With tropical cyclone Dineo bearing down on the region, fears are escalating that the Soutpansberg’s inhabitants might find themselves in a similar situation as during the floods caused by Cyclone Eline in 2000. By Wednesday morning, Dineo was still classified as a severe tropical storm, positioned in the Mozambique Channel. “In the last few hours, Dineo’s track has become more ‘westerly’, with recent movement being towards the west-southwest at 7 knots (about 14 km/hr). Dineo is really living up to the notoriously fickle and unpredictable nature of such tropical systems,” said the South African Weather Service in a press release on Wednesday morning. They added that Dineo’s track began shifting overnight to adopt a more westerly trajectory, therefore departing from the mostly southwesterly track that dominated its movement on Tuesday. “The new track will take the system on to the coast early this evening, near

Massinga, somewhat north of Inhambane. Moreover, Dineo is also quite likely to undergo a final surge of intensification, just before arriving over land and there is a good chance that it will reach tropical cyclone status within the next 6 to 12 hours,” said the weather service. According to the latest prediction, Dineo would have moved overland by Thursday, 16 February, still as a significant rain-bearing system but starting to weaken considerably. Tropical systems such as Dineo, which originate over open water, are critically dependent on the open ocean as a source of latent heat energy in order to sustain their growth and intensification. The moment such systems move overland, they invariably undergo rapid structural weakening and start to decay. “Notwithstanding this, it is expected that much of southern Mozambique can expect very heavy rainfall, most likely in the region of 100 to 200mm per day (or even more). Bearing in mind that the lower portion of the Limpopo River flows directly through the Mozambican region that is most likely

to be severely affected, this compounds the risk of flooding for communities which may possibly be displaced by this event,” warned the weather service. Regarding the direct weather-related impact for South Africa, the weather service warned that heavy rainfall may occur in places over the northern lowveld and adjacent escarpment regions of Limpopo from Thursday evening, 16 February. “The greatest impact, with respect to South African provinces, is suggested to be overnight Thursday and into the morning hours of Friday, 17 February, when heavy rain can be expected over the entire eastern half of Limpopo, including the Kruger National Park, where 100 to 200mm of rain could occur per day,” said the weather service. The service predicts that by early Friday morning, the surface vortex of Dineo should begin dissipating in the region of Musina and Beit Bridge, with its remnants expected to drift into Botswana on Saturday, 18 February. A 48-year-old sickly resident of Tshikota just outside Louis Trichardt had had enough of the sewer which had become a “normal sight and problem” to them for more than nine years now. Around December 2016, she decided to lay criminal charges against the Vhembe District Municipality after she had allegedly caught an illness from the stinking sewage that surrounded her house. “I failed to lay charges, because I did not have money to pay a lawyer,” she said. “This problem is affecting all the houses around me, and maybe we will manage to raise funds to seek legal intervention.” Ms Iris Magoro has tried to report a dysfunctional sewer system to the Makhado Municipality and Vhembe District Municipality for the past nine years, but nothing had been done to address the problematic sewer. The Zoutpansberger had previously published several articles

showing how the problematic sewer had been affecting at least seven households for more than nine years now. “We continue to live in houses that are surrounded by rivers of faeces,” Magoro said. “I fail to understand the reason why it is so difficult for the people whom we have voted into power to hear our cries and help us. Why should we suffer like this in our own land? Why should our own people make us suffer this much?” Magoro said that, because she was unemployed, she would seek the help of Legal Aid South Africa and lay a criminal charge against the Vhembe District Municipality. “I have no choice but to open a criminal case against them,” she said. “I can’t stand their stubbornness any longer.” So far, the municipality had only dug a trench along the sewerage system in an effort to divert the overflowing sewage into the bushes near Magoro’s house. The media liaison officer of the Vhembe District Munici-

pality, Mr Moses Shibambu, said that he would forward Magoro’s complaint to the technical team, who would see to it that the problem received the appropriate attention. “The problem will be addressed,” he said. “We addressed a similar problem in Tshikota earlier last year, and now when you say the current sewage problem has been affecting the family for more than nine years, we fail to understand that.” Shibambu said that all concerned residents who were affected by sewerage problems or water shortages must make sure that they direct their complaints to the municipalities. “People must not keep quiet and stay with leaking sewerage systems in their place,” he said. “Such cases need to be reported, so that they can be addressed on time.” Magoro said that she was by no means fighting the district municipality. “All I need is for the municipality to solve this disturbing issue of faeces everywhere around and within our home,” she said.

South Africa is due for another massive storm. Sixteen years prior to that, many older readers will remember the devastation and loss of life caused by Cyclone Domoina in 1984. Judging by the timeframe between these cyclones, many believe the region is due for a major storm. A lot of similarities exist between Dineo and Cyclone Eline, especially regarding timing. Eline made landfall near Beira on the Mozambiquan coast on 22 February 2000. By 27 February of that year, flash floods inundated low-lying farmland in the Xai-Xai area in Mozambique. South Africa, Botswana and Swaziland were also severely affected by Cyclone Eline, with major flooding and flood damage also in the Soutpansberg region. Mozambicans described the floods as the worst in 50 years, especially after the Limpopo River burst its banks after three weeks of heavy rain. Eline finally dissipated over eastern Namibia on 29 February 2000. By that time, Eline had travelled 11 000km in 29 days after starting as a tropical low on 1 February just south of Indonesia. Mr Fanie Havinga, chairman of the Soutpansberg District Agricultural Union, stated on Wednesday that he did not think Dineo would have a major impact on the region. “At this stage I am not too worried about Dineo as it will not move as far inland. What it will bring is more rain, but not the damage that accompanied Cyclone Eline,” Havinga said. He was, however, hesitant regarding wind damage. “If Dineo brought along strong winds, then we would suffer major damage to our fruit trees, as well as possible long-term power outages to the Levubu area. But we will have to wait and see,” said Havinga.

Hy het saam met sy medebeskuldigdes, sy broer Niklaas van Deventer (51) en Onward Muchagowa (41), verskyn. Deon het ook aangedui dat hy van voorneme is om onskuldig te pleit op die aanklagte teen hom. Hy staar ‘n aanklag van die onwettige besit van ‘n renosterhoring, asook aanklagtes wat verband hou met onwettige aktiwiteite en die jag van ‘n beskermde spesie in die gesig saam met sy broer en Muchagowa. Die twee broers en Muchagowa is op 6 Januarie gearresteer nadat hulle na bewering ‘n afgesaagde renosterhoring in ‘n plastieksak ten tyde van ‘n polisie jaagtog op die Vivo-pad by hulle bakkie se venster sou uitgegooi het. Deon het dié weergawe ontken tydens sy borgaansoek. Hy was op dié dag die bestuurder van die bakkie. Saam met hom was Niklaas en Onward agterop die bakkie toe hulle op die Vivo-pad afgetrek en gearresteer is. Deon beweer die polisie het hulle aangerand, sodat hulle moes erken die renosterhoring is in hulle besit gevind. “Ek is onskuldig. Die polisie het nie ‘n renosterhoring in my besit gevind nie en ook nie in my bakkie nie,” het Deon getuig. Deon het ook ontken dat die renosterhoring afkomstig is van die Witpoortjie wildsplaas naby Lephalale waar ‘n renosterkoei en haar kalf dood­ gemaak is vir hul horings. Deon het verder gesê dat hy weet wie die verdagtes is in dié saak, want ‘n ene Reuben het hom vertel. Reuben, het Deon gesê, het met renosterho­ rings opgedaag by die plaas waar hy en Niklaas as huurders gewoon het. “Hy [Reuben] wou die ho­

rings weeg en verkoop,” het Deon gesê. Ten spyte daarvan dat hy geweet het dat Reuben onwettig in besit was van die horings, het Deon steeds vir hom ‘n skaal en mes geleen sodat hy die horings kon weeg en skoonmaak. Hy het geen betaling of gunste ontvang vir sy dienste aan Reuben nie, want, het Deon gesê, “ons het dit gedoen om inligting by mekaar te maak vir die polisie.” Dit was alles deel van sy pligte as ‘n polisie-informant, het Deon verder verduidelik. Eers toe die Staat hom uitgevra het na die naam van sy hanteerder in die polisie het Deon gebieg dat hy nog nie ‘n geregistreerde agent was nie en net op ‘n informele basis inligting gedeel het. Verder het Deon gesê al sy vorige veroordelings van onwettige jag, wilddiefstal en smokkelary van ongeslypte diamante kan nie teen hom gehou word nie, omdat dit meer as 10 jaar gelede plaasgevind het. Die Staat het Deon se kriminele rekord ingedien as ‘n bewysstuk hoekom daar nié aan hom borg toegestaan moet word nie. Buiten vir dié rekord is die aanklagte uit die pleitooreenkoms wat hy met die Staat aangegaan het in die Ventersburg Landdroshof ook voorgehou as verdere bewyse. Vanaf 14 Desember 2005 tot en met Mei 2006, het Deon skuldig gepleit op ses aanklagte wat verband gehou het met die dood van 11 renosters. In een geval het hy twee renosterbulle en een –koei naby Mbabane in die Kruger Nasionale Park doodgemaak en hul horings gestroop. Deon is toe gevang en op 29 Mei 2006 op borg van R10 000 vrygelaat. In die daaropvolgende drie maande het Deon skuld erken op ‘n verdere drie aanklagte wat verband gehou het met die dood van nog ses renosters. Uitspraak in Deon se borgaansoek is teruggehou tot en met Maart, sodat sy broer Niklaas en Muchagowa ook eers hul aansoeke kan bring. Hulle sal op 1 Maart na verwagting hul aansoeke kan bring. Al drie sal tot dan in aanhouding bly.

New draft amendments on the trade of rhino horn have many people stumped. Last week, the Minister of Environmental Affairs, Edna Molewa, announced draft regulations that could restart trade in the domestic rhino horn market, under strict conditions. The proposed regulations, if made into law, will allow for a person from another country who visits South Africa to export no more than two rhino horns for personal purposes. Many are flabbergasted by the minister’s announcement, however, as only last year she appealed a High Court decision that lifted the 2009 moratorium. She further refused to submit a proposal to legalize trade in rhino horn to the 17th Conference of the UN Convention on International Trade in Endangered

Species (CITES) that was hosted in Johannesburg last year. Way back in 2009, the Department of Environmental Affairs (DEA) instated a ban on the domestic selling of rhino horns. This moratorium was first challenged in court by rhino breeder Mr Johan Kruger in 2012. During 2015, Mr Johan Hume, one of South Africa’s largest rhino breeders, also joined the cause. Both argued that the moratorium had fuelled the dramatic increase in rhino poaching. The High Court agreed with them and lifted the ban. Minister Molewa’s appeal to have the ruling set aside has already been rejected by both the High Court and the Supreme Court of Appeal. To add insult to injury, said Kruger’s attorney, Mr Hennie Erwee from Musina, is that while she proposed the new draft regulations, the minister continued to

waste money on a case to keep the 2009 moratorium in place. “Not only is she wasting valuable money and resources,” Erwee pointed out, “but also valuable time to save the rhino’s future.” “The current draft regulations could take as long as two years, before there is a workable draft that can be presented to parliament to be passed as a law,” explained Erwee. The Coca-Cola depot in Louis Trichardt will be closed on 6 March this year as part of a restructuring process within Coca-Cola Beverages Africa. This follows the Coca-Cola Company’s US$3.15 billion transaction to acquire AB InBev’s 54.5% equity stake in CCBSA. Similarly, the CCBSA depot in Tzaneen will also close on the same date. In both cases, none of the 182 employees at the two depots will lose their jobs, according to CCBSA.

No new vehicle for Musina mayor Municipal News

The mayor of the Musina Local Municipality, Cllr Mihloti Muhlope, has asked the municipal council to reallocate the R1,1million budget for the mayoral car to other service delivery initiatives. Muhlope said her decision was influenced by the current financial position of the municipality, which needs wise expenditure patterns. She said the world was facing tough economic challenges and Musina was not an exception. “It is my intention to redirect the funding towards addressing pressing service delivery needs. We have other important backlogs which need to be addressed

and these include the damaged roads, servicing (our) Eskom debt and other infrastructure development initiatives. Our people are waiting for much-needed basic services and it is important to prioritize when we spend the little budget that we have. The issue of the mayoral vehicle is not a priority for now and the municipality can run without the procurement thereof.” She said the need to procure the mayoral vehicle was informed by, among others, the fact that the municipality doid not have a mayoral vehicle, since the previous vehicle had exceeded its lifespan and was not economically viable to repair or maintain. “I further put it on record

that the rental vehicle that was sourced to assist me in executing my official duties will no longer be used and I will make use of my personal vehicle to execute official duties,” she added. She also said that she made the decision voluntarily, “to set a positive example that we can steer the municipality to achieve its goal of delivering efficient services, despite limited resources”. She emphasized that the municipality’s priority remained that of providing essential services within the available means. Muhlope said she would continue to play her oversight role to make sure that Musina Municipality continued to deliver better and affordable services to all citizens.

Dood eis nog ‘n bekende inwoner In Memoriam

Inwoners van die Soutpansberg het die afgelope week nog ‘n bekende inwoner aan die dood afgestaan. Mnr. Hannes Strydom is Vrydagoggend, 10 Februarie, in die ouderdom van 64 jaar skielik vanweë ‘n hartaanval oorlede, nadat hy by die fabriek waar hy werksaam was, Kotek Staalwerke, inmekaar gesak het. Hannes was ‘n oud-inwoner van Louis Trichardt en het deur sy besigheid deur die jare baie kennisse en vriende gemaak. “Hy was ‘n steunpilaar in die gemeenskap en was in baie opsigte ook ‘n leermeester. Met sy hande was daar niks fout nie en almal het Hannes geken as ‘n hardwerkende en gerespekteerde persoon. Ons almal gaan sy raad en kennis mis,” het die familie gesê.

Japie van Heerden, voor sy winkel aangeval in Songozwistraat deur ‘n groep mans, met ‘n mes gesteek en het hy byna doodgebloei. Nog geen arrestasies is gemaak in die saak nie, het Radzilane bevestig. Die daaropvolgende jaar het sy eie hartseer gebring vir verskeie inwoners:

* Op 9 Januarie 2016 is mnr. André van der Walt deur twee mans voorgekeer terwyl hy probeer geld trek het by die FNB OTM in die Checkers-kompleks op die hoek van Munnik- en Songozwistraat. Hy is erg aangerand in die voorval. Sy hand is oor die duim en wysvinger oopgekloof. Geen arrestasies is in dié saak gemaak nie. * Op 12 Januarie 2016 is mnr. Thabelo Tharini deur twee onbekende mans aangeval naby die hoek van Grobler- en Pretoriusstraat. Een van die mans het ‘n ligte kaliber vuurwapen gehad en vir Tharini in die bors geskiet. Hy het oorleef en geen arrestasies is nog gemaak in sy saak nie. * Op 6 Maart is een van dié gruwelikste aanvalle in Louis Trichardt aangemeld. ‘n 77-jarige ouma is saam met haar twee kleinseuns (30 en 23) en die oudste kleinseun se vrou (24) deur ses rowers aangehou. Die jong vrou is vier keer verkrag deur vier verskillende rowers, terwyl die res van die gesin met sambokke en bakstene geslaan is. Twee weke later het die Makhado SAPD vyf verdagtes aangekeer. Vordering in die saak was stadig, en daar moet genoem word dat die blaam hiervoor nie op die skouers van die plaaslike polisie gelê kan word nie. DNS-monsters is van die verdagtes geneem om te bepaal of die jong vrou verkrag is deur die verdagtes. Buiten vir dié uitslae was daar in daardie stadium ook gewag vir selfoonrekords. Die nasionale kantore van die polisie, wat beide die DNS- en SMS-uitslae moet verwerk, is egter oorlaai en dit kan nog maande wees voor die uitslae bekend is. Radzilane kon teen druktyd nie bevestig of die uitslae al terug ontvang is en of die saak teen die vyf verdagtes voortgegaan het nie. * Op 2 Julie 2016 is mnr. Tony Strydom vermoor op sy kleinhoewe onder raaiselagtige omstandighede aangetref. Volgens Radzilane is daar geen arrestasies in die saak gemaak nie.

Local mountain bikers can start preparing for the popular annual Makhulu 5 MTB Race on 18 February. Mall of the North will once again play host to the event, with the race doubling as a Limpopo colours qualifier. Online entries can be made by visiting and will close on 13 February. Could mopane worms go extinct due to climate? By Isabel Venter

Tyd raak min om span in te skryf vir jaarlikse Kansa Relay for Life Met die tyd wat besig is om vinnig uit te loop om ‘n span in te skryf vir Louis Trichardt se eie Kansa Relay for Life, is daar weer op 13 Februarie ‘n spankapteinvergadering gehou om die fynere detail uit te sorteer. Daar het reeds 14 spanne ingeskryf, insluitend Trentyre, Lunaka, Pest Control Specialists, LMB Makhado Nooddienste, Wing of Love, Noordstaal, die Gereformeerde Kerk, Trali, Timbercity en die Louis Trichardt Road Hogs. Vanjaar se Relay for Life vind op 10 en 11 Maart op Hoërskool Louis Trichardt se sportveld plaas. Daar sal weer gepoog word deur die organiseerders om hul mikpunt van 100 spanne te bereik. Enige iemand kan ‘n span inskryf, insluitend skole, kerke, sportklubs, besighede en self regeringsinstansies. Are mopane worms, an important part of many a Limpopo resident’s diet, going extinct? A master’s graduate from the University of Cape Town, James Sekonya, found mopane worms were in serious decline in communities where they are an important food source, a trading commodity and an intrinsic part of cultural practices. Sekonya compiled his research by visiting the villages of Bokmakierie, Matiyani, Ha Gumbu, Masisi, Zwigodini and Mphambo here in our own Vhembe District and also the Nkomo Village in the Mopani District. Additional interviews were conducted with traders at markets in Thohoyandou, Louis Trichardt, Malamulele, Giyani and Elim. His study focused on investigating the contribution of the mopane worm to rural livelihoods, and the effects of environmental change on mopane worm harvesting in rural households. What he found was that the drop in the density of mopane trees, vegetation change, lower-than-normal rainfall and higher-than-normal temperatures were the

leading forms of environmental change that had a significant impact on the availability of mopane worms to the communities. “Household consumption and trade patterns were changed with the weather and climatic conditions arising from the El Niño phenomenon,” explained Sekonya. These outlined environmental changes are be­ coming more evident, rendering rural people more vulnerable as it threatens their livelihoods. Apart from being an important source of food, the mopane worm is also a valuable trading commodity. “Trading was found to be an important form of employment for rural people who have limited prospects of formal employment, and had the potential to generate higher income levels,” said Sekonya. Sekonya was of the opinion that more studies will be needed, in addition to improved cooperation between traditional leaders, harvesters and local government as an option for management of the communal harvesting areas to ensure that mopane worm populations don’t dwindle any further.

Project Description

Eskom Holdings SOC Ltd appointed Baagi Environmental Consultancy to conduct an Environmental Impact Assessment for the proposed construction of 2x500Kv transmission powerlines from Nzhelele Substation to the border with Zimbabwe.


The study area for this proposed activity is within the Musina Local Municipality of the Vhembe District. The power lines will start at the Nzhelele Sub Station south east of the corner of the N1 and the R525, Tshipise road. The power lines will be constructed towards the border where they will meet up with the Zimbabwe power lines, coming from Triangle in central Zimbabwe. Areas east and west of the town of Musina are being studied.

Ek is ... die Weg, die Waarheid en die lewe

Romeine 12:3 - Kragtens die genade wat aan my gegee is, sê ek vir elkeen van julle: Moenie van jouself meer dink as wat jy behoort te dink nie. Nee, lê jou liewer daarop toe om beskeie te wees in ooreenstemming met die maat van geloof wat God aan elkeen toebedeel het. olgens hierdie vers gee God verskillende mate van geloof aan Sy kinders. In verband hiermee was Paulus besorg dat die mense “meer van hulleself sal dink as wat hulle behoort”. Sy oplossing vir hierdie hoogmoed is deur te sê dat, nie alleen is die geestelike gawes ‘n werk van God se vrye genade in ons lewens nie, maar ook die geloof waarmee ons hierdie gawes gebruik. Dit beteken dat daar geen gronde vir hoogmoedigheid is nie. Hoe kan ons spog as die bekwaamheid om ‘n gawe te ontvang ook ‘n gawe van God is? Dit is hoe belangrik nederigheid in die oë van God is. Dit is presies dieselfde doel van God wat in Efesiërs 2:8-9 genoem word, waar die Skrif benadruk dat reddende geloof ‘n gawe is. Die laaste bastion van hoogmoed is om te glo ons is self die bewerkers van ons geloof. Paulus het geweet dat die oorvloedige genade van God die bron was van sy eie geloof (1 Tim. 1:13+14). Hy was ‘n ongelowige, maar toe oorvloei God se genade hom met geloof. Daarom het hy geweet dit is ook die geval met elke gelowige (Fil. 1:29). Hierdie waarheid het ook inslag in hoe ons bid. Jesus gee ons die voorbeeld in Lukas 22:31+32. Die Here bid vir Petrus dat sy geloof sal hou al doen hy sonde, want Hy weet dit is God wat ons geloof bewaar. Ons moet vir onsself op die wyse bid. Daarom het die pa met die maansiek kind uitgeroep: “Help my in my ongeloof” (Markus 9:24). Dit is ‘n goeie gebed. Dit erken dat ons sonder God nie kan glo soos ons behoort te glo nie. Laat ons God dank vir die geloof wat Hy ons gee, want daarsonder sou ons Hom nie geken of gedien het nie. Al die eer aan Hom. - 079 516 8303

Eager new Zoutnet intern A new face graces the office of the Limpopo Mirror and Zoutpansberger. The 22-year-old Prudence Bopape from Ha-Masia village joined the Zoutnet newsroom as an intern on the 1st of February. Prudence completed her Bachelor of Arts degree, specialising in communications, at the Northwest University. Her passion for journalism developed while she was still studying at High School Louis Trichardt. “Since I was in Grade 7, I have always been passionate about writing. I started off by writing just poems and from there I progressed to writing short stories,” she explained. At this stage, none of her stories has been published, “but I do plan that one day I will publish something that will blow people’s minds,” she said. She believes in the notion that a good reader makes an excellent writer. “Reading novels, short stories and newspaper articles sharpened my passion for writing,” she added. She further added that writing was her calling. Even though journalism is a challenging career, Prudence is ready to conquer those challenges lying ahead of her. “I am always up for a challenge. I Prudence Bopape (22), the new journalism believe that determination is the key to excellence,” she added. intern at Zoutnet Publishers.
