R5,7 million to protect Toni By Anton van Zyl The Department of Co-operative Government, Human Settlements and Traditional Affairs (Coghsta) remained tight-lipped the past week about a R5,7 million security contract awarded to protect Toni Mphephu Ramabulana. The former acting king of the Vhavenda is to have 24-hour protection by armed guards at his two homes. Last month, the Constitutional Court ordered that Toni Mphephu-Ramabulana be stripped of all privileges while the case to determine who should be the king or queen of the Vhavenda finds its way through the courts. In April 2019, the Supreme Court of Appeal (SCA) ruled that Toni’s appointment as king by former President Jacob Zuma was unlawful and set it aside. The SCA, however, allowed him to continue serving in the position while the matter served before the High Court again. This was set aside by the Constitutional Court, which reckoned that he should not be entitled to such privileges. In February this year, Coghsta put out a tender for the provision of security services for a period of three years. The

tender documentation specified that this would be at the official residences of “King Mphephu” at his house in Louis Trichardt, as well as at the official palace in Dzanani. The tender was awarded on 30 July to “Vhunene Security Services” for an amount of R 5 718 515,47. It specifies that eight security guards must be used for the protection, working in two shifts. During each of the shifts, two armed security guards must be on duty. A search on the database of the Companies and Intellectual Property Commission (CIPC) shows that no company is registered under the name of Vhunene Security Services. A search on the website of the Private Security Industry Regulatory Authority (PSiRA) also shows no such company. However, a company called Vhunene Construction and Projects has a certificate and operates under the trade name of Vhunene Security Services. PRiSA’s website indicates that the company’s certificate had expired on 22 November this year. CIPC records indicate that Vhunene Construction and Projects was started in 2015 and is located in Tshikota, a residential area adjacent to Louis Trichardt. The only director is 30-year-

old Hanyani Mthombeni. He is also a director of another company, Hanyathi Plant Hire. Hanyani made the news headlines in April last year when he was arrested for contravening the lockdown regulations. At the time, he was distributing food parcels in Tshikota. The process of distributing the parcels was disrupted when more than 500 people arrived and became rowdy. The police and soldiers had to be called in to disperse the angry crowd. Hanyani was arrested, along with another of the event’s organisers, Mr Gerson Siphuma (46). Newspaper reports at the time quote residents as being unhappy with the political game-playing where food parcels were being used for political gain. Some of the ANC members at the Tshikota branch who wanted to remain anonymous said that the food parcels formed part of a campaign for the upcoming ANC Vhembe regional conference. They alleged that the food parcels had been donated to buy votes for Adv Makonde Mathivha, who was battling against Vhembe District Municipality Mayor Dowelani Nenguda for the position of chairperson of the region. Vhembe’s first sitting disrupted while infighting in ANC continues By Silas Nduvheni

The inaugural meeting of the Vhembe District Municipality (VDM) turned chaotic last Thursday (25th), causing the presiding officer, Ms Sylvia Ndou, to dissolve the meeting until further notice. A Limpopo High Court judge, Judge Legodi Phatudi, was still in the process of swearing in councillors when one of the councillors, Rudzani Ludere, raised a point of order. The judge had to leave when a war of words erupted between two factions of the African National Congress (ANC). Judging by what happened, the war between the two factions within the ANC is clearly far from over. Ludere, who is believed to be in the camp of Advocate Makonde Mathivha, was exchanging verbal blows with members of the camp led by Cllr Dowelani Nenguda, the former executive mayor of the VDM. Ludere stood up and raised the point that they needed the meeting to be adjourned for an unstipulated amount of time. This proposal led to objections from people sitting in the gallery, as well as opposition party members, such as the Economic Freedom Fighters (EFF), the Democratic Alliance (DA) and the PAC, who wanted the meeting to continue. A rumour also surfaced during the adjournment of the meeting that it would have to be postponed because an application for an interdict had been filed in the High Court. The SCA, however, did not agree with this and said they had to live with the choices they had made. Another group representing concerned pensioners, the Dabalorivhuwa Patriotic Front, also took the matter to the court. Not having much success, this group asked the then Public Protector (PP), Selby Baqwa, to intervene. He filed a report in April 2002 wherein he recommended, among other things, that the relief offered in the Dali case be extended to all others in similar circumstances. As far as the others were concerned, he seemed to agree that they had made a choice and had to live with it. In November 2008, another complaint was filed with the Public Protector. The three complainants argued that they had been influenced to accept the privatisation scheme by the then Venda government. The process, they argued, was not conducted properly and, as a result, was defective. Baqwa’s successor Adv Thuli Madonsela’s team took three years to investigate and make a finding. She noted that the recommendations of the Baqwa report had not been implemented. Her own recommendations included that a task team be appointed to review the matter and consider changes, also in legislation, to assist the affected people. The PP “asks the Ministers to look at a

“We’re ready for the festive season” By Bernard Chiguvare The time of the year when high volumes of people prepare to return to their home countries through the Beitbridge Border Post has come around again. Traffic is known to stretch for kilometres from the border to Musina over the December holidays, while crime escalates considerably. Limpopo Transport and Community Safety MEC Mavhungu Lerule Ramakhanya, however, says that they are prepared for these challenges. “There is no resource that has ever been enough to deal with crime. Whatever resources are at our disposal we will use to fight whatever crime, particularly at the borders,” she said at a high-level meeting held

on Friday, 26 November, at Musina Municipality. According to a report issued by the department, Limpopo Police Commissioner Lt Gen Thembi Hadebe, as well as members of the security cluster, and border management teams already have operational plans in place to improve and eradicate some of the challenges faced during the festive period. To monitor compliance and assist in the reduction of long queues at the border, the Cross-Border Road Transport Agency, the South African National Road Agency Limited (SANRAL) and Road Management Traffic Corporation (RMTC) will have a strong presence. Special attention will be given to trucks to improve the turn-around time

and hours spent on the road. Musina Mayor Nkhanedzeni Godfrey Mawela applauded these plans as he felt they would bring sanity to Musina during the festive period. “We are highly confident that the town will be one of the safest places for shopping,” said Mawela. According to a report by BusinessTech, published on 24 November, South Africa will launch a border management authority (BMA), a stateowned entity, in 2022. The role of the BMA will be to act as a single entity that manages the movement of people and goods across the country’s borders. It will also act as a type of law-enforcement agency, as it aims to clamp down on fraud, corruption, and other illegal activities.

“We have been complaining about this problem for the past ten years, to no avail. Now that the newly elected mayor is personally here to see for himself, we are hopeful that there will be a permanent solution to it.” These were the words of Ntuweleni Madamalala, a concerned community member from Matswale in Musina’s Ward 2, during Musina Mayor Nkhanedzeni Godfrey Mawela’s visit to the area. The area suffers a serious problem with frequent sewage spillages from overflowing manholes that flow into the municipal storm-water-drainage channel. 200 x 263 The combination

of this spillage and rubbish that is being littered into the storm-water channel slows the flow down, resulting in blockages and huge pools of water mixed with sewage. Residents fear that this not only puts everyone’s health at risk, but also the environment at large. Madamalala pleaded with their new leader to do something about this problem. “It is a very serious health risk to us because it is a breeding site for mosquitos and a source for water-borne diseases. The bad smell is horrible and makes our lives very miserable. We humbly request you to come to our rescue to alleviate this health risk.” The newly elected local ward councillor, David Mokobi, said

that the area had been added to his priority list. He took up his position as political leader last week. “I engaged the mayor, and he made the time to come and see for himself what the local people are crying about.” Mayor Mawela said that, as a leader, he did not want to depend on written reports sent to his office; he wants to personally go out and look at the actual situation. “Indeed, the situation is very bad because there are people who live around here. When our council took over last week, we committed to doing everything possible to bring a better life for all. I am going to engage all relevant stakeholders, so that we can quickly get a solution to this problem,” he promised.

Praise for new mayor of Musina By Bernard Chiguvare On Thursday, 25 November, 11 members of the Phiri family who share a house in Mutswale Extension 14, woke up in the early morning hours to the sound of a terrible crash. A motorist had lost control of his vehicle and driven straight into one corner of their house. “We are sure the driver was speeding,” Lebogang Phiri said. “Upon inspection, he (the driver) agreed to help us renovate the damaged part of the house. We already have a bricklayer who is ready to renovate the

house.” For the time being, they have erected a shack on the premises in which five of them sleep, while their six children are being accommodated by nearby relatives. “We are afraid to sleep in the house. It might collapse at any time, so we want to be safe,” said Lebogang. After learning about the family’s misfortune, the newly sworn-in mayor of Musina, Nkhanedzeni Godfrey Mawela, visited the Phiri family and pledged to erect a temporary shelter for them while their house is being fixed. He also offered food parcels, which the

municipality delivered to the family only hours later. When Musina residents heard about the new mayor’s generosity to the Phiri family, messages of high praise poured in. “Well done, Mr Mayor! Keep it up!” “God bless you, Mayor Mawela!” “Pure leadership. He leads by example by being out in the field and not just getting second-hand information. These were some of the questions Chief Nkhumbuleni Ratshitanga of Ngulumbi village had in mind on Friday, 19 November, when he graduated with a PhD in Business Information Systems at the University of Venda (Univen). Chief Ratshitanga is also head of information technology at Univen. The university

honoured more than 600 graduates during the physical graduation ceremony. Chief Ratshitanga’s love of education dates back to 1920, when his grandparents built a school with their own money. “I am from a royal family. My grandparents built a school from their own pockets. My parents always talked about education wherever they were, and this gave me the zeal and strength to wake up and study. I believe in education because I have noticed how education changes situations in people’s lives,” said Chief Ratshitanga. To him, education is not

only for self-esteem, but it must be of benefit to the entire community one comes from. “In my area, I move from one school to the other, encouraging not only learners but also educators to study,” he said. Perseverance, according to Chief Ratshitanga, pays. “I always encourage my community not to stop studying because once one stops studying it means one is not going to reap the benefits you intended getting. To him, acquiring a PhD gives him a better platform to contribute meaningfully to his community.

Jininka makes a comeback with her latest album, Ni do Farwa By Tshifhiwa Mukwevho Jeanette Nkanyane, known to many as Jininka, officially released her sixth album, titled Ni Do Farwa, at Sawuboma Music Jam in Soweto on 27 November. Fellow musicians travelled all the way from Vhembe and around Gauteng in support of Jininka’s latest project launch. The event was graced by live performances, with a full-complement reggae band and supported by several artists who did a fine job of entertaining the fans. The eight-track reggae album, containing hits such as Ni Do Farwa, Mulitsheni and Ndi A Ni Funa, was released under the OneStep Music label, produced by Mr Mukosi Netshiheni, recorded at Masana Studios in Soweto and mixed and mastered by DJ Davic. “The album carries messages of love and encouragement, and speaks out about social ills. Each song is a masterpiece with an unambiguous message,” said Jininka. The album features the likes of Humbulani Ramagwedzha, Romeo ThaGreatWhite and Rea’Nay Toofab. “The title track, Ni do Farwa, is a reggae song that warns against gender-based violence, which continues to

cripple our social moral fibre every day,” she said. “Most of the songs are linked to each other. Munna wa u todelwa relays a message from a woman who declines a forced and arranged marriage. Arranged marriages often result in abuse because, besides the fact that they did not agree to the union, the couple do not know each other, which makes it hard to connect.” As a young girl, Jininka listened to the soulful sounds of Dr Irene Mawela on cassettes with great

adoration and never imagined that this legendary Afro-soul singer would one day feature on one of her (Jininka’s) own projects. Jininka, who is from Ravele village, is very passionate about music. “I started singing in The Holy Servants Choir at Ravele village, and at five I was the youngest member,” she recalled with a smile. In 2011, she scooped up a SATMA award for Best Venda Album with her fourth album, Ndi Muvenda. “In Ndi Muvenda I reclaimed my position Muvenda, in society as a disciplined woman who respects her culture, a mother and not only a member of a community, but a member of society as a whole,” she said. Her first album, titled Love Life (with the hit track Ni tshi tamba tamba) was released in the early 2000s and received acclaim from many parts of the country because of its infusion of reggae, Afro-jazz and Afro-soul. Local author wins poetry-reading competition By Bernard Chiguvare During the National Book Month celebration held at the Thohoyandou library last week, local author Phophi Ndou won first prize in the poetry-reading competition. “I was at the library and noticed there was a poetry reading competition going on, so I decided to take it on. Competitors were given a few minutes to prepare themselves beforehand. I just gathered up my confidence and battled it out with the other two competitors,” said Ndou, who is from Mauluma village, Zone 4. The event was hosted by the Department of Sports, Arts and Culture under the theme Reading for Healing and Transformation. This is not the first time Ndou has shown her skills. In September, she released a book called Murafho wo vhilinganaho (messed-up generation), which took her only three months to write. Ndou’s passion for educational competitions started way back when she was still in her primary and secondary school years and wrote her own speeches for debate competitions. “I feel very blessed [in] winning this competition. There was very little time to prepare but I made it. It gave my self-confidence a good boost,” she said. “Women and children should speak out against gender-based violence” “Men who still continue to abuse women and children must stop this behaviour,” warned Phalaphala FM’s programme manager, Ms Sharon Ravele. Ravele said that the radio station fully supported the various non-profit organisations, community structures, ordinary citizens and government departments in their combat against this epidemic. “It is everyone’s duty to create a society that is free of violence against women and children,” she said. “We hear and read about cases of violence and abuse every day, but we continue to pretend that it is not real, simply because it has not affected us personally. You do not have to be in a violent relationship to know that it happens around us every day.” According to Ravele, South Africa needs men who are responsible and courageous enough to stand together and reject these acts of violence. “We want women and children to speak out about gender-based violence, so that men who still abuse them face the law. We also encourage victims of any form of abuse to report it to the police,” said Ravele. “We understand that some women do not report cases of abuse because the perpetrators are breadwinners in the families. The victims are afraid of not having anyone to take care of the family if these men are arrested and charged, but there are many organisations that offer support to such families,” she said. “Over the years, we have had to contend with the fact that incidents of abuse continue to occur, despite the existence of a progressive constitutional and legislative framework that protects women while promoting a human-rights culture.” Ravele says that the radio, the government, churches, religious and traditional leaders and organisations could make a difference by instilling change in people’s perceptions about abuse. “We send out this message to everyone, that women and children are worthy human beings who deserve to be valued and respected as equal members of society.”

Raymond Mukwevho (31), the grandson of the godfather of Tshivenda music, Vho-Ntsieni Christopher Mukwevho, has mastered the art of Reggae in his own right. His grandfather was the founder and lead vocalist for the Thrilling Artist band, so Raymond’s musical genesis started early on at his parental home in Tshitomboni tsha ha-Mmbubana. “Music runs in my family,” he said. “I grew up to

be very close to my grandparents and I felt like their son. My grandad used to come over to our house studio almost every day to play the piano, and I would sit with him because I enjoyed seeing him play. He would ask me to play a shaker to keep the beat while he sang. I would also join him as backing vocalist, so I guess that is where my music interest started. His mother, Muthuhadini Nita Mukwevho, was also a backing vocalist for The Comforters’ Month End Lover album, led by Colbert Mukwevho. “So, music also runs in my genes,” he said. At the age of 12, Raymond was already playing the keyboard at church and graduated to the bass guitar when he was 14. He became an excellent bass guitarist under the tutelage of his uncle, Humbulani Mukwevho. “Between the ages of 14 and 16, I played the keyboard at graduation ceremonies for my grandparents’ crèche with Christopher Mukwevho on backing vocals,” he said. “During this period, my

grandfather also joined us with the indigenous African musical instrument called the mbila.” After Raymond completed his matric, he went to study music at Sound of Sounds in Johannesburg, where he majored in sound engineering. “I later went on to study for my Bachelor of Science degree in computer science and graduated in 2017,” he said. “While I was busy with my studies, I also worked on my music and to enhance my skills, making music from my bedroom studio.” He currently works full time as an IT specialist. His debut album, Zwikhouni balela, was released in October 2019, and in October this year, he released his second album, titled Vhutshivha. The album comprises 11 songs, including Vhutshivha, Katarayanga, Aritshaidzhena, My intention, and Ndinae, and is available online for streaming and purchasing. Every trip costs me money, which I now don’t have because I can’t access my meagre income without an ID,” she said.

Ms Vanessa van Wyk, representative of the families of the two SAMWU members murdered in 2019, Ronald Mani (50) and the union’s former acting national president, Mr Timpson Musetsho (50), said she was confident that more suspects would be brought to book after the police had conducted their investigation on cellphone records obtained, which should show who had communicated with whom. Percy Radzuma, his two brothers, Simon and Ndivhuwo, and Thabo Sibanze stand accused of murdering Mani and Musetsho, who had apparently been too vocal and critical of the Vhembe District Municipality’s decision to invest R300 million with the now-defunct VBS Mutual Bank. “We hope that the cellphone records will help the police with their investigations and be able to link the suspects with the killings of the two union members. We are

hopeful that, once these investigations are done, the trial can start and be dealt with in court,” van Wyk said on Monday, 29 November, outside the Thohoyandou Magistrate’s Court. Fabulous prizes wait for the overall winners of the Marshal Resort soccer challenge By Frank Mavhungu The teams affiliated to the Marshal Resort Soccer Tournament had a busy weekend. The quarterfinal matches were played at the Tshivhilwi Grounds on Sunday. The opening match was between Nweli Stone Breakers and Makhuvha Up The Ants. Stone Breakers scored four goals before Up The Ants could pull one back later in the game. Phandulaluvalo FC secured a place in the semi-final stage after beating

Mulodi Freedom Birds 8-7. The winner was determined through penalty shootout as the score was still 0-0 at the end of regulation time. Mukula Young Santos are also through to the semis after beating Rockers FC 5-4 via a penalty shootout. Berea FC will not take part in the semi-final stage of the prestigious competition. They were booted out by Madridtas FC, who beat them 1-0. According to the general secretary for the tournament, Mr Zeblon Nelwamondo, the champions will walk away with a cash prize of R12 000 and a soc-

cer kit. The runners-up will become R7 000 richer, apart from the soccer kit they will be presented with. The third- and fourth-placed teams will receive R5000 and R3500 respectively, as well as soccer kits. Teams booted out of the tournament in the quarterfinal stage will each receive consolation prizes of soccer kit and a soccer ball. The semi-final matches will be played on a date and at a venue that will be announced this weekend. Thirty-two teams from around Vhembe District took part in this year’s edition of the tournament.

According to one of the organisers of the tournament, Mr Emmanuel Mutwanamba, the teams will only get to know who their opponents are during the last meeting of the organising committee, which is scheduled for Sunday, 19 December. Mpheni Home Defenders kept their title hopes alive by beating Vondwe XI Bullets 3-1 in their ABC Motsepe League match played at the Tshifudi Stadium on Saturday. Home Defenders took the game to the home side from the start but squandered several obvious scoring chances within the first 15 minutes of the game. Bullets were lucky not to concede an avalanche of goals at that stage as their defenders were running for cover time after time. New exco for Sports Confederation By Bernard Chiguvare A new executive committee for the Vhembe District Sports Confederation (VDSC) was elected last month during a meeting held at the old parliament buildings in Thohoyandou. The VDSC is a body promoting sport in the Vhembe District. The confederation’s members include the South African Football Association (SAFA),

the Boxing Association, Netball Association, Athletics Association, Parasport, Football, Gymnastics, Volleyball, athletics and others. According to Sandy James, the newly elected secretary-general of the VDSC, the executive committee consist of a well-balanced team of experts in different sports. Notably, the confederation has a female president, Patricia Booi. She (Booi) has more than 25 years

of experience in parasport. During these years, she launched the Special Olympics in the Vhembe District. The other executive members are Jabulani Ndode (deputy president), James Maluleke (second deputy president) and Theo Maoka (deputy secretary). Other members include Dr Mugwedi, Peter Dzhangi, Mukhtar Patel, Zebulon Nelwamondo and Margareth Mabedle.

Madombidzha Try Again through to final By Kaizer Nengovhela The players of Madombidzha Try Again played their hearts out to beat Magau United 4-3 on penalties in the semi-final of the Matrymphama Soccer Tournament. The match was played on Sunday at Tshiozwi. Try Again proved to be the stronger team right from the start, with their midfielders dishing promising passes to their front runners. United’s first setback came when Maemu Musiamo was booked for foul play. Although Try Again enjoyed enough ball possession, their promising moves were stopped by the good defence of United. The match turned out to be a balanced affair in the last stanza. That was influenced mainly by the fact that United were cooling the ball down in the mid-

dle of the park, giving their opponents no chance to do as they pleased. Both sides used all their substitution chances early in the first half. In the 70th minute, Rowen Thovhale of Try Again received a good pass from Rotshidzwa Phathela to score easily. Five minutes later, Tumelo Mpfumba of United broke loose, but his attempt at goal went a little wide. Clement Maila of United equalised with a volley in the 87th minute. He sent Try Again’s keeper, Vuwani Galedzana, the wrong way. United were unlucky in the 89th minute when they were awarded a free kick at the edge of the penalty box. Mutshidzi Matavhela was brought down on the brink of scoring and shot wide from the spot. The match ended in a 1-1 all draw and in the penalty shootout, Try Again claimed victory.

Another home match for Venda Busy weekend waits Football Academy this Saturday for the MMK teams After playing to a 1-1 draw with the University of Pretoria FC at the Thohoyandou Stadium last Sunday, Venda Football Academy (VFA) are bracing themselves for another home match this weekend. They will host Pretoria Callies at the same venue on Saturday afternoon. A win against Callies will keep VFA in the hot race for the league title. VFA are lying in the sixth position on the log standings with 22 points, only four behind the pace setters, JDR Stars. Whether the Callies’ defenders will have the guts to stop the VFA strikers in Rotondwa “Neymar” Mutsivhuli, Rudzani “Zoba” Thabo and Roggert Nyundu, is something that remains to be seen. Things are not going according to plan in the Callies camp. The club from the capital city parted ways with the team’s head coach, Mr Joel Masutha, and the whole technical staff last weekend.
