Ya.Butenko ANALYSIS OF QUALITY OF THE BUSINESS-EDUCATION IN RUSSIA AND ABROAD The chiefs of companies have to be the leaders; only in this case there are positive changes in the companies’ lives. For achievement this purposes it’s necessary not only to work without holidays, to understand all administrative and industrial questions, but also constantly to raise own professionalism. In the West the top-managers master all «standard» skills on the basis of corporate universities before accession to the executive position. As a rule these courses are developed together with business-schools. Such programs include: theoretical blocks by the newest technologies in marketing or manufacture; trainings (for example, training by the leadership). But the basic emphasis in the foreign programs is made on personal development of the top-manager. Unfortunately, training of the Russian managers goes on another way. In Russia there is one stereotype: directors know everything, consequently it’s not necessary to study them. Partially such attitude towards training is possible to explain by youth of our market of business-education. The first training company in the Great Britain was formed in 1946, in Russia – in 1988. One of the business-schools for training already educated people became school of MBA (Master of Business Administration). For instance, in the Great Britain school of MBA stands on the fifth place in the TOP-10 of the best effective methods of personnel’s training. At the present time the MBA’s popularity (both in an open format and in a corporate format) gradually grows in Russia too. But there is a problem on the Russian educational market: the experts with the diplomas of MBA are underestimated. The analysis of the requirements of the employers in Internet-agency (this agency selects the personnel for different companies) has given an interesting result: less than 2 % of the employers pay attention to presence of the MBA’s diploma (figure 1). Thus only a handful of the directors set up the obligatory requirements to its presence. On these reasons the level of business-education in Russian Federation is too low. 7000 6000

The business-school gives a certain structure of knowledge, and the program is balanced not only concerning educational courses (from macroeconomics to the specialized disciplines), but also in the aspect «knowledge – skills». So in the program MBA one of the main aspect in education is trainings. But at MBA there is also minus. First of all, MBA (especially open format) is «boxshaped» product, in other words it’s a standard for all groups. In this attitude the program EMBA (Executive Master of Business Administration) is the leader. Many years ago Executive MBA appeared in the west: the first program EMBA was open by the Chicago business-school in 1943. In Russia there are too small educational institutions offering the teaching of this program: 8 of 46 educational centers (both state, and commercial) working in the system MBA. The pioneers of this movement are: Institute of business and business administration (consistent program EMBA with Management School of University of Antwerp is started in 1998); Stockholm school of economy in Saint-Petersburg (international program EMBA, 2000); Higher school of management SU-HSE (EMBA, 2002); IEF «Synergy» (remote program EMBA of University of Durham, 2002); MIRBIS (EMBA, 2003). There is a serious difference between the Russian programs Executive MBA and Western programs. Abroad it’s understood more as a format of the program MBA; in Russia it’s other target audience. On structure of the students of group consist approximately of 40 % of the proprietors of business and of 60 % of the topmanagers of the company. If earlier this index was about 20 % from total number of the applications, now there are more than 7 % (figure 3). It’s connected with changing of the sight and structure of the graduates MBA. If we look at the past, we see that MBA was additional practical education for people which have worked already some time on the

managing positions in sphere of business. And it was severe requirement for intrants, at the present time practically yesterday's graduates of high schools go to receive the diplomas. The number of candidates without diplomas of MBA

On the today's moment the quality control of educational services of business-schools is on very low level. If earlier on course MBA there were teachers from business knowing specificity of different segments of the market, but now people which have worked in business one or two years become the teachers. Thus, the Russian business-education has the big problems, it’s the fact. But these problems are not only in requirement in the experts. In accordance with statistics, annually in America more than 100 thousand the men receive the diploma MBA, in our country – about 1000 men. And the Russian economy can’t contain a lot of the graduates. Consequently, in Russia there are too small quantity of business-schools, absence of a competition among them and problems in connection with quality of services. But nevertheless at Master of Business Administration there are conclusive positive aspects. At business-school teach to application of a scientific idea in job. This idea was confirm and in personnel agency: the qualitative courses give a deeper understanding and commonly held view on different things. The generation of managers, which at the present time was generated, studied only intuitively to manage the people and companies. On these reasons economist had to solve tasks of the marketer, financier, director on management of the personnel. When the man goes to receive diploma MBA, he takes the complete modern knowledge, how all this is made in the successful companies and corporations. The graduates of business-school assert that the psychological component (in management, in business dealing) has changed at them. In the result of finishing this educational program 70 % from the hired managers have changed places of their job. In their opinion, a theoretical basis and structuring of knowledge help in job. Moreover, the financial situation of own business was improved.
