The life of the party? Staff reporters The Makhado Municipality’s “partying” ANC councillor, Cllr Tebogo Mamorobela, was in the news again this week for all the wrong reasons. Once again, the main contributor to this prominent 39-yearold ANC member’s proverbial downfall appears to be alcohol. Residents of Louis Trichardt woke up to the news on Sunday that Mamorobela had been involved in a vehicle accident on the corner of Jeppe and Anderson Street. The

accident occurred between 04:00 and 05:00. Apparently, Mamorobela had first crashed into another vehicle before smashing her luxury Ford Ranger bakkie through a resident’s prefab fence. Mamorobela apparently tried her utmost to avoid being charged and arrested. Her alleged attempt to avoid prosecution was, however, to no avail. She was arrested by members of the Makhado SAPS and charged with, among other things, driving under the influence of alcohol. In April this year, Mamorobela and two of her friends, Harold Muswobi (50) and

Bank official’s R25m fraud case postponed By Kaizer Nengovhela The ABSA bank official who is accused of stealing R25 million from the Limpopo Provincial Government, appeared in the Waterval Magistrate’s Court on Tuesday. His case was postponed to 20 October for further investigation.

The accused, Fhatuwani Mudzanani (27) of Mashau, who worked as an Absa bank consultant at Elim, is charged with transferring money out of the said department’s accounts to accounts linked to himself. Mudzanani was arrested three months ago by the Directorate for Priority Crime Investigation (Hawks).

Four bank cards and about R2 000 in cash were seized from his house during the arrest. The Hawks issued a statement saying that they had been investigating the case for about a month prior to the arrest. Mudzanani was released on bail of R10 000.

Local and provincial traffic officers as well as family members attended the funeral of the late traffic officer, Khathutshelo Tshivhenga (48), who died last Tuesday after being hit by a vehicle on the N1 next to the weigh bridge at Mampakuil, just south of Louis Trichardt. He was buried in the Madombidzha cemetery on Sunday. Tshivhenga was on duty

and was busy stopping vehicles coming from the south when the incident happened. A speeding bakkie, coming from the north, allegedly hit him. He was taken to the Louis Trichardt Memorial Hospital but was declared dead on arrival. He was described as a hardworking traffic officer who loved his job. Ms Jane Mulaudzi said his death was a great loss to the Department of Transport and the community as whole. She described Tshivhenga as a

brave traffic officer, who was loyal to the government and to his fellow man. He was someone who did not accept bribes and understood the requirements of being a good civil servant, said Mulaudzi. A family representative, Mr Bethuel Tshivhenga, said after the funeral service that the family members were thankful for the support they received from the community, traffic officers, and other dignitaries. “We as a family are still shocked about what had happened,” he said.

Governments’ SEZ plans under scrutiny at public hearings By Andries van Zyl Government’s plan for the establishment of a Special Economic Zone (SEZ) with a metallurgical cluster between Musina and Makhado gained some more momentum last week with the first round of public meetings being held as part of the environmental impact assessment (EIA) and public participation process. This process will ultimately determine if the SEZ is given a “yea or nay”. The proposed Musina-Makhado SEZ (MMSEZ) is located on an 8 000-ha piece of restituted land near Mopane. The area stretches from the railway line in the west to the N1 in the east, between the Huntleigh turn-off in the south and the Mopane turn-off in the north. Spearheading the project is the Limpopo Economic Development Agency (LEDA), who has appointed Delta Built Environment Consultants (Delta BEC). Since the announcement of the proposed MMSEZ, the South African government has struck a lucrative R40 billion deal with the Chinese regarding the development of the SEZ. South African Energy Metallurgical Base (Pty) Ltd was subsequently appointed as the MMSEZ operator, with controversial businessman Mr Yat Hoi Ning as its chairman. According to an interview Hoi had with a reporter of China Reform Daily, he said the development of the MMSEZ would comprise the building of a 20 Mtpa (million tons per annum) coal-washing plant, a 3 300 Mw coal-fired power plant, a 3 Mtpa coke plant and a 390 Mw waste-heat power plant. The other factories planned are a 3 Mtpa high-carbon ferrochrome plant, a 1 Mtpa ferromanganese plant, a

Tendani is testimony that a stroke needs not be a life-ender By Tshifhiwa Mukwevho A month from now, on 29 October, World Stroke Day will be celebrated - a day meant to create awareness for people suffering from the effects of a stroke. The day is also meant to make people aware of the dangers of a stroke and what symptoms to watch out for. Limpopo Mirror spoke to a local lady who suffered a stroke a few years ago to find out how she is coping and to learn what support mechanisms are in place to assist people. Tendani Doris Ravhandalala grew up in Dopeni village, where she was cared for by her uncle and aunt. She attended Mutuwafethu Primary School, Balalila

Primary School and Nngweni Secondary School. At the age of 18, she fell pregnant and gave birth to a healthy girl. “Then I had to come home, so that my mom could look after my daughter while I was going back to school,” she said. “I passed my Grade 12 at Mushaathoni Secondary School. I then went to Makhado Multi-purpose to study computer science. After that, I had job stints in different fields.” She managed to get a job in Johannesburg and had to relocate. Before long, she was promoted to a post of data capturer. In short, she had managed to put her life into place, she was earning enough, and she was able to send something back home for her daughter.

This lasted until one night, on 29 November 2011, when she woke up and could not move the right side of her body. “I didn’t know what was happening to me; what was going on with my arm and leg,” she said. “I lost my voice and I couldn’t speak properly. I slept on the floor until the morning,” she recalled. For Tendani, the experience came out of the blue, as she had not experienced any signs warning her of what was about to happen. “I was happy because I got a promotion. That was the job I always dreamed of. But then life changed…” Tendani was admitted at the Tembisa Hospital in the morning, from where she was transferred to Baragwanath Hospital. “I cried a lot; I was heartbroken,” she said. “After a month I was discharged and came back home, but the stroke had left me disabled. I went to Siloam Hospital, and that was where I met my physio friends. At first it was hard going to physio, but as time went by, I started enjoying it. My physio friends are the ones who encouraged me to go to school again.” Tendani decided to enrol for a three-year office administration programme at Mavhoi College, where she graduated in 2019. “After that, I had not had another episode of stroke,” she said. At the time, Tendani was also introduced to the Letl-

Dr Roxley Masevhe shines with books By Tshifhiwa Mukwevho Despite the Covid-19 pandemic and its negative consequences, this year is obviously the one for Dr Roxley Fhatuwani Masevhe to shine more as he extends his wings to touch the lives of fellow persons through his art. The veteran musician and composer has just released three books, to international acclaim. They are Mitoli ya Tombo (poetry), Against

All Odds – From Grass to Grace, and Pfupfu dza Tshikoko. “All three books are already available on Amazon or directly from me,” he said. He said that his music had always contained poetic elements, and those who listen to his music will surely agree, for Masevhe is no ordinary singer but one artist who has a rare skill of being playful with words. “I am a poet, and instead of my just cramming my songs together in lyrical form and calling them poetry, I chose to work on new poetry, which resulted into two books, entitled Pfupfu dza Tshikoko and Mitoli ya Tombo,” he said. Mitoli ya Tombo means “honey drips from rock”, and this refers to the author’s life. Even though he grew up as a despised boy who missed many opportunities and even sacrificed his education for his siblings, he eventually

Yoliwa is a Tshivenda word used especially when two soccer teams are clashing, and a goal is scored. Whether the goal is scored via a header or from a bicycle kick does not matter - the winning team should celebrate. The 18-year-old Munyai said she was born and raised in Muswodi-Tshisimani in

the Niani area. She relocated to Ha-Budeli village with her parents in 2018. “I started dancing during some parties, shows and even during soccer matches played around the Ha-Budeli sports ground in 2018. My manager, Shonisani Mamushiana, then approached me, asking for help,” she said. Her academic career is still very important to Munyai. She had to repeat Grade 10 because of various circumstances, but she is adamant that education is the key to unlocking the future. She wants to pass Grade 12 with good marks and then study to become a teacher.

Munyai said her new album, Tombo, boasts six songs, which include Yoliwa, Zwiivhamuronzhe, Ni vhudzise, Murado and Luathara. Tombo was recorded in the Nest studio based in Ha-Budeli. Mudau can be contacted on 076 468 1079.

As a singer, he has released more than 40 albums through his 43-year musical journey. The latest album contains nine songs, which are Ramakole, Zwithu zwi ntha, O ita zero, Mesiya, Murena ndi ya vharenda, Nne ndi funa Jesu, Kha ri funane, and Ndi tshifhinga tsha vhufhelo. Don’t forget to celebrate your heritage Phalaphala FM and Ukhozi FM celebrated Heritage Month on Monday by playing heritage music and sharing their cultural traditions in Vhandilani (the morning drive programme). Hosted by presenters Jones “Mr Lover Lover” Tshigalane Netshipise and Nogcebo and co-host Tshatha from Ukhozi, the show attracted many listeners. The programme was produced by Rendani Sikhwivhilu and was on air from 7:00 until 9:00. The programme catered for good memories of quality heritage music but also incorporated some traditional food recipes for both Zulu and Vhavenda listeners. The jovial mood among the three presenters made it an extraordinarily successful programme. The events coordinator at Phalaphala FM, Mr Lufuno Munonde, said the management of the two stations was thankful for the cooperation they had received from all stakeholders. “We had such a peaceful and fruitful programme,” Munonde said. “We want to thank all the listeners who supported the programme. The show would not have been possible if it were not for the listeners who knew that it was possible to celebrate the beauty and richness of our continent through music.” Munonde emphasised the importance of learning another language as a form of identity. He said that the station had the mandate of promoting the diverse indigenous languages. Munonde highlighted the need to have respect for elders, women, and children, saying this could solve some of South Africa’s problems. He said heritage must be passed on through different generations to ensure that the country’s challenges were dealt with in a direct manner. “In the end, this involves the creation of economic opportunities for previously disadvantaged South Africans through employment, skills development and support for small and medium enterprises.” He said that Heritage Month was celebrated because it highlighted the importance of an indigenous knowledge system that had kept communities together for decades. Producer Rendani Sikhwivhilu believes that it is high time that heritage “takes advantage of the sleeping giant that is the cultural economy to solve socio-economic problems affecting our country”. According to Sikhwivhilu, such oneday events will provide platforms for locals to showcase their craft while integrating diverse cultures. He expressed excitement and was impressed with the quality of the indigenous food. “We call upon all Africans to have peace and love among themselves in our countries.” He said Africans must not undermine themselves, because African practices were morally acceptable and educational. He said that Africans must not “forget to celebrate their heritage”.

Court tells municipality to provide tender documents Staff Reporter In what is widely considered a victory for transparency and accountability, a local magistrate has ruled that the Makhado Municipality must make documentation relating to tenders awarded for the sale of a public park available to the Zoutnet group of newspapers. The controversial sale of the park happened last year. The park was divided in two sites, which were offered for sale by public tender. The tenders were, however, not awarded to the highest bidders. One section of the property was, in fact, sold to the lowest bidder. The other section was sold to a bidder who offered R450 000 less than the highest bidder. In total, the municipality could have been paid R850 000 more for the two erven. At the time, the municipality refused to make specific information available about the transaction. Requesting information to find out who the successful bidders were, took weeks, and even then, the correct names of the companies were not supplied. The municipality also refused to give any reasons as to why the highest bids had not been accepted.

A cost order was also granted against the municipality.

Municipalities are not toeing the line The ruling of Magistrate Grundlingh was widely applauded, with many describing it as a significant victory for constitutional rights. The SA National Editors Forum (SANEF) issued a statement in which it welcomes the ruling. “SANEF notes that this victory is particularly symbolic because it has been achieved 11 days before the world commemorates the annual UNESCO International Day for Universal Access to Information. Civil society and the media around the globe recognise the importance of transparency and a culture of openness and accountability for participatory democracy.” In its statement, SANEF also mentions the Access to Information Network 2019 report that indicates that 66% of all requests made to municipalities or local government were ignored entirely. “Year after year, the Access to Information Network’s Shadow Report on the state of access to information in South Africa has demonstrated low levels of compliance with PAIA by government, state-owned entities (SOEs) and private companies. The case shows that compliance levels with PAIA remain dismal, and deliberately so, despite PAIA having been in operation for 19 years this year,” the statement said. Previous research also points to the difficulties that communities and community media have to use PAIA to get public and private institutions to release information. Compliance is generally very low.

“SANEF believes that the right of access to information is fundamental to the proper functioning of democratic institutions which may be compromised when members of the public and media are unable to access it. Access to information enables more effective monitoring of state organs and private institutions, and the holding of those in power to account,” said SANEF.

The visit was also called the “Vuwani Environment Clean-Up campaign” and was initiated by Thovhele Nesengani. Sotyu handed over six bins to be placed at different spots in Vuwani, 290 eco-school desks, school shoes for identified learners, sanitary towels,

sanitisers, wheelie bins, and gardening tools for two schools. She also took part in planting trees as part of National Arbor Month and facilitated 500 trees to be planted in the Vuwani area. These trees will be planted by community members who will be identified by the Nesengani Royal Council and employed on a part-time basis. The principal of Kolokoshani Secondary in Vuwani, Mr Nkhumeleni Manenzhe, was over the moon to find out that his school was part of the schools visited. He said the visit would encourage his learners to work and study hard, so that they could also benefit from some courses and bursaries funded by the department.

The meeting at Mulambwane attended by Mr Wally Schultz was also attended by me, and his account is mostly accurate. What he does not say, and what the participants in the meeting mostly failed to hear – because they did not want to – were a couple of significant points. I make some here but enlarge on them from my own reading of the massive ‘Draft Environmental Report’, made available by Limpopo Economic Development Agency (LEDET) only days before. This report was much more thorough and competent than the one produced in August last year, about which I complained, but still suffers from relying on information which it admits to be out of date. Significantly, the information about weather and water availability, among other things, predates a lot of what we now know to be effects of climate change when wind belts started shifting in response to the melting of the Antarctic icecap. Residents of the Limpopo Valley, especially in the Bokmakierie area, can testify that there is no longer ANY surface water available, and ground water has nearly disappeared. There is no reason to suppose that the situation is any different on the

other side of the Limpopo, from which MMSEZ is proposing to get water. So, resource availability is under question. Also under question is the atmospheric impact of the proposed thermal power plant and eight or so processing plants for the refinement of different minerals useful to South African industry. According to the maps in the report, the whole of Mopane village, its station, shops and boarding school will be subjected to very high levels of various poisons in the atmosphere, implying serious risks to child and adult health. LEDET maintains that it will require certain conditions to be met before approval is given, but it has not said what these conditions are. At the very least, for both residences and industry they would have to be (1) close to zero water use and full recycling, and (2) zero atmospheric emission and full recycling of wastes. It is possible, or will soon be possible, and adherence to such conditions could ensure that, instead of becoming a huge blot on the landscape, endangering even those travelling south on the N1, it could attract tourists and others keen to see how South Africa is dealing with its challenges. The Chinese are well ahead with such technologies, but if South Africa wants to provide jobs for its youth, it too must

get involved with such technical developments. It was clear at the Mulambwane meeting that the young people of South Africa have not fully taken on board the current realities of job creation: they must create their own and be equipped to do so. The heavy Chinese investment in the project could have such a result, but the history of Chinese investment rather suggests that (a) they will employ their own people during the ‘construction phase’, estimated in this case to occupy 9 years, and (b) if they cannot meet the set conditions, or if the climate change has even further limited their access to resources, at some stage they will simply pull out, abandoning everything half done and unreconstructed, provide yet another example of South Africa’s unique animal: the white elephant. The shouting youths were pacified by the announcement that the project would begin by December this year, but few people seemed to stop and think just what would be beginning so soon. South Africa certainly does need to be processing its own minerals, certainly does need to provide employment opportunities in Limpopo, and the situation of Bokmakierie in some ways (mainly communications) make it the ideal choice. Not for another white elephant, however.

Leopards’ striker, Mwape Musonda, shines in promotional playoffs By Frank Mavhungu After receiving the Absa Premiership League’s top goal scorer award in the 2018/2019 soccer season, Black Leopards’ striker, Mwape Musonda, seemed to have forgotten his scoring boots in his hometown, Lusaka, in Zambia. Fortunately, he found form again during the promotional playoff matches. Musonda managed to score only nine goals in the season that came to an end on Monday this week. Of the nine goals, four were scored in the promotional playoff games over the past three weeks. The 29-year-old sharpshooter found the net twice in their opening promotional playoff game against Tshakhuma Tsha Madzivhandila (TTM). Leopards beat TTM 3-1. Musonda scored the only goal of the game when Lidoda duvha narrowly beat Ajax Cape Town 1-0 in their second fixture. His last goal was scored in their second-round game against Ajax Cape Town, whom they crushed 2-0 at the Orlando Stadium last Friday. Asked what could

have been the reason that had led to his failure to live up to the fans’ expectations this year, Musonda summed up everything by saying “I think it was not my season”. He stated that his target had been to score 18 goals this season, but things had not gone according to plan. He said what consoled him was the fact that he had

scored four goals when it had mattered most. He said the goals he scored in their promotional playoff campaign had saved the team from relegation. He further stated that now that the team had retained its premiership status, he was ready to work hard and restore his pride, come next season.

In 2011, he was appointed as an administrator of Safa Vhembe to deal with the problems that were there, and in 2016 he was appointed as an administrator of the Thulamela Local football Association, also to deal with the problems that were there. Still no news about Lidoda Duvha’s new coach By Frank Mavhungu Black Leopards’ caretaker coach, Mr Morgan Shivambu, might have saved the team from relegation, but his efforts do not seem to be good enough to qualify him for the post of head coach. According to the chairman of the club, Mr David Thidiela, the process to appoint the team’s new head coach is at an advanced stage. Mr Thidiela revealed that a committee had been tasked to appoint the head coach as a matter of urgency. He further stated that he was impressed by the fact that they had received so many applications from local and international

By Frank Mavhungu After disappearing from the team’s camp early this month, Black Leopards defender Edwin Gyimah resurfaced this week. Gyimah made news headlines when he requested the team’s technical staff to replace him in their final league game against Mamelodi Sundowns. After his replacement, Gyimah is said to have left the stadium before the end of the game and gone to his hotel room. He reportedly collected all his belongings and left the place. According to the club’s brand manager, Mr Tshifhiwa Thidiela, all efforts to locate the player bore no fruit as his phone was

off all along. His disappearance resulted in the team’s playing all their promotional playoff matches without him. Thidiela revealed that they had received a letter from the Ghanaian international on Monday. Mr Thidiela stated that, in the letter, Gyimah apologised for his unbecoming conduct. Asked what action they were going to take against the player after receiving his apology, Thidiela stated that speculation about Gyimah’s future at the club would be premature. He said the matter would be tabled at the management meeting and that an announcement would be made soon after the meeting. Mr Thidiela repeated that they had written a letter to the league, no-

tifying them about Gyimah’s disappearance from the bio-bubble immediately after the incident. When asked whether the club might treat Gyimah’s case in the same way as that of the prodigal son in the Bible, Mr Thidiela stated that Gyimah’s case had some complications. He stated that not only had Gyimah violated the club’s code of conduct, but he had also brought the league into disrepute through his bad behaviour. He stressed the fact that nobody could leave the bio-bubble before the end of the league programme in terms of the government regulations.
