patrolling Gendamari area where seven persons were gunned down and 10 others seriously injured by suspected GNLA ultra. The night curfew would be in force from 7pm to 6am within two km inside Assam from the inter-state border to prevent untoward incidents, district Deputy Commissioner Pritam Saikia said. National Highway 62 between Damra in Assam and Dalu in Meghalaya as well as NH 51 between Paikan here and Dalu along with K h a r g a n g - Re s u b e l p a ra road were exempted from the purview of the curfew, Saikia said. Army along with police was patrolling the violence-hit area to prevent further eruption of trouble, he said. Agencies New Delhi, November 04: With a view to finalising the charge sheet in VVIP helicopter purchase scam, CBI will send a judicial request to Italy seeking statements of the accused who have been facing trial in that country. CBI sources said a detailed questionnaire on various aspects of financial transactions, meetings of alleged middlemen and their interests in Indian and Tunisian companies, among others, would be part of the judicial request. They said the agency wanted to first get the statements through the judicial request — also known as Letters Rogatory — after which it might seek extradition of the suspects, if needed. The top executives of Italian firm Finmeccanica and its United Kingdom-based subsidiary AgustaWestland are facing trial in Italy for alleged corruption in supply of 12 VVIP helicopters to India. The Rs 3600-crore contract is under probe of Italian and Indian agencies for alleged kickbacks paid to Indian officials, including former IAF chief S P Tyagi, to clinch it. Tyagi has denied allegations of any kickbacks. Giuseppe Orsi and Bruno Spagnolini, former and current chief executives of AgustaWestland respectively, are facing trial in Italy for alleged corruption. Orsi was heading AgustaWestland when the deal was signed in 2010 and is now the chief executive officer of parent company Finmeccanica. The statements of both these top executives are important for CBI for finalising its charges which would be levelled in the charge sheet, the agency sources said. India has become a civil party in the ongoing trial in Italy which helped it in getting court documents submitted by Italian prosecutors in connection with the case.

Agencies New Delhi, November 04: Congress vice president Rahul Gandhi on Monday sought one week’s time to reply to Election Commission’s notice on poll code violation. Election Commission had on Thursday served the Congress party scion with a notice for his alleged speeches in which he had claimed that Pakistan’s ISI was trying to exploit Muzaffarnagar riot victims and accused BJP of playing politics of hatred. The poll panel had directed him to explain by today as to why action should not be initiated against him for prima facie violating the model code of conduct. EC had issued the notice to the Congress leader after examining his speeches made in Churu, Rajasthan on October 23 and in Indore, Madhya Pradesh on October 24. The Commission also took into account a complaint filed by the main opposition party, BJP, in this regard and the electoral officer’s report in connection with Rahul’s speech. “The Commission is prima facie of the view that your aforesaid

The raid ended with nearly 100 people dead, including at least 10 army commandos. The army said it seized a large cache of arms from the mosque when the siege was over. The incident severely damaged Musharraf’s reputation in the country and earned him the undying hatred of militants who

Meanwhile, government has announced an ex-gratia grant of Rs. six lakh to the next of kin of the deceased and free medical treatment for the injured. Goalpara district has been witnessing violence since October 20 last with protests against the upcoming Rabha Hasong Autonomous Council elections between November 13 and 25 demanding exclusion of non Rabha areas from the Council. Sources ruled out that last night's incident was connected with the Council elections. Proscribed Garo National Liberation Army based in the Garo hills jungles of Meghalaya, adjacent to Goalpara district, has been fighting for a separate state since 2009 indulging in killings, attacks on security forces and civilians, blasts, kidnappings and extortions.

speeches are violative of abovereferred sub paras (1), (2) and (3) of Para 1 of the model code of conduct for political parties and candidates,” the EC said in its order. The development comes a week after a delegation of BJP leaders met the EC officials and handed over a complaint letter against Rahul Gandhi for his al-

leged defamatory speech during his poll campaigns in Rajasthan. The BJP had sought action against Gandhi after he addressed rallies in Churu and Kherli in Rajasthan for “inciting riotous behaviour.” During a rally in Indore, Rahul had claimed that some Muslim youths from riots-hit Muzaffarnagar area were contacted by the Pakistan’s intelligence agency, ISI.

launched a series of punishing attacks following the raid. The case stems from a complaint filed by the son of the mosque’s cleric who died in the siege. The son had been pushing for Musharraf to be investigated but police refused until a judge in Islamabad ordered them to open a case in early September. Saddiqi said the bail granted Monday means Musharraf should be free to leave his house on the outskirts of Islamabad, where he has been held under arrest since April.

PM inaugurates annual conference of BJP leader Samarpal Singh killed in Indian Heads of Missions

Agencies Islamabad, November 04: A court granted former Pakistani President Pervez Musharraf bail Monday in a case related to the death of a radical cleric, paving the way for an end to his more than six-month house arrest, his defense lawyer said. Musharraf, who has been plagued by legal troubles since he returned to Pakistan in March after years of selfimposed exile, already has been granted bail in three other cases against him. However, he is still prevented from leaving the country, his lawyer Ilyas Saddiqi said. Saddiqi said Musharraf was granted bail because there was no evidence to prove his involvement in the death of the radical cleric, who was killed during a raid on a hard-line mosque in Islamabad in 2007. Prosecutors could not be immediately reached for comment. Musharraf ordered the raid against the Red Mosque

New Delhi, November 04: Crossborder terror and India's ties with neighbours, including China, and other key regional issues are expected to be high on the agenda of annual conference of Indian Heads of Missions in New Delhi from Monday to be attended by nearly 120 envoys. The four-day brainstorming meet, which is a closed-door affair, will also have some new components including business round tables with the Indian Heads of Missions from US and Canada, Latin America & Caribbean (LAC) & Africa Regions on November 5, the spokesperson in the External Affairs Ministry said. As per tradition, Prime Minister Manmohan Singh inaugurated the conference at Vigyan Bhawan and it will be addressed by ministers and senior officials, besides these round tables will be attended by a select group of CEOs and senior industry members. Asked if the deliberations of the Heads of Missions will be confined to India's role in the present international scenario or issues like the repeated ceasefire violations by Pakistan and developments in Chi-

na on the borders will also be discussed, the spokesperson said, "all the issues that you mentioned will be discussed." "As will India's socioeconomic realities be discussed, as will areas about our development agenda and what we are doing to implement the global development agenda be discussed. So this is a holistic approach.... "We expect that all issues of interest to practitioners of Indian foreign policy will be covered in that discussion," he said. The theme for this year's conference is "India's Place in Changing World Order : Where Do We See Ourselves? What Do We Wish to Achieve?"

"As is usual, the Heads of Mission will interact with the President, the Vice-President. The Prime Minister will address them. They will also be addressed by the External Affairs Minister, the Minister for Commerce, and the National Security Advisor," the Spokesperson said. Interestingly this year, in addition to the usual focus on neighbours and South Asia, the effort is also to focus in a very specific regional manner, he said. Therefore, the meet will have CII and FICCI round tables focused on different regions, he said, adding these will be interactions between the Heads of Missions from various regions with leading Indian businessmen etc., who have interest in those regions.

Lucknow, November 04: BJP leader and former legislator from Uttar Pradesh Samarpal Singh on Monday died in a road accident in Meerut. The accident occurred near Chota Hassanpur in Meerut early this morning when his car rammed into a truck, killing 54-year-old Samarpal on the spot, police said. Samarpal was elected from Lok Dal ticket from Barnawa seat in Meerut in 2002 Assembly elections. He switched over to BJP during the last Assembly elections and contested from Shivalkhas assembly seat but lost. He was a member of the state executive of the party and had been two time MLA and MLC. He entered in politics as a student leader from Lucknow University and held the post of Students' union president. Condoling his death, Uttar Pradesh BJP spokesman Vijay Bahadur Pathak said with his death the party "lost a great leader, who always stood against system in the interest of common man.

Kerry hails Saudi Arabia as important U.S ally Agencies Riyadh, November 04: U.S. Secretary of State John Kerry praised Saudi Arabia as a "very, very important" ally on Monday as he visited the Gulf Kingdom on a mission to soothe strains in the relationship over U.S. policy on Iran, Syria and the Palestinian issue. Kerry, who is touring the region, met the Saudi foreign minister on Monday morning and was due to have talks with King Abdullah later. "We have very important things to talk about to make sure the Saudi-U.S. relationship is on track, rolling forward and doing things that we need to accomplish," Kerry said in remarks to U.S. Embassy staff. Washington's relationship with the Saudis was crucial as the region faced changes and challenges from the transition in Egypt to civil war in Syria. "The Saudis are very, very important to all of us. The Saudis are really the senior player in the Arab world together with Egypt," he said. Saudi Arabia, Washington's main Arab ally, is angry over what is sees as a weak foreign policy on the part of the Obama administration which has allowed Israel to continue building settlements in the Palestinian territories and conflict to persist in Syria. Saudi concerns are also partly founded

on a fear that President Barack Obama's moves to reduce tensions with Iran will give Riyadh's main regional foe an opportunity to extend its influence in Arab countries. Speaking before his meeting with foreign minister Prince Saud al-Faisal, Kerry reiterated that the United States was determined Iran would not get a nuclear weapon. Kerry's visit is his first since the Saudi intelligence chief warned last month of a

"shift away" from Washington and said Riyadh's abdication of its seat on the U.N. Security Council was a message for the United States. A senior State Department official, who requested anonymity, played down suggestions of a major rift with Riyadh. "We have a tremendous number of ongoing discussions, virtually on a daily basis, with senior Saudi officials," he said. The official acknowledged that Saudi

Arabia opposed Iran's participation in proposed Syria peace talks in Geneva. Riyadh is a leading supporter of the rebels fighting Syrian President Bashar al-Assad, who is a close ally of Iran. The Saudi English-language daily Arab News laid out the kingdom's reasons for frustration. "Riyadh's alienation from its ally stems from how the U.S. has continued in recent years to drag its feet on securing a peace settlement in Palestine, and most particularly from how it has pursued a wishywashy policy in Syria," Jamal Doumani wrote in the newspaper. In the most senior levels of Saudi government, princes are also exasperated by the U.S. reluctance to back Egypt's military in July after it overthrew the elected Islamist president. "The Saudis' position will not be changed until it's proven on the ground that the U.S. is changing its policy," said Mustafa Alani, an analyst at the Gulf Research Centre in Geneva. Saudi royals were also disappointed by Kerry's efforts in bringing about an agreement to disarm Syria's chemical arsenal in August after a gas attack in Damascus, Alani said. "They want a clear commitment from the American side that Geneva 2 (peace talks) will not turn into 3, 4 and 5. And if this process fails to achieve the objective of removing Assad from power, the Americans should change their policy from diplomacy to changing the balance on the ground," he said.

Sachin Tendulkar prepares hard for his final outing at Eden Gardens Agencies

KOLKATA: Preparing for his last outing at the iconic Eden Gardens, legendary batsman Sachin Tendulkar was a picture of focus and concentration as the Indian team hit the nets on Monday ahead of the all important Test match against the West Indies beginning November 6. Tendulkar started off with some warm-up exercises and subsequently rolled his arm over at the nets. Bowling in tandem with spinners Ravichandran Ashwin and Pragyan Ojha, Tendulkar dished out leg breaks and Murli Vijay had some difficulty negotiating the spin at the nets. He was beaten on a couple of occasions by Tendulkar’s sharp turning deliveries. After bowling for a few minutes, the little master padded up and chatted with coach Duncan Fletcher as he waited for his turn at the nets. He first faced the pacers, displaying his watertight defence. While other batsmen at the adjacent nets missed or edged a few, Tendulkar looked at ease hitting his trademark drives. He tackled the pacers for around 15 minutes before moving to the adjacent net where the spinners were on the job. He also asked Ojha, who

was bowling more at the stumps, to alter his line which the left arm obliged. Tendulkar, who seems to have lost none of the zeal for batting despite spending a marathon 24 years in top flight cricket, was in his element against the spinners as he executed elegant drives and cuts much to the delight of a motley crowd of aspiring cricketers. The batting legend knocked at

the nets for another 20 minutes and then made way for the others, as he watched the youngsters practice at the nets. After a brief rest and chat with teammates, Tendulkar moved to the far away net where local club bowlers were in action. He knocked a few balls and later gave a few tips to the youngsters. Meanwhile, Fletcher was seen engaged in an animated chat with

PARIS: Novak Djokovic beat defending champion David Ferrer of Spain 7-5 7-5 to win the Paris Masters on Sunday and keep alive his hopes of reclaiming the world number one spot by the end of the year. The Serb recovered from a break down in both sets to snatch his third consecutive title, following victories in Beijing and at the Shanghai Masters last month, and the 40th of his career. “It has been a very difficult match for me,” Djokovic said in a courtside interview. “It has been very hard against one of the best competitors on tour, someone who never gives up. I have been patient, I played aggressive. I am very happy with this win.” It is the first time Djokovic, the 2009 Paris Masters champion, has won back-to-back Masters Series events since his successive triumphs in Rome, Madrid and Montreal in 2011.

He could still overthrow world number one Rafa Nadal if he wins next week’s ATP World Tour Finals in London and the Davis

Cup final with Serbia, who host Czech Republic in Belgrade later this month. Ferrer, who collected his first Masters Series crown last year in Paris, became the fifth defending champion to reach the final at the indoor event and fail to retain their title.

Sir Ian Botham has joined members of the England team in defending Alastair Cook following criticism from Shane Warne, describing the England captain as a “thorn in the side” of Australia. Warne called Cook’s tactics “boring and negative” and went on to claim his style of captaincy could cost England the Ashes. “Cook can be negative, boring and not very imaginative,” Warne said. “I don’t like that style of captaincy. “He needs to be more proactive. If Australia play well, and Cook continues to captain the way he does, I think he will lose the series.” However, Botham - speaking on his latest charity walk in Sri Lanka laughed off Warne’s comments and believes Australia should get their

own house in order. Following Shane Warne’s criticism of England captain Alastair Cook, Sir Ian Botham believes Australia need to get their own house in order.“If it’s not Warne, it’s Glenn McGrath telling everyone they’re going to win 5-0,” the former England all-rounder told Sky Sports News. “It’s all just a bit of friendly banter. I wouldn’t expect anything else.

Meet the lady who taught Viswanathan Anand his baby steps in chess Agencies World champion’s mother Susheela has shown the way for many parents who help their children during initial days of playing the game of 64 squares. Susheela Viswanathan is considered a role model parent in India because she moulded the chess career of fivetime World champion Viswanathan Anand. Susheela taught her son the moves when he was just five and always accompanied him in tournaments. She was instrumental in starting a trend in Indian chess with parents providing support to children. Anand watched Susheela and his sister play chess at home and wanted to learn the game. But learning was not enough for the little boy. Susheela found Tal Chess Club in Chennai for Anand to pursue his passion and was with him until he played some of the big matches in the 1990s. “I don’t want to say that I was behind his achieve-

ment,” says Susheela. “A mother has to be by the side of the child taking baby steps in any field. In my case, it happened to be chess,” adds Susheela, who vows she would watch his son’s moves in Chennai against Magnus Carlsen on the Internet, if not in person. It is difficult to say whether Anand would have become a world champion if Susheela had not found the talent in him and nursed his career along. But there was a thin line that separated Susheela from the modern parents who persuaded their children into careers.Susheela Thipsay, mother of GM Pravin Thipsay, had a somewhat similar role to play in his son’s chess progress. “When I started playing, parents had no direct role to play. That was the social set-up, at least in urban India. My parents never visited the tournament hall or accompanied any of us, neither

did the parents of my contemporaries,” says Pravin, whose brothers Abhay and Sathish also played at the top junior national level. But that did not mean she had no role in shaping the careers. Pravin played the inter-school chess competition in the 1970s in Mumbai only because his mother put him in a school that encouraged chess. “Had I not played inter-school, I might not have played chess at all,” Pravin told dna. Dibyendu Barua of West Bengal, India’s second GM after Anand, had his father accompanying his son in chess tournaments. He even gave up his job to help further his son’s career. But there was always a difference in what they did for their children. “Anand’s mother always accompanied him and took care of him,” recounts Thipsay. “But she never interfered in the game or technical matters including protests.”In top-level chess, there are many examples in which the parents played pivotal roles in the careers of their sons or daughters. The Polgar sisters are the most striking case as Laszlo Polgar, father of Judit, Zsusza and Sofia, the Hungarian trio who made headlines in the late 1980s.

Indian women crush Malaysia 5-1 to enter Asian Champions Trophy final Agencies NEW DELHI: Indian women continued their impressive show at the Asian Champions Trophy (ACT) hockey tournament as they spanked Malaysia 5-1 to secure their place in the summit clash of the event at Kakamigahara, Japan on Monday. After being locked 1-1 at half time, India scored four field goals after the changeover to register their second consecutive win in the four-team women’s competition. India, who stunned higher-ranked China 4-2 in their tournament opener, will take on hosts Japan on Thursday in their last round-robin match, which will also be a dress rehearsal ahead of Saturday’s final. With two wins from as many games, Japan also sealed their place in the final of the women’s event. Japan on Mon-

day defeated China 5-1 in another match. Against Malaysia on Monday, the Indian girls were slow to get off the blocks. It was Malaysia who took lead in the 15th minute through a penalty corner conversion by skipper Nadia Abdul Rahman. But India hit back nine minutes later when Poonam Rani (24th) converted a penalty corner to level the scores. In the second half, it was India all the way as Neil Hawgood’s girls displayed incredible attacking hockey to run away with the match.

India allrounder Ravindra Jadeja has been fined 10% of his match fee for using offensive language against Shane Watson, after the Australia batsman was dismissed during the final ODI in Bangalore. Watson, who had scored a quickfire 49 off 22 balls during the chase of 384, was caught at short third man off Jadeja, before the bowler gave him a send-off. The match referee Andy Pycroft ruled that Jadeja had breached Article 2.1.4 of the ICC code of conduct. Jadeja had apologised for his actions, though, so there was no formal hearing or heavier penalty - such a level one breach could draw a reprimand and a fine of up to 50% of the match fee. After his ruling, Pycroft said: “Mr Jadeja’s reaction after dismissing Shane Watson was clearly in breach of the code as the players are always expected to respect their opponents, no matter what the match situation. Mr Jadeja apologised for his action when on-field umpire Nigel Llong spoke to him immediately after

the incident and reminded him of his responsibilities.” There was some tension in the air all through Watson’s stay at the crease in Bangalore. He seemed to have done damage to a hamstring halfway through his bowling spell and had to leave the field, and then

came out to bat only at No. 8, when Australia were 138 for 6. Watson punched his first ball into the covers, where Shikhar Dhawan fielded it and hobbled exaggeratedly, seemingly mocking Watson and drawing several shakes of the head from him.

opener Shikhar Dhawan whose stint at the nets was uncomfortable as he continuously missed or edged. The coach was seen gesturing to Dhawan about ways to play the rising ball. “Cook has been the biggest thorn in their side over the last few years, and he will continue to be in Australia. “I think Australia should start looking at themselves because they’ve got problems of their own - they can’t defend 360 in a oneday game (against India), not once but twice! “I feel sorry for their batsmen - they get all the runs and then the bowlers get carted around the ground. “Australia should look at their own back yard and not worry too much about ours.” Anderson is one of several England players who have leapt to the defence of his skipper.
