hile has three distinctive zones:

1. Continental Chile: It has its north limit with Peru, its east limit with Bolivia and Argentina adding up 6,339 Km of land frontier until the south with the Drake Passage.

2. Insular Chile: It is a group of islands with a volcanic origin located in the South Pacific Ocean: Juan Fernandez archipelago, Desventuradas islands located in South America, Salas y Gomez island and Easter island located geographically in the Polynesia. 3. Antarctic Chilean territory: it’s a territory of 1,250,258 Km2

The country is an active member of the UN family of agencies and participates in UN peacekeeping activities. It is currently bidding for a seat on the UN Human Rights Council. Chile hosted the Defense Ministerial of the Americas in 2002 and the APEC summit and related meetings in 2004. It also hosted the Community of Democracies ministerial in April 2005 and the Ibero-American Summit in November 2007. An associate member of Mercosur and a full member of APEC, Chile has been an important actor on international economic issues and hemispheric free trade.


SEISMIC COUNTRY

C

hile is located in a zone with a high probability of earthquakes, and it has several volcanoes which belong to the Pacific Ring of Fire. This phenomenon is created by the subduction process of the Nazca and Antarctica plates with the South American plate. The Chilean coastlines have a history of huge earthquakes originated due to this subduction process as the Valdivia earthquake of 1960 which achieved a 9.5 magnitude in the Richter scale.

The 2010 earthquake in Chile was an earthquake which occurred at 03:34:14 local time (GMT-3) of Saturday, 27th February. It achieved an 8.8 magnitude in a Richter scale.

The epicenter was located in the Chilean sea around 150 Km northeast from Concepcion, 63 Km southeast from Cauquenes, and 30.1 Km below the earth’s crust. The quake was felt in much of the Southern Cone with different intensities as places like Buenos Aires, and Sao Paulo in the western side. The most affected zones were the Chileans regions of Valparaiso, Metropolitan area, O’Higgins, Maule, Biobío and La Araucanía which have more than 13 million of inhabitants, around 80% of the Chile total population.

tudies from The Latin America Information Society shows that Chile remains as one the country with the highest degree of progress with respect to an indicator called Information Society (ISI in Spanish ). This indicator is constructed quarterly by the Everis consultant. The ISI indicator for Chile has remained the highest in Latin America, with a growth of 3.3% annually. Chile has had the highest score in the region with a 5.76 (with 10 as the highest rate).

Security At present, Chile has a high civic safety rate, thus considered the safest country of the continent. According to a research made by the prestigious international consultant company, Price Waterhouse Coopers, Chile (among with the United States) is the second more transparent country of the world to do business. Taxes and Benefits As a way of encouraging tourism, Chilean legislation stipulates that non-resident foreigners don’t have to pay a value added tax (19%) in hotel rates. This is valid for payments made in cash and credit cards. In addition, if an event is labeled of ‘national interest’ further privileges such as tax rebates and sponsorships can be obtained.


Weather

Santiago is a city surrounded by hills and mountains that produce a temperate Mediterranean climate, mild and dry, without unbearable temperatures. In the winter (June to August) is possible to find the lowest temperatures which are 8º C as average with occasional rain, with snow in the mountains which enables to play snow sports like skiing and snowboarding on the slopes of the Andes, just a couple of hours away from the city. The summer season is dry, and it is between the months of December to March, with an average temperature of 29 º C. Its humidity levels are low, therefore Santiago has an exceptional climate, there are no extreme conditions since winter does not snow in the city, there are no thunderstorms neither hurricanes.

The Santiago›s surroundings offer several options to organize tours before or/and after any conference, offering different option from the snow, vineyards, beaches, mountains, and national parks which give to the visitor a range of activities with various alternatives for delivering an unforgettable experience. CasaPiedra encompasses 10 halls of varying sizes and features. All such halls are suitably air-conditioned and fitted with a foyer area, independent access and sizable verandas. Its Fair Pavilion is an indoor heated structure with a total area of 12,000 m2, which is divisible (for use purposes) in 3 equal spaces of 4,000 m2 each. These are Hall 2, Hall 3, Hall 4.

ACHISINA CHILEAN ASSOCIATION OF SEISMOLOGY AND EARTHQUAKE ENGINEERING

T

he Chilean Association of Seismology and Earthquake Engineering, ACHISINA, is created in 1963 as a consequence of the large earthquake that occurred in southern Chile in 1960, and the interest of an outstanding group of national engineers and seismologists. The association is established as a private nonprofit corporation, whose statutes established the following objectives:

•To promote and disseminate knowledge, research and development of seismological and earthquake engineering. •Coordinate the work relevant to this effect from different countries and disseminate the results obtained. •Promote national and international conferences for the diffusion of scientific and technical work. •Encourage the development of personal bonds between members of the Association. •Represent its members or associates at the International Association for Earthquake Engineering (IAEE). Since its foundation ACHISINA has been chaired by the following professionals: Rodrigo A. Flores (1963 - 1978), Patricio T. Ruiz (1978 - 1986), Elias L. Arze (1986 - 1993), Thomas B. Guendelman (1993 - 2000), Marcial S. Baeza (2001 - 2011), Patricio C. Bonelli (2012 -) The first board of ACHISINA was formed by the outstanding professionals Rodrigo Flores (President), Arturo Arias (Vice-President), Lautaro Ponce (Secretary), Julio Ibanez (Treasurer) and Cesar Barros (Director). To comply with its mission, ACHISINA represents the country at world congresses of the discipline. It should be noted that in 1969 Chile was the host of the fourth world conference on earthquake engineering. One of the most relevant activities of the Association is the organization of the National Seismology and Earthquake Engineering Workshops (now Congresses), which have been attended by prestigious national and international professional experts.

16th WORLD CONFERENCE EARTHQUAKE ENGINEERING IN CHILE In summary, we strongly believe, and we have pointed out in this book, that Chile is the best option to host the 16th World Conference Earthquake Engineering because of:

1. Our history is shaped by the occurrence of earthquakes whose magnitudes are among the largest historically recorded to date, even recently, during the morning of 27th February 2010, the inhabitants of much of continental Chile were abruptly awakened by an earthquake of 8.8 magnitude on Richter scale, that earthquake was ranked the 7th in magnitude (recorded since 1900). The quake left a toll of 523 people dead and 24 missing, many of them as a result of the subsequent tsunami which hit the Chilean coast. This showed the demanding global seismic standards to be met by any buildings, all of these led by the experience and multiple studies conducted by national and foreign specialists who see in the Chilean universities and institutions in this area as great opportunities for further development of technologies that are used worldwide.

2. Chile is rated as the safest country according by the Competitiveness Forum of the Americas 2011 version, besides it has been the second-largest foreign investor in the region with a solid management of its economy that has allowed Chile enter to the select group of OECD countries (Organization for Economic Cooperation and Development). This only reinforces the confidence to confirm Chile to be host of global conventions because it has the necessary infrastructure as airports, roads, hotels and convention centers world class.
