APARTMENT BLOCK COULD OVERSHADOW CEMETERIES

JQH has objected to planning permission for a 7-8 storey development on the following points: 1. The change of use from Industrial to residential use on the Mr Tyre site in Pitsford Street takes away some employment from the area. 2. Although this site is not actually within the JQ Conservation Area, it must be considered as ‘Adjacent to’. When drawing the boundary, the line had to butt up to both Key Hill and Warstone Lane Cemeteries (Grade II and Grade II* listed) and to the edge of Vyse Street which is the main street in the Golden Triangle, but it left a ‘gap’ in Pitsford Street. 3. As ‘Adjacent to a Conservation Area applies, the JQ Conservation & Management Plan must be recognised, also the Design Guide, which allows buildings up to four storeys in height with red brick and slate roofs etc. The proposed height

and materials do not follow these guidelines at all. 4. The modern seven storey buildings depicted in the Planning Application are not ‘drawn to scale’ but classed by the developer as ‘typical’ (maybe) sketches of the type of buildings that may or may not be built. Totally unacceptable! 5. The proposed block of flats would be highly visible from both cemeteries, completely overwhelming them and would be clearly seen from inside The Golden Triangle, which is the most concentrated area of jewellers and associated trades and also the main tourist and visitors area, containing most of the Grade II Listed buildings. 6. There is a missed opportunity to link the two cemeteries together instead of dividing them - with a parkland/green space recreation area which is urgently needed for the 10,000 to 15,000 residents already living in the area. In the slum clearances of the 1930s, the city fathers decided families should have access to plenty of space, light, fresh air and even gardens. Residents, Historic England and the

Many times in the past I have been asked - “How do you know you have arrived in the JQ”? Easy these days - first people you are likely to see are Traffic Wardens - they are always present here; their main aim is to deposit something nasty on your windscreen. You can also ‘hear’ you have arrived - with the screeching of the gulls who also enjoy depositing something nasty on your windscreen! If you are unlucky enough to have a gull mess on top of what a traffic warden has already stuck on your windscreen, then you are indeed unlucky, not only do you have a nasty mess to clean up, but it will cost you £60 as well! On the drive home, you notice vehicles parked across run-ups, or completely blocking pavements and on grass verges, churning up mud on wet days, but never ever do you see a traffic warden on any of these streets. Is it because the Jewellery Quarter is within easy walking distance of their base perhaps - who decides on their territory each day?

I note the massive Islington Gates development got through planning in August. Just hope the Mr Tyre application doesn’t get such an easy ride the proposed 7/8 storey building will be highly visible from the edge of the Golden Triangle and both cemeteries - I know that many objections have been lodged, including one from The Victorian Society.

Help Needed to Clear our Cemeteries In July 2016 Hockley Flyer No 360 we reported that there were plans to restore Warstone Lane Cemetery and Key Hill Cemetery with the help of HLF funding. Central to the scheme is a new ‘garden of memory and reflection’ on the spot where the St Michael and All Angels chapel stood before it was demolished in 1958 after being damaged by bombs in World War II and remedial work will be carried out to the catacombs and the railings cut down and removed for the war effort will be replaced. The funding will not however include the cleaning and general maintenance of the cemeteries before, during, or on completion of the work nor the continuation of the wonderful research work that is still being undertaken by the Friends. It is now September 2017 and the HLF funded work will be going out to tender towards the end of the year under the supervision of the Council (a

The Hockley Flyer has offered some help to the Friends of Key Hill Cemetery & Warstone Lane Cemetery and Mark is their new IT Executive - he is constructing a brand-new website which will be up and running shortly. With the thousands of residential units built already plus several thousands more in the pipeline, these cemeteries will be the ‘lungs’ of the area. It has been suggested that as it has proved impossible to restore the Crimean Gardens at Summer Hill, a patch could be cleared and snowdrops planted (snowdrop bulbs were found growing in the blood-soaked battlefields of the Crimean War and introduced to the UK by returning soldiers) together with an interpretation board. We feel sure that there must be some ‘frustrated gardeners’ living in the thousands of apartments who would love to feel some soil between their fingers and take part in cleaning up the cemeteries (under supervision of course). A New ‘Gem’ of a Booklet by YBA Publications A very colourful and attractive booklet has been published by YBA Publications. Although only 20 pages it is packed with information about Birthstones. Its origins are with The Hockley Flyer where for 12 issues we ran the corresponding month’s Birthstone and their Myths and Legends. Throughout the ages, gemstones have fascinated Mankind. Lots of myths, legends and lores have evolved around them. Some of our ancestors believed they had mysterious hidden powers and healing properties, which were bestowed on the wearer. Even today, some of these beliefs still exist. Included in the guide are brief details of the largest stones and Myths & Legends. Gemstones are fascinating in more ways, we all know diamond is the hardest known natural stone, but what about the oldest diamond? Scientists have found Zircons date back as far as 4.375 billion years, and considering the planet is 4.54 billion years old, they have survived countless trips down rivers, heating, squeezing and tectonic plate rides buried deep in the Earth’s crust and back to the surface. As early as in July, the booking figures for the 2018 edition (February 16-19) are nine percent up on the previous year’s level (+ 8 percent for space). Prominent labels

The gilded bronze statue of Boulton, Watt and Murdoch has been carefully removed from its position on the edge of Centenary Square to be stored in a secret safe hide-out until the work has been completed to install the Midland Metro Tramline and other alterations to the City Centre. Also removed, although sadly to return later, is the leaning ‘Iron Man’ statue - much hated by most. May it ‘rust in peace’ - the Square looks so much better without it! Tributes to James Watt, Joseph Priestley and Thomas Attwood have already been removed from Chamberlain Square due to the Paradise Circus Development. The work should take approximately twelve months.

Joseph Gillott was brought up in Sheffield in 1821, and his first job was forging and grinding pen-knives but when the Napoleonic Wars caused a slump in the knife industry, he moved to Birmingham in 1821 to work in the steel toy trade. Around 1827 he began to experiment making steel pens in a tiny workshop in Cornwall Street. Later he moved to Church Street and then to larger premises in Newhall Street. Eventually he moved to his newly built factory - Victoria Works situated at the corner of Frederick Street and Vittoria Street and fronting on to

Victoria Works, bordering Frederick Street, Graham Street and Vittoria Street, built c 1830 as a Pen Factory for Joseph Gillott.

Joseph Gillott perfected the technique of making steel pen nibs by machinery, thereby cutting prices dramatically. In the year 1870, the Victoria Works employed over 500 workers and Joseph Gillott became one of Birmingham’s wealthiest entrepreneurs. A patent No. 6169 exists, dated 1831, of an invention by Joseph Gillott that gave the nibs elongated parallel points which allowed the nib to retain its fineness down to the shoulder and the No.7321 dated 1837 for Windle and Gillott’s Specification for Metallic Pens, aimed at giving greater elasticity to pens. Then in 1881, they introduced an exciting new range of School and Public pens made of quality material, which were especially adapted to their use with different degrees of flexibility and with fine, medium and broad pens. By 1881 the company had offices in London and New York. Joseph Gillott & Sons became a limited private company in 1926. The scale of Victoria Works cannot be appreciated from Graham Street. The long curtain wall (with its semicircular pediment commemorating Queen Victoria’s Golden Jubilee 1887) should be followed into Vittoria Street where an entrance to the left reveals an immense building, which looks ‘something like a large asylum, a little like a manufactory and more September 2017

like a hospital than either’. At one time, they employed 600-700 workers in spacious, lofty and airy workrooms, but for ‘moral considerations, females are parted from males or under supervision’. In 1852 Joseph bought the Rotton Park Estate in Edgbaston which he later developed. In 1955, Joseph Gillott & Sons moved to a new factory in Dudley and became part of Alexander (Silverthrone) Ltd., but they retained the name ‘Victoria Works’. The reason given for the move was that they had outgrown the factory in Birmingham. Joseph Gillott developed interests in collecting pictures, shrubs, precious stones and violins. A personal friend of Joseph Gillott wrote of him: “His chief characteristics were remarkable quickness and accuracy of observation, wonderful shrewdness, common sense and frankness, boldness in decision and enterprise, rare mechanical skill and constructive powers.” Joseph Gillott lived in a comfortable house in Westbourne Road, Edgbaston, with his wife and ten children. He died in 1872 and is buried in the family vault in Key Hill Cemetery. At the time of Joseph’s death, the company was producing 150,000,000 pens a year and employed 450 people. Joseph Gillott, his son, who inherited the company died in 1903 aged 76, Joseph Henry Gillott grandson of the founder, and a millionaire died in 1907. The head of the company in the early 1930s was Bernard Gillott and in 1948, after World War II, Nicholas Gillott took over the pen making side of the business which was passed to British Pens Ltd in 1969. They said of Joseph Gillott that he “Was the wickedest man alive because he made people ‘steel’ pens, and said they did ‘write’” By 1987 the Works had become divided into separate workshops but still retained the original form of a central courtyard enclosed by three buildings. Inner City Enterprises, a London based developer, completed its £1 million redevelopment of Victoria Works, transforming the run-down buildings into a new mini community comprising workshops/studios/offices.

which being constructed upon a principle perfectly new, combines all the advantages of the Elasticity and Fineness of the Quill with the Durability of the Metallic Pen, and thus all the objections hitherto existing against the use of Steel Pens. The Patentee is proud in acknowledging that a discerning Public has paid the most gratifying tribute to the value of his humble though useful labours, by a demand for the ‘New Patent Steel Pen’ beyond the means of supply in the premises he lately occupied, he has therefore now to announce that he has taken the whole of the Victoria Works premises, which will enable him to execute the increasing orders with which he has lately been favoured, with all possible accuracy and dispatch.

The man on the right of the picture, shoe in hand certainly fitted the old description. But they all had to be pretty tough to keep up with the work at the Vulcan Shoeing and Jobbing Forge in War-

stone Lane in the 1880s. The business was owned by the man in the centre, grandfather of Mr J Caffery of Sheldon Heath Road, Yardley.

Jewellery Quarter Tours began nearly 30 Years Ago! The first sightseeing tour of Birmingham began in 1985. Then, in 1988, the Jewellery Quarter was added to the tour for the first time. Jim McPhillips (Blue Badge Guide Middle of England Tours) - operated the tours. In 1994 Blue Badge Guide Ken Hughes was a familiar sight around the Jewellery Quarter with his furledup umbrella and his crocodile of visitors. During 1994 he conducted walking and coach tours for 44 groups, totalling 1,210 people. In addition,

Jewellery Quarter Action (URBED) - 25 Years on

Exactly 25 years ago (in 1992) Jewellery Quarter Action was formed by URBED who were engaged to prepare an Action Strategy to improve the general environment with a view to attracting visitors and tourists to this almost unknown area of Birmingham, (except of course to its workers). Jeweller y Quar ter Action was funded by the Birmingham City Action Team and managed by URBED, a private sector project management company. The main people involved were Andy Munro, Peter White and Jim Fox. Their office was in The Big Peg. Their action strategy was to concentrate on local points, gateways and corridors, also to tackle the envi-

ronment, training needs and visitor satisfaction. They recognised immediately that parking was one of the main problems, but with the Metro on its way they hoped that it may ease the problem. They also recognised that the Chamberlain Clock was in urgent need of repair and invited local craftsmen to tender for the contract.There was a mixed reaction from the Trade regarding increasing the number of tourists and visitors to the Quarter and how this could affect the Trade itself. They also mentioned the possibility of opening up a public square, maybe in front of the Big Peg which could be an excellent place for a festival or street market - in fact they did organise the first Jewellery Quarter Festival. In their first newsletter, they reported that the City Council were already proposing to put in a new public toilet block in Vyse Street, a Jewellery Quarter Discovery Centre, improvements to the streets, repair of the

Chamberlain Clock and a tourist information point.

So how did they do? Success with the toilet block in Vyse Street (later demolished!); Opening of The Discovery Centre (later re-named Museum of the Jewellery Quarter); the roads and pavements were greatly improved; The Chamberlain Clock was repaired and for some years there was an excellent Tourist Information Point - (thanks to HRH Prince Charles) but demolished to make way for Golden Square); and 25 years later we now have The Golden Square. Jewellery Quarter Action worked very closely with Marie Haddleton from The Jewellery Quarter Association in making things happen. At the end of his term with Jewellery Quarter Action, Andy Munro became Operations Director for Jewellery Quarter Regeneration Partnership which carried on the good work.
