Name of the Post Period of Engagement

One Consultant and One Technical Assistant  Initially for a period of Six month  The appointment of Consultant would be on full-time basis and he would not be permitted to take up any other assignment during the period of consultancy in DAC&FW.  The appointment as Consultant is purely temporary (non-official) nature on contractual basis for fixed specified period.  The engagement as Consultant can be terminated by the DAC&FW at any time without assigning any reason thereof.  He/ she will have to give 30 days’ advance notice or remuneration in lieu thereof before resigning from the engagement.

Nature of duties

Consultant: 1. To assist and advise Mission Director and other senior officers in synchronizing and synergizing with other divisions of DAC&FW & State Governments on technical front.

2. To visit the States as & when required to provide technical guidance and assess progress of works.

3. Assist & advise in analyzing, examining and furnishing comments and views on the issues and references received related to Agroforestry in general &Sub Mission on Agroforestry (SMAF).

4. To assist in and conduct Documentation and

dissemination of contribution of various interventions and success stories.

5. Any other work assigned by the superior authority from time to time to plan and assist in implementation of up scaling of Agroforestry.

Consultant: Master degree in Agriculture/ Horticulture/ Forestry/Botany/Agro-forestry from a recognized& reputed university or institute.

Technical Assistant: Master’s Degree in Agriculture/ Horticulture/Forestry/Botany/ Agro-forestry from a recognized university or institute Consultant: At least 10 years of field experience in work relating forestry, Plantation, Agroforestry project, NTFP in Central or State Government Department or Union Territory Administration or Recognized research institution or councils or agricultural university or Public sector undertaking or semi-Government or autonomous or statutory organization.

Technical Assistant: Three years experience in work relating forestry, Plantation, Agroforestry project, NTFP in Central or State Government Department or Union Territory Administration or Recognized research institution or councils or agricultural university or Public sector undertaking or semi-Government or autonomous or statutory organization.  Preference will be given to candidates with doctorate degree in the above disciplines.  Good knowledge of computer, data analysis and ability to utilize available computer based utilities.

 Ability to process, analyse and prepare reports, notices, articles etc.

Remuneration Allowances

Consolidated honorarium of Rs. 50,000/- to Rs. 70,000/- per month for Consultant and Rs. 30,000/- to Rs. 35,000/- per month for Technical Assistant.  Shall not be entitled to any kind of allowance or accommodation facility. However, would be require to travel within the country in connection with the official work of DAC&FW, TA/DA as admissible will be paid to him.

During the period of assignment the Headquarters will be ordinarily at New Delhi.  No TA/DA shall be admissible for joining the assignment or on its completion. No other facilities like DA, accommodation, residential/mobile phone, conveyance/transport, foreign travel, personal staff, medical reimbursement etc. would be admissible.

However, he would be provided working space and other necessities as deemed fit, to discharge the duties and functions but should not claim for any specific facility.  TDS as admissible shall be deducted from the monthly remuneration. A TDS certificate shall be issued by the concerned DDO. Leave Shall be eligible for 8 days’ leave in a calendar year on prorata basis. No remuneration for the period of absence in excess of the admissible leave will be paid. Un-availed leave shall neither be carried forward nor encashed.

Procedure  Application to be submitted online only in the prescribed format available at www.nmsa.dac.gov.in under the menu “Whats New”.  No physical applications will be considered.  After the last date of submission of online application the candidates found eligible after the scrutiny shall be invited for interview –cum-selection at New Delhi as per the date, time and venue to be intimated on the e-mail address furnished by the candidates in their application.  No TA/DA shall be paid for appearance in the interview.

Confidentiality of  The ownership of the data collected as well as data/ documents, deliverables produced during period of engagement shall conflict of interest etc. remain with the DAC&FW/ Government.  He/ she shall not utilize or publish or disclose or part with, to a third party, any part of the data or statistics or proceedings or information collected for the purpose of his assignment or during the course of assignment for the DAC&FW and afterwards also without the express



written consent of the DAC&FW. He/ she shall be bound to hand-over the entire set or records of assignment to the DAC&FW before the expiry of the contract, and before the final payment is released by the DAC&FW. He/ she will be required to furnish oath of secrecy in the prescribed format at the time of reporting for the assignment.

He/ she may not without any specific approval of the authorities in DAC&FW publish books, articles, literatures or any kind of media communication in his/her name using the information or material being dealt by him/her during the period of consultancy.

During the period of assignment he/ she will abide by the provisions of Indian Official Secrets Act, 1923 and will not divulge any information gathered by him during the period of assignment to anyone who is not authorized to know / have the same.

He/ she shall in no case represent or give opinion or advice to others in any manner which is adverse to the interest of DAC&FW or the Government.

During the appointment in DAC&FW, he/ she will not violate any of the provisions of the CCS (Conduct) Rules.

The other terms and conditions would be regulated as per DAC&FW OM No. 12034/8/2016-EI dated 30th December, 2016 or other Government instructions as issued from time to time. If any question arises relating to the interpretation or any relaxation of the terms and conditions of his engagement, it shall be referred to the Competent Authority whose decision thereon shall be final.

The engagement is purely on contractual basis initially for a period of Six month.

The Technical Assistant will be paid a consolidated monthly honorarium as indicated above per month on the expiry of each calendar month on recommendation of DDO (NRM) and after submission of details of work done during the month.

He/She will not be entitled for any accommodation, medical allowance, telephone connection, local travelling allowance or any other allowance.

However, he/she is entitled for TA/ DA for undertaking official tours outside Delhi (NCR), if any, in connection with the scheme as per rules prevalent in government of India. Over payment, if any, made will

be recovered even after the expiry of the period of work.

5. Expenditure incurred by him on travel for undertaking official tours within the country in the course of execution of the work assigned to him will be reimbursed to him as per rules prevalent in Government of India. Over payment, if any, made will be recovered even after the expiry of the period of work.

6. He/She will not be entitled to any claim or right for continuing the assignment or regular appointment to this assignment.

7. During the period of assignment the Headquarters will be at New Delhi.

8. The assignment can be cancelled/ terminated at any time on one month notice during the period on account of unsatisfactory performance towards the work assigned or any other reason.

9. He would be subject to the provisions of the Indian Official Secret Act, 1923. Any information gathered during the period of work shall not be divulged to anyone who is not authorized to have the same.

10. His place of work will be as provided by the Department of Agriculture, Cooperation & Farmers Welfare.

11. The Technical Assistants shall not indulge or disclose to any person, any details of office, operational process, technical know-how, security arrangements, and administrative/ organizational matters as all are of confidential/ secret nature.
