The Public Servant Association (PSA) workers at SASSA in KwaDukuza put down tools on Monday morning. The strike follows the signing of the Public Service Co-Ordinating Bargaining Council wage agreement by the majority of public service unions last week, increasing workers' salaries by between 6% and 7%. The PSA has disputed Sassa's claims, saying the agency has a separate bargaining council. Workers held up placards saying 'VAT, FOOD and PETROL is up but Wage is still the same'. According to a well informed source, SASSA has its own bargaining forum called SNBF, workers are demanding

15% from level 5 up to level 10 and 13% in level 10 to 12. “Workers have had 4 meetings with the employer since this year January but meetings have been unsuccessful thus far, therefore labour court through PSA granted workers a green light to strike. The strike is not affiliated with the PSCB strike, teachers and nurses and everyone involved, their strike has been called off because it has been finalised. They will be getting their 7%, but SASSA workers will continue with the strike because SASSA workers have their own bargaining forum,” stated the source. Yesterday it was business as usual, as PSA workers at SASSA resumed work.

Worker, and will continually be done so for the optimum benefit of the school. The emphasis is on the developmental needs of young people, which include achieving a sense of identity, a need for positive social interaction and developing skills and attributes including selfconfidence, a positive self-image, assertiveness and decision-making skills. Through the utilization of participatory activities, the facilitator enables youth to reflect on themselves, their living circumstances and their communities and how these ultimately impact on their sexual behaviour and decisions. The facilitation of the programme is available on request at the Department of Social Development.

2018/2019 Budget The budget for 2018/2019 has been finalized both by KwaDukuza Municipality and Ilembe and which comes into effect from 01/07/2018. KWADUKUZA MUNICIPALITY: Two letters were sent regarding the budget. A reply was received stating that it will be presented to the Budget Steering Committee. However, the mayor decided to pass and adopt the Budget at Ngcobongo Sport Ground on 31/05/2018 without any change. We on behalf of the consumers delivered a list containing over 300 objections to the Hyper inflationary tariff increases to the Municipal Manager on 30/04/2018. The Mayor and the Councilors decided to implement the new tariff without any changes. It is ironical that Kwa Dukuza Municipality's irregular, wasteful and fruitless expenditure rose from R86 Million in 2014/2015 to R247 in 2016/2017. From December 2016 to January 2017 R40 Million alone was spent on irregular, wasteful and fruitless expenditure. Cogta members accompanied by KwaDukuza Municipality visited a consumer in the CBD that owes

R300 000,00. Yet the private consumer who fails to pay their utility bill is disconnected and you have to pay a connection fee of over R850,00. KwaDukuza Municipality is failing to do the job of collecting money. How do you supply a consumer with electricity and fail to collect the money. If KwaDukuza Municipality's records were maintained well, surely you know when a customer is not paying and should be investigated. Recent investigations in the CBD revealed that business and private residents are either by passing electric meters or paying “fixers” to bypass the meters. ILEMBE DISTRICT MUNICIPALITY: Budget was finalized on 28/05/2018. No reduction in the tariff rates. We sent two letters and received no response. The Mayor at his presentation informed the public that they have enough funds for their day to day expenses on a monthly basis. Ilembe District Municipality is owed over R250 Million Rand in unpaid bills by big business and government departments. You have money outstanding, fail to collect and then increase tariffs to meet the budget. Everybody must suffer because you cannot do the job. Ilembe cannot attend to water leaks, response to telephone calls is pathetic, reservoir over flows and accounts are not sent to consumers on time. The Mayor during the task team meetings before the budget was finalized in 2017 assured the team that the valuation system for sewer will be for one year only. They will revert to the water based system come 2018/2019 budget. This was stated in the presence of Cogta members. Both the Municipality's need to avoid a situation where their whole business relies on tariff increases. They have to be proactive in their collection of revenue and service delivery. You are being paid handsomely with perks for a job that is done far from satisfactorily. If the revenue collection is monitored properly there may be a far smaller increase to balance the budget. How the World Cup favourites are shaping up The phoney war is over and most of the big guns have arrived in Russia ahead of the start of the World Cup on tomorrow, Thursday. We take a look at how the favourites are shaping up. BRAZIL In 2014, Brazil were being widely tipped for success on home soil but their campaign unravelled in spectacular fashion with a 7-1 semi-final defeat to eventual winners Germany. Now the five-time champions look the real deal again. Coach Tite has transformed their fortunes and they are confident mood. The absence of the injured Dani Alves at right-back is a blow but Neymar has proven his fitness in recent friendly matches, scoring in wins against Croatia and Austria. His goal in Vienna on Sunday, after his first start following a foot operation three months ago, was stunning. Manchester City's Gabriel Jesus has been the most prolific goalscorer during Tite's time in charge, in which the team have won 17 out of 21 matches. "We are handling the expectation. It's good. We are going to challenge ourselves," said the coach after Sunday's final warm-up game. "There is only one little detail. A new stage begins now." GERMANY Germany are the holders and their reputation as a team that always delivers on the big stage tempers the doubts arising from their performances in recent friendlies. BEYOND THE TOUCHLINE Could anyone have asked for a fuller programme of sporting events than the one we had over the past week? We experienced an extravaganza that had readers, viewers and listeners glued to the media to be in touch with the fare on offer. Rugby, tennis, athletics, cricket, motor racing and football kept sporting connoisseurs on their finger tips on the remote. The Springboks under the new leadership of Rassie Erasmus (Coach) and SiyaKolisi (Captain) overcame a stuttering start to defeat England after going behind in the first 17 minutes by three unanswered tries. Perhaps, for the many newcomers it was a case of nerves, but once they settled down, they took centre-stage and tries by S'busisoNkosi (2) and AphiweDyantyi together with those by old-timers Faf de Klerk and Willie le Roux saw the Springboks canter home. The final score line of 42-39 does not truly indicate the dominance of the youthful home side. What was the reason for the turnaround? One cannot ignore the role of captain, Kolisi, who was leading the Boks for the first time. He did not allow his team to be demoralised after the early setback but inspired them to stick to their game plan which allowed them to take a narrow lead at half-time. In the second half the Springboks dominated in spite of allowing the English to narrow the gap. The next test will be played at altitude in Bloemfontein where England will be at a disadvantage. But write off the English at your peril! They can bounce back. SA's good fortunes continued to smile when the Blitzbokke won the Sevens tournament in Paris and this enabled them to emerge victorious in the 2018 Sevens Series by two points from Fiji (180) and New Zealand (150). It was a remarkable comeback after having lost twice to Fiji. They were fortunate that they did not have to play their perennial rivals in the quarter or semi-finals where they have been beaten previously. In a must-win situation, they defeated England (who else?) in the final to achieve their goal and secure their second successive win in the Series. Congratulations to them! That test of human endurance once again had SA awe-struck as the runners pounded the road in the 93rd version of the Comrades Marathon from Maritzburg to Durban, otherwise called the "down run". BongumusaMthembu won the men's race by quite a distance for his third victory and second in succession. Another South African, Ann Ashworth, an attorney by profession, won the women's race. But the real winners were those who were trying earnestly to break the 12-hour barrier with muscles straining and a mental battle going on within them. The last half-anhour is when the essence of the race "comradeship" - emerges. Runners are prepared to sacrifice their own ambitions to assist others who are in need by giving a helping-hand to enable them to cross the finishing line within the stipulated time. No colour, no creed and no class come into play. Simply sportsmanship and humane feelings are on display. That is what makes us members of the human race! May this spirit of camaraderie continue to prevail till eternity. The second biggest sports event on the planet after the Olympic Games begins tomorrow (Thursday) in Russia. The 2018 soccer World Cup kicks off with the host team playing Saudi Arabia in Moscow. For the next month the eyes and ears of the entire world will be focussed on this event which takes place every 4

years. Who can forget the hype and pride when SA hosted the event in 2010. This time it's the turn of Russia who hosts this global extravaganza for the first time. Amid fears of racism rearing its ugly head, FIFA is hoping for an incident-free competition where the skills of great footballers will be on show. Players like Messi, Ronaldo, Neymar, Suarez and others will be in the limelight and we hope they do not disappoint. Without a doubt, some new talent will come to the fore and take centre-stage. Brazil, Argentina, Germany and Spain will start as favourites to lift the Jules Rimmet Cup a month later on the 15 July but as the saying goes, "there's many a slip between cup and lip". The tournament will be full of surprises as usual and our hope is that one of the teams from Africa will go all the way. But realistically, if one makes the quarter-finals, it will be an achievement. So let's get ready for a month-long early afternoon and evening of soccer viewing of the highest degree. Let the games begin. The last word. Last Saturday was indeed an historic day for SA rugby. The Springboks were being led by their first Black captain, SiyaKolisi, the Stormers loose-forward wearing the number 6 jersey, the same number won by the late Nelson Mandela when he presented the World Cup to Francois

Pienaar. The magnitude of the significance of the event cannot be understated. In a team that Jayce Singh is a former truly represented sports administrator and Patron of the KZNCU our diverse population, it had taken almost 25 years for it to be led by a person of colour. A dream of millions of South Africans had been realised. But couldn't this day have come earlier ? Some of the recent coaches like Jake White, Pieter de Villiers, Heineke Meyer and Allister Coetzee should have been bold enough to make this move. Especially Coetzee. The Springboks were performing abysmally last year and anyone could see that the team was lacking leadership but Coetzee, who had the opportunity to appoint Kolisi as captain as well as transform the team, did not do so as he lacked the guts to take that bold step. Coetzee, you failed the nation !Kolisi showed us that he had the ability to lead and inspire men when the chips were down. May he continue to be at the helm as the Springboks start their journey to take their rightful place as one of the leading rugby-playing nations in the world.
