New By-Law: Respecting the Care and Control of Animals on the Reserve Licenses fee and the requirement for dog tags will come into effect on the 1st of April and will begin to be enforced starting May 1st.

“Shared Government” After Treaty One of the biggest challenges and opportunities available through the treaty process is self-government. Once a treaty is signed, the NStQ communities will finally have their own constitutionally recognized and protected law-making authority. The Agreement-in-Principle sets out a long list of areas where NStQ will enact their own laws without any reliance on Canada or BC. The extent of post-treaty law-making authority is a little scary to a lot of NStQ members who have experienced years of paternalism by, and dependence on, INAC. Some members question whether NStQ is up to the challenge of self-government. That is why the Bands and the treaty team are already working on transition toward self-government—so we don’t arrive at a treaty without having the systems and expertise in place to run a post-treaty self-government. Over the past year, the treaty team has been working on how the four communities and the collective known as NStQ will interact after treaty. How will the selfgoverning law-making authority be distributed among the collective and the individual communities? What is the sharing formula? Recently, the Governance Networking Group (composed of the Governance Coordinators and Band Administrators of each of the four Bands) made some preliminary recommendations on the post-treaty distribution of law-making authority, in other words which laws it sees being made by NStQ as a collective, and which laws it sees being made by each individual community. These recommendations were circulated at the last Xatśūll Treaty Working Group and we will be going through them again at the working group meeting at 5 pm on Monday, March 28 at the Deep Creek Hall. Final recommendations from the four communities and urban members will be provided to the NStQ Leadership Council. Hope to see you on March 28. Cliff Thorstenson Xatśūll Governance Advisor

Hello everyone! Jeez the weather is crazy. I thought for sure we were looking at spring now. What’s up with all this new snow? Oh well spring will be here soon enough. So what about our election the other week, it was so close between Thomas and Bev, I think by only 5 votes. Congratulations Bev on your re-election. I have being working on a Fire Fighting Tickets proposal which will include S100/S185, WHIMS, First Aid, Transportation Endorsement, Bear Aware. Once the package is complete I will submit it to CCATEC. This process will take 4 to 6 six week for approval. In the mean time those that are interested in taking this training I am asking that you to come in to my office or give me a call to set an appointment with me to get file started if you don’t have one already or update your existing file. For all clients I have seen in the past. I will need to have your files up to date by signing another Client Intake form with me and if you need to update your resumes this will be a good time to this also. I will be printing them off a copy of your Client Intake Forms ready for you to sign or I can pint it off when you arrive it wouldn’t take me long to print one off for you. I look forward to seeing you. If there are any suggestions on how I can assist you better as the Employment Coordinator. All ideas are good ideas. Please do not hesitate to contact me in person or by phone/email. Cindy and I are in the process of getting better computers and a printer for the CAP Room. I will keep you updated on how this is coming along in future newsletters. The job board is updated twice a week Tuesdays and Thursdays. I am receiving so many online job alerts that I had to start another job binder. It is in the education office so there are now two binders one in the band office and the other in the education office. Please feel free to check it out next time you are in the CAP Room checking out the job board. Everyone is welcome! The spring break activities turned out good, we had a steady number of 7 to 9 students attend daily. I in charge of prepping Breakfast and lunch for the kids, unfortunately, I wasn’t here for Friday’s activities but I heard all the parents and kids had fun.
