Mortgage Rates Remain Low to Begin 2013 Mortgage rates in the U.S. remain extremely attractive as 2013 begins. According to the results of the most recent Primary Mortgage Market Survey from Freddie Mac, the average rate on the benchmark 30-year fixed-rate mortgage loan was 3.4 percent, while the average rate on the 15-year fixed-rate mortgage loan was 2.66 percent. While these rates are higher than recent weeks, the 30-year rate, for example, is just 0.09 percent higher than the all-time lows hit back during the week of Nov. 22, 2012. The combination of the U.S. presidential election and the fiscal cliff negotiations in Washington has created a great deal of uncertainty in the economy and financial markets. Since the fiscal negotiations were not concluded, more volatility in the markets is likely in early 2013. However, it is unlikely that we will see a definitive move in mortgage rates until there are clear signs of economic growth or slowing, meaning that this remains the best mortgage market ever! Housing Affordability Sets Record 2012 will go down in the record books — at least as it relates to housing affordability. According to the National Association of Realtors® (NAR) national Housing Affordability Index, the affordability of housing in the U.S. has never been greater (at least since the index began in 1970). In November the index stood at 198.2. The higher the index, the greater the household purchasing power. An index of 100 is defined as the point where a median-income household has exactly enough income to qualify for the purchase of a median-priced existing single-family home, assuming a 20 percent down payment and 25 percent of gross income devoted to mortgage principal and interest payments. For all of 2012, NAR projects the housing affordability index to be a record high 194, up from 186 in 2011, which was the previous record. Lawrence Yun, NAR chief economist, said home buyers are able to stay well within their means. Commenting on prospects for housing affordability in the coming year he said “…2013 likely will be the third best on record in terms of household buying power. A window of opportunity remains open for buyers who can qualify for a mortgage.” NAR projects the housing affordability index to average 160 during 2013, which means on a national basis that a median-income family would have 160 percent of the income needed to purchase a median-priced existing single-family home. Conditions vary widely, with the highest buying power in the Midwest. Even in the West, where the regional index is lower, they typical family is well positioned in most markets.
