Centre considers options after forced closure By Anton van Zyl

This day was just another way Ladies Circle and Round Table showed how they can work side by side. Reprimand for Limpopo’s top judge By Anton van Zyl

Limpopo’s top judicial appointment, Judge President Ephraim Makgoba, is to be reprimanded for actions “unbecoming of a judge”. An appeal committee of the Judicial Conduct Committee (JCC) found that he had acted in an improper way when he phoned and intimidated a Polokwane-based advocate in 2016. In a verdict delivered last Friday (11 May), the chairperson of the appeal committee, Judge Raymond Zondo, gave the background to what had led to a complaint being filed against Judge Makgoba. It started when advocate Tsundzuka Kevin Maluleke asked for an urgent application to be heard in the Polokwane High Court on 17 May 2016. Advocate Maluleke represented Limpopo Legal Solutions, an NGO acting on behalf of mostly marginalised groups. The NGO wanted to stop Eskom from cutting the power supply to four Thohoyandou-based tenants. The application was set down for a hearing at 14:30 in the Limpopo Provincial Division of the High Court (in Polokwane). Judge Makgoba is the Judge President of both the Limpopo Division and the Thohoyandou Local Division of the High Court. Shortly after 10:00 that morning, Judge Makgoba phoned advocate Maluleke, questioning him about why the matter was to be heard in Polokwane and not in Thohoyandou. The judge also questioned the legitimacy of Limpopo Legal Solutions, allegedly accusing them of having an agenda to “milk State institutions.” Maluleke alleged in his complaint that the judge told him: “You are talking rubbish and I am going to deal with you legally and personally in the same manner I am dealing with Advocate Tebeilla and his institution and (I) will inform other judges to deal with these Limpopo Legal Solutions.” For a variety of reasons, the urgent application was not heard on the 17th. Maluleke stated that he felt traumatized by the events and did not feel that he could continue representing his client. after the legal representatives of Limpopo Legal Solutions failed to appear. Maluleke subsequently laid a complaint at the JCC, claiming that Judge Makgoba had acted in an unprofessional manner. In his response, Judge Makgoba admitted that he had phoned the advocate, but said this was to provide some guidance, especially seeing that the Limpopo Provincial Division was a new division. Judge Makgoba said that he realised that there was a need to guide some practitioners in respect of High Court practice. By his providing guidance, the possibility of the application being dismissed on technicalities could be minimized, the judge stated. Judge Makgoba stated in his response that the conversation became heated, as Maluleke clearly did not appreciate his guidance. He then told Maluleke that, in all fairness to him, he would no longer be hearing the matter as he already had his own “misgivings on the matter”. “My last words to him was that such hostility will be dealt with within the legal framework and professional ethics,” Judge Makgoba stated. Advocate Maluleke’s first complaints against the Judge President did not result in much. The members of the first JCC considered it to be frivolous and lacking in substance and it was dismissed. Maluleke then turned to the appeals committee, asking them to consider the complaint. Judge Zondo, in his ruling, describes the complaint as two-fold. The first part deals with the fact that a judge had phoned an appellant instead of dealing with matters in an open court. The second issue concerns the threatening tone of the call. Although it is generally accepted that it is not proper for a judge to speak to a legal representative prior to a case being heard in open court, Judge Zondo said that this was not, in principle, wrong. He highlighted circumstances where a judge might feel it is necessary to contact a lawyer and address specific, mostly technical, issues. “The judge must not in any way represent that he or she has prejudged the matter or issue,” he said. Judge Zondo also felt that, in cases where judges felt the need to contact parties prior to a hearing, this should preferably be in writing and all parties should be included in the communication. Judge Zondo was very critical of Judge Makgoba’s utterance of the words that he would “deal with” advocate Maluleke and Limpopo Legal Solutions. Judge Makgoba was asked to clarify what he had meant with these words. In his reply, Judge Makgoba said he had meant that he would deal with him (advocate Maluleke) by way of a costs order, and in a professional capacity, he would lay a complaint of unethical conduct against him. “The respondent (Judge Makgoba) intended to make that costs order against the appellant without affording him the opportunity to be heard. That was conduct unbecoming of a judge and the appellant should not have conducted himself like that,” Judge Zondo said. The appeal committee found Judge Makgoba guilty of conduct unbecoming of a judge and ordered that he be reprimanded. Judge Makgoba was given 15 calendar days to make arrangements with the office of the Deputy Chief Justice to enable the appeal panel to carry out the reprimand.

The Tshitandani Child Care Centre is still considering its future options and it may re-open and function as a training centre for child-care workers. The centre was forced to close down a month ago after the Department of Social Development (DSD) did not renew its registration certificate. The closing of the child-care centre situated in Tshikota came as a shock to local communities. The centre had been operating since 2009, catering for street children. The centre was supported by the majority of church groups in the region and boasted several success stories. Last year, Tshitandani took care of 43 boys, which included six matriculants. The matriculants all passed their end-of-year exams, five with university exemption. One boy even obtained two distinctions. In 2018, the child-care centre started off with 22 children. (Some of the remaining children returned to Zimbabwe as the political and economic situation in the neighbouring country started to improve.) Early in April this year, the DSD’s regional committee informed the centre that a registration permit had still not been issued, effectively meaning that Tshitandani was acting outside the prescriptions of the law. The centre’s board, after discussing the matter and trying to resolve the bureaucratic red tape, came to the conclusion that it had no other option than to cease its activities. The DSD was informed and a few days later the children were moved to a shelter in Musina. The DSD was subjected to a lot of criticism, following the closure of the centre. Many residents compared it to the Life Esidimeni scandal in Gau­ teng, where patients were indiscriminately moved at the whim of government officials. Many of these patients died as a result of the forced move. In the case of Tshitandani’s children, they were moved to an overcrowded facility in Musina. Out of the 19 children moved, four absconded and one was apparently reunited with his mother. The DSD’s official spokesperson, Mr Madidimalo Joel Seabi, responded last week to questions sent to the department. “According to Section 199(3) of the Children’s Act no. 38 of 2005, the application for renewal of registration must be made at least 90 days before the registration certificate is due to expire. The registration certificate for the centre expired on 31 December 2017,” he said. Seabi mentioned that a date had been set for early December 2017, during which the registration panel would have visited the centre and considered the renewal. According to the information Seabi received, the 11 December meeting was cancelled because the centre failed to submit the necessary documents. This version of events is vehemently denied by the Tshitandani board, who say that the DSD’s representatives simply had not pitched up for the meeting. Another date, 17 January, was then set to meet and consider the application. Seabi stated that during this meeting it was found that they (the

centre) had not improved on the recommendations for the previous conditional registrations as stipulated on the expired certificates. “There were outstanding documents which they were to submit in order for them to be complying with the norms and standards,” he said. According to a board member of Tshitandani, Mr Andries Smal, this is a blatant lie. He offered to make documents available that indicate that the DSD representatives were satisfied that all regulations had been adhered to and that all documents were in order. During this meeting, two DSD representatives agreed that there was no clear reason why the centre should not qualify for a five-year registration certificate. The DSD informed Tshitandani early in April that all funding to the institution would be stopped, because the centre did not have a valid registration certificate. A meeting was held on 13 April where representatives of Tshitandani’s board and the DSD were present. This meeting ended in an impasse, with the board members indicating that the matter would be discussed further and a decision made regarding the future. “The management board (then) wrote a letter to the department, indicating that they are closing the centre with immediate effect. The children were removed immediately as the letter from the centre indicated that they will no longer accept any responsibility for injuries, harm, abscondment or any other form of abuse from that date forth,” Seabi said. Seabi stated that 19 boys were transferred to the CWM centre in Musina on 18 April. He said the Musina centre has a valid registration certificate, allowing it to accommodate 61 children (36 boys and 26 girls). “Four children were reported to have absconded from the centre and one was reunified with his mother,” he added. Seabi’s figures were questioned this week by some of the Tshitandani board members. They argue that the Musina shelter is overcrowded and prior to the Tshitandani boys’ being moved there, the official figures indicate that CWM was already catering for 32 boys. At most they could have accepted another four boys. According to Smal, the needs of the children should have been the priority of all parties concerned at all times. “To move children who were doing extremely well from a facility just because of bureaucratic red tape, is not in the best interest of the children,” he said. Smal mentioned that Tshitandani had no other option than to start with a retrenchment process. Eight staff members were affected by the past month’s happenings. As for the future, one of the options Tshitandani is considering is to use the facilities to train childcare workers. The workers trained at the centre can then care for up to six children at homes in various villages. “But we have not given up on the children that we had cared for,” said Smal. He said they were still pursuing all avenues to see if they could find a solution to either get the children back or to ensure that they were properly cared for.

Dead dog dragging incident sparks public outrage By Andries van Zyl

The level of inhumanity man can display towards animals this week reached a new low. Last Tuesday, the Louis Trichardt SPCA received news that a person had dragged a dog by its feet down President Street and left it to rot next to the road between Rissik and Jeppe Street. SPCA committee member Lesley Gaigher immediately rushed to the scene. “The dog was definitely dead before it was dragged by its feet. When I got to it at about 17:45, the carcass had already started to swell up,” said Gaigher. Furious at how anybody could do such a thing, Gaigher tried to find out if anybody had seen who had dumped the dog. At face value, the dog (a large breed, probably a cross between a Rottweiler, Pitbull and even a Labrador) seemed to be well cared for, with no outwards signs of injury. Shortly afterwards, Gaigher learned that a nearby security guard had seen someone dragging the dog by its feet. The incident probably happened between 17:00 and 17:30 that day. “For me it is not a case of how the dog died, but rather the undignified manner in which the carcass was disposed of,” said Gaigher. Following her gruesome find, Gaigher took to social media early the following day, expressing her disgust at the person responsible and asking members of the public to assist them in tracking the culprit. “This poor soul was dumped yesterday. Paws bound, dragged along the side of the road. No dignity, humanity or care for the magnificent animal he once was! Where have respect and compassion disappeared to in our society? How can you do something like this and then go to sleep at night?” she wrote, among

other comments, on the local SPCA’s Facebook page, accompanied by some gruesome photos. Her Facebook entry sparked widespread condemnation for the person responsible and numerous residents offered to contribute towards tracking down the guilty person. By Monday this week, the amount pledged for tracking down the person already stood at R4 000. Gaigher told the Zoutpansberger, however, that in hindsight, nobody was really sure what to do when the guilty party was tracked down. “What do we charge that person with? Illegal dumping? At most, it is going to be a slap on the wrist or a small fine,” Gaigher said during her visit to the newspaper. “I might add that this is not an isolated incident,” said Gaigher. “On 21 April we were called to the corner of Vorster and Kort Street where we found the badly decomposed carcass of a dog, probably a Husky, in a plastic bag,” said Gaigher. Regarding this, Gaigher speculated that the Makhado Municipality might be the reason more and more dead animals are being found dumped on street corners. “This shows you that people do not know what to do with their animals when they die as they have no place to dump or bury them. I think we can trace this problem of the illegal dumping of dead animals back to the municipality, who do no give residents any other option,” said Gaigher. She added that although she might understand why people were doing this, no excuse existed for the undignified way it was done last week. Since mid-2017, the Louis Trichardt SPCA have been trying to get the Makhado Municipality to amend their new landfill permit conditions to allow for the disposal of animal carcasses. In the

past, at the old Vondeling dumping site, provision was made for this. Apparently, permission to continue with this practice was omitted from the municipality’s new landfill site permit application. The new landfill site is now located west of town along the municipal airfield road. “Since December last year, we’ve heard nothing back from the municipality,” said Gaigher. Apart from not owning up to their responsibility to provide a place to dispose of dead animals, the municipality is also slack in their responsibility to remove dead animals in streets and on sidewalks. “Senior inspector Lawrence Khodobo reported the dead animal early on Wednesday morning to the municipality for removal. Many people might not know this, but it is not the SPCA’s responsibility to remove dead animals. We get involved when live animals are being abused. Even if we wanted to, we could not remove the dog, because we just do not have anywhere to place it. Our fridges are full of animal carcasses that we have no way of getting rid of,” said Gaigher. Yet the municipality did not act. “By Thursday morning, we got a call that the dog was still lying there. By this time, it was severely bloated. We again phoned the municipality and only then was the carcass removed that afternoon,” said Gaigher. Gaigher appealed to members of the public to refrain from dumping dead animals along the roadside or on street corners. “The municipality has a responsibility to remove carcasses,” said Gaigher. She expressed the hope that the municipality would speed up their efforts to have their permit amended or at least give them feedback regarding the progress made regarding amending the landfill permit conditions. Onteiening is ‘n werklikheid wat verantwoordelik hanteer moet word Deur Andries van Zyl

Die regering se voorgestelde wysiging aan Artikel 25 van die Grondwet om onteiening sonder vergoeding moontlik te maak, het baie landbouers uiters bekommerd. Om meer lig te werp op die onderwerp, het mnr. Bennie van Zyl, hoofbestuurder van TLU SA, Saterdag plaaslike landbouers hieroor kom toespreek. ‘n Groot hoeveelheid landbouers het Saterdag by Kennington Lodge buite Louis Trichardt byeengekom om te hoor wat die toekoms vir die Suid-Afrikaanse boer inhou. Van Zyl se boodskap was nie noodwendig wat boere wou hoor nie – dat onteiening ‘n realiteit is. “Dit is ongelukkig so dat mense hierdie ding uiteenlopend sien. Daar is selfs sekere rolspelers in die landbou wat sê: ‘Julle jaag net spoke op. Hierdie is net ‘n ou stofstormpie wat in die pad af kom. Dit is ‘n ou politieke prosessie. As die verkiesing verby is, sal dit weer rustiger wees.’ Vriende, ongelukkig is dit nie so nie,” het Van Zyl gesê. Die groot vraag wat gevra is, is of landbouers gereed is vir wat kom? “Wat staan ons te doen? As ons niks doen nie, dan het ons ‘n probleem. Dit gaan egter baie wyer as landbouers. Hierdie is Suid-Afrika se probleem. Dit is nie net die boer se probleem nie,” het Van Zyl gesê. Wat laasgenoemde betref, het Van Zyl gewaarsku dat onteiening nie net tot landbougrond beperk sal wees nie. “Ons praat hier van die beginsel van privaat besitreg, en as die ANC-regering hierdie beginsel gaan wysig en hy gaan ‘n klomp wette maak dat hy ‘n bate kan vat sonder vergoeding, dan beteken dit by implikasie dat hy ook ander bates kan vat as dit sy keuse sal wees.” In dieselfde asem het Van Zyl genoem dat hy nie sê dit gaan definitief gebeur nie, maar in beginsel kan hulle dit doen. Van Zyl het gesê dat toe die regering die woorde “onteiening sonder vergoeding” geuiter het, daar onmiddellik ‘n bepaalde vakuum geskep is. “As ons nie daardie vakuum gaan vul met logiese, verantwoordelik en rasionale insette nie, sal ons deur ons stilswye daardie proses kondoneer en hulle [die regering] vrypas gee om voort te gaan op daardie trajek,” het Van Zyl gewaarsku. Van Zyl het dit beklemtoon dat die regering ernstig is oor onteiening. “So, ons moet met groot verantwoordelikheid na hierdie saak kyk. Dit is ‘n baie ernstige saak ... daarom sê ek daar is sekere dinge wat ons moet doen en ons moenie daarvan terugdeins nie. Ons moet verseker weet dat ons nou met groot kundigheid, groeperings bymekaar, met verantwoordelikheid hierdie pad moet stap,” het Van Zyl gesê. As deel van hierdie verantwoordelike optrede het Van Zyl verwys na die proses wat tans aan die gang is waar landsburgers skriftelike kommentare of versoeke om mondelingse getuienis kan indien ten opsigte van die voorgestelde wysiging aan Artikel 25. Hierdie kommentare moet mnr. Pat Jayiya in die parlement nie later as 15 Junie bereik nie. Jayiya se e-posadres is pjayiya@parliament.gov.za. Slakpos kan ook gestuur word na die Konstitusionele Oorsigkomitee, Parlement, Posbus 15, Kaapstad, 8000. Van Zyl het egter gewaarsku dat burgers ook verantwoordelik moet optree in die opstel van hulle kommentare. “Ek pleit by u – moenie uself weens emosie in die tronk in praat of doen nie,” het Van Zyl gesê. Hy het ook burgers gewaarsku om nie emosioneel opgesweep te raak deur mekaar op sosiale media aan te hits nie. Fopnuus, het Van Zyl gesê, hou veral ‘n gevaar in. Van Zyl het gesê dat die TLU SA as ‘n verant­ woordelike vesting vir die kommersiële boere advies kan verskaf oor hoe om hulle kommentaar saam te stel. Dit sluit in dat landbouers soveel moontlik individuele en kollektiewe insette moet indien. “Ons mag nie hieroor stilbly nie,” het Van Zyl gesê. Ander riglyne wat die TLU SA aan landbouers gee, is dat die beginsel van onteiening sonder vergoeding verwerp moet word en dat die wysiging van Artikel 25 teëgestaan moet word. “Privaat eiendomsreg moet erken en beskerm word. Dit is die fondasie vir beleggingsvertroue en ‘n voorvereiste vir die opbou en uitbreiding van die ekonomie tot voordeel van alle inwoners van die land. Die voortdurende onsekerheid oor eiendomsreg kos ons land beleggings en ‘n algehele verlies aan sakevertroue, met die gevolg dat werk nie geskep word nie,” is die TLU SA se standpunt hieroor. Die unie argumenteer dat die Staat eerder die bestaande restitusieproses verbeter, die groots-

kaalse korrupsie daarin beperk en die proses versnel, sodat dit binne sewe jaar afgehandel kan word. As deel van die regering se dryf om Artikel 25 te wysig, het die provinsiale leier van die DA, mnr. Jacques Smalle, ook die vergadering gewaarsku dat die voorgestelde onteiening almal sal raak. “Alle vorme van eiendom sal in die gedrang kom, nie net grond nie, en dit is ons plig om eiendoms­ regte te beskerm. Die openbare deelname vir die beoogde wysiging van die Grondwet word baie ernstig opgeneem en alle voorleggings sal deur die hersieningskomitee bespreek word. Die DA word verteenwoordig deur adv. Glynnis Breytenbach, mnr. James Selfe en dr. Annelie Lotriet,” het Smalle gesê. As deel van die proses het die regering vier openbare verhore oor die voorgestelde wysiging van Artikel 25 in Limpopo geskeduleer. Die verhore vind plaas op 27 Junie (Groblersdal), 28 Junie (Mokopane), 29 Junie (Giyani) en 30 Junie (Tho-

hoyandou). “Dit is uiters belangrik dat almal vir die Grondwet opkom deur die verhore by te woon. Die algemene gevoel is ook dat die organisasies en politieke partye wat ten gunste van die wysiging is hulle lede in groot getalle gaan mobiliseer. “Nou is nie die tyd vir ons om in ‘n gemaksone te verkeer nie. Ons moet aktief betrokke raak om ons Grondwet en eiendomsregte te beskerm,” het Smalle ná afloop van die vergadering in ‘n ver­ klaring gesê. Hy het Van Zyl se woorde tydens die vergadering beaam toe hy gesê het: “Die tyd van op die kantlyn sit is verby.” Van Zyl het inwoners versoek om ter voorbereiding van wat kom, in te skakel by hulle plaaslike gemeenskapstrukture, soos die Soutpansberg Distrikslandbou-unie, asook ander plaaslike veiligheidstrukture soos plaas- en dorpswagte. “Ons kan mekaar lank besig hou met die negatiwiteit eerder as die realiteite van hierdie land. Ons moet daarvan kennis neem – ons kan nie oningelig wees nie,” het Van Zyl gesê.

Afgeneem ná afloop van Saterdag se vergadering oor die regering se voorneme om Artikel 25 van die Grondwet te wysing om onteiening sonder vergoeding moontlik te maak, is (van links na regs) mnre. Die Soutpansberg Dorpswag en die Louis Trichardt Plaaswag het ‘n massiewe hupstoot gekry in hul stryd teen misdaad danksy ‘n skenking van meer as R100 000 vanaf die Louis Trichardt Rotariërs. Die Rotariërs het ‘n bedrag van R106 789 (en 38 sent, om presies te wees) aan die dorp- en plaaswag geskenk vir die uitsluitlike doel van die aankoop van radio’s. Drie basisradio’s en 28 handradio’s is met die geld aangekoop. Twee van die basisradio’s is by die dorpswagkantoor geïnstalleer, terwyl die derde in die geborgde plaaswagbakkie geïnstalleer is. “Wat dit lekker maak is dat die dorpswag en plaaswag nou op hulle eie basisradio’s funksioneer. Voorheen was daar net een basisradio in die dorps­ wag se radiokamer. Dan het dit gebeur dat as iemand byvoorbeeld op die Beja-kanaal roep, praat hulle bo-oor die dorpswag kanaal. Nou het elkeen se eie kanaal en kan die radio-operateur dadelik sien wie inroep op die radio … die nuwe stelsel maak ons kommunikasiesisteem baie meer vaartbelyn,” het mnr. Christo Snyman, voorsitter van die Louis Trichardt Plaaswag, gesê. Mnr. Brian du Plooy, president van die Louis Trichardt Rotariërs, het tydens die oorhandiging die belangrike werk wat die dorp- en plaaswag verrig beklemtoon; daarom die skenking. “Die geld is ingesamel tydens ons jaarlikse gholfdag spesifiek vir dié doel,” het Du Plooy gesê. In dieselfde asem het hy almal wat hul gholfdag ondersteun het, beide die breë gemeenskap en die gholfers, bedank. “Hulle het die skenking moontlik gemaak,” het Du Plooy gesê. Uit die 28 handradio’s wat ontvang is, is 15 vir die dorpswag gegee en 13 vir die plaaswag. “Die radio’s gaan hoofsaaklik aangewend word vir die reaksiegroep se lede. Uit hierdie reaksiegroep is daar ‘n taakspan saamgestel wat inskakel by die polisie se landelike veiligheidsplan, en die

radio’s sal spesifiek hiervoor aangewend word,” het Snyman gesê. Me. Nella Klynhans, voorsitter van die Soutpansberg Dorpswag, en Snyman het hulle opregte dank uitgespreek teenoor die lede van die Louis Trichardt Rotariërs vir hulle skenking.

Precious Ramabulana, ‘n leerling van Hoërskool Louis Trichardt, het op Woensdag, 28 Maart, deelgeneem aan die Suid-Afrikaanse Kampioenskappe vir Beeldende Kunste, ‘n kompetisie spesifiek vir die beywering van die kunste, waar sy deurgedring het tot op professionele vlak in toneelspel en voordrag.

Valley). One of the species, named Rinolophus gorongosae, appears to occur only within the borders of the Gorongosa National Park in Mozambique and nearby Mount Inago. The studies have also found that, weighing in at a mere 5g, this dwarf species of bat has become Africa’s smallest horseshoe bat. Taylor highlighted the important role the study played in showing the importance of the role of ancient mountain-forming processes in the speciation of horseshoe bats. “This has important conservation implications as it reveals that species have narrower ranges than previously thought, and current threats to mountain habitats, such as burning, afforestation, alien invasions and climate change, can greatly increase the extinction risk for these vulnerable species,” said Taylor.

Eskom hereby notifies all parties who are likely to be materially and adversely affected by its intention to interrupt bulk supply to Musina Municipality on 6 July 2018 and continuing indefinitely. The Musina Municipality is currently indebted to Eskom in the amount of R72 736 380 (seventy-two million seven hundred and thirty-six thousand, three hundred and eighty rand) for the bulk supply of electricity, part of which has been outstanding and in escalation since May 2014 (“the electricity debt”). Eskom Holdings SOC Ltd (“Eskom”) is under a statutory obligation to generate and supply electricity to municipalities nationally on a financially sustainable basis. Musina Municipality is in breach of its payment obligation to Eskom, which undermines and places in jeopardy Eskom’s ability to continue the national supply of electricity on a financially sustainable basis. In terms of both the provisions of the Electricity Regulation Act, 4 of 2006 and supply agreement with Musina Municipality, Eskom is entitled to disconnect the supply of electricity of defaulting municipalities, of which Musina Municipality is one, on account of non-payment of their electricity debt. In order to protect the national interest in the sustainability of electricity supply, it has become necessary for Eskom to exercise its right to disconnect the supply of electricity to Musina Municipality. Eskom recognises that the indefinite disconnection of electricity supply may cause undue hardship to consumers and members of the community, and may adversely affect the delivery of other services. In view of this, Eskom is contemplating a regulated interruption of electricity supply as opposed to an outright disconnection. A Diversity Cultural Festival was held in Eltivillas last weekend at the Masjid Al Noor mosque. Hoërskool Louis Trichardt het die publiek uitgenooi om hulle nuwe beheerliggaam te kom ontmoet tydens die skool se jaarlikse opedag eerskomende Vrydag, 18 Mei. “Ons wil ‘n skool-omgewing skep vir al ons dorp se kinders; ons wil nie meer sien dat ons gemeenskap se kinders na buurskole toe gaan nie. Triegies moet ons kinders se eerste keuse wees. Ons is ‘n sterk en betrokke span, wat weet van ons probleme en uitdagings en kies om deel te wees van die oplossing hiervan,” het die skool gesê. Die nuwe beheerliggaam is voor, van links na regs, Gideon Joubert (menslike hulpbronne en regte), Maryke van der Walt (personeelverteenwoordiger), Sanrie du Plessis (bemarking) en Brian du Plooy (koshuis). Leon demonstrated the strength that earned him a top position in the African Strongman competition. The Diversity Cultural Festival was presented at the Masjid Al Noor mosque in Eltivillas. Apart from the food stalls, vehicle displays and even free medical examinations were on offer. According to the man in charge of the mosque, Ahmed Hasturk (left), the organisers want to make it an annual festival. Another attraction at the festival was the Turkish cuisine. Gholfdag gaan help om ander se nood te verlig Tafelronde (Round Table) Zoutpansberg 66 is een van daardie diensorganisasies wat stilweg en soms totaal ongesiens die lewens van talle mense ten goede verander. Nasionaal is daar net minder as 1 000 Tafelaars, met Louis Trichardt wat met sewe lede spog. Saam het hierdie manne verlede jaar digby R19 miljoen nasionaal ingesamel. Uit hierdie geld kon daar wydverspreide verligting gebring word, onder andere aan die slagoffers van die vernietigende Knysna brande en inwoners van die droogtegeteisterde Weskaap. Warm komberse kon ook aan hulpbehoewendes uitgedeel word tydens die koue wintermaande as deel van die Tafelaars se Winter Knights of Round Table projek, wat ook plaaslik aangebied word. Inwoners het Saterdag die kans gekry om bietjie meer te leer van die Tafelronde se werksaamhede tydens die Zoutpansberg 66 se jaarlikse gholfdag by die Soutpansberg Gholfklub. “Ons het geen veiling of iets soortgelyks gehou om ekstra geld in te samel nie. Al wat ons gedoen het, was om vir die spelers en hulle families ‘n video te wys van wat Tafelronde nasionaal doen en vir mense beteken,” het Riaan Smit, voorsitter van Tafelronde Zoutpansberg 66, gesê. Die video het beslis die hartsnare geroer en die Tafelaars het ‘n besondere mooi bedrag die dag ingesamel. Dit het ingesluit ‘n skenking van R110 000 van een enkele donateur wat verkies het om anoniem te bly. “Mense moet onthou dat Tafelronde totaal afhanklik is van skenkings, anders sou ons nie kon doen wat ons doen nie,” het Smit gesê. Hier het hy verwys na die R20 000 wat hulle verlede jaar met die Radio Raps (Jonathan) konsert geïn het ten bate van die Makhado Care

Group. Hulle kon ook R30 000 skenk om die eenjarige Luan Oosthuizen se mediese onkostes te help betaal, nadat hy byna dood is vanweë ‘n ernstige longinfeksie. Hierdie jaar het die manne ook reeds R10 000 geskenk ten opsigte van die 23-jarige Heidi-Lene Jonck wat begin Maart ernstig beseer is in ‘n bootongeluk op die Albasinidam. Binnekort gaan hulle ook ‘n bedrag van R30 000 skenk aan ‘n inwoner wat besig is om haar sig te verloor. “Ons wag net vir die dokters se finale kwotasies. Die totale koste van die operasie gaan sowat R60 000 beloop,” het Smit gesê. Maar dit is harde werk om hierdie geld bymekaar te maak. “Ons is die tyd-en-moeite ouens wat die werk moet doen om die geld in te samel,” het Smit gesê. Binnekort gaan hulle juis weer hulle tyd moet opoffer deur vir al die deelnemers aan vanjaar se Kremetart Fietswedren tydens die prysuitdeling op 9 Junie kos te gee deur middel van hulle uiters gewilde en lekker potjiekosete. Dié potjiekosete tydens die Kremetart het nou al tradisie geword en word beskou as een van die naweek se hoogtepunte. Kort daarna, op 25 Augustus, gaan die manne weer vir inwoners ‘n lekker kuiergeleentheid gee deur vir Jonathan en Radio Raps terug te nooi na Louis Trichardt. Smit sê dat hulle enige hulp sal waardeer en dat jongmans tussen die ouderdom van 18 en 40 jaar welkom is om by hulle aan te sluit. “Hulle is welkom om een van ons vergadering by te woon en te sien waaroor die Tafelronde werklik gaan,” het Smit gesê. Vir meer inligting hieroor kan hy geskakel word by tel. 082 817 5594. Intussen het Smit almal bedank wat die afgelope naweek se gholfdag ‘n sukses gemaak het. So ook het hy die wenspan, bestaande uit Jacques Crafford, André Coetzee, Daniël Coetzee en Heine Swanepoel, gelukgewens.

Die Soutpansberg sal hierdie jaar op 9 en 10 Junie gasheer speel vir een van die streek se grootste sportgebeurtenisse. The local Kremetart race has become a local institution since its inception more than two decades ago, not only in Louis Trichardt, but across the whole Soutpansberg region. After a brief interlude, this year will see the Soutpansberg and its people host the 28th annual Kremetart Cycling Race during the weekend of 8 to 10 June. Due mostly to monetary constraints, the race had to be cancelled in 2017. But this year, thanks to enormous support from the local community, the Kremetart is once more able to continue. Over the years, this event has gone from strength to strength. From its humble beginnings, the Kremetart attracted mostly local entries from the area, and the route did not even come close to covering the 175km it does today. As the race started to evolve, the route was changed to encompass the route around the Soutpansberg. Louis Trichardt is well known for its picturesque locality in the shade of the majestic Soutpansberg Mountain. The main race will take place around the Soutpansberg and offers panoramic views of the mountain. It finds its way past several stunning baobabs and other Bushveld vegetation. This route was first cycled way back in 1990, when it was known as the Venda Sun Kremetart Tour. A couple of years later, the race was rated as one of the top races in South Africa, even above big events such as the Cape Argus and the PicknPay 94.7 cycle races. At one stage, the race was selected as a qualifier for the Cape Argus. ‘Dynamic and vibrant’ is the phrase that comes to mind when describing this race that has a distinctively local vibe to it. (This does not only refer to the colourful groups of cyclists who will trek through Louis Trichardt and over the Soutpansberg). The whole community around the Soutpansberg has become involved to assist with

this event over the years and has continued to do so up until now. For instance, the local Round Table will once again come to the fore with their popular potjiekos dinner, following the prize-giving function, and the communities of Waterpoort and Vivo will provide the meals during the race on the route. Did you know that Kobie’s breakfast soup served at Waterpoort has become legendary among cyclists? The Schoemansdal School will provide the facilities at the end of Stage 3. Many other charitable community organisations also work behind the scenes, and through their participation and support, they are able to contribute to the welfare of the less fortunate in the local community. Apart from the 175km race, a shorter 70km road race will also be held and, for the first time ever, a 35km road race (for the less fit) on the Saturday. The every-popular Kremetart XCO mountain bike race will once again be held on the Sunday and will be a Limpopo qualifier as usual. Entries for the 175km race close on 15 May, as well as the entries for the 70km and 35km races, although cyclists can still enter for the 70km and 35km races on race day. This year marks the first year of substantial sponsorships from within the local community. Their generous input will once again ensure that this race will remain a proudly Soutpansberg event.
