As a project, they decided to upgrade the Talithakoum Day Care Centre, with the “Flying Cheetahs” starting the upgrade in 2017. While there, it was noticed that a Jojo tank was sorely needed at the centre. “Die ink op die artikel oor Heidi-Lene is nog nie droog nie en kyk na hierdie wonderwerk. Sy loop!” Dit was die woorde van Elze-Marie du Preez kort nadat die artikel van haar suster in verlede week se Zoutpansberger verskyn het. Tot voor dit

was Elze-Marie bekommerd oor wat die toekoms sou bring, veral aangesien daar nie genoeg geld is nie in Heidi-Lene se hulpfonds om haar by die Lynnmed Kliniek (La Vie Care) in Pretoria te hou tot Desember, op aanbeveling van haar dokters. Hierdie “wonderwerk” beteken dat Heidi-Lene dalk nou vinniger sal kan herstel. Heidi-Lene Jonck (23) het op 11 Maart in ‘n bootongeluk breinskade opgedoen en het nog steeds heelwat hulp nodig met alles. “Dit is so ‘n groot deurbraak,” sê Elze-Marie. “Nie net fisies nie, maar emosioneel en geestelik ook. Judging by the crime statistics that were released earlier this week, the Vhembe region needs to sort out its sexual offenders and common robbers. Whereas the rest of the figures seem to be fairly much “under control”, the number of sexual assaults has shown a steep increase over the past decade, as well as cases of burglaries at households. Statistics are often difficult to interpret, and the crime statistics released by the SA Police Service are no different. The saying goes: “One hair on your head is perfectly acceptable, but one hair in your soup not.” As far as crimes such as murder and rape are concerned, any number is unacceptably high. At a quick glance, however, the various police stations in the Vhembe area did not fare too badly over the past decade. Some may argue that the bar is not extremely high, but, overall, improvements can be seen in many areas. If it were an exam where the positives were set off against the negatives, they would probably all have passed. To analyse the crime statistics properly will take an immense amount of time. We did not have that much time and opted to focus only on three police stations, namely Makhado, Thohoyandou and Musina. Makhado Only six murders were reported for 2017/18, which is two down from the previous year. The number of attempted murders reported is 15, which may be down from the previous year, but shows an 87% increase, judged by the figure 10 years ago. The big “culprit”, however at this station is the number of robberies with aggravating circumstances (123). In all fairness, this figure is down from 150 the previous year and 192 the year before, but over a decade, such robberies have increased by 284%. In the 2017/18 period, 37 cases of robberies at residential premises were reported, up from 22 the previous year. Over a decade, this type of crime showed a 311% increase. Robberies at non-residential premises were slightly down (24 from 34), but over the past decade this figure increased by 500%. The Makhado police seem to have some success with cases of burglaries at residential premises, but 269 cases (vs 352 the year before) might still be considered problematic. One figure that has shown a tremendous increase over the past couple of years is the number of crimes detected because of police action. These are crimes discovered following police actions, such as roadblocks. In the previous year, the police made 21 arrests for the illegal possession of firearms and ammu-

nition (up from 11). In total, 188 cases of people driving under the influence of alcohol or drugs were reported (up from 174). Judged over a 10year period, these figures have increased by 482%. Thohoyandou Thohoyandou clearly has no shortage of sexual predators. No fewer than 225 cases of rape were reported (up from 183), with 16 cases of sexual assault. The Thohoyandou police station reported 48 murders in 2017/18, one fewer than the previous year but still very high. This station reported 5,3% of the Limpopo Province’s murders (911 in total). Robbery with aggravating circumstances also went to an all-time high with 651 cases at this police station. Another disturbing trend at Thohoyandou is the number of car hijackings. This went up from 15 to 53 in 2017/18. Ten years ago, in 2008, the number of car hijackings reported was only one. Robberies at residential premises also peaked at 229 in 2017/18, much higher than the 154 cases reported the previous year. Drug-related crimes seem to be a problem in Thohoyandou, but the increase in reported cases was mostly due to police action. Thohoyandou reported 457 such cases, compared to the 337 the previous year. The police also reported 369 cases of people driving under the influence of alcohol or drugs. Musina Compared to the size of the Musina police station, the number of murders is quite high (11). This is down from 15 the previous year. The station also reported 15 cases of attempted murder and 271 cases of assault with the intent to cause grievous bodily harm. Robbers who hijack cars also produce headaches for the Musina police, with no fewer than 10 cases reported in 2017/18. Robberies at residential premises are not uncommon, with 32 cases reported (up from 17 the previous year). As far as burglaries are concerned (non-violent crime), non-residential premises seem to be the favourite targets. In 2017/18, the police investigated 182 such cases, up from 128 the year before. At non-residential premises, the figures were 102 vs the 94 the year before. The Musina police had a fair amount of success in curbing crime through their various operations. The police made 390 arrests in drug-related crimes and 10 cases of illegal possession of firearms or ammunition were opened.

By now, motorists travelling on the N1 north and south will have noticed that all construction work has ceased at both ring-road projects outside Polokwane and Musina. “The work on both Polokwane and Musina ring road projects was stopped when the notice to file for Business Rescue was issued on 14 June 2018,” said Mr Vusi Mona, general manager of communications at the South African National Road Agency. This was in response to a media enquiry by the Zoutpansberger as to why construction work had stopped. Mona was referring to construction giant Basil Read’s application for business rescue after they had run into financial distress regarding their cash flow. The company had been appointed as the main contractor on both projects. Basil Read was placed under business rescue a day after their application on 15 June. The same

day, John Dymoke Lightfoot and Siviwe Dongwana were appointed as the joint business-rescue practitioners tasked with devising a business-rescue plan to help keep Basil Read’s doors open as opposed to having the company liquidated. Since Basil Read was placed under business rescue, awaiting possible funding, several meetings have taken place between the company’s business-rescue practitioners and the company’s creditors and other stakeholders. Part of the process also included the submission of a business-rescue plan on 20 August. “There was a meeting held on Monday, 3 September, were it was unanimously agreed to adjourn the meeting till 27 September. This decision was made, based on a motion put to the meeting by one of the potential lenders, The Industrial Development Corporation of South Africa Limited (IDC),” said Mona. As for the way forward regarding Basil Read’s capability of continuing with the projects,

Mona said that the SANRAL management was considering these developments and would decide in due course. “…but it is highly likely that SANRAL will await the outcome of the meeting of 27 September,” said Mona. Basil Read is at present the main contractor on seven major road construction projects, of which the Polokwane and Musina ring-road projects form part. Uncertainty exists how the current process will affect traffic flow on the N1 south and north, as well as how much longer motorists will have to endure the frustration of road works. The business-rescue plan did indicate a new anticipated completion date for the projects. For Polokwane it is 30 March 2019, and for Musina the new completion date is 30 August 2019. “The anticipated completion dates as set out above are based on best estimates provided by the company but may vary, depending on any exigencies that may arise,” reads the business-rescue report.

Residents continue to approach the Zoutpansberger about the water leakages throughout the town. Since our last report on this matter, another major long-term leak has been brought to our attention. Residents in Forestry Drive witnessed how a water leak that had been bubbling up out of the ground from an underground break for months, suddenly gain in strength and gush water in such quantity as to be audible from houses across the street from it. After reporting this leak on several occasions to the relevant authorities, nothing was done, and thousands of litres of water continued to go to waste daily. Residents want to know why these leaks are not being fixed when the town already has a problem with its potable water supply. People have complained once again that the water from the taps in Louis Trichardt has been sandy and brown for several weeks, and earlier this year people complained that it had a bad smell. With broken pipes being left to gush water for months, the excuse of old infrastructure is not making people feel any better about these problems that have been ongoing for years now. The latest complainant said that he was now appealing to the authorities concerned to “unite to restore the former glory of our town and even improve on it!” Even with this positive hope, he said that he had been phoning the municipality regularly as the water in his street continued to leak over the past months. Initially he had been promised that someone would come out to check the pipe, but his calls were later received with obvious irritation. He said that he had finally stopped phoning because he felt intimidated; instead, he approached the paper. Vhembe has long been plagued by water shortages. Almost every year a new plan is put forward that promises to fix the district’s problems once and for all. Millions of tax rands are budgeted for, but so far, the water situation in Louis Trichardt remains in shambles. At various intervals the municipality has cited theft of pipes, aging and disintegrating

pipes, workers on strike, and problems at water sources as some of the reasons for shortages, but residents want to know why so much potable water is allowed to pour into the ground for extended periods of time even after being reported many times? The newspaper asked the Vhembe District Municipality (VDM) spokesperson, Mr Matodzi Ralushai, why, if a budget existed for repair and maintenance on the water delivery system, the work was not being done. He was also asked why, if municipal workers promised to attend to problems, still nothing was done. Finally, he was also asked if the many unrepaired pipes were allowing contaminants into the town’s drinking water. Ralushai replied that the matter was receiving attention and that comments in reply to these questions would be sent, but two weeks have gone by and no reply has been received. In multiple media reports this year alone, VDM has come under fire regarding issues related to the supply of water, the maintenance of water systems, the implementation of new water schemes and the management of accounts. The hope of a normal water supply to residents is waning as the likelihood of this happening anytime soon becomes unlikely. Vhembe invested R311 million (35% of its annual operating revenue) with the now-embattled VBS Mutual Bank, of which, according to the national treasury, only between 10 and 40 cents on the rand might be recovered. Vhembe currently owes millions of rands for water and is unable to collect payment from all of those it supplies with water because of the difficulties it has with the issuing of water accounts. Residents want to know what is being done, and what will be done to address the years-long problems with the water supply. In the Vhembe Municipal Money document posted by the South African government, which is available online, the audit outcomes for the municipality for the years from 2014 to 2017 are part of the public record. Downloading and perusing the report of the auditor-general (AG) on VDM to the provincial legislature, as at 30 June 2017, is any South African’s right.

The online overview states that the AG issued Disclaimers of Opinion for the years 2017, 2016 and 2014. This means that the AG does not have all the underlying documentation and the amounts in question may be so great that it is impossible to give any opinion on all. As for Vhembe’s 2015 financial year, the AG issued an Adverse Opinion. This is expressed when the AG concludes that the annual financial statements do not present the municipality’s financial position, results of operations and cash flows in line with generally recognised accounting practices (GRAP). Going through the AG’s in-depth report for Vhembe, one finds the words “unable to obtain”, “unable to determine” and “incorrectly calculated” in most paragraphs. The VDM is included in a list presented by Dr Zweli Mkhize, the Minister of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) of a targeted group of dysfunctional and distressed municipalities. The list was published in May this year. In terms of operational budgets, overspending by up to 5% is usually condoned, and overspending in excess of 15% is considered a sign of high risk. Vhembe overspent 58.1% of its operating budget for July 2016 to June 2017. A municipality is expected to ensure “that infrastructure is maintained, so that service delivery is not affected”, as per the Municipal Systems Act (32 of 2000). Vhembe spent only 0.67% of its repairs and maintenance budget for the same period. The budget existed - they simply did not use it. A whopping 63.58% of “spending not budgeted for or that was not related to the municipal department’s function” was listed as fruitless and wasteful expenditure in the AG’s report. Between July 2016 and June 2017, Vhembe’s income was listed as 13.53% being generated locally, and 86.47% received from the national government. The AG notes this difference while saying that municipalities should not be too reliant on transfers and grants from other spheres of government, which Vhembe clearly is. The normal range for spending on staff wages is between 25% and 40%. With Vhembe coming in at a staff wage

With Vhembe now officially listed as a distressed and dysfunctional municipality, Mkhize is going to be focusing on municipal underspending to try and find out why municipalities such as Vhembe are not using grants, such as the municipal infrastructure grant, that has been allocated to them. Mkhize stated that: “In the past five years since 2012-2013, a total of R3.4 billion in Municipal Infrastructure Grant transfers were stopped and reallocated from underspending municipalities to better-spending municipalities. This was not ideal, as it tended to penalise municipalities with a lower capacity, hence punishing the poorer communities.”

MC Mining strikes deal with Chinese regarding Makhado Mining News

MC Mining has signed heads of arguments (HOAs) with a leading international Chinese construction enterprise, the China Railway International Group (CRIG), regarding their Makhado Lite coal mine just north of the Soutpansberg. In announcing the signing of the HOAs in a press release last week, MC Mining (formerly known as Coal of Africa Limited) said that CRIG was the international focussed division of the China Railway Group, a leading global construction company listed in Shanghai and Hong Kong. Under the terms of the HOAs, MC Mining and CRIG have agreed to negotiate a package that comprises the engineering, procurement and construction (EPC) for the Makhado hard-coking and thermal-coal project (Makhado Project), coal-handling and -processing plant, financing for 85% of the EPC costs and contracting mining operations, conditional upon the finalisation of terms and conditions by June 2019. “These include completion of the Makhado front-end engineering and design study and agreement on the EPC contract price by both parties, as well as appropriate funding on acceptable terms,” said MC Mining in the press release. According to MC Mining, the development of their Makhado Project is expected to facilitate economic growth in Limpopo. They said they would keep the market apprised of further progress with regard to the ongoing discussions with CRIG. MC Mining said that off-take discussions for hard-coking and export thermal coal

production from Makhado were ongoing with various parties. “This is an extremely positive move as it represents international recognition for the world-class nature of the Makhado Project,” said Mr David Brown, CEO of MC Mining, in the press release. MC Mining’s announcement followed shortly after South African President Cyril Ramaphosa’s investment visit to China at the beginning of the month, a visit MC Mining was a party to. Various agreements were signed between the two countries. One of the agreements include a memorandum of understanding between the South African Department of Trade and Industry (the DTI) and the National Development and Reform Commission (NDRC) of the People’s Republic of China to cooperate on international investment promotion for South Africa’s special economic zones (SEZs) and industrial parks. The

Musina-Makhado SEZ has been prioritised for implementation, and includes a 4600MW coal-fired power plant, a cement plant and other metallurgical projects. MC Mining is sure to be the supplier of coal for this power plant, should the Musina Makhado SEZ be up and running. In the meantime, MC Mining announced on Tuesday that the Department of Mineral Resources (DMR) had approved their environmental authorisation (EA) for the hard-coking and thermal-coal Makhado Project. In January this year, MC Mining applied to both the DMR and the Limpopo Department of Economic Development, Environment and Tourism (LEDET) for an amendment to Makhado’s 2016 EA, allowing for the transport of coal to the Musina rail siding by road. The approval by the DMR follows confirmation that LEDET had approved the amendment on 3 September.

Police re-arrest last escapee Police Successes

The remaining escapee of the seven prisoners who broke out of the Kutama Sinthumule Maximum Security Prison outside Louis Trichardt in October last year, has been re-arrested and is behind bars again. The 30-year-old Raphael Nyota from Harare in Zimbabwe was re-arrested during an intelligence-led operations that was conducted during the early hours of Friday, 7 September. Nyota was apprehended near the Ivory Park taxi rank in Gauteng. This brings to seven the total number of convicts re-ar-

rested after escaping from prison on 27 October last year. Nyota was imprisoned for murder and robbery with aggravating circumstances. The other six escapees who were re-arrested earlier were Chris Faku (37), Jabulani Isaac Mahlangu (32) from Pretoria, Ntshengedzeni Manukha (26) from Thohoyandou, Ntshavheni Thomas Munyai (30) from Riverside, Justice Makamo (28) from Zimbabwe and Phathutshedzo Namadodzi (34) from Thohoyandou. Provincial police commissioner LtGen Nneke Ledwaba commended the police for re-arresting all seven escapees.

This year, Ridgeway Independent School joined Rise for Climate Change, which saw events taking place all over the globe to support it. Executive headmaster Bruce Wells opened the event on 7 September with a warm welcome for guests, including representatives from Rise for Climate Change and the local business community. Wells said that it was a huge privilege for Ridgeway schools and the Louis Trichardt community to come together with the rest of the world to try and achieve the same objective for change. He explained that a green economy, as described by the United Nations Environmental Programme, “can be defined as one that results in improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities”. In her welcoming address, Astrid Fourie, the organiser of the event and representing the Eco Gecko Club, said that things such as the burning of fossil fuels, coal for energy, and toxic waste dumps were all releasing large amounts of greenhouse gases into the atmosphere and making the earth hotter and hotter. “Right now, our planet is in crisis,” she said. “Our world is actually sick and running a very high fever. It is estimated that by the end of this century, we will be two degrees warmer.” Astrid finished by saying that “…it is time to say stop. It is time to take action. Today we rise in solidarity with millions of people around the world and make our voices heard.”

The children opened the show with a beautiful rendition of We are the World, followed by a play showing how cutting back on fossil-fuel-generated electricity can help the planet, and a final display of traditional dancing that received wild approval from the audience. The event closed with closing remarks from deputy head Mollie Madziva, who said in her invitation to the community to join that “Today’s young people face the greatest burden from climate change yet had no hand in creating it. Leadership of youth against crisis is critical, to hold adults and elected officials accountable, to take meaningful action against climate change.” Ridgeway Independent School and Ridgeway College were part of the Global Action Summit held in San Francisco, where a delegation of African leaders from three countries represented the continent. Video footage from the event held at Ridgeway will join the videos and photos of those around the world who took part in Rise for Climate Change 2018. On 14 September 2018, the petitions signed and collected by Ridgeway and all the other schools, municipalities, businesses, and civil societies around the world will be presented at the Global Climate Action Summit. Astrid encourages members of the community to follow the Rise for Climate Change movement online and support both Ridgeway and their cause. “Next year, petitions will be localised,” she said. “The school will be approaching actual companies that pollute to encourage them to find cleaner ways to protect our children’s future.”

Gimnaste van die Louis Trichardt Gimnastiekklub het op 7 en 8 September deelgeneem aan die Limpopo Gimnastiekkampioenskappe wat saam met Noordwes in Brits aangebied is. Afgeneem is plaaslike gimnaste wat as provinsiale kampioene uit die stryd getree het. Van links na regs staan Christiaan Nel (Vlak 6, 16 jaar en ouer), Iné du Plessis (Vlak 5, 18 jaar en ouer), Dimpho Matswiki (Vlak 4, 12 jaar), Karla Kotze (Vlak 4, 7-8 jaar) en Francois Nel (Vlak 4, 7-8 jaar). Hierdie groep gimnaste van die Louis Trichardt Gimnastiekklub is almal ná afloop van die provinsiale kampioenskappe in Brits die afgelope naweek opgeneem in die Limpopo-span wat vanaf 1 tot 6 Oktober gaan deelneem aan die Suid-Afrikaanse Kampioenskappe in Pretoria. Voor, van links na regs, is Jessica Taylor, Jannes van der Goot en Luan Kotze. In die middel is Kelly Matswiki, Johestie Muller, Jessica van der Merwe en Clarissa du Preez. Hoërskool Louis Trichardt se eerste krieketspan het rede om trots te wees nadat hulle Dinsdag vir Hoërskool Ben Vorster met 44 lopies geklop het. Triegies se top kolwers was Philip ApeaAdu, wat 44 lopies aangeteken het, en Marko Kotze met 46 lopies. (Contd from P1) He was fitted with his first set of blades on 27 September 2012 and since then, in addition to representing the Jumping Kids Prosthetic Fund at various events, his new career is liberally sprinkled with highlights and accolades. These include the winning of many gold and silver medals, the setting of new world records, including the 100m T42 in 12.01 seconds and the 400m T42 in 49.92 seconds. He was selected to represent South Africa at the Rio 2016 Paralympic Games and was awarded Sportsman of the Year with a Disability at the 2016 Gauteng Sports Awards. Ntando remains humble in spite of his superstar sportsman status. His advice to children living with disabilities is “Remember who you are and where you come from and grab all the opportunities that come your way. Before becoming a Jumping Kid, I could not do anything, and now, after receiving my prosthesis, I can do everything.” Lunches were provided by the Makhado Municipality and all events and races went off smoothly. Children from Tshilidzini who won the dance-offs received new cellphones, sponsored by GG Horse Riding. The children loved SABC2 cameraman Elliot Sijovu, who spent the day filming the events for that channel’s Beyond Boundaries series and made sure that he got clear views of their winner’s medals. Six-a-side tournament next Saturday The Louis Trichardt Cricket Club will be hosting a six-a-side tournament on Saturday, 22 September. The first matches will start at 08:00 with the final clash scheduled to end at 18:00. The event promises to be a fun competition with several exhibitors displaying goods next to the field. Food and soft drinks will also be for sale at these stalls. Business teams that still want to enter the competition must contact Naomi Phillipson (082 4847622) or Morné Olwage (079 5284929) as soon as possible. Some space is still available for businesses that want to use the opportunity to display their goods. The club has invited all cricket lovers to support the event.

On Saturday, 8 September, Team IS Ability, in partnership with the Makhado Municipality, hosted a day filled with events for abled and disabled competitors of all ages at the Louis Trichardt High School sports grounds. The day was filled with activities, the first of which was when Vhutuhawe Nemutandani (9), who is currently a pupil at Tshilidzini Special School in Thohoyandou, was fitted with two prosthetic limbs, courtesy of the Jumping Kids programme. Harcourts Limitless and the Harcourts Foundation sponsored R20 000 towards Vhutuhawe’s new mobility, and their representatives, Rudzani Ramovha, Veruska Steyn, Marita Gibson and Margaret Sparrow, were present on the day to hand the cheque over.

With Team IS Ability for the day were South African Paralympic champion Ntando Mahlangu, Tsepang Joubert from Johannesburg (who is an arm amputee and has been taking part in athletics since 2012), Tebogo Mofokeng from Winterveldt (who is a bilateral below-knee amputee) and Daniel du Plessis (also a below-knee amputee), both of whom started athletics this year. These young athletes showed Vhutuhawe the ropes, and it soon became obvious that the freedom these prosthetics give to people who have previously had their mobility severely constricted has changed another life. Also there from Team IS Ability was Kotie Potgieter. Kotie represented IS Ability sports club in 2017 in Portugal at the International Wheelchair and Amputee Sport Federation (IWAS) World Games after winning two gold and one silver medal in the South African national championships. Tsepang, Ntando and Daniel warmed

up before the exhibition race while treating the crowd to somewhat of a line-dance over the finish line. Daniel said that he had never done sport at school because his legs had been malformed and weak, but when he received his prosthetic limbs after amputation, he was encouraged to start running, and so he did. His first 100 metre attempts were completed in 15 seconds; he is now running sub-12 and aiming to go even faster. His testimony is that “the Lord has blessed me, and all that I want to do with his running is to give the glory back to the Lord Jesus Christ”. Ntando was born with fibular hemimelia (the congenital absence of the fibula bone) and spent his early years wheelchair bound until 2012, when his legs were amputated through the knees and fitted with prosthetics. Cur-

rently, Ntando is a Grade 10 student at Afrikaans Hoërseunskool in Pretoria and lives with Johan Snyders (the director of Icexpress and founder of Jumping Kids). Johan and his wife have “four sons, three of our own and Ntando, who is like one of our own”. Ntando has not wanted to stop running since he was fitted with his first set of prosthetics, about which he commented that taking his first step was the best feeling ever because he could suddenly look people in the eye and use his hands. Tsepang Joubert, a Team IS Ability member from Tsakane in the East Rand in Johannesburg, is an arm amputee and he spent a lot of time with South African Paralympic superstar Ntando Mahlangu (16), with local IS Ability team member Sandy James. Ntando the recipient of the prosthetic limbs from Jumping Kids and Harcourts encouraged children with disabilities to take all opportunities to be the best that they could be in life, while remembering Unlimited, Vhutuhawe Nemutandani (9).
