Road works continue to frustrate local motorists By Isabel Venter

Road works on the Louis Trichardt/Thohoyandou road continue to frustrate local motorists. Last week, the Zoutpansberger reported on motorist’s concerns regarding a lack of safety measures where road works are being done. There was more than one local motorist who felt that there is no effective control at the road works. After the article was published, more readers came forward with similar complaints. “I use that road on a daily basis. It’s a disaster. The controllers are somehow not communicating at all. It has happened on several occasions; when you would meet other cars in the same lane,” wrote Mr Thapelo Mohlake on the Zoutpansberger’s Facebook page. Another resident, Mr Johan Fourie, was flabbergasted and said that he cannot comprehend the contractors’ need to close a 5km stretch of road when they are only working on a 100m stretch. The South African National Roads Agency Limited (SANRAL) this week commented on the situation. In as far as the actual road works were concerned, SANRAL said that their contractors finish the work Frustration is mounting among motorist frequently using the Louis Trichardt/Thohoyandou road which is currently under construction. The biggest complaint is the lack of control at stop-and-go that they have started on the same day, except for when the surfacing is 30mm deep. “All the base points, causing a dangerous situation. patches, which require that a layer be dig out, is finished on the same day. Apparently, he was on his way to Louis Trichardt to meet with the contractors in person. Mona did, however, confirm that the project, which will entail the resurfacing of the national route R524 Section 1 from the N1 to Mahodlongwa (km 35.8) and Section 2 from Basani to Punda Maria Gate (km 34.6), is expected to be finished by June this year. In the meantime, Reverend Petrus Kriel, this week again complained to the Zoutpansberger about his frequent near misses traveling on the road as both lanes are opened to allow traffic to flow through on a single lane. He uses the road daily, traveling between Levubu and Louis Trichardt.

Rowers slaan toe

SEZ will not to be another “white elephant” deal By Andries van Zyl

implementation manager for the Musina/Makhado SEZ, working on contract basis for the Limpopo Economic Development Agency (LEDA). Fenn assured the local business fraternity that the SEZ is coming to the Soutpansberg. “We are going to be developing over the next thirty years. We already got R40 billion invested. That is the first phase. In the end of the day, we are looking at an investment of over R400 billion.” Fenn said. He, however, touched lightly on the exact details of the project, stating that within the next four to five weeks, he will sit down with the Chamber of Commerce to give a detailed explanation of the

project and to address doubts and possible fears. Another contentious issue highlighted by residents during the evening, was whether the project will indeed create 20 000 job opportunities “as advertised”, the argument being that if the Chinese are to invest that amount of money, then surely they would want to bring in their own skilled workers? “We are very aware of the foreign stake in the local market,” Fenn said, adding that government is aware of the fears and are addressing the issue of jobs through agreements. “They must use local people. If they say: No, our spinoff is that we train people, this training can’t stop after six years. You

3

must train on a continued basis. And you don’t just train gardeners and operators. We would like to see engineers, business people, medical staff and things like that,” Fenn said. Ms Lulama Tshabalala, a member of the Limpopo Tourism Agency’s executive for tourism and marketing who also attended the evening, added to Fenn’s comment, stating that indeed government does take the issue of local job creation seriously. “The Limpopo government said no, you are not bringing your own people,” said Lulama. She added that the provincial government has good plans in place to protect local jobs.

While many residents eagerly await the realisation of the Makhado/Musina Special Economic Zone (SEZ) as approved by government in July last year, others remain very sceptic about the whole project. The Makhado/Musina SEZ is reported to attract an investment of more than R40 billion for the establishment of an energy and metallurgical industrial park near Mopane between Louis Trichardt and Musina. The industrial park will include a power plant, as well as coking, ferrochrome, ferromanganese, ferrosilicon, pig iron metallurgy, lime, steel and stainless steel plant. The investment is to be made by Chinese company Shenzhen Hoi Mor Resources Holdings Ltd. They signed a cooperation agreement regarding the Musina/Makhado SEZ with the Limpopo Economic Development Agency (LEDA) on July 28, 2016, in Beijing. Many residents may, however, remember the huge fanfare that was made in March 2003 when the Makhado Municipality signed a twinning agreement with the city of Dandong in the People’s Republic of China. Part of this agreement entailed a R103 million investment by the Chinese for the establishment of a colour steel and sheet metal factory in Louis Trichardt’s industrial area. The area was to be developed as an industrial park. Back in 2003, the colour steel project was paraded as one of the municipality’s flagship developments. Boasting some 200 local job opportunities, the factory was supposed to be fully operational by January 2004. To date, this development is just another example of a “white elephant” deal. With the municipality flogging off 14 of their industrial erven, comprising 14,4ha at a price of a mere R288 000 back then for the construction of the factory, the property is today still as barren and undeveloped as the day it was sold. To shed more light on what exactly government has planned regarding the SEZ, the Soutpansberg Chamber of Commerce held a business evening With the Makhado Municipality flogging off 14 of their industrial erven in 2003 for the construction of a Chinese colour steel factory, the property on 16 March, inviting among others Mr Lance is today still as barren and undeveloped as the day it was sold. Most of the palisade fence surrounding the property has also since been stolen or Fenn. Fenn is the infrastructure, planning and carried away as scrap metal.

Local rhino owners seem to think so, confirming this week to the Zoutpansberger that they welcome the court’s decision. Last Wednesday, 5 April, the court upheld a previous ruling that the 2009 moratorium on the domestic trade in rhino horn, should be lifted. It is widely regarded that the ruling is in favour of private rhino owners and makes it legal to buy and sell rhino horn within South Africa. Conservationists, however, believe such trade could be disastrous for rhinos. They question whether the government has the funding, capacity or expertise to regulate a legal domestic trade and at the same time continue to police an illegal one. wel aan ‘n ene Reuben behoort het.

see a way forward to take care of rhinos,” said the couple. “If the sales are properly regulated, the illegal trade will eventually subside, even though we think that rhino poaching will never be completely rooted out, we believe that the legal trade will dramatically decrease poaching because there will now be legal rhino horn stock available for those who want to buy it,” said the Ficks. The couple was, in fact, considering selling off their rhinos if the situation remained unchanged this year. “What the public and for that matter the NGO’s and conservation groups don’t realize is that private rhino owners can also be considered as conservationists,” explained the couple. Taking care of rhino is getting exceedingly expensive, especially in parts of the Soutpansberg that had little to no rain the past two years. “Apart from heavy security measures, we also had to feed our rhino, and we do it – like most other private owners – without any financial assistance from the government,” said the couple. Another private rhino owner and avid advocate for the conservation of rhino, Me Carmela Lattanzi, this week also welcomed the court’s decision. “I think there are a lot of people who, like me, don’t like the site of a dehorned rhino; but even that is preferable to a poached rhino,” she said. Another local group, the Limpopo Rhino Security Group (LRSG), that represent several private owners in the Soutpansberg, concerned solely with the protection of the rhino said: “All members of LRSG are custodians of rhinos and are on the forefront of the war against rhino poachers. We are on the ground fighting. We come face to face with poachers, risk our lives, and risk our families all to protect this beautiful animal.”

Ek het gevoel my

Remember to book for visit to KNP Notice

Visitor management is a vital part of ensuring the best possible experience for all visitors to Kruger National Park over the coming Easter Weekend from 13 to 17 April. With this in mind, South African National Parks (SANParks) reminded day visitors to the Kruger National Park (KNP) that daily quotas will once again apply at the entrance gates. Visitors are urged to make pre-bookings for their visits prior to their arrival and there are three time slots, namely 06:00 to 08:00, 08:00 to 10:00 and from 10:00 onwards. “The day visitor quota for the park is a management tool to maintain the carrying capacity of the park and is always in place throughout the year, though we turn to emphasize during long weekends and holidays because of the volume of visitors we usually get during those times,” said SANParks in a press release. Visitors will be able to book up to 80% of day visitor quota per gate via SANParks reservations offices and online at www.sanparks. org. Pre-booked day visitors will get preference over non-booked day visitors at the gate. “For busy periods, such as the Easter Holidays, we aim to better manage the volumes that we expect, as well as our visitors’ expectations. The three different time slots are aimed at improving the spread of vehicles and, as far as possible prevent unnecessary waiting periods at gates”, said Mr William Mabasa, SANParks’ acting head of communications. Pre-booked day visitors must ensure that they arrive within the time slots, as per their reservation. Arriving outside the booked time slot, will be regarded as non-booked and therefore will not receive preference. These bookings can be changed as well through SANParks Reservations offices if

for some reason one decides to do so. Mabasa also reminded visitors to read the permits which they receive at the gates, because all the rules and regulations of the park are clearly stipulated on these documents. “Please do not bring liquor with you because the alcohol ban on public areas in the Park is a permanent rule which is enforced at all times. Other park rules are intended to ensure a safe and enjoyable experience and hence must be adhered to at all times whilst in the park with special emphasis on adherence to speed limit and littering,” Mabasa advised. Day visitor pre-bookings are subject to a non-refundable booking fee of R38 per adult and R19 per child. Day visitors who have pre-booked will still be required to pay conservation fees or use a valid Wild Card to enter the Park. The conservation fee for SA residents is R76 per adult and R38 per child between ages 2 to 11. ZOUTPANSBERGER, 14 APRIL 2017

Wie weet waarvoor hierdie houertjies gebruik is?

Make sure your tyres are road trip ready this Easter Road Safety

For those planning to travel long distances by car during the holiday season, tyre safety should be a top priority. According to Arrive Alive, failure to attend to tyre safety is a vital factor in thousands of road accidents every year. Furthermore, research by the Council of Scientific and Industrial Research (CSIR) indicates that nearly 20% of accidents involving minibuses have tyre failure as a contributing factor. It won’t help if you have the best brakes on the market, but your tyres are worn. Stacey Davidson, director at REDISA (Recycling and Economic Development Initiative of South Africa), says there are small habits that motorists can adopt to help remain safe on the roads. These

include checking tyres regularly for punctures, cuts and bulges. “You also need to take extra care when travelling during the holiday period because of increased traffic volumes, congestion, fatigue and people driving in unfamiliar environments,” said Davidson in a press release. Davidson believes that improving driving habits and tyre maintenance will go a long way towards saving lives during the Easter period. Before you get into your car and head to your destination, follow these tips to make your travel a safe and pleasurable experience for you and others on the road: Check your tyre pressure on a cold start or before a long journey You’ll find the correct pressure for your vehicle in your operating manual, under your fuel cap, on the inside of the door or in the cubbyhole.

If your tyre’s side wall is damaged, you must replace it Check regularly for any signs of irregular wear, any sharp objects lodged in the tread and any cuts, tears, cracks or bulges. Check for damage or uneven wear on all four tyres, on both sides of the tyre and on the wheel rims. Under-inflated tyres use more fuel, so check the pressure You’ll need an accurate pressure gauge. Take off the dust cap on the valve, fix on the pressure gauge and make a note of the result. If your tyre needs extra air, you should inflate it using an air pump at

home. Under-inflated tyres use more fuel. If the tyre is over-inflated according to the pressure chart, you can allow air to escape whilst the dust cap is off. Check that your tyre pressure is correct and equal Never rely on the eyeball method to gauge air pressure in tyres. Next to the vehicle’s brakes, the tyres are the most important safety parts of your car. If there is an imbalance in the tyre pressure there could be a risk when braking and negotiating corners. In addition to putting you at risk of an accident, poor tyre pressure can also affect fuel economy, comfort and the life of the tyre.

V

Residents of Vuwani, whose area was merged with areas of Hlanganani and Malamulele to form the new municipality entity, Lim 345, are blaming President Jacob Zuma for their woes. The residents, whose area has suffered losses amounting to more than half a billion rand when schools and other properties were set alight and damaged during violent protests last year, have on Friday joined the countrywide chorus that Zuma must be removed as president of the country. The residents say Zuma is taking sides in the Vuwani

stalemate, by keeping quiet as if nothing was happening, but he took an active interest when the people of Malamulele were protesting to have their own municipality. Speaking on condition of anonymity, residents said Zuma had visited the area of Malamulele during the height of the protests and promised them that government would intervene. “Soon after that, the Demarcation Board ruled in favour of the people of Malamulele. He can do the same here, but because he is corrupt to the core, he is selling the people of Vuwani out,” they added. “The honourable thing he can do is step down and maybe a new president would be interested in solving this problem,” said a community member. Community leader and Pro Makhado Task Team spokesman, Mr Nsovo Sambo said the residents have vowed to continue with a shutdown until their problems are solved. The shutdown will resume after the Easter holidays.

Driver strike leaves some commuters stranded By Prudence Bopape

Several reports were received on Wednesday of workers in the Vhembe district unable to go to work because of the nationwide bus strike. It does seem, however, that the strike did not have a dramatic impact on commuters in the northern parts of the country. It was mainly commuters using Great North Transport, that were left stranded. According to the marketing and business manager of Great North Transport, Mr Patrick Monkoe, their buses were not operating on Wednesday. He expressed the hope that everything will continue as usual the following day. “We apologise to all our customers and hope the situation will be resolved sooner rather than later,” he said. He added that they are at present locked in discussions with the South African Transport and Allied Workers Union and other unions to help minimize the effect of the strike. They are also

negotiating with the drivers individually. Ms Tintswalo Rikhotso, who travels from Basani near Bungeni to Louis Trichardt, said that she was unable to go to work on Wednesday, as the bus that she normally catches around 6:00 did not show up. A visit to the Thohoyandou bus rank, the main rank in Thohoyandou, showed that all companies were operating and drivers reported for duty. The drivers transported their passengers as usual and went to the Sasol garage in Thohoyandou where they held a meeting with the employers. Commuters say they fear that if the talks do not go well they might have to seek alternative transport when they knock off from work. In Mamvuka village, Mulaudzi Bus Services were operating in the morning. Commuters weren’t sure if the buses will pick up them later in the day. Most of them were delighted to see the buses in the morning. According to reports, buses were fully operating in the Kutama and Sinthumule areas.
